Indian intelligence agencies have alerted anti-terror agencies across the country, including Maharashtra, of a possible escalation of terror activities in 2014, dnaindia.com reported on January 2. They have warned that there will be change in strategy of terror outfits. One or two highly-trained militants will carry out terror attacks instead of a module of five terrorists or more as was the case earlier, officials said. “After a thorough interrogation of several arrested terror suspects across the country, it has been established that the ISI [Inter Services Intelligence] is unhappy with the IM [Indian Mujahideen] for failing to make a serious impact in 2013,” said a central intelligence official. “It [IM] has realised that even a small module of 5-8 people is vulnerable and prone to being busted. Therefore, it now plans to form even smaller groups of 2-3 people and at times, even one person may be given the responsibility of carrying out attacks,” the officer said.

The Sashastra Seema Bal (SSB) has found numerous border pillars missing or badly damaged along the India-Nepal border in Uttarakhand, The Times of India reported on January 2. "Of the 204 border pillars under our jurisdiction, only 121 were found to be ok (sic). The rest were either missing or damaged," SSB Inspector General B.S. Mehra said. A total of 36 border pillars were found missing and another 47 were in a dilapidated condition. Under such circumstances, a senior SSB officer said the missing and damaged border pillars pose a serious security threat. Intelligence inputs suggest that Pakistan was increasingly using the porous frontier to push terrorists into India. SSB sources said Nepalese Maoists have increased their anti-India activities and are active near the international border as well.

A group of civilians, social activists, writers, research scholars and professors have begun a 10-day Shodh Yatra (search mission) in Communist Party of India-Maoist (CPI-Maoist) affected tribal villages of Gadchiroli District on January 2, reports The Hindu. “The main aim of this yatra, which began on Thursday, is to speak to the tribals and try to understand their problems which are being neglected in the [state-naxal] conflict” the organisers said in a statement. However, the Maoists have expressed doubt over the yatra. They have said the organisers “do not seem to be on the side of the people. This yatra covers only those villages where police camps are situated. Is it not a police sponsored event?” a statement signed by State Maoist Secretary Sahyadri wondered.

Director General of Police (DGP) C Balasubramaniam on January 2 said that National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF) still have 16 or more hideouts in Bangladesh, reports The Telegraph. Most of these hideouts were concentrated at Chittagong Hill Track (CHT) in the neighbouring country, Balasubramaniam said. He said about four to six hideouts were adjacent to the Indo-Bangladesh border while others were far away from it.The DGP said, “The NLFT headed by Biswamohan Debbarma is still a powerful outfit running around 15/16 hideouts in Bangladesh. One camp is still maintained by the ATTF that too by two women.” Admitting that insurgents were using Tripura-Mizoram- Bangladesh tri-junction as corridor, he said security agencies including Assam Riffles have been trying hard to stop infiltration of militants from across the border. Asked about security arrangement along the border keeping in mind the recent unrest in Bangladesh, the DGP said the BSF and District Police authorities were asked to maintain strict vigil along the border so that militants could not enter into the Indian soil.

The breakaway faction of the Achik National Volunteer Council (ANVC-B) on January 2 s¬aid that three of its cadres, including two women, have gone missing while they were coming back to the camp after shopping for the “new year feast”, reports The Shillong Times. The ANVC-B also called upon all its ‘officers’ and cadres to report to the camp before January 7. “This is an emergency call. Those who fail to report will be listed as absconding or as deserters and action will be taken as par the organization’s law,” the ANVC-B leader Doang Shira said.

