Cadres of the People's Liberation Front of India (PLFI), a break away faction of the Communist Party of India-Maoist (CPI-Maoist), killed two villagers at Kulbir-Ambatoli Village in Gumla District on December 1, reports The Times of India. The victims are identified as Samnichar Khadia (35) and his nephew Chaitu Khadia (30). The PLFI cadres also assaulted the wives of the victims who were admitted to Gumla Sadar Hospital. According to Birendra Toppo, Officer in Charge (OIC) of Palkot Police Station, PLFI cadres carried out the attack. The Sanjay Tiger group of PLFI is suspected to be involved in the killing, a Police officer added.

cornered by continuing operation by Security Forces Sabyasachi Panda’s newly formed Odisha Maoist Party (OMP) would find it hard to get new recruits to increase its strength, says a report published in The Hindu on December 1. According to senior Police officials monitoring the operation against the Sabyasachi group, the senior CPI-Maoist leader M. Balakrishna would also not let the expelled Maoist to increase its strength through new recruitments. According to intelligence sources, most tribal people living in remote areas were not ready to join the Sabyasachi group due to fear of the CPI-Maoist. Villagers had more fear for the Chhattisgarh and Andhra cadres who are more ruthless and violent. Villagers did not want to irk them by siding with Sabyasachi. The CPI-Maoist had also reduced the fire power Sabyasachi group. Either before his expulsion or just after it, this group was suspected to have taken away all modern arms from the secret Maoist dumps.

The Communist Party of India-Maoist (CPI-Maoist) has put up posters in Koraput and Malkangiri Districts ahead of People's Liberation Guerrilla Army (PLGA) week starting December 2, reports The Times of India on December 1. The posters, urged people to cooperate during PLGA week, was found in Boipariguda, Ramagiri, Lamataput and Onakadelli in Koraput District and Govindpalli and Kalimela in Malkangiri District. "Join PLGA and form local militia to fight against the exploitation of tribals," read a poster pasted at Boipariguda. "We are keeping strict vigil along Odisha's border with Andhra Pradesh and Chhattisgarh to ensure that Maoists do not get a chance to enter our state. The posters are being removed," said (south-west range) Deputy Inspector General (DIG) S Devadutta Singh.

Acting on a tip-off, a joint team of Police and Special Task Force (STF) raided the house at Makshash Mohalla in Kashim Bazar Police Station and arrested Ravi Sharma and Kranti Sharma, Superintendent of Police (SP) Rajiv Mishra said. Communist Party of India-Maoist (CPI-Maoist) inmates, including those who have political prisoner status, have gone on an indefinite hunger strike at Presidency Correctional Home in Kolkata since December 2, demanding immediate release of ailing Maoist inmates Gour Chakraborty and Sushil Roy, reports The Times of India. Chakraborty is a septuagenarian Maoist leader, who was the official spokesperson of the CPI-Maoist’s Bengal chapter until the party was banned in 2009. Chakraborty was arrested in 2009 and charged with UAPA and is still lodged at Presidency jail. For the past few months he has been suffering from various ailments, including cardiac problem. His condition is critical and following his treatment at Bangur Institute of Neurology, he is now at jail hospital. Sushil Roy was also a veteran Maoist politburo member and is now lodged at Giridih jail.

Family members of martyred gramrakshi would receive INR 500,000 immediately as ex-gratia from the Government. Apart from it, INR 500,000 towards insurance would also be provided, Kumar said. According to the SP, the family of a martyred village guard would also be entitled for either 10 decimal land in rural areas or 4 decimal land in urban areas. But most gramrakshis, who live in remote areas, do not have any knowledge about these schemes.

According to reply furnished by Chief Minister Naveen Patnaik in the State Assembly in Bhubaneswar on December 3, the State Government received Central fund to the tune of INR 1.2638 billion from 2009 to 2012. During the same period, the State Government paid to the tune of INR 303 million under Police modernisation programme. Patnaik claimed that the State spent INR 1.4323 billion accounting 91.41 per cent of utilisation of the fund. Similarly, INR 520 million of grant-in-aid was received for construction Police and outposts in Maoist-affected regions from the year 2009 to 2011. However, the fund flow was raised to INR 1.12 billion under fortified Police Stations in the year 2011-12.

