Chairman of Rastriya Prajatantra Party (RPP), Surya Bahadur Thapa on March 2 expressed confidence that the people of the country will get the much-awaited new constitution within a year, reports Nepal News. He claimed that there will be no difficulty in drafting the constitution this time around because of the fresh mandate given by the people. “The political parties should be able to value the people’s mandate,” he said, adding that there would be no problem or dispute if the political parties move ahead by forging understanding on the issue of federalism and forms of governance right from the outset.

Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) on March 2 disputed over whether the President or the Constituent Assembly (CA) Chair should authenticate the bill of the new constitution after the provisions are endorsed by two-thirds majority of the CA, reports Republica. NC and some other political parties are for amending the provision of the CA regulations to pave the way for the head of the state to authenticate the bill of the new constitution. But CPN-UML and Unified Communist Party of Nepal-Maoist (UCPN-M) are against making any changes in the existing provision of the regulation that says the CA Chair will authenticate the bill of the new constitution and the President will make the new statute public amidst a ceremony.

NC senior leader and former Prime Minister Sher Bahadur Deuba on March 3 said that new constitution would be promulgated within a year on the basis of power balance among all the political parties, reports Nepal News. Deuba said that the constitution would be promulgated on the basis of consensus among all parties inside and outside the Legislature-Parliament. He further said initiatives would be taken to bring the new constitution by consensus but the option of two-thirds majority would be adopted as an alternative to promulgate the constitution from the CA.

The term of the Constituent Assembly (CA) Regulations Drafting Committee has been extended for the second time, reports Nepal News on March 4. The 49-member committee formed on February 12, 2014 has been granted a 10-day extension to finalise the operations regulations for the CA last week. However, another extension was proposed after the political parties failed to forge consensus even on March 3 on whether to manage whip system in the CA. The political parties also argued whether the President or the CA Chairman should certify the new constitution.

The CA regulations drafting committee deferred the meeting as the dispute between Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) over the issue persist. Gautam, who is also the Deputy Prime Minister, said that the lack of local representatives in the Districts has raised the issues related to corruption and irregularities in the budget allocated by the Government. The Central Committee meeting of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), which concluded on March 5, stressed that the Chairman of the Constituent Assembly (CA) should be given the right to authenticate the new constitution and that there was no need to amend the existing provision as mentioned in the CA Rules, reports The Himalayan Times. “As it is the responsibility of the CA to draft and deliver the new constitution, the responsibility of authentication rests with the CA Chairman,” states a press release issued by the CPN-UML Central Committee. The statement adds that there was no need for any debate on the issue.

The CA Rules Drafting Committee has been mired in dispute over the issue, which has stoked fears that the entire constitution-writing process could be delayed. The 49-member committee, which is struggling to find a way out, has not been able to finalise the draft of the CA rules even after three weeks since it was formed.

Agni Sapkota, leader of the UCPN-M, responding to Deputy Prime Minister and Home Minister Bamdev Gautam´s remarks to the House on the Government´s moves to punish those involved urged the Government to form a Truth and Reconciliation Commission (TRC) at the earliest to investigate all cases from the insurgency period. National Victims Alliance has expressed strong reservation against the involvement of Dinesh Tripathi and Chunda Bahadur Shrestha in the 11-member taskforce formed by the Government to prepare the draft of the bills related to the commissions. Chief Election Commissioner (CEC) Neel Kantha Uprety said “It will now be wrong to assume that the polls will be possible in June.
