Yadav was one of the Maoists involved in the two attacks that had killed 23 Policemen in Garhwa and Latehar Districts in December 3, 2011 and January 21, 2012, Superintendent of Police (SP) Michael S Raj said. A 9mm pistol, which he had looted after killing Police official Rajbali Choudhary on January 21, was recovered from him, the SP added.

Fogra Munda (37), a self-styled ‘commander’ of the CPI-Maoist was arrested by Police from Ghatshila in East Singhbhum on June 1, reports The Times of India. Munda was wanted in over 12 cases including eight murder cases and he carried a cash reward of INR 40,000 on his head. "We have also recovered firearms and explosives from him," said Senior Superintendent of Police Akhilesh Jha. Munda is said to be the close aide of another top Maoist leader Kanu Munda, the squad leader of the Gurabanda area.

Maoist ‘zonal commander' Naveen Majhi (37), wanted in 110 Maoist cases in four States, was arrested in Hazaribagh District, the Police said on June 1, reports The Hindu. “Naveen Majhi, the zonal commander and member of the Bihar-Jharkhand-North Chhattisgarh Special Area Committee was arrested on Thursday,” Superintendent of Police (SP) Pankaj Kamboj and Central Reserve Police Force (CRPF) Commandant R. N. Sampar told a news conference in Hazaribagh. Majhi, wanted in Jharkhand, Chhattisgarh, West Bengal and Bihar, once commanded over 1000 cadres under him, the SP said, adding that as the figure had gone down to 30, he came to recruit tribal boys and girls. Majhi guided the Police to a house from where his companion Gita alias Sangeeta alias Manisha was arrested, he said. INR 382, 000, a cell phone, some documents and clothes were seized from the house, he added. Earlier, it was reported on May 29 that a Maoist suspected to be Navin Manjhi alias Banshi was arrested.

The Hindu reports that Ranvir Sena Chief Brahmeshwar Singh was shot dead by unidentified gunmen in Bhojpur District early on June 1 morning, Police said. Singh was on a morning walk when he was accosted by gunmen who pumped several bullets into him, killing him on the spot at Katira Mohalla under Nawada Police Station, they said. Singh alias Mukhiyaji, who was earlier facing life imprisonment in various carnage cases, was acquitted and released from jail in April this year. Chief of Ranvir Sena, a private militia of upper caste landlords, is allegedly responsible for perpetrating several killings including Laxmanpur Bathe massacre of 61 Dalits way back in December 1996. His hand was also suspected in carnages that took place in the districts of Jehanabad, Aurangabad and Nawada in 1990s.

The victims were returning after a court appearance at Kondagaon when the Maoists targeted the vehicle in which they were travelling. The State makes the demand arguing that it wants to take preventive steps to check spread of Naxalism by taking up development initiatives well in advance in the backward regions. So far only Balaghat District has been declared as LWE-affected. "We don't consider Madhya Pradesh as a state badly affected by Naxalism unlike the states of Chhattisgarh, Jharkhand, Orissa, Bihar and one district of Maharashtra and three districts of Orissa", Union Home minister P Chidambaram told newsmen during his visit on May 5. "Chief Minister Shivraj Singh wants to give a presentation on the emerging situation of Naxalism. I have invited him to Delhi and promised to work out some arrangement," he said. Referring to Naxalism, the home minister said Naxal casualty figures were low this year but the situation is really "worrisome" as many States were facing grave challenges. SFs have sustained no casualty, but in one instance forces have claimed of injuring a few Naxalites in encounter. Police sources said that the anti-Naxal operation clubbed with 'Grambhet' (reaching the villages) campaign is underway in Mayalghat jungles in Korchi tehsil (revenue unit). The team of C-60 commandos moving through the jungle was ambushed by Naxalites at around 10.30pm on June 5, which met with strong retaliation from Police side. The gun battle lasted for 20 minutes after which Maoists retreated into the jungle. Cops later found blood stains at several places on the encounter site, suggesting a few Naxalites might have been injured in the exchange of fire. A revolver, walkie-talkie, wire, a detonator and nine backpacks and other Naxal material was recovered from the place. In the second instance, a joint team of Central Reserve Police Force (CRPF) and Gadchiroli Police carrying out anti-Naxalite operation clubbed with 'Grambhet' campaign was ambushed at 5.30am on June 6 in Padaboriya jungle in Dhanora tehsil. The encounter lasted for 15 minutes after which Naxalites retreated into the jungle. There was no information of any untoward incident from any corner of the District on the last day of the Maoists' protest week which was also observed as a strike. The Dandakaranya Special Zonal Committee (DKSZC) had appealed to the people of Gadchiroli to observe the days between June 1 and 7 as 'protest week'. The Maoists had formed Central Technical Committee (CTC) in 2001 which is a seven-member body headed by Ramakrishna and works directly under the control of Central Military Commission (CMC) of the CPI-Maoist. Production of weapons on large-scale is undertaken by it on sub-contract basis to a number of lathe works companies. The production units working under the CTC were named in code words like S1 for Andhra Pradesh State Committee, S2 for North Telangana Special Zonal Committee, S3 for Dandkaranya Special Zonal Committee, S4 Bihar, S5 for Karnataka, S6 for West Bengal and S7 for Maharashtra. The CTC used to meet every three months and representatives of the CMC attended such meetings once in a year to chalk out plan of action. Most such meetings were held in Latehar District of Jharkhand, except once in Dandkaranya forest of Chhattisgarh.

