A senior source said the Cabinet Committee on Security may soon approve setting up of the first Territorial Army battalion comprising tribals from the Naxal-affected areas of central India. Referred to as the 'Home and Hearth' battalion, it will provide the Army over 1,000 trained, tribal soldiers who can be effective in a whole host of activities including intelligence gathering. In States such as Meghalaya, 'Home and Hearth' battalions have been proposed to carry out intelligence gathering among other things.

About 50 armed Maoists came to the control rooms of private telecom operators and blew up the facilities detonating dynamites at Mahugayen village under Sonu Police Station area, Superintendent of Police (SP) R N Singh said. The Maoists triggered the blast in apparent protest against the killing of six Maoists during an encounter with the Police at Majidih village under Katoria Police Station area in neighbouring Banka District on February 26.

Sources said the Government is also in the final stages of approving three significantly large military stations or training centres in the Maoist affected areas. First is the proposal to set up a National School for Counter Insurgency at Saraipali in Mahasamund District of Chhattisgarh. The second proposal is for a fully fledged military station at Chakarbhata near Raipur. Sources said the Government is starting land acquisition for the station. Earlier reports had speculated that the Army wanted to shift its Special Forces Training School from Nahan, Himachal Pradesh to Chakarbhata. The third is the decision to ensure a regular military presence in the Narainpur Maneuver Range in Chhattisgarh. An official said the effort is to ensure that a brigade size Army training group is present at any point of time in the range. Army troops have in the past practiced in the range.

The Central Government is finalizing a series of decisions to increase military presence across the Naxal [left-wing extremist] belt in east and central India, reports The Times of India. Among them is a plan to raise the first Territorial Army battalion comprising local tribals. While sources insisted that the strategy was to increase military presence and no operations were planned, the move could deny many local advantages enjoyed by the Naxals. With a locals-only 'Home and Hearth' battalion and several military stations and training centres all over the tribal belt of central India, the Centre's strategy will give the military deep local presence and contacts.

The Police seized several castings, believed to be used by Communist Party of India-Maoist (CPI-Maoist) cadres for making hand grenades, rockets and other materials used for fabricating rocket launchers, during raids on their weapon fabrication units, being run in the guise of workshops, in Mumbai on March 1. The Mumbai Police, who conducted the raids following information furnished by the Andhra Pradesh Police, took into custody four Maoist cadres including two women. The arrestees were identified as Arka Paru Bai alias Laxmi, wife of Chekka Sivaramakrishna (arrested during raids on a Maoist workshop in Bhopal in 2007); Dinesh Wankhede, a Maoist District Committee member of Maharashtra; his wife Kalam Sumanta, and Asim Kumar Bhattacharya. While Arka Parun Bai is a native of Beersaipet of Adilabad district in Andhra Pradesh, Dinesh hails from Nagpur and Sumanta from Gadchiroli, Police sources said. Earlier, only Bhattacharya’s arrest was reported in SATP.

Toffan Sahu alias Akash alias Bangara (19), a close associate of the top associate of Sabyasachi Panda, the top leader of the Communist Party of India-Maoist (CPI-Maoist) surrendered to Ganjam Superintendent of Police (SP) in Chhatrapur in Ganjam District on March 1, reports The Times of India. Toffan, hailing from Gangapur village under Baragada Police Station in Ganjam District, said he decided to surrender to SP Rajesh Pandit after witnessing exploitation of Odia cadres in the state Maoist organization, which is being dominated by Chhattisgarh cadres. "According to him, there is a conflict between Odia and non-Odia cadres over leadership in the organization," the SP said. Toffan has provided the names of several militia members of Ghumusara Division of the CPI-Maoist, the SP added. Toffan, joined the Maoist organization in 2009, was acting as a courier for the Maoists, supplying rations and tiffins for the preparation of tiffin bombs. He was also closely associated with Sudarshan Mandal alias Shankarshan, one of the Maoist leaders, who was arrested in June 24, 2011 by Ganjam Police. Sudarshan was known to be active in preparing landmines and operating rifles.

