A Border Security Force (BSF) trooper, J Kundu, was killed and another, Dhiren Sahu, injured when a landmine planted by the Communist Party of India-Maoist (CPI-Maoist) cadres exploded on a forest road in Koraput District on September 1, reports Hindustan Times. Sub-Divisional Police Officer (SDPO) Y Jagannath Rao said a group of BSF troopers was walking down the forest in Laxmipur area after conducting combing operation nearby when one of them apparently stepped on the landmine which went off. The two troopers were members of a unit of the BSF stationed at Palur in Koraput, Rao said.

Police are yet to get any conclusive evidence about the reported sighting of Communist Party of India-Maoist (CPI-Maoist) cadres at Kulkunda near Kukke Subramanya in Dakshina Kannada District on August 31, M.N. Anucheth, Assistant Superintendent of Police, Puttur sub-division, said on September 2. He told presspersons that a Gram Panchayat (village level local self-government institution) member informed the Police on August 31 that five people, who identified themselves as Maoists, visited a house in the village. However, when the police visited the village, the residents said only some of their relatives had come over. “But, we still have to investigate if the villagers had been threatened into silence,” Anucheth said.

The Police team was maintaining vigil on an information that a group of Naxals visited some houses in the village on August 30 and August 31, a fact confirmed by locals. When Police spotted the Naxals, they opened fire, but the outlaws managed to escape, Police said. It was not known whether any Naxal was injured or whether they returned the fire.

Basic infrastructure development is "very very poor" in north and eastern India, Rural Development Minister Jairam Ramesh said on September 2 while suggesting that time had come for revisiting strategy of both the Centre and the States for rural areas, reports Zee News. "Right now the big challenge for us is North India and Eastern India. The nature of demand is... People want schools, people want hospitals and clearly power supply. There is also problem of availability of banks and post offices. Basic infrastructure is very poor in North India," Ramesh told Press Trust of India (PTI) after visiting Naxal (Left-Wing Extremism)-affected District of Rohtas in Bihar. The Minister, who reviewed developmental initiatives in the district, said that the healthcare system had completely collapsed in rural India particularly in Naxal-affected Districts. "In the Naxal affected areas even the teachers don't go to schools. There is a need for a larger developmental and coordinated push. For example Rajiv Gandhi Gramin Vidyudtikaran Yojana [Rajiv Gandhi Rural Electrification Scheme] seems to have been a failure in most part of the country. We have to revisit our strategy for rural India," Ramesh said.

A Communist Party of India-Maoist (CPI-Maoist) cadre in Jamshedpur Jail, when interrogated by Jharkhand Police, confessed to handing over INR 200,000 to Choton Das, a human rights activist who was named by West Bengal chief minister Mamata Banerjee as one of six interlocutors in July 2011 and whose job in Kolkata Municipal Corporation (KMC) was also restored by her order, reports Hindustan Times. Das is also state secretary of the Bandi Mukti Committee in West Bengal, and the money Pradip Gayen handed over to him was extorted from a contractor working on a project on Subarnarekha River. Police maintain that Gayen alias Benoy Das was formerly a member of Bandi Mukti Committee. However, Das denied having taken any money from Gayen, whom he denied knowing, or any Maoist whatsoever. “I did not receive any money from Maoists. Our organisation, Bandi Mukti Committee, never collects money from any party, or other organisation. This is a false allegation framed by the police and the person concerned. A senior officer of the West Bengal police contacted me on the telephone and told me the name of the arrested Maoist. I do not know any such person,” Das told Hindustan Times.

In a written reply in the Assembly, Odisha Chief Minister (CM) Naveen Patnaik on September 3 said that 99 Left-wing extremists had been killed in a duration of six-and-half years, reports Zee News. Rejecting criticism from opposition parties, he also claimed to have spent 35 nights in Left-wing extremism (LWE)-hit areas during the last 12 years. "The chief minister has spent 35 nights in Naxal-hit areas which helped to boost confidence of government servants and public in those places," Patnaik said. The CM added 959 rebels had been arrested till August this year from 2006. Apart from this, 134 Communist Party of India-Maoist (CPI-Maoist) cadres have surrendered before the Police, he said. On the allegation of failing to control Maoist violence, Patnaik claimed that LWE activities had considerably reduced in nine of the 19 Maoist-hit Districts. The Districts are - Rayagada, Gajapati, Ganjam, Nayagarh, Jajpur, Keonjhar, Mayurbhanj, Sambalpur and Deogarh.

