Inaugurating a Police Station in Amasebailu in Udupi District on October 1, Karnataka Chief Minister Jagadish Shettar said, "No more extension of the ceasefire, which has already expired. Naxals [Left Wing Extremism (LWE)] have failed to utilise the opportunity given by the government," reported Zee News. The Government had announced a ceasefire of its anti- naxal operations from September 17 to 23 in the backdrop of reports that some naxals wanted to surrender. However, none came forward to lay down arms. Shettar warned that stringent action would be taken against naxals and Police would step up combing operations. The Government would soon release funds for implementing the special package announced for Naxal-affected areas in parts of Dakshina Kannada, Udupi, Chikmagalur and Shimoga, he added.

Two Central Reserve Police Force (CRPF) troopers were on October 1 seriously injured after being shot at by the Communist Party of India-Maoist (CPI-Maoist) cadres during a combing operation in the forests of West Midnapore District, reports The Times of India. District Superintendent of Police (SP) Sunil Chowdhury said that joint Security Forces (SFs) were involved in a fierce gun battle with the Maoists in Goaltore area's Metla forest since last night during which R L Reddy and Bijoy Mahalakshmi were shot at in the morning. Police suspect that some Maoists have also been injured in the exchange of gun fire.

Two personnel of the Central Reserve Police Force (CRPF) were shot dead by alleged cadres of the Communist Party of India-Maoist (CPI-Maoist) on October 1, in Metala forest of West Midnapore District, reports The Indian Express. They were identified as R N Mahato and Vijay Bhaskar. CRPF officials attributed the killings to a sudden Maoists attack. Vivek Sahai, Inspector General (IG), CRPF, said, “We were running a training camp in Metala forest. Today at around 1.30 am, the camp was suddenly attacked by a Maoist sleeping squad. Our personnel retaliated. We lost two men. But there is no question of any panic in the area as we have absolute command and control over the area.” However, there was a contrary version with Police sources saying that a panic firing by CRPF personnel could have killed two of their own men. Recently, a battalion has arrived from Jammu and Kashmir and the personnel are yet to adjust to the new environment.

Two suspected Communist Party of India-Maoist (CPI-Maoist) cadres were arrested during a combing operation by Central Reserve Police Force (CRPF) and Police personnel inside the forest near Chhadakia village in Daringbadi area in Kandhamal District of Odisha on October 1, reports Zee News. Seven country-made guns, two soap case bombs, some Improvised Explosive Devices (IEDs); two detonators and a bundle of wire were seized from the arrested Maoists. Some other materials including Maoist uniform, caps and bags were also recovered from the site.

According to Bijapur Superintendent of Police (SP) Prashant Agrawal, when a Central Reserve Police Force (CRPF) battalion reached Outapalli village, the Maoists opened fire. Manoj Mahto (24), a youth with links to several Left Wing Extremist (LWE) factions was picked by a group of unidentified men from his home at Kedli around 30km from Ranchi on October 2 and shot dead, reports The Telegraph. “Prima facie it appears that Maoists [Communist Party of India-Maoist (CPI-Maoist)] are involved as those who killed Mahto were in uniform. But according to our information, Maoists aren’t active in the area. Hence, we are not sure whether it was Maoists or any other group,” Ranchi Superintendent of Police (rural) A. V. Minz said. While Minz said investigations were on, local residents claimed that Maoists were behind the murder. “Mahto was responsible for the murder of Ram Charan, a CPI (Maoist) area commander, who was shot dead on June 7 last year. Hence, there is every possibility that Maoists are involved,” said a middle-aged villager.

Acting on a tip off, the Police arrested the Maoist, identified as Fantus Rai while he has gone to village head Kedar Yadav to collect levy from him, Kharagpur Police Station's Station House Officer (SHO) Rajiv Kumar said. The Chhattisgarh Police raided a Communist Party of India-Maoist (CPI-Maoist) hideout in the forests of Keejing hills and seized huge quantity of explosives, an electronic voting machine (EVM), bombs and other materials used for laying landmines in Kondagaon District on October 2, reports The Times of India. Additional Superintendent of Police (ASP) Surjeet Kumar said the raid was jointly carried out by the personnel of District Force and Chhattisgarh Armed Force (CAF), who raided the hideout following a tip off that Maoist rebels were camping in the area. The Security Force (SF) personnel also recovered 20 pipe bombs, Chinese and Indian made grenades, booby traps, 50 liters of petrol, wires, batteries, explosives and medicines along with school uniforms and huge quantity of Maoist literature from the hideout. However, newstrackindia.com quoting IANS reported that the recovered items included four rocket launchers, two pressure bombs and four packets of hand grenades.

