ATS told the court on January 1, that the conspiracy to cause serial bomb blasts on Jangli Maharaj Road was hatched by the seven arrested suspects in Saudi Arabia, reports The Times of India. The ATS said the custodial interrogation of the suspects, revealed that they were constantly in touch with the absconding suspects, Fayyaz Kagzi, Riyaz Bhatkal and three others involved in a string of terror attacks in India so far. Investigations also revealed that one of the absconding suspects is a militant of the terror outfit Lashkar-e-Toiba (LeT) and he is involved in inciting youths from Aurangabad, Beed and Ahmednagar (three District of Maharashtra) to indulge in terror activities. LeT had trained the absconders to assemble bombs.

Chief Minister Mukul Sangma on January 1 announced that a “historic settlement” is on the anvil for resolving the issues raised by the A’chik National Volunteers Council (ANVC), reports The Telegraph. “The negotiations with ANVC for arriving at a permanent settlement have reached the final stage. I have been informed by the Union Ministry of Home Affairs that a tripartite meeting is being convened on January 5 in Shillong,” Mukul Sangma said. CM Sangma appealed the breakaway faction of the ANVC (ANVC-B) to join in the meeting. The ANVC has been demanding the creation of the Garo Hills Autonomous Territorial Council (GATC) on the lines of the Bodoland Territorial Council (BTC).

State Home minister, R Lalzirliana said that the Government is making arrangements to hold negotiation with the Hmar militant outfit Hmar People's Convention-Democratic (HPC-D), reports Sangai Express on January 3. R Lalzirliana said, "It is true that the HPC -D is not to be approached by the Mizoram government. However, since they use the very fact that we (the Mizoram Government) do not initiate talks with them, as an excuse, therefore, we shall hold talks with them, if necessary. HPC-D are our brothers, and the government, their father, and we are not enemies". Home minister further said that negotiation between the State Government and the HPC-D shall be held on certain conditions. The conditions according to Home Minister is that HPC-D should cancel their dictate of dissolving Young Mizo Association (YMA) branches, and situation should prevail such that the Government would be able to conduct village council elections in the villages where it has not been held, within areas of Sinlung Hills Development Council (SHDC); and also that they should not create any disturbance to the contractors and also on the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) fund distribution.

Former UPDS leaders, who had signed a tripartite Memorandum of Settlement (MoS) with the Centre and the State Government on November 25, 2011, said they have lost faith in the government as even after more than one year no step has been taken to implement of the agreement. “It had left us with no option other than reviving our statehood demand,” disbanded UPDS ‘chairman’ Longsodar Senar said. “We feel that the peace agreements signed by the government with the two factions of DHD (Dima Halam Daogah) will also meet the same fate as the MoS signed with us,” he added.

Rebel Trinamool Congress (TMC) Member of Parliament (MP) Kabir Suman on January 4 claimed that Communist Party of India-Maoist (CPI-Maoist) helped Mamata Banerjee win West Bengal assembly elections in 2011, reports Hindustan Times. Outlining TMC's close relations with the Maoists, Suman said slain Maoist leader Koteshwar Rao alias Kishenji had told his men to “hold aloft the Trinamool flag” to oust the Left Front government. The Trinamool has been denying the allegation, levelled earlier by the Communist Party of India-Marxist (CPI-Marxist) and more recently by Suman himself. He said without the help of Maoists, TMC would not have won a single assembly seat in West Midnapore. “Maoists were part of the Bhumi Uchhed Pratirodh Committee (BUPC) [committee for resisting forcible land acquisition]. Agitations in Nandigram, Singur and Lalgarh were responsible for the regime change. Santosh Rana, a Naxal, and his comrades campaigned for me in Jadavpur (in 2009).” In Nandigram, the TMC led the BUPC, which was opposing former Chief Minister Buddhadeb Bhattacharjee’s plans to acquire about 14,000 acres for an SEZ.

