71 'waste' cartridges and some items looking like bombs and half portions of five rocket launchers were found stacked on the pillar no 2 on rail bridge across river Kosi at Kursela under East Central Railway (ECR) in Katihar District on July 1, reports The Times of India. A small group of workers, who turned up at the bridge which is being repaired, noticed some articles stacked on the rail bridge pillar no 2 at around 7 am on Sunday. Finding the items stacked on the pillar and inside a bag, the workers raised an alarm. Railway Protection Force (RPF) and Police personnel immediately rushed to the spot and took possession of the items, Police said. In all, 71 'waste' cartridges and some other items looking like bombs and half portions of rocket launchers, which were tucked inside a bag, were found at the site, Police said.

A hardcore Maoist was arrested from Kaimur hills under Chutia Police Station area in Rohtas District, reports IBN Live. The Security Forces arrested Maoist cadre Suresh Paswan during a combing operation, SP Manu Maharaj said. A printer and scanner were seized from the possession of the Maoist, who was said to be the ‘sub-zonal commander’ of Rohtas and Sonebhadra region, he said. A native of Nawadih village, Paswan was wanted in at least 18 cases of violence and related activities in the District and adjoining area across Bihar and Uttar Pradesh, SP said.

Answering a question as to why Saranda or Sarju in Jharkhand were picked up for accelerated developmental action plan, while the Bastar region in Chhattisgarh, especially the southern part of the state where the forests extend to Maharashtra, Odisha and Andhra Pradesh and is more under-developed and has been serving a fertile ground to the Maoist movement, was not, Union Rural Development Minister Jairam Ramesh on July 1 said he was aware of the remoteness and underdevelopment of the region but no government schemes could be floated in the region because of robust presence of the Maoists and lack of administrative approach, reports The Times of India. "Abujhmaad is a liberated zone where governments have not been able to reach. It is not possible for our ministry to carry out any development programme there," he said.

Six cadres of the Communist Party of India-Maoist (CPI-Maoist) were arrested by police at Rallagedda in GK Veedhi mandal (administrative division) of Visakhapatnam District on July 1, reports The Hindu. Sources said that the Maoists were armed and gathered at a house for a meeting. They were surrounded and with the Police party far outnumbering the Maoists the latter had to give in. The Maoist cadres have among them at least one woman member and are carrying rifles and double barrel guns. Along with the Maoists about 30 villagers were also brought to Narsipatnam. However, a top Police official here did not go beyond confirming the arrest of the six Maoists. The arrested cadres were yet to be identified, he added.

Three Communist Party of India-Maoist (CPI-Maoist) cadres were arrested from Adhaura and Chainpur Police Station areas in Kaimur District of Bihar on July 1, reports post.jagran.com. The Central Reserve Police Force (CRPF)'s Commando Battalion for Resolute Action (CoBRA) battalion and the District Police raided Bahadag and Sirbit villages under Adhaura and Chainpur Police Station areas respectively and arrested the three, Superintendent of Police (SP) Umashankar Sudhanshu said. Nine firearms and eight rounds of ammunition were seized from them, the SP said.

At least four villagers who were killed and one of those injured in the anti-Communist Party of India-Maoist (CPI-Maoist) operations in the night of June 28 in Chhattisgarh had Police records of being involved in Maoist activities, Security agencies claimed on July 2 as they sought to counter the outrage over reports that many of those killed may have been innocent, reports The Indian Express. The agencies also said that some more among the victims were suspected of being Maoists but that could be established only after an investigation. They also did not rule out the possibility that some of the minors killed may not have any Maoist connections and may have been used as human shields while the others could have been child soldiers as the extremists are known to have children’s wings.

The five men with Maoist records had cases registered against them under the Arms Act besides some other sections of Criminal Procedure Code, according to information received from Chhattisgarh Police. Marakkam Suresh, Madavi Aayutu, Marakkam Nagesh, Korsa Bije and Marakkam Soma are said to have Police records. All except Soma, who is injured, were killed in the encounter. Marakkam Suresh was also accused in the famous 2007 jailbreak incident at Dantewada, in which nearly 300 prisoners had escaped, according to police records.

