He said, "A large number of our central executive committee leaders are currently in jail. We cannot take a final decision on holding talks with the government in the absence of majority of our senior leaders who are imprisoned." He further said, "The government has slowed down on its initiative to start peace negotiations and instead stepped up military action against our cadres. It would be wrong on the part of New Delhi to presume that we would sit tight and join the peace talks if such actions continue."

Responding to remarks made by Union Home Secretary, V.K. Duggal, on January 2 that the PCG was to blame for the delay in beginning the second round of talks, PCG member Lachit Bordoloi said: "We are really surprised. The tribals would reportedly be employed as special police personnel at a monthly remuneration of Rupees 1,500 each. Village Defence Committees will also be formed to counter the Naxalites. Interacting with a team of senior journalists from Nagaland at its Mon town headquarters, senior leader of the outfit, A. Duggal said "the level of incidents have gone up by four per cent in 2005. I don’t want to go into the reasons but the challenge in 2006 will be to contain it with an integrated approach." Among the measures decided at the meeting included creation of dedicated intelligence units in seven of the worst affected states, raising 10 more police battalions, inducting an additional 45 armoured vehicles and strengthening police stations. "As a first step to strengthen our fight against the armed rebels, there will be a separate Maoist division in the home ministry that will coordinate activities," Duggal said. Emphasising on land reforms, he said, "it has to be an integrated approach and that is why officials in the ministries for rural development, tribal affairs and panchayati raj were roped in to find out if developmental programmes on the ground are up and running." In addition to the 25 battalions of the Central Reserve Police Force (CRPF) that have been specially trained for combating Maoists, another 10 battalions will be raised over the next two years at a cost of Rs 250 million. The Home Secretary added that a State like Haryana cannot be complacent from being affected by the Naxalites as, it was one of the states, including Uttaranchal, Uttar Pradesh, Tamil Nadu, Karnataka and Kerala, where Naxalites were trying to mark their presence. He further said that during the current year six States - Bihar, Jharkhand, Orissa, Chhattisgarh, Madhya Pradesh, and (eastern parts of) Maharashtra - will have dedicated intelligence wings to keep a tab on the Naxalites activities.

Around 170 security force personnel and 40 civilians were killed, while 51 civilians were injured in 107 militant related incidents from January 1, 2000 till November 30, 2005. He further added that militants abducted 60 civilians out of which 33 were released in exchange for huge amounts of ransom. He added that 1163 cadres of the militant outfits, including the All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT), surrendered to the security forces with huge cache of arms and ammunition. However, the maximum number of militants - as many as 322 cadres - had surrendered in 2004 reportedly due to intense counter insurgency operations.

In the past, a number of gun-manufacturers and gunrunners have been arrested from in and around the capital city of Shillong. Hussain said that operations by the security forces targeting the ULFA would be stopped once such an agreement for suspension of operations is signed. In another reply to another question by T. P. In his first meeting with Malik, Dr. Singh said there was an air of optimism in Jammu and Kashmir and an opportunity to bring lasting and permanent peace in the State, according to Press Trust of India. Terming his meeting with the Prime Minister as part of "consultations", Malik claimed that the peace process would become irreversible only after key militant leaders were included in the talks. Malik said he wanted the Union Government to hold talks with separatist leaders in a third country on the line of negotiations being held with Naga insurgent group NSCN-IM. Malik is the second leader after Sajjad Lone of the People’s Conference to be invited by the Prime Minister for talks on the Kashmir issue. After successive Maoist attacks in the Dantewada district of Bastar region recently, the district administration has made recommendation for declaring Dantewada as a "disturbed area", top officials told Press Trust of India. "Because of the violence by the left wing extremists, not only the peace of the region was disturbed but also carrying out developmental works by the government agencies are being affected", the district administration said. Normal life was also being affected because of the growing Maoist activities, the District Collector K. R. However, there has been no official confirmation on the fatalities so far. Unofficial reports indicate that over 50 persons were killed in the attack. Telegraph reports that more than 200 tribals were returning from an anti-Maoist Salwa Judum meeting in two trucks and a bus when the Maoists detonated a landmine, blowing up one of the vehicles. Director-General of Police, O.P. Rathore, said the victims, mostly tribals, were returning home after attending a Salwa Judum meeting. As their convoy approached Eklagoda around 11.30 a.m., the Maoists exploded the landmine and subsequently opened fire on two other vehicles and reportedly abducted nearly 120 villagers. Chief minister Raman Singh said the Maoists have entered Orissa along with their hostages after crossing the Sabri river. He added that "the security personnel and villagers attending the Salwa Judum meetings had been strictly ordered to travel only by foot," he said, adding that the size of the group could have forced the villagers to opt for heavy vehicles. The anti-Maoist campaign, the Chief Minister added, would continue despite the attack. "The government will redesign the strategy and give a new direction to the campaign," he observed, describing the act as "desperate and cowardly".

