Army Chief General V K Singh has opposed the withdrawal of the Armed Forces Special Powers Act (AFSPA) from parts of Jammu and Kashmir anytime soon, saying this could result in the "emergence of terror sanctuaries and safe havens", reports IANS. He said one summer of peace does not mean normalcy has returned to the troubled border state and warned that if the contentious special powers are withdrawn, the army would feel constrained in operating against terror groups if the situation deteriorates. "The partial revocation of AFSPA will result in the emergence of sanctuaries and safe havens for terrorists while the army will be constrained from operating against them," Singh said in an interview.

Talking to The Assam Tribune, Lt Gen Shekhatkar, who is well versed with the security scenario in the North East, said that no militant leader can stay in a country like China without any tacit understanding with the authorities and the leaders of the militant groups of the region must have been receiving help from some officials of China. It may be mentioned here that according to reports available with the Government of India, Paresh Baruah and other militant leaders / frequently visit China.

All Party Hurriyat Conference-Mirwaiz (APHC-M) Chairman Mirwaiz Umar Farooq said his faction was not against dialogue and they were ready for a meaningful dialogue between India, Pakistan and leadership of Kashmir. "The talks should not be held for the sake of talking. The process should be result oriented," Mirwaiz said in response to Chidambaram's statement on dialogue with separatists. Mirwaiz, whose moderate faction has held several rounds of talks with the Centre till 2005 before pulling out, said dialogue process so far has not yielded any results as the government was "never serious" about talks. The Hurriyat Chairman said his group had given four point proposal that included de-militarising Kashmir, repeal of "black" laws and release of political prisoners, for making forward movement on the resolution of Kashmir issue. "The government's various wings seem to be confused. Home Minister offers dialogue but Army chief is against it... New Delhi could not reach a consensus on revocation of the AFSPA, which is a minor issue. How will they evolve consensus for resolution of Kashmir issue?" he added.

A civilian was killed and two others were injured in the firing over the protesters by the Central Industrial Security Force (CISF) personnel, who were guarding NHPC installation at Boniyar in Baramulla District, reports Daily Excelsior. The dead has been identified as 25 year old Altaf Ahmad Sood of Berneth, and injured as 70-year-old Abdul Majid Khan and 25-year-old Parvaiz Ahmad Khan of Bimyar village. Replying to question on reasons behind the people's protest, Principal Secretary Home, B R Sharma said the preliminary reports have revealed that the people wanted power supply to the area directly from the NHPC manned power station. He added, "As the people were protesting against the NHPC, it was appropriate for the NHPC authorities to seek assistance of local law and order machinery rather than dealing with the situation on their own.'' He further said that the CISF was not a part of the Counter Insurgency (CI) Grid operating in the State as they have been deployed by the NHPC exclusively for the security of their installations across the State. He also said that all paramilitary forces and State Police have once again been reminded of the SOP devised by the Home Department in consultations with the Union Home Ministry and asked to strictly adhere to it to avoid civilian casualties during the protests. The SOP was devised after 2010 summer unrest in Kashmir. Under the SOP, the protests would be quelled by ensuring that there were no or minimum injuries. The SOP was put in place in early 2011.

admitting that violence in the country is still at an "unacceptably high level", the Government reminded militant groups of the futility of armed movement saying only talks could resolve their problems. It also said 'settlement' or 'talks' leading to agreement with larger number of groups in the north-east and elsewhere, including Jammu and Kashmir, would be a "watch word" for the Centre in 2012. "Violence is still at an unacceptably high level and every effort will be made to contain violence," P Chidambaram said. He said militant groups would be prevailed upon, through judicious mix of police action and developmental action, to realize the futility of violence and that the only way to resolve differences in a democratic society is through talks. "In any democratic society that wants a peaceful atmosphere, containment of violence is always the buzzword. We have to bring down violence near zero level and make people understand the futility of violence. Nobody is going to overthrow the state by violence. So, it is a completely futile method to achieve one's goal," he said. Asked what will be his priority in the new year, Chidambaram said in 2012, "capacity building" would continue to be the buzzword and it would take two to three years to reach a capacity where government can say that it can meet the challenges.