Police said the incident took place when Chhinnaram went to his farm accompanied by two of his body guards. The Maoists opened indiscriminate firing, killing Gota on the spot. His body guards returned fire but one of them identified as Mangal Udsam, sustained serious bullet injures and later succumbed to his injuries, adds IBN Live. The other body guard, Budhram Toke, who was also seriously injured in the attack, was later taken to the District hospital. Before fleeing from the spot, the Maoists set ablaze the vehicle of Chhinnaram and also took away three rifles. According to the Police, Chhinnaram was a prominent leader during the erstwhile Salwa Judum movement and was on the hit-list of the Maoists for a long time. At a recent meeting with Singh at Raipur, Sahay pointed out that CRPF formations are connected by kacha tracks which has made movement of paramilitary personnel risky as many jawans have lost their lives due to Improvised Explosive Device (IED) blasts on these tracks. During the meeting, the CRPF chief also raised concern over the failure of the State police in making arrests or filing charge sheets against Naxal cadres who have inflicted major losses on the Paramilitary personnel. Ramniwas, told PTI over phone from Raipur that assistance from the Union Government, good work done by the Chhattisgarh Government and cooperation from various quarters are the factors responsible for improvement in law and order and Naxal scenario in the tribal-dominated State. Superintendent of Police (SP) Mohammed Suvez Haque said District Police C-60 commando force was conducting anti-Naxalite [Left Wing Extremism (LWE)] operations after being informed that Naxalites, including some senior cadres, were camping there. On seeing the Police, around 30 Naxalites, including some women, opened fire on the Police. The Police too retaliated, triggering an exchange of fire that lasted for 15 minutes, after which the Naxalites fled. Later, the Police recovered a steel box buried, containing live cartridges, some Naxalite literature, utensils, two sets of walkie talkies, two uniforms and a switch. Senior CPI-Maoist cadres, including its Secretary of the Maharashtra State Committee of CPI-Maoist, Deepak alias Milind Teltumbde, ‘commander’ of ‘platoon B’ Pahadsingh alias Ashok Madkam, ‘commander’ of Korchi dalam (armed squad) Gopalsing alias Darbansingh Madavi and ‘divisional committee member’ Rajesh alias Sujansingh Madkam, were allegedly involved in the firing, the Police said. Haque also said the Police plan to organise a 'surrender week' during which they will appeal Naxalites to surrender before the Police. In a move to motivate contractors to take up road construction in left wing extremism (LWE) affected Districts, the Centre (Union Government) has decided to provide insurance cover to the men and machines deployed at sites, reports The Times of India on December 10. The Highways Ministry issued this notification after it found that contractors were not showing any interest in the troubled zones since there was a fear of equipment being damaged and employees getting attacked. A senior ministry official said the insurance premium would be paid by the highways ministry. The circular, listing several relaxations to push road work in areas where bidders are showing no interest, said, "The premium of insurance is to be charged with project cost estimate and to be met out of the contigencies/work charged establishment." The circular states that the tendering guidelines may be relaxed on the "lines of PMGSY (Prime Minister Gram Sadak Yojna) so as to facilitate tendering process and early completion of road packages". Another major intention of the Government behind this relaxation is to allow the successful contractor to sub-contract non-mechanized/non-bituminous work including earthwork. Sources said the situation was worse in Chhattisgarh where eight projects covering 252 km are not getting bidders.

To optimise the use of the helicopter duly ensuring that the overall cost is limited to INR 150 million per year and that there shall be no extra demand on state budget,'' an order issued by the MHA said. The Mi-172 helicopter might be pressed into service in the Andhra Odisha Border (AOB), which is still a Maoist-affected region in Andhra Pradesh. Using the helicopter, the anti-Maoist forces, mostly Greyhounds, might directly land at a specific location at a short notice after getting information about their movement.

