A woman was sexually tortured by a Maoist ‘zonal commander’ for more than five years and she allowed it in order to save her husband, reports Daily Bhaskar. The victim’s husband is a Police officer. Salomi approached Police with her son and said that she was staying with the Maoists to save her husband and his brothers who are Policemen. According to her statement, Nirmal Da and Prasad Ji, two top Maoist leaders in the region, held a meeting in her village Piding in 2007. The Maoists threatened Salan, Habal and Sagen that their families will be destroyed of they did not leave the job of a Policeman. Salan is the husband of Salomi. Salan and his brothers did not leave their jobs but fled away from the village leaving Salomi behind. She was then taken into the custody of Maoists where she used to cook for the Maoists.

Five Communist Party of India-Maoist (CPI-Maoist) suspected to have been involved in operations against Police forces were arrested from two locations in Bijapur District of Chhattisgarh on November 1, reports Business Standard. Potam Shankar (28), Araiya Dinesh (19) and Araiya Ganpat (19) were arrested from Gauraram village under Maded area of the District by a joint patrolling team of District Police, Chhattisgarh Sashastra Dal and Central Reserve Police Force (CRPF), Bijapur Superintendent of Police (SP) Prashant Agarwal said. Another joint team arrested Pinnapalli Rajesha (22) and Gavdi Nagaiya (20) from Sairkonta village under Cherpally Police limits, said the SP. The arrested Maoist cadres were working as "Jan Militia" and dalam (armed squad) members and participated in various operations against the Police, the SP added.

Superintendent of Police (SP) Michael S Raj said that the Police fired 90 rounds during an hour-long encounter in the forests of Prem Nagar located at Bishrampur village under Ranka Police Station in Garhwa District and recovered a five kilogram Improvised Explosive Device (IED) and 20 detonators, reports The Times of India. The recovery also included Maoist literature, documents, pittu (back pack), used cartridges, cooking utensils and a letter addressed to the Jharkhand legislators demanding an end to all the operations in the state against the Maoists.

The Communist Party of India-Maoist (CPI-Maoist) has criticized its breakaway faction Tritiya Prastuti committee (TPC) for violating 'ceasefire' norms and for frequently attacking its cadres and their family members, reports The Times of India on November 1. ‘Spokesperson’ for the Bihar-Jharkhand North Chhattisgarh frontier regional committee of the CPI-Maoist, Manas, said despite responding to their call for "unilateral ceasefire", the TPC has been attacking their cadres and their family members almost regularly. The Maoists had extended a call for unilateral ceasefire with the splinter groups on June 26 for three months. The call was responded by the TPC.

They have launched the drive in Bargarh, Madhgarhi, Marda, Tiharo, Binda villages in Bhandaria block in Garhwa District. Their activities have also been reported from Baligarh, Birajpur and Tetardih villages of the adjacent Ramkanda Police Station area. The recruitment drive has been launched under the leadership of Vikasji, a senior Maoist leader to counter Operation Green Hunt against them. For this reason, they have demanded 5-6 youths from every village to recruit them in their armed squads. "Maoists have intensified their activities in many areas of the Bhandaria block since the last one month," sources said.

The Union Government has decided to ignore threats from Maoists and go ahead with developing an iron ore mine in the Left Wing Extremism (LWE)-affected Districts of Kanker and Narayanpur in the State that would supply raw material to the iconic Bhilai steel plant, reported The Hindu on November 2. It has also decided to construct a 90-kilometres-long railway track through Maoist strongholds to transport ore from the Rowghat mines to the plant. “We have assured the Steel Ministry and Steel Authority of India Limited (SAIL) officials that it would provide enough security personnel so that work on the important project could go on smoothly. All statutory clearances for the project have been taken and work on the project would commence soon. Although Maoists have threatened to disrupt work at the new mine, which lies in a remote area, we are sure that our security personnel, along with local people, will ensure that the work is completed at the earliest, which will also help in the development and progress in the region,” a senior official of the Ministry for Home Affairs (MHA) said.