The arrest of two operatives of the Babbar Khalsa International (BKI) on December 22 has confirmed what Delhi Police have been suspecting for a while now -- that the Punjab-based terror outfit is on the lookout for a major strike to announce its revival, reports Economic Times. "Delhi Police arrested two Babbar Khalsa operatives who were planning to assassinate some political and religious leaders. We are investigating to confirm how many people are working with the group," Deputy Commissioner of Police (Crime) Ashok Chand said. The Police claimed that these operatives were planning strikes in Delhi and Punjab by reviving the BKI modules. Chand said: "After the end of militancy in Punjab, the remaining BKI operatives went underground. But with the recovery of the RDX from Ambala [Haryana] and the arrest of these two operatives it is clear that the BKI is trying to revive itself." Jammu region recorded "zero infiltration" for the first time in 2011 despite several attempts along the Indo-Pak border, Police said on January 3, according to Hindustan Times. "2011 is the first year that has witnessed 'zero infiltration' (along Indo-Pak border). There has been no infiltration anywhere along the border in Jammu region," said Inspector General of Police (IGP, Jammu Zone) Dilbagh Singh. "There have been ceasefire violations. There have been dozens of infiltration attempts but they have not been successful," he added. To a question about the state of militancy in Jammu region, Singh said, "It was the best year as far as security, militancy and peace are concerned." Referring to militancy, he said while Doda and Reasi Districts are free from the menace, there is presence of militancy in Kishtwar, Rajouri and Poonch, though it is very marginal in Ramban District of Jammu region. Singh said 32 listed militants were operating in Jammu region at present. Police and security forces have eliminated 32 militants, including 11 top commanders in 2011, he said, adding that due to fear of Security Forces, militants have gone underground. "But our endeavour is to stamp out militancy completely from the region," he added. "We have confirmed reports that LeT is imparting training to 21 selected female terrorists at its training facilities in Muzaffarabad in PoK for carrying out terrorist activities in India," an unnamed Army official said in New Delhi. Army said the new group, named as Dukhtareen-e-Toiba, is planned to be made active in the Kashmir Valley by the LeT. The women terrorists are planned to be infiltrated into India through routes in Uri sector or using the aerial route through some other country. DNA quoted sources as saying, "Inputs reveal that 21 girls are being trained by LeT at Divalia, Muzzafarabad, under the name of Dukhtaran-e-Toiba." The group, after training, have been placed under the command of an LeT ‘commander’, Sayeed Sadaqat Hussain, for future deployment in Kashmir, the sources added. Intercepts indicate that the new front is being activated since the earlier formation of women Dukhtaran-e-Millat (DeM) led by Asiya Andrabi has not been successful in mobilising people as it had in the past, adds The Hindu. According to reports, the sources said, the effort is to try and infiltrate these trained cadres into India either through the Uri sector or even Nepal. Another training camp, according to other information, is located at Turbeladem in PoK in which over 400 terrorists in various groups are being trained and that the facility is being commanded by a senior officer of Inter-Services Intelligence (ISI). The sources said the ISI asked the LeT and other terror groups to carry out attacks against the Indian troops deployed on the Line of Control (LoC). These groups, the reports said, carried out reconnaissance in areas on the other side of the LoC facing the Indian forward defence locations.

The matter came to a flashpoint when an assistant loco pilot was abducted late last year and money had to be paid as ransom to get him released. Khan said that Police arrested a youth, identified as Fayaz Ahmed of village Hajin. He said that during the questioning Fayaz disclosed that he was working with the HM since last nine months. Khan said that on his disclosure, Police arrested two of his accomplices from Hajin. They have been identified as Zubair Ahmed Parray. Khan said that the trio confessed that they were working with the HM and were recruiting the youth into militant ranks. During the questioning they said that they were tasked to kill some influential political workers and Police personnel in the District. A matrix sheet and list of people of few political workers and police personnel were recovered from their possession, Khan added. Also, Police neutralized an LeT module, believed to be planning target killings, operating in Sonawari area and arrested three militants, identified as Zahoor Ahmed Dar, Ghulam Muhammad Bhat and Nissar Ahmed Ganie. Zahoor Ahmad Dar had visited Pakistan at the behest of LeT for computer training in May 2011. After staying in training camps for 15 days he returned back. Later, Zahoor Ahmed contacted a surrendered militant, Ghulam Mohammad Bhat, for sending across some educated youths for computer and arms training. Ghulam Mohammed motivated Nissar Ahmed Dar at the behest of Zahoor Ahmed and sent him across for computer training and was transporting money and other material for the LeT cadres. These youths were assigned the job of targeting political activists and police personnel in the District. The arrested militants had earlier threatened Panches and Sarpanches during 2011 Panchayat elections.

Chidambaram said on January 6, according to The Hindu. “Most militant groups have come to realise that violence will not pay, state will never allow the violence to pay. The state will never allow any violent group to overthrow, overpower the state and talks are the only way to find solutions to their problems,” he said. Chidambaram said it was heartening that most of the militant groups were in the mood to talk and most part of Northeast was free from conflict. He also said that the Centre, in collaboration with State Governments, made efforts to deal with insurgent groups operating in the region through various ways in the last two years. Chidambaram said peace agreements have been signed by the Government with Gorkha Janmukti Morcha in West Bengal, UPDS in Assam and again it was on the verge of concluding another agreement with at least two groups in Assam. “ULFA, both factions of NSCN -- IM and K -- as well as NDFB are in talks mood. The talks are at different degrees. Formal talks are underway with NSCN-IM. Talks have began with ULFA and I am confident that shortly talks will begin with NDFB. Many other smaller groups are in talks mood,” he said. He said most of the Northeast was today conflict-free and there was no violence in most parts of Northeast as 2011 witnessed a new low in the level of violence where in all states together there were only 627 incidents in which 70 civilians and 32 Security Force personnel were killed. “There is a grain of truth (to it). But much has been changed in the Northeast. By any measure, Meghalaya, Mizoram, Sikkim, Arunachal Pradesh and most parts of Assam are conflict free. Conflict is today confined to Manipur, to some extent in Nagaland, and it might be paradoxical to note that the level of violence (in Nagaland) is extremely low, and some parts of Assam,” he said. The Home Minister, however, said there were still some areas of concern that include extortion and occasional kidnapping for extortion. “Extortion keeps the militant groups going. That is their source of funds....I have been saying this with responsibility that these extortion rackets must be stopped,” he added. Chidambaram said the Central government was offering support to all state governments in the region to ensure that extortion does not take place and kidnapping for extortion does not take place. “During the last year, these incidents have come down dramatically and I am confident that in 2012, the situation will be better,” he said.