Twenty-five Communist Party of India-Maoist (CPI-Maoist) cadres, including six cadres of the Galikonda area committee, were arrested and 17 militia members surrendered on July 2, reports The Hindu. The Maoists were produced at the press conference addressed by Deputy Inspector General (DIG) of Police (Visakha Range) Swati Lakra and Superintendent of Police (SP) G. Srinivasa Rao at Narsipatnam. All of them belong to Galikonda area committee. The 25 Maoists were arrested in a forest between Cheepurugondi and Erragonda in GK Veedhi mandal (administrative unit) in Vishakhapatnam District. Among them were two senior members of the party-Tambelu Lambangi and Pangi Bheemaraju. Along with them, 11 armed militia and eight ordinary militia members were arrested. Three .303 riffles, one SBLD riffle and INR 100, 000 in cash were recovered from them. The arrested persons were being sent to remand, the officers said. According to unconfirmed reports, 200 Policemen surrounded the place where the Maoists were holding a meeting on July 1, but two important leaders of the party-divisional committee members Jambri and Azad escaped the dragnet.

Speaking to Economic Times, Road Transport secretary AK Upadhyay said: "There are issues in Bastar region. Despite our best efforts, the State Government is unable to award projects of 800 kilometres in the region. We have decided to go to the ground level, interact with District-level officers and sort out the issue. The main problem is that contractors are not coming forward to bid for these projects. We will see if we can break up the bigger projects and engage local contractors to complete these missing links." The Road Transport secretary and Director-General (roads) would go to Jagdalpur, the District headquarters of Bastar region, this month to address these issues.

According to sources Maoists had called up a meeting inside Gomphagunda forest on July 4 which was attended by a large number of elected members of panchayat bodies of Kalimela block. Around 1,000 Maoist sympathisers were said to be present at the meeting. One Zilla Parishad (ZP) member, 18 sarpanches and 15 panchayat samiti members were present at this meeting. According to a sarpanch around seven Maoist cadres were present there. But they were in plain dresses without any arms. The Maoists ordered the elected panchayat body members to resign if administration and Government did not take steps to fulfil a promise related to extension of an irrigation canal. The elected panchayat body members eventually provided a statement to the local media claiming that they would resign if the demand related to the canal did not show any positive sign within 15 days.

Around 100 CRPF personnel who were on patrolling duty ahead of the day-long bandh (general shutdown strike) called by the Maoists in the area on July 5 to protest against the killings, engaged in the gunbattle. “A team of CRPF men including CoBRA forces had gone to the area for patrolling when they were fired at. For about half-an-hour the encounter continued but no one was injured or killed,” said Pankaj Kumar Singh, IG (Operations), Delhi. The place is no more a Maoist stronghold as Police have arrested large number of Maoists from this area in the last few months. The outfit is facing dearth of cadres with no newcomers joining it. Besides, frequent raids to curb illegal coal mining and transportation activities have badly hit their revenue earnings. However, Meena said that there is a chance of Maoists triggering violent incidents in coming days as they are trying to register their presence among people in a big way. The Police have been put on alert for combat. "Maoist menace in the area has decreased. The cadres could be hiding in remote areas where penetration of Police forces is less," he said. Meena said that the Maoists at present have confined their presence and movement to Jhumra and Upperghat in Bokaro, Pirtanda, Parasnath and Tundi belt in Giridih and Dhanbad beside Gaya-Palamu border areas in Chatra. The Maoists had called the bandh to protest two encounters of South Chhattisgarh in June 28-29, where the Maoists have accused Security Forces (SFs) of gunning down villagers in the name of action against armed guerrillas. The Maoists tried to stop traffic by tying banners and creating small obstacles across roads with stones at several places in Gadchiroli like Dhanora, Kasansur, Jarawandi, Pendri and Korchi, and some other places in southern parts of the District. Attempts to paralyse traffic by blocking roads in some parts of Maoist-dominated Gadchiroli and Gondia Districts were thwarted by SFs, who had begun their preventive action on the eve of the strike. Superintendent of Police, Gondia, Dilip Zalke said there were no untoward incidents in the District. "The Naxal [Left Wing Extremism (LWE)] bandh had no impact on normal life," he said.