Left Wing Extremists are targeting Rajasthan for fund-raising activities through dacoities and extortion in a bid to step up their operations in Chhattisgarh, Bihar, Jharkhand and Odisha, top intelligence sources revealed on September 3, reports The Pioneer. Sources say they also have the plan to include Rajasthan in the ‘Red corridor’. Police have arrested two persons in the July 18 case of dacoity in the State capital. During interrogation, they revealed that they are from Bihar and were sent by their leader to Rajasthan to collect funds. Both have links with Maoists. Earlier, Police had arrested two other persons in a similar case of dacoity in January in the State. Their leader Rahul Singh managed to escape. Police had gone to his village Badiapur in Jamui District of Bihar and were told by local police officials there that the entire village is known as a ‘Naxal village’. According to Anti-Naxal Force (ANF) officials, around 2 a.m., personnel patrolling in the forests spotted a group of alleged Maoists and opened fire. One died on the spot, while the others fled. ANF Inspector-General of Police Alok Kumar said the Maoists returned fire. The ANF did not report any injuries. “We are still uncertain about the identity of the Maoist killed. Operations have been intensified to find the others still in the forests,” said Kumar. After the brief encounter, the ANF intensified combing operations and unearthed a camp. Though only a country-made rifle was found at the camp — and a weapon seized from the slain person — the forces also found pamphlets about Maoist ideology in Tamil and Kannada. The officer, now on central deputation, said that in 2006 the Maoists devised the plan to spread their activities in the Western Ghats. The increase in the number of sighting of Maoists in Dakshina Kannada indicated the creation of that corridor, he said. “It is a matter of concern. There are reports of Maoist groups recruiting people from Tamil Nadu and Kerala. They have planned to spread till Wayanad,” he said. The officer said the Maoist activities in Dakshina Kannada were earlier restricted to higher reaches of Belthangady taluk. The Maoists were now seen adopting an organised approach for achieving their objective. “They are conducting many training camps. Some of them have been busted by the police,” the officer said. Another senior officer, who was involved in many anti-Naxal operations, said that unlike Maoists operating in Andhra Pradesh and Jharkhand, the groups operating in the region had not been involved in overt activities and attacks. The Maoist groups here had not been able to establish their base here despite operating in the region for more than 10 years, the second officer said. At least three groups of Maoists were said to be active in Karnataka. One group was led by B.G. Krishnamurthy and the second one was led by Vikrama Gowda, said the officer. The third one was less active, and its leader was not known, he said. Inspector-General of Police (Western Range) Pratap Reddy said recent encounters, including the one in Mittabagilu in Belthangady in March and near pilgrimage centre Srigeri, pointed to operations by Maoists from Tamil Nadu and Kerala. He said there was not much support for these groups from local people. The Police were receiving information about Maoists presence from people, which was helping in busting their designs.

The two suppliers- Dipak Kumar Singh and Bikram Kumar Singh- were arrested during a raid at Adamapur village in Sasaram mufassil Police Station area following a tip-off that they were to hand over a big consignment of explosives to Maoists. Acting on inputs provided by the arrested suppliers, the Police raided their godown at Takia Muhalla and recovered 40,000 aluminum short delay detonators. "The highly explosive detonators, often used by the Maoists against security forces, were carrying labels of Dorica, Indian Explosives Limited and Made in India," Rohtas superintendent of police (SP) Manu Maharaj said. The arrested suppliers said they used to buy detonators and explosives from Chunar (Uttar Pradesh) and supply to Maoists and illegal miners in Bihar, Jharkhand and Chhattisgarh, the SP said.

The hunt for Maoists will be intensified with the deployment of an unmanned aerial vehicle (UAV) which will track the Communist Party of India-Maoist (CPI-Maoist) cadres in the Visakhapatnam Agency area for the benefit of special party Police who are finding it difficult to take up combing operations in the hilly terrain of Andhra-Orissa Border (AOB) during monsoon season, reports Times of India. Security forces tested the UAV in the AOB twice last month. The UAV scanned the extremists' hideouts and their passages in the AOB in general and Malkangiri in particular, sources said. The police operated the UAV from Hyderabad and not from Madhurapudi airport in Rajahmundry, as the requisite monitoring system has not been installed there yet, the sources said. Sources said as per the tracking of UAV, Maoists are on the move in the border areas of Malakangiri District and Bandugaon, Narayanapatna and Lakshmipur in Koraput District. It may be recalled that a decision to deploy the UAV was first taken in November 2011.

