A high security alert was sounded in Bihar on January 1 following intelligence reports that six Pakistani-trained terrorists have infiltrated into the State from Nepal, officials said, reports Times of India. Director General of Police (Bihar) Anand Shankar said that a high security alert has been sounded after the reported entry of six terrorists, and all Police officials have been asked to keep a close vigil on movement of suspects. "Police are alert and ordered to maintain constant vigil at important places, including railway stations, bus stands, temples and markets," he said. Police sources said that the Intelligence Bureau (IB) had informed Bihar Police about infiltration of six well-trained terrorists from Nepal. "The terrorists have sneaked into Araria District from Nepal after killing an ISI agent in the neighbouring country Dec 27," the sources said. "Soon after receiving the intelligence reports, Police Headquarters alerted Superintendents of Police of Districts bordering Nepal to put tight security and to launch operations to arrest them," Police officials added.

He expressed concern over the situation in the Maoist infested areas in the eastern region and said that despite the deployment of the paramilitary forces, the State Governments have failed to contain the movement of the Maoists. “It will take around two to three years to contain Maoist menace. What we are doing now is to get out of the mode of denial and engage Maoists and take resolute measures to tackle the menace of Maoists. That has just begun. It will take two to three years to contain the Maoists,” said Chidambaram.

ANI reports that Chhattisgarh Police said that it has devised a new strategy to combat the Communist Party of India-Maoist (CPI-Maoist) by packing a small area with adequate security personnel to force the Maoists to flee and develop it later. Speaking to ANI on January 2, Chhattisgarh Director General of Police Vishwa Ranjan said: “We have started a new form of joint operation in Rajnandagaon and northern Bastar. The objective is to pack a small area with adequate force, so that Naxals [Left Wing Extremists] are forced to flee the area.” “Once they have retreated we will develop the area. When that area has developed will move to another geographical area and develop it,” he added. Earlier in December 2009, after a meeting with the Director Generals of Police of five Naxal affected States -West Bengal, Jharkhand, Orissa, Chattisgarh and Bihar the Home Ministry had reportedly agreed to depute 33 more battalions of the Central forces to the anti Naxal offensive. The Union Home Ministry has stationed 25 battalions of central forces in Chhattisgarh as the State is witnessing the heavy movement of the red rebels. The CPI-Maoist cannot survive in the jungles without having a urban base as they rely on logistics support from their network in the cities, Chhattisgarh Police chief Vishwa Ranjan said, according to IANS. “Without an urban base, the Maoists can’t operate an underground movement in the forests. They rely on logistics support from their urban network,” Ranjan, a former additional director of the Intelligence Bureau (IB), said at a press conference here. “They (the Maoists) can’t survive without an urban base. Police in Chhattisgarh have cracked down hard on rebels’ urban network throughout 2009 and the Maoists have now been put under severe Police pressure in the State,” Ranjan maintained. Responding to a question, he denied that the Police were not getting the support of the locals in their operations against the Maoists in the interiors. “Police are getting good support from the local population in the drive against insurgents as the people are with Maoists only because of fear, not because of the heart,” Ranjan remarked.

Jharkhand Chief Minister Shibu Soren on January 3 said that his Government is ready to hold peace talks with the Maoists and prompt them to be integrated with the mainstream of society. Addressing the media in Ranchi, Soren said, “There might be difference of opinion among the Maoists but there is no difference of opinion between us and the Maoists. We want them to sit and discuss their problems with us. I will ask them whether they are fighting against the government or the society. I was also a rebel at one time." Earlier on January 2, Telegraph quoted him as saying that his Government would not launch a major offensive against Maoists, provided they remained silent. “If they keep quiet, we too won’t harass them unnecessarily. Anti-Naxalite operations in the state have virtually been suspended. Our government is ready for talks with top ultra leaders at any time and accept their justified demands,” he said. Commenting on January 2 bandh called by the CPI-Maoist, Soren said the poor masses bore the brunt of such bandhs. “Any organisation may have the fundamental right to call a bandh, but the poor daily wage earners are the ones who are affected by it. If they (rebels) are championing the cause of the poor, they ought to consider these factors as well,” he added.