"Maoists are active in the three States of Chhattisgarh, Odisha and Jharkhand," Chidambaram said. On the other hand, he said, "Never before has there been such an improvement in the security situation in Jammu and Kashmir and the Northeast." Chidambaram, however, complimented the West Bengal Government saying that Maoist activities have declined in the State. "Thanks to the policies we followed during both the previous Left Front Government and the new Government now, Maoist activities have been wiped out in the affected Districts of West Bengal," he said. On the question of withdrawing central forces from 'Junglemahal' area, he said it was not a policy matter, but an operational decision. "That is an operational decision and not a policy or political decision. It will be taken by the DGP of the state and senior officers of central forces," he said.

The SFs on July 6 said the recovery of a GPS device — a satellite navigation system that helps find location and time data — has alarmed security and intelligence agencies. Such a device had earlier never been found with the Maoists. Sources in the SFs said the recovery was made by a joint security team led by the paramilitary Indo-Tibetan Border Police (ITBP) in the forest of Barnara and Khursipar last week. The other recoveries, after the raid was conducted by the SFs, included 10 memory cards, two pen drives (each of 4GB and 2GB storage space), a BSNL SIM card, medicine packets, printers, scanners, fax machines and few 12-volt photo voltaic cells.

The Maoists branded 47 members of the families in Kantulnar village as Police informers at a “jan adalat” — a kangaroo court — on July 6 and passed their verdict. The banished families relocated to Dagapara hamlet near the District headquarters within hours of the Maoist ruling. The families told media persons that they had informed the Police, but no one had turned up to help so far. According to one of the banished villagers, some of their kin were Special Police Officers (SPO), a force disbanded on Supreme Court orders and a few worked as home guards. “We are now living in a couple of huts,” he said.

While the arrested Maoist sympathizer is Kadraka Puala of Elangawalsa village, the two abducted fellow villagers are Kadraka Lachana and Kadraka Mali. "As no police complaint was lodged by the family of the kidnapped duo, we are yet to ascertain the incident. We are gathering intelligence inputs about it," said Inspector-in-Charge (IIC) of Bandhugaon Police Station, Abhay Behera. Sources said after Police arrested Puala on July 8, for his involvement in the killing of Enkana Naidu of Elangawalsa in January, for allegedly being a Police informer. Over three dozen villagers, including women, had gheraoed the Bandhugaon Police Station demanding Puala's release. Though the Police managed to pacify the agitating villagers, in the evening a group of Maoists swooped down on Elangawalsa and abducted five villagers but later freed three of them. Admitting that, Puala was arrested for his involvement in the murder and few other Maoist offensives, the Police officer said, "Puala was working as an over-ground element of the Maoists, He has confessed to his involvement in the Naidu murder case. As many as 114 Panchayat members from these 24 village panchayats had resigned on July 9, they said. Harassment of the local people by Police and non- fulfilment of demands, for which Sarpanches had taken out a morcha in October 28 last year, have been given as reasons for the resignations, the sources said. However, the real reason of mass resignations is said to be threat from the Communist Party of India-Maoist (CPI-Maoist) who are active in Gadchiroli. The village heads and Police Patils (a Government representative at grassroots level) of the 24 villages first organised a meeting at Korchi taluka (administrative unit) town on July 10 and discussed the matter. Later, all of them proceeded to office of Panchayat Samiti (block level local self-Government institution) and presented their resignation letters to its Chairperson Nalinitai Andhe, the sources added. In Korchi, Zilla Parishad (district level local self-Government institution) elections had to be postponed in February last as no candidate came forward to file nominations apparently due to Maoist threat.

The total number of casualties in Chhattisgarh, 211 in the first six months, has actually declined as compared to the same period last year, when it was 243, but both Jharkhand and Orissa saw more deaths.

The Union Ministry of Home Affairs (UMHA) has asked the Naxal [Left-Wing Extremism (LWE)]-affected States and paramilitary forces to come up with standard operating procedures (SOPs) to avoid civilian casualties during operations against the Communist Party of India-Maoist (CPI-Maoist), reports The Indian Express. These SOPs should be drawn by the “field officers” who have the experience of handling such operations. The move comes days after 19 people were killed in Chhattisgarh’s Bijapur district during a joint operation of the Central Reserve Police Force (CRPF) and State Police. At a meeting on June 13, called by the Centre to discuss the issue, Director Generals of Police (DGPs) of nine Naxal-hit states and top CRPF officers discussed methods to tackle the problem of human shields used by Naxalites during the operations. During the meeting, the UMHA asked the States to provide training to fresh personnel deployed in their areas and a refresher course for the battalions which are already stationed to combat the Naxalites. It was also agreed during the meeting that for all night operations in the future, details regarding the place where such operations are being planned will be taken into account. All routes, locations and, if possible, the number of villagers present in the area should be taken into consideration. “It has been suggested that if there is any confusion among the forces, the operation should be delayed till day-break,” said an MHA official.

