SFs neutralised a Maoist training camp and four bunkers at different places in the Saniya forest in Latehar District and recovered a huge cache of explosives, Maoist literature, uniform, slings, detonators, ready-to-eat-food and food grain from the training camp and bunkers. The recoveries include 12 Chinese grenades and 36 Improvised Explosive Devices (IED), 100 kilograms of gun powder kept in two bags, a couple of country-made pistols and equal number of rifles. Around 1,400-metre wire, a detonating cord generally used in mining, electric wire and detonators were also recovered during the operation. Confirming the recovery, IG Mallik said the SFs had been combing in the area for the past few days to ensure the release of Suresh Ram, the abducted bodyguard of Garhwa District Council chairperson Sushma Mehta. The Maoists had abducted Mehta along with Ram and her two associates on January 21. Three days later Mehta and her two associates were released. "The amount of ready-to-eat-food and food grain seized from the training camp and bunkers show that at least 50 rebels used to stay there," said a source.

A 35-year-old man from Kannvaram under Mampa Police Station in Koyyru mandal (administrative unit) of Visakhapatnam District was found killed on February 1, reports The Hindu. A letter left at the spot reportedly by some Communist Party of India-Maoist( CPI-Maoist) cadres said he was killed for being a ‘police informer', but the Police were looking at other angles. Seendri Bathro alias Badri was found dead with his neck strangulated. Circle Inspector of Koyyuru , Rama Rao said that Badri was not a Police informer and he had gone to Guntur District some time ago to work in a factory and visited his family in his village during Sankranti. In the past, Badri was beaten up by Maoists for trying to “dominate” others. He had differences with his cousin, Seendri China Ranga Rao, alias Sarat, a member of the Maoist party.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Ramamurty Kishtya Boing (38), suspected to be involved in an encounter with Police in Gadchiroli District was arrested from his hideout in Sironcha town of the District on February 1. Boing was allegedly engaged in the skirmish with Police on January 12 in Bezarpalli area in which one Maoist was killed. Some Maoist literature was also recovered from his possession, the Police said.

The plans of Maoists to form a dalam (squad) in forests of Tadoba Andhari Tiger Reserve (TATR) seem to have failed due to lack of people's support and patches of villages in the jungles around the area, according to Police sources. Strong evidence of Maoist' plans to constitute a dalam for villages in and around TATR to regain their lost foothold in Chandrapur had surfaced after the arrest of state committee member of CPI-Maoist Bhimrao alias Bhanu alias Bhaskar Bhowate by Gondia Police in December 2010. He had admitted that a survey was carried out in TATR and surrounding villages with the intention of forming a dalam.

The Police recovered a small cache of arms and ammunition along with electronic equipments, which on assembling could help make explosive devices, in two separate raids in villages Talodhi-Balapur and Bolegaon on February 1, reports The Times of India. The first raid was carried out at the residence of one Mithun Surpam in Talodhi-Balapur village on the basis of information given by Communist Party of India-Maoist (CPI-Maoist) cadre Maruti Kurwatkar (31), who was arrested on January 28. The recoveries included a small laptop, a USB pen drive, a computer hard disc, electronic fuses, transistor divot, rechargeable batteries, two magnetic compass, Maoist’ literature along with a book detailing how to handle the explosives. In the second raid, the Police recovered two loaded 9mm pistols from the house of one Prakash Sayam at Bolegaon.

The Times of India reports that an exchange of fire took place between the Communist Party of India-Maoist (CPI-Maoist) cadres and the Police on February 1 at Ghagra village in Balaghat District. Acting on a tip off that a meeting of Maoists of Davari Dalam (squad) of Gadchiroli District, was taking place at Lodhiwara village, close to Chhattisgarh and Maharashtra border, the Hawk Force personnel rushed to Ghagra village - a transit route to Chhattisgarh and waited the whole night in the thick of the forest to ambush Maoist dalam, Balaghat Inspector General of Police UR Netam said. However, the Maoists got wind of the ambush plan of the Police as a trained country dog accompanying the Maoists barked at the hiding Police. Alerted, the Maoists escaped to Chhattisgarh even as they kept firing at the Police.