Whenever it starts, Hizb will be in the frontline," HM ‘operational commander’, Qazi Misbahuddin, told a local news agency on March 14, according to Press Trust of India. He ruled out formation of a new political party, saying "Hizb is active on both military and diplomatic fronts. We do not need a political party to take part in the talks." Misbauddin also termed the arrest of Hizb 'supreme commander' and United Jehad Council (UJC) chairman Syed Salahuddin by Pakistan as "baseless and beyond reality" as Salahuddin was on a sit-in at the Pakistan occupied Kashmir capital Muzaffarabad along with his associates to protest the Pakistan's changing Kashmir policy. "The state Government has taken up with the Centre, a proposal for the extension of the Multipurpose National Identity Card (MNIC) Scheme to the whole of Meghalaya," said Governor. He also informed the House that only 195 km (especially in Garo Hills) of the entire 423 km Meghalaya border with Bangladesh had been fenced. He further mentioned that the Meghalaya Government has decided to set up a headquarters for management of the international border at Baghmara in the South Garo Hills district to control cross-border militancy and illegal infiltration from Bangladesh. Security forces recovered 150 arms and 8208 ammunitions from the arrested militants during the last three years, while 108 arms and 5717 ammunitions from the security forces were looted in various attacks in the same period. The detention figure in 2004 was 1596 and 18 persons were convicted. In 2006 till date, 1463 persons were detected foreigners and 14 of them were convicted. Separately, Chief Minister D.D. Lapang said, "In so far as influx of foreign nationals into the area is concerned, the infiltration branch of Meghalaya Police has set up check point at Ratacherra to check influx of suspected Bangladeshi to the coal mining areas." Udayagiri sub-jail and other Government establishments in Gajapati district on March 24 has risen to four. In the pre-dawn strike, a group of over 200-armed Maoists, including women and few sympathizers, had attacked the sub-jail in R. Udayagiri town, freed 40 prisoners, killed three police personnel, and took a police officer and the jailor hostage. The Maoists reportedly pulled down the jail gates to help prisoners escape and also simultaneously attacked the police station, an Orissa Special Armed Police Camp, the treasury, the tehsildar’s (local administrative official) office and a telecom tower. The exchange of fire reportedly lasted around two hours. Police said the two who were taken hostage by Maoists were the officer in charge of the police station, Ranjan Kumar Mallick, and the jailor, Rabinarayan Sethi. According to the District Collector, Binod Bihari Mohanty, the Maoists also looted arms from the police station, including 25 self-loading rifles, a pistol, a light machine gun and an AK-47 rifle. The Maoists also burnt stamp papers worth nearly Rupees 40 lakh in the treasury. The Maoists had approached the town from two directions and retreated after the attack via Saralapadar into the deep jungles. Chief Minister Naveen Patnaik told the Legislative Assembly on March 24 that the Maoists were believed to have come from the Vizianagaram district of neighbouring Andhra Pradesh. They reportedly conversed in Telugu, Hindi and Soura (a tribal dialect). Media reports added that in a related incident, one civilian was killed and nine others were injured in a landmine blast at Kankadaguda, 10 kilometers from R. Udaygiri, while clearing the trees from the roads. The landmine was reportedly planted by the Maoists while retreating.

