The report said that the Intelligence Bureau (IB) had alerted the Uttar Pradesh government of a possible terrorist attack on the CRPF camp, especially during a recruitment exercise. The State government had received this communication on November 28, 2007, five days after the serial bomb blasts in the Varanasi, Faizabad and Lucknow civil courts. Meanwhile, Chief Minister Mayawati said that the CRPF was responsible for the internal security of the Group Centre. She further said that the alert by the IB had been conveyed to the CRPF centre by the District Magistrate and the police chief of Rampur.

According to Chhattisgarh Police records, police fatalities in the Maoist-related violence increased in 2007 compared to the previous year. Girdhari Nayak, the Inspector General of Police (Maoist Operations), told IANS, "Chhattisgarh recorded 436 deaths in Maoist-related violence in 2007, as against 458 casualties reported in 2006. But the deaths of policemen and special police officers (SPOs) shot up to 200 last year, while that number was 74 in 2006." He, however, said the State has witnessed a substantial drop in civilian casualties in 2007 with 165 deaths, as against 306 deaths in 2006 and 126 the previous year. According to official data, 67 Maoists were killed in the State in 2007, while the figure was 73 in 2006 and 27 in 2005. Nayak said that the police have recovered large caches of arms and ammunition from the Maoists in 2007, including 96 weapons, 175 landmines, 208 detonators, 49 gelatine sticks, five wireless sets, five magazines and seven claymore mines.

The Chhattisgarh government has sought nine more battalions of central para-military forces (CPMFs) immediately to deal with the increasing Maoist activity in the State. According to The Hindu, Chief Secretary Shivraj Singh and the Director General of Police, Vishwa Ranjan, made this demand during a meeting with the Union Cabinet Secretary, K.M. Chandrasekhar, in New Delhi on January 3. Talking to The Hindu, Vishwa Ranjan said the State would require 15 battalions of CPMFs to check Maoist violence and an equal number to ensure the safe return of the displaced people to their villages. At present, the State had 12 battalions of the Central Reserve Police Force (CRPF) and one Mizo battalion.

According to Times of India, the CPI-Maoist unit in Jharkhand recently gave compensation to families of their cadres who died during the anti-Maoist operations by the police. The families of some of the cadres killed in the Latehar and Chatra areas were the first beneficiaries of the scheme. Jharkhand Police spokesperson, R K Mallik, confirmed the introduction of compensation by Maoists. "We have received information from different sources about the Maoists giving compensation to families of their cadres who lost their lives during anti-Naxal operation by police," said Mallik. He said the Maoists were trying to implement the scheme in all the Maoist-infested districts of Jharkhand. In some cases, the Maoists have also taken over the responsibility of school-going children of their dead cadres, the police said.

Assam Chief Minister Tarun Gogoi has alleged that Assam's neighbouring countries, particularly Bangladesh, are encouraging insurgency and jihadi activities in the State, where a "third force" with suspected Naxalite links is working behind the growing Adivasi uprising in the State, reports PTI. "Assam is surrounded by different countries and they are encouraging all sorts of activities. Even jihadis are there. I don't say the countries are directly involved. But elements are there and they are not dealing with these elements firmly, Gogoi said." He added that, "They (countries) are not flushing out these elements. Even the Centre has not received as much response as was expected from the neighbouring countries, particularly Bangladesh, I can say." On the "third force" he said that, "I do suspect the Naxalites from Jharkhand even though I don't have concrete proof."

The Hyderabad city police have claimed that the Harkat-ul-Jehadi-e-Islami (HuJI) was responsible for the twin explosions in the city on August 25, 2007, that killed 43 persons, reports The Hindu. A top police officer said on January 9 that “Narco-analysis tests conducted on Rafi alias Sheik Abdul Kaleem of Hyderabad gave us names of the key persons involved. Now, we are in the process of gathering evidence against them.” In his narco-analysis test, Rafi, a lab technician, said he came to know about the persons behind the blasts while chatting with Khaja, an alleged HuJI activist, through the Internet. As per Khaja’s instructions, he went to the house of one, Imran, here to collect a parcel containing bombs. Later, the parcel was handed over to another person, Gidda Zahid of Salimnagar Colony. “The name of Khaja, along with Shahid alias Bilal, had cropped up in Mecca Masjid blast case as well. We have a fair picture with Rafi’s statement but we cannot completely depend on the narco-analysis test,” the officer explained. Efforts are on to identify the persons whose names Rafi had revealed. The police had already identified the persons behind Mecca Masjid blast as Zabi and Majnu who planted the bombs. Both have been arrested. Another Bangladeshi national, who assisted them in triggering the explosion, is, however, yet to be identified.