Fissures have surfaced in All-Party Hurriyat Conference- Mirwaiz (APHC-M), as its chairman Mirwaiz Umar Farooq terminated the membership of some key constituents represented by some senior leader, The Hindu reported on January 4.“The APHC has terminated the representation of Shabir Ahmad Shah [Democratic Freedom Party], Nayeem Ahmad Khan [National Front] and Mohammad Azam Inquilabi [Mahaz-e-Azadi] for their indiscipline, anti-Hurriyat activities and continued absence from meetings for the last over 18 months. Following their differences with some of the APHC leaders, we constituted enquiries, called them for cooperating with the investigation and maintain the organisational disciple. As they chose to be not amenable and ignored all invites and opportunities, we were constrained to fulfil the constitutional requirements. They are no more members of the APHC,” the Mirwaiz commented on January 3. The Mirwaiz also confirmed having mailed a letter, to the APHC-M’s Pakistan occupied Kashmir (PoK) convener Yousuf Naseem on December 27, 2013 following the APHC executive council’s decision, with the direction that the representatives of some constituents may no longer be invited to the group’s meeting in Muzaffarabad.

Presently, four battalions of Border Security Force (BSF) are deployed there. Police said owing to absence of any permanent camp of paramilitary forces along Odisha-Chhattisgarh border, Maoists have now started regrouping in Padia and Mathili blocks that share the boundary with the neighbouring State. "We are conducting operations in Padia and Mathili only on specific intelligence inputs regarding movement of Maoists. This is not sufficient to contain them," said Superintendent of Police (Malkangiri) Akhileswar Singh. "We need permanent camps of central forces in border areas. This has been intimated to our higher-ups," said the SP. "At least two more battalions of central forces are required for the district," he added. According to the SP, Tulsi Dongar situated on the border of Mathili and Chhattisgarh and Dornapal forests along Padia and Chhattisgarh is slowly turning into a hub of Maoists. All recent offensives were reported from these areas. In less than a month, Maoists have abducted at least 10 villagers, murdered three persons on charges of being Police informers, burnt two passenger buses, blew up a mobile tower in Padia block.

Bharat Sanchar Nigam Limited (BSNL) plans to install mobile towers in Naxal [Left Wing Extremism (LWE)]-affected areas by the end of this year, for which the company has selected a vendor and identified 450 locations, reports The Hindu. “BSNL has opened the tender and selected the vendor. The market price for the project has been obtained, which is communicated to the Department of Telecom. Further decision is to be taken after the approval of the Telecom Commission,” an official of state-owned BSNL told PTI. The official said the timeline could be achieved if the Telecom Commission gave its approval this month. “As soon as the approval is there, we are prepared to carry out work in one year’s time,” he added. The official said BSNL has already installed 363 towers and identified another 450 sites for setting up towers. The Cabinet cleared the three-year old proposal to set up mobile towers at a cost of about INR 30.46 billion in Naxal-affected States in June, following an attack that killed 27 people, including senior Congress leaders, in Chhattisgarh in May.

It is buoyed by the success of a four-day-long operation in several Maoist-hit states, which concluded recently, in which the security forces were mobilised in particular manner that led to recovery of a "good" quantity of arms and ammunition. "This was a good operation we concluded recently. We obtained a macro-picture of the activities in the Naxal-affected areas. The forces learnt many things and we also familiarised ourselves with some interior terrains that the Maoists regularly use to cross over from one state to the other. Prasad had never objected to any decision of the party’s highest body, the Central Committee (CC), nor registered any complaints on ideological issues, while the party “provides enough space for internal debates,” DKSZC secretary, Ravulu Sriniwas alias Rammana said in a recorded statement. The audio of Ramanna’s statement was played to The Hindu by a senior member of the Maoist cultural front, Chaitanya Natya Manch (CNM) on January 13, from the forest areas of southern Chhattisgarh. The middle-aged leader from Warangal District of Andhra Pradesh, GVK Prasad surrendered with a woman comrade before Andhra Pradesh Police on January 8. In nearly 20 minute long statement Ramanna strongly denounced the erstwhile Spokesperson’s decision to surrender, calling him a “morally flawed” individual. “He was once suspended by the party in 1993 for moral misdemeanour but was re-inducted after repeated requests. It was for this reason that the Ministry allowed the ANVC-B to be part of the agreed text of settlement,” Lyngdoh said. When asked as to why the ANVC-B was allowed to be part of the agreed text of settlement when the group was not part of the tripartite ceasefire agreement which was signed in 2004, Lyngdoh said that its cadres were made part of the agreement after receiving the necessary directive from both the Centre and State Government.To a question whether they will adopt the same yardstick in case the Garo National Liberation Army (GNLA) wants to be part of the text of settlement especially when the outfit ‘commander in chief’ Sohan D Shira was a signatory to the tripartite agreement, Lyngdoh said the inclusion of GNLA in the agreement which had already been signed, is now out of question.