The Union Home Minister Sushil Kumar Shinde said tackling the Communist Party of India-Maoist (CPI-Maoist) is the biggest challenge for the Central Reserve Police Force (CRPF) and other Paramilitary Forces, reports newstrackindia.com. Addressing the gathering at the 73rd Raising Day celebrations of the CRPF at its Academy at Kadarpur in Gurgaon of Haryana on November 1, Shinde said the CRPF has the challenge of assuring the safety of the villagers and tribals living in far-flung Maoist-infested areas. "Today, the biggest challenge before the Central Reserve Police Force is to tackle the spreading Maoist movements in the country and CRPF is already engaged in the operations. The Maoists have not just adopted the strategy of targeting security personnel but they are also attacking government buildings, schools, roads, power stations and telephone wires. This is the biggest challenge for the personnel that how successfully they can give a credible and trustworthy assurance to the people residing in far-flung areas of the country," said Shinde. He further said that they would have to formulate different policies top combat Maoist activities, insurgency and militancy in the country.

The suspects were identified as Ram Singh Bariha, a panchayat samiti member in Tureikela block, and his two sons, Debraj and Ganesh. Aiming to keep youngsters away from Communist Party of India-Maoist (CPI-Maoist) ideology, the Centre will launch a special skill development programme to facilitate employment of youths belonging to Naxal-affected states in corporate sectors, reports Business Standard. The Ministry of Home Affairs (MHA) has roped in the National Skill Development Corporation to impart training to youths from the Naxal-affected states in vocational courses like computer and mobile phone repairing, motor mechanic, catering, hospitality, carpentry, nursing assistant and driving, among others. A total of 1,500 youths will be enrolled in the three-month training course beginning in December 2012, while 2,000 more will be trained in the next fiscal year, official sources said. The ministry will bear the expenses up to INR 30,000 for each youth and the NSDC will ensure their placement in corporate sectors after the training, the sources said

The DGP said the unmanned aerial vehicle (UAV) would be available for full-fledged operations within three-four months. DGP Reddy said the anti-Naxal operations would be carried out under the guidance of the Unified Command. The decision was taken in New Delhi recently, sources said. The DGP said CRPF, Odisha Special Police, Greyhounds and the District Police would be involved in the combing operations. "The Police would use the choppers for deployment of forces and to provide logistics for them. The choppers would drop the security men and pick them up to avoid landmine blasts," a senior Police Official said.

Eight Districts in Odisha have been freed from the menace of Communist Party of India-Maoist (CPI-Maoist) due to aggressive operations and now the focus would be on the western Districts, Director General of Police (DGP) Prakash Mishra said on November 7, reports Outlook India. "We have achieved major successes against Naxals [Left Wing Extremists (LWEs)]. About 8 of the 17 Maoist-affected Districts are now free from the menace following aggressive drives," he told reporters during a visit to Rourkela in Sundergarh District. The eight Districts are Nayagarh, Jajpur, Dhenkanal, Sundergarh, Keonjhar, Sambalpur, Mayurbhanj and Deogarh, he said. The Police would now concentrate on Bolangir, Bargarh and Nabarangpur in western Odisha along with Gajapati and Rayagada Districts to demolish Naxal bases, he said. "Our other main thrust would be on Koraput and Malkangiri. We have special aggressive plans for those areas and in the coming days you will find defining results there for the forces," Mishra added. On Maoist leader Sabyasachi Panda, the DGP said, "He has set up bases in Gajapati, Ganjam and Kandhamal. Panda's base is weakening. Besides, the situation has changed after he left the CPI-Maoist and formed Odisha Maoist Party."

All the weapons and ammunition recovered from Maoists in Palamu, Hazaribagh and Simdega reached the State via Bihar. Jharkhand Police spokesman, Inspector General of Police (IG), S N Pradhan said, these weapons were once used by militants active in Northeastern States, and with the violence now receding, the insurgents do not want to keep these weapons with them anymore. The militants are only keeping the most advanced weapons as they have no use of these arms anymore. Pradhan said that according to information with the Police, the rebels are buying these M16 rifles for around INR 150,000 to INR 200,000 per piece. Against this, an AK47 costs around INR 400,000 to INR 500,000.