All the villages are predominantly tribal and cut off from the mainstream. The villages are located on the edges of Warangal district in the sub-divisions of Eturunagaram, Tadvai, Govindaraopet, Venkatapur, Kothaguda and Gudur. Talking to The Hindu on January 22, Commodore Phillip Van Haltren, Naval Officer In-Charge, Tamil Nadu, said he had received the communication from the Sri Lankan Navy (SLN) on the installation of the seawater defence system. The message was passed on to Chief Secretary L. K Tripathy and other departments concerned. All Naval Detachments from Rameswaram to Nagapattinam on the east coast were reportedly alerted. “The message implied there will be serious consequences if fishing boats from Tamil Nadu or elsewhere come in contact with the explosives planted in the water. Hence, the seriousness of the warning message has been immediately sent to the authorities concerned. The fishermen will have to keep away from the danger zone,” Haltren said. Although he said he had no idea what the SLN had in mind, he believed the new strategy was not aimed at Tamil Nadu fishermen but at the LTTE. “An all-out war has begun between the Sri Lankan Government forces and the LTTE. Hence, our fishermen and fishing boats should not run into it [underwater explosives],” he said. “The Indian territory is calm. It would not have any effect in our area, as the area chosen for the underwater defence is well inside their territory,” he said in response to a question.

According to Indian Express, Bastar in Chhattisgarh is emerging as the new training ground for CPI-Maoist cadres from across the country. The People’s Liberation Guerrilla Army (PLGA) is running four camps in the forests of the region where cadres from several states are being given “on the job” training in carrying out attacks and planting explosives. Intelligence reports and documents seized by the Chhattisgarh Police indicate that Bastar is the new epicentre for Maoist extremism and officials suspect that 1,500-2,000 cadres are present in these camps at any given time. Chhattisgarh Director General of Police Vishwaranjan stated that while three of the camps were located in the jungles of Bijapur and Dantewara districts, one camp is believed to be located in the Abujhmarh forests. “According to intelligence inputs received by us, apart from locally recruited cadres, Maoist extremists from other states, including Maharashtra, Jharkhand, Andhra Pradesh, Bihar and West Bengal, are also being given training,” he said. Apart from 8,000-10,000 armed PLGA and Jan militia in the region, there are also 25,000-35,000 Maoist sympathisers or Sangham members. According to the police chief, Bastar was ideal for such camps as the cadres could be given “on the job” training through real attacks on security forces, planting of explosives, blowing up of government buildings and infrastructure. Guerrilla warfare tactics are also reportedly being taught. Lack of an adequate security apparatus emboldens the extremists to often use trainee militia members in their offensives, the report stated. Bastar has five districts — Narayanpur, Kanker, Bastar, Bijapur and Dantewara — and each has been hit by Maoist violence. “For five districts with an area of over 45,000 sq km, we have just 13 battalions of Central forces, while we need at least 70,” Vishwaranjan said. Of the 13 para-military battalions, 10 are posted in the Bastar region while three are posted in the northern districts. Of the 20 police districts in Chhattisgarh, 16 have been officially acknowledged as being Maoist-affected.

The arrival in droves of foreign tourists, especially Israelis, seemed to have put the beaches on the target list of the Lashkar-e-Toiba (LeT) and Harkat-ul-Jihadi-al-Islami (HuJI) operatives. To that effect motorcycles had been stolen by Nasir and his accomplice Asaduddin Abubakar of Karnataka and these were meant to be used as bombs on a few select beaches. The apex students’ organisation of Arunachal Pradesh served an ultimatum to the government on February 5 saying that it would launch a state-wide agitation if the children were not released within 10 days. Some of those kidnapped are below seven years of age. Sources said that armed NSCN-K militants kidnapped 22 children at gunpoint from their houses at Wakka and Chingkhow villages under Ponchu police station on January 9. Exactly a fortnight later, militants descended on Khasa, Jagan, Konnu and Konsa villages under Longding police station and kidnapped 17 children. All Arunachal Pradesh Students’ Union president Kanu Bagang told that, "We have also submitted a memorandum to Governor J.J. Singh and Chief Minister, Dorjee Khandu, seeking their intervention in the matter to ensure the safe return of the 39 students." He also urged the state government to deploy paramilitary forces to combat insurgency in the trouble-torn districts.

