A top cadre of the Communist Party of India-Maoist (CPI-Maoist) was arrested from Belduria village of Rohtas District early on April 1, reported The Hindu. Acting on a tip-off, a Police team raided a place and arrested Dinesh Yadav, wanted in connection with several cases relating to Maoist operations in the area, the Police said. Yadav was close associate of Maoist leader Munna Vishwakarma, the Police added.

An anti-Naxal [Left Wing Extremism (LWE)] operation, codenamed “Maad”, “Kilam” and “Podku,” was carried on in the Abujhmad forests, considered to be the Communist Party of India-Maoist (CPI-Maoist) headquarters, during March 5-20, reported The Hindu. Armed with modern equipment and with a British-era survey map of the forest, 3,000 troopers of the Central Reserve Police Force (CRPF) and Commando Battalion for Resolute Action (CoBRA), other Paramilitary Forces and State Police entered from three sides — Narayanpur-Gadchiroli (Maad) with point of contact at Jatwar in the heart of the jungle, Bhairamgarh-Matwara (Podku) and Mardapal-Chotedonger (Kilam) and carried on the combing operation in the forests spread over 4,000 sq km in the State. Inspector General (Operations) in Chhattisgarh, Pankaj Singh said that 33 Maoist cadres were arrested during the operation. The operation began on March 5 and continued till March 20.

Divya alias Santhi alias Wallasi (26), a Communist Party of India-Maoist (CPI-Maoist) ‘commander’ was arrested by Border Security Force (BSF) troopers from near Chitrakonda in Janbai area of Malkangiri District on April 1, reported The Times of India. A laptop, believed to contain information on the movements of Maoists, a diary containing phone numbers of various leaders and a 9mm pistol were recovered from Divya who was a member of the women's organisational team, later serving as a member of the local organisation squad (LOS). Divya belongs to Tokalla in Koyyuru mandal (administrative unit) of Visakhapatnam District. She was assigned to provide security to Andhra Odisha Border AOB special zonal secretary Modem Balakrishna alias Bhaskar. Later, she was made member of the Galikonda 'area committee, one of the strongest committees in east division. Divya was allegedly involved in the abduction of former Malkangiri District collector R. Vineel Krishna in February 2011 and was also allegedly involved in the killing of 38 Police personnel [including 36 Greyhounds personnel of Andhra Pradesh] on a motorised vessel in the Balimela reservoir June 29, 2008. Divya is married to ‘area committee member’ Julumuri Chinnayya alias Anand.

Meanwhile, addressing a function in Raipur District, Chief Minister Raman Singh said, "It (Maoist violence) is an international conspiracy that in areas, where there are mines, minerals and precious natural resources are found, they are finding ways to spread instability and terror to deviate the country from the main stream, so that the country becomes economically weak and is not able to make use of those resources," reports The Times of India. "The red corridor, which we talk about in the Indian map, is economically rich corridor but they are trying to weaken the country and locals are being used as scapegoats," he added. "The arms, which are available with them (Maoists), are neither made in Bastar or Chhattisgarh or Maharashtra. They are connected with the international terrorism and these are the main centers of their survival. There focus is to make this country instable and to recruit poor and illiterate people into their groups," Singh added. Singh also unveiled a book on Maoist movement.

A Communist Party of India-Maoist (CPI-Maoist) cadre was arrested on April 2 at Nauhatta in Rohtas District, reported IBN Live. Acting on a tip off, the Police raided a hideout in Bishunpur village and arrested Arjun Chandravanshi, Superintendent of Police (SP) Manu Maharaj said. Chandravanshi was wanted in about 18 cases, including a landmine blast near Dabua crossing in 2002 in which several Policemen were killed, Maharaj said.

A former Communist Party of India-Maoist (CPI-Maoist) cadre was gunned down by cadres of the People's Liberation Front of India (PLFI), a breakaway faction of the CPI-Maoist, on April 2, in Duko village under Ghaghra Police Station in Gumla District, reports The Times of India. According to Police, Pradeep Oraon (35), formerly with CPI-Maoist, who later joined PLFI, was shot dead by three PLFI cadres led by ‘area commander’ Sukra Oraon, as Pradeep Oraon had formed his own group after parting ways with PLFI some time ago.