On 28 November last year, the people and local representatives of Korchi had submitted a demand charter to the government representatives in Gadchiroli. It included 22 demands. He pleaded not guilty and sought trial which will now begin on September 4. Additional Sessions Judge Pawan Kumar Jain had on March 28 said that UAPA Sections 20 and 38 relating to membership of a terror organisation were made out against Ghandy. However, he refused to frame charges on these counts pointing out that the prosecution sanction that was taken was defective. The court ruled that the police had violated Section 45(2) of the UAPA by not submitting the charge sheet to an independent authority constituted by the Central or State Government, which after vetting the documents was to recommend the sanctioning authority (Lieutenant-Governor) to grant sanction for prosecution. Jain had on that occasion discharged Kobad Ghandy for the offences punishable under Section 10/13/18/20/38 of UAPA pointing out that no case was made out against the accused qua these sections. The Delhi Police on March 30 filed a supplementary charge sheet with fresh prosecution sanction following which arguments on charge were taken up again. The defence did not contest the charges of cheating, impersonation and forgery under the Indian Penal Code that were framed on March 28.

National Investigation Agency (NIA) and Central intelligence agencies have information that Naxals [Left-Wing Extremists] have set up weapons testing laboratories in the Abujmaad forests of Chhattisgarh, reports Deccan Chronicle on July 17. “We did get some leads during Techie Anna’s [RK] interrogation but then more intelligence was developed following which we got concrete information that Naxals were developing dangerous weapons through R&D at these laboratories. Now we trying to trace their exact location,” a senior investigating official said. Sources claimed that the equipment for developing rocket launchers was sent to these laboratories from various cities, including Kolkata and Mumbai, by Naxal sympathisers. Investigations have also revealed that at least 22 truckloads of equipment was sent from various places across the country to these weapons laboratories for developing rocket launchers under the direct supervision of Techie Anna. “There is also information that Naxals book various consignments under false names showing that they are transporting some goods, though in reality they send weapons and important components for developing weapons by trucks to Chhattisgarh,” the official said. Intelligence sources also added saying that Naxals have been working on their rocket-launcher project for a few years now and have achieved 90 per cent accuracy with this weapon.

Senior Police officers said the arrest of Bikram, a State Committee member and secretary of the Bihar Jharkhand Odisha Border Regional Committee of the CPI-Maoist, was the biggest achievement of the joint security forces after the elimination of Polit Bureau member Koteswara Rao alias Kishanji in a November 2011 encounter in West Midnapore District. Inspector-General of Police (Western Range) Gangeshwar Singh told The Hindu on the phone that he was an important organiser, with his activities spreading beyond West Bengal. “His arrest is a major setback to the CPI (Maoist) as he was one of the most important leaders in charge of operations here, after Kishenji’s death. A couple belonging to the Communist Party of India-Maoist (CPI-Maoist), which had decamped with weapons from a Police Station in Dhamtari District were shot dead in a Police encounter on July 18, reports IBN Live. Sonu Netam (21) and Kamla Markam (19) were shot dead near Chameda by a Police team in a retaliatory firing, said R K Vij, the Inspector General of Police (Durg range), adding 1 INSAS rifle, 3 SLRs and some cartridges were recovered from the spot. Vij said the duo had surrendered to Dhamtari police on June 8 and were living in a room adjacent to Sihawa Police Station in the District. According to the officer, the couple decamped with 1 INSAS rifle, 2 SLRs and 90 cartridges from the Police Station in the night of July 5, following which the teams of STF and CRPF troopers were fanned out on their trail. Meanwhile, four police constables of Sihawa station were suspended for dereliction of duty, he said.