The protection platoon of NTSZC is moving in groups of 25 to 30 members to commit a major offence and regain their lost ground. Later, the platoon committee members would split into smaller groups and move separately to commit offences on individual targets. He also said that the NTSZC meeting was held in November 2007 and it discussed about the economic support and strengthening of the dalams (saquad). This year too has begun with a series of intrusion bids including two attempts in Sunderbani and one in Mendhar sector in which seven infiltrators were killed while an equal number of them might have succeeded in infiltration. While eight persons, including seven CRPF personnel, were killed in the Rampur attack, a lone scientist was killed and few others injured in the Bangalore attack. The abandoned objects included around 400 rifles and more than 60,000 cartridges. About 1300 posts of Constables and Sepoys and 300 other ranks will be created for the OSAP (Special Security) Battalions for guarding of the newly fortified police stations. The strength of the Special Operation Group will be increased by sanctioning 1000 additional posts. Five India Reserve Battalions (IRBs) will be created after obtaining sanction from the Government of India. The Special Intelligence Wing for Naxalite (left-wing extremism) activities will be strengthened by suitably augmenting it. One post of Superintendent of Police (Technical) will be created for this Wing. The Director General of Police will be authorised to give appointment to the next of kin of the deceased police personnel in the anti-Naxalite operations and attacks commensurate with their qualifications and eligibility. And, more districts will be covered under the scheme of Security Related Expenditure with the approval of the Central government.

Orissa Chief Minister Naveen Patnaik urged the Union Home Minister Shivraj Patil on February 29 to consider the State government's proposal for long term deployment of two battalions of the para-military Central Reserve Police Force (CRPF) in the State to deal with the left-wing extremism, reports Kalinga Times. Patnaik, who met Patil in New Delhi, also sought the Central Government's assistance in raising an additional five India Reserve Battalions (IRB) in the State. The Home Minister has reportedly agreed to the demand of giving adequate CRPF force and five IR Battalions. Patnaik further asked Patil to provide services of experienced para-military personnel of different categories on deputation basis from Assam Rifles, Indo-Tibetan Border Protection Force, Border security Force (BSF) or CRPF for interim deployment and training of the newly recruited personnel. The Chief Minister urged the Centre to include six more districts namely, Deogarh, Kandhamal, Jajpur, Sambalpur, Dhenkanal, and Nayagarh under the Security Related Expenditure Scheme and requested the Centre to increase the scale of allocation of funds to at least INR 20 crore per annum. Patil was also requested to increase allocation under the Police Modernisation Scheme for Orissa from INR 27 crore to INR 60 crore and sanction at least INR 10 crore for the Commissionerate of Police set up for the twin cities of Bhubaneswar and Cuttack. The Home Minister agreed to provide necessary support for training of the Police personnel and increase the allocation of funds.

Police located the camp following the confession of two militants, Bhim Boro and Aviram Basumatary alias Anjalu, who were arrested on March 3. An unnamed police official said the extortion campaign was being carried out under the supervision of the ‘3rd Battalion commander’, Bhupen Boro. He said, “A police team raided the office-cum-transit camp and seized CDs and several incriminating documents, including extortion notices.” He added that nobody was in the house during the raid, and no arms and ammunition were found either. The owner of the house, Harsha Sharma, told police that two youths who identified themselves as Robin Boro and Babul Boro became his tenants three months ago. The CDs contain video footage of NDFB ‘chairman’ Ransaigra Nabla Daimari alias Ranjan Daimari, addressing his cadres in a camp somewhere in Bangladesh on June 5, 2007. “The arrested militants confessed that there were two M-20 pistols in their office-cum-transit camp. It is a serious violation of the ceasefire ground rules, which stipulate that an NDFB member should stay in a designated camp and not move about with weapons,” the official said. Investigators believe there were at least six NDFB militants in the camp and that four of them managed to escape after Bhim and Aviram’s arrest. “Going by the information available to us now, the outfit is targeting professionals, businessmen and government officials,” the official said. Jaiswal, while replying to questions said that the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM), Harkat-ul-Jihad-al-Islami (HUJI), Hizb-ul Mujahideen (HM) were among the terrorist groups having international networks. The government will raise 35 paramilitary battalions to combat the Maoists and others posing internal security threats, Union Minister of State for Home Affairs, Shri Prakash Jaiswal, stated in the Rajya Sabha (Upper house of Parliament) on March 5, reports IANS. "The union government has recently approved the raising of 35 additional India Reserve Battalions (IRBs) during 2007-08 to 2009-10, to be sanctioned, as per the internal security situation and requirements, to various states, including those affected by Naxalite (left-wing extremism) activities," Jaiswal said. The minister said that 26 IRBS had been already sanctioned to aid the police in Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Orissa, Maharashtra, Madhya Pradesh, Uttar Pradesh and West Bengal. The Home Ministry also asked State governments to fill up long-pending vacancies in police forces and raise specialised units trained in counter-insurgency and jungle warfare.