Around 50 per cent of the total armed cadres belong to the Andhra-Odisha Border Special Zonal Committee (AOBSZC) operating in Koraput and Malkangiri Districts, a senior paramilitary officer said. The study also put the total number of armed Maoist cadre in Odisha at a little over 500. While many of them joined the outfit as recently as six months ago, some have been members for 30 years. The firearms they use range from single barrel muzzle loader to AK-47 and 9 mm pistol. “It’s the first time we could build a complete profile of Maoist cadres operating inside Odisha and the kind of firearms they use, their sociological background, their aliases, how long they have been operating in Odisha etc,” said an official at the home department. Only Andhra Pradesh has done such a profile of its Maoists so far. Officers admitted that the real numbers could be higher as there is a lot of movement from other states to Odisha, particularly from Chhattisgarh and Andhra Pradesh. There may be other Maoists offering cover to actual armed cadres whose number hasn’t been calculated. The AOBSZC is the biggest, with an estimated 240-250 cadres. The second biggest committee is Dandakaranya Zonal Committee, which has around 100 armed cadres, mostly from Chhattisgarh. The third biggest zonal committee is the Orissa State Organising Committee, which has around 80 armed cadres. Officials said Odisha Maovadi Party formed by the recently expelled Sabyasachi Panda may not have more than 20 armed cadres.

Concerned at the Communist Party of India-Maoist (CPI-Maoist) augmenting its strike capabilities and getting more organised, the Centre wants the Chief Ministers of the worst Maoist-affected States of Chhattisgarh, Jharkhand and Odisha to head their unified commands to deal with the threat more effectively, reports The Hindu. “In the past two years, these unified commands have been virtually lying defunct. They were supposed to meet once every month, but so far this year, not a single meeting has been organised by these States. At the three-day State police chiefs’ meeting held last week, Prime Minister Manmohan Singh expressed concern at the problem… and asked the affected States to make the unified command more effective in dealing with the problem of left-wing extremism,” a senior official of the Home Ministry told The Hindu. A special session on the problem at the conference concluded that the Chief Ministers of Chhattisgarh, Jharkhand and Odisha should head the unified commands, instead of their Chief Secretaries. “Soon, we will be sending formal requests to these Chief Ministers… to head their unified commands for better coordination of … operations… It will also help in effective monitoring of development projects being carried out in these States,” the official said. The Cabinet Committee on Security decided in 2010 to set up the unified command in each of the worst-affected Chhattisgarh, Jharkhand, Odisha and West Bengal for carrying out planned operations; the command was expected to meet at least once every month. However, in the past two years, as against 24 meetings, Odisha’s command has met a mere six times. But the performance of the others has been the worst: while Chhattisgarh has held just two meetings (one each in 2010 and 2011 and is yet to organise one in 2012), the command has met just three times in both West Bengal (once in 2010 and twice in 2011) and Jharkhand (thrice in 2010).

Security Forces (SFs) on September 11 seized a huge cache of weapons and explosive materials stocked by the Communist Party of India-Maoist (CPI-Maoist) in a forest in Kandhamal District, reports Zee News. "The seizure was made during a combing operation carried out by the elite anti-Naxal Special Operation Group (SOG) and armed police force in a jungle near Matikeda in Kotagada area," Inspector-in-Charge of Kotagada Police Station S C Pujari said. The articles recovered from the hidden dump included 79 detonators, five gelatin sticks, three wire bundles, four electric switches and several other devices used to make landmines, he said. Eight rifles, one air gun, knives and other sharp weapons were also seized from the site besides volumes of Maoist literature including leaflets, pamphlets, posters, audio cassettes and Naxal flags, Pujari said.

To counter the new tactics of the Communist Party of India-Maoist (CPI-Maoist) of using villagers as “human shields” in encounters to discredit the Security Forces (SFs), the Government has framed fresh guidelines, reports The Asian Age. These guidelines, to be circulated soon to Central paramilitary units and State Governments, for the first time call for use of non-lethal weapons and seek deployment of snipers to target armed Maoists hiding behind “human shields”. Central paramilitary units will no longer operate independently under the new guidelines, it will be mandatory for them to undertake anti-Maoist operations with local Police forces well versed with the area. The new standard operating procedures (SOPs) require the forces to carry pump action guns, stun grenades, teargas shells and rubber bullets when villagers in large numbers gather in support of Naxalites. “Teargas is a very potent assent to temporarily incapacitate active enemy volunteers,” the SOPs say.