Chhattisgarh Chief Minister Raman Singh has urged the Union Government to formulate a comprehensive policy to deal with Left Wing Extremism (LWE) and to take steps to initiate a dialogue with the Maoists, reports Deccan Chronicle. “Naxal violence can only be contained with the active involvement of the Central Government. We are open to a dialogue with the Naxals and would support the Centre in all its endeavours if it initiates any peace talks,” Singh said. “We are implementing a liberal surrender policy. We have said that if there is any initiative for talks, Chhattisgarh would not shy away from it. But the key issue is if you are inviting someone for talks, he has to have faith in democracy. The day-long Ranchi District bandh (shutdown strike), on November 8, called by People's Liberation Front of India (PLFI), a break away faction of the CPI-Maoist, in support of tribals who have been opposing forceful acquisition of agricultural land in Nagri, got mixed response. Suspected PLFI rebels tried to set ablaze a truck in Lalgutuwa locality in the evening. Though the rebels set the truck on fire, Police doused it and saved the truck from major damages. "It is being investigated whether PLFI rebels played a role or it was the handiwork of some anti-social elements," said rural Superintendent of Police (SP), A V Minz. No effect of the bandh was witnessed in urban Ranchi. The State Government has acquired 227 acres of land in Nagri to construct permanent campuses of IIM Ranchi, National Law University and other educational institutions. Over 500 households in the village have been opposing the land acquisition since April, 2012.

Three Policemen and a prisoner were killed when about 100 armed Communist Party of India-Maoist (CPI-Maoist) cadres, including women cadres, attacked a Police van carrying 32 prisoners from Giridih court to the divisional jail at Mahadev Chauk in Giridih District on November 9, reported The Times of India. The Maoists succeeded in freeing eight of their comrades from the prison van. Police said over two dozen prisoners in the van also escaped after the attack. One prisoner, Sanjay Mahto, who refused to alight from the van, was gunned down by the Maoists. Director General of Police (DGP), G S Rath confirmed that three Policemen including Assistant Sub-Inspector of Police (ASI) Prabhu Nath Singh, Constable Raj Kumar Das, driver Sadanand Gagarai, lost their lives while six Policemen and three prisoners were injured in the attack. According to Police, the Maoists had put a tractor on Giridih-Tundi road near Ajjidih Mode which is close to the jail at the Mohanpur industrial estate to prevent the movement of vehicles on the highway linking Giridih to Dhanbad. The Maoists later triggered blasts on a truck which was damaged and the traffic was disrupted. The armed Maoists hurled bombs on the Police van and started firing on the vehicle. The Police van was attacked from all corners by the Maoists, witnesses said and claimed even the houses close to the road were damaged. One of the huts got burnt in the series of explosions. Giridih Police confirmed the Maoists had looted three rifles from the Policemen escorting the prisoners. Late in the evening, Police claimed that they arrested two Maoists, involved in the attack, from Bengabad. The eight Maoists who escaped after the attack have been identified as Baijnath Tiwari, Mithilesh Mandal, Nemchand Mahto, Sahdeo Soren, Chotaka Marandi, Bipin Mandal, Pantosh Hembrom and Rampravesh alias Ramesh Mandal, according to jail superintendent Ashok Chaudhury. Jail officials later said, four prisoners Ramesh Mandal, Surendra Hajra, Arjun Yadav and Babloo alias Sanjay Verma returned to the jail on their own.

While one of the Maoists returned on his own, another was found admitted to a nursing home. The Maoist who returned was identified Baijnath while the other Bipin Mandal was in a nursing home where policemen injured in the attack were admitted, Inspector General of Police (Special Branch) S N Pradhan said. The other six Maoists were still missing, he said. Three of the ten weapons looted during the attack which left three policemen and a prisoner dead, were also recovered, he said. The intention of the Maoists, who arrived in a jeep and 12 motorcycles, was to free dreaded Maoist Anuj, Pradhan said. The jeep and motorcycles were recovered, he said. Pradhan said that only some of the Policemen escorting the van had showed courage in confronting the Maoists. He said six companies of Security Forces would be permanently deployed in Giridih District to prevent such incidents.

The CRPF reportedly told the Union Ministry of Home Affairs (UMHA) that physical and educational qualifications for the tribal youths may be reduced instead and they be recruited on a permanent basis. “The induction of tribal youths in the CRPF will be a huge asset as they are naturally endowed in jungle craft and well versed with the terrain and local language,” the CRPF said. In August, the UMHA had written to the CRPF asking for its views on the plan to create a new force comprising 3,000 constables called “scouts”, who would be recruited from the 13 worst affected Districts in Chhattisgarh, Jharkhand and Odisha.