DGP,Khagen Sharma said, “Paresh Baruah is bringing northeast militant groups together. He has invited them and the Maoists for a meeting next week. Outside support like that of the ISI’s, is also there,” Sharma told reporters here. The water mark, Ashoka Pillar, Mahatma Gandhi's image, the denomination, RBI mark and other security features are very prominent, clear and look real in FICN printed in these presses," an unnamed senior Police Officer said. He added, "Earlier, we used to get fake currency notes of higher denominations. But for the past a three years the scene has changed. It is in the past three years that smugglers of FICN have started circulating notes of low denomination of Rs. 5, Rs. 10 and Rs. 20 along with those of large denomination." "The FICN are sent to India through several countries, including Bangladesh, Nepal, Middle East, Thailand, Denmark, Holland, Singapore" and Sri Lanka," said a Crime Branch Officer in Delhi Police. He said there has been a decline in incidents of terrorist violence, with terrorist related incidents declining by around 23 percent in 2013 as compared to the previous year, but added that there were 244 ceasefire violations on the borders, "which marked a large increase over the past year". He termed it a matter for concern that as many as 53 Security Force personnel were killed in 2013 against 15 such casualties in 2012. Army Chief General Bikram Singh on February 11 called the infiltration matter from Bangladesh border a matter of "grave concern" and a threat to national security, reports The Times of India. "The problem of illegal migration in Bangladesh has led to demographic changes in the northeast. It has led to serious internal security challenges in Assam," Singh told. He said the forces had received a lot of help from the current political dispensation in Bangladesh but responsibility needed to be fixed on illegal migration. Singh also came down heavily on Pakistan for keeping the western border on fire by indulging in record ceasefire violations last year and blamed it on Islamabad's agenda to foment terrorism in the Kashmir valley in order to maintain its military presence in border areas. "The 2003 ceasefire was holding good, but last year has seen an increase in violations. It is being done with an agenda to hype terror in the valley to maintain army presence...," the Army chief said adding that Indian army had given Pakistan a fitting reply.

George said that nearly 22,000 sanctioned posts in the Police Department were vacant. The reason for such a huge vacancy was because the previous Governments had not filled these posts. The Government could not fill all these 22,000 posts at once. It would be filled in phases, starting with the recruitment of 8,500 Police constables. Of this 8,500 constables, 20 per cent would be women constables. The Government would make arrangements for temporary training facilities as the State had no permanent training facility for such a huge number. The Government would also be recruiting 500 to 600 Sub-Inspectors. It would also be recruiting nearly 7,000 Home Guards. The services of the Home Guards could be used for assisting the Police, he said. On talks with the Communist Party of India-Maoist (CPI-Maoist), George said the Government was ready to talk to the Maoists if they wished to join the mainstream. He also said that the Maoists have shown interest in the rehabilitation package of the State Government and are keen on surrendering and joining the mainstream. Some non-governmental organisations (NGOs) have taken up their cause and are consulting with the Government. He said he cannot reveal details as discussions are in the preliminary stage.

The Minister said recovery of arms and ammunition of foreign origin from LWEs in different encounters was an indication of the fact that the outfit was procuring weapons from external sources. "Inputs indicate that some senior cadres of the Communist Party of Philippines imparted training to the cadres of CPI-Maoist in 2005 and 2011," Singh said. The LWE groups have participated in seminars conducted in Belgium and Germany. The 'people's war' being waged by the CPI-Maoist against the Indian State has also drawn support from several Maoist fringe organizations in Germany, France, Turkey, Italy etc. Singh, however, said no specific intelligence inputs were available to indicate that the LWEs were getting financial assistance from external agencies or other countries.