He claimed that "Operation Biswas", a Police drive against Maoists mainly in Rohtas and Kaimur Districts, bordering Jharkhand and Uttar Pradesh, had effectively ended the 'levy raj' of the Maoists, who could no longer get easy money by targeting road contractors, businessmen or traders. Mukherjee, a former student of International Relations at Jadavpur University, has been involved in Maoist activities since 2008 and is believed to be a close associate of Koteswara Rao alias Kishanji, a Polit Bureau member of the outfit who was killed in an encounter with security forces in November 2011. The others arrested along with him have been identified as Sunil Mondol and Subhas Roy. They were arrested late on September 11 on the northern fringes of the city. The ANF personnel were engaged in combing operations after they learnt that a six-member Maoist team, including a woman, visited Kinkeri-Balehalla village in the evening of September 13. ANF Commander Alok Kumar said that ANF personnel confronted three of the six suspected Maoists, who were allegedly sighted at Lokesh’s house. Kumar said one of three Maoists had been identified as Sundari, who is among the several suspected Maoists wanted by the State Police. To minimise the loss of lives of Security Force personnel in the Communist Party of India-Maoist (CPI-Maoist) stronghold of Bastar, the Chhattisgarh Government has decided to employ robots to detect and defuse explosive devices, sources said on September 17, reports NDTV. The device has been developed by the Defence Research and Development Organisation (DRDO). The five-to-eight-feet-high robots function with a combination of digital and modern receiving units. Programmes related to the operation of its long pointed arms to retrieve and defuse explosive devices would be fed into a mini-computer. To operate the robots, technical experts will also be present in the combing squad of the Police and para-military troopers in Bastar region. "These robots could be commanded from a distance of up to 8-10 feet. After getting directives from its operator about the suspected area, the robot will scan the site and confirm or deny the presence of explosives within a few minutes," sources said. Sources said the device has already been tested.

Deputy Inspector-General (North Chhotanagpur) Suman Gupta said the gun battle was not over yet, saying that the deceased Maoist had been identified as Jeetendra and was the brother of a ‘zonal commander’. Sources said, acting on a tip off that a 30-member squad of Banarasi Yadav alias Raghuvanshi had taken shelter in Judigaon village under Pratappur Police Station area, a joint team of around 70-80 Jharkhand Armed Police (JAP) personnel and Commando Battalion for Resolute Action (CoBRA) troopers rushed to the spot, where the Maoists opened indiscriminate fire. Acting on a specific tip-off, a team led by Rohtas Superintendent of Police (SP) Manu Maharaj conducted a raid at the godown of a rice mill at Amara Talab village in the Sasaram Mufassil area. Seven persons were also arrested. The Police said they were going to deliver the consignment to the mining mafia and the Maoists active in the region. Of the seven arrested persons, Indal Singh alias Indrajeet Singh, Kanhaiya Singh and Munna Tiwary are suspected to be involved in illegal mining. In a major joint operation, Security Forces (SFs) destroyed an arms manufacturing unit of the Communist Party of India-Maoist (CPI-Maoist) and seized huge quantity of explosives from a forest area near Neelamdagu at Pharsegarh in Bijapur District of Chhattisgarh on September 20, reported The Times of India. Bijapur Superintendent of Police R K Das said the SFs, comprising Central Reserve Police Force (CRPF), District Police and Special Task Force (STF), stormed a Maoist hideout in the dense forests and raided the arms manufacturing unit late in the night. About 100 kilograms of explosives, 150 detonators, and materials to be used for manufacturing of country made weapons, China torch, 300 metres of wires, 12 bore and muzzle loaded guns and Maoist literature were seized during the raids. The raid was carried out by a team of 150 SF personnel following a tip off that a large number of Maoist cadres were camping in the area.

