Assam on January 1 announced a month’s safe passage to United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists, and offered to hold unconditional peace talks to end insurgency in the State, which is two decades-old. "As a New Year offer, we want the militants to shun the path of violence and come to the negotiating table for peace talks… Militants can feel free to come to their families on the New Year provided they don’t bring arms and indulge in violent activities", Chief Minister Tarun Gogoi said in Guwahati. The Union government should take up with all sincerity the issue of Assam’s militant groups taking shelter in neighbouring countries," Gogoi added, referring to the fact that the terrorist outfits operate out of Bhutan, Bangladesh and Myanmar. "But unfortunately that is not happening, which is really sad," he opined.

But, Pakistan Foreign Minister Abdus Sattar said, on January 1, that the 20 suspects would be handed over to India under the South Asian Association for Regional Co-operation’s (SAARC) Regional Convention on Suppression of Terrorism, that too, only if India met the necessary "legal obligations''. Sattar also said that India should initiate a case against each person in its own courts, indict them and then ask for their extradition. At that point, he clarified, "Pakistan will consider the request and if the person is genuinely required for the prosecution, (he) will be handed over''.

The Tripura government has offered a safe passage to terrorist outfits active in the State to pave way for peace talks to end two decades of violent insurgency. "Our doors are open for talks with militant groups and as a goodwill gesture we are offering safe passage in the New Year to enable the rebels to come forward for peace dialogue," Tripura Chief Minister Manik Sarkar said, on January 1. "Any militant leader or cadres willing to accept our free passage offer could visit their families but that must confirm to the parameters of the Indian Constitution and he or she cannot carry arms during such visits," he added. The Chief Minister also pointed that the National Liberation Front of Tripura (NLFT) operated out of well-entrenched bases inside neighbouring Bangladesh.

According to media reports, a large Naga delegation from the North-east is arriving in Bangkok on January 4 for a meeting with the National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) leadership to evolve means for a peaceful end to the 54-year-old insurgency in Nagaland. Leaders drawn from the Naga Hoho, the apex tribal council of the Nagas, the Church, the Naga Students’ Federation, Naga People’s Movement for Human Rights besides the Naga Mothers’ Association, a powerful Naga women’s group, are to attend the two-day Bangkok meet scheduled to commence on January 4. "The meeting has been initiated by the National Socialist Council of Nagaland faction headed by Isak Chishi Swu and Thuingaleng Muivah. There is no fixed agenda, but we on our part shall impress upon the need for reconciliation among the feuding Naga rebel factions which is a must for restoration of peace," M Vero, President of the Naga Hoho, said in Dimapur, Nagaland.

Assam Chief Minister Tarun Gogoi said, in Guwahati, on January 2, his government does not want to take any decision on the proposed Bodoland Tribal Council (BTC) in a hurried manner. Such a step could hurt the sentiments of the non-Bodos co-habiting the area along with the Bodos and create "administrative and other social problems" in Assam, Gogoi said. Commenting on the January 21-deadline set by the Bodo Liberation Tigers (BLT) to the Assam Government, he said fixing deadlines would not solve the Bodo problem and the Bodo leaders should understand that the sentiments of non-Bodos must not be ignored, if they wanted durable peace.

Speaking at a public meeting in Lucknow, on January 2, Prime Minister Atal Behari Vajpayee criticised Pakistan’s demand for proof that its nationals were involved in the December 13, 2001, attack on Parliament in New Delhi. The Prime Minister said the bodies of the terrorists slain during the attack and documents recovered from their possession were enough proof to establish their identity as Pakistani nationals. The Prime Minister also said that religious fundamentalism was the driving force behind terrorism, which he described as the biggest threat to the world after the cold war. Terming the attack on Parliament as an attack on the heart of Indian democracy, Vajpayee said it was important to see whether it was one organisation or an entire government that had masterminded the incident.

Reacting to a recent statement by the Union Minister of State for Home Affairs, I D Swami, in Imphal, that the Amsterdam-based Naga International Support Centre said so in a press release, the NSCN-IM said, "It is a figment of Mr Swami’s imagination. The talks in recent meetings of the negotiation teams of India and Nagalim (Nagaland) in Osaka, Japan, and then in Bangkok, were focused totally on the road map of negotiation, to step up the process of the dialogue."