According to a report by Press Trust of India (PTI), Indian External Affairs Minister, Salman Khurshid said that what Islamabad (Pakistan) has done so far in the case was “not to our satisfaction”. “I don’t see it as a setback at all. But I do believe and (what) we all believe in this country is that dialogue will move smoothly, faster and in a right direction provided the wishlist lying with Pakistan given by India as far as the Mumbai tragedy is concerned is responded to. That is a critical thing, not what is said, not what gesture is made,” Khurshid was quoted as saying. Salahuddin said that experience of the past 65 years should convince anyone that only a strong and target-oriented armed struggle across Indian-held Kashmir could win freedom. "There has been an increase in ceasefire violations. There been an increase in infiltration attempts, not only in the last few months. In 2012 there was an increase overall over 2011. That is a fact and that is something we are dealing with, both ourselves and with the Pakistani authorities," he said. Reports suggest that the ceasefire was violated by Pakistan as many as 117 times in 2012. The number stood at just 61 in 2011. In 2010 there were 57 violations. In the first 10 days of this year, there have already been at least four violations. The Army assessment is that while 2011 witnessed only 52 "successful" infiltrations, the number jumped to 121 in 2012.

He said violation of ceasefire by Pakistani Army along the LoC was on for about two months in the area because they want to push more and more terrorists to the Indian side. Rana said almost 90 per cent of the 700 kilometers long LoC was covered with snow in the peak of winter and the only possible way to push militants into India was through Poonch as snow level has been quite low in this part. The DIG also said that there were some patches in Mendhar Sector of Poonch District where fencing was not done along the LoC due to water bodies in the area and difficult terrain. So this area has been most suitable for infiltration.

The Shillong Times reports on January 20 that the State’s Chief Secretary, WMS Pariat, on January 19, asserted that law and order situation in the trouble-torn Garo Hills has improved in recent times. “There is a perceptible improvement in the law and order situation in Garo Hills in recent times,” Pariat told reporters, adding that peace seems to be prevailing in the region with no major incident being reported in the last few months. It is noteworthy that the State Government and the Central Government had recently signed the draft peace agreement with the militant group Achik National Volunteer Council (ANVC), which was later approved by the State Cabinet. On the issue of signing the final agreement with the ANVC, the Chief Secretary said that the Central Government would come out with the final agreement. The Chief Secretary stated that the agreement is applicable to the breakaway faction of ANVC (ANVC-B) and they need to surrender their arms and weapons since the draft agreement has already been signed. Asked about the Government’s stand on Garo National Liberation Army (GNLA), the Chief Secretary indicated that the Government would welcome any outfit which wants to come forward for discussion. "The gun has never solved any problem but created numerous ones. The NC [National Conference] all along stood for peaceful settlement of political issues through the process of dialogue. We would continue our endeavor in this regard", he added. He also said the ceasefire on Line of Control (LoC) was due to talks and agreement between India and Pakistan and United Nations Military Observers Group in India and Pakistan (UNMOGIP) has no role in it. "Addressing of political issues and finding out solution to these would be achieved only through dialogue process between the two countries. Presence of the UNMOGIP is not required for this breakthrough", he added. Omar said that presence of UNMOGIP in the State has been of no use. Reacting to the Justice Verma committee recommendations, law minister Ashwani Kumar said on January 24 that any consideration of withdrawing the Armed Forces Special Powers Act (AFSPA) will only be on its merit — hinting at no such hasty move by the Government which could upset the armed forces deployed in conflict zones, reports The Times of India. The law minister said the suggestion has to be seen in totality. According to Choudhury, the seizure of a large number of Chinese grenades and Improvised Explosive Devices (IED) in Assam in 2012 is an indicator that the group still has access to sophisticated arms and ammunition. According to Police records, a total of 163 grenades and 110 IEDs were seized in 2012 compared to 110 grenades and 89 IEDs seized in 2011. Similarly, the number of rounds of ammunition seized went up to 9,320 in 2012 from 5,544 rounds in 2011. On the Maoist threat, he said there are 114 Maoists at present, who are mostly active in Upper Assam districts of Tinsukia, Dibrugarh and Dhemaji and are concentrating on mass mobilisation and creation of a support base. The Assam Tribune also reports that though the overall level of violence in Assam has come down, extortion by the militant groups remains a major cause of concern and according to a “very conservative estimate”, the militants managed to collect at least INR 270 million from the State in 2012.