Pradhan and Jharkhand Police Spokesperson commenting on the matter said "There was some information that some elected representatives were being targeted for their alleged involvement in liaison activities, but the main reason they are in the crosshairs is their sympathy towards a particular outfit. We would suggest the elected representatives not to have any sympathy for any particular group. I am sure this will solve the problem to a large extent as most killings are due to group rivalry."

As the HC had also directed the government to fill posts in tribal-dominated talukas (administrative unit) of Melghat, Chikhaldara and Dharni in Amravati District within two weeks, the Chief Secretary directed the concerned officials to complete the formalities for these talukas by December 15. Banthia warned that if the posts in administrative departments were not filled up within the stipulated time, then the Secretary of the department concerned would be held responsible. The circular directed the administrative departments to immediately fill up Class A and B (gazetted) officers' posts in Naxalite-Left Wing Extremist (LWE) affected areas.

The arrests include Communist Party of India-Maoist (CPI-Maoist) and People's Liberation Front of India (PLFI) cadres, including sub-zonal and zonal ‘commanders’. Commenting on the arrests, Ranchi, Senior Superintendent of Police (SSP), Saket Kumar Singh said "The arrests have been a result of a collective effort by the entire team." A total of 10 rifles, 18 guns and five powerful can bombs have been seized from rebels this year (2012), along with detonators, ammonium nitrate, boosters and live cartridges. The huge cache of explosives that Police recovered was enough to blow up a large part of the State capital, Ranchi. The prized catches of the year include the arrest of Dhneshwar Yadav alias Kargil Yadav, a ‘zonal commander’ of PLFI with six rifles, two revolvers and hundreds of bullets from Mahuazari village. He was arrested along with six members- Mohan Ram alias Machhar, Varun Yadav, Prem Yadav, Pintu Oraon, Vijay Oraon and Sanjeev Oraon. Of the 59 arrests, around 40 percent of the arrests have been made from Bundu, Tamar, Namkum, Itki, Bero, Lapung Silli and Mandar. A total of 69 LWEs were arrested in 2011.

The Maoists, who usually call for a bandh (general strike) to commemorate the anniversary of PLGA in a statement issued on November 30 decided against calling a bandh this time and asked for more mass contact programmes. The party had, in fact, warned against bandh being called in the name of the Maoists. Till last year, bandhs were called in Maoist-dominated areas to show the underground party's might and popularity. For the first time in 12 years, the party's call was for "conducting meetings, rallies and demonstrations on a large scale in each and every village to propagate the political aim of the people's war waged by the PLGA and to defeat 'Operation Green Hunt'. The charge-sheet has been filed against Maoist leaders Pallab Borborah, Indranil Chanda and PLA's External Affairs Chief Asem Ibotombi Singh alias Angou, who were all arrested in 2012 from Assam, Kolkata and Odisha, respectively. According to the charge-sheet, all the communication equipment recovered from the Maoists have made-in-China marks, while arms recovered from PLA members too belonged to Chinese brands. The accused are alleged have played a significant role in training of Maoists by PLA in Jharkhand's Saranda forests apart from procurement of arms and communication equipment.

Deputy Chief Minister R. Ashok, who also holds the Home portfolio, on December 18, said that the Naxal [Left Wing Extremism] problem in the State is on the wane, reports The Hindu. There were only around 15 to 20 Naxalites active in the State, some of whom, according to him, were mercenaries. Addressing presspersons, Ashok said the intensive combing operations in Naxal-affected areas in the State had paid rich dividends. The constant pressure put on the Naxalites kept them on the run. The mercenaries masquerading as Naxalites were also slowly deserting the hardcore Naxals. “I am confident the number of Naxals active in the State will come down to single digit soon.” Further, to a question, Ashok said a new recruitment policy for Police personnel had been sent to the Government for approval. The proposed policy would ensure filling of vacancies in the Police Department without having to wait for the Finance Department’s nod. At any given time, there were around 18,000 vacancies in the Police Department despite the recruitments made by the Government. This was due to the delay in getting approval from the Finance Department, Ashok said.

