The Telegraph reports that a Communist party of India-Maoist (CPI-Maoist) cadre, identified as Ganesh Lohra, a member of Guddu Singh squad of the outfit, and three of his aides were arrested from a rented house in Pandra under Sukhdevnagar Police Station on the outskirts of Ranchi District in the night of January 1. The three aides were identified as Mukeshan Soni, Satyendra Kumar and Abhishek Anand. The Police recovered a bike, a four-wheeler and a mobile phone from their possession. “Lohra was a part of the 70-member Maoist squad that killed a CoBRA jawan in an encounter at Sonua in Chaibasa on December 21,” Ranchi Senior Superintendent of Police Saket Kumar Singh said. “Soni, with the help of Anand and Kumar, had brought Lohra to the city in a car on December 31 on the directions of Prasadji. A compounder was expected to treat Lohra for a bullet trapped in his right arm, but before they could arrange for that, we arrested him. We will get him treated in custody,” the SSP said. He added that Soni was the same person who had directed Maoists to open fire at the police station in Rania, in the outskirts of the district, six months ago. “Maoists had fired at the police station from Soni’s house, which is just across the road. Soni used to work as a courier and medical facilitator for the Maoists,” he added.

two additional Central Reserve Police Force (CRPF) battalions, earmarked for the Saranda forest area that was freed from over 10 years of Maoist dominance in a month-long offensive last August, will take guard in February. At present, three battalions of Paramilitary troopers are already stationed in Saranda. Deputy inspector-general (DIG), CRPF, Bhanu Pratap Singh said, “Though the basic idea behind deployment of more CRPF jawans in Saranda is to bolster the security apparatus in the area that had been home to Maoists for about a decade, the troopers will also have to perform a major role. They will have to provide full security cover to official machinery that will be stationed in the forest under the Centre’s integrated action plan (IAP),” Singh said.

A Dantewada District court has granted bail to the Essar general manager, who is one of the accused in the alleged payouts of the protection money by the multinational to the Communist Party of India-Maoist (CPI-Maoist) in Chhattisgarh, reports The Economic Times. After a slew of abductions and repeated threats from Communist Party of India-Maoist (CPI-Maoist) during recent months, Indian Railways employees posted in far-flung areas which fall under Maoist-affected zones have sent an SOS to Railway Minister Dinesh Trivedi for better protection during duty hours, reports The Indian Express. While the coal belts in eastern and central India and key routes in the east coast region are the main areas from where these complaints have poured in, a new section proving to be a headache is Gadchiroli in Maharashtra, bordering Chhattisgarh. The Lumding section post in Tinsukia, Assam, is also another area from where complaints have poured in. The matter came to a flashpoint when an assistant loco pilot was abducted late last year and money had to be paid as ransom to get him released. Faced with this problem, the railway unions have threatened to pull out men and women engaged in vital operation-related work in these areas. “We have taken up the matter with the apex level in the ministry, including the chairman and member staff. No one wants a crippling strike, but with so many complaints pouring in, we might have no other option if we cannot find a solution,” said Shiv Gopal Mishra, general secretary of All India Railwaymen’s Federation.

Intelligence agencies have reportedly received inputs that the Communist Party of India-Maoist (CPI-Maoist) has sought the help of Assam based insurgent group, Kamtapur Liberation Organisation (KLO), indicating a retaliation of an “unprecedented scale” to avenge the killing of its politburo member Mallojula Koteswara Rao alias Kishanji in West Bengal on November 24, 2011. Talking to Nagaland Post, a senior Police official said they have received inputs that “something big” would happen anytime, anywhere. He said Centre has also informed all Maoist infested states to be on high alert. Reports said that ground-level intelligence gathered by Central agencies revealed that top Maoist leadership has been constantly interacting with KLO in the last one month. According to highly placed sources, Maoists have sought “on an urgent basis” large consignment of sophisticated weapons, including AK rifles, rocket launchers, claymore mines and even RDX to specifically target security agencies. “This is specific human intelligence received from the ground level so the inputs are very specific and precise. Thus we have already cautioned concerned security agencies and states. The news of Naxals using RDX in future attacks is indeed very disturbing. This reveals they are desperate and determined to cause large scale damage,” a senior Government official said. It has been learnt that the KLO has communicated to their counterparts and even United Liberation Front of Asom (ULFA) leadership in Bangladesh the fresh demand by Maoists. Vigil along the India-Bangladesh border has been stepped up anticipating delivery of large quantity of arms and ammunitions.