Naiku claimed that a substantial portion of HM’s fund is generated from the sale of skin of livestock, collected by volunteers at village fairs. Naiku also said his HM handler took him to training camps for mujahids (terrorists), which are allegedly run across Pakistan with full knowledge of the government. The handler also introduced him to a high-ranking official in the Pakistan Army, who is in charge of the HM’s anti-India operations. Naiku, sources said, was taken to the stalls put up by the terror group in village fairs in the Punjab Province (Pakistan). “The Hizbul volunteers would collect donations from people in general. They would collect the skin of goats, sheeps and cows, which were then sold to leather industries and the proceeds would be used in funding terror in India,” the source said. The group would also send consignments of dry fruits, originating from Kandahar and Kabul in Afghanistan, to India via Pakistan under the border trade agreement. Their operatives in India, masquerading as dry fruit importers, would receive the consignments and the proceeds from the sale would be used to fund terrorist activities in Jammu and Kashmir, sources said. “Naiku too operated as a dry fruit merchant in Navi Mumbai,” the source added.

The most prominent among these militant outfits is Lashkar-e-Toiba (LeT). Senior Indian government sources said that intelligence inputs available with them indicated that Rohingya Muslim extremist activity was being funded mainly from groups in Saudi Arabia. India and Bangladesh, both having significant numbers of Rohingya Muslim refugees, have exchanged notes on the stepped-up operations by the Pakistani Intelligence Agency Inter-Services Intelligence (ISI), and the LeT. The expanding ISI footprint in areas with significant Rohingya population was revealed following the arrest of one Noor-ul-Amin from the Eidgah madrassa in Cox’s Bazaar, Chittagong, on September 11, 2012. A cleric recruited from Dar-ul-Uloom Islamiya madrassa in Karachi, Noor-ul-Amin had served as a militant talent spotter and a recruiter of Rohingya cadres in the past. Colonel (retired) Ashfaq Hussain, a former aide to the retired General and former President of Pakistan, Pervez Musharraf, revealed that weeks before hostilities erupted between Indian and Pakistani troops in the Kargil sector (Kargil District of Jammu and Kashmir) in 1999, General Pervez Musharraf crossed the Line of Control (LoC) in a helicopter and spent a night at a location 11 km inside Indian territory, reports Kashmir Times on February 1. Accompanied by Brigadier Masood Aslam, then commander of 80 Brigade, Musharraf spent the night at a spot called Zikria Mustaqar, where Pakistani troops commanded by Colonel Amjad Shabbir were present. Ashfaq Hussain first made the revelation in his book 'Witness to Blunder: Kargil Story Unfolds' published in late 2008. He further said Pakistani troops first intruded into the Indian side of the LoC on December 18, 1998. Besides troops from the Northern Light Infantry, soldiers from 31 Azad Kashmir Regiment, 24 Sindh Regiment, Frontier Force Regiment and artillery units participated in the Kargil operation. Hussain also dismissed Musharrafs’ claim that the operation was a success. He said, "It was a success only till Pakistani forces came face to face with the enemy. In winter, both sides abandoned their positions under a recognised procedure. Our troops crossed the LoC at a time when the enemy was not present. Our troops were not even informed why they were being sent across the LoC." Hussain also dismissed Musharrafs’ recent assertion that Pakistan had lost only 270 troopers during the Kargil conflict. "According to my research, there were over 1,000 casualties on the Pakistani side. The official data (on casualties) was hidden and cannot be accessed," Hussain said. He also said he believed Musharraf overthrew the democratically elected Nawaz Sharif's government because he wanted to escape a probe into the Kargil episode.

On January 31, the HPC-D publicity secretary, John F Hmar informed Newmai News Network that both the Hmar outfit and the Mizoram Government had agreed and signed nine-points 'ground rules' for implementation of SoO between the Government of Mizoram and the outfit which initially will be for a period of six months effective from January 31, 2013, and which may be extended by mutual consent. "The two parties also mutually agreed to hold at least two rounds of peace talks for a political solution during 6 months SoO period," John F Hmar disclosed. According to the HPC-D leader, the ground rules for implementation of SoO between the Government of Mizoram and the HPC-D was signed by representatives of the Mizoram Government and the outfit at the State Guest House, Aizawl (Mizoram) after an exchange of views to initiate a peace dialogue in the common interest of finding a permanent political solutions to the Hmar political issues in Mizoram. It can be noted here that since 1986, the Hmars has been demanding for the creation of Hmar Autonomous District (ADC) in Mizoram. In spite of the Peace Accord that was inked between the Government of Mizoram and the Hmar people, there was no concrete solution to address and redress the rights of the Hmar People.