To prevent this, we want 20 additional battalions to be raised for foolproof border vigil,” said the BSF Director-General A.K. Mitra in Shalbagan near Agartala. He added that infiltration from Bangladesh still poses a problem. He informed, “The eastern border of the country is very sensitive and as many as 64 battalions of the BSF have been deployed here against the sanctioned strength of 69 battalions.” He termed the country’s 900-km-long riverine border as the most vulnerable and said there should be proper lighting in the border area for full protection. “We are aware of this and we are trying to modernise our force with sophisticated equipment, latest electronic devices, arms and ammunition,” he added.

Following the Co-ordination Centre meeting attended by the police chiefs and Chief Secretaries of 13 Maoist-affected States and a number of Central Ministries in New Delhi on March 31, the Union Home Secretary V. K. Duggal admitted that Maoist violence was on the rise this year in Chhattisgarh but claimed that the situation in 12 other affected States was by and large under control. Compared to 475 violent incidents in the first quarter of 2005, there were only 391 in year 2006, though the number of casualties went up from 114 to 157. The number of security force (SF) personnel killed till March 30, 2006 is 47 as against 45 during the same period during year 2005. "There have been more civilian casualties, the intensity was also higher," Duggal said. In Chhattisgarh, which bore the brunt of Maoist attacks in the first quarter of this year, 162 incidents were reported compared to 97 in the same period during 2005. "In this year's incidents, there were 105 casualties, including 27 of security personnel”, he disclosed. During the same period in 2005, three civilians and six SF personnel were killed. The Home Secretary also informed that local resistance groups would be trained in self-defence and given police protection. He added that there was a consensus at the meeting that such groups were useful although, it should be ensured that local resistance was encouraged in areas effectively dominated by SFs so that the people there did not become vulnerable to attacks. A four-pronged strategy was also discussed to strengthen the Railway Protection Force, the Government Railway Police, the State police and intelligence agencies. Further, all States were asked to fill up vacancies in their police force. The Home Secretary informed that Bihar was making efforts to fill 17,000 vacancies, while Jharkhand recently recruited 11,000 constables and still 1,000 vacancies remained. The number of vacancies in Andhra Pradesh was about 6,000. Further, the meeting also decided to extend the scheme of Security Related Expenditure for Maoist areas by another five years, for which Rupees 250 crore has been earmarked.