According to information available with the SFs, at least two batches of new recruits of the Communist Party of India-Maoist (CPI-Maoist) from the State have already completed training, reports The Assam Tribune. The training for the first batch was reportedly provided by National Socialist Council of Nagalim-Isak-Muivah (NSCN-I-M) somewhere along the India-Myanmar border area. The second batch was trained in Jharkhand. Those who received training have already returned to Assam. Further, one member from the State has already been inducted into the Central committee of the CPI-Maoist to give a boost to the activities of the groups in Assam.

Barely an hour after Communist Party of India-Maoist (CPI-Maoist) released an audio-tape saying hostage Italian national Paolo Bosusco would not be released till their demands are met, the State Government and Maoist-nominated mediators resumed negotiations on April 2, reports The Indian Express. Earlier in the day, the new audio-tape released by Sabyasachi Panda, secretary of the CPI-Maoist Odisha State Organising Committee, demanded that the 36 people whose names have been given to the Government should be released forthwith. “We need a signed declaration from the government regarding the acceptance of our demands. Only then we will release the hostage,” he said. Panda said the Government was dragging its feet and planning to send Security Forces to Kandhamal. “If that happens, the government would be responsible for the consequences,” he warned.

Daily Bhaskar reports that three suspected activists of Student Islamic Movement of India (SIMI), including its local module chief Abu Faisal alias Doctor, were presented for identification by Bhopal Police at an Indore Court on April 2. The arrested extremists, including SIMI head Abu Faisal, Ejajuddin and Ikrar Sheikh alias Guddu, underwent identification in connection with their arrest in 2006 at hotel Vaadi in Chhoti Gwaltoli Police Station area. The breakthrough came during interrogation of Imran Manzoor and Jenab Hasan of Kairana in Muzaffarnagar (Uttar Pradesh). The main source of funds for the Naxals in Gadchiroli is extorting money from the contractors dealing in tendu leaves, which are used for making beedis, and is one of the major produces of the District. Another target was the road contractors. “Naxalites extort money from the road contractors, who have to pay them, as they either threaten to stall construction of roads or set their machinery on fire. The Naxals raise INR 3 million to INR 4 million every year through this,” said an unnamed senior officer of the Naxal cell. Discussing the fund trail, the Police sources told The Asian Age that Kosa Reddy, the ‘secretary’ of the Dandakaranya Special Zonal Committee (DSZC), retains some of the money needed for the functioning of the dalams, and then hands over the rest of the sum to the Central Committee chief Mallojula Venugopal, who is the head of planning and finance for activities in four States.