Inspector General (IG) of BSF (Tripura Frontier) PC Meena on this development said, “Though there is no security threat, additional development has been made in vulnerable areas of Indo-Bangla border to foil intrusion bid from across the border.” He further said that deployment of two more battalions of BSF jawans, the dominance of border guards has been increased substantially. Earlier, total 16 battalions used to guard the 856 km Indo-Bangladesh borderline. The number of Border-Out-Posts (BOPs) will also be increased from 210 to 245 as part of effective border management by next one year. The newspaper report further states that the frontier still has 20 air-maintained BOPs where logistic support are being ensured only through helicopter. The international border in three subdivisions- Kanchanpur (36.8 km) in North Tripura District, Gandacherra (34.56km) and Longthrai Valley (39.16 km) in Dhalai District - are yet to be fenced. Finance Minister Pranab Mukherjee said on January 7 said that the Government hopes that acquisition of new safety features would help tackle the menace of Fake Indian Currency Notes (FICN), according to Times of India. "This acquisition of new security features is being done in an efficient and transparent manner. I am hopeful that with the upgrade of security features, the Government will be able to check the menace of fake currency circulation in the country," Mukherjee said. "The reforms related to security features will also ensure that the incidences of fake currency are reduced considerably. The functioning of the line being inaugurated today will further add to our efforts in this direction," the finance minister said. The Coinage Act, 2011, was recently enacted by Parliament. This is expected to simplify the provisions related to coins and currencies by amalgamating four Acts and one Ordinance relating to coinage. The Act enables the government to establish a new mint at any place based on the rising demand of coins. It also provides for stringent punishment with imprisonment that may extend up to seven years and with fine if a person is found to be making or melting or destroying the coins, Mukherjee said.

Singh said that according to information available with the MHA, rampant extortions are going on in areas like Kokrajhar, Udalguri, Baksa, Darrang, Dima Hasao, Karbi Anglong etc. He said that the Anti-Talks faction of the United Liberation Front of Asom (ULFA-ATF) has been trying to launch extortion drive in upper Assam Districts, but the outfit has not been successful because of operations by Police and Security Forces and also because of the fact that the outfit now does not have the strength like the past. He said that the Government is aware of the fact that ULFA-ATF leader Paresh Baruah, who stays mostly in Myanmar and China, has been calling up people demanding money and one person who received a call from the ULFA leader in Dibrugarh formally informed the Government. On the overall law and order situation in the North East region, Singh said that the though the situation in Assam has improved, “things are yet to stabilize” and that is why the tenure of the Armed Forces (Special Powers) Act was extended for another year. The Government of Assam also wanted extension of the AFSA. Singh admitted that the situation in Manipur is still bad. He said that though the GNLA is on rampage in Meghalaya, the recent operations yielded results, while, the inter-factional clashes resulted in deterioration of the situation in Nagaland. On the activities of the Communist Part of India-Maoist (CPI-Maoist) groups, Singh said that the death of senior CPI-Maoist leader Mallojula Koteswara Rao alias Kishanji must have affected the move of the Maoists to establish stronghold in the region. He said that according to information available with the Government, Kishanji visited Assam and Manipur just before his death in West Bengal.

The National Investigation Agency (NIA) has claimed to have busted a major Fake Indian Currency Notes (FICNs) racket and arrested 14 persons - including leaders of the gang operating out of Malda in West Bengal - during a nationwide swoop, reports Times of India. The accused were found to have direct links with their coordinators in Pakistan where these notes were printed. Four persons including the Indian kingpin Morgen Hussain were arrested from Malda while four others were arrested in Hyderabad (Andhra Pradesh), three in Tamil Nadu and one each in Gulbarga (Karnataka), Moradabad (Uttar Pradesh) and Delhi. "Arrests show that the gang - part of an international network - had virtually a pan-India presence. Raids are still continuing in nine States including Bihar, Jharkhand, Haryana and West Bengal," said an unnamed official. He added that the seizures and subsequent probe supported India's claim about Inter Services Intelligence’s (ISI) role in its grand design to "destabilize the monetary stability of India" through pumping in huge numbers of FICNs. "Such a high quality of FICNs cannot be printed without government-linked agency's role or support. Though NIA had mentioned this in its earlier charge sheet in similar cases of Mumbai, the current seizures and disclosures made by the conduits have substantiated the charges," the official said. Referring to interrogation of the accused and technical surveillance, the NIA claims that the gang used to get its consignment of high quality FICNs - printed in Pakistan - through its network in Bangladesh and Nepal. It was found during the probe that the FICN -- in denominations of INR 1000, INR 500 and INR 100 - were smuggled to Bangladesh via air route before finally reaching its destination in different north-eastern and West Bengal villages. Besides using usual smuggling network, suppliers of these FICNs in Bangladesh also used to throw the bundles of FICN into the Indian villages bordering Bangladesh. "The accused persons with their aides used to collect the said FICN and distribute the same to the agents spread all over the country," the agency said. "The gang members used to transport the FICNs through trains and other modes of transport to all the states for its circulation. The local agents used to collect 60% of the value of FICNs from the circulators in genuine notes," it added. As per the deal, the genuine currency was then remitted to the bank accounts of the key persons by depositing amounts to the maximum of INR 49,000 to avoid being detected as suspicious transactions. "The network used bank accounts and ATMs for transferring back the genuine currency earned out of circulating the high quality, high value fake currency to the suppliers of the same based in Malda. The raids, which had begun on January 6, have led to the recovery of large number of ATM cards, bank passbooks, SIM cards and FICNs," the NIA said. The agency, which got help from different State Police during the raids, has, meanwhile, alerted the Border Security Force (BSF) to tighten its vigil along the Indo-Bangladesh border in the entire north-eastern region.