Nearly 100 people have been killed by Maoists in Lalgarh-Jhargram area in the last three months of 2009, raising serious concerns in the Home Ministry, reports Indian Express. The Ministry officials said the West Bengal Government seems to have failed to tackle the extremists despite having sufficient paramilitary forces. Officials said incidents of murder of political workers, ironically most of them belonging to ruling CPI-Marxist, and innocent villagers by terming them as “police informers” and Policemen, have become common in the 150-km area in West Midnapore district. “The situation in Lalgarh-Jhargram area is very disturbing. The Maoists have been killing people at will and it seems there is no one to check them,” a senior official said. Burning houses, setting fire on vehicles, rampant extortion, destroying office buildings, bridges and other infrastructure have been going on freely. Despite having around 2,500 Central paramilitary personnel and adequate number of local police force, the state government has failed to tackle the Naxals. “I am disappointed over the Lalgarh situation...The situation is pretty depressing...despite adequate number (of) Central paramilitary forces (being) sent to them in June 2009, the West Bengal government has not been able to contain the problem,” the Union Home Minister P. Chidambaram said. The Maoists have recently published a document claiming that they killed 270 security men and lost 232 men between July 2008 and September 2009.

The State Government has abandoned the plan to set up an elite anti-terrorism unit in the State, five months after the formation of the squad was announced, a Police official said on January 3, according to Times of India. The Anti-Terrorist Squad (ATS) has been disbanded even before it was formally launched, the official said. "The ATS never came into existence formally and whatever existence it had on paper too has been dismantled," the Police officer told IANS. The decision to form the ATS of the Jammu and Kashmir Police was taken in a cabinet meeting July 14, 2009. As the Special Operation Group (SOG) of the State Police normally conducts anti-terror operations, including intelligence gathering, “it was felt that there was no need for having a parallel set-up to SOG," the official said.

"Four security guards, belonging to a private security agency, have been arrested," said Annuj Sharma, Special Inspector General of CID. According to a senior CID officer, the guards — Golam Ambia Sheikh, Sheikh Jahangir, Bapi Sheikh and Abdul Hossain Sheikh — are residents of Burdwan District. The security agency — Inter-State Security Agency — had started operating a few months ago at Garfa in south Kolkata. According to CID sources, Golam Ambia Sheikh is the kingpin of the racket. The accused used to sell illegal arms at the rate of INR 35,000 to 40,000. "The accused used to have fake licences prepared in Nagaland, Bhagalpur [Bihar] and Patna. After forging licences, they purchased firearms from the city and stored them in the BSNL exchange offices," an officer said. "The accused were produced in the Alipore court today. As per initial investigation, it seems the four are from the same family. They may have links with Maoists," an officer said. The State could curb their activities through combing operations and owing to the support from the people. "Two days ago, Chief Minister B.S. Yeddyurappa was in Kigga, the hotbed of Naxalite activities in the coastal belt, and spent more than three hours in the place, and there was not even a minor incident," Acharya said. "A team of about 100 Policemen was rushed Wednesday [January 6] to track down the absconding men and the Maoists who were involved in the plantations. Ranjan said 217 encounters took place between the Security personnel and Naxalites in various parts of the state in 2009. During the encounters, 107 Naxalites were gunned down, the DGP said. The figure could be much more as the Police officially take down the number on the basis of bodies found. Since the rebels carry away the bodies, Police suspect that the number will be more. "Even the Naxal literatures underline heavy casualties in Chhattisgarh," Ranjan added. "We are getting support from the villagers to the Centre in our operation against the Naxalites," he added. "Apart from this, about 2,000 kilograms of explosives and 685 arms were also recovered. Seventy four militants were killed in Jammu and Kashmir while in Assam, 58 militants were killed," the CRPF spokesperson Ajay Chaturvedi said in a statement on January 8. He said in left wing extremism areas, 35 Naxalites were killed in Chhattisgarh while in Jharkhand 15 were killed. Orissa accounted for five kills and West Bengal three during the said period. "Two hundred and twelve militants and Naxalites had also surrendered. Maximum 118 militants had surrendered in Tripura, while in Assam 65 gave up arms besides seven in J&K and one in Arunachal Pradesh. "Ten Naxalites in Chhattisgarh and 11 in Maharashtra were also in the surrendered list," the official said, adding, in Chhattisgarh 363 Naxalites were arrested. In west Bengal 349 Naxals were arrested, while in Jharkhand and Orissa the numbers were 180 and 136 respectively. In Maharashtra, 120 Naxals were arrested while in Madhya Pradesh 63 suspects were arrested. Nearly 639 CRPF personnel were injured during the same period while Naxals took away 20 arms and 1,954 ammunition of the force.