"Already, Rediff and Indiatimes have set up servers and accessories in the country to provide email and other services to Indian citizens," Deora said. On a separate query on efforts towards strengthening cybersecurity, he said the government has allocated Rs 500 crore for cybersecurity programme including cybersafety, security and surveillance, cybercrime investigation and forensics in the 12th Five Year Plan (2012-17). In collaboration with Data Security Council of India, IT-BPM industry body Nasscom, the government has set up cyber forensics labs at Mumbai, Pune (Maharashtra); Bangalore (Karnataka)and Kolkata (West Bengal) for awareness, creation and training programmes on cybercrime investigation, Deora added. "The Ministry of Home affairs has issued an advisory to state governments and union territory administrations to build adequate technical capacity in handling cybercrimes including trained manpower for detection, registration, investigation and prosecution of cybercrimes," the Minister said.

"Our view about Masood Azhar is that he is a leader of a terrorist organisation. This is a terrorist organisation which is not only banned in India but banned by the United Nations Security Council, also banned by the US and more importantly banned by Pakistan. And therefore, as far as we are concerned, once is one too many times," the spokesperson in Ministry for External Affairs (MEA) said. As many as 141 security personnel died in militant attacks and encounters in the State in 1991. In 1992, 158 Army and paramilitary personnel were killed. According to the Governor, the activities of Hynniewtrep National Liberation Council (HNLC) had seen a decline during the past one year because of the constant pressure mounted by the State Police. Their movement and activities were confined to certain areas along the Indo-Bangladesh border. During 2013, as many as 108 militants were arrested and 19 militants had surrendered and large quantities of arms and ammunition were also seized, he said. Police said the Central Forensic Science Laboratory report has confirmed that voice sample of Akhtar has matched with the intercepted voice calls that were exchanged between Akhtar and Ameen. Akhtar called Ameen for planning through his associate Mohammad Hakim the capital's serial blasts that were to use cycle ball bearings. Hakim is facing trial in that serial blasts case, police said. Police made the submissions to Additional Sessions Judge Daya Prakash while seeking more days to conclude the probe in the 2008 Karol Bagh blasts case. The court accepted the plea after it was told that questioning of Akhtar in the case has revealed vital informations about one more accused in this case named Ariz Khan alias Junaid. The operation to trace him is underway. The court, meanwhile, dismissed the bail application of Bhatkal and Akhtar, filed through advocate MS Khan.

Singh said that the Union Cabinet had cleared the peace pact with ANVC to pave way for a final settlement before the announcement of poll dates. Also, the Centre has decided to extend the tripartite Suspension of Operations (SoO) agreement with the ANVC, for another year. The fresh extension would come into force from April 1, 2014, and continue till March 31 2015. The present SoO agreement will expire on March 31. “We have decided to extent the SoO by one year during a meeting of the Joint Monitoring Group (JMG),” Union Home Ministry director in charge of North East, informed after the meeting on March 28.

Election Commission (EC) officials on March 30 said that despite opposition in Mizoram against allowing tribal Bru refugees in Tripura’s relief camps to cast postal ballots, the EC is firm on its decision, reports Nagaland Post. “The Election Commission has appointed seven observers to oversee the voting of the tribal refugees from April 1 to April 3 in seven relief camps,” Tripura Chief Electoral Officer (CEO) Asutosh Jindal told reporters in Agartala. He said the EC observers have already arrived in Tripura and visited the refugee camps in north Tripura, 190 kilometre north of Agartala. Of the over 36,000 Reang tribal refugees, known as “Bru”, living in the Kanchanpur and Panisagar refugee camps of Tripura for the past 17 years, about 11,500 are listed in Mizoram’s electoral rolls. These refugees have been casting votes for the Mizoram assembly and Lok Sabha elections through postal ballots.