Koraput District Collector Sachin Jadhav in a letter to all tour operators said the administration “consciously decided to stop all movements of foreign nationals in the District, particularly the primitive tribal group areas in the light of the recent unfortunate events of abduction of foreign nationals in our State, for an indefinite period of time”. Last week, the Rayagada administration imposed similar restrictions on the entry of foreign tourists into the tribal-dominated District. The exchange of fire broke out past midnight and ended after four hours when armed Maoists opened fire on a Border Security Force (BSF) camp at Bhanupratappur area in Kanker District, some 300 kilometres from State capital Raipur. "The gunfight went on for about four hours and the jawans at the BSF's 41 battalion camp retaliated strongly. Several Maoists received bullet wounds and their colleagues dragged the bodies deep into the forest,'' sources in Raipur at the Police headquarters told IANS. Further, in another letter that was received by media in Koraput along with a letter from the Maoists, Hikaka reiterated his appeal to the Chief Minister (CM) to fulfil the Maoists' demands to release the innocent tribals for his safe release. In a hand written letter, Hikaka said that the Government was not concerned about his life as he was a tribal. Urging the CM to resolve the issue immediately to enable him work for the welfare of the people of his constituency, Hikaka said that if needed he would resign from his post as legislator. Guddu who had taken shelter in this village tried to escape and was arrested along with a country-made revolver and live cartridges. Police said that Guddu belonged to Bhabhua District in Bihar and was operating with ‘commander’ Munna Vishwakarma. Rural Development Minister Jairam Ramesh has written to Chief Ministers of these States informing them about the allocation of additional amount under the Pradhan Mantri Gram Sadak Yojana (PMGSY) for constructing roads in rural areas of Naxal-hit Districts. A Police chopper that was sent to rescue the injured Policemen was forced to return after the Maoists retaliated with gun fire. Sources said the chopper could not land because of firing. After sometime, another chopper was pressed into operation that landed in Palamu and brought the injured Policemen from there, who were in turn ferried to Palamu through road after being rescued from the encounter site. Deswal, however, died on way. Latehar Superintendent of Police (SP) Kranti Kumar Garhdesi said that a joint team of CoBRA, Jharkhand Jaguar and Central Reserve Police Force (CRPF) ventured into the Karamdeeh forests bordering Chhattisgarh and was caught in a sudden firing unleashed by the Maoists. The encounter that started early in the morning and lasted for around three hours resulted in casualties on both sides. Odisha Chief Minister Naveen Patnaik on April 5 announced the names of 27 persons whose release the Government will facilitate through legal steps to ensure the release of Biju Janata Dal (BJD) Member of Legislative Assembly (MLA) Jhina Hikaka and Italian tour operator Bosusco Paolo from the hands of the Communist Party of India-Maoist (CPI-Maoist). Of the 27 persons, the Government will facilitate the release of 15 members of the Maoist-backed Chasi Mulia Adivasi Sangha (CMAS) and eight Maoists from different jails for the release of Hikaka, and four others for the release of Paolo. The four persons who would be released for securing Paolo's freedom include Subhashree Das alias Mili Panda, wife of Sabyasachi Panda, ‘secretary’ of the Odisha State Organising Committee of CPI-Maoist. Making the statement in the State Assembly, Patnaik said the Government made this gesture on humane grounds. In an audio message, Panda threatened to take the extreme step, if the Government failed to make a written commitment by April 9 on the fulfilment of the various demands made by him. In the message, Panda also criticised the Government by terming the ongoing negotiations between the Government officials and mediators, B.D. Sharma and Dandapani Mohanty a farce. Police teams from 12 Districts are involved in the combing operation in the hilly terrain. “There is no specific information about the presence of Maoist training centres in the forest areas. But we don’t want to take any chance,” a senior Police Officer said. The State Police had busted a Maoist training camp in Theni hills in July 2007 after the locals alerted them about the presence of the camp. The State Police are now conducting the combing operation after the Police found a suspected training camp in Dharamsalai and Chickmagalur. “Some pro-Tamil handbills were seized from the spot. So, it triggered suspicion that such groups could be working in Tamil Nadu,” Police sources said.

"While three Naxalites have made use of the policy so far, there are feelers that a few more are on the verge of surrendering arms and coming back to society," Infant said without specifying the numbers. On the proposal to have a permanent force to take on Maoists instead of the current ad-hoc arrangement of taking officers and personnel from Police units on deputation to Anti Naxal Force (ANF), Infant said, "The proposal is still under the consideration of the government." Observing that a permanent force will require huge financial sanction for about 543 officers and personnel, Infant added, "ANF in its present form will continue and can't be disbanded.”