Arunachal Pradesh Home Minister Tako Dabi asked for Assam Government’s help for conducting joint counter-insurgency (CI) operations to flush out United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) militants taking shelter in forests along the inter-State border, reports Telegraph. He said the Arunachal Pradesh Government had expressed concern over the heightened activities of the ULFA and NDFB in six Districts of the State: East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare. The Minister said the State Police had launched three offensives in a span of two months to drive out militants from the forests of these Districts. “The security scenario in Tirap and Changlang has showed signs of improvement with the recent surrender of NSCN rebels in Khonsa. However, the situation in East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare remains a concern because of the presence of Ulfa and NDFB militants,” the Minister said. “As the home minister of Arunachal Pradesh, I prioritised the matter with urgency and sought help from Assam chief minister Tarun Gogoi to destroy the hideouts in the districts,” Dabi said. “Gogoi assured all possible help from his side and considered a joint strike involving the forces of both the states and the army to tackle the rebels,” the Minister said. Dabi said he had recently toured Mebo and the adjoining areas of East Siang besides Likabali area of West Siang, where the NDFB and ULFA rebels were carrying out extortion activities, for taking stock of the situation. He said the cadres of these outfits were also smuggling timber from the forests in Seijosa of East Kameng and the Balijan area of Papum Pare District. The Home Minister said the Security Forces in Lohit, Upper and Lower Dibang Valleys, which have been the transit routes of ULFA cadres, had been put on high alert. “The substantial presence of Ulfa cadres in East Siang, West Siang, Upper and Lower Dibang valley districts besides movements of NDFB militants in belts of Papum Pare and East Kameng districts have raised security concerns in the state. We are trying our best to tackle the menace,” Deputy Inspector-General of East Range Tashi Lama said. An unnamed Police officer in East Kameng District said NDFB cadres had intensified extortion activities and set up camps in Seijosa. He said the fact that a suspected NDFB cadre was shot dead in a joint operation in the Khanamukh area under Missamari Police Station of Sonitpur District in Assam bordering East Kameng District on January 5 indicated that the Ranjan Daimary faction was quite active in the area.

India is committed to working with the government of Bangladesh to build on our historical and traditionally close links and open new vistas in our bilateral relations,” said Rao. Five agreements would be signed during the visit including on mutual legal assistance in criminal matters, transfer of sentenced persons, combating international terrorism, organised crime and illegal drug trafficking, power cooperation and a cultural exchange programme. However, India and Bangladesh signed five pacts in the presence of Indian Prime Minister Manmohan Singh and his counterpart Sheikh Hasina to add impetus to the bilateral ties that had been on the upswing since the last one year. Antony said an instruction to this effect has been passed on by the Union Ministry of Home Affairs (MHA) on the request of Ministry of Defence. Antony also said that a request had also been sent to the MHA to issue instruction to discontinue the use of combat uniform by all Central Police Organisations and State Police. He said the hard work put in by security agencies and the people had brought down the level of violence considerably in the State though attempts at infiltration had increased. He added that the year 2010 might be a crucial one as forces inimical to stability and peace in Jammu and Kashmir would make all out efforts to neutralise the gains of past two years. "The incidents in the first week of January in the Valley are indicative of the shape of things to come," the Minister said. Further, Antony asked for ‘intensive operations’ against militants and stepping up of vigilance on the Line of Control to ensure that development process in Jammu and Kashmir does not fall prey to militant activities. The Army informed the Minister about the ongoing operations against militants. They referred to the encounter in a village in Pulwama District in which one militant was killed. Reports said another militant who was besieged had actually managed to escape. Reports from Jammu suggested that a senior Army officer in the unified headquarters meeting told the Defence Minister that “Pakistan is up to something big” and “we need to know what it is”.