According to Statesman, a recent report prepared by the Union Home Ministry states that the Maoists are steadily spreading their activities in new areas of the West Bengal whereas a majority of the Maoist-infested states have slowly pushed the outfit into a corner over the past four years. In West Bengal, a total of 12 police stations were identified as Maoist-infested in 2006. The number was four in 2003. After 2003, the Maoists have gained ground in the state. In 2004, Maoists made their presence felt in six police station areas and in 2005, the number of affected police stations reached to seven. As the number reached to 12 in 2006, it clearly appeared the state failed to stop the spread of Maoist activities here. In comparison to West Bengal, other Maoist-infested states like Andhra Pradesh, Bihar and Jharkhand dealt with the problem more efficiently. These states not only stopped the spread of Naxalite (left-wing extremists) violence but also “recaptured” some areas where the extremists had earlier made their presence felt, the report indicates. In Andhra Pradesh, the total number of Maoist-infested police stations were 183 in 2003 but it came down to 93 in 2006. Similarly in Bihar, the number of Maoist-infested police stations came down to 69 in 2006. In 2003, the state had a total of 100 affected police stations. Jharkhand also dealt with the problem efficiently. In 2003, the state had 96 affected police stations in terms of Maoist violence but in 2006 the number came down to 85. However, in some states like Orissa and Chhattisgarh, Maoists have spread their activities in new areas during the period. Overall in the country, Maoist activities have been curved significantly. In 2003 the total number of Naxalite affected police stations was 491 but in 2006 the number came down to 395. The report was prepared with the figure available till 2006. Meanwhile, Inspector General of Police (Law and Order), Raj Kanojia, said that till date 13-14 police stations in three districts, Bankura, Purulia and Midnapore West, were affected in the State.

The Union Minister of State for Home Sriprakash Jaiswal informed the Rajya Sabha (Upper House of Parliament) on March 12 that an arrested extremist had stated this during interrogation by the Jharkhand Police. He said no other details in this regard are available. In reply to another question, he said as per information available, the Maoists have sophisticated weapons and communication systems. The extremists primarily get a substantial bulk of their weapons by looting and they also get them from illicit weapon manufacturing units, Jaiswal said. The total number of Maoist related incidents has increased from 1,509 in 2006 to 1,565 in 2007, he said. The number of causalities of security forces has increased from 157 in 2006 to 236 in 2007, while in the same period, the number of civilian casualties decreased from 521 to 460.

"Available information about apprehension of foreign intruders indicates a decline in cross-border infiltration on the Indo-Pakistan and Indo-Bangladesh borders", he said. Since 1947, Patil said, about 80,000 intruders had crossed Indo-Pakistan and Indo-Bangladesh borders. Most of them were arrested and deported, he stated. The Minister also said that during 2007, 128 foreign intruders were arrested on the India-Pakistan border, the same number as the previous year. In 2005, 202 intruders were arrested on the border. On the India-Bangladesh border, 4206 persons were arrested in 2007, down from 5130 in 2006. In 2005, 6384 persons were arrested on that border, he said. The Minister also ruled out the possibility of Bangladeshi migrants indulging in left-wing extremist activities. In a separate reply to a question on the impact of the scrapping of the Illegal Migrants (Determination by Tribunals) Act, the Union Minister of State for Home Affairs, Radhika Selvi, said that the Government is aware of illegal immigration from Bangladesh into various parts of India. "A long-term (10-year) and short-term (5-year) programme of action based on the 14-point strategy announced in parliament may be formulated by the union government in consultation with the concerned state governments to identify state specific action (to combat Maoism)," Moily said. He added that along with the 14-point strategy, negotiations with the extremist outfits should be an important mode of conflict resolution. Sahai, said that the blast occurred when no vehicle was plying on the apex point of the flyover. He said that militants seem to have planted the IED in a portion which was under construction. HM spokesman Khaleel-ur-Rehman informed the media that militants of his group had attempted to target a paramilitary vehicle. He said it was "unfortunate" that some civilians were also hurt in the blast. Officials and eyewitnesses, however, maintained that there was no paramilitary vehicle around when the explosion occurred. Officials added that a suspect, who was reportedly a student from the nearly Maisuma locality, had been detained for questioning.