The Security Force (SF) personnel in the camp retaliated, leading to an exchange of fire between them. The Maoists later fled into the forest. In a 17-page detailed paper, highlighting various issues pertaining to the "Peoples' movement" in Dandakaranya region in general and tribal Bastar region in particular, the Maoists said unmanned aerial vehicles (UAV) or drones manufactured in US and Israel are also being used on a vast scale in the region. Alleging that the UAVs were being used for suppression of the peoples' movement, the CPI-Maoist has condemned its usage continuing its tirade against presence of Army in tribal Bastar region in Chhattisgarh. It also accused the Bharatiya Janata Party (BJP) for extending its support to the UPA government at the centre and favouring deployment of Army. "The UAVs take real time images, find out about the guerrillas' movements and their camps on the ground and send the data to the control room and in turn they are sent immediately to the forces participating in operations through modern devices", the paper said adding that small UAVs named 'Netra' that run on rechargeable batteries are carried and used by the forces during the operations. It claimed that 1800 new mobile towers were being built in the Maoist movement areas. A Regional Navigation Satellite System is being established under the direction of Indian Space Research Organization (ISRO). Claiming that all these resemble war preparations, the Maoists' paper explained in detail their point of view regarding the presence of Army in tribal Bastar region. The rebels described the government claims a facade. The paper further pointed out that the troops' presence in Bastar was not just for training, alleging that it was an excuse to cover up preparations for war against revolutionaries.

In its objections, the State Police has appealed to the court not to grant him bail stating that incriminating documents, newspaper cuttings and pro-Maoist literatures were found in his possession. The State also said that the accused student had provided shelter and food to several Maoists at his home. UN Secretary General's annual report (2011) released on June 11 on children and armed conflict said the Communist Party of India-Maoist (CPI-Maoist) recruit and indoctrinate children for children's squads and associations, particularly in Chhattisgarh and some Districts in adjoining States, reports The Times of India. This is part of the Maoist strategy for mass mobilization, the report said. It also pointed to recruitment of children by vigilante groups like the Salwa Judum (an anti-Maoist vigilante group). The report said, "In 2011, incidents of attacks on schools by Maoist armed groups continued to be reported." It quoted the Union home ministry statistics which showed that Maoists destroyed 258 school buildings, mostly in Chhattisgarh, Jharkhand and Bihar, between 2006 and November, 2011. "Government statistics indicate that the number of attacks on school buildings has declined progressively since 2009," the report said. Also, use of schools by security forces continued in 2011, it said. The Supreme Court, at least twice, ordered security forces to vacate schools in Chhattisgarh, most recently in November 18, 2011. "In January 2011, the Government of Chhattisgarh conceded that security forces were using 31 schools," it added. UN secretary general Ban Ki-moon recently sent the annual report to the Security Council.