The PM said Pakistan’s demand for evidence against terrorists living on its soil and wanted by India in connection with the December 13 attack on Parliament and other subversive activities was nothing but a ‘cruel joke’. ‘‘I am at a loss to understand what evidence Pakistan wants when it is a well-established fact that our neighbour is responsible for the terrorist activities in India,’’ he added. Talking to a news agency on January 5, the Bodo Liberation Tiger's (BLT) Vice Chariman, Kamal Musahary said that in the next rounds of tripartite peace talks, to be held with the Union government and the Assam State government in New Delhi on January 9-10, the draft agreement for creation of the Bodoland Teritorial Council (BTC) under the Sixth Schedule of the Indian Constitution is likely to be finalized. He added that the outfit is likely to take its future course of action after this round of peace negotiations. This has been necessitated since the ongoing ceasefire agreement between the outfit and the Government will come to an end on January 21. Kamal Musahary also said that the outfit hopes that the Assam State government will give its consent to the proposed BTC adding that the Chief Minister, Tarun Gogoi had assured the BLT recently that his government would give its consent for creation of the BTC under the Sixth Schedule. Bihar Inspector General of Police (Operation) Neelmani, while speaking to the media in Patna, on January 6, said the forces had launched a special drive in the districts of Palamu, Rohatas, Garwah, Lohardaga and Kaimur of Bihar and Jharkhand and Chandauli, Mirzapur and Sonebhadra of Uttar Pradesh. He said the force, which received special training at Hyderabad to deal with the Naxalites, achieved its first success in Rohatas district on January 4 when it destroyed a bunker and a training camp of the Naxalites and killed two of the Maoist Communist Centre (MCC). Police also recovered some arms, ammunition and several incriminating documents. Neelmani said a special drive had also been launched to bring the Naxalites to the mainstream. Those who would surrender would be provided with Rs 10,000 immediately, besides a house and Rs two lakh assistance for rehabilitation.

A media report on February 3 said that the Bihar Police’s Special Task Force (STF) launched a major operation against left-wing extremist, Naxalite outfit, the Maoist Communist Centre (MCC) in different districts of the Tirhut division in North Bihar. The operation has been launched to check the growing network and activities of the banned Naxal outfit. The crackdown operation in the first phase began in the last week of January 2002 in Sheohar, Piprahi and Tirgai areas where the MCC has reportedly spread its influence. According to the ADG (Tirhut), M K Sinha, the crackdown on the MCC networks has been initiated by STF, and is assisted by the district police concerned in seven police stations areas of Sheohar and Motihari district. In the operation’s second phase, the STF and the local police would conduct raids in areas under the jurisdiction of the Katra, Nanpur, Jale and Kamtaul police stations of Muzaffarpur, Sitamarhi and Darbhanga districts respectively, said the ADG. According to police sources, the MCC activists have expanded their activities in Sidhotiya, Dhurkurba, Bulaki, Lalgarh, Nayagaon, Shyompur, Bhantaha and Khairaba areas of Sheohar district. The outfit is also reportedly running training camps along the Indo-Nepal border with the help of Maoist insurgents in Nepal.

In an interview on February 5, the former chairman of the secessionist alliance, All Party Hurriyat Conference (APHC), Mirwaiz Umer Farooq, denied that any constituent of the alliance would be participating in the forthcoming elections to the State Legislative Assembly, to be held in the second half of 2002. Miwaiz Farooq was responding to a statement by K C Pant on February 4, indicating that some members of the alliance would participate in the elections. K C Pant is the Union Government’s representative mandated with the task of holding talks with Kashmiri organisations and individuals. The Mirwaiz also said that that the announcement of the formation of an Election Commission by the executive body of the conglomerate was aimed at proving the representative character of the leadership and resolving the Kashmir issue. The proposed APHC’s Election Commission, he said, would be " an Independent Commission and will comprise people who have an international credibility and are acceptable to India, Pakistan and people of the State." He denied reports that indicated that there were differences within the alliance on the issue of the Commission. Meanwhile, another senior leader of the alliance, Abdul Gani Lone, accused the Union government of attempting to create dissension within the alliance. Speaking to the media in Kolkata on February 8, a senior BSF official said representatives of a US consultancy firm would be taken to the border area later in February 2002, where they would give a demonstration of the device. He said the device would set off an alarm if an attempt was made to make an illegal crossing by cutting the barbed wire fencing along the border. He added that after the growing activities of Pakistan’s Inter Services Intelligence (ISI) and Islamist extremist groups along the Indo-Bangladesh border, the BSF was now changing its orientation from an "anti-smuggling" force to an "anti- infiltration" force. According to media reports, Aftab Ansari alias Farhan Malik, prime accused in the January 22 terrorist attack on the American Center in Kolkata, has reportedly admitted to having earned Rs 105 crore through abductions and arms deals. He was reportedly using this money to establish a terrorist network across the country. As reported earlier, Ansari was arrested in the United Arab Emirates (UAE) and brought to New Delhi on February 9 by a Central Bureau of Investigation (CBI) team. Ansari has also reportedly admitted to the CBI about his involvement in the January 22 attack and said that he had links with terrorist groups in Pakistan, especially, with Al Qaeda cadre Omar Sheikh, one of three terrorists released by India to end the hijacking of an Indian Airlines air craft IC-814 in Kandahar, Afghanistan in December 1999. Media reports have indicated that the CBI mentioned this in its application seeking Ansari's transit remand for taking him to Gujarat where he is a prime accused in an arms case. Duty Magistrate Kamini Lau permitted a seven-day transit remand and asked the CBI to produce Ansari in a Gujarat court on or before February 16. The CBI has claimed that Ansari had planned the abduction of Anand Aggarwal, a coal merchant of Benaras in 1998-99, Bhaskar Parekh, a diamond merchant of Rajkot, Partha Pratim Roy Burman of Kolkata in 2000-01 and diamond merchant Niranjan Shah of Mumbai. As per Ansari's disclosure, he reportedly earned more than Rs 50 crore through these abductions. He also admitted to having earned Rs 55 crore through the smuggling of arms. The CBI told the court that Ansari during his interrogation also admitted to forming a countrywide network of arms and narcotics smugglers for carrying out illegal activities in India. Investigators suspect that Ansari was funneling the money made from these illegal activities to terrorist groups.