Kanglaonline reports on February 5 that the United People’s Party of Kangleipak (UPPK) cadres who were `rescued` by a team of Thoubal commando team on February 3 had come from a camp which the outfit shares with the Manipur Naga Revolutionary Front (MNRF) and the Katampur Liberation Organisation, KLO of Assam at Leipok of Tamu Sub-division of Myanmar, informed a reliable source. In all 45 cadres of the UPPK including newly announced functionaries and women cadres were rescued by the team from Moreh during an operation which lasted for about a day starting from the early morning of February 3 and concluding the next day at 3 am. Sources said that there was a woman cadre of the KLO identified as one Sapana Jughy Koch amongst the total four women cadres. All the 45 cadres are now at the 27 Assam Rifles camp at the Old Airport, Kakching Lamkhai, the source added. Meanwhile, after the ‘rescue’ of the UPPK cadres, the process to release some 20 members of the outfit is said to have being started. According to information available with Imphal Free Press, there are around 20 cadres of the outfit including its ‘secretary general’ Nithoujam Shanti alias Chinglemba Mangang presently lodged at Sajiwa Central Jail. There are two cases registered against general secretary Ningthoujam Shanti alias Chinglemba Mangang by National Investigation Agency (NIA)’s Imphal and Guwahati offices. Besides these two cases, there are other 25 pending cases registered against him at various Police station of the State. However, out of his 25 cases, bail has been granted to him from 15 cases by the concerned courts and the other 10 cases are still in process. Besides him, other cadres of the party who are presently lodged at Sajiwa Central Jail are also said to have approached their concerned courts pleading for their release on bail. The Sangai Express reports that the next round of talk to discuss the demand raised for an Alternative Arrangement for the Nagas of Manipur, outside the State Government and pending a settlement to the Indo-Naga talk has been scheduled on February 12 at Senapati District headquarters. This will be the 5th round of talk on the demand for the Alternative Arrangement. The date was fixed during a meeting between Union Home Minister Shushil Kumar Shinde, Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam at Delhi on February 5. Significantly the February 12 date was set after the United Naga Council (UNC) had served an ultimatum to the Prime Minister that the next round of tripartite talk should be held on or before February 17.

While in an order dated February 5, the MoEF has agreed to exempt a range of linear projects such as roads/ railways/ transmission lines from requirement of Gram Sabha (Assembly of all voters of a Gram Panchayat) level approval, which its 2009 guidelines had called for, in another guideline, dated February 1, it has relaxed forest conservation rules for 82 Naxal [Left Wing Extremism (LWE)]-hit Districts. Giving in to demands raised by several State Governments and the Ministry of Home Affairs (MHA) that is implementing the Integrated Action Plan (IAP) in 82 Naxal affected Districts, the MoEF has permitted mining of stones in forest areas for construction of roads. It has also agreed to relax the norms under the Forest Conservation Act, 1980, for all categories of public roads and not just rural roads in development-deprived districts. So far, quarrying of material for construction of roads was only permitted in revenue land, which was proving to be a problem in the largely- forested districts affected by the Naxal issue.

Earlier, the State Government had sought 73 companies of paramilitary forces to ensure a free and fair election. “We are concerned about certain pockets of Garo Hills where some incidents took place in the last few days,” Naik said. It may be recalled that last week militants entered the Williamnagar Jail premises and shot dead an assistant jailor and a warden. Due to a spurt in militant activities unleashed by the Garo national Liberation Army (GNLA) in Garo Hills, the region has become more vulnerable as compared to other Districts of the State and almost half of the polling stations in the State (1222 out of 2485) have been categorized as either sensitive or hyper sensitive.