The Tripura Chief Minister, Manik Sarkar, who holds the Home portfolio, is reported to have informed the Legislative Assembly on April 10 that at least 458 militants belonging to the All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT) had surrendered in last two years with the respective surrender figures of 2004 and 2005 as 322 and 136. The surrendered arms included AK series rifles, SLRs and grenades. The Chief Minister also mentioned that 77 militants were killed in counter-insurgency operations during the same period. The arrest figure from January 2005 to February 2006 was 57, added Sarkar. He further said that despite the decline in the insurgency-related incidents in the last few years, the situation was not totally conducive for repeal of the Disturbed Area Act, which was made applicable in phases fully to 28 police stations and partially to six police stations since February 16, 1997. He also ruled out withdrawal of security escort for the passenger and goods-carrying vehicles plying on the National Highway 44 connecting Tripura with Assam. "Government is well aware of the problems that the passengers are facing due to escort. "With ceasefire holding, the violence level in the militancy-hit State has come down," according to an assessment given to top Army Commanders meeting in New Delhi to review the situation. "The efficiency of our counter-insurgency operations is evident from the leap in the ratio of terrorists killed per infiltration bid rising from 1.8 in 2004 to 3 per infiltration bid in 2005," said Army chief Gen J. J. Singh. He said "surgical operations" were being carried out by avoiding any collateral damage and had helped the armed forces to gain moral ascendancy over the terrorists. Every Naxalite who surrenders is allowed to hire a lawyer of his choice at Government expense and also be extended a life-insurance cover of Rupees One million. Every Naxalite who surrenders will receive cash "compensation" of Rs 25,000, to be paid in two instalments, but will also be paid a stipend of Rs 2,000 per month for the next two years. If the Naxalite surrenders with a firearm, the minister added, valuation will be done and the cost of the firearm, too, will be reimbursed. As a further incentive, all surrendered extremists will be kept together in the State capital and cases pending against them will be consolidated and transferred to Ranchi. Special fast-track courts will be constituted to expedite trials and a review committee will monitor their conduct and recommend reduction or remission of sentences. The policy also promises to allot an acre of land to the family of every surrendered extremist. The family, in addition, will be entitled to free housing, free education for children and free healthcare facilities. The Government, the policy declares, will evolve a special mechanism to solve land disputes involving the families. Finally, if any member of the family is killed in retaliatory attacks, the State will offer a "government job" to one of the surviving members. The policy, however, is yet to be approved by the Cabinet, he indicated at a news briefing but announced that it would be implemented "within a week".

The Border Security Force (BSF) has reportedly urged the Bangladesh Rifles (BDR) to take strict measures against Indian insurgents operating at different hideouts in their country, according to UNI. The issue was reportedly raised at a sector level BSF-BDR meeting held at the border camp, the BSF sources said in Aizawl, the capital of Mizoram, on April 21. However, the BDR delegation, led by its Sector Commander (Sylhet) Colonel Abdul Hossain, was non-committal over the issue, sources added. The BSF Deputy Inspectors General, while expressing concern over the transborder crimes, said that erection of barbed wire fencing would help in curbing transborder movement of militant outfits. The BSF also alleged that about 90 militant hideouts belonging to the outfits active in North East India are operating in the neighbouring country thereby posing a serious threat to India’s security.

At the same time, it maintained that efforts were on to tell the separatists to "recognise the validity and utility of participation" in the meeting to be presided over by Prime Minister Manmohan Singh on May 25. "I don’t think the success of the roundtable depends on the attendance of any group — A, B or C... In any case, I don’t think the separatists have a veto on the success or otherwise (of the roundtable)," National Security Adviser M K Narayanan said in an interview in New Delhi on April 23. Narayanan said "if the separatists feel that they can’t discuss their issues and positions.... It is nothing that we can do about it". The first roundtable conclave, chaired by the Prime Minister, was held in New Delhi on February 25, 2006. Bhaderwah witnessed the highest percentage of 72 followed by 66.2 per cent in Rafiabad, 56.2 per cent in Pattan and 40.32 per cent in Sangrama. "The overall situation remained peaceful," Sharma said adding that the percentage could go up by one or two per cent as the figures were not final. The organisations reportedly arrange for medical treatment for Maoists, often in nursing homes in cities. They also help the extremists secure “legal aid and support” from Mumbai’s lawyers, police said. Intelligence sources said the organisations are “sympathetic” to the Maoists and that most of them are small groups managed by people of alleged dubious credentials. Police chief P. S. Pasricha said, “We are keeping close tabs on the activities of functionaries belonging to a section of the NGOs. A couple of recent arrests and subsequent interrogation of office-bearers of these groups have made us more aware of the security threat they pose.”