Three Policemen, including an Assistant Sub-Inspector, were killed and five others got injured when Communist Party of India-Maoist (CPI-Maoist) cadres triggered a landmine blast near an under-construction diversion on National Highway-99 close to Balumath Police Station in Latehar District around 6pm on February 1, reports The Times of India. The Policemen were going in two jeeps from Chandwa to Balumath, around 75 kilometres from Ranchi. Since it was dark and the Maoists continued to fire at regular intervals it was difficult for the Security Forces (SFs) to launch a rescue operation. The condition of one of the injured is said to be serious.

A Communist Party of India-Maoist (CPI-Maoist) cadre, serving as the bodyguard of top Maoist leader Sabyasachi Panda, surrendered before Police in Chhatarpur in Ganjam District on February 3, reports The Times of India. The Maoist, identified as Rajendra Kumar Ratia alias Suraj alias Sangram (23), from Kutuniganda village in Adaba Police Station area, was reportedly involved in several major Maoist offensives in Ganjam, Gajapati and Rayagada Districts in the last two years, including the firing incident at Kerubadi. Sources said Ratia was an active member of the Ghumusara division of the CPI-Maoist. He also imparted training to new cadres about the Maoist ideology and the party's social and political views. Ratia reportedly decided to leave the organization after seeing women cadres being exploited in the Maoist camps, mainly by leaders from Chhattisgarh and Andhra Pradesh. "After watching their work for 12 days, Police conducted raids on three private coal companies and seized 2000 tonne of illegally dumped coal," Deputy Inspector General of Police LP Singh told reporters in Bokaro. Stating that the companies were situated near Maoist-affected areas near Lugu Pahar at Jhumra Hills, he said the Maoists were indulged in illegal coal trade allegedly through these companies. The decision came days after the Ministry's entire fleet of indigenous Dhruv helicopters was grounded following a series of mishaps. The Mi-17V-5 is designed for utility cargo work and can carry up to 36 passengers or four tons of weight. The machine features advanced multifunction cockpit displays and upgraded TV3-117VM engines. The helicopters are being built by Russian Helicopters' Kazan Helicopter Factory (KVZ) subsidiary.

Seconding the Andhra Pradesh (AP) model of dealing with Naxalism [Left Wing Extremism (LWE)], Union Home Minister P Chidambaram has asked the paramilitary top brass to identify the leaders’ set-up of Naxal outfits and undertake operations to cripple the movement of LWE, reports The Pioneer. In a meeting with Central Reserve Police Force (CRPF) top brass recently, Chidambaram argued that cadre can be recruited overnight but leaders cannot be made and urged the paramilitary to arrest Naxal leaders like Kishan Da of West Bengal, Sabyasachi Panda of Odisha and Kundan Pahan of Jharkhand. “The effort should be to build the atmosphere of confidence amongst public, disrupt the movement and roll it back to the level possible,” Chidambaram told the officials at the operations conference of the CRPF. The Home Minister said the AP model of dealing with Naxalism was right as the State Police targeted senior leaders of the Naxal outfits. The Security Forces (SFs) have so far eliminated top Naxal leaders like Cherukuri Rajkumar alias Azad and Mallojula Koteshwar Rao alias Kishanji. The level of violence in the Naxal-affected States has come down as a whole. “The trend as of now is a significant let-up in situation in Chhattisgarh and West Bengal, increase in violence levels in Jharkhand and Maharashtra and status quo in the situation of Bihar and Odisha. The job is far from over, not even half done,” Chidambaram said. In Chhattisgarh, the situation has improved but the Bastar region remains sensitive for being the epicentre of Naxal activities. In Odisha, Malkangiri and Koraput continue to be the hotbed of Naxalism whereas in West Bengal, Junglemahal is the centre of problem.