Intelligence sources said Communist Party of India-Maoist (CPI-Maoist) cadres from Andhra Pradesh, Odisha and Tamil Nadu could have infiltrated the border areas of Kerala and Karnataka looking for a hideout ever since the Central Reserve Police Force (CRPF) launched “Operation Green Hunt.” The tri-junction of Kerala, Karnataka and Tamil Nadu had already developed into a “perspective area” for the CPI-Maoists for building their organisational base. They planned to set up a “Dalam” (guerilla squad) in Mananthavady after infiltrating the tribal populace. According to Koraput District Police sources, on November 14, SFs raided a Maoist camp inside the jungle near Samna village under Narayanpatna Block. But the Maoists managed to escape. The items seized from the camp included 129 gelatine sticks, 15 metres of codex wire and 20 metres of flexible wire, one tiffin bomb, maps, a steel container used to prepare Improvised Explosive Device (IED), materials of day to day use, Maoist uniforms, leaflets and literature.

The gun-battle took place at Bhaliagada forest in Gobindpur Panchayat area under Mohana Police Station limits of Gajapati District bordering Ganjam District around 11 am when a police patrolling party came across a Maoist camp where Panda and around 15 of his associates were present, police said. "The Maoists opened fire and our men retaliated likewise. The gun-battle continued for an hour. We have recovered five bodies (all male) from the spot," Director General of Police (DGP) Prakash Mishra said. "Their identities are yet to be ascertained, but we believe they were from Kandhamal and Gajapati Districts and indoctrinated in the Maoist ideology," he added. Police said the blood trail from spot of encounter to the jungle suggested that some of the extremists were injured. "We have seized an Italian-make pistol, which is supposed to be Panda's personal weapon. This forces us to suspect he was present during the gun-battle and could be injured as well," a senior Police officer said. Superintendent of Police (SP) (Ganjam) Ashish Singh said Police have seized four country-made guns, two 9 mm pistols, around 80 kg of explosives and 35 rounds of live cartridges from the spot. Commenting on the incident, DGP Mishra said "We have specific information that he (Panda) was for a big build-up. Reports say his group strength has increased to 27. He has been recruiting people to the group," adds The Business Standard. Further, according to Press Trust of India, another cadre was arrested following the encounter.

Superintendent of Police (SP) Daljeet Singh said the explosion occurred near Banua crossing in the border of Dev and Dhibara Police Station areas. The blast damaged the vehicle carrying seven Policemen including Dhibara Police Station's Station House Officer (SHO) Indrajeet Singh. The ailing rebel leader, who is in his mid-70s, was granted bail by the court of Justice SC Mishra. Police said though Roy was facing trial in various cases of violence, arson and murder in Jharkhand, West Bengal and Odisha, the state did not oppose his bail plea on humanitarian ground. There are 18 cases pending against him but he is very sick and recently underwent a surgery for cancer. Roy was arrested from Midnapore in West Bengal in May 21, 2005. However, R Roy would be out of jail only after he gets bail in another case, he added. Earlier, Roy's kin had met Union Home Minister Sushil Kumar Shinde around a fortnight ago, seeking amnesty on his behalf on account of his terminal illness and old age. Though Roy is charged with sedition, Shinde took a humanitarian view of the request and forwarded the matter to the Jharkhand government, suggesting that Roy be given relief from incarceration in what are probably his "last days".

Deputy Superintendent of Police (DSP), Parakala Surender Reddy, commenting on the arrest said the six were working for Eturnagaram-Mahadevpur Division Committee. The Division Committee Secretary, Bade Chokkarao alias Damodar, and Mekala Raju alias Rajkumar had ordered them to paste wall posters in their village. On November 4, the Maoist Division Committee Secretary visited Deekshakunta village and secretly met Bobbili Raju who is the area organizer for Maoists. After the CPI-Maoist sabotage of May 28, 2010 left 150 passengers of Jnaneshwari Express dead near Jhargram in Bengal, the railway authorities banned night movement of passenger trains on the 280km Kharagpur-Rourkela section. The ban was lifted in phases and night movement of all passenger trains restarted in January 2012 but with a rider — superfast trains had to adhere to a 75kmph speed limit instead of their normal speed of 110-120kmph. Speaking to The Telegraph on November 21, superintendent of railway police (Tatanagar) Mritunjay Ranjan said the speed of the trains will first be increased to 90kmph in the first phase, and then to 110-120kmph in the second phase. The first phase will take effect in a month’s time. “We studied the pros and cons and submitted our response. The speed limit of trains is being increased in the backdrop of an improvement in the Naxalite situation on this stretch,” he said.