"We plan to approach Interpol to issue red card notices against top militant leaders, including chairman of United Jehad Council and supermo of Hizbul Mujahideen Syed Salahuddin and Lashkar-e-Toiba chief Hafiz Mohammad Saeed now in Pakistan," said Kumar. He also said the wanted leaders also included JeM chief Maulana Masood Azhar and Al-Umar Mujahideen chief Mushtaq Ahmed Zargar. "The legal offensive against the militants has already been set in motion and once the process is completed we will approach Interpol to issue red corner notices against them," Kumar added. And both sides agreed to evolve a mechanism and discuss specifics to ensure forward movement on the dialogue process," APHC Chairman Mirwaiz Umer Farooq told reporters in New Delhi after almost two-hour-long talks with Dr. Singh. The Prime Minister described the discussion as "a meeting of minds" which augurs well for the future of Jammu and Kashmir and the South Asian region. "I am happy with the talks. The Centre has reportedly strengthened the security cover for the Kaiga Atomic Power Plant in the Karwar district of Karnataka following intelligence warnings about a possible terrorist attack. A senior official of the Union Home Ministry told Deccan Chronicle that: “There are intelligence inputs that suggest militants may target the Kaiga Atomic Power Plant in Karnataka. The security arrangements for Kaiga have been reviewed and adequate arrangements made to prevent any untoward incident.” Specially trained Central Industrial Security Force (CISF) personnel have also been put on alert at all 22 atomic and space research centres throughout the country. “Around 6,000 armed CISF personnel are already guarding nuclear and atomic research centres in the country. Now they have been instructed to remain extra vigilant,” the official said. The CISF has also been instructed to beef up security at all sensitive installations situated in the Northeast. Security has been beefed up at the Guwahati Oil Refinery, at ONGC establishments at Nazira and Jorhat, at the Doyang Hydro Electric Project in Nagaland and the Numli Garh Refinery in Assam. In addition, the Centre has directed security agencies to strengthen the protective cover at all coalfields. Security has been beefed up at Eastern Coalfields Ltd (Sitalpur, West Bengal), Central Coalfields Ltd (Kargali, Ranchi), Singareni Collieries Ltd (Andhra Pradesh) and Neyveli Lignite Corporation (Chennai).

On April 21, Govinda Basumatary, ‘general secretary’ of the National Democratic Front of Bodoland (NDFB), in an interview to Assam Tribune said that even after 11 months of the cease-fire agreement with the Union Government, there have been no formal talks on the demands of the outfit. He also said there is no point in extending the truce if the talks on the main issues are not started. Basumatary also said that around 200 cadres of the outfit are now living in three designated camps set up in the Kokrajhar, Udalguri and Baska districts while more than 700 cadres are living outside the camps because of shortage of space in the camps. He informed that the outfit wanted to establish four more camps in the districts of Dhubri, Sonitpur, Chirang and Karbi Anglong, but the Government has not given permission to do so as yet. He also said that these camps are being maintained by the NDFB on its own, through “donations” received from different persons.

In a reply to a written question in the Parliament, Minister of State for Home Sriprakash Jaiswal said that Maoist-affected states witnessed more incidents of terrorist violence than Jammu and Kashmir in the first four months of 2006. There have been as many as 550 incidents of violence in Maoist-affected states as compared to Jammu and Kashmir where 466 terrorist acts have taken place till April 30, 2006, he said. As many as 281 persons, both civilians and security force personnel, have died in the Maoist-related incidents while in Jammu and Kashmir, 141 persons died in terrorist acts, he informed.

The new Congress-led coalition Government in the State has reportedly intimated the Centre that there were no problems in releasing some of the jailed ULFA leaders for the sake of peace, said an unnamed official. Chief Minister Tarun Gogoi said, "We have no problems in releasing the jailed ULFA leaders and the formalities are on in this regard to secure their release." He said Government "remains committed to providing all possible help to coordinate and supplement efforts and resources of naxal-affected states to successfully counter the menace". The Minister further said that states have been asked to post young and committed officers both in civil and police administration with a stable tenure in naxal-affected districts. Such officers should be given greater delegation of power and flexibility to improve governance and ensure better delivery systems to facilitate rapid people-centric developmental activities in these areas under various schemes.