According to sources, the Maoists used to stage cultural programmes with revolutionary overtones in ashram schools located in remote villages in the Mangi forests. Apparently, the aim was to mentally prepare tribal children to join the underground stream when required to do so in future. The Police perceive Divya to be one of the ‘sleepers' to have been activated about six months back. Her handler Laxman, a member of the Mangi dalam (action squad), had assigned her the rather innocuous task of collecting information on the public meeting of Telugu Desam Party (TDP) president, N. Union Home Minister P Chidambaram on February 7 said that despite alarming escalation in Communist Party of India (CPI-Maoist) violence in Jharkhand, no serious effort has been made by the State Government to deal with the Left Wing Extremists (LWEs), reports Oneindia.in quoting PTI. In a letter to Chief Minister Arjun Munda, Chidambaram said Jharkhand became the most affected State in Naxal violence in 2011 and the situation there was a "major cause for concern". He asked Munda to galvanise the State Police leadership to take more pro-active steps. "Anti-Naxal operations in 2011 have been unfortunately ineffective. No serious efforts appear to have been made to launch a counter offensive when security forces personnel were killed by the CPI (Maoist)," Chidambaram said in the recent letter. Further, Jharkhand is the only LWE-affected State which has reported more snatching of arms in 2011 compared to the previous year. "Two top CPI (Maoist) leaders - Prashanto Bose alias Kishan da and Mihir Besra - are very active in the State, according to intelligence reports," the letter said. Chidambaram told Munda that the increase in Maoist activities were manifested by the alarming increase in the number of 'Jan Adalats' (so called people's courts) - 53 in 2011 compared to 25 in 2010. Through these Jan Adalats, the extremists have created a wave of terror amongst the people by publicly punishing those who 'disobey' their 'writ' in the State, he said.

Two other BSF personnel and two officials of the Irrigation Department (ID) were also injured in the attack, which came a day before the first phase polls of the panchayat (village level local self-Government institution) elections. The four BSF personnel were Commandant J.K. Khaswan, Deputy Commandant Rajesh Saran, Subedar Ashok Yadav and Assistant Sub-Inspector Jitendra Sahu. The driver of the vehicle, Subhendu Kundu, and the Personal Security Officer of the Commandant, Bishnu Pani, were injured. The two ID officials injured were Srikant Behera and Govind Chandra Ray. According to the District Police, the BSF personnel were on their way to Chitrakonda from the BSF camp at Balimela. They were travelling in a SUV to oversee security arrangements for the polls. At 1 p.m., their vehicle overturned in a landmine blast about nine kilometres from Balimela. No one was seriously injured or killed, but the personnel fell victim to indiscriminate firing by Maoists hiding in the nearby dense forest.

Union Minister for Rural Development Jairam Ramesh said that the Government was working on a multi pronged people centric strategy to deal with Communist Party of India-Maoist (CPI-Maoist) violence in the country, a Ministry of Rural Development press release said. Inaugurating the All India Editors' conference on Social Sector issues at Puducherry, he said, only Police centric response to deal with the biggest internal security challenge is not going to succeed. He said the Maoist menace can be taken head on by addressing the developmental concerns of the tribals, besides increasing the intensity of political activity. He said the centre will be redesigning and restructuring the rural development programmes and will make them more sensitive to the needs of the common man and particularly the tribal community. The Minister said, he is working on the institutionalization of the Concurrent Evaluation Network through the NGOs and research institutes at the Central and State level to get the regular feedback about the implementation of rural development schemes on the ground level. He said, the Ministry has already decided to open all rural schemes to CAG audit to bring about greater accountability and transparency. The Minister said, he is also planning to give more flexibility to the state governments and his target is that by 2017, the States will prioritize about 50 percent of all the rural schemes spending, besides enhancing the importance of neglected sectors like drinking water supply and sanitation.

"There were two IEDs (Improvised Explosive Device) hidden three feet below the road -- one weighing 20 kg stacked above another weighing 40 kg," ITBP's public relations officer, Deepak Pandey said. According to Pandey, it is for the first time that explosives have been found in the middle of a busy road and the Maoists may be starting a new dangerous trend.