Kishanji was killed by Security Forces (SFs) in a gunfight on November 24, 2011. “We have information that Anand, who is a politburo member and among the senior leaders of the party is replacing or has replaced Kishenji. He would be or is heading the eastern regional bureau of the CPI(Maoist). We have alerted our forces who are keeping a strict vigil,” said a home department official. Sudarshan is known for his ability to draw up strategies in both the political and military spheres of action and mostly works at the planning stage. Sudarshan, who hails from Adilabad in Andhra Pradesh, is an engineer by training. He joined the Maoist fold in the 1980s. The Police describe him as “a soft spoken stocky man around 5ft 2inches tall with a dark complexion”. SFs suspect that Sudarshan planned the massacre of 75 CRPF personnel in Dantewada, Chhattisgarh on April 6, 2010.

K S Meena, additional director general (ADG), JAP, on November 23 said JAP personnel are being provided special training so that they can replace Central Reserve Police Force (CRPF) and assist State Police in anti-Maoist operation and other tasks related to maintenance of law and order. Meena said, "JAP comprising 10 armed battalions, five Indian Reserve Battalions and one State Industrial Security Force (SISF) is an elite force in state." After formation of the state, JAP increased its strength from 20,000 to 50,000 personnel, who are capable of tackling any kind of insurgency. "We are still in the process of recruiting 20,000 more personnel in different ranks from hawildar to sub-inspector and DSP. JAP men are equipped with ultra modern weapons and security equipment. According to Devadutta Singh, Deputy Inspector-General (DIG) of Police, South-West R ange, and Avinash Kumar, Superintendent of Police (SP), Koraput, the two Maoists were arrested at Dumbaguda village. Both of them were part of the hardcore militia group of Srikakulam-Koraput Joint Divisional Committee of the Maoists. Apart from it, they were also prominent members of the Maoist-backed Chasi Mulia Adivasi Sangh (CMAS) of Narayanpatna area. Both were close to CMAS leader Nachika Linga, who is in the most wanted list of both Odisha and Andhra Police. The Central Reserve Police Force (CRPF) is all set to procure hand-held laser range finders (HHLRF) and Belgium-made FN Minimi Light Machine Guns (LMG) in a bid to add more teeth to its fight against Communist Party of India-Maoist (CPI-Maoist), reported Indian Express on November 26. The Union Ministry for Home Affairs (UMHA) had already sanctioned its procurement. CRPF officials said the process to buy the weapons is in the final stage. The State informed the Union Ministry of Home Affairs (MHA) that an ordinance to amend the West Bengal Correctional Services Act (WBCSA), 1992, could not be prepared, but it would move an Amendment Bill to change the provisions of the said law in the week-long Assembly Session, which begins on December 7. A MHA source said it expected the State Assembly to pass the Amendment Bill in the brief session as terror-accused Aftab Ansari moved the High Court seeking the status of a political prisoner. At a meeting held at Nisanimunda in the District on November 27, the Gram Rakhis set December 3 as the deadline to meet their demands, failing which they would tender mass resignation on December 4. However, though the Gram Rakhis have mentioned ‘health problem’ as the reason behind their resignation, but the reality is something different which they didn’t want to disclose fearing the CPI-Maoist cadres, sources said. Sources claimed that group of Maoists came to the site and threatened the labourer stationed there and later took out fuel from the vehicles and set ablaze a JCB machine, a tractor and a vibrator-mounted vehicle.

Addressing his maiden press conference in Raipur on November 30, after taking over as the State's new Director General of Police (DGP) Ramniwas said, that the State Police was keen to contain Naxalism [Left Wing Extremism (LWE)] with the cooperation of the people and conduct policing with sensitivity and professionalism, ensuring protection of human rights, reports The Times of India. However, parried questions on how would Police support any peoples' movement like the Salwa Judum (an anti-Maoist vigilante group) to fight Naxalites by saying that the strategy to deal with rebels would always change with time and place. The Central Reserve Police Force (CRPF) personnel recovered a landmine and a computer belonging to the Communist Party of India-Maoist (CPI-Maoist) in Jhargram area in West Midnapore District on November 30, reports Zee News. Acting on tip-off, the CRPF personnel raided the Kushaboni forest area and recovered these items. The bomb squad officials defused the landmine and the seized computer was sent to Jhargram Police Station. The Police are expected to recover data about Maoist activities from that computer.
