The deadline to form a consensus Government as per Article 38(1) of the Interim Constitution expired on February 2. A press statement issued by the Office of the President read, “The Head of State urges the Legislature-Parliament to form the Government because it has become urgent in the backdrop of success of the election.” Meanwhile, a Central Committee (CC) leader of Nepali Congress (NC), Minendra Rijal, on February 3 claimed that the NC-chaired Government will be set up by February 11, reports Nepal News. “A meeting of Legislative-Parliament on February 4 will make public the timetable for the election of a new Prime Minister. A new Government will be formed within 3-4 days of the election and surely by February 11,” Rijal said. “The new Government will be a Government of maximum consensus, though a majority Government is going to be set up,” Rijal added.

CWC members argued that party should opt for forming a coalition Government with the UCPN-M as well as other parties, in case there is no amicable settlement on the power sharing issue. UPC will launch protests for people’s constitution and nationalism after mid-March. A meeting of sister wings held at the party headquarters in Buddhanagar on February 6 appointed party secretary Dev Gurung as the coordinator of the committee. The committee comprises nearly 150 members inclyding head of the party´s sister wings, party politburo member and head of ethnic, gender and other fronts of the party. “The committee will prepare a protest program for people´s constitution and anti-nationalist agreements on resources,” Gurung told Republica. The party will soon call a central committee meeting to finalize the protest program and the date for the party´s national convention. Following the assurance of Prime Minister (PM) Sushil Koirala about allocating Home Ministry to Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), the CPN-UML central committee on February 23 decided to join the Government, reports Nepal News. In the talks held between Nepali Congress (NC) and CPN-UML, Vice Chairman Gautam and his party secretary Bishnu Poudel participated on behalf of CPN-UML, while Krishna Prasad Situala and Dip Kumar Upadhyay took part on behalf of NC. The CPN-UML central committee also endorsed the seven-point agreement signed between the party and NC about forming a coalition Government. Meanwhile, the CPN-UML central committee on February 23 decided that Vice Chairman Gautam would lead the CPN-UML team in the Sushil Koirala-led Government, reports The Himalayan Times. Gautam would be assuming the Home portfolio third time. He served as Home Minister in 1997 when Rastriya Prajatantra Party (RPP) leader Lokendra Bahadur Chand was the PM. The Prime Minister’s plan to appoint ministers on February 24 couldn´t succeed as his party, the Nepali Congress (NC) and the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) failed to finalize the list of minister-nominees even as they allocated the ministries among them, reports Republica. Leaders from the two major coalition partners said that ministers from both the sides will be sworn in on February 25. As per the two-party agreement, the CPN-UML heads ten ministries: the ministry of home affairs, foreign affairs, energy, tourism, health, agriculture, land reform, general administration, industry, and youth and sports. The Prime Minister’s party will lead the finance, defence, local development, physical infrastructure and transportation, information and communications, education, irrigation, forest, urban development, and law and justice ministries. Meanwhile, a meeting of CPN-UML’s Standing Committee authorized its Vice Chairperson Bamdev Gautam on February 24 to furnish the name list of CPN-UML nominees to be inducted in the Koirala cabinet, reports Nepal News. The meeting took place at Grandy Hospital in Kathmandu, where CPN-UML Parliamentary Party leader, KP Oli is admitted for medical treatment. The name list prepared by Gautam has to be inclusive of women, Janjati and other backward groups. The Rules Drafting Committee of the CA has finalised the names and number of the CA committees and is likely to finalise the committees’ Terms of Reference by March 1 (today), the drafting committee chairman Laxman Lal Karna told. There will be five committees, including three thematic committees and two procedural committees. Each of the thematic committees will have 73 members, while the two procedural committees will comprise the remaining CA members.