In a suspected Communist Party of India-Maoist (CPI-Maoist) attack, two Government officials were killed while another was seriously injured, in Sitamarhi District on March 2, Police sources said, The Hindu reports. The victims were identified as officials from the Bihar State Bridge Construction Corporation. Project manager G.B. Singh and engineer Vikas Mishra died on the spot while site in-charge Ramadeen Pandey, was injured. They were engaged in constructing a INR 450 million bridge along with the Haryana-based Singla Construction Company at Marar village in the District's Belsand block. “The issue of levy certainly cannot be ruled out in this case,” said Belsand Station Head Officer Santosh Sharma.

Ramkrishna had purchased the flat where Maoist leaders used to hold meetings,” said an STF officer. Posing as a businessman, Ramkrishna was staying in the flat for the last few months. The Security Force (SF) personnel seized a huge quantity of materials reportedly meant for manufacturing rocket launchers and grenades. “The raid at Pal Goods Transport godown was carried out late Sunday night while police struck at the campus of Preeti Roadlines on Monday morning,” Senior Superintendent of Police (SSP), Deepanshu Kaabra said. The preliminary investigation suggested that the materials seized had the use in making sophisticated weapons like rocket launchers and grenades, he added. The police recovered 75 wooden boxes containing bolts and pipes from the premises of Pal Transport company while small motors used for assembling parts were recovered from on Monday’s raid. The employees working in both the transport companies have been detained for interrogation. The raid on transporters came on the basis of tip off provided by the CPI-Maoists nabbed in Kolkata recently in a joint operation of Andhra Pradesh’s Greyhound and West Bengal Police. The Police officials hinted that they were keeping a close watch on the transporters in wake of the development.

The duo was identified as Anda Majhi (27), a resident of Guruguda village and Mangaraj Durua (25), a resident of Mahupadar village. Suchitra was with Kishanji when he was killed in the encounter on November 24, 2011 in the Burisole forest area in West Midnapore District. Her surrender comes a year after her late husband Sashadhar Mahato, senior Maoist leader and a close associate of Kishanji, was killed in an encounter on March 10, 2011. Last month she married Prabir Gorai, a resident of Dhanshala village in the Lalgarh area of West Midnapore District. Gorai also surrendered along with Suchitra. Gorai is an activist of the Maoist-backed People’s Committee against Police Atrocities (PCPA) from Lalgarh, but does not have as many cases pending against him. The Telegraph adds that Suchitra had nearly 80 cases against her, including the attack on the Eastern Frontier Rifles camp in Silda in 2010 that killed 24 troopers, abduction of former officer in charge of Sankrail Police Station Atindranath Dutta in 2009 and the killing of two polling officers the same year.

Rajesh Sharma, an active member of the now disbanded Maoist Communist Centre, had land dispute with a fellow villager, Lalan Singh. About six members of an armed squad of the Maoists attacked the relatives of Rajendra Singh while they were on their way to the local market. Around 50 Maoists stopped an Andhra Pradesh State Road Transport Corporation (APSRTC) bus going to Chintapalli from Narsipatnam at the culvert and after taking away mobile phones from the passengers blew up the culvert. However, no one has been injured in the incident. Sources said the Maoists held a meeting with villagers before setting the unit on fire. They asked women if the presence of the liquor unit was a cause of disturbance for them. After all the women said they did not want the unit there, the Maoists set ablaze the unit in their presence and fled. "The so-called 'People's war' being waged by the CPI (Maoist) [Communist Party of India-Maoist] against the Indian state has also drawn support from several organisations located in Germany, France, Holland, Turkey and Italy. Besides, Left-wing extremist groups have participated in conferences and seminars conducted in Belgium and Germany," the Minister of State in the MHA, Jitendra Singh, told Parliament. However, the Home Ministry did not make it clear whether the organisations in European countries are only lending ideological support to the CPI-Maoist or providing financial help as well. In the reply to Parliament, the MHA went on to say that the CPI-Maoist has "close links" with foreign Maoist organisations in the Philippines and Turkey.