President Pranab Mukherjee had rejected Afzal Guru’s mercy petition recently. Guru was sentenced to death by the Prevention of Terrorism Act, 2002 (POTA) court on December 18, 2002, and this sentence was upheld through appeals in the Delhi High Court and the Supreme Court (August 4, 2005). On December 13, 2001, five heavily-armed gunmen stormed the Parliament complex and opened indiscriminate fire, killing nine persons. They included five Delhi Police personnel, a woman Central Reserve Police Force (CRPF) official, two Parliament’s watch and ward staff and a gardener. A journalist, who was injured, died later. He said majority of them are camping in the hilly areas of District Poonch, Rajouri, Mahore, Ramban, Doda and Kishtwar but most of them have almost stopped their activities for some time now. When asked about the strength of foreign militants, the IG said foreign and local militants are in the ratio of 60: 40 this time in his area of operation (Jammu region). He said the local people hesitate these days even to provide shelter and food to the terrorists. In plain areas of Jammu, their strength is negligible and most of them are operating in the hilly areas. He said due to increasing domination of Security Forces and reducing level of infiltration from across the borders, the strength of militants operating on this side, has considerably gone down in last few years. "The terrorists are lacking local support and changing mindset of the local youth has contributed a lot towards reduction in the number of ultras," he added. He further informed that nearly 15 CRPF Battalions were presently deployed in Jammu zone while in Kashmir, their number is around 52. Explaining the Centre's "two pronged" policy to tackle the LWE issue, he said, "Even as we have intensified operations against the extremists, we have also endeavoured to bridge the development and governance deficit in these areas, many of which have predominantly tribal population." He also listed the steps taken by the Government that include deploying additional central forces, raising specialised forces, strengthening police stations and imparting training to state police personnel in counter insurgency, jungle warfare and anti-terrorism operations. The PM agreed on the need for "greater inter-state coordination in operations against Left Wing Extremists", emphasised by Andhra Pradesh Governor ESL Narasimhan. PM Singh further said the Integrated Action Plan (IAP) for 82 select and backward districts, most of which are affected by LWE, is beginning to show encouraging results.

The three groups which signed the MoU were the United Revolutionary Front (URF), which was constituted by the Lanheiba faction of Kangleipak Communist Party (KCP-Lanheiba), Chingkheinganba faction of KCP (KCP-Chingkheinganba) and Sunil Meitei faction of (KCP-Sunil Meitei) faction; KCP-Lamphel which was constituted after the merger of KCP-Lamphel, KCP-City Meitei and KCP-Taibangnganba and the Kanglei Yawol Kanna Lup-Military Defence Force (KYKL-MDF), with its two factions namely Athouba group and Achouba group. Representing the Centre, Joint Secretary (North East) of the Ministry of Home Affairs, Shambhu Singh and Principal Secretary of the Government of Manipur, Dr Suresh Babu signed the MoU on behalf of Delhi and Imphal. ‘Chairman’ of the URF, Khwairakpam Gopendro alias Lanheiba, ‘secretary’ home affairs, Puyam Mangiyamba alias Ruhini and Ngangom Soviet Meitei alias Chingkheinganba Meitei appended their signatures on the MoU on behalf of URF. From the side of KCP-Lamphel, its ‘chief of army’, Naorem Brojen alias City Meitei and ‘joint secretary’ Taibangnganba alias Dilip signed on the MoU while the KYKL-MDF was represented by its ‘president’ Maisnam Athouba and ‘general secretary’ Laimayum Ronel alias Achouba. Altogether 90 cadres from the URF turned up for the occasion and they laid down 50 arms of different makes. From the side of KCP-Lamphel, a total of 40 cadres turned up and they deposited 27 guns. On the other hand, the KYKL-MDF deposited a total of 61 arms, while 67 cadres turned up. Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam, who also holds the Home portfolio, attended the MoU signing function as the chief guest and president respectively. Addressing the occasion, Ibobi said that the Government welcomes the return of the militants to the mainstream and added that they were misled into taking up arms in the first place. Antony on February 20 reviewed the security measures along the 7,500-km coastline put in place after the November 26, 2008 (26/11) terror strikes in Mumbai (Maharashtra), and asked the Coast Guard to hold joint exercises soon with Maharashtra and Gujarat Marine Police forces, according to Indian Express. At a meeting attended among others by Navy Chief Admiral D. K. Joshi, Defence Secretary Shashikant Sharma and senior Coast Guard officers, Antony acknowledged that the setting up of the 46 coastal security radars would help in the monitoring of maritime traffic close to the Indian coast and improve security. The radar chain includes 36 on the mainland and 10 in the island territories under the Phase I of the project and is slated to be completed by March, 2013. Antony also asked the officers to expedite the Phase-II of coastal security initiatives, which would “translate into a robust and gap-free” maritime awareness for the nation. The Defence Minister was appreciative of the joint exercises undertaken by the Coast Guard with other maritime agencies.