"The way forward lies in a peacefully negotiated political settlement within the framework of a united Sri Lanka acceptable to all communities, including Tamils," he said in reply to a letter from the Marumazharchi Dravida Munnetra Kazhagam (MDMK) chief Vaiko. The interests of the Tamils in Sri Lanka were of particular significance to India in the country's dealings with the island nation, he said. "It is with this in mind we have welcomed as a first step, the intention of Sri Lankan Government to fully implement the '13th amendment' to its Constitution to give some powers to Tamils," he wrote. On the Sri Lankan Navy's arrest of Indian fishermen, he said: "The welfare and safety of the country's fishermen has been the nation's persistent goal. Whenever necessary, the government has taken this up on a priority basis with Sri Lanka. We have impressed on the Sri Lankan Navy to act with restraint and treat Indian fishermen in a humane manner." However, most of the incidents of firing have taken place in Sri Lankan waters, close to their shores. The Sri Lankan government had declared these waters as a high security zone and no fishing zone, Singh said. The 234 militants include as many as 150 belonging to the Muslim United Liberation Tigers of Assam (MULTA), 50 to the Harkat-ul-Mujahideen (HuM), and seven Inter-Services Intelligence (ISI) operatives. The ISI operatives, the Government said, include at least two who are citizens of Pakistan who had admitted during interrogation that they had sneaked into Assam from Bangladesh. Five of those currently in jail are also from Bangladesh. "These militants have been arrested over a period of seven to eight years, and several of them were involved in cases of sabotage and treason," Rockybul Hussain, the Minister for Forests and Environment, told the Assembly on behalf of Chief Minister Tarun Gogoi, who also holds the Home portfolio. Hussain said there was strong evidence that a number of these militants had been to Pakistan and Bangladesh and undergone training in arms. "The Government has information that these groups recruit young boys from the districts of Dhubri, Barpeta, Bongaigaon, Karimganj, Cachar, Hailakandi, Nalbari, Nagaon and Darrang and send them out for training in Bangladesh and Pakistan," the minister said. Hussain admitted that the banned Students Islamic Movement of India (SIMI) too was active in Assam, but added that no member of the group had been arrested so far in the State. "While the Government had banned SIMI in 2001, there is information that the group is still active in Assam," Hussain told the Assembly.

According to New Indpress, the Orissa Government has decided to prepare a holistic plan to combat the increasing Maoist activities in the State. A decision to this effect was taken at a high-level meeting presided over by Home Secretary T. K. Mishra on April 16. The meeting decided that developmental activities as well as security preparedness will be given priority in the plan. In the first phase, the plan will be implemented in the Rayagada and Malkangiri districts as a pilot project. This will be executed in the Sambalpur, Deogarh and Gajapati districts in the next phase. The Centre has made a provision of INR 500 crore for implementation of the programme over a period of five years in all the Maoist-affected States. The plan will be implemented in 81 districts of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh and Maharashtra. The Home Secretary said an empowered committee headed by the Chief Secretary has been constituted for preparation of the action plan. The other members of the committee include the Director General of Police, the Development Commissioner, Agriculture Production Commissioner and the Home Secretary. Mishra said the State Government will submit a report to the Centre in this connection soon seeking financial assistance of INR 25 crore for 2008-09. Other than developmental activities, the plan will include fortification of prisons and police stations. Referring to the decision to fortify all armouries in the State, he said this will be completed within six months. While Malkangiri and Rayagada have been included in category-1 Maoist- affected districts, Deogarh, Gajapati and Sambalpur are in category-2. Ganjam, Koraput, Nabarangpur,Mayurbhanj, Keonjhar and Sundargarh are in category-3 districts. Besides, Gajapati, Ganjam,Keonjhar, Koraput, Malkangiri, Mayurbhanj, Nabarangpur, Rayagada and Sundargarh districts have been included in the security related expenditure scheme.

The Centre has confirmed that the United Liberation Front of Asom (ULFA) leaders are carrying out business activities in Bangladesh, Assam Tribune reported. The Union Minister of State for Home Affairs, Radhika V Selvi, informed the Rajya Sabha (Upper House of Parliament) on April 16 that inputs suggest that the ULFA has been using the territory of Bangladesh to procure and smuggle arms and explosives into India. The Minister was replying to a question on whether ULFA commanders have a vast network running seven hotels and six nursing homes, besides procuring weapons through the port city of Cox’s Bazaar in Bangladesh. The Minister, however, added that though India has taken up the issue of Indian insurgent groups, with Bangladesh Government, regularly, the latter has consistently maintained and assured that its territory would not be allowed to be used for activities inimical to India. However, information about specific action taken by the Bangladeshi authorities is not available with India, she added. In this connection, the Minister confirmed that India had handed over a revised list of 117 hideouts at the Director General level talks on April 9-11. According to information available with various agencies, a list of 141 hideouts of members of Indian insurgent groups living in Bangladeshi territory was given to Bangladeshi side in October 2007, Selvi added.