The Police recovered 3600 cartridges, 1,000 ml of Trio nitrate methane explosive, one packet of sodium bicarbonate, five packets of naphthalene, two rocket-propelled grenades (RPG), one rocket launcher, three magazines and 20 litres of other chemicals. The Police also recovered INR 334,000, 17 cell phones, a Bolero jeep and 100 gloves, besides Maoist literature from the incident site. Rakesh belongs to Jehanabad District while Toofan hails from Palamu in Jharkhand. Director General of Police Abhayanand said the two Maoists revealed during interrogation that one of their colleagues, Arjun alias Munna alias Manni, had gone to Latehar in Jharkhand with a huge cache of arms. All of them are said to be working for CPI-Maoist central committee member Arvind Ji alias Nitant Ji alias Baba alias Dada. Abducted ruling Biju Janata Dal (BJD) Member of Legislative Assembly (MLA), Jhina Hikaka, was ‘produced’ before a kangaroo court organised by the Communist Party of India-Maoist (CPI-Maoist) at an undisclosed site at Narayanpatna in Koraput District on March 27, reported The Telegraph. Hikaka answered questions at the kangaroo court put at him by the tribals who attended the court at the Maoists’ invitation. A Delhi court on March 28 put on trial Communist Party of India-Maoist (CPI-Maoist) politburo member Kobad Ghandy for alleged cheating, forgery and impersonation while discharging him on charges under stringent anti-terror law, reports The Statesman. Paving the way for the trial, additional sessions judge Pawan Kumar Jain framed charges against 65-year-old Ghandy under various provisions of the IPC relating to cheating, forgery and impersonation in the case in which he is accused of trying to set up a base for CPI-Maoist. The court, however, discharged Ghandy of the charges under the Unlawful Activities (Prevention) Act due to improper sanction from the authorities. “In my opinion, case is made out against Gandhy under the provisions of Unlawful Activities (Prevention) Act but I am discharging (of the charges under UAP Act) him for want of proper sanction,” the judge said.

It says weapons numbering 10,594 (value INR 148 million) including 5,596 modern weapons (35 per cent) valued INR 138.3 million were retained in the State provincial store at Cuttack as on March 2011 un-issued on the ground of non-availability of trained staff to handle these weapons. “All these weapons meant for countering Left Wing Extremism (LWE) activities were not supplied even to the field units in LWE affected districts. About 47 per cent of the total available AK-47 rifles remained idle at the State Provincial Store,” CAG said. According to reports, in 36 Police Districts, despite availability of 28,814 weapons valuing INR 351.8 million in its armouries, including 10,281 modern weapons, the same were not issued to police stations and outposts (Ops) on the ground of non-availability of trained staff to handle these weapons. “Records of 48 test checked police stations and outposts in eight test checked police districts revealed that while no weapons were available in 13 police stations and four outposts, one pistol each was available in three police stations, modern weapons like AK-47 rifles were available only in two police stations. In remaining 26 PSs, old weapons like musket, bayonet and revolvers were available,” CAG finds.

A Koderma Police team foiled an attempt made by the Communist Party of India-Maoist (CPI-Maoist) cadres to enter the Hazaribagh District through Rajwar forest under Satgawan Police Station on March 30, reported The Times of India. Superintendent of Police (SP) Shambhu Thakur said that there was massive exchange of fire between the Maoists and the Police. However, the Maoists could not fight for long and escaped when the Police chased them. The Police later arrested a Maoist, identified as Ranjit Razak alias Pramod hailing from the Lakhisarai District of Bihar. Acting on a tip-off that four persons were busy in planting land mines near Chumatungri for the approaching search and cordon party, Security Forces rushed to the said area and launched a quick-search operation. The four cadres identified as Lala Nag (52), Birendra Nag (20), Lesua Tenwa (26), and Obey Dhanwar (24) were arrested while trying to plant the mines near Chumatungri between Kaliaposh and Digha Road in the Police Station limits. All the four belonged to Samtha village in the Jareikela Police Station area of West Singhbhum District in Jharkhand. “We have recovered one land mine, weighing about 15kg, kept in a steel container, two dry cell battery, 100 meters of wire, one crowbar and one mobile phone from their possession,” said Rourkela Superintendent of Police Himanshu Lal.

The Maoists were now ready to release Italian tour operator Bosusco Paolo if the State Government agreed to fulfil three of the 13 demands raised by the abductors of and negotiation on the remaining demands could be held after the Italian was freed, Dandapani Mohanty, one of the interlocutor said. The charge sheet will come up for consideration on March 31 (today).