The Delhi Police on January 12 seized Fake Indian Currency Notes (FICN) worth INR 60 million from Dabri area in south-west Delhi, reports Times of India. A team managed to get hold of a tempo near Dabri carrying several gunny bags with cloth packets. The seized currency was packed in cloth bundles which had cardboard cabinets, similar to the way textile imported from Pakistan is packaged. Officials said that notes were of INR 500 and INR 1,000 denomination. Two suspected Indian nationals, identified as Mohammad Hasan and Abdul, were arrested with the tempo and interrogated. One more person, whose name was not disclosed, was arrested from there. Police is looking for other suspects including a Pakistani national. On the possible route of the consignment, a source said, "It reached Delhi from Surat via road but we are confirming whether it has come through sea route or has been sent through some other channel. Usually Saudi Arabia and Nepal are used for fake currency smuggling in India". Sources said the consignment seemed to have been sent by Iqbal Kana, a Pakistan-based operative close to Dawood Ibrahim. The exact motive of sending such a large haul is being investigated. Sources say intelligence agencies have several inputs about more fake currency being pumped into northern states before the upcoming Assembly elections. Intelligence agencies and Delhi Police had been on the lookout for the consignment after getting a tipoff 10 days ago about a huge haul of FICN being smuggled into the country. Delhi Police Commissioner B K Gupta said, "This is one of the biggest hauls in the country. The seized fake currency was sent from a foreign country. It looks as good as original." It is the biggest single haul of FICN as it may surpass in final count the total amount of FICNs city Police seized in the past five years. The Delhi Police has seized a total of INR 83.9 million FICNs in 210 cases over the past five years. In the past five years, Police seized FICNs with a face value of INR 8, 39, 07,790, USD 5,800 and Euro 2,000 with 2008 topping the list with counterfeit notes of INR 59.1 million. According to Delhi Police statistics, 2007 saw the second highest seizure with FICNs with a face value of INR 10.1 million in 45 cases followed by 2009 (fake notes of Rs 8.83 million in 47 cases) and 2010 (fake notes of Rs 2.84 million in 33 cases). In 2011, FICNs with a face value of INR 2.82 million were recovered in 44 cases. An analysis shows that notes of denomination of 100 appears to be the favourite among counterfeiters as it is the most seized currency in the past five years.

Two persons -- Ash Mohammed and Zeeshan Khan -- were arrested from Karol Bagh and Dabri on January 12 while they were ferrying the FICNs in two separate tempos, Arun Kampani, Deputy Commissioner of Police (Special Cell), said. It was earlier reported that INR 60 million had been seized. Interrogation revealed that Zeeshan’s father Hasan, a resident of Dabri in South West Delhi, had left recently for Faisalabad in Pakistan to meet Kana for facilitating the delivery of the consignment that was intercepted by the Special Cell team. Investigators, meanwhile, believe that the seized FICNs was sent by Kana, who is suspected to have close links with Inter Services Intelligence (ISI). Police sources said the wrappers seized from the clothes used to conceal FICNs had the names of five companies -- Safari Textiles Mills, Four Star Sidiki Processing Mill, Maharani Collection, Kohinoor Suiting and Usmaan Naiem Fabrics -- based in Pakistan's Faizalabad. Hindustan Times adds that FICNs recovered by the Delhi Police were printed at a Government printing press in Karachi. The seizure was made following an intelligence input. The input came after three men, including an Indian businessman and a Filipino national, were arrested in Kathmandu on December 21, 2011. Investigators following the fake currency trail into North India, especially Delhi and Uttar Pradesh, zeroed in on a Nepal-based Indian national, known only by his last name Khanna, who has not been arrested so far. Khanna, officials say, has a Nepalese assistant, Raju, and Pakistani handlers, Aftab Batki and Iqbal Kana (also known as Shahid), according to Times of India. Officials say Batki and Kana sometimes use the sea route to land fake currency in Gujarat and Maharashtra. In Delhi, the currency first makes its way to some dealers in Lajpat Nagar and parts of South Delhi, from where it is routed to smaller dealers.