"It will not be prudent for us to talk to a bureaucrat less in rank and status than that of Planning Commission deputy chairman KC Pant," said senior APHC leader Abdul Gani Lone. "When we had earlier categorically refused to hold negotiations with Pant, how can any one expect us now to talk to a person who is much junior in bureaucratic hierarchy?" he asked. On whether the secessionist conglomerate would consider negotiations if "a bigger name" is assigned to the job, he said "if the Hurriyat has to talk, it should be somebody having proximity to prime minister Atal Bihari Vajpayee". When asked if he had any specific name in his mind, Lone said "it can be anyone...Someone like Brajesh Mishra". According to reports, it was decided during the meeting to carve out four districts, namely Kokrajhar with headquarters at Kokrajhar, Sirang district with headquarters at Kajalgaon, Baska district with headquarters at Massalpur and Udalguri district with headquarters at Udalguri. Talking to the media, Minister in charge of Plains Tribes and Backward Classes, Bharat Chandra Narah said that the sub-committee would place its recommendations before the Cabinet on February 13. In his statement before the investigating agencies, he reportedly said that ISI operators contacted him, a few months after he jumped bail in India and fled to Pakistan in 1999. "They used to meet me under pseudonyms at designated places," he said. He has also reportedly named seven ISI officers who he had met. In a fresh verbal demarche issued to the Pakistani Deputy High Commissioner, Jaleel Abbas Jilani on February 11, India regretted that Pakistan was yet to take action on the list of terrorists that had been handed over to it. Official sources said that India, citing the UAE precedent, said that the fight against terrorism should take recourse to extensive political co-operation as well. Aftab Ansari, was deported by the UAE authorities on the basis of a political understanding and not extradited as that would have involved time-consuming legal procedures, said official sources.

The Andhra Pradesh government on February 12 decided to hold talks with left-wing extremist, Naxalite organisation, the People’s War Group (PWG), to find a lasting solution to the law and order problem in the State. Official sources said the government would work out the modalities of negotiations in the next 10 days. In an all-party meeting held in Hyderabad, leaders of various political parties unanimously asked the government to initiate talks with the proscribed PWG. Speaking to the media, Home Minister T Devender Goud said that the government had decided to talk to the PWG and the modalities concerning who should talk to whom and the involvement of a third party would be finalised at another round of meeting with leaders of various political parties after ten days. Terming the government’s decision as an important step, Goud said that a common agenda would be prepared before the leaders of the political parties. "It is not an easy decision. The political parties have discussed the pros and cons of the issue and came to this important conclusion", he said. The Minister said that the government was taking the political initiative and hoped that all the obstacles would be crossed in finding a solution to the problem.