A team of five cadres including four men and one woman visited a house in Addahole in Shiradi Ghat on July 18 and requested for food. Apparently they stayed in the house for two hours, during when they had food and charged their laptop. The Naxals borrowed two kilograms of rice, sugar and onions from the house owner and fled the spot. The threat comes days after the controversial killing of 19 people in an encounter with security forces in the Maoist-affected State. Documenting that villages in Chhattisgarh are directly under threat of the CPI-Maoist, an Intelligence Bureau (IB) report submitted to the Prime Minister’s Office and the Union Home Ministry on July 16 says that families of Policemen have been forced to desert their homes and flee to District headquarters, as they are being targeted by the Maoists. Getting input of a huge gathering of armed guerrillas of the Communist Party of India-Maoist (CPI-Maoist) in forests of Palamu and Latehar in Jharkhand, the Centre on July 18 asked the State Police and Paramilitary forces to urgently induct additional troops and carry out sustained search for “either engaging them in operations or disintegrate them", reports The Times of India. The ministry's note stated that the extremists of the CPI-Maoist have gathered under the command of senior Maoist leaders like Anup Yadav, Nanho Mochi alias Prabhat, Nakul Yadav, Shyamlal Yadav and others. Asking the state to immediately move forces closer to the area, the ministry - referring to intelligence inputs said: "Nakul Yadav has moved with his group into the area from his designated field of operation in Lohardaga district while Anup Yadav and his armed associates have come from Burha Pahar, located on the tri-junction of Latehar, Garhwa (both in Jharkhand) and Balrampur (Chhattisgarh) districts during the first week of July". "We will soon write to the Home Ministry for deployment of security forces in areas of naxal-hit states where special projects sanctioned by government are stalled due to severe law and order problem," Road Transport and Highways Minister C P Joshi told PTI. After a review of the scheme for development of road projects worth INR 73 billion in Maoist-hit areas in eight states, Joshi said initially projects for construction of 800 km were identified in severely affected areas but "now additional 250 km has been identified under this category". "These new areas have been identified in Maharashtra and Chhattisgarh where agencies and contractors are not willing to work. We have directed the state government officials to ensure security measures," he said.

On July 25, the village headmen association and other organizations are to observe 'chakka jaam' (transport strike) in a follow up action. District collector, Gadchiroli, Abhishek Krishna said that the officials were available at his office where the village headmen can come for a meeting anytime. "Out of 23 demands we have come to know about, 14 have already been met and while on others work is underway. There are a few which are not in our hands but we have sent them to higher ups for resolution," said Krishna. He said there is no question of mining in the area as the district administration had sent proposal for cancellation of prospective licence. "Last year, around Rs 12 crore were spent in Korchi. Around Rs 7 crore were spent through the gram panchayat where sarpanchs handled the projects. Neglect of development is a baseless allegation," said Krishna adding that district administration was also trying to ensure a bank is opened at Kotgul in Korchi tehsil.

"Road Transport and Highways Minister C P Joshi has asked key officials of eight Naxal-hit states including, Odisha, Chhattisgarh, Jharkhand and Maharashtra to consider awarding projects for smaller stretches of roads," a senior Ministry official said. "Besides they have been asked to consider whether the projects could be completed in two parts - earth work and bitumen work," he said. A 100-strong squad of Maoist ‘sub-zonal commander’ Matiyas targeted a troop of 80 CRPF personnel — culled from the elite Commando Battalion for Resolute Action (CoBRA) force and the 94th and 60th battalions near a government school in Bokob village in Khunti District while the personnel were preparing to cordon off the village following a tip-off on Maoist presence. “The troops had barely reached the school when Maoists opened fire. A gun battle ensued and continued for some 30 minutes. Seven CRPF personnel sustained bullet wounds. Two of them succumbed to their injuries on way to hospital. The others, including an assistant commandant, have been admitted to Apollo hospital in Ranchi,” said Deputy Inspector General, South Chhotanagpur, Sheetal Oraon. IG (operations) S.N. The plan involves converting 5,624km of roads in eight states into two-lane highways as part of the government’s attempt to tackle the Communist Party of India-Maoist (CPI-Maoist). It is part of the proposed second phase of the road requirement plan (RRP-2), and will cover 34 Districts in eight States that include Jharkhand, Chhattisgarh, Andhra Pradesh, Madhya Pradesh, Bihar, Odisha, West Bengal and Maharashtra. “We have circulated a note for the second phase to the Planning Commission and finance ministry, among others, for discussions. The second phase can start simultaneously when the first phase is on. It doesn’t await the completion of the first phase,” a roads ministry official said on condition of anonymity.