The Karnataka Government on January 13 decided to hire qualified locals on contract basis to fill vacancies in nine taluks (administrative units), where there is "Naxal activity", as "fearful" Government servants transferred there have refused to join, reports Zee News. Briefing reporters after a Cabinet meeting, chaired by Chief Minister, D V Sadananda Gowda. Law Minister, S Suresh Kumar said there are vacant posts in different Government departments (in these nine taluks) as officials transferred there are hesitating to report. "This has resulted in adverse impact on administration and development," he said. The nine taluks in the three Districts of Tumkur, Chikmagalur and Udupi are: Karkala, Kundapura, Sringeri, Mudigere, Koppa, Hosanagara, Tirthahalli, Beltangadi and Pavagada, where 107 villages and 709 sub-villages have been "identified" for Naxal activity. The authorities set-up training centres to provide vocational training, in order to aid the rural youth to become self-sufficient and earn a livelihood. "Basically, we are concentrating on the affected Districts covering rural youth. We are arranging a sewing centre here, having capacity of 120 students. We are giving importance to Maoist -affected districts like Gajapati, Malkangiri, Koraput and other Districts," said Durga Prasada Padhi, Project Director, adding, "This is a Government-sponsored programme, that is why after attending the programme 100 percent placement will be provided in different organisations". "Police arrested three members of a militant gang involved in the attack on an army man - Reyaz Ahmad Lone - at Naidkhai Bus Stand on November 24 last year," a Police spokesman said. During investigations, Police zeroed in on Tariq Ahmad Wani, who had a militant background, he said. Wani was called to The Police Station where he confessed to the crime, he said. "During questioning, Wani disclosed that he along with Mohammad Yousaf Dar, Ghulam Mohammad Wani and Ghulam Hassan Wani hatched a criminal conspiracy to eliminate Lone," he said. On November 24, the accused found Lone, a trooper in Territorial Army, at the bus stand in Naidkhai and opened fire injuring the trooper and two others. "All the members of the gang except one have been arrested and the weapon used has been recovered," the spokesman added. He said Tariq Ahmad Wani and Ghulam Mohammad Wani were also involved in militancy-related incidents in Srinagar, Sopore and Sumbal where cases are already registered against them. The arrestees had rejoined militant ranks after serving their detention under Public Safety Act (PSA) and were carrying out attacks in the capital city of Srinagar and North Kashmir, adds Daily Excelsior. However, in launching pads (along the borderline with Pakistan) they are around 300 or so," he said. On the security situation in J&K, the Army Commander said it was good. "Violence parameters have been down in 2011. Last year was a fruitful year. We had a fair amount of peace in the state," he added. "Though there had been continued attempts to push terrorists into this side of the border yet we successfully thwarted most of them. As per the reports, there would be attempts to revive the terrorists activities in the State as such we all have to remain alert and take pre-emptive measures," he added, according to Daily Excelsior. To a question about reports of Lashkar-e-Toiba (LeT) revitalizing woman cadre, he said, "We keep getting these inputs from the intelligence sources. Frequent reports keep coming to us through sources about whatever happens across the border so far as terrorist mechanism is concerned. There are reports that woman cadre of the LeT is being trained in Muzaffarabad area of the Pakistan-occupied-Kashmir before being pushed into this side of the border. However, this is not yet corroborated. We have not shared this report officially with the State Government and anyone else and it will require sometime to further corroborate.”

Interrogation of two people arrested from Jammu in Jammu and Kashmir on January 17 after the busting of a Fake Indian Currency Notes (FICNs) racket in New Delhi on January 12 has revealed that the busted FICNs racket was on for over a year, reports Indian Express. Deputy Commissioner of Police (Special Cell) Arun Kampani said the two men, Yakub Ali and Ghulam Mohammed, arrested for allegedly transporting FICNs worth INR 22.4 million after receiving the consignment from Pakistan confessed they had been operating for a year. Kampani said Ghulam and Ali worked as transporters in Jammu. “Ghulam was the owner of a trading company while Ali was his employee. They have been in this racket for the past one year. We are still interrogating them.” Police sources said Ghulam told them that he owned the Khawaja Trading Company and used it as a front to smuggle FICNs from Pakistan. The two men, sources said, admitted they were the first point of contact for Iqbal Rana who transported FICNs into India through the borders of Rajouri and Poonch. “Yakub and Ali have been working as transporters for quite some time. No one suspected them and they were known to people at the border. The fake currency was concealed in packages of clothes and stored in a godown. They would wait for the right time to send it to Delhi by train,” an investigating officer said.

Gachhadar, who met Union Home Minister P. Chidambaram in New Delhi, told reporters that his country was taking strong action against those involved in circulation of FICNs. "We have assured the Indian government that our territory will not be allowed to be used for activities inimical to India's interest," he said, adding his country was committed to providing all necessary cooperation and assistance in security matters. India would provide Nepal help in strengthening border and aviation security, particularly at Kathmandu's Tribhuvan international airport, he added further. We will consider their release only after that,” said Maoist spokesperson Sudhir. “We are in touch with our Chhattisgarh counterparts. Borders have been sealed. We are working on specific intelligence input to trace these four who are being held captive by the Maoists,” said Director General of Police (DGP) GS Rath. Further, India Today reports that local journalist Satish Kumar Sinha was also abducted. However, they released Sinha after two hours of captivity and after holding a press conference in his presence. Earlier, according to Daily Pioneer reports it was reported that ‘Mehta and her bodyguard were kept hostage for some time, while they were passing by the spot. Naqi Ahmed Wasi Ahmed Sheikh (22) and Nadeem Akhtar Ashfaq Sheikh (23) were arrested on January 12 but the mastermind of the crime Yasin Bhatkal, a top Indian Mujahideen operative, and the planters of the IEDs used in the blasts are still evading arrest, ATS Chief Rakesh Maria said. Maria said while Naqi came to Mumbai in September 2010, Nadeem, his co-villager, from Bihar's Darbhanga District, was living in Antop Hill area of Mumbai. Naqi, according to Maria, came in touch with Ahmed Zarar Siddibappa alias Yasin Bhatkal alias Imran in 2008. He said Nadeem was called to Delhi by Bhatkal and handed over a cloth packet containing the explosive and detonators used in the blast that was handed over to Naqi. Naqi, he said, was given INR 1.5 lakh by Bhatkal as commission for the crime in which at least INR 10 lakh, received through hawala channels, was used. He said Naqi and Nadeem had stolen two Activa scooters that were used for carrying out the explosions. Two motorcycles also stolen by them and kept for future use have also been recovered from Bihar. Further, rubbishing media reports that Naqi was innocent and that he was being tortured in Police custody, Maria said he was aware of Bhatkal antecedents. Naqi not only assisted Bhatkal in scouting for an apartment in Habib Building in Byculla but also paid the money for accommodation, the ATS Chief added.