The Union Government approved the deployment of 26 additional Assam Rifles battalions on the India-Myanmar border to check the activities of Northeast militants, including United Liberation Front of Asom (ULFA) cadres, who have been fleeing Bangladesh since the Security Forces (SFs) launched a series of raids against them, reports Telegraph. The Additional Director-General of Assam Rifles, Major General J.P. Nehra said in Shillong on January 12 that the additional battalions would be able to tackle Northeast militants taking shelter in Myanmar. General Nehra admitted that there had been an increase in the number of Northeast militants in Myanmar and that shortage of Assam Rifles personnel on the Indo-Myanmar border had hampered vigil. At present, only 15 battalions of the paramilitary force are manning the border from Arunachal Pradesh to Mizoram. Nehra said several hurdles, like rugged terrain and thin presence of security forces, were hindering effective control of the activities of Northeast militant groups on the India-Myanmar border. “The home ministry and other central security agencies have assured us that more forces would be deployed along the border to overcome the hurdles,” he added. Because of the thin deployment of Assam Rifles personnel in the Northeast, Nehra has called upon Arunachal Pradesh, Manipur, Mizoram and Nagaland to co-operate in containing militancy along the border. Nehra said there was a need for better co-ordination between the Assam Rifles and the Myanmar army, whose joint patrolling is now limited to verification of border pillars. He said the Myanmar authorities had assured the Assam Rifles that they were ready to take action against the Northeast militants taking shelter in their country. However, one problem in implementing the promise is the Myanmar army’s inability to reach the inaccessible and rugged terrain where the militants have set up camps.

Additional Director General (ADG), Law and Order, Brij Lal said that on the basis of the information provided by another ISI agent Mohammad Nasir arrested from Meerut on January 10 his cousin Mohd. Mukim was arrested from Gurgaon. Mukim, along with Nasir, were passing information about Indian Army's movement, formation and other details to ISI through one Salim Motors in Dubai, Lal said, adding Mukim has been brought to Meerut and produced before a court. The ATS had arrested Nasir from near Sadar Bazar in Meerut on January 10 with documents including mobile phone numbers of ISI officials, information about movement of Army vehicles and their codes and two passports, he said. Nasir, Police claimed, had admitted that he along with Mukim had visited Pakistan in 2009, where he came in contact with ISI agent in Lahore and on return had passed on the information asked by them via Dubai for money, the ADG added.

Manipur Governor Gurbachan Jagat addressing the State Legislative Assembly said that Manipur continued to grapple with the problem of insurgency and this has severely hampered development and growth of the State. To address the situation, Suspension of Operation (SoO) agreement has been made with Kuki National Organisation (KNO) and United People’s Front (UPF) representing 19 hill-based militant outfits besides constructing 10 designated camps in the State, Jagat said. He said the Government is ready to hold talks with any outfit within the framework of the Constitution of India. There are over 30 militant outfits in Manipur, mentioned the Governor. The strength of the Police Force has increased to 33,031 in 2009 with the creation of one Mahila (Women) and Commando battalion each, Gurbachan said. Further, 10,050 personnel of the Village Defence Force have also been raised over and above the proposed conversion of Police training centre at Pangei into a full-fledged training college in an effort to curb the activities of the militant outfits, he said. In the first eleven months in 2009, 279 militants were killed and 1,368 others arrested and 378 assorted weapons, 130 grenades, 105 lathod bombs, three improvised explosive devices, 123 detonators, 13.71 kilograms of explosives and seven wireless sets were recovered, Governor said.