The State Cabinet Sub-Committee, headed by the Panchayat and Rural Development Minister Bhumidhar Barman, also Chairman of the Bodoland Territorial Council (BTC), on February 12 submitted its report to Chief Minister Tarun Gogoi approving the formation of the BTC. The minister noted that opinion of the leaders of the Bodo Liberation Tigers (BLT), Bodo legislators, non-Bodo legislators and various other Bodo and non-Bodo organisations were taken into account before drafting the Cabinet Sub-Committee report on the BTC. Addressing a press conference at Guwahati on February 12, Chief Minister Tarun Gogoi said that despite differences of opinion on the boundary demarcation and inclusion of some villages in the BTC, the report would be placed before the Cabinet on February 13, today, and a formal announcement on the BTC formation would be made consequently. The Chief Minister also added that the Assam Population Pattern Act or Assam Land Act would be promulgated in the proposed BTC to protect the rights and interests of non- Bodos.

Speaking at a press conference in Srinagar, the 23-party separatist alliance’s chairman Abdul Gani Bhat said that the APHC was seeking to prove its representative character in order to hold talks for resolution of the Kashmir issue and not membership in the State Assembly, which he claimed, had no role to play in the resolution of the issue. The ‘six member commission’ has two former Pakistani judges. While Justice Sajjad Ali Shah, former chief justice of Pakistan would head the ‘commission’ in Pakistan occupied Kashmir (PoK), Tapan Bose, an Indian human rights activist based in Kathmandu would head the ‘commision’ in J&K. The two would also be co-chairmen of the ‘commission’. Delhi Police Commissioner Ajai Raj Sharma while talking to the media on February 19 said that the Crime Branch of Delhi Police have destroyed an elaborate terrorist module, which was planning to carry out subversive activities across the country. The inter-state cell of Crime Branch was working to expose this well-entrenched module ever since it arrested Asif Reza Khan, a member of the Aftab Ansari gang, on October 29, 2001. He was arrested from the Lodhi Gardens in New Delhi, where he was waiting to assassinate prominent personalities of the Capital. The subsequent arrest of his accomplices Anita Das and Arshad, (the latter is a resident of Multan, Pakistan), led to a series of raids. In these raids, 13 terrorists were arrested and two killed since October 2001. A large cache of arms, ammunition and explosives was also recovered. The terror module, being run at the behest of Pakistan's Inter Services Intelligence (ISI), was spread across Uttar Pradesh, West Bengal, Gujarat and Maharashtra. Sharma said the module, which was being run by Sheikh Omar, was entrusted with the task of abducting national cricket team members Sachin Tendulkar and Saurav Ganguly. As ransom, they planned to seek the release of Mohammad Amir Khan, alias Abu Aksha, a core member of the Lashkar-e-Toiba (LeT), presently lodged in Tihar jail. The Police Commissioner said that the Pakistan-based ISI backed terrorist-criminal network active in India has been using Delhi as junction to facilitate flow of finance and logistics to carry out their activities in other parts of the country.

A news report on 24 February said, a meeting called by the Assam government in Guwahati to discuss the issue of Bodoland Territorial Council (BTC) with the representatives of non Bodo organisations remained inconclusive. Assam government representative Bhumidhar Burman and vice president Brajan Mahanta of the Sanmilita Janagosthiya Mancha (SJM), a co-ordinating body of non Bodo organisations, failed to reach an agreement over the rights of non Bodos and the areas to be included in the BTC. As the reports have indicated earlier, non Bodos have shown dissatisfaction over the provisions of the BTC and the manner in which the agreement was reached between the Assam government and representatives of Bodo organisations. It was the threat of the non Bodo organisations to launch a State-wide protest, including interruption of rail and road traffic, that made it necessary for the government to call this meeting. The report has also said that non Bodo organisations have deferred their protest till 1 March to wait for a satisfactory response from the government. Some other organisations including the All Asom Students Union (AASU) and the Adivasi Council of Assam reportedly abstained from the meeting.

Addressing the rally, Brajen Mahanta, an office-bearer of the Sanmilita Jonagosthiya Sangram Samity, a conglomeration of 18 non-Bodo organisations, said that it will be a one-sided decision to create the BTC. He added that in the proposed BTC areas only 18 per cent of the population would comprise Bodos and they would have powers over the remaining 82 per cent. Only two blocks – Chidlisila and Kachugaon – under the proposed eight districts have Bodo majority, he said. He appealed to the participants that there is no alternative for them than to compel the government with strong protests to block the creation of the BTC. He also announced an agitation programme including a 37-hour-long rail and road blockade from 5 pm of February 24 and a protest rally at Assembly House and a ‘gherao’ programme during the forthcoming Budget session, until the government annuls its decision to create the BTC.