with just a few weeks to go before panchayat (village level local self-government institution) elections, Maoists have started campaigning against the polls in Koraput District, reports The Times of India. The Maoists have put up posters and banners in various parts of the District, urging voters not to participate in the poll process. A number of such posters were spotted at Dandabadi and Ramagiri areas under Boipariguda Police limits and at several areas under Narayanpatna Police limits on January 16. Maoist fear in Narayanpatna is evident given that single candidates have filed nominations in six out of nine panchayats in the block for the post of sarpanch (head of panchayat). Similarly, seven out of nine posts of samiti (block level local self-government institution) members are uncontested in the block. Sources said people preferred not to file nominations in the Maoist-dominated panchayats in Narayanpatna. "It is quite possible that the rebels might have selected the candidates where single nominations have been filed and no other candidate dares to contest the election against the candidate chosen by the Maoists," said a block level official, engaged in the election process at Narayanpatna.

East Singhbhum Police launched a massive combing operation at Ghurabandha in Ghatshila on January 17 following intelligence inputs on infiltration of armed Maoists from West Bengal, reports The Telegraph. According to intelligence sources, an armed squad of Maoists from West Midnapore District in West Bengal had taken shelter at Kudian and Hariyan pahads, in Ghurabandha. During the combing operation at the hillocks in Ghurabandha, Police and Central Reserve Police Force (CRPF) troopers rounded up a suspected Maoist from Gian village. The Police refused to disclose the name of the villager. A senior officer said the armed Maoists, reportedly hiding in the hilly terrain, might have given Police the slip and sneaked into Odisha while the combing operation was on. Five companies of CRPF, besides two of JAP, took part in the operation that began at around 6am and lasted for over 12 hours. East Singhbhum Senior Superintendent of Police Akhilesh Kumar Jha said that though the intelligence network had recently alerted the forces on the movement of Maoist ‘area commander’ (Ghurabandha) Kanhu Singh Munda and his assistant Puttu Singh Munda, information on the fresh infiltration of the rebels prompted them to launch the operation.

In a letter to Union Home Minister P Chidambaram, Naveen pointed out that there has been a significant rise in Naxal [Left Wing Extremism (LWE)] violence in parts of Chhattisgarh bordering Odisha as well as Nuapada, Bolangir and Bargarh Districts. "Maoists are building up a base in Sunabeda reserve forest of Nuapada and its adjoining areas. They are also trying to spread their network along the Odisha-Chhattisgarh border by creating and consolidating bases in Nuapada, Bargarh, Bolangir and Kalahandi Districts of western Odisha," he said. Naveen said there was an urgent need to include the four Districts under the purview of the SRE scheme to strengthen security infrastructure so as to effectively curtail and contain the spread of the LWE.

Newstrack India reports that during his three day visit to Communist party of India-Maoist (CPI-Maoist) affected Districts of West Bengal, Rural Development Minister Jairam Ramesh, said that it is important to combat Maoists in a different way than what has been done so far. "It is not just a matter of arms and guns. It is a psychological war, and here both political procedures and development have significance. If we don't take the political procedures forward, till there is political mobilisation of political parties in these districts, and till we don't bring in heavy changes in rural development, we can never hope to win this war against the Maoists," Ramesh told media in Bankura District on January 25. "Most tribal majority areas like Jharkhand, Chhattisgarh, West Bengal, Madhya Pradesh, Andhra Pradesh, Maharashtra and Bihar are facing turbulence today. The Maoist groups are taking advantage of this factor. So we should give primary importance to the welfare of the tribals in our strategy for development," said Ramesh. Ramesh also said that the District of Bankura has 22 administrative blocks (administrative division), out of which four are being affected by Maoists.

