A subcommittee of the Political Dialogue and Consensus Committee of the Constituent Assembly (CA) is set to hold talks with armed outfits operational in Eastern Hills and Mid-Tarai, reports Ekantipur.com on July 9. The Ananda Prasad Dhungana-led panel held talks with 45 parties outside the CA on July 7 and July 8. The smaller parties presented their views, some in writing, on the contentious issues of the constitution being drafted. According to Dhungana, the suggestions will be forwarded to the CA through the Dialogue Committee. The talks, leaders said, are an attempt to make the statute drafting process inclusive and participatory.

On July 8, the Government maintained that the perpetrators of serious crimes committed during the conflict period cannot be granted amnesty unless the victim is convinced by the apology from the former, reports Ekantipur.com. The Truth and Reconciliation Commission (TRC) Act points out criteria to be met by the perpetrators to be eligible for amnesty, it cannot be argued that the Act envisions blanket amnesty for serious crimes, Chief Secretary Leela Mani Poudel says in his written reply furnished to the Supreme Court (SC). According to the Section 26 (4) of the Act, the perpetrator is to submit an application in writing for amnesty to the TRC, admitting to have committed gross violation of human rights during the armed conflict, regret for having committed such wrong acts and declaration of willingness to make an apology with victim’s satisfaction, and express commitment never to repeat such acts.

On July 9, the Unified Communist Party of Nepal-Maoist (UCPN-M) forged an alliance with five Madhes-based parties and Federal Socialist Party Nepal to push for identity-based federalism and progressive constitution, reports Ekantipur.com on July 10. The purpose of the alliance is to press the big parties - Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) - to embrace the desire for change manifested in various political movements and incorporate its spirit while drafting a new constitution. The political forces advocating identity-based federalism had to unite to ensure a progressive constitution, said the UCPN-M leader Agni Sapkota after the meeting of the seven parties. “We all want a new constitution that ensures a progressive restructuring of the state,” he said.

On July 10, seven opposition parties, the Unified Communist Party of Nepal-Maoist (UCPN-M), Madhesi Janaadhikar Forum-Democratic, Madhesi Janaadhikar Forum-Nepal, Tarai Madhes Democratic Party, Sadbhawana Party, Tarai Madhes Sadbhawana Party-Nepal and Federal Socialist Party-Nepal, formed a new front – Federal Republican Front – Nepal, pledging to struggle for identity-based federal constitution, reported The Himalayan Times. The front’s 16-point concept paper unveiled at a programme in Kathmandu states the objective of the front is to ensure self rule in pradeshes and shared rule at the centre in a federal set-up. UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda, said the front was formed with the objective of ensuring a new constitution that would restructure the state in a forward looking manner.

Finance Minister Ram Sharan Mahat on July 13 presented the national budget worth NPR 618 billion, setting an ambitious Gross Domestic Product (GDP) growth target of 6 percent for the upcoming fiscal year 2014-15, reports Nepal News. Addressing a meeting of Legislature-Parliament, Mahat in his budget speech said that Nepal's currency depreciation will remain at 8 percent, while the growth rate will surpass the World Bank and Asian Development Bank's prediction of around 4.5 percent. The budget aims to collect Rs 422 billion from taxation and Rs 73 billion from foreign aid sources to implement its budget programs.

The Constitutional-Political Dialogue and Consensus Committee of Constituent Assembly (CA) on July 15 began discussions on issues of state restructuring, reports The Himalayan Times. At a meeting held at CA secretariat in Kathmandu, Nepali Congress (NC) Joint General Secretary Purna Bahadur Khadka introduced three new models of federal structure. According to his first model, there will be six Pradeshes from North to South of the country. The second model is the seven-Pradesh model, according to this, hill, Tarai (plain) and centre-ruled Valley will have four, two and one Pradeshes respectively. The third one is the nine-Pradesh model including five, three and one Pradeshes in hill, Tarai and centre-ruled Valley respectively.

With formal deliberations in the Constituent Assembly (CA) and its Political Dialogue and Consensus Committee (PDCC) failing to sort prickly issues of the constitution being drafted, PDCC Coordinator Baburam Bhattarai on July 17 said ‘track two’ of the constitution drafting process has begun in which top leaders of major parties will sit together to find a solution on disputed issues, primarily on federalism and the form of governance, reports Kantipur.com. In the CA and PDCC meetings, parties reiterated their respective positions on key contents of the new constitution. According to leaders, parties’ respective positions on forms of governance and federalism are clear and there is no need for further discussion. The only need is a compromise. However, compromise on contentious issues looks hard as relations between the ruling and opposition parties have soured off late.

On July 21, the Constitutional Political Dialogue and Consensus Committee of the Constituent Assembly (CA) forged consensus on 11 issues out of 48 issues on managing the political transition, reports Ekantipur.com. Committee chairman Baburam Bhattarai said agreement has been reached to finalise electoral system to be adopted through the State Restructuring Committee. He said the parties also reached an agreement to include the right of removing the constitutional obstacles under the 'Transition Section' of the proposed new constitution and that the president would issue a decree in that regard on the recommendation of the Cabinet. The committee would forward the agreed topics to the CA which would be discussed by its full meeting before it is sent to the Constitution Drafting Committee.

This is the first instance in Nepal’s history that a bill tabled in Parliament will be taken to the public and stakeholders to solicit their views as the proposed bill has some provisions that limit the freedom of expression and press. According to the officials, the Parliament Secretariat will ask the public and stakeholders to provide their suggestions on contentious provisions of the bill. The suggestions thus collected will be incorporated in the bill, which will be discussed in Parliament.

Key leaders from various Political parties at the Constitutional Political Dialogue and Consensus Committee (CPDCC) of the Constituent Assembly (CA) have agreed to register official views of their respective parties and allow the constitution drafting process to move ahead without any hindrance, reports Republica on August 1. CPDCC Chairman Baburam Bhattarai described the political understanding as a major progress with regard to laying ground for producing a new constitution within given time. "This is very important achievement in connection of expediting the task of constitution making," Bhattarai said. Stating that the committee brought down the list of 78 contentious points related to state restructuring to 25, Bhattarai said CPDCC will settle all the contentious issues within next one month.