Talking to the media in Godhra on March 4, the Deputy Inspector General of Police (DIGP) (Anti-Terrorist cell), Vipul Vijay referred to the possibility of ISI's involvement in the attack but refused to give details. He said the cases of those among the 28 persons who have been travelling abroad will be pursued vigorously without relying only on the local police. "We have certain names who have been travelling abroad. They are very prosperous. They are carrying duplicate papers and we will pursue these cases vigorously", he said. While terrorist activities are unconscionable and should be eradicated forthwith, the challenge is to understand the root cause of those despicable acts and deal with them appropriately". Afroze was arrested by Mumbai police on October 2, 2001. During interrogation he had reportedly told the police that he was part of the pilot’s squad, which was supposed to hijack a London-Manchester flight from Heathrow airport in London on September 11, 2001 and ram it to British Parliament. The plan was, however, called off at the last moment. Police sources said Singh had visited several places in London, including hotels and homes where Afroze reportedly stayed in September last year. He also met the police chiefs of London and Washington, besides interacting with several officers from the Federal Bureau of Investigation (FBI) and the London police. A senior police official said, "Singh’s visit has been a hectic one, but it was successful. He has brought information, which will make the case stronger". Earlier, the Mumbai police had sent a team to Australia to visit places where Afroze had reportedly stayed between August 1997 and December 1998. The officers had returned after conducting a detailed inquiry at the pilot training school where Afroze had enrolled for a course in flying.

In Srinagar, Inspector General of Police K Rajindra said at a press conference on March 11 that police had arrested 15 Hizb-ul-Mujahideen (HM) terrorists. The arrested terrorists were involved in several cases of violence since the past 18 months in which 25 civilians and 14 SF personnel were killed. Some of the arrested terrorists were involved in a grenade attack on the State Works Minister Ali Mohammad Sagar in October 2001. According to the Orissa State Police, the attempt on Cooperation Minister Arbinda Dhali’s life in Malkangiri district on February 23 does not appear to be a handiwork of left-wing extremists, Naxalites of the People’s War Group (PWG). Dhali narrowly escaped an attempt on his life in Telrai village while he was coming from village MV 79 after campaigning for the Panchayat (local body) polls. Landmines planted under a culvert exploded minutes after the Minister’s vehicle passed by. Later, the vehicle was shot at from a distance. A senior police officer, while speaking to the media on March 12, reportedly said, "Our investigation has revealed that the murderous attempt was not by the PWG….the time the landmine exploded and the manner in which the Ministers vehicle was shot at do not have any semblance to PWG’s modus operandi". Initial police investigations pointed the PWG’s hand in the incident, even as the Naxal outfit denied its involvement, saying Dhali was not the target at the moment.

Imphal-based Joseph Mittathany, president of the Regional Bishop's Council, said educational establishments run by the Church were being targeted by terrorists. During the recently concluded meeting of the Directors General of Police of all the seven north-eastern states held in Gangtok from March 7-8, the West Bengal police who attended the meeting for the first time agreed to share intelligence with the Northeast States’ police and assured to extend full support in their fight against the terrorists. Meghalaya DGP L Sailo, speaking to the media, expressed serious concern at the presence of terrorist camps within Bangladesh and assured that, with the assistance of West Bengal police, the movement of terrorists, especially that of the United Liberation Front of Asom (ULFA) from Bhutan to Garo Hills through the North Bengal corridor, can be effectively controlled. Co-ordination among the police force and intelligence gathering figured high on the agenda at the meeting. According to reports, the meeting also dwelt elaborately on the need to start a border management programme to create awareness among the rural people to support the forces, as well as push back illegal migrants.

Media reports on March 17 indicated that the proscribed National Liberation Front of Tripura (NLFT) has created its women’s wing under Khanjana Debbarma, a close associate of NLFT chief Bishwa Mohon Debbarma. An unspecified number of young tribal girls from different parts of Tripura have disappeared and made their way, reportedly, to NLFT training camps in the Chittagong Hill-Tracts (CHT) of Bangladesh. Reports said families of the missing girls aged between 14 and 16 never reported it to the police and the number of such girls could be even 100 who went missing in the past six months. This includes those 14 who disappeared between February 15 and 19 20002. Intelligence sources also believe that 22 girls have crossed the border to reach CHT since mid-February. Tripura Chief Minister Manik Sarkar had informed the State Assembly earlier that most of these girls belonged to the remote hill areas of Dhalai and North Tripura district. The areas, which sources believe NLFT has been targeting for its women’s wing, include Sakhan-Sermoon hills of Kanchanpur, Teliamura and Baramura in North Tripura, among others. The girls are lured away allegedly by the NLFT terrorists on the pretext of love and sent to the mentioned destinations.