However, since it missed the target, there was no damage as well as casualties in the incident. The surrendered Maoists are identified as Murli alias Budkar Hidami, commander of local operating squad (LOS), Shantilal and his wife Deema Salami, an active member of Chetna Natya Manch, the cultural wing of the CPI-Maoist. Murli was a close aide of Maoist leader Diwakar of Tippagarh area divisional committee who was killed by fellow cadres from Andhra Pradesh.

According to Kanker SP Rahul Bhagat, the rebels are conducting recruitment drives through posters. The posters put up at Koyalibeda say that the first phase of the recruitment is expected to commence from October 25 and last till November 15. Emphasising on validation of rights of tribals and forest-dwellers over the forest lands, the Supreme Court has said that Naxalism [Left Wing Extremism (LWE)] was a result of an oversight of constitutional provisions relating to administration of schedule areas and tribes of the country, Indian Express reports on October 3. “Nobody looks at Schedules V and VI of the Constitution and the result is Naxalism. Urbanites are ruling the nation. Even several union of India counsel are oblivious of these provisions under the Constitution,” said a Bench led by Justice A K Patnaik. The Bench made a reference to Schedules V and VI as they contain various provisions relating to administration and control of scheduled areas and scheduled tribes in several parts of the country. The court made the observations during a recent hearing on fresh guidelines over tiger reserves.

All of them are posted in villages of Panasput, Andrapali, and Jodamba Gram Panchayats (village-level local self-government institution) of the cut off area of Chitrakonda reservoir under Chitrakonda Police Station limits. When contacted, Malkangiri Superintendent of Police Akhilesh Singh said on October 5 that no such letter had reached him or the Chitrakonda Police Station directly from the village guards. He, however, said that the so-called letter by the village guards raised some suspicion as it bears the signature of only one though names of 18 gram rakshis are mentioned in the letter. An investigation was launched to verify the authenticity of the joint resignation letter, he added. The resignation letter had come a few days after the murder of two village guards on September 25 in the Jodamba area by the Maoists.

The paramilitary force, through a multi-country tender, wants to procure a total of 3,804 passive night devices (monocular) besides 3,241 binocular devices which will be given to the troops conducting anti-Naxal [Left Wing Extremism (LWE)] operations during night as part of the new Standard Operating Procedures (SOPs) implemented by the CRPF recently. A group of over 10 Maoists reached the meeting spot in Kankurukonda panchayat (village level local self-Government institution) within Kalimela Police Station limits around 1 pm and detained the officials. "Fifteen officials of different departments were present at the meeting. On seeing the Maoists, seven officials fled while Maoists detained the rest," said a source at Kalimela. Before leaving the meeting spot, the Maoists handed over a list of their demands to officials and freed them on a warning not to hold palli sabha meetings again. The State Government is conducting Palli Sabha meetings as a part of its state-wide campaign titled "gram sabha shashaktikaran karyakram" [Gram Sabha empowerment programme]. The UAVs are expected to help combat the Communist Party of India-Maoist (CPI-Maoist) and lift real-time images. They can function in extremely windy and rainy conditions and have the capacity to be deployed within an hour of any operation announced by the Security Forces (SFs), thereby giving them an edge. CRPF officials said they were looking for a system which can’t be hacked or diverted by sending out false crash signals. Live images lifted by the UAV would be viewed on laptops and palm-tops. Currently, the CRPF uses Netra — mini UAV’s — developed by the Defence Research and Development Organisation (DRDO) which is said to have its limitations when used in dense forests.