A case was registered by the ATS on December 28, in which Imran, who is none other than Yasin Bhatkal, was shown as a wanted accused,” the officer said. “In 2010, the Mumbai police did a survey of 26, 450 SIM cards which were randomly selected. It was found that 8,909 of them, which means more than 33 per cent, were bogus,” ATS chief and Additional Director General (Maharashtra) Rakesh Maria said, adds The Hindu. According to DNA, eight persons have been arrested by the ATS in the 13/7 case so far. The arrestees include Abdul Wahab, Mumtaz Jalauddin Khan and Qamar-e-Alam, who were arrested from Mohali (Punjab), Bihar natives Nasim Waris Khan and Adil Rashid Khan, who were arrested from Pune, Naqi Ahmed Shaikh, Nadeem Shaikh and Ganesh Tikole, who were arrested from Mumbai. Times of India adds that three persons, including IM founding member Yasin Bhatkal and two suspected Pakistanis, Tabrez and Waqqas, who are wanted in the case, are absconding. The Hindu adds that ATS chief and Additional Director General (Maharashtra) Rakesh Maria said, “By August 22, we knew that there was an IM hand in the blasts,” adding the arrest of Haroon Rashid Naik (33) in August 2011 in a fake currency case gave the ATS leads about the economic trail of the blasts. "It is not just a matter of arms and guns. It is a psychological war, and here both political procedures and development have significance. If we don't take the political procedures forward, till there is political mobilisation of political parties in these districts, and till we don't bring in heavy changes in rural development, we can never hope to win this war against the Maoists," Ramesh told media in Bankura District on January 25. "Most tribal majority areas like Jharkhand, Chhattisgarh, West Bengal, Madhya Pradesh, Andhra Pradesh, Maharashtra and Bihar are facing turbulence today. The Maharashtra Anti Terrorism Squad (ATS) on January 25 made its ninth arrest in a fraudulent SIM card case, according to Indian Express. The accused was identified as Shivkumar Hanumanta (23) from Dadar. Three of the accused in the SIM card case have been booked for their alleged involvement in the July 13, 2011 Mumbai serial blasts case (also known as 13/7). Naqi Ahmed and Nadeem Akhtar were arrested by the ATS and Imran alias Yasin Bhatkal has been named as a wanted. The ATS claimed the Indian Mujahideen (IM) is believed to have used these fraudulently procured SIM cards for mobile connectivity. “We have recovered 2,200 documents, which include photographs and identity proofs,” said Additional Director General of Police (ATS) Rakesh Maria. On the fresh arrest, he said, “He (Hanumanta) would promise people from poor and middle class background talk time of Rs 40 at a discounted price of Rs 30.” Hanumanta is an agent, like Ganesh Tikole (arrested earlier), who collected profiles. DNA reports that prior to executing the 13/7 blasts in Mumbai, IM operatives Yasin Bhatkal and Riyaz Bhatkal bargained extensively on the amount to be spent to execute the terror attack. Though Yasin demanded INR 1.7 million to bomb three places in Mumbai, he was paid only INR 1.2 million by IM leaders, investigations have revealed. “Naqi paid Rs 1 lakh as deposit for a rented room in Byculla’s Habib Mansion. The remaining 50,000 is believed to have been used by the two planters on food and travelling,” the officer said. The Police are yet to ascertain what happened to the remaining Rs 10.50 lakh. IM founder Riyaz Bhatkal also took 10 percent from the ‘salaries’ of his module members in the name of jihad and used it for his own benefit, the officer said. “Bhatkal had stashed Rs26 lakh in his bank accounts and Rs11.40 lakh in cash were found in his Mangalore home when it was raided by the police in September 2008. He is believed to have used that money for investing in real estate in Mangalore,” he added. Further, Maharashtra ATS revealed that the hawala money to fund the attacks was routed through UAE, reports One India. An unnamed ATS official said, "The hawala money utilised to engineer the triple blasts was routed through UAE. We have all the details as to how the money was channelized via UAE and who sponsored it."

The Union Government will allot nearly INR 900 million for rural development across the three Naxalite [Left Wing Extremism (LWE)] affected Districts of Purulia, Bankura and West Midnapore in West Bengal, the Union Rural Development Minister, Jairam Ramesh, said in Kolkata on January 25, reports The Hindu Business line. According to the Minister, a sum of nearly INR 300 million will be allotted in each of the Districts for development purposes. The amount, he said, should ideally be spent exclusively in projects in affected blocks of the District. “The time is right for political activities and rural development in these areas of West Bengal,” he told reporters after his three-day visit to the LWE-affected Districts of Bankura and Purulia. According to the Minister, there should be a “three-P” approach in these areas which would include political activities, taking local tribal people into confidence and finally the use of Police and Paramilitary to maintain law and order. "The problem is not as serious in West Bengal as in Jharkhand, Odisha of Chhattisgarh. There is no liberated zone of the Maoists in West Bengal," Ramesh told at the press conference, adds IBN Live. Stating that 18 Districts in Odisha, 17 in Jharkhand and 10 in Chhattisgarh were very badly affected, he added, "West Bengal is not in that category. So the LWE problem here is not so disturbing. But since Purulia is in a trijunction, it is vulnerable. So we cannot relax." Warning against political exclusionism, he said all parties in the Maoist areas must be given space so that such activities take place on a day-to-day basis. "We cannot substitute one form of tyranny with another form of tyranny." Pointing out that the country's development was not tribal friendly, he said, "our forest administration is anti- tribal and our mining policy and our land acquisition policy is anti-tribal. It is no wonder that all tribal areas of India today are in a state of discontent."