Superintendents of Police (SP) of Naxalite-Left Wing Extremism (LWE) affected Districts and senior officers of the Central Reserve Police Force (CRPF), Combat Battalion for Resolute Action (CoBRA) and Jharkhand Jaguar, who mostly lead the operations, have been provided with TERA software. The software was made available to the force about three to six months back in different districts. Ranchi District got it six months back. Commenting on the acquisition of the software, S.N. "A steep decline in Naxal incidents has been reported this year since 2004. Pro-active measures by the Security Forces have thwarted the Naxal attempts. Although, Maoists [Communist Party of India-Maoist (CPI-Maoist) cadres] were attempting to strengthen their hold in other Districts, regular cordoning operations have prevented them to do so," Chhattisgarh Home Minister Nankiram Kanwar said in reply to a calling attention motion on the floor of State Assembly. Claiming that Naxal-related incidents have fallen to half in the current year in comparison to 2006, Kanwar said the number of cases involving killing of innocent people has also come down.

The decision was taken at the Cabinet meeting chaired by Chief Minister Arjun Munda, Cabinet Secretary N N Pandey told reporters in Ranchi. Leading civil rights activists and Communist Party of India-Maoist (CPI-Maoist) sympathisers on December 20 condemned the Bihar Government’s withdrawal of permission for a rally in Muzaffarpur District, scheduled for December 21, to protest against the crackdown by the Police and paramilitary forces on the tribal people across the country, reports The Asian Age. Eminent Telugu poet and Maoist ideologue Varavara Rao and social activist B.D. Sharma described the forestalling of the Muzaffarpur rally as “arrant stifling of democratic discussions on crucial national issues”. Rath, on December 20, said that soon the State will have 150 Compact Police Stations catering to the advanced security needs of an area, reports The Daily Pioneer. Addressing the media in Jamshedpur he said “As per our plans, in the first phase, we have given the green light to 150 such Police Stations. Later, we will consider converting the rest of the 350 Police Stations across the State.” Commenting on the challenges posed by the Left-Wing Extremism (LWE) issue, he said, “I do not claim that the Communist Party of India-Maoist (CPI-Maoist) activities have been stopped. However, the situation has improved to a great extent as we have been able to contain them.” When asked if fresh violence in Saranda would affect development projects, he pointed out that there was no presence of LWEs there as such. Vineel Krishna from their captivity, reports The Times of India. In posters put up at several places in Malkangiri District, the Maoists denied receiving money from anyone for the release of the Indian Administrative Service (IAS) officer and the tribal legislator and asked Dandapani to withdraw his statement. "For the past few days Dandapani has been saying in the media that INR 60 million was paid to Maoists for the release of Krishna and Hikaka. But this is not true. We have not received any money from the government. The Ministry of Home Affairs (MHA) has advised Naxalite-affected states to set up joint task forces while choppers are provided for anti-Maoist operations, Andhra Pradesh Director-General of Police V Dinesh Reddy said on December 24, reports Zee News. "Recently the MHA took a decision to set up joint task force where MHA will give us choppers so that we can send them to a distance of about 10 kilometers across state borders from where joint operations could be carried out," he told reporters. Such joint operations were already being carried out at Gadchiroli in Maharashtra, Chhattisgarh and Andhra-Odisha border areas bordering the eight Maoist-affected Districts of Andhra Pradesh, he said. "There are over 300 underground cadres from Andhra Pradesh, of which around 200 migrated to other states, while the rest of the underground cadres stay in bordering Districts of other states and occasionally cross over into Andhra Pradesh. However, the Andhra Pradesh Police has been driving them back," he added. DGP V Dinesh Reddy further said that the State Police successfully kept left-wing extremism under check this year by arresting as many 299 extremists, including Maoist leaders while 304 Maoists surrendered. There were four exchanges of fire where three extremists died and 51 weapons were recovered, he said.