The CID also said it has unearthed a major arms racket involved in acquiring illegal firearms through private security agencies using forged licences and then selling them off to several militant groups in North Bengal and Communist Party of India-Maoist (CPI-Maoist) in the Left Wing Extremism-affected Districts of the State. It also found that miscreants used Government establishments as safe haven for stacking their illegal arms. The CID came to know this after its officials seized illegal firearms from a BSNL telephone exchange in Tiljala on January 5 followed by a similar recovery of arms cache from the water treatment plant of Kolkata Municipal Corporation (KMC) at Palta on January 9. “This business has been going on for a long time and the Government offices have become the store houses for these illegal arms. We have reports that the arms have been passed on to several militant groups, including Maoists, operating in Bengal,” said an unnamed senior CID officer. “We are investigating it. But at present, we are concentrating on seizure of illegal arms,” the officer added. At present, the CID is conducting several raids in different parts of the state, and till date 53 illegal guns and forged licences have been unearthed from various Government establishments. There were reports that the two top HNLC leaders had managed to escape from their base in Bangladesh to Meghalaya to surrender. "We have not received any information about their surrender from the police," Lapang said. He also added that the Government had not made any contact with the cadres of the proscribed militant outfit. There were also reports that the two top militants of the outfit are likely to surrender following an ideological difference with the outfit's ‘commander-in-chief’ Bobby R. Marwien over a Government invitation for talks, but the militant outfit had earlier refuted the reports saying that all was well within the outfit. The special operations group of the Special Task Force (STF) arrested a top Maoist and member of the Communist Party of India-Maoist (CPI-Maoist) zonal committee Subodh Singh alias Anandji alias Divendu Kumar Singh from a house in the Kankerbagh area of Patna late in the night of January 15. The STF Superintendent of Police (SP) Prakash Kumar Sinha told Times of India that an amount of INR 18 lakh cash and a pen drive were seized from the arrested Maoist. Sinha said the pen drive had financial details of how much money the banned outfit collected as levy from different sources and how the money was spent. Five CDs and five mobile phones were also seized from him, he added. The SP said Subodh had collected INR 1.23 crore as levy between September 2008 and November 2009. Of these, INR 70 lakh had been spent. The pen drive also carries important information and decisions taken at different zonal committee meetings of the Maoists apart from the video clippings of meetings and training programmes. Subodh was also in-charge of the outfit's students' wing, the Democratic Students' Union. He was given responsibility to introduce reforms in the working of the Maoists' Magadh Zonal Committee.

But if the situation can be resolved without confrontation (takkar), why not solve it,” he told reporters. He said his Government was formulating a strategy to deal with Maoists, adding, “The question is whether they are Naxals [Maoists] or not? The media has created a hype by claiming that Naxals are active in the State.” He said the State Government’s strategy to deal with Naxals will be formulated along with the Central government. Economic Times quoted him as saying, "We will soon fill all the vacant posts of the State Government." Further, a Senior Government official told IANS, "In Jharkhand, around 78,000 posts are vacant in various departments. Acting on a tip-off, however, the Special Task Force (STF) personnel arrested him in the evening of January 12. Rasool, the SP said, has his base at Hyderabad. A murder convict, he was in a Hyderabad jail for eight-and-a-half year — in two phases. It was while serving the jail term that he came in touch with a fellow prisoner, Mehmood, who was a Talibani. On his release, Rasool shifted to Afghanistan, the SP said. Rasool is learned to have told his interrogators that he worked as an operative of Taliban and LeT between 2004 and 2008. He also confessed to his involvement in several terror strikes in Afghanistan and Pakistan, Police sources said and added Rasool later escaped to Nepal where he was once handpicked by Nepal police but let off for want of evidence. Rasool also revealed that he wanted to return to Afghanistan via Bangladesh. “That’s why he clandestinely crossed into Jogbani taking advantage of the long and porous Bihar-Nepal border,” the SP said.

But Gilani also reiterated that India was not giving it enough information to act against Saeed. Gilani said Pakistan's judiciary had to take a call on Saeed's arrest. "We need more evidence to (take) him to task," he told CNN-IBN in his first interview to Indian media after 26/11. The Pakistan PM maintained that his country wouldn't allow its soil to be used for terrorism. "We've given this assurance. We're fighting our own war on terror (and) face Mumbai like attacks on a daily basis." Gilani pledged to share credible information with India and sought reciprocation from New Delhi to prevent Mumbai-like attacks. "We're ready to share information with India. Let us start sharing more information and work together in the war on terror," he added. The Pakistan PM clarified his recent comments on Pakistan's inability to prevent another Mumbai-like attack, saying it was in reaction to some of the Indian leadership's comments. Holding a rare press conference at Sherghati, Bihar-Jharkhand North Chhattisgarh Special Area Committee of CPI-Maoist spokesperson Gopal while welcoming the Jharkhand Government's offer, expressed doubt over its sincerity. "Whether he (Soren) will be able to resist the pressure of the Central government and his coalition partner BJP to continue war on his own people (read Maoists) is doubtful," he said. Based on information provided by India’s intelligence services, as well as interrogation with arrested jihadis, Police believe the Indian national in the LeT’s control room could be Syed Zabiuddin Syed Zakiuddin Ansari, a LeT-linked Maharashtra resident, who has been a fugitive since 2005. The unidentified Indian operative was one of several LeT militants who used Voice-Over-Internet Protocol (VOIP) links to provide orders to the assault team. Meanwhile, Indian intelligence agencies said that Ansari, operating out of terrorist camps in Karachi in Pakistan and Pakistan occupied Kashmir (PoK), is a key figure in the jihadi group’s plan to realise the threat he ordered the assault team to deliver. Times of India adds that Mohammad Amjad Khwaja, a militant of the Harkat-ul-Jihad-al-Islami (HuJI) from Hyderabad has told his interrogators that Abu Jindal was the alias of Syed Zabiuddin Ansari, a LeT operative from Beed in Maharashtra. The name Abu Jindal was earlier revealed by lone arrested militant Kashab during investigation. Ansari alias Abu Jindal, along with several other fugitive jihadis, has been sheltered in Pakistan by the Inter Services Intelligence (ISI)-LeT combine as part of their Karachi project to target India by using its own nationals. Khwaja pointed to Ansari after Police played recordings of the conversation between Jindal and the two militants who had attacked Chabad House in Mumbai.