Militant groups like the United Liberation Front of Asom (ULFA) are reportedly setting up well-entrenched bases in the Tirap, Changlang, and Lohit districts. "The Unified Command that is likely to be initiated would be similar to the one currently operational in Assam," an unnamed senior official said. "The ULFA is not only setting up bases in the state but also using Arunachal Pradesh as a transit to Myanmar. We cannot allow our State to be used by militants from other states for anti-national activities," he stated. One police official said, "Extortion and kidnappings are common place in parts of Tirap and Changlang districts by the NSCN. The area is gradually becoming a lawless region." Meanwhile, Chief Minister Dorjee Khandu had earlier said that the National Socialist Council of Nagaland-Khaplang (NSCN-K) was on a recruitment drive in the State and abducted more than 50 local tribal youths to join the outfit. "These are serious issues and we cannot allow our peaceful state to be vitiated," he said. Speaking in the Lok Sabha (lower house of Parliament) during a day-long discussion on the Demands for Grants of the Home Ministry, Patil said that the problem of left-wing extremism has been blown out of proportion as the problem is confined only to about one per cent of the country's area. He further said that a moderate approach, which includes persuasion as well as use of force as and when required, is the right way to tackle Maoist violence in the country. "Some members here said that an iron will is required to deal with Naxalism. Some said we lack will power. On the other hand, one of the members said that bullets would not solve this problem and we need to create the right atmosphere to tackle Naxalism. A middle path is, thus, required," he said.

The GOC informed the media at the headquarters of the Red Horns Division in Tamulpur under Baksa district, where 27 ULFA cadres, including a woman cadre, surrendered on April 25 that "The Red Horns Division, since the last many years, is trying to put consistent pressure on the ULFA, especially in the Lower Assam area, and this has helped in restoring peace." Of the 27 cadres, 19 were from the ULFA ‘709 battalion’ while the rest of them belonged to the outfit’s 27 and 109 battalions. Some of these cadres were reportedly trained in the ULFA camps in Bhutan and Bangladesh.

The State Department, in its annual report on terrorism, said terrorist activities along the Line of Control in Jammu and Kashmir are on the decline but Pakistan-based militant outfits like the Lashkar-e-Toiba (LeT) and other terrorist groups continue to plan attacks in the Valley. "Pakistan-based Lashkar-e-Toiba and other Kashmir-focused groups continued regional attack planning. In 2007, Kashmir-focused groups continued to support attacks in Afghanistan, and operatives trained by the groups continued to feature in Al-Qaeda transnational attack planning," it said. The report said Indian Government’s counter terrorism efforts remained hampered by outdated and overburdened law enforcement and legal systems. "The Indian court system was slow, laborious, and prone to corruption. Terrorism trials can take years to complete. Many of India’s local police forces were poorly staffed, lacked training, and were ill-equipped to combat terrorism effectively," the report said. Noting about the attack on Samjhauta Express in February 2007, the report said it was carried out by extremists who tried to incite anger among the Hindus and Muslims. "These attacks, which killed and injured both Muslims and Hindus, were probably conducted by extremists hoping to incite anger between the Hindu and Muslim communities. "Indian officials claim that the perpetrators of these attacks have links to groups based in Pakistan and Bangladesh, particularly Lashkar-e-Toiba, Jaish-e-Mohammad, and Harkat-ul-Jihad Islami, among others," the report said. The report also took note of the US-India Joint Working Group on Terrorism (CTJWG) which has so far met nine times since its formation in 2000. India participated in CTJWGS with 15 other countries, and in multilateral CTJWGS with the EU and with the Bay of Bengal initiative for multi-sectoral technical and economic cooperation, an organisation that promotes economic cooperation among Bangladesh, India, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal.