A suspected ‘area commander’ of the People's Liberation Front of India (PLFI), identified as Ajit Sahu, was killed by a mob when he had gone to collect ‘levy’ at Renghari Mundatoli under Thetaitanger Police Station in Simdega District, reports The Telegraph. a PLFI is a breakaway faction of the CPI-Maoist. According to Simdega Superintendent of Police (SP) Prabhat Kumar, Sahu had been demanding levy from Dinesh Tirkey, a retired Army man. Sahu went to the village at 4pm to demand INR 50,000 from Tirkey. He was soon gheraoed by villagers and killed. “Sahu was earlier associated with Pahari Cheeta and perhaps he also happened to be the local area commander of PLFI. Several criminal cases, too, were pending against him,” Kumar added. The Pahari Cheeta, a Naxalite [Left Wing Extremism (LWE)] organisation, is active in remote villages of Simdega and Gumla Districts.

Central Reserve Police Force (CRPF) Director General of Police (DIG) (Chaibasa operational range) Ashok Samyal said the high-tech plan to monitor movement of suspected Naxalites [Left Wing extremists (LWEs)] in Saranda was in an early stage. “Our plan is to scan the paths, used regularly by people, including villagers, forest officials and the rebels, which lead to the interiors of the forest. According to reports, the Maoists attacked a Police party on December 4 last in Hiker jungle under Aheri tehsil (revenue unit) of Gadchiroli District, during a routine patrolling. The Police party retaliated and a woman Maoist was killed while four-five other Maoists were injured in the fierce hour-long firing, informed Mohd Suvej Haq, the Superintendent of Police (SP), Gadchiroli District. He further added “The Maoists managed to carry the body and fled the scene.” The intelligence sources identified the women Maoist killed in the encounter as Narmada. “We also hear about it from our sources. Now we are waiting for the confirmation from the Maoist”, he said. Narmadakka (46) was appointed as Divisional Secretary of South Gadchiroli Division a few years ago after the death of Shivanna. Andhra Pradesh Government announced cash rewards ranging from INR 1 to INR 2.5 million to encourage Communist Party of India-Maoist (CPI-Maoist) cadres in the State to surrender, reports The Times of India on December 27. This is the highest amount that a Maoist-affected State offered so far. As per a recent State Government order, each Central Committee leader or politburo member, who surrenders, would be eligible for a onetime package of INR 2.5 million, against INR 1.2 million earlier in addition to a bonus for depositing weapons. The reward for State Committee members, who give up arms, will now be INR 2 million, against INR 1 million earlier. Divisional or District Committee members would get INR .5 million and .4 million. Commander rank leaders would get INR .4 million to surrender, their deputies INR .2 million. A dalam member would get INR .1 million, up from INR 20,000 earlier, sources said. Maoist leaders eligible for the maximum package include CPI (Maoist) chief Muppala Lakshmana Rao alias Ganapati (62), Central Military Commission Secretary Namballa Kesava Rao (62) and Dandakaranya area in-charge Mallojula Venugopala Rao. Katakam Sudarsan, Malla Raji Reddy and Central Committee leaders Ramakrishna, Modem Balakrishna, Central Military Commission member Tipparthi Tirupati are among those politburo leaders who operate from outside the state but are eligible for the top prize. Andhra Pradesh Home Department estimates say that around 400 Maoist leaders operate in the State. In 2010, 140 rebels surrendered while around 240 followed suit in 2011. Commenting on the policy, a police officer said "We will get good results with the new GO (government order) as most of the Maoists are suffering from chronic diseases like diabetic, malaria, arthritis and skin disease." Another officer said "If a Maoist surrenders, the cash reward will be given to him. Since 2010, 38 Maoists have surrendered in the State and five of them in recent months and the process of finalising their rehabilitation process is still on. Out of the remaining 33, except for Suchitra Mahato, 32 have got jobs as Home Guards (HGs) in the Department of Disaster Management, who will be, as per rule, put under the service of the Superintendent of Police (SP) of the Districts they belong to. The HGs will be deployed in the three Left Wing Extremism (LWE)-affected Districts of West Midnapore, Purulia and Bankura and will be paid INR 310 a day. Their training will begin from January 1 next year. A top official of the Home Department told “Some of the surrendered Maoists have special skills like working for photo shops and we are thinking of inducting them in our Intelligence Branch. We have special plans for them. In fact, we will use them according to their skills.” The State Government is recruiting them under a special category. The minimum educational qualification of Class X pass out and the age bar of 35 have been relaxed in a few of the cases to get the surrendered Maoists back to the mainstream. The surrendered Maoists have also been receiving monthly stipend of INR 2,000, a cash sun of INR .15 million deposited in their banks accounts and also incentives for the weapons they have surrendered as part of the surrender package announced by the Trinamool Congress (TMC) government.