Stepping up its effort to fight Communist Party of India-Maoist (CPI-Maoist) insurgency, the Union Government is all set to launch the second phase of its road expansion programme in 34 Districts spread across eight States, reports The Hindustan Times. As part of this, the Ministry of Road Transport and Highways (MoRTH) will be building approximately 5,700 kilometres of two lane roads at a cost of over INR 100 billion. Together with Phase I of the project, which was launched in 2009, this will result in a total road network of over 11,000 kilometres to be build at a cost of over INR 170 billion by 2017. In Phase-II, the maximum number of road stretches would be developed in Andhra Pradesh followed by Maharashtra, Chhattisgarh, Bihar, Odisha, Madhya Pradesh, Jharkhand and Uttar Pradesh. However, work on Phase I of the road development programme has been moving at a snail's pace. Of the 5477 kilometres stretch of two lane roads that was approved in 2009, the MoRTH has till now managed to complete construction of just 1865 kilometres stretch.

Earlier reported that the Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze four trucks belonging to Jaya Construction, Tokapal, and was laden with metal used in road construction on October 14. After setting the trucks on fire, the Maoists planted land mines near the spot, and waited for SFs to reach the site. On being informed, as soon as Police squad approached the burning truck, the Maoists triggered a landmine blast and started firing indiscriminately injuring four SF personnel (earlier it was reported that two SFs were injured). The injured SF personnel were identified as Lalit Netam, Poshan Bhuarya, Trilochan Kashyap and Rajendra Prasad.

The Police suspect that one of the four detainees is a senior leader. "We are interrogating them to get further information," said Senior Superintendent of Police (SSP) Saket Kumar Singh. The Union Government suggests setting up of a standing crisis management group (CMG) in each naxal [Left Wing Extremism (LWE)]-affected State for swift response, seeking to formalize negotiations as a uniform policy to deal with hostage situation caused by Communist Party of India-Maoist (CPI-Maoist), reports The Times of India. The CMG, according to a draft hostage policy formulated by the Union Government, will be led by State chief secretary, who will assess the situation before preparing a counter-strategy that must be approved by the State's political dispensation. As per the draft hostage policy, the CMG in the state facing a hostage situation will set up a panel to negotiate with the Maoists. The panel, apart from comprising representatives of the State Government and independent persons who enjoy Naxals' confidence, will be mandatory to include experts with professional training in handling hostage situations. The ground rules proposed for negotiations require the panel to engage the abductors to ensure that the hostage is safe while in their custody. A possible failure of negotiations has to be factored in at the time of preparing the counter-strategy, and a back-up plan must be in place. The back-up plan will involve action by the Security Forces to rescue the hostages.