Paolo estimated Panda has just about 20 cadres, including 10 women, each armed with a gun. The unit has one VHF set, one walky-talky, two tiffin bombs, one laptop with data card and one generator. He described the OSOC leader as "sick". "He regularly takes medicines. I don't know what they were," Paolo told the Police. "They change their places frequently and never stay in villages. They prefer hill tops with streams nearby. I too travelled with them from one place to the other," a source quoted the Italian as saying. Paolo said he slept with others in the jungle one night when Panda woke up everyone and asked them to "lie down quietly". That was the time when members of "another group" reportedly came searching for them, a police source said. The former hostage even remembered the names of the Maoist cadres and identified pictures the Police showed him. Paolo's statement corroborated messages received earlier that one Suresh, a unit commander belonging to Andhra Odisha Border Special Zonal Committee (AOBSZC), along with about 30 cadres had been scouting for Panda through the tribal hamlets located in inaccessible regions. OSOC is said to have fallen out with the AOBSZC.

The State Government had demanded inclusion of Nuapada, Bolangir, Bargarh and Kalahandi Districts under SRE scheme. "The Centre has recently sent us a communique stating that the four districts would be covered under SRE," an unnamed official source said. This follows a report of the Union Home Ministry on Maoist activities, in which it has categorized Odisha as "severely affected" alongside Jharkhand, Chhattisgarh and Bihar. With the latest inclusion, 19 out of 30 Districts in Odisha would benefit under the SRE scheme, official sources said.

The Home Minister dubbed Naxals as “the most formidable internal security challenge” as they were getting increasingly systematic by the day in their attacks against Security Forces. Chidambaram stated that Assam was emerging as the new theatre of Communist Party of India-Maoist (CPI-Maoist) activities, and there were reports of the rebels linking up with insurgent groups in Manipur and Arunachal Pradesh. He did not quote specific statistics because they had been circulated ahead of the meeting. Chidambaram acknowledged that the outcome of bold forays into Red territory by security forces had been sub-optimal, and conceded that the government’s “capacity to execute development plans is not commensurate with the nature of the challenge”. The State Government bowed to the demands of the Andhra-Odisha Border Special Zonal Committee (AOBSZC) of the CPI-Maoist after the abductors said they had no faith in it and the fate of Hikaka would be decided in “a people's court” on April 19 (today). In a fresh message to the media, the Maoists said they had already extended the deadline four times so far and there would be no further extension. The deadline ended on April 18. The State Government had on April 17 given an assurance that steps would be taken for withdrawal of cases pending against 25 persons if the hostage was released by the evening of April 18. Daily Pioneer reports that three Communist Party of India-Maoist (CPI-Maoist) cadres involved in the killing of a Special Police Officer (SPO) were arrested from Badraiya forest in West Singhbhum District on April 19, a senior Police official said. Acting on a tip-off, the District Police and Central Reserve Police Force (CRPF) launched an operation in the forest and arrested a Maoist, Superintendent of Police (SP) Arun Kumar Singh said. His interrogation led to the arrest of two more Maoists, he added. The Security Force personnel also recovered a 30 kilogram claymore mine planted beneath a kutcha road in the forest, SP Singh added. Singh said all three were involved in the killing of SPO Sushil Aian in Chotanagra in February 2012.

According to sources, the Maoists set ablaze and damaged two road rollers, one tipper, one excavator and a motorcycle. Earlier in the night, they had blocked several roads connecting Narayanpatna block with the outside world. The roads had not been cleared till evening. The Narayanpatna-Laxmipur road was blocked at several places by the Maoists by felling trees and digging up the road. The Narayanpatna-Bandhugaon-Parvatipuram road was blocked near Bagam square. The Narayanpatna-Podapadar road was blocked near Podapadar. The security forces, fearing an ambush, are treading warily. Local people, afraid of inviting the wrath of the Maoists, are not coming forward to clear road blockades.