Hanief was working with the Special Operation Group in Doda. Kishtwar Deputy Superintendent of Police (Headquarters), Abrar Chowdhary said the Police arrested former Lashkar-e-Toiba (LeT) militant Nafees Khandey. His two accomplices in the crime — Shahnawaz alias Bilal Ahmed Khander and Mohammad Rafiq — have already fled and rejoined militant ranks, according to the police. Nafees was also planning to rejoin the militant outfit at the time of his arrest, Chowdhary said, adding the Police seized a number of incriminating documents from him.

He added that the Government has not expressed its stance also at the talks held with the TNA. TNA has neither named a representative for the select committee nor confirmed the participation in it. Paresh Baruah said, “The Indian colonial government is also viewed as an enemy by the Maoists. Our enemy is also the same and so there is an understanding with them. Our relation with them [CPI-Maoist] is not new and several of their top leaders had attended ULFA’s Raising Day celebrations in Bhutan in 1996. Subsequently, there have been meetings with them and we have given logistical and moral support to them.” He further stated, “The understanding that has been forged will continue into the future as well. The same approach towards the Maoists has been adopted by other revolutionary groups of the Northeast based in Eastern Nagaland.” However, Baruah added, “We have a definite strategy and we do not think Maoism will be able to strike deep roots in Assam.” Hindustan Times further adds that Paresh Baruah admitted to the blunders committed by his men in the past. In a meeting with Central Reserve Police Force (CRPF) top brass recently, Chidambaram argued that cadre can be recruited overnight but leaders cannot be made and urged the paramilitary to arrest Naxal leaders like Kishan Da of West Bengal, Sabyasachi Panda of Odisha and Kundan Pahan of Jharkhand. “The effort should be to build the atmosphere of confidence amongst public, disrupt the movement and roll it back to the level possible,” Chidambaram told the officials at the operations conference of the CRPF. The Home Minister said the AP model of dealing with Naxalism was right as the State Police targeted senior leaders of the Naxal outfits. The Security Forces (SFs) have so far eliminated top Naxal leaders like Cherukuri Rajkumar alias Azad and Mallojula Koteshwar Rao alias Kishanji. The level of violence in the Naxal-affected States has come down as a whole. “The trend as of now is a significant let-up in situation in Chhattisgarh and West Bengal, increase in violence levels in Jharkhand and Maharashtra and status quo in the situation of Bihar and Odisha. The job is far from over, not even half done,” Chidambaram said. In Chhattisgarh, the situation has improved but the Bastar region remains sensitive for being the epicentre of Naxal activities. In Odisha, Malkangiri and Koraput continue to be the hotbed of Naxalism whereas in West Bengal, Junglemahal is the centre of problem.

The proposed break up was as follows, 70% of the total seats of the Boroland Legislative Assembly reserved for Bodos, Koch-Rajbangshi community would be recognized as the Scheduled Tribes and 10% seats for them, 5% for the Rabha Community, 5% for the Adivasis, making a total of 90% reserved for Tribals. The press release stated to give a 5% reservation to non-tribal indigenous people out of sympathy and the rest of seats are nominated by the President of India on the consent of the Boroland Government from the unrepresented communities.

In a letter to Chief Minister Arjun Munda, Chidambaram said Jharkhand became the most affected State in Naxal violence in 2011 and the situation there was a "major cause for concern". He asked Munda to galvanise the State Police leadership to take more pro-active steps. "Anti-Naxal operations in 2011 have been unfortunately ineffective. No serious efforts appear to have been made to launch a counter offensive when security forces personnel were killed by the CPI (Maoist)," Chidambaram said in the recent letter. Further, Jharkhand is the only LWE-affected State which has reported more snatching of arms in 2011 compared to the previous year. "Two top CPI (Maoist) leaders - Prashanto Bose alias Kishan da and Mihir Besra - are very active in the State, according to intelligence reports," the letter said. Chidambaram told Munda that the increase in Maoist activities were manifested by the alarming increase in the number of 'Jan Adalats' (so called people's courts) - 53 in 2011 compared to 25 in 2010. Through these Jan Adalats, the extremists have created a wave of terror amongst the people by publicly punishing those who 'disobey' their 'writ' in the State, he said.

Also, Hari Chetri, a coal labourer, who was abducted by some miscreants from a coal quarry at Borsora in West Khasi Hills District on February 2, was released in the night of February 7. Police said that Chetri had been abducted by a four-member local group, and was released after his family members paid the ransom money demanded by the abductors. West Khasi Hills Superintendent of Police, R Muthu, informed The Shillong Times that the abductors were not militants but some local goons. The abductors were earlier suspected to be GNLA militants.

Union Minister for Rural Development Jairam Ramesh said that the Government was working on a multi pronged people centric strategy to deal with Communist Party of India-Maoist (CPI-Maoist) violence in the country, a Ministry of Rural Development press release said. Inaugurating the All India Editors' conference on Social Sector issues at Puducherry, he said, only Police centric response to deal with the biggest internal security challenge is not going to succeed. He said the Maoist menace can be taken head on by addressing the developmental concerns of the tribals, besides increasing the intensity of political activity. He said the centre will be redesigning and restructuring the rural development programmes and will make them more sensitive to the needs of the common man and particularly the tribal community. The Minister said, he is working on the institutionalization of the Concurrent Evaluation Network through the NGOs and research institutes at the Central and State level to get the regular feedback about the implementation of rural development schemes on the ground level. He said, the Ministry has already decided to open all rural schemes to CAG audit to bring about greater accountability and transparency. The Minister said, he is also planning to give more flexibility to the state governments and his target is that by 2017, the States will prioritize about 50 percent of all the rural schemes spending, besides enhancing the importance of neglected sectors like drinking water supply and sanitation.