"The district police team was conducting an anti-Naxal [Left Wing Extremism (LWE)] operation near a hill early morning when it came under fire from ultras. After an exchange of fire for 35 to 40 minutes, the Naxals fled to Andhra Pradesh through Pranhita River," Superintendent of Police (SP) Mohammed Suvez Haque told reporters. Haque said Police found a rifle bearing the Indian Ordinance Factory mark along with a magazine and ten live rounds. The DIG, who visited the District Police Office in the town on October 16, said the presence of Communist Party of India-Maoist (CPI-Maoist) was recorded in Polavaram mandal in West Godavari and in Rampachodavaram division of East Godavari. “There are some Naxal shelters in the forests in the twin Godavari districts. Police deployed two platoons of Central Reserve Protection Force (CRPF), equal number of Andhra Pradesh Special Police (APSP) forces and six special parties for combing operation,” Rao told The Hindu. He, however, said that the Maoists were not active in the range and there was no infiltration from the forests in the neighbouring States. The Jharkhand Government plans to recruit surrendered Communist Party of India-Maoist (CPI-Maoist) cadres in the State Police, reports The Times of India. Jharkhand Inspector General and Police spokesperson S N Pradhan said the Government is working on the amendment to ensure better rehabilitation of surrendered rebels. "If the person is physically fit, meets all the eligibility criteria and has no criminal case against him/her then we can recruit them in the Police force as constable," said Pradhan. According to sources in the Union Ministry for Home Affairs (UMHA), the observation was made by the West Bengal DGP at a meeting of the Directors General of Police (DGPs) on Naxals [Left Wing Extremism (LWE)] in New Delhi. The West Bengal DGP said that the ISI was supporting Maoists in the State. He also said that the Students Islamic Movement of India (SIMI), groups had also joined hands with the Maoists. DGP Mukherjee said he had information that several pro-Maoist over-ground outfits have joined hands with some elements of banned SIMI, which have close links with ISI. These elements have held several meetings jointly in four Districts of West Bengal, (Murshidabad, West Midnapore, Purulia and Bankura), staged protests against alleged violation of human rights and have been instigating people against the government, Mukherjee is learnt to have told the meeting. A Senior Police officer requesting anonymity said, “We have received intelligence reports that the Maoists are planning to regain their ground in north Chhattisgarh regions bordering Jharkhand to open a new corridor between the two states. Security forces usually do not venture into the area in winter due to hostile climate”. According to him, after a long hibernation of almost half-a-decade since they were decimated in north Chhattisgarh, CPI-Maoists have again launched a move to enter the region. According to Malkangiri Superintendent of Police (SP) Akhilesh Singh, the abducted persons were Daya Chalan, who was earlier a member of Maoist organisation and Laxman Pangi, a gramrakhi. It was alleged that Daya was involved in extortion in the name of Maoists. He allegedly misappropriated the amount which irked the Maoists. Armed Maoists went to the house of the gramrakhi at Badadural village and took him away with them. SP Singh said both these abductions seemed to be the handiwork of a single group. Till the evening of October 21, there was no information regarding the abducted persons. In Koraput District, two persons, including a woman, were suspected to have been abducted by Maoists from Ankadeli. When contacted, the Koraput District Police sources did not confirm it saying investigation was on. But localites claimed that both the persons were abducted by armed Maoists. The persons who were suspected to have been abducted from Ankadeli area included a woman J. Raut, who was involved in liquor trading and an official of APGENCO – P.V. Police informers who are the eyes and ears of the Security Forces (SFs) combing the dense forests in search of the Communist Party of India-Maoist (CPI-Maoist) cadres are being targeted by the rebels, reports dailymail.co.uk on October 22. In the last few years, the number of informers killed by the Maioists is almost equal to the number of SFs killed in the Maoist-hit states. Sources said in the last four years, on an average, more than 200 informers have been killed every year. According to official records, from 2008 to 2011, 920 informers were killed by the Maoists. The number exceeds 1,000 if one takes into account the killings till October 2012. The number of SF personnel killed from 2008 to 2011 is close to 1,200, while the count of civilians becoming a victim of Left Wing Extremism (LWE) in the same period is 2,270. Of the total civilians killed, 920 have been claimed to be the informers of SFs. The targeting of informers is becoming a major concern for the Ministry of Home Affairs (MHA). "This appears to be a well-planned strategy of the Maoists. Our forces are always dependent on the locals for information regarding rebels' movement and other operations. By eliminating them, the Maoists are hurting our operations," said a MHA official.

Those released are, gramrakhi (village guard) Lachhman Pangi, a former Maoist cadre Daya Challan and L S Jagan. While Pangi and Challan were abducted by the Maoists from Mudulipada Police limits in Malkangiri District, the Maoists had abducted Jagan from Onakadelli in Koraput District on October 20. The Central Reserve Police Force (CRPF) will deploy around 4,000 constables recruited recently in areas affected by the Left Wing Extremism (LWE), reported Indian Express on October 25. As many as 212 officers in the rank of Assistant Commandants who have been freshly inducted into the force will also be sent to Communist Party of India-Maoist (CPI-Maoist) affected areas. The CRPF along with the Chhattisgarh Police is all set to launch a major offensive against Maoists in the next six months, CRPF Director General (DG) Pranay Sahay said. The CRPF DG, who visited four remote areas in Chhattisgarh — Narayanpur, Sukma, Bijapur and Dantewada, said he has asked his men to step up the operations in the state. DG Sahay also held a meeting with Chief Minister Raman Singh and asked him to enhance the role of the state police in the operations. “We have asked for more participation from the state police forces in these areas. We even met the Director General of Chhattisgarh Police and asked him to provide more manpower to work with our force,” Sahay added.