The minister wanted to visit a village for verification of rural development work there. Led by the Superintendent of Police (SP), the District administration asked the minister not to go to Giddha gram panchayat (village level local self-government institution) under Runnisaidpur block, 35km from the District headquarters. "We have received reports that landmines have been laid by Maoists on a 3-km stretch of kutcha road leading to the panchayat," the SP told Ramesh as the minister was about to get into his car around 10am. Jairam told The Times of India, "This is my first experience when administration has refused to permit me to visit such an area. Once in Malkangiri, my chopper could not land due to lack of arrangement for refuelling there while in Saranda, landmines had exploded barely two km away from a place I had visited." He said following the repeated pleas of the SP, he had to cancel his programme. Ramesh expressed concern over the shortage of Police force and the low number of Police Stations in Bihar. In Sitamarhi, he said, for the 3.5 million people across 17 blocks, there are only 18 Police Stations, which are also ill-equipped. "This number should be doubled," he said, adding that "whether it is terrorism or Naxalism, the police have to fight the menace just as it was achieved by Punjab Police". Jairam also met chief minister Nitish Kumar in Patna before leaving for New Delhi.

SFs rushed to Langalakanta village in the deep forests of Saranda under K Balang Police limits after getting a tip-off that over 30 Maoists, which included top cadre Anmol, had gathered nearby. However, by the time they reached the spot, the Maoists had retreated into the forests. The SFs followed their trail, but met with heavy fire from the Maoists at Mundatola. The SFs said they saw a woman cadre fall to the bullets. But, they could not retrieve the body as her comrades took it away, leaving bloodstains at the spot. The Maoists are giving high priority to increasing their footfalls in the about 100-kilometre stretch of Malnad area - comprising seven Districts of Chikmagalur, Shimoga, parts of Udupi, Dakshina Kannada, Hassan and Kodagu – and have deputed central committee member Kuppu Swami to establish a base and recruit cadres. Swami, who hails from Bangalore, has been tasked with supervising the expansion plan as he is familiar with the territory and knows the local dialect. Masquerading under assumed identities such as Kuppu Devaraj, Ramesh, Rayanna, Balaji, Jogesh and Yogesh, Kuppu Swami carries a reward of INR 700,000 and INR 1 million announced by Jharkhand and Chhattisgarh Governments respectively. Only candidates in five wards in four gram panchayats (GPs) have dared to contest the elections in entire District. Three other gram panchayats have elected their members unopposed. By-elections were announced in 139 GPs in eight tehsils (revenue units) of Gadchiroli recently. Election commission declared June 24 as the polling day. Nominations were called for 19 GPs in Gadchiroli tehsil, 34 in Dhanora, 2 in Korchi, 6 in Kurkheda, 20 in Bhamragad, 19 in Etapalli, 17 in Sironcha and 22 in Aheri. Aspiring candidates were asked to file their nominations between June 5 and 9. However, nominations came in two GPs in Aheri and one each in Sironcha and Kurkheda tehsil. Apart from this, members in Anglekheda and Chikli GPs in Kurkheda and Vitthalpeth GPs in Sironcha tehsil have been declared unopposed winner for lack of contest.