The State has so far built 35km of the 753km approved in 2009. Odisha, on the other hand, boasts 93km as against the targeted 614km. The decision was taken at a cabinet meeting chaired by Chief Minister Arjun Munda on July 25. The latest addition in the state’s surrender policy for the rebels would enable male education up to the age of 24 or up to graduation. For females, it would be till the age 24 or till graduation or till their marriage, Cabinet Secretary NN Pandey said. The policy, however, is extended to only such private institution having monthly tuition fee not more than INR 1,000, he added. As per the surrender policy ‘Operation Nai Disha’, the Maoists who surrender would get INR 50,000 immediately, besides benefits like a plot, healthcare, education for their children in Government institutions and varying money on weapons they bring along.

Huge quantities of grenade manufacturing materials, including 83 pieces of spare parts of grenade, were seized from him, Joint Commissioner of Police (STF) Rajiv Mishra said. Vishwakarma hails from Imamganj area in Gaya District of Bihar and has been residing in the city for quite some time, he added. The Supreme Court (SC) on July 27, refused to interfere with the Andhra Pradesh High Court order granting bail to the alleged top Communist Party of India-Maoist (CPI-Maoist) leader Kobad Ghandy in a 2005 case of murder of nine persons including a senior Congress leader, reported IBN Live. "Our order will be meaningless. The entire exercise will end in futile," said a bench of Justice B S Chauhan and Justice Swatanter Kumar, pointing out that Ghandy's status will remain same as he is in Tihar Jail for the cases registered in the Capital against him. The bench said Andhra Pradesh government's plea against the High Court's order could be heard later if Ghandy is granted bail in cases registered by the Delhi Police. "We will keep your appeal pending," the bench told senior advocate Mahabir Singh, who, appearing for the Andhra Pradesh Government, sought cancellation of bail to Ghandy. The apex court had on January 27 stayed the Andhra Pradesh High Court order, which had granted bail to Ghandy, accused of killing the erstwhile Deputy Assembly Speaker Narsi Reddy and eight others on August 15, 2005. While staying the bail order, the apex court had issued notices to Ghandy who is at present lodged in Delhi's Tihar Jail. The alleged Maoist leader, who has been in jail since 2009 after his arrest, is facing trial in around 20 criminal and terror cases in different parts of the country. Congress leader Chittem Narsi Reddy and eight others were killed by Maoists in Narayanpet in Mahbubnagar District on August 15, 2005. The High Court had granted bail to Ghandy on August 10, 2011. The State Government had claimed Ghandy had confessed to his role in a statement made after his arrest in Delhi in 2009.

Based on intelligence inputs the West Bengal Police have warned Chief Minister Mamata Banerjee and some of her party colleagues against moving in the Communist Party of India-Maoist (CPI-Maoist) areas, particularly at night, anticipating that they might become soft targets for Maoists, as reported on July 29 in Deccan Herald. “In the last few days we have seen, whether it be Odisha or Chhattisgarh, the Maoists have changed their style of operation. They are kidnapping some important persons and holding them to ransom. In this way they have freed some of their senior members from the jail,” an unnamed senior intelligence officer said. “As the Maoists have been cornered in West Bengal, particularly after the killing of Kishenji and the arrest of Vikram—a top Maoist leader who was arrested in Purulia district a few days before—they might replicate the Odisha-Chhattisgarh model in Bengal,” the officer said. “We have specific intelligence input that Chief Minister Mamata Banerjee, All India Trinamool Congress general secretary Mukul Roy, Panchayat Minister Subrata Mukherjee and MP Subhendu Adhikary are under their scanner,” he added.

Acting on a tip-off, a special Police team laid a trap and arrested Kundan Sharma alias Pradyuman Singh near Rustampur on July 28, Superintendent of Police Babu Ram said. Police said the incident occurred in the Kumarganda forests near Bhamragad during a joint search operation by a team of the Gadchiroli Police and the CRPF. Maoists fired indiscriminately, but fled the spot when the fire was returned. On searching the spot, Police found a country gun, a magazine and 12 live rounds of an AK-47 rifle, a detonator, a wire bundle and a flashlight. However, there was no report of any casualty from either side, according to a statement issued by the Superintendent of Police (Gadchiroli).