To eliminate the Communist Party of India-Maoist (CPI-Maoist) influence in the Visakha Agency and to facilitate the safe transit of VVIPs, the Andhra Pradesh State Government sanctioned INR 2.4 million to construct six helipads in the District, reports The Times of India on December 29. Apart from the transit of Z-category VVIPs, the helipads will also be used for swift deployment of Security Force (SF) personnel in the sensitive areas. Addressing the Press on December 28, Superintendent of Police (SP) (Visakha Rural) G. Srinivas said that the State Government sanctioned INR 400,000 each for the construction of six helipads in the Visakha Agency and the District Police Department would be building the helipads in Maoist infested areas such as Seeleru, GK Veedhi, Chintapalli, G Madugula, Araku and Koyyuru. Commenting on the anti-insurgency activity, the SP said there had been a drastic 70 per cent decline in extremist cases related to the Maoist menace. Sixteen cases of extremist activity, including the murders of a head constable Kuna Appanna and a villager Sindri Batro of Koyyuru, were reported in 2012, while the number of such cases was 17 and 41 in 2011 and 2010 respectively. The Police had tasted success in arresting 11 Under Ground (UG) Maoist cadres along with arms without any bloodshed. This apart, the Police was successful in arresting 161 people, including 11 UG cadre, 40 militia members and 105 Maoists sympathisers, he said. A total of 326 Maoists sympathisers, including 8 UG cadres surrendered in 2012. The number of arrested and surrendered Maoists was very high this year as compared to that of the previous years -- 77 in 2010 and 178 in 2011. The Rural SP pointed out that as per their records only 25 UG cadres and about 40 militia members are operating in the Visakha agency area.

The National Investigation Agency (NIA) on December 29, filed a supplementary chargesheet against four Communist Party of India-Maoist (CPI-Maoist) cadres in Kolkata (West Bengal) for trying to manufacture rockets, launchers, rocket-propelled grenades and 51 mm mortars, according to Hindustan Times. The probe had revealed that the naxal’s secret weapon programme was running under the direct guidance of top naxal leader Muppala Laxmana Rao alias Ganapathi. The first chargesheet was filed against Sadula Ramakrishna, Dipak Kumar, Sukumar Mondal, Sambu Charana and Bapi Mudi. Now the agency has filed a supplementary chargesheet against Asimkumar Harnath Bhattacharya among others. They have been charged with running the Maharashtra unit of the Central Technical Committee of the CPI-Maoist that used to receive regular instructions from Ramakrishna.

The rescued woman belongs to Bihar's Chhapra District, and many cases are registered against her. Commenting on the incident, Kranti Kumar, Superintendent of Police (SP), Latehar, said the woman was abducted by the Maoists and was part of their group for the last six months. He further said, "The woman belongs to Heranj Police Station; she was forcefully abducted by the Maoists. They had kept her with them for the last six months and have not allowed her to meet her family members. They have exploited her." The arrested woman cadre said that two to three more women cadres have been forced to stay with the rebels.