Investigations have found that Obaidur Rehman from the Bangalore-Hubli-Nanded module helped IM's Syed Maqbool and Imran Khan conduct reconnaissance of Dilsukhnagar and Begum Bazaar in July 2012. The joint reconnaissance by IM's Maqbool and LeT's Rehman is suspected to have been later used by other IM accused under Yasin Bhatkal's instruction to plant bombs in Dilsukhnagar on February 21, 2013. The revelation has led NIA to believe that Maqbool, Imran and Rehman, perhaps, know more about the Hyderabad blasts than they may have revealed so far.

Union Minister of State for Home Affairs Mullappally Ramachandran said, the issue of repealing and amending the AFSPA has been under the consideration of the Government, and Justice Jeevan Reddy Committee and the Administrative Reforms Commission (ARC) have also made certain recommendations on the subject. “On such security-related issue, all factors, including the ground reality, are taken into consideration before taking a decision and hence no time limit can be specified,” Ramachandran told the Rajya Sabha. The Jeevan Reddy Commission report tabled in Parliament in 2005 had observed that as soon as the public order is restored or the internal disturbance is quelled, the forces have to be withdrawn to their barracks or to their regular duties, as the case may be.

This resulted in deaths of 14 persons. Other seven persons died due to ethnic clashes,” UHM, Shinde said. He said while eight Districts went to the polls in Assam on February 12, the third and last phase, only in Goalpara was election disrupted “by a large group of miscreants” who attacked polling and security personnel. The Shillong Times reports on March 2 that the former ‘chairman’ of the Hynniewtrep National Liberation Council (HNLC), Julias Kitbok Dorphang, who successfully made the transition from a rebel to a legislator in the State Assembly, has offered to mediate between the Government and the outfit if he is entrusted with the task. Dorphang, who is all set to support the Congress in Government formation on March 5, urged the HNLC to join the mainstream and exploit the window of opportunity for discussion with the State to resolve their grievances. The former chairman of the outfit said, “I don’t regret that I was a part of HNLC”, even as he expressed disappointment over the fact that some of his colleagues were ‘still on the other side of the fence’. “During youth one can go in any direction but with age the same should be streamlined,” the founding member of the HNLC who came overground in 2007, said. The Minister further writes that lack of power, intermittent mobile connectivity, very poor health and education facilities are top complaints of the people in the LWE-affected areas. Back from a two-day visit to one of the worst affected districts of the country, Nuapada, in the Odisha-Chhattisgarh border area, Ramesh has suggested to the Prime Minister that the central government increase its presence in the "hotspots" in LWE affected areas located in junction of two or three states. Ramesh said in his letter to the Prime Minister, "My visit to Nuapada reinforces a point I have been making to you often that we need to enhance the presence of the Central Government those hotspots which are in the bi-junction and tri-junction areas. Many of these hotspots are in remote and inaccessible areas, which call for decisive intervention on our part by expanding the social and physical infrastructure". Ramesh stressed that efforts to contain the Maoist influence would remain ineffective as long as these issues are not addressed.

Director General of Police (DGP), Prakash Mishra, who attended the meet, said "We have sought deployment of two more battalions of Central Reserve Police Force (CRPF) in the State." The State Government has been highlighting the improvement in Left-Wing Extremism (LWE) problem in the State during 2012 with the death of 10 Maoists, arrest of 167 and surrender of 35 cadres. Currently, six battalions of Border Security Force (BSF), eight battalions of CRPF and one Commando Battalion for Resolute Action (CoBRA) are deployed in the State. The Centre has agreed to deploy two more battalions of BSF in the State, police sources said. Maoist violence has been reported in areas falling under 270 police stations in 64 districts of these states. A total of 170 people were killed in extremism-related incidents in the last six months, sources said.

