On August 4, the feud within the Unified Communist Party of Nepal-Maoist (UCPN-M) reached its climax as the establishment faction of the UCPN-M decided to give a final chance former Prime Minister Baburam Bhattarai and his loyalists Top Bahadur Rayamajhi and Devendra Poudel to accept their respective positions in the party’s body, reports The Himalayan Times. Rayamajhi was elected secretary of the party and Bhattarai and Poudel were elected Standing Committee members, but they have been rejecting the election process. These leaders got elected without taking part in the election. The Bhattarai faction had objected to the nomination in the Central Committee on the basis of which leaders were elected to the Politburo and the Standing Committee.

On August 6, the Baburam Bhattarai faction of Unified Communist Party of Nepal-Maoist (UCPN-M) has threatened to boycott the party's Central Committee (CC) meeting on August 26, if the party establishment faction led by Chairperson Pushpa Kamal Dahal aka Prachanda continues to act against them with what they called as the "ill intention," reports Nepal News. Bhattarai faction leaders in a meeting at Bhattarai's residence at Sanepa, Lalitpur, further said, the withdrawal of action against CC leaders Ganga Narayan Shrestha and Ramrijan Yadav will be the pre-condition for them to participate in the CC meeting. Earlier, in a meeting of UCPN-M's Standing Committee held at party chairman Dahal's residence at Lazimpat, Kathmandu on August 4, decided to suspend Shrestha and Yadav from all party responsibilities, as they allegedly helped set up a parallel District Committee in Dhanusha against the one formed by the Dahal faction.

On August 8, Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda said that internal rift within the UCPN-M will not get in the way of the constitution-making process, reports Nepal News. Addressing a press conference organised by the Revolutionary Journalists Association in Bharatpur in Chitwan District, he said there was no possibility of a split in the party. Dahal said, "The prevalent contradictions in the party will not escalate any further. Certain issues have arisen, but the process of resolving the same has begun." He assured that the current issue will not affect the constitution-drafting process. He said his relation of debate and dialogue with senior leader Baburam Bhattarai has existed since 2041 BS (Nepali Calendar) and this was normal.

On August 9, leaders of the Nepali Congress (NC) and Unified Communist Party of Nepal-Maoist (UCPN-M) held discussions to forge consensus in the contents and disputed issues of the new constitution, reports Republica. The leaders have also agreed to settle the contents and disputed issues of the constitution through unilateral and multilateral talks. The leaders of both parties agreed to expedite homework for drafting the constitution in the slated timeframe, UCPN-M Vice-chairman Narayankaji Shrestha said. "We urged the NC leaders to bring the CPN-Maoist remaining out from the Constituent Assembly (CA) on board the constitution writing process," he said.

Five armed outfits active in Tarai have pledged to give up their armed struggle to join the constitution making process and peaceful politics in a meeting held in Janakpur in Dhanusa District on August 10 – 11, reports Ekantipur.com. The meetings were held at the initiation of the Constitutional Political Dialogue and Consensus Committee (CPDCC) in a bid to bring political forces and armed outfits outside of the Constituent Assembly (CA) to mainstream politics and accommodate them in the constitution-drafting process. The government reached a five-point agreement with Sanjaya Kumar Gupta-led Samyukta Janatantrik Tarai Mukti Morcha during the meeting on August 10. Likewise, the government sat for talks with Bijaya Yadav-led Madhesi Virus Killers, Ajaya Kumar-led Akhil Tarai Mukti Morcha, Maharaj Yadav-led Janatantrik Tarai Mukti Morcha and Rambabu Yadav-led Madhes Rastra Janatantrik Party (Revolutionary) on August 11.

The Unified Communist Party of Nepal-Maoist (UCPN-M) is likely to fix a date for party’s special general convention to settle the intra-party rift between top leaders over ideology and organisational structures, reports Ekantipur.com on August 11. Top leaders have also agreed to dispatch a special team, comprising members from both the factions, to settle the disputes in the Districts where the Baburam Bhattarai faction has formed parallel party structures. Leaders from both the factions said the special general convention is the only option to keep the party united till the promulgation of a new constitution. The general convention is scheduled to take place after the promulgation of the new constitution in February, 2015. The Bhattarai faction, which has long been demanding the announcement of the convention date, started forming parallel party structures--the main cause for the latest rift with party Chairman Pushpa Kamal Dahal aka Prachanda.