The material was being transported to Berhampur in Ganjam District of Odisha, sources said. Police suspect that Communist Party of India-Maoist (CPI-Maoist) were procuring the explosives as the main accused, Pintu Sethi, could not produce valid papers for transportation of the material which he claimed that the detonators are for blasting quarries. The detonators were packed in two containers consisting of 120 bundles. Each bundle had 50 detonators. Police were conducting vehicle check when they stopped the private bus from Andhra Pradesh and came across the huge stockpile. "With this quantity of detonators, hundreds of landmines could be put to use," a senior Police officer said. The State Cabinet on September 21, approved a proposal to sanction INR 450 million for taking up development works in nine Naxalite [Left Wing Extremism (LWE)]-infested taluks (administrative unit)— Pavagada, Tirthahalli, Hosanagara, Sringeri, Mudigere, Koppa, Karkala, Kundapura and Belthangady in Karnataka, reports The Hindu. Each taluk would get INR 50 million. Briefing presspersons on the details of the Cabinet decisions, Minister for Law and Urban Development S. Suresh Kumar said Chief Secretary to the State Government S.V. Ranganath would monitor development works for which the government had sanctioned INR 225 million. The Deputy Commissioners would be the chairpersons of the District committee and Joint Secretary of the Home Department would function as nodal officer. Their bodies were found on September 25 near Panasput. The gramrakshis were among nine persons abducted by Maoists a few days ago, said Superintendent of Police Akhilesh Singh. The gramrakshis were identified as Manik Khilo and Jagabandhu Khilo. Manik was from Handikhal, while Jagabandhu was from Joda Amba. While one of them was shot dead, the other’s throat was slit. According to sources, the Maoists claimed the two were Police informers. On September 20, former Sarpanch (head of Gram Panchayat, village level local self-government institution) Mistu Khara and a Naib Sarpanch (deputy Sarpanch) Raju Khara were abducted. Senior Police officers of West Bengal, Jharkhand and Odisha held a meeting in West Bengal’s Purulia District on September 25 to discuss a joint mechanism against the Communist Party of India-Maoist (CPI-Maoist) operating in the three neighbouring States, reports The Hindu. “This is the first time that a meeting involving senior Police officers and para-military forces of the three States has been held since Maoist activities were reported in West Bengal,” Gangeshwar Singh, Inspector General of State Police (Western Range) told The Hindu on the telephone. According to senior Police officers, the “tactics and strategy” of the Maoists operating in the border areas of the States, along with specific intelligence inputs on their number and location, were shared in the meeting. Joint operations involving Security Forces, against the Maoists operating in areas where the three States share common borders, would be stepped up after the meeting, a senior police officer said. The West Bengal Government had announced that a joint operation with the Police of Jharkhand and Odisha would be undertaken to make sure that the Maoists did not gain any ground in the State.

Sources in the Ministry of Home Affairs (MHA) said the Government had no option but to challenge the verdict as more arrested cadres of the Communist Party of India-Maoist (CPI-Maoist) would now seek the same status. The status of “political prisoner” entitles an inmate several privileges over other prisoners as he will get to live in a separate cell and enjoy greater freedom inside jail, besides getting access to homemade food, newspapers, books and other reading material. There will be relaxation in meeting relatives and advocates. Significantly, in August, the Kolkata High Court had declared seven suspected Maoists, including CPI-Maoist-backed leader Chhatradhar Mahato, as “political prisoners.”

The latest report of the Comptroller and Auditor General (CAG) has slammed the West Bengal Police and the State Government for buying two troop carriers for anti-Communist Party of India-Maoist (CPI-Maoist) operation at a cost of over INR 9 million “without considering their suitability”, reports Indian Express. In its report that was tabled in the Assembly on September 26, the CAG states the two troop carriers have been lying idle for the past three years as they were found unsuitable for use. The West Bengal Police had made the procurement in 2009 “without considering their suitability resulting in the vehicles not being used in anti-terrorist operations for more than two years and consequent blockage of funds,” it stated. The report said, “Scrutiny of records of SP Paschim Medinipur (West Midnapore District) revealed that the vehicle was not utilised for a single operation since its deployment as it did not have bomb blast proof technology and due to its low fuel economy and inability to move in narrow roads and forests due to its large size.” The auditors also flayed the State Government for making the purchase directly from Ural India Limited without calling for tenders.

However, another 6,000 square km of area, mostly in south Chhattisgarh and adjoining areas of Odisha, Andhra Pradesh and Maharashtra, continue to remain almost completely out of bounds for the SFs, Kumar, who retires on October 1, told The Sunday Express. “Slowly but steadily we have been able to establish our presence in many areas that were previously being held by the Maoists. Saranda (in Jharkhand) is a very successful example. There have been encouraging results in Jharkhand, and parts of Bihar and Orissa as well. We are now in a position to hand over these areas to the local and state administrations so that development and other works can begin,” said Kumar. “The biggest challenge now remains what is known as the Abujmaad area. South and southwest of Chhattisgarh, the adjoining Gadchiroli district in Maharashtra and Malkangiri area in Orissa are regions where the Naxal [Left Wing Extremist] groups continue to have near total control. This together is around 6,000 square km of area where we have little presence,” he said. “Apart from these areas, the influence of the Maoists is shrinking all over,” he claimed. Kumar said the government’s two-pronged strategy against the Maoists, police action combined with development work, perhaps needs to be supplemented with another simultaneous effort — revival of political activity in these areas. “This tripod has to be put in place in a balanced manner,” he said.