Sabara was working as a teacher in Barada, near his village, since the past seven years, the Police said. He was working as an over-ground worker and transporter for the Maoists in Ganjam, Gajapati and Kandhamal Districts and was a courier to top Maoist leader Sabyasachi, the Police said. Sabara was working for Maoists, including supplying grocery items and medicines to them, for the past three years, the Police added. "There is a sizeable incriminating evidence linking him to Maoist activities in the area. We are planning to interrogate him further," said Gajapati Superintendent of Police Sarthak Sarangi. "We came to know during preliminary interrogation that Jhikania is not his real name. He was working as a teacher in the name of a person who had died in 1994," the Police said. Official sources said during last one month, two Gadchiroli zilla parishad (district level local self-Government institution) members from Etapalli tehsil (revenue unit) quit their posts following Naxal ultimatum. Four panchayat and one zilla parishad member in Bhamragarh in the District had also resigned from their respective posts. The sources said of late Maoists have abducted many panchayat or zilla parishad members in Gadchiroli and released them only after they agreed to abide by the Naxal diktats. The Maoists have invited leaders of other groups to come together on one platform and fight against the unified command of the Centre and the State Governments carrying out Operation Green Hunt. Bihar Jharkhand North Chhattisgarh Special Area Committee (BJNCSAC) spokesman Gopal in a statement issued on June 24 said the decision of unilateral ceasefire was taken to invite the other armed groups working in individual capacity for the common people to work from a unified and stronger front. "We can set aside our personal differences in ideology for the betterment of common people and when the government is harassing villagers and trying to suppress their movement for neo-democracy, all the groups must understand the need of the hour and join hands," the release reads. The appeal has been issued in the name of the People Liberation Front of India (PLFI), Jharkhand Liberation Tigers (JLT), Jharkhand Janmukti Parishad (JJMP), Tritiya Prastuti Committee (TPC), Shashtra People's Morcha (SPM) and any other such armed group working for people's cause. The release says, "If these groups are working for the common people, they must come on one platform and accept the offer for ceasefire because the government has intensified the imperialist attack to gain control over jungles, villages and natural resources to hand it over to the corporate houses. Acting on a tip-off, the Police raided some places at Tupudana on the outskirts of Ranchi and recovered the explosives in the night of June 25. A total of 3,795 electronic detonators, about 9,800 ordinary detonators, one ton explosives, including nine quintal ammonium nitrate, 1,900 metre fuse wire, six gelatin pieces, INR 20,000 in cash, four mobile phones and a motorcycle were seized during the search operation. Police said, “The arrested persons were preparing to hand over the explosives to Kundan Pahan, the most wanted Maoist.”

Sometimes, the area is also used as a transit point. However, we are keeping a close eye on the situation,” Commissioner of the newly formed Asansol-Durgapur police Commissionerate Ajay Nanda. Top officers say Maoists look for diversification of their activities in newer areas where they could intrude by acting as sympathisers of people’s grievances, since their movements are restricted in the Jungle Mahal area (Bankura, Purulia and West Midnapore Districts). The heavy presence of joint forces in Jungle Mahal has severely crippled Maoists activities there. In a meeting, Maoists observed their inability to make inroads into industrialised areas, despite their success with the agricultural areas. They vowed to give special attention to the industrialized areas by trying to address the problems of the labour force there. Given the proximity to Jharkhand, the Maoists have even set up a special area committee in 2009 in Durgapur, Asansol and Dhanbad enabling leaders in Jharkhand to visit these places. “If someone receives any injury during encounter with the police he is brought to the area for treatment. Their main target is to get through to the colliery workers,” a Special Task Force officer in Kolkata said.

Ghodai, a resident of Nandigram in West Midnapore District of West Bengal, was arrested around 4am at Gian village, 70 kilometres from Jamshedpur. He was on his way to Dalbhumgarh, with an aide. Sub-Divisional Police Officer (SDPO) Naresh Prasad said they were tipped off that two Maoists were planning to cross the Subernarekha at Golaghat from Ghurabandha. The Police were able to arrest Ghodai while, the other managed to flee. The Police seized a loaded pistol and an empty cartridge from Ghodai’s possession. Prasad said Ghodai divulged that he belonged to the 15-member squad led by Maoist ‘zonal commander’ Kanhu Munda, which is active in Ghurabandha. “Ghodai revealed that the two were headed for Dalbhumgarh to carry out a poster campaign and a recce for planting explosives,” said Prasad. Sixteen cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed and six Central Reserve Police Force (CRPF) troopers were injured after a fierce encounter which took place in the forests of Silger, a “liberated” Maoist zone between Jagargunda and Basaguda in Dantewada District in the night of June 28, reports The Hindu. The operation was launched by the CRPF from three directions. Two Maoists were arrested after the encounter. The encounter is significant, as this is the first time that the CRPF has recovered these many bodies of Maoists. The arrested Maoists have been airlifted to Raipur. Official sources said six CRPF men, including two commandos of Commando Battalion for Rapid Action (CoBRA), sustained bullet injuries and they have been airlifted for medical aid. Preliminary reports suggest that the casualty figures of the Maoists could increase as information from deep inside the forests is trickling in slowly. This is the same area, close to Chintalnar, where Maoists had carried out the biggest ever attack on Security Forces killing 75 CRPF men and one State police personnel in April 2010.