According to Mufassil Police Station officer-in-charge Ravindra Prasad Singh, about 15 armed Maoists entered the makeshift office of the construction company late at night and held hostage 14 members of the staff, including guards, drivers and cooks, for a few hours and also poured cans of petrol on two dumpers, two earthmover machines, a pick-up van and five other vehicles engaged in the construction of the 27-km Dumir-Giridih road and set them on fire. A total of 137 people have been killed in 461 incidents of Naxal [Left Wing Extremism (LWE)]-violence in 2012, Ministry of Home Affairs (MHA) said on April 24, reports IBN Live. The maximum number of causalities have been reported in Jharkhand (68), followed by Chhattisgarh (22), Maharashtra (20), Odisha (16), Bihar (10) and Andhra Pradesh (1), till April 15, 2012. "The number of incidents of (naxal-related) violence has declined, whereas the number of consequential deaths has remained almost at par compared to the corresponding period of 2011," Minister of State for Home Jitendra Singh told Lok Sabha in a written reply. During the same period in 2011, Maoist violence had claimed 136 lives. A total of 461 incidents of Naxal violence, as compared to 538 in 2011, were reported during the same period in the nine Naxal-affected States which also include Uttar Pradesh, Madhya Pradesh and West Bengal. Singh, in a separate reply, said that a total of 75 battalions (about 75,000 personnel) of Central Security Forces have been deployed in these States in this regard. "During last six months (from November 2011 to April 15 this year, 74 number of Security Forces have been killed by CPI (Maoist) in the country, out of which 14 have been killed in Maharashtra," Singh said.

Raju Gedam, a C-60 commando was injured in an encounter with Maoists inside Nalgonda forests along the Maharashtra-Chhattisgarh border, under Bhamragad tehsil (revenue unit), in Gadchiroli District. On receiving a tip-off about a Maoist camp, C-60 commandos launched a combing operation in the area. The Maoists triggered a mine blast in which Raju Gedam was injured. Following the blast at around 5pm gun-battle broke out between C-60 Forces and the Maoists which lasted for around 25 minutes. During the search operation, SFs found out multiple blood stains in the area suggesting that a few Maoists might have been injured too. Two claymore mines, a pipe-bomb, wire, detonator and other material used by the Maoists were recovered from the encounter site.

The victims have been identified as Devrao Usendi (37) and Ramsai Narote (45). Their dead bodies were found on the Markegaon-Sawargaon road, close to the Chhattisgarh-Maharashtra border, around 95-km away from Gadchiroli District Headquarters. Usendi was the former head of the Markegaon area Sangam while Narote was one of the cadres of the Maoist people’s militia in Markegaon before giving up arms.

A secret Intelligence Bureau (IB) report suggests that apart from the regular weapons the cadres of Communist Party of India-Maoists (CPI-Maoist) Maoists are normally associated with, they now have facilities to manufacture parts for even complex systems like grenade and rocket launchers, reports India Today. The IB report also establishes that the Maoists are aided in their efforts to build modern weapons by the Chinese intelligence. Revelations of the supremely concealed Maoist war factories were spelt out in great detail by captured Maoist mastermind Sadnala Ramakrishna, who was apprehended on March 1 in Kolkata. The Maoist leader has provided agencies details of the weapon manufacturing and maintenance industry the Maoists have built up in the forests. The Maoists have seven such arms factories, which they call Technical Research Arms Manufacturing Unit (TRAM). These units are manned by 15 scientists who oversee production and supply of weapons and systems to the Maoist cadres. From rocket launchers to grenade launchers and from assault rifles to mortars, the Maoists have ramped up their self-reliance making it less necessary to seek weapons from outside. The Maoists even have bank accounts, fronted by aliases and used with impunity to pay hardware companies in Mumbai and Kolkata for essential nuts and bolts that cannot be made in the jungles. The secret report also indicates the spreading of the movement to the North East region, where assistance from China has only helped in the terror linkages. The IB report establishes that Chinese intelligence units have been training, arming and funding the Maoists to help them wage a violent and seemingly inexorable war against India. It reveals how Maoists have been training in Nagaland, funded by the Chinese. It shows how certain Maoist units are now being given encrypted wireless communication devices. The report reveals that China has been organising the Maoists and militant groups from Jammu and Kashmir and the North East region into a single war-fighting machine to hit Indian states. The report also makes specific warnings pointing to how Chinese intelligence agency has been pushing Manipur-based militant outfit -- People Liberation Army (PLA) -- which it funds into a cooperative arrangement with Maoists and Kashmiri terror groups. The report also suggests that the country should probably get used to the abductions of VIPs by the Naxals.