Prakash Mishra, the Director General of Police (DGP), Odisha, on December 30, dismissed rumours that any top Maoist leader was still present in the State, and claimed that Maoist problem in the State would be under control in the next two years, reports Zee News. The DGP said in Rourkela (Sundergarh District), “All the Maoist leaders are from outside Odisha. Sabyasachi Panda (is) not a big leader as such. His position in the Maoist set up is known to all." The DGP claimed that out of the 17 Maoist-affected Districts in Odisha, eight have been freed from Maoist activities and now the focus would be on the rest. In the coming days the forces would concentrate on Districts including Bolangir, Bargarh, Nabrangpur, Gajapati and Rayagada, however the main thrust would be on Koraput and Malkanagiri. Mishra further said, "Efforts are on to enhance the staff by inducting more constable level personnel." Present strength of Odisha Police is 60,000 which was doubled from 30,000 a few years back but main thrust is to create more armed personnel keeping in view Maoists problem.

Cadres of the Communist Party of India-Maoist (CPI-Maoist) killed Kishori Das of Kasthiniya village under Dumaria Police Station (PS) area of Gaya District who was abducted from his village on December 31, 2012, reports The Times of India. Das's body was recovered in the morning of January 1, 2013 near Dumaria PS. There were two gunshot injuries on his body. Owning the killing, Lalesh (assumed name), a member of the Bihar regional committee of CPI-Maoist, said the slain villager was a Police informer and was instrumental in the arrest of several 'innocent' persons. According to Lalesh, they intensively quizzed Das who revealed the names of several other informers. The Maoists will also 'punish' the other informers, he said. He, however, refused to divulge the Police informers' names revealed by Das. The Maoist leader also alleged that the Police disrupted the 'shradh' rituals of his grandmother held in Chando village of Barachatti PS area of the District on December 31, 2012. Reacting to Lalesh's allegation about 'disrupting' of the 'shradh' rituals, Gaya Superintendent of Police said 13 persons participating in the 'shradh' were picked up and 12 of them were released after verifying their antecedents. He said only one person, Santosh Yadav, had been arrested as a criminal case was pending against him in the Hariharganj PS of the neighbouring Jharkhand State.

Security Forces (SFs) raided Communist Party of India-Maoist (CPI-Maoist) hideouts and seized huge quantity of explosives and other materials from four villages in Bijapur District in tribal Bastar region of Chhattisgarh, reports The Times of India on January 1. Bijapur District Superintendent of Police Prashant Agrawal said a joint team of Central Reserve Police Force (CRPF), Special Task Force (STF) and District Police personnel raided the forest villages of Kamaknar, Chekhanpal, Pomra and Japenrekka had begun search and area domination operation on December 27. The SFs cordoned off village Japenrekka following a tip off that the Maoists were camping in the nearby forests. As the forces advanced towards the forests, Maoists opened fire at the SFs, who returned the fire. However, the Naxalites managed to retreat into the forests, leaving behind huge quantities of materials. Agarwal said the SFs seized Maoist literature, medicines, wires, batteries, switch detonators, gelatine, solar plates, walkie-talkies, volley ball nets, rackets and crackers from the spot. He said tailoring machines were also found besides blackboards and alphabetical charts indicating that there were some training sessions for the Maoists at the spot.

"We have offered dialogue several times asking them to join the mainstream. Even P Chidambaram asked them to accept unconditional talks," Ramesh told a public meeting in Basariakala village in Jharkhand. Two Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Shrabana Gardanaka (32) and Picha Gagaranda (48), were arrested while planting landmines on Siriguda-Gumi road in Rayagada District during a combing operation on December 31, reports The Times of India. Police said a joint combing operation was launched by Odisha Police and Central Reserve Police Force (CRPF) following intelligence inputs about the presence of Maoists. Commenting on the arrest, Superintendent of Police (SP), Rayagada, Rajesh Pandit said, “The arrested Maoists are hardcore militia members and were associated with CPI (Maoist), Bansadhara Division. They were close to leaders Gobind and Nikhil and were in our wanted list for long. Two other Maoists fled from the spot.” Police recovered two landmines weighing around eight kilograms each, 50 metres of live wire and two electronic detonators from them and duo was wanted for blowing up the Dangasorada Police outpost, attacking Chandrapur Police Station and ransacking a liquor distillery, all in the year 2009.