On May 6, Inspector General of Police Girdhari Nayak said, "Rebels are conducting a massive drive for child soldiers in their forested hideouts in Chhattisgarh’s Bastar region, which is close to Andhra Pradesh." "It’s a forced recruitment. Rebels are carrying away children without their parents’ consent and are training them to handle even sophisticated weapons and use them for attacks on civilians and police installations," he added. He further said, "We have reports that insurgents have been forcibly taking away tribal boys and girls from schools in poverty-stricken hamlets of the Bastar region." Police officials further said that the recruitment is intended for filling up a child unit - Krantikari Adivasi Balak Sangh - a banned frontal organisation of the CPI-Maoist in Chhattisgarh. The new militant commanders were not being named as outfits like the Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) feared that new commanders would also be targeted by police. The Inspector General of Police (Jammu zone), K. Rajendra, told Daily Excelsior that the new trend of groups not naming successors to slain commanders has been noticed during the last couple of months especially after the killing of three top commanders Badshah Khan in Reasi, Shamim Thool in Doda and Sabha Kashmiri in Kishtwar. The number of militants has also decreased considerably in the Jammu division from over 1000 to 650-700, he said, adding that only 300 of them were actively operating while the rest of them were either lying low or had gone across the border. The Prime Minister reportedly voiced concern over the firing while talking to reporters on the sidelines of the Defence investiture ceremony at Rashtrapati Bhavan in New Delhi. "We have taken up the matter at the level of DGMO," Singh said, adding that all issues having a bearing on the India-Pakistan relations would be taken up during the forthcoming Foreign Minister level talks between the two countries. Using heavy machine guns and mortars, Pakistani troops targeted a forward Indian post in the Tangdhar area raking it with 50 to 60 rounds on May 14-evening, Army sources said. These sources added that this was not a covering fire for any attempt to push in terrorists and it was targeted straight at the Indian post. "There was no casualty," an Army spokesman said adding that Indian Forces had exercised "extreme restraint" and had not opened retaliatory fire. This is the first major violation of the cease-fire by the Pakistani troops on Line of Control which has been in force since December 2003. In Islamabad, however, a Pakistani military spokesman denied that its troops had fired at the Indian post.

The East Garo Hills district police and the Army, during a joint operation, had earlier arrested a LAEF militant, Walter Sangma, from Bajengdoba area following a tip off that the militant had fled the outfit after killing his own chief. The LAEF's ‘eastern commander’ claimed that Walter Sangma deserted the outfit shortly after the killing of the former ‘chairman’ Peter Marak and had never met Darong Marak. Meanwhile, the East Garo Hills district police informed that Walter Marak revealed during interrogation that Darong had indeed been killed, but, not by him. It further said the LTTE continues to be an "extremely potent, most lethal and well organised terrorist force in Sri Lanka and has strong connections in Tamil Nadu and certain other pockets of southern India." The LTTE also continues to use Tamil Nadu as the base for carrying out smuggling of essential items like petrol and diesel besides drugs to Sri Lanka. A similar request made by the CRPF earlier had been turned down by the Union Ministry of Home Affairs (MHA) citing lack of funds. Unidentified officials in the MHA said that the proposal is pending with the Ministry and now a serious consideration was being given to allow the CRPF to set up its own intelligence wing. Max, mentioned that its aims at restoring peaceful co-existence amongst the people living in both hills and valley and to safeguard territorial integrity and sovereignty of Manipur. He however added that the new splinter group had no enmity with the ‘revolutionary movements’ waged by the NSCN-IM, National Socialist Council of Nagalnd-Khapalng (NSCN-K) and Naga National Council (NNC). At the end of talks with External Affairs Minister Pranab Mukherjee, Pakistan’s Foreign Minister Shah Mahmood Qureshi declared that his Government was ready for a “grand reconciliation” with India through dialogue to resolve all outstanding issues “with self-respect and dignity.” Both sides strongly reaffirmed that they would not permit terrorism to impede the peace process and, in a joint statement, “re-emphasised the need for effective steps for the complete elimination of this menace.” The statement said the two Ministers reaffirmed the importance of the cease-fire in place since November 2003 and the commitment of both sides to safeguard it. The countries also signed an agreement on consular access to prisoners, an important step in ensuring the early release of nationals of the two countries from each other’s jails after they have completed their sentence. Pakistan agreed that terrorism was a "common menace" and promised to work with India in combating the problem as Mukherjee and Qureshi held wide-ranging talks covering various issues, including Siachen, Sir Creek and cross-LoC Confidence Building Measures, Daily Excelsior reported. At a joint press conference in Islamabad, the Ministers said that in their review of the fourth round of the composite dialogue process, they concurred that significant progress had been made on several fronts. They singled out Sir Creek as one major issue on which much progress had been made. However, Qureshi said it was as important for the dialogue to make progress on issues that had been lagging behind, such as the “core issue” of Kashmir. Both sides agreed that the Kashmir-specific confidence-building measures had contributed to improving the situation of the people there, but also discussed ways to improve these measures. They agreed to increase the frequency of the Muzaffarabad-Srinagar and Rawalakot-Poonch bus services, and also to finalise the modalities for intra-Kashmir trade and truck services “as early as possible.” Both Ministers underlined that “the two [trade and conflict resolution] are complementary” and said they had discussed several proposals to improve trade relations. “The moot point is that if we create a stake in each other’s economic development, it will facilitate in resolving problems in other areas,” Mukherjee said, giving the India-China example of how unresolved issues between the two countries had not stood in the way of surging bilateral trade.