In a written reply in the Rajya Sabha, Minister of State for Home Affairs Jitendra Singh said the maximum cases were reported in Jharkhand (31 abducted, two killed) and Chhattisgarh (29 abducted and three of them killed). The six States are Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, and Odisha. However, no incidents have been reported from another four Maoist-affected States - Uttar Pradesh, West Bengal, Madhya Pradesh and Karnataka - so far till April 17 this year. According to the minister, 2009 witnessed 380 people being abducted and 93 of them getting killed while 490 were abducted and 113 killed the following year. Public sector Bharat Sanchar Nigam Limited (BSNL) will implement this plan in remote inaccessible areas in Red zones in consultation with States and Central Security Forces. "Union Home Ministry has already written to the Department of Telecommunication. The towers will be set up near establishments of Security Forces, Police Stations or other secured locations as the Maoists have often been targeting such towers in the past," said an unnamed official. He said the proposal would soon be submitted before the Union Cabinet for approval. A ‘sub-zonal commander’ of the Communist Party of India-Maoist (CPI-Maoist), identified as Mohit alias Manoj Yadav, was arrested from Matauli village in Palamu District on April 30. Superintendent of Police (SP) Anup T Mathew said on subsequent interrogation of Yadav, the Police recovered 105 live cartridges and a landmine weighing 10 kilograms. Yadav, resident of Barachatti Police Station area in Gaya District of Bihar, had spent two years in jail in Chatra in Jharkhand and started operating in Palamu and Aurangabad in Bihar after his release in 2011. Yadav was wanted in various Maoist related incidents including blowing up of Hariharganj block (administrative division) office, Saraidih encounter and setting ablaze vehicles in Chainpur, Mathew added.

A court in Delhi on April 30 took cognisance of the charge sheet filed against Communist Party of India-Maoist (CPI-Maoist) Politburo member Kobad Ghandy by Delhi Police indicting him of offences under the Unlawful Activities (Prevention) Act (UAPA), reports The Hindu. Ghandy was discharged of UAPA charges by a Sessions court on March 28 owing to a defective prosecution sanction obtained by Delhi Police. Following this, the Delhi Police filed a fresh charge sheet before Chief Metropolitan Magistrate Vinod Yadav. On April 30, Yadav took cognisance of the charge sheet for offences punishable under Sections 20 and 38 (membership of terrorist organisation and furthering its activities) of the UAPA. With this, Ghandy's case will again be put up for arguments on charge in a Sessions court. Ghandy has been accused of trying to set up a base for the CPI-Maoist in Delhi.

The SADAP encompasses four blocks, 12 panchayats (village level local self-Government institution) and 12,000 families. To combat extremism in the area, rural connectivity should improve and this has been proposed under the plan, the Minister said. Ramesh said the plan would take two years to complete and cost Rs. 4,500 crore [INR 45 billion]. It will involve better rural electrification, promotion of educational facilities, strengthening of anganwadi centres, and the building of roads, houses, rural markets and community centres. An area of 15,000 square kilometres will be covered, compared to 900 square kilometres under the Saranda Action Plan.

Union Rural Development Minister Jairam Ramesh on April 30 said development and security were integral to each other, like strands in a single fabric, reports The Hindu. He was speaking in the context of the proposed Sarju Area Development Action Plan (SADAP) in Latehar District of Jharkhand, which is similar to the Saranda Action Plan (SAP) that was started six months ago in the West Singhbhum District of Jharkhand to combat the extremist menace in the region. “In two months' time, two roads were constructed under the SAP, and by the end of June, 24 CRPF [Central Reserve Police Force] camps will be established in those areas...Because of the successful response in Saranda, the State government has requested the Centre for approval for a similar project in the Sarju area which is now a hideout for CPI [Maoist],” he said, analysing proposals put forward by the State Government to reach out to poor tribal people in Latehar District.