Addressing the State assembly, the governor said three insurgent groups — United Revolutionary Front (URF), Kangleipak Communist Party-Lamphel (KCP-Lamphel) and Kanglei Yawol Kann Lup–Military Defence Force (KYKL-MDF) — have entered into agreements with the union and State governments. The governor said the state government with the union government has signed the extension of suspension of operations (SOO) agreement with Kuki outfit, United People’s Front (UPF) and offered to sign a similar agreement with another Kuki outfit, Kuki National Organisation (KNO). Jagat appealed to the KNO to come forward and sign the SOO agreement along the lines of UPF and asked the civil Kuki organisation, Kuki State Demand Committee (KSDC), demanding a separate Kukiland, to desist from calling frequent bandhs and blockades which affected the common man. Official sources said peace talks with URF, KYKL-MDF AND KCP-Lamphel would begin soon since the three had signed agreements with the Government under which the forces would suspend operations against them. They said both central and State Government forces had stopped operations against UPF since it signed the agreement with the Government some years ago. Talks for a settlement with the outfit, demanding creation of Kukiland, have already begun.

The senior Minister said the political negotiations between the Government of India and the Naga underground people had already reached a very decisive phase. “My priority is to see that an atmosphere conducive for the peace process is created, so that the process continues without being disturbed,” he asserted appealing to all sections of the people to extend their sincere cooperation towards this. About 200 militants active in the State have surrendered before the Government and many others will follow suit in the next three months, Union Home Minister Sushilkumar Shinde said on March 11. One hundred and ninety-seven cadres of United Revolutionary Front (URF), Kangleipak Communist Party (KCP) and two factions of KYKL laid down their arms on February 13. The result is a part of a major initiative being taken by the Ministry of Home Affairs and the Government of Manipur to rehabilitate militants fighting against the State, UHM, Shinde said. The URF, comprising various factions of KCP and its military wing, Manipur Army (MA) have agreed to the surrender of its cadres within the next three months, Shinde told reporters here during a monthly press conference. About 80 cadres of two factions of KYKL— Athouba and Achouba— will surrender over a period of three months, UHM, Shinde said.

Government has initiated several measures to strengthen Coastal Security, which include improving surveillance mechanism and enhanced patrolling by following an integrated approach. Joint operational exercises are conducted on regular basis among Navy, Coast Guard, Coastal Police, Customs and others for security of coastal areas including island territories. The intelligence mechanism has also been streamlined through the creation of Joint Operation Centers and multi-agency coordination mechanism. Installation of radars covering the country's entire coastline and islands is also an essential part of this process. Coast Guard Stations along the coastline are set up considering the threat perception, vulnerability analysis and presence of other stations in the vicinity. At present 40 Coast Guard Stations along the coastline including 8 stations in Gujarat are functional.

In a written reply to a question in Jammu and Kashmir (J&K) Legislative Assembly on March 11 the government said that 3974 Kashmiri militants are still living in Pakistan and Pakistan occupied Kashmir (PoK), reports Daily Excelsior. 241 ex-militants have returned but none through the identified routes under the policy and procedure for return of ex-militants notified by the State Government Vide Order No. Home-1376(ISA) of 2010 dated November 23, 2010, which means that the benefits under the Return and Rehabilitation Policy of the Government cannot be extended to these ex-militants. As reported earlier, four routes prescribed under the Policy included Rawlakote (PoK)-Poonch (Poonch District) in Jammu region, Muzaffarabad (Muzaffarabad District in PoK)-Uri (Baramulla District) in Kashmir region, Wagah border in Amritsar District and Indira Gandhi International (IGI) Airport in New Delhi (South West Delhi District). The government further said that a total of 1089 applications were received on behalf of the ex-militants, willing to return under the aforementioned policy out of which 191 have been recommended. He further added, "During the investigation of the case pertaining to the activities of David Coleman Headley and others, it was revealed that FICN were given to him for using these in India”. Further, maximum seizure of FICN with a face value of over INR 26.4 million was made from the India-Pakistan frontier compared to other land borders between 2010 and February, 2013, the Lok Sabha was informed, reports Hindu Business Line. The India-Myanmar border, during the same period reported the highest seizure of 42,394 kg narcotics, followed by a haul of 21,779 kg illegal drugs along the India-Bangladesh border, Minister of State for Home M. Ramachandran told Lok Sabha in a written reply. The Bangladesh frontier also recorded the second highest FICN seizure during the same period with a face value of INR 15.6 million, he said. Mizoram Police on March 12 said they have proof that the 33 sophisticated arms seized from a private farmhouse near Lengpui Airport in Aizawl District on March 7 and 8, were to be delivered to the Parbotia Chatagram Jana Sangata Samiti (PCJSS) faction of Bangladeshi outfit Shanti Bahini, reports The Times of India. Police added the three Chakma tribals arrested from the farmhouse belonged to the PCJSS, which is a breakaway group of the Shanti Bahini. CID (crime) Superintendent of Police (SP) Joseph Lalchhuana said the arms - 31 AK-47 rifles, a Singapore-made LMG, an America-made browning automatic rifle and over 800 rounds of live ammunition - were smuggled from Myanmar and were to be delivered to PCJSS rebels in Bangladesh. The person, who smuggled the arms into India through the porous Mizoram-Myanmar border, had reportedly gone back to Myanmar again and was hiding there, Lalchhuana said.