Meanwhile, the LAEF's new 'commander-in-chief' Daria Sangma while speaking to media persons over phone on May 28 said that it was in the interest of consolidating LAEF to pursue its goal of a ‘separate Garo state’. The report added that a group of five LAEF cadres recently returned from arms training organised by the BW in Assam. Daria also said the Garo outfit had recently held a general council meeting in West Khasi Hills in which he was appointed the new army chief in the presence of LAEF ‘chairman’ Darong T. Marak who, according to police, had been killed by his own colleagues long ago. The LAEF general council meeting is said to have also appointed one Khanam D. Shira as ‘general secretary’ of the outfit, besides a former Achik National Volunteer Council (ANVC) cadre Nikseng Sangma holding an important portfolio within the group. Nikseng had deserted the ANVC and joined with former ANVC 'eastern area commander' Sohan D. Shira to help the LAEF during the early days of its formation. Following the killing of the then ‘chairman’ Peter Marak in the hands of police and subsequent surrender of Sohan before the government, Nikseng reportedly fled into the LAEF stronghold of West Khasi Hills. A senior police officer said, “It would take at least one week to restore power supply”. The power disruption has brought to a halt mining in Bailadilla, which has India’s largest iron ore deposits, thereby affecting the operations of the National Mineral Development Corporation (NMDC) and mining facilities of the Essar company. “The total loss to NMDC could be INR 10-11 crore (100-110 millions) a day,” a senior official of the corporation said. “The pumping operations have come to a standstill,” an Essar spokesman said.

With security tightened in the coastal belts, persons supplying explosives and essential commodities to the Liberation Tigers of Tamil Eelam (LTTE) are using services of parcel offices to smuggle the contraband, an unnamed official of the Q-Branch, special wing dealing with militant activities, told PTI. The items are sent by parcel to Ramanathapuram from where it would be smuggled to the LTTE, the officer said. After interrogating three persons including a Sub-Inspector, the branch seized huge quantities of copper wires, rewinding machines and Nylon from a Parcel office at Paramakudi, about 40-km from Ramanathapuram, meant for the LTTE, he said. The seizure followed the arrest of the Sub-Inspector attached to the Armed Reserve Police, Tirunelveli, and two others in connection with the supply of country made pistols, bullets and illegal firearms to some persons, the official said. The Q-Branch Inspector said eight bundles of copper wire, 10 baskets of nylon materials, a motor rewinding machine, nine bundles of special wire for rewinding mini-motors, 1,000 battery cells and INR one lakh worth of cosmetics were seized. This is the first time that the police have come across smuggling goods for the LTTE through regular transport parcel service.

On July 3, West Bengal Chief Minister Buddhadeb Bhattacharjee ruled out a ban on the Communist Party of India-Maoist (CPI-Maoist) saying that the government would prefer to tackle them "administratively and politically", reports Telegraph. "We have decided not to ban the Maoists. I had made that clear a few months ago during a meeting of chief ministers at the Prime Minister’s residence," Bhattacharjee said. Pointing out that mere bans were not enough to isolate the Maoists from common people, he added, "Not a single Naxalite can be spotted today in the Naxalbari area of the Siliguri sub-division because of our concerted political campaign against them." The chief minister said the Maoist strongholds were in Bengal bordering Jharkhand, which provided them a safe haven. "After committing crimes in our state, they flee to Jharkhand, making it difficult for us to arrest them", he said. He further said that co-ordinating with Jharkhand in dealing with the Maoists has not yielded "much results".

The Communist Party of India-Maoist (CPI-Maoist) has turned down the offer of talks by Home Minister K Jana Reddy after the ambush of the Greyhounds in the Sileru-Balimela reservoir on the Andhra Pradesh-Orissa border recently, reports New Indian Express. The outfit, in a statement on July 5 said that it would not repeat its mistake of parleying with the Government. The statement by the outfit’s central military commission chief Basavraj and central committee spokesperson Azad, said, "We assure the people of AP and India that we will not make the mistake of going in for talks with these double-dealers (Congressmen)."