The Judicial commission report into the June 28, 2012, killings at Sarkeguda in Bijapur District of Chhattisgarh says there is no evidence that the 17 persons killed were cadres of Communist Party of India-Maoist (CPI-Maoist), and it has detected “manipulation in probe” after the killings, reports The Times of India on December 2, 2019. A joint team of Central Reserve Police Force (CRPF) and Chhattisgarh Police had gunned down 17 persons at Sarkeguda in the night of June 28. Security Forces (SFs) had claimed they had launched an operation on the basis of inputs about the presence of Maoists in Sarkeguda and killed 17 Maoists. However, locals insisted those killed were not Maoists but innocent villagers, who had assembled for a village meeting. Later, on July 11, 2012, a one-member judicial commission, headed by Justice V K Agrawal, a retired judge of Madhya Pradesh, High Court, was formed which submitted its report to the State Government in November 2019. The Justice Agrawal report doesn’t use the words ‘fake encounter’, but indicates that those killed were not rebels. The panel has pointed out that they killed from “close quarters”, and that one of the victims was gunned down in the morning — several hours after the “encounter” took place. There was no firing by the villagers, but the SFs might have “fired in panic”, the report says. The Justice Agrawal report has also noted that the injuries suffered by six SF personnel were due to crossfire — possibly by bullets fired by forces. Observing that there was “clear manipulation in the investigation”, the commission also doubted the villagers’ claim that they had assembled for a meeting to discuss a festival.

Earlier, it was reported that 16 Maoists were killed in these incidents. The bodies of 17 men and a woman were recovered after the encounter in Kotaguda panchayat (village level local self-government institution) in Bijapur District, while the bodies of two men were found after a fire-fight near Jagargunda in Sukma District. “One body was in military green dungarees, the rest were in civilian clothes,” said Bijapur’s Superintendent of Police, Prashant Agarwal, adding the several improvised explosive devices, 303 rifles and muzzle-loading shotguns were retrieved from the encounter site. “We received specific information that senior Maoist cadres were going to hold a big meeting in the dense forests between Chintalnar, Jagargunda and Basaguda,” said Mr. Agarwal, “Our teams were sent to the spot, where they were fired upon by the Maoist Jan militia members. Six troopers were injured and fired back in retaliation.” The Times of India adds that among the Maoists killed in Bijapur District are ‘platoon commander’ Irpa Samlu and two members of the outfit's guerrilla army PLGA — Markam Suresh, wanted in a jail break in Dantewada and Kose Bija, claimed a CRPF officer in Delhi. Acting on a tip off, the SFs comprising the Special Task Force (STF), Central Reserve Police Force (CRPF) and Munger Police raided a Maoist camp in Paisra hills and destroyed the camp before arresting two hardcore Maoists, identified as B Koda and Chamru Koda, Superintendent of Police (SP) P Kannan said. A musket, four ammunition, blankets, utensils, tarred canvas and Maoist literature were seized from the camp, the SP said. She said 235 Left wing extremists have been arrested while 20 of them surrendered to the Police since the Trinamool Congress (TMC) Government came to power last year. Presenting the budget for the home department, Banerjee asserted that there was a significant improvement in law and order in the Jungle Mahal - forested stretches of three western Districts West Midnapore, Bankura and Purulia where Maoists have a base. She said Police recovered 86 firearms, 1,491 pieces of ammunition, 386 kg of explosives and 39 improvised explosive devices (IEDs) from the affected areas. A Maoist, identified as Sikandar Tanti shot dead a fellow Maoist Paltan Tanti in the village, the Superintendent of Police (SP) Kshatraneel Singh said. Upon hearing a gunshot, the villagers gathered on the spot and chased down a fleeing Sikandar Tanti and beat him to death, Singh said.