Union Home Minister P. Chidambaram said: "I expect this trend to continue in 2010, but I am also confident that state governments would be able to gradually reclaim control over areas that are now dominated by Naxalites." Currently, 33 Districts are seriously affected by the Left Wing Extremist violence. In addition, there are 50 Districts where the CPI-Maoist has some presence. The number of civilians’ deaths in the affected States was 591 in 2009. As many as 317 Security Force personnel — the highest in the past five years — were also killed last year as against 217 casualties among the Maoists. The Hindu quoted Chidambaram as saying the ‘Central forces are not engaged in battle in Naxal-hit States’. “The Centre, at the request of the State governments, sends paramilitary forces, which remain under the control of the State governments,” he said at a press conference in New Delhi. The report said further that the National Counter Terrorism Centre would be formed by this year-end.

As per reports, Shehzad had undergone pilot training in Bangalore and was planning to carry out aerial attacks on key installations. He was also actively involved in the regrouping the IM following the death of key operative Atif Amin in the Batla House encounter and the arrest of Sadiq Sheikh. As per Sehzad’s confession, besides the plan to carry out aerial attacks, the IM had also planned to plant bombs in education centres during the counselling season in May-June. He also, reportedly, revealed that the IM had sent young men out of the country for terror training by packing them in containers. As reported earlier, Shehzad was arrested by a joint team of Uttar Pradesh Anti-Terrorist Squad (ATS) and Delhi Police from his native village in Azamgarh District on February 1.

This revelation came following February 1 surrender of a ULFA militant Akash Bora before the Inspector General of Border Security Force (BSF) at Shillong in Meghalaya. Security sources said that from the revelations made by Akash, it was clear that the ULFA is still recruiting new boys and new recruits in small batches are still sent to the camps in Myanmar for training. The ULFA has four major camps in Myanmar where around 150 to 200 cadres are staying. Sources quoting Akash said that life is tough for the militants in Myanmar because of the terrain, and the recent arrest of ULFA ‘chairman’ Arabinda Rajkhowa and other senior leaders frustrated and demoralised the cadres. Sources further added that the camps of the ULFA in Myanmar are run mainly by ULFA ‘central committee member’ Jiban Moran and hardcore militant Bijoy Chinese. DNA reports on February 4 that senior officers in the Central Para-military Forces said violence levels had gone down in Chhattisgarh and Maharashtra primarily because of the increased deployment of Security Forces (SFs). An officer said there were over 45,000 SFs in Chhattisgarh and Maharashtra, while the figure in Jharkhand stood at 35,000 (350 companies). Starting April 2009, at least 65 people, including the Communist Party of India-Maoist (CPI-Maoist) cadres, SF personnel and civilians, were killed every month in Maoist violence. In October 2009, over 100 persons were killed. There is significant improvement in the situation. From October 2009 to January 26, 2010, only 57 casualties were registered. In January 2010, there was just one death due to the Maoist violence in Maharashtra, whereas there were 87 deaths in Left-Wing Extremism in January 2009. The report quoted an unnamed senior official who is part of the anti-Maoist operations saying, “We want to first dominate these areas and then operate on the basis of specific information.” The officer added that the SFs killed 68 Maoists, arrested 1,858, and uncovered 234 landmines and bombs, 1,778 kilograms of explosives, over 33,000 rounds of ammunition and over 300 weapons from the Maoists in 2009.