Vehicular traffic was disrupted in Maoist-hit areas in Kandhamal District, on the first day of the two-day bandh in both Ganjam and Kandhamal Districts. Vehicles were off the roads in Daringibadi, Brahmanigaon and Kotagarh areas in Kandhamal District and shops and business establishments also downed shutters in response to the bandh call. According to initial MHA estimates, at least 14 or 15 of 33 sarpanch (head of village level local self-Government institution) who have been elected unopposed in Maoist-affected blocks (administrative division) are known supporters of Maoist groups. The MHA has asked the State Government to look into the election of others as well. The elections are likely to be completed by the end of February.

The team raided a Maoist hideout in the forest between Beenagunda and Uchhekoti villages in Abujhmad area. Kanker Superintendent of Police, Rahul Bhagat said, "We seized Ammonium Nitrate, TNT, a huge stock of detonators, Codex Wire measuring 200 meters and live cartridges from large drums kept at the spot during the operation”. He further added, "A large number of pipes, tiffins, besides other items used by the Naxals in making bombs were among the things that have been seized," he stated, adding that several important documents have also been recovered.

Chief Secretaries and Directors General of Police of Chhattisgarh, Jharkhand, Bihar, Odisha, West Bengal, Maharashtra, Andhra Pradesh and Madhya Pradesh will take part in the meeting that will have in-depth deliberations on the security situation in the Maoist belt. Official sources said the top officials would fine-tune the issue of coordination among state police and central police forces and firm up a strategy on how to go after the Maoists who often flee from one state to another after committing a crime. The meeting will also review the development programmes being carried out in Maoist-affected Districts and ways to speed them up to reach the maximum number of people. Maoist violence has been reported in areas falling under 270 Police Stations in 64 Districts in eight States. The level of violence in left-wing extremism-affected States is still unacceptably high with 447 civilians and 142 security personnel killed in 2011.

The number of deaths of Security Force (SF) personnel has come down from 22 in 2010 to 15 in 2011, Bhandare said and added that there had been considerable success with regard to surrender of Maoist leaders in 2011. The number of incidents of Naxal violence too has dropped significantly from 130 in 2010 to 100 in 2011. In order to facilitate smooth movement and deployment of security forces in accessible areas and for evacuation of the injured, air services have been provided through deployment of an MI-172 helicopter, Bhandare said. The Governor said to encourage and motivate Police personnel exhibiting acts of exemplary courage and gallantry in anti-extremist operations, the Government had instituted State-level gallantry awards for Police personnel in 2011.

Communist Party of India-Maoist (CPI-Maoists) has designed a plan for creation of a confederation of states comprising the North East region of India, parts of Myanmar and the Sylhet area of Bangladesh and according to the plan, the states of the confederation would be created to represent smaller nationalities of the area. The Security Forces (SFs) have unearthed the whole plan recently. In addition, SFs have also managed to get the names of at least a hundred CPI-Maoist members from Assam. The plan consists of setting up a strong base in Myanmar through Arunachal Pradesh. The CPI-Maoists have already set up a strong base in the Sadiya area of Assam and they have already opened a route to go to Myanmar through Manipur by signing an accord with Manipur based militant group People’s Liberation Army (PLA). The programme would help in funding projects that would provide better livelihood to the tribals in Naxal [Left Wing Extremism (LWE)] -affected areas in central and eastern India. The Government would encourage non-Governmental organisations to play a major role in identifying such projects and seeking funding from BRLF for them. The initial focus of BRLF would be 900 blocks across 170 Districts of Odisha, Jharkhand, West Bengal, Chhattisgarh, Madhya Pradesh, Andhra Pradesh, Maharashtra, Rajasthan and Gujarat.

The dead bodies of Moriyam Mangu and Anand Jasba were found on the roadside forest pocket in Cherpal area. Both the Home Guards were missing since January 31 this year. A few leaflets, in which the Maoists said the Home Guards were killed at a "jan adalat" on charges of teaming up with authorities for anti-Maoist drives and also committing offences against the public, were also found along with the bodies. In one of the leaflets, the Maoists have asked youths of the 40,000 square kilometer conflict zone of Bastar region to stay away from joining the Police Force.