The Union Government will allot nearly INR 900 million for rural development across the three Naxalite [Left Wing Extremism (LWE)] affected Districts of Purulia, Bankura and West Midnapore in West Bengal, the Union Rural Development Minister, Jairam Ramesh, said in Kolkata on January 25, reports The Hindu Business line. According to the Minister, a sum of nearly INR 300 million will be allotted in each of the Districts for development purposes. The amount, he said, should ideally be spent exclusively in projects in affected blocks of the District. “The time is right for political activities and rural development in these areas of West Bengal,” he told reporters after his three-day visit to the LWE-affected Districts of Bankura and Purulia. According to the Minister, there should be a “three-P” approach in these areas which would include political activities, taking local tribal people into confidence and finally the use of Police and Paramilitary to maintain law and order. "The problem is not as serious in West Bengal as in Jharkhand, Odisha of Chhattisgarh. There is no liberated zone of the Maoists in West Bengal," Ramesh told at the press conference, adds IBN Live. Stating that 18 Districts in Odisha, 17 in Jharkhand and 10 in Chhattisgarh were very badly affected, he added, "West Bengal is not in that category. So the LWE problem here is not so disturbing. But since Purulia is in a trijunction, it is vulnerable. So we cannot relax." Warning against political exclusionism, he said all parties in the Maoist areas must be given space so that such activities take place on a day-to-day basis. "We cannot substitute one form of tyranny with another form of tyranny." Pointing out that the country's development was not tribal friendly, he said, "our forest administration is anti- tribal and our mining policy and our land acquisition policy is anti-tribal. It is no wonder that all tribal areas of India today are in a state of discontent."

Two persons were arrested along with nine Fake Indian Currency Notes (FICNs) of INR 500 denomination in Indore in the night of January 25, reports DNA. The arrestees include, Sheikh Amzad and Mohd Milon, employees of a construction contractor and residents of Nadia District of West Bengal. The National Investigating Agency (NIA) probing FICN printed in Pakistan suspects that the two youths might be conduits of the international racket involved in it. “We suspect that the duo arrested in Indore might have international links. Both Malda and Nadia have borders with Bangladesh from where the FICN is smuggled,” a senior NIA officer said. The suspicion grew after NIA had arrested kingpins of the smuggling operation, Morgen Hussain and Rakib Sheikh, both residents of Malda District of West Bengal, on January 6. They had been coordinating circulation of FICN in India through a network of bank accounts and ATMs for transferring back the genuine currency to the suppliers based in Malda. Subsequently, 13 persons have been arrested by NIA in Tamil Nadu, Karnataka, West Bengal, Delhi, Uttar Pradesh and Andhra Pradesh.

On January 6, in a fire exchange between the Anti-Naxal Force (ANF) and the Maoists in Barkana Falls region near Agumbe in Udupi District, the ANF for the first time found Maoist literature in Tamil from the site where the Maoist cadres were camping in the forest. The Highways Ministry has made elaborate plans to build roads in neglected areas and untouched zones in the next five years, reports The Times of India. These include roads in Naxal [Left Wing Extremism (LWE)]-infested areas and tribal dominated zones. The Ministry will spend at least INR 160 billion during the 12th plan which will provide greater employment opportunity to locals during construction besides opening roads for economic activities in these areas. In its document submitted to the Planning Commission, the Highways Ministry has proposed to complete 4,426 kilometres in LWE affected areas by 2015 with budgetary support of INR 53.76 billion and another 8,014 kilometres would be completed by the end of the plan period. This second phase of road development in LWE affected areas is yet to be approved by the Centre. Similarly, under the Tribal Sub Plan (TSP), the Ministry proposes to take up development of State roads in Districts identified in Andhra Pradesh, Himachal Pradesh, Gujarat, Odisha, Rajasthan, Maharashtra, Chhattisgarh, Madhya Pradesh and Jharkhand. The Ministry proposes to take up development of about 1,000km roads to two lane standards in these Districts with an investment of INR 50 billion during the 12th plan period. "These stretches have to be built with complete budgetary support since these are financially unviable for any private developer. Moreover, the focus of building these roads is to push equitable socio-economic development of these areas to bring these areas into national mainstream," said an unnamed senior official. These roads will be developed in regions and Districts other than those covered under the special programme for development of roads in the LWE affected areas. Further, the Ministry is also pushing the plan to develop better road network along borders, which would be developed by the Border Road Organization (BRO) with a gross budgetary support of INR 30 billion during the five-year period. Moreover, it has submitted proposals to build 103 strategically important stretches in Jammu and Kashmir; and for this the Ministry needs INR 7 billion budgetary allocation from the Centre. On top of this, at the behest of Delhi Mumbai Industrial Corridor Development Corporation (DMICDC), the Highways Ministry has identified about 812 kilometres State roads in Rajasthan and Maharashtra to be developed to 4-lane standards. These roads will include Dighi port connectivity and Shendra-Bidkin mega industrial park connectivity in Maharashtra and roads in Neemrana-Khushkhera-Bhiwadi investment region in Rajasthan