Pillai said, "Maoist threat is certainly emerging in the state. The strategy of Red rebels is to fish in troubled waters and exploit any grievances or even perceived grievances. This has to be tackled politically at the grassroots and should not be allowed to convert itself into an armed movement”. He suggested that the State should learn from the experiences of Maoist-hit Andhra Pradesh, Chhattisgarh, Jharkhand and Odisha so that it can nip the threat in the bud. He further said, “All political parties and NGOs in Assam should take note of what Maoists are planning and counter its propaganda with a well-planned campaign at the grassroots. Now, he is struggling to garner funds to run the ULFA anti-talks faction. Our efforts should be geared towards preventing him from creating any assets," reports The Times of India. He further stated, "There could be tacit support from China. India has raised the issue with China at the diplomatic level last year. We have even provided a copy of Baruah's air ticket from Dhaka to Yunnan. But, as usual, China has been denying Baruah's presence in its territory." According to Pillai, the number of violent incidents in the State has come down to 145 in 2011 from 251 in 2010, while the number of terrorist killed declined to 46 in 2011 from 109 in the previous year. At the same time, the number of extremists arrested increased to 378 in 2011 from 370 in 2010, while 14 security personnel were killed in 2011 against 12 the previous year. Pillai said the number of civilians killed also came down 18 in 2011 from 53 in 2010. The Telegraph adds Pillai saying, “However, the number of persons kidnapped remained the same at 72 in 2010 and 2011.” He added, “Perhaps a larger number of kidnappings is not reported and extortion is still said to be rampant across the state.”

In an interview to The Telegraph, G.K Pillai said, “all have to endorse the agreement, from the gaon burhas (village headmen) to civil society groups... none should be able to turn around and say after some years that they were kept in the dark and hence would not accept the agreement.” The talks have been dragged on with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) for nearly 15 years, he said adding, a settlement could be expected later in 2012. NSCN-IM will hold consultations with other factions and civil society groups from February 22 before sitting for the next round of talks with the Centre.

He further said that the State requested the Union Minister for additional Central forces to prevent any kind of militant activities in the State. Altogether 86 battalions of Central paramilitary forces are currently deployed in the state and another 13 battalions that have been taken out for the Uttar Pradesh polls will also return after completion of the election process. Gogoi said, “Although the situation has improved, we are pressing the Home Minister for more forces to ensure that militants do not regain strength. We have asked for total 125 battalions”. He shared the apartment with at least seven college-going youths. State Director General of Police (DGP) Jayanta Narayan Choudhury said that Communist Party of India Maoist (CPI-Maoist) activity in the State has been reported in seven Districts, reports The Sentinel. Choudhury said, “We have reports of Maoist activities from seven Upper Assam districts so far, including Golaghat, Sivasagar, Tinsukia, Lakhimpur and Dibrugarh”. The DGP, nevertheless, said that the CPI-Maoist are not active in the entire District but in some pockets. He added that there are some areas under about 22 police stations in these Districts where the red rebels are active and trying to garner public support, he said adding that these Police Stations have been put on alert to keep a tab on their movements.

In his address on February 21 to the Assembly, Governor Murlidhar Chandrakant Bhandare said the Government had taken strong steps to intensify anti-Naxal operations, with addition of 1,066 posts in the Special Operations Group (SOG), reports IBN Live. The number of deaths of Security Force (SF) personnel has come down from 22 in 2010 to 15 in 2011, Bhandare said and added that there had been considerable success with regard to surrender of Maoist leaders in 2011. The number of incidents of Naxal violence too has dropped significantly from 130 in 2010 to 100 in 2011. In order to facilitate smooth movement and deployment of security forces in accessible areas and for evacuation of the injured, air services have been provided through deployment of an MI-172 helicopter, Bhandare said. The Governor said to encourage and motivate Police personnel exhibiting acts of exemplary courage and gallantry in anti-extremist operations, the Government had instituted State-level gallantry awards for Police personnel in 2011.

The Police, on February 21, said based on information received from West Garo Hills superintendent of Police R. Dkhar, additional superintendent of Police (crime) Vivek Syiem had lodged a complaint that GNLA cadres were using two SIM cards procured from Shillong. A Police inquiry revealed that T.N. Singh, the owner of a computer centre at Mawpat had issued two SIM cards to two persons, Biswajit Mandal and U. Khan, without properly verifying their antecedents. The Police have arrested Singh and are verifying whether the names of the buyers are fictitious. It is also probing the black marketing of SIM cards. The GNLA has resorted to large scale procurement of SIM cards in fictitious names for sending extortion messages.

Qafeel disclosed that IM has no dearth of funds as the terror outfit continues to get substantial amounts of money through the hawala route from Pakistan. He further revealed that Yasin Bhatkal is extremely secretive about his functioning and that he has the capacity to carry out Delhi 13/2 type terror strikes. In fact, Qafeel even told investigators that the possibility of Bhatkal’s involvement in the attack on the Israeli diplomat in New Delhi is even higher as he is closely associated with both the Lashkar-e-Toiba (LeT) and the Harkat-ul-Jihad-al-Islami (HUJI). Qafeel was arrested on February 21 in Darbhanga, Bihar and is under the custody of Delhi Police.