On August 12, the Constituent Assembly’s (CA) Constitution Drafting Committee has reached the final stage of preparing the partial preliminary draft of a new constitution by incorporating the issues on which parties have already agreed upon, reports Ekantipur.com. The constitution drafting committee members said that they have prepared the draft for the constitution on the basis of the report submitted by the full House of the CA, and that they will finalise the task by August 13. The constitution drafting committee will be without any tasks from August 13, until the Political Dialogue and Consensus Committee (PDCC) settles the key contentious issues of the constitution, mainly on the forms of governance, federalism, judiciary and electoral system, said Krishna Prasad Sitaula, the chairman of the constitution drafting committee.

Top leaders from Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Unified Communist Party of Nepal-Maoist (UCPN-M) discussed ways to settle differences over state restructuring and system of governance acceptable to all political forces. "Discussion at the meeting mainly focused on settling major thorny issues and producing a new constitution within the given time," UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda said.

A sub-committee formed under Constitutional Political Dialogue and Consensus Committee (CPDCC) of Constituent Assembly (CA) finalized the number of members for House of Representatives, National Assembly and Provincial Assembly in Kathmandu on August 17, reports Republica. The panel headed by lawmaker Laxman Lal Karna was entrusted with finalizing all contentious issues in constitution writing, except the form of governance and federalism. The sub-committee is scheduled to start deliberations on the issue of fundamental rights from August 18. According to the members, the sub-committee has proposed 235 members for the House of Representatives, 61 for National Assembly and less than 35 members for Provincial Assembly. The committee has also proposed tenure of years for the members of lower house and six years for National Assembly members.

As per the announcement, a 51-member ‘district committee’ has been formed under the leadership of Mahendra Shrestha, the serving vice chair of Kathmandu ‘district committee’. The Unified Communist Party of Nepal-Maoist (UCPN-M) leaders including Chairperson Pushpa Kamal Dahal aka Prachanda walked out of the three-party meeting held at Prime Minister Sushil Koirala’s official residence at Baluwatar, Kathmandu on August 24, alleging the ruling Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) of not being serious in implementing a four-point agreement signed earlier, reports Nepal News. Prime Minister Sushil Koirala convened the meeting to figure out differences with the key opposition party – the UCPN-M, and chart out ways for drafting a timely constitution. In particular, the meeting was supposed to focus on the nomination of 26 Constituent Assembly (CA) members. “We clearly demanded with them to implement the four-point agreement and move ahead. But the NC and CPN-UML leaders did not even want to touch the issue. It was meaningless to continue the meeting without discussing the agreement first,” says UCPN-M leader Narayan Kaji Shrestha after the meeting. The four points of the agreement include: setting up a parliamentary committee to investigate issues seen during the CA polls, forming a committee comprising top leaders of major political parties, promulgating a constitution in a year and taking initiatives to form a truth and reconciliation commission. The four-point agreement was signed among NC, CPN-UML, UCPN-M and five Madhesi parties on December 24, 2013 following the completion of CA elections on November 19 the same year.

Chandra Prakash Mainali, chief of the Communist Party of Nepal-Marxist-Leninist (CPN-ML), a ruling party, told “If the leaders want to form an HLPC just as a platform to discuss major political issues, it is not necessary because the top leaders can always gather anywhere. For the amendment of such provisions, the support of two-thirds lawmakers is required and there should be referendum for the final verdict. Although Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Unified Communist Party of Nepal-Maoist (UCPN-M) and Madhesh-based parties wanted to incorporate these issues under unchangeable section, Rastriya Prajatantra Party-Nepal (RPP-N) and other fringe parties were against it. The parties are working to include only few irreversible provisions in the new constitution, while leaving sufficient room for amendments to other provisions. The cross-party leaders say such provisions would be helpful to make the constitution resilient and lasting.

Seven months after the first sitting of the Constitution Assembly (CA), the government on August 29, nominated 17 of the 26 members to the House, according to Minendra Rijal, Cabinet spokesperson, reports The Hindu. The Nepali Congress (NC) named eight of the nine lawmakers as per share calculated on the basis of its seats in the assembly. The Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) nominated all eight and the pro-monarchy Rastriya Prajatantra Party- Nepal (RPP-N) its sole member under the nomination quota. The main opposition, the Unified Communist Party of Nepal-Maoist (UCPN-M), is yet to name its share of four members. Smaller parties in the CA-cum-Parliament get to name the remaining four. In the 601-member CA, 575 members were elected. Twenty-six members were to be nominated from among distinguished personalities and from the under-represented Janajati communities in the election.