Chidambaram urged the State governments to ensure that re-establishment of civil administration was quickly followed by implementation of development and welfare schemes. Chidambaram said there was a “peculiar” situation in Uttar Pradesh, where in December 2008 the government sanctioned 2, 04,021 new posts, and the recruitment was under way, added The Hindu. On the vacancies in the State Police forces, Chidambaram said that 1, 03, 000 recruitments would have made by March 31, 2010, but another 150 000 vacancies needed to be filled. “It is a tall order, but not impossible. Gujarat has assured zero vacancy by this March-end. I am sure all vacancies will be wiped out if not by September this year, then by March 2011.” According to IANS, he said the country had a little over 1.47 million Police personnel till January 1, 2009, and it increased to 1.5 million by September 2009, which is a "positive sign". "However, the flipside is the humongous vacancies in the sanctioned posts. As on January 1, 2009, there were 153,428 vacancies. It is expected to decline to 138,559 by March 31, 2010," he said.

Pillai on February 9 said, “The next round of talks would be held in April with Muivah accepting the government of India’s invitation to come for the talks.” “On the invitation of the government, the NSCN (I-M) leadership has proposed to come to India between April 1-10 to hold talks and carry forward the peace process. To that end, the government will be appointing an interlocutor to facilitate the talks and to bring about an early solution,” said a Union Ministry of Home Affairs (MHA) statement. “We are hopeful of a broad based settlement and very happy at the initiative taken by the Forum for Naga Reconciliation that helped stop inter-factional killings and violence in the state,” Pillai said. Once you halt violence, we are ready to talk to you. We are not asking you to do anything more. If you halt violence we are prepared to talk to you on any matter that is of concern. But the condition is that you must halt violence. Unfortunately, our past appeals have been spurned,” he said. ”The operation against Naxals would be a careful, calibrated and controlled one whose progress could not be measured like the score board of a cricket match — progress would be slow and steady. Our purpose is not to kill anyone. These [are] our own people and we care for them. Contrary to fears expressed in a section of the media and by some NGOs, there was no carnage and both the Central and State forces were acting with great restraint. The operations against Maoists were making slow but steady progress, and areas under Naxalite domination would soon be reclaimed and civil administration established,” the Minister added. Expressing confidence that further progress would be made in six months, he said that he was satisfied with what was happening all over the country. Also, the Union Home Minister defended his Cabinet colleague and Railway Minister Mamata Banerjee who is being accused by the West Bengal Chief Minister Buddhadeb Bhattacharjee of colluding with Maoists. He gave a clean chit to Banerjee by virtually refuting the West Bengal Chief Minister’s allegation about her links with Maoists. “No political party in India which believes in parliamentary democracy can collude with Maoists,” Chidambaram said when asked to react on Bhattacharjee’s allegation about Mamata-Maoist nexus. Bhattacharjee, however, did not make any effort to justify his claim that Mamata and Maoists were hand in glove.

