Meanwhile, the CPDCC of the CA has finalized provisional arrangements for the transitional period that will follow the promulgation of the new constitution, reports Republica. The committee has proposed that the existing CA, which also functions as parliament, will be given continuity even after the promulgation of the new statute and until such time as a new parliament is elected as per the new constitution. “We have decided to give continuity to the existing parliament so that there should not arise a situation of the country being without a parliament,” said CPDCC Chairman Baburam Bhattarai, emerging from the committee meeting at Singha Durbar, Kathmandu, on September 1.

On September 1, the Constituent Assembly (CA) Constitutional-Political Dialogue and Consensus Committee (CPDCC) Chairperson Baburam Bhattarai has said that the political parties are nearing a consensus regarding the adoption of an inclusive and socialism-oriented economy, reports Nepal News. Bhattarai claimed that it was agreed at the political level that socialism-oriented capitalistic economy would be the main base for the country's economic policy. “Political parties have accepted the fact that the State should establish education, health, employment and food security as fundamental rights of the citizens and invest in these sectors.” It must be realised that classical capitalism is not enough to address the problems of poverty and unemployment, he added.

On September 1, the Unified Communist Party of Nepal-Maoist (UCPN-M) urged the major parties in the Constituent Assembly (CA) to address the Communist Party Nepal-Maoist (CPN-Maoist) demand for an all-party conference before the deadline for resolving conflicting issues of the new constitution ends, reports The Himalayan Times. CPN-Maoist has been demanding an all-party conference to discuss the contents of the new constitution, besides managing all other issues including formation of a national government. Opposition parties, including UCPN-M, have been obstructing parliament from August 29, demanding that the ruling coalition form a High-Level Political Committee (HLPC) under UCPN-M leadership. The Pushpa Kamal Dahal-led Maoist party has also demanded inclusion of Madhesh-based parties, claiming that such a move would support the constitution drafting process and take the ongoing peace process to a logical conclusion.

Meanwhile, on September 2, Constituent Assembly (CA) Chairperson Subash Nembang has said that if the parties fail to reach consensus on the disputed issues of the constitution by September 6, a decision will be reached through the regular process of the CA, reports Nepal News. “If the parties fail to reach an agreement by the stipulated time, I have already instructed to present the draft constitution in the full House along with the points of disagreement,” Nembang said. “The issues will then be resolved through the CA process,” he said indicating that the process of majority-vote will be applied in such a case. A consensus has to be reached by September 6 (Bhadra 21) in the interest of Nepali citizens and as per the commitment made by the political parties, Nembang added.

Leaders of CPN-Maoist repeated their demand for an all-party national assembly, along with senior leaders of NC, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), and UCPN-M. The meeting of Constitutional Political Dialogue and Consensus Committee (CPDCC) ended inconclusively at Singha Durbar, Kathmandu on September 2, as the political parties could not come to a consensus on various contentious issues like forms of governance and state restructuring, among others, reports Nepal News. Nepali Congress (NC) Vice-Chair Ram Chandra Paudel said that although there were discussions on various issues in the meeting, the parties could not reach a consensus, and the parties will try and reach an agreement by the stipulated time. Leader of Unified Communist Party of Nepal-Maoist (UCPN-M) Narayan Kaji Shrestha said that although the parties have not deferred from their previous stands, attempts will be made to reach a consensus.

Major parties have come up with flexible positions on forms of governance and federalism in the ongoing backdoor negotiations raising hope of possible compromise, cross-party leaders said in Kathmandu on September 3, reports Ekantipur.com. Reaching a consensus by the September 6 deadline may appear difficult, but the parties are making progress towards forging consensus, the leaders claimed. A source privy to the development said that all parties seem ready to make compromise, mainly on forms of governance and federalism. According to a leader, Unified Communist Party of Nepal-Maoist (UCPN-M) leaders have hinted that they could accept an eight-province model of federalism from their current position of 10 if the ruling parties agree to address the issue of ethnicity-based federalism. The ruling parties, which are pushing for seven provinces, may ultimately agree on eight provinces, the leaders said. The Madhesi parties have already agreed on two provinces in Madhes.

On September 4, three major parties, the Nepali Congress (NC), the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), and the Unified Communist Party of Nepal-Maoist (UCPN-M) agreed to hold national political conference to forge consensus on fundamental issues of the constitution drafting process, addressing the key demand of the Communist Party Nepal-Maoist (CPN-Maoist) that boycotted the Constituent Assembly (CA) elections last year, reports Ekantipur.com. A meeting of the three parties and CPN-Maoist formed an eight-member taskforce to finalise the modality for holding the conference, said leaders. The team has been assigned to set the date, venue and agenda for the talks. Krishna Prasad Sitaula and Narahari Acharya of the NC, Bhim Rawal and Agni Kharel of the CPN-UML, Krishna Bahadur Mahara and Khim Lal Devkota of the UCPN-M and Dev Gurung and Pampha Bhusal of the CPN-Maoist are the taskforce members.

In an all-party meeting between various parties, the Nepali Congress (NC), the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), the Communist Party Nepal-Maoist (CPN-Maoist), Rastriya Prajatantra Party- Nepal (RPP-N) and the Unified Communist Party of Nepal-Maoist (UCPN-M) represented in the Constituent Assembly (CA), being held in the offices of the Constitutional Political-Dialogue and Consensus Committee (CPDCC) in Singha Durbar, Kathmandu, on September 5, on issues pertaining to constitution-making, ended without any agreement, reports Nepal News. According to the schedule of the CA, if the parties fail to reach an agreement on disputed issues by September 6, a majority-vote will decide on the issues. Instead of forging a consensus, the meetings held in different stages have led to polarisation of the parties. The three ruling coalition parties, NC, CPN-UML and RPP-N and opposition party CPN-Maoist held the opinion that all contentious issues must be resolved by process of the CA. On the contrary, UCPN-M and Madhesh-based parties blamed the ruling parties for not taking an initiative for consensus on issues like forms of governance, restructuring of the state, judiciary and election process. These colonies, says security establishment sources, are being tapped by ISI for anti-India activities. Singh also appreciated the efforts of Nepal government in dealing with trans-border crimes and underlined the need for more focused effort to control the activities of criminal elements, terrorists and other Indian insurgent groups along the Indo-Nepal border. "He expressed concern on the smuggling of fake currency notes and human trafficking. The meeting of three major political parties, the Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), and the Unified Communist Party of Nepal-Maoist (UCPN-M) ended inconclusively in Kathmandu on September 29, reports ekantipur.com. The meeting was scheduled to discuss about the formation of High Level Political Committee (HLPC) and its leadership and resuming the obstructed legislature-parliament. The meeting was positive and serious to reach an agreement on the disputed issues of the new constitution among other issues, but ended inconclusively, said NC joint general secretary Purna Bahadur Khadka. "The ruling parties should be serious to reach an agreement on the form of governance, restructuring of the state, resuming the house and drafting a new constitution on time," UCPN-M vice-chair Narayan Kaji Shrestha said.

Having missed the second deadline to settle key contentious issues of new constitution through consensus, three major political parties, the Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Unified Communist Party of Nepal-Maoist (UCPN-M) decided to buy another one week to make further efforts on September 30, reports ekantipur.com. The parties decided to reach consensus on the form of governance, federalism, electoral system and modality of judiciary within October 7 and present a report at full House Constituent Assembly (CA) on October 8. Earlier, parties missed two deadlines: mid-September and September 30, given by CA to reach consensus on these agendas. Parties face challenges to prepare the first draft of new constitution by mid-October as per the CA calendar.