Extensively travelling in the Naxal affected areas and speaking to dozens of local activists, lawyers and journalists, Ganguly told PTI that she believed the situation was quite serious for children living in these parts of the country. "It is very serious. The Maoists use children, they recruit children...Their argument is that they indoctrinate children and then use them in combats after they are sixteen", Ganguly said. "We believe children who are used as informers and messengers or carriers, porters are being used in combat. We oppose that", she said. After her organisation had reported it, Ganguly said, "the Maoists printed a retaliation of our claims saying that children were interested in their own future so they want to join the fight". "They felt the need to try and give their side of the story, but as far as we are concerned they are recruiting children which is a human rights violation," she said.

"Our failures and shortcomings in studying the deceptive strategy of the enemy and taking up counter tactics... are reasons behind the serious losses we are facing. A change must occur in our work methods... Our methods must be improved such that the three magic weapons for victory of revolution — party, people's army and united front — get consolidated and strengthened," the statement said. The Maoists, however, was bullish about the future. "Material conditions in our country are increasingly turning favorable to the revolution," the statement said. The CPI-Maoist has asked its cadres to guard against losing manpower by amending flaws that have crept into the outfit.

Hazaribag Superintendent of Police (SP) Manoj Kaushik said the gang was responsible for stalling coal production at Tapin South opencast coal mining project of the Central Coalfields Limited (CCL) under the Charhi Police Station of the District recently. He said, "Ever since a private company started lifting coal from the CCL project, the JLT began demanding Rs 1.5 crore [INR 15 million] as levy failing which they threatened to blow up the project and set fire to all costly equipment worth crores of rupees." Those arrested include the hotel owner Rajeev Vishwakarma, kingpin Anuj Vishwakarma alias Badalji alias Pintu of Navraga village under the Lesliganj Police Station of Palamu District. The others arrested are Mannu Kumar Singh of Charhi. Police said it was Mannu's plan to demand INR 15 million as extortion from the coal company.

Godghate was arrested from the court premises adjacent to district collectorate in Chandrapur. "Pramod Godghate had risen rapidly from the lower rungs to become a top Naxal leader in the last few years. He was the second-in-command of Maroti Kurwatkar in the Chandrapur area committee. After Kurwatkar's arrest it is suspected that he must have taken over as the leader of the Chandrapur area committee. Official records show that he is also a member of the Western Maharashtra area committee," said Superintendent of Police (SP), Rajiv Jain. Anti-Naxal Cell had arrested Maroti Kurwatkar in January this year. The SP added that Godghate also had connections with Deshbhakti Yuva Manch, a Naxal organization which whose responsibility was to spread Naxal ideology among the urban youth.

As per the posters fate of Nikhil would be decided in a praja court. Bansadhara division of the CPI-Maoist is active in Rayagada, Gajapati, Kandhamal and Ganjam Districts of south Odisha. The Police and the civil officials have practically stopped from visiting villages to implement development and welfare schemes, as well as attending to people's grievances in Gadchiroli District due to fear of the Communist Party of India-Maoist (CPI-Maoist), IBN Live on July 31 reported. Panchayat Samiti (block level local self-Government institution) officials frankly admitted that there is always a threat to their lives due to Maoists presence, while Police officers said that they cannot move in Maoist-affected areas without following the Standard Operating Procedure (SOP). In many cases it has been found that the Police do not reach even murder spots or remote areas where other serious crimes have occurred. Often, victims' relatives themselves are forced to carry corpses or material evidence to Police Stations. Police officials feel that the Maoists might attack them if they rush to locations without following SOP. Similarly, civil authorities too do not visit the remote areas due to fear of Maoists, though they avail of all additional incentives given by the Government for serving in Maoist-affected villages.

Two women Communist Party of India-Maoist (CPI-Maoist) cadres of the Ayodhya squad surrendered before Director General of Police (DGP) Naparajit Mukherjee at the State Secretariat in Kolkata of West Bengal on July 30, reported The Hindu. According to Police, Sikha Hansda and Champa Hembram were active in the State’s Purulia District, along the West Bengal-Jharkhand border for nearly four years. Hansda, the ‘deputy area commander’, was involved in a number of incidents, including the attack on villagers at Baghbinda village of the District in December 2010. Seven persons were killed in the incident. Hembram was a squad member of the outfit. Both Hansda and Hembram laid down two firearms and a few rounds of ammunition at the time of surrender.