Khaathar said, “We have realised our problems cannot be solved through an arms revolution but only through peace talks,” at the surrender ceremony. The Assam Chief Minister Tarun Gogoi and Union Joint Secretary of Home Department in-charge of Northeast Arvind Verma were also present at the programme. Gogoi said, “My government will help in speeding up the peace process. The rehabilitation package per decommissioned cadre will be increased to [INR] 2 lakh from [INR] 1.5 lakh. I will also give a development package of [INR] 50 crore for the district.” Verma said tripartite talks among the Centre, the Assam Government and the KLNLF would be held soon. A cadre belonging to anti-talks faction of the National Democratic Front of Bodoland (NDFB), identified as Godadhar Hajong, was arrested by the Border Security Force from Debojani village in West Garo Hills District along India-Bangladesh border on February 15, according to Shillong Times. He along with eight others from Tikrikilla area had joined the NDFB in 1999. Godadhar underwent arms training in Bhutan before being made a part of the ‘3rd battalion’ of the outfit which operates throughout the Garo Hills and Bangladesh. He revealed that following crackdowns in Bangladesh almost all NDFB camps operating close to the border have been closed down with majority of the cadres shifted to Rangamati area of Chittagong Hill Tracts. He also informed that its main camp at Haluaghat in Bangladesh, opposite Gasuapara in South Garo Hills sector, had to be closed down in 2006 after its ‘camp commander’ Bongcha Boro surrendered. He also revealed that some of the leaders continue to be holed up in Dhaka, including S. S. Dhansuran Boro who is the ‘treasurer’ of the anti-talks faction. He also confessed outfit’s involvement in selling arms to prospective buyers of Garo Hills to help gain extra money for the outfit’s operations. He disclosed about sale of small arms to coal traders operating in Nangalbibra area of South Garo Hills. Some of the activities of the NDFB’s ‘3rd battalion’ included collecting a sum of INR 450, 000 from the NDFB office at Kokrajhar in Assam in 2006 which was delivered to the anti-talks leaders in Bangladesh. He also brought in a shipment of arms including AK-47s and hand grenades from Bangladesh in 2002 and again in 2007 through the Garo Hills sector which ultimately was delivered to the cadres in Assam. The arrested militant also confessed the ambush on a bus at Zikzak area of West Garo Hills in 2002 from which they abducted two persons for ransom. In 2003 a trader belonging to Muslim community was abducted by his group from Mahendraganj area and taken to Bangladesh only to be released a month later after the family paid ransom. The recruitment of cadres to the outfit has apparently been continuing for several years with Godadhar Hajong alone being involved in recruitment of 60 cadres way back in 2007. The cadres were taken to Bangladesh for training and later pushed back to India through three different sectors of Garo Hills: Beldova area in Mahendraganj sector, Nokchi in Dalu sector and Gasuapara under Baghmara sector. He appealed to the Maoists to set free the officer. Later in the day the Jharkhand Police admitted that two of the 14 charge-sheeted Maoists were innocent and falsely implicated. “After interrogating about 10-12 arrested persons in Ghatsila sub-divisional jail on Wednesday [February 17], two persons -- Jasmi Mardi and her father Bahadur Mardi -- were found innocent. They had been falsely implicated by Jasmi’s husband Ramrai Hembram, a police constable,” Zonal Inspector General Rezi Dung Dung told a news conference at Ghatsila. Dung Dung said he had met 10-12 charge-sheeted Maoists and about four to five cases, including Mardis’, were needed to be re-investigated. According to administrative procedure, through an inquiry, we will have to establish the guilt and we will have to punish the guilty [including officers]. That process will be started soon,” Home Secretary Ardhendu Sen said in Kolkata on February 17. Further, the State has decided to wind up and relocate security camps in Jangalmahal that were perceived to be vulnerable. The battalion, comprising 939 personnel, would tackle extremist violence and work towards restoring normalcy in the western region wracked by an endless cycle of attacks, State Finance Minister Asim Dasgupta said after a cabinet meeting chaired by Chief Minister Bhattacharjee. The battalion would cover West Midnapore, Bankura, Purulia and adjacent areas close to Jharkhand and Orissa, Dasgupta said. "The State Government has also decided to recruit 1,500 persons of the rank of constable in Kolkata Police to raise another special combat force," he said. A senior intelligence official in Moreh said, Chinese weapons in large numbers are finding their way to the Northeastern States through five major routes most of which pass through Myanmar territory. "Around 80 per cent of the weapons seized or recovered from the militants in recent years have 'star' mark on them, which means they were manufactured in China," he said. Over four dozen militant groups are active along India-Myanmar border and they smuggle the traditional weapons like AK series rifles, grenades, pistols, cartridges and bombs into India through four land routes and one sea route. Most of the weapons are brought from the southwestern China's Yunnan province, which borders Myanmar, the official said. The weapons are smuggled into India via Ukhrul, Moreh in Chandel and Churachandpur, the Districts bordering Myanmar, and some parts of Mizoram. The sea route involves Bangladesh's Chittagong port from where the weapons are sent to militants in the Northeast, he said. Though some weapons are of other origin but majority of them are Chinese, he said. "Militants have their camps just inside the Myanmar territory at a distance of few kilometres from the Indian border. Some camps are as close as three-four kilometres from the international border," the official said.