The Ministry of Home Affairs (MHA) on October 26 issued an advisory to nine Naxal [Left Wing Extremism (LWE)]-affected States to use Central rehabilitation funds to carry out reverse vasectomies for Communist Party of India-Maoist (CPI-Maoist) cadres wanting to return to the mainstream, reports Indian Express. In a communication, the MHA said that “No rehabilitation is complete if Maoist cadres cannot return to normal family life and have children. Hence there is a need to ascertain the status of the surrendered or arrested Maoist cadres and wherever necessary to facilitate their return to normal family life. This process will also reduce the temptation of cadres to return to Maoist fold. Hence, State Governments should consider facilitating vasectomy reversal operations of willing Maoists.” The Union Government has also told states to use the government machinery and non-governmental organizations (NGOs) to spread awareness among Maoist cadres that vasectomy was reversible, in the hope that this may motivate them to leave the Naxal fold. “The District administration may be suitably sensitised in this regard... It is suggested that the names and addresses of Maoist cadres who avail of this option should not be disclosed,” the MHA advisory says.

According to sources, the newly formed Maoist unit has prepared its blueprint to counter Panda in the areas of Kandhamal, Gajapati, Rayagada and Ganjam District. Around 60 persons have been engaged in the mission. Even they have started scouting for members at village level to strengthen their unit, said sources. The central committee of the CPI-Maoist has issued a letter to the members of the COBC which depicted Panda as a traitor and useless for the party. The COBC division would work in the border areas and dense forests of the two States to spread its network. Maoist divisions of Bolangir and Bargarh Districts would work with the new unit.

The Central Reserve Police Force (CRPF) is deploying the latest technology to ensure the safety and security of its troops in field operations, particularly in Communist Party of India-Maoist (CPI-Maoist)-affected areas, reported The Hindu on October 31. It has already been monitoring the movement of its personnel in remote areas and deep jungles through global positioning system (GPS), while using unmanned aerial vehicles (UAVs) to track the location and movement of Maoists. The CRPF is also in the process of acquiring the latest equipment and machinery to detect improvised explosive devices (IEDs) that cause maximum casualties in the force. “Initially our personnel were not very comfortable with their location and movement being tracked by us, but we managed to convince them it was for their own good,” a senior CRPF officer said. “Through GPS monitoring, we now know their exact location and can reach them in case of an emergency even if they are incommunicado. It is also helping us to alert our troops, thereby giving us tactical advantage over our enemy. And if they face any attack, it will help us provide them immediate reinforcements, besides medical aid and rations,” the officer noted.

The Communist Party of India-Maoist (CPI-Maoist) cadres and the anti-Maoist squad of Gadchiroli Police reportedly exchanged fire in Kospundi forest area in Gadchiroli District of Maharashtra on October 31, reports DNA. The squad was conducting a routine patrol in the forest area, when around 30 Maoists suddenly opened fire, Police said. The cadres fled into the forest when Police retaliated in self-defence. Police then conducted a search in the area and recovered two bicycles, a Chinese pistol with 6 live cartridges, a magazine, 100 grams of gun powder and other material from the spot.

To intensify anti-Communist Party of India-Maoist (CPI-Maoist) operations, the Union Government has decided to deploy around 10,000 additional Central Reserve Police Force (CRPF) personnel for anti-Naxal [Left Wing Extremism (LWE)] operations in Maoist-hit states, reported The Times of India on October 31. The CRPF has already deployed 75,000 personnel for the purpose, besides few battalions of other central forces such as Border Security Force (BSF) and Indo-Tibetan Border Police (ITBP). Sources in the Central Paramilitary Force said that while 4,000 of this additional force will be fresh recruits, who have joined the force, the rest 6,000 will be diverted from other areas. A senior CRPF official said, "The Union Home Ministry has asked us to deploy six additional battalions in Naxal-violence hit areas after withdrawing them from Jammu and Kashmir while about four other units can be picked from the regular training contingents. The force has initiated the process and the final inductions will take place in a phased manner, the officer said. Currently, 65 battalions of CRPF are deployed in Jammu & Kashmir