A statement issued by at least five Naga organisations in Myanmar responded to deputy minister’s statement by pointing out the “desire and proclamation” of Naga people. They asserted that Naga people were the indigenous people in Myanmar and India and they have their own dialect, culture, customs, long history and distinctive identities. Further, the signatories pointed out that the region in which Nagas were residing has been recognized as Naga Self-Administered Zone in the 2008 Constitution of the Union of Myanmar according to their cultural distinctive identities, geographical territory and population ratio. They reiterated that deputy minister’s reply in the parliament in which Naga people were included and put in the 53 tribes of Chin ethnic group cannot be accepted. The Naga leaders feared that “baseless, unacceptable and non-logical reply” of deputy minister could impact on the national unity. Stating that Nagas rejected the reply of the deputy minister, the Naga organisations sought for re-issuing the making amendment and addendum on the nationality lists legally issued by the State.

The Times of India reports that Mizoram Government has constituted a crisis management group (CMG) chaired by State chief secretary, L Tochhong to secure the release of five labourers abducted by suspected militants, State Home Minister R Lalzirliana said in the assembly on March 13. Making an official statement in the house during zero hour, he said five people were abducted by a group of Bru and National Liberation Front of Tripura (NLFT) militants on February 19 from Dampa Tiger Reserve while they were working on a road construction project. He added State Police could not use force or pursue the abductors as they were hiding with the hostages in Bangladesh and the State Government has asked the ministry of external affairs to get help from the Bangladesh Government in the matter. "The state government also used interlocutors and messengers from Tripura to contact the militants so the captives could be released safely," he said. "Our intention is to secure the release of the hostages without payment of ransom," he said. The NLFT cadres demanded INR 10 million ransom and even set a three-day deadline on March 6.

The ADC members are demanding adequate devolution of powers with respect to central schemes and the 26 subjects (government sectors) provided under the provisions of the Manipur (Hill Areas) District Council (Third Amendment) Act 2008. They also want a separate budget for the six ADCs. "Since the state government ignored our demands, we went to New Delhi and met many central leaders between February 22 and March 9," said ADC coordinating committee secretary Hemjathang Khongsai. "The central leaders took serious note of the issue and assured to intervene in the matter to ensure our legitimate demands are complied with by the state government soon," he said at a media conference at Imphal on March 14. The resolution in both the Houses, read: “This House totally rejects the Resolution passed by the National Assembly of Pakistan on March 14, 2013. The House notes that Pakistan has committed that it would not allow its territory to be used for terrorism against India and only fulfilment of this commitment can be the basis for peaceful relations with Pakistan.” It further read, “The House rejects interference in the internal affairs of India and calls upon the National Assembly of Pakistan to desist from such acts of support for extremist and terrorist elements. Any attempt from any quarter to interfere in the internal affairs of India will be met resolutely and with complete unity of our nation.” The resolution also reiterated that, “the entire State of Jammu and Kashmir, including the territory under illegal occupation of Pakistan, is and shall always be an integral part of India.”