The Kosnar sarpanch Kutem Siku (58), and his wife Gudri Bai (51), were abducted from their village early on February 25 and later produced before a people's court set up by the Maoists in the nearby forest. The court indicted them for helping the officials and ordered execution of the sarpanch and assaulting of his wife. “The Naxals first hanged my husband from a tree. The rebels later buried him alive when they found him still breathing after he was lowered to the ground”, Gudri, who was assaulted by the Maoists, told before the Police later while narrating the incident.

The deceased Prusta had gone into the Perijhola forest area along with his wife Salme Praska to brew liquor, when a group of around 20 armed Maoists caught and killed him. "The Maoists destroyed the material the couple left behind and left two handwritten letters at the spot," an unnamed source at Laxmipur said. Police recovered the body and the letters in the morning of February 26 but failed to go through the letters as they were drenched.

The Ministry of Home Affairs (MHA) has released the first installment of INR 1.2 billion to Naxal [Left Wing Extremism (LWE)]-affected States for construction of 400 fortified Police Stations across the country, reports Daily Pioneer. The States which will be benefited most are Bihar (85 Police Stations), Chhattisgarh (75), Jharkhand (75), Odisha (70), West Bengal (18) and Madhya Pradesh (12). As part of a decision of the Cabinet Committee on Security, the MHA has identified the worst 83 Naxal-hit Districts where a total of 400 Police Stations will be constructed or strengthened at a cost of INR 20 million each. The MHA has released INR 1.2 billion — INR 300, 000 each — as the first supplementary grant for incurring expenditure on these Police Stations located in nine Maoist-affected States.

Union Ministry of Home Affairs (MHA) is concerned about the bulk of the armed operations of the elite Commando Battalion for Resolute Action (CoBRA) against the Communist Party of India-Maoist (CPI-Maoist) going futile. The issue was discussed at length during a recent high-level security meeting of sectoral Inspector-Generals (IG’s) from the Central Reserve Police Force (CRPF) and top officials of the MHA. The CoBRA Forces was constituted under the administrative control of the CRPF to deal primarily with the Maoist menace. MHA sources said it has been noticed that as many as 80 per cent of the CoBRA’s operations go futile due to a host of factors. The MHA is keen on dropping this percentage sharply. A senior ministry official said, “Though CoBRA is a highly specialised unit and is working very hard, but it is not giving the kind of desired results. This may happen due to lack of intelligence, Naxals managing to escape in the jungle even during an encounter due to increased local support or knowledge of the terrain. So now we need to ensure that the purpose for which CoBRA’s have been deployed in the Naxal affected areas is achieved.’’

Ramakrishna had been arrested along with associate Dipak Kumar, a resident of Chhattisgarh, from the College Street area. The three others — Sukumar Mondal, Bapi Mudi and Sambhu Charan Pal, all said to be residents of the State — were arrested from the Beniapukur area and seized materials used in making rocket launchers and other explosives from a workshop in the same area. The accused were involved in acquisition and manufacture of firearms, rocket launchers and grenades. They supplied firearms to Maoist outfits across the country. “Subversive documents”, Maoist literature, drawings of machine parts and Rs. 5 lakh in cash were seized from the accused. Twenty-five pieces of six-holed metal sockets used in making rocket launchers were recovered from the Beniapukur workshop.

Second Judicial Magistrate First Class (JMFC) court, through a judgment delivered on February 29, absolved six youth, who had been arrested by Policemen of Doddapet Police Station in Shimoga District in 2009, on charges of being involved with the Communist Party of India-Maoist (CPI-Maoist) activities. Anita, Jagannath, Devendrappa, Asha, Gangamma, and Mallesh, had been arrested on the allegation of being suspected Maoists, and getting involved with illegal activities. Because of the Maoist tag, they were lodged in Mysore jail. Judge of the court, Arjun Malloor, who heard the case, held that the prosecution had failed to prove the charges levelled against the youth. He ordered release of all the accused, observing that there are no evidences against them. It is said that Anita and Jagannath will be released immediately, as other cases filed against them have also been decided in their favour. The other four will continue to face some other cases. Therefore, their release will be dependent on the outcome of these cases.
