Minister of State for Home Affairs Haribhai Parthibhai Chaudhary told Lok Sabha (Lower House of Indian Parliament) in a written reply, "All high quality FICN [Fake Indian Currency Note] seized in India and abroad, originate only from Pakistan which has created a self sustaining criminal network in the South and South East Asian region for infusing fake India currency notes into India via Nepal, Bangladesh, Thailand, Malaysia, Sri Lanka and United Arab Emirates", Outlook India reports on December 2. FICN having face value of INR 30.88 crore have been either recovered in different branches of Reserve Bank of India (RBI) or seized by Police during January and September this year from the country, as per the Home Ministry data. Chaudhary said the government has constituted a special FICN coordination (FCORD) group to share intelligence or information amongst the different security agencies of state or Centre to counter the menace of circulation of fake currency notes in the country. The government has also constituted a terror funding and fake currency cell to investigate terror funding and fake currency cases, Chaudhary added.

Besides, dedicated air support is provided to ITBP through MI-17 Helicopters of Border Security Force (BSF) as well as Indian Air Force (IAF) Helicopters based on the availability of Helicopters to meet the operational requirement of the force on Indo-China border including J&K and Uttarakhand.

With a conviction rate of almost 80 per cent in Fake Indian Currency Notes (FICN) cases, the Maharashtra Anti-Terrorism Squad (ATS) is one of the leading agencies in the country to have achieved this rate, compared to their counterparts, according to Police sources, dnaindia reports on December 3 "Since 2006, 24 cases of FICN have been registered by the ATS in which trial has completed. We have got convictions in 19 of these 24 cases. This makes us one of the leading agencies in the country to have achieved such a high conviction rate, compared to other state agencies and state police departments who deal in FICN cases," said an ATS officer. Sources say in majority of the cases it has come to light that the FICN were smuggled into the city from West Bengal and Jharkhand Districts.

Dhowan said following September’s PNS Zulfiqar incident, when suspected al Qaeda militants hijacked a Pakistani warship to carry out terrorist activities, the jihadi angle has to be “taken into account”. “Threat in the maritime domain from terrorists, non-state actors is huge…terrorists trying to commandeer a ship is a serious situation..We have taken note (of the PNS Zulfiqar incident),” Dhowan added. “We have 2.5 lakh fishing boats in the country…any one can take up arms, ammunition in remote islands. (There are) 1197 islands and 7016 km of coastline. (It speaks) how easy it is from the other side and how difficult it is for us to secure,” he said.

Fake Indian Currency Note (FICN) worth INR 15,65,000 was seized in separate two incidents in Malda District, reports NDTV. In the first incident, a packet containing FICN of INR 1000 and IR 500 denominations having a total face value of INR 1.4 million was seized by Border Security Force (BSF) at Kaliachak in Malda District on December 3. The packet was thrown over the border fencing from Bangladesh side near Sasani border outpost. Earlier, acting on a tip off, the police on December 2, arrested one person from Engrej Bazar area of Malda for allegedly possessing FICN with a face value of INR 165,000.

On November 3, Minister of State for Personnel Jitendra Singh told Lok Sabha (Lower House of Indian Parliament) that in a written reply stated that investigations have so far not found any link between the Saradha scam and October 2, 2014 Bardhaman blast, reports The Times of India. He said, "The investigation has so far not revealed any such transaction where money was routed to Bangladesh to fund terror activities". After his reply Singh however, issued a clarification, saying no clean chit has been given to anybody. "Nowhere a clean chit is given by anybody as the last sentence reads, matter still under investigation," he said. Singh said there are three investigative agencies involved— Serious Fraud Investigation Office (SFIO), Enforcement Directorate (ED) and Central Bureau of Investigation (CBI) and the blast case is also being investigated by National Investigation Agency (NIA).

Additional Director General of Police, ATS, Himanshu Roy said Shaikh, 27, a Pune resident, is the brother-in-law of another IM operative Mohsin Chaudhary. "Shaikh was produced before the Maharashtra Control of Organised Crime Act court, which has granted us his custody for 14 days. We have reasons to believe he was involved in the 13/7 blasts," Roy added. On receipt of specific information, officers of the Special Cell of Delhi Police had apprehended Shaikh from Saharanpur railway station. As per the Delhi Police, it was Shaikh who had sent e-mails to media houses, claiming responsibility, under the signature of 'Al Arabi', of the Varanasi serial blasts and the Jama Masjid terror attack in 2010. Shaikh replaced Mansoor Ali Peerbhoy, who was heading IM's media cell and was arrested in 2008, due to his expertise in the use of Wi-Fi.

Since Obama is the chief guest at the Republic Day parade, the Delhi Police and security agencies have advanced security screening and anti-sabotage check by nearly a month. Rather than tighten security a month before the parade, a decision has been taken to impose blanket measures this week on. Security has been tightened around sensitive locations such as Parliament House, Indira Gandhi International Airport, Raisina Hill, India Gate, the city’s Metro network, shopping malls, and cinema halls. Quick reaction teams (QRTs) are being stationed at key positions to counter an armed attack. As the alert does not give out any details of the attackers or the possible date of the attack, the security agencies have gone into a tizzy, covering all the bases.

Issuing an alert to the states in this regard, the central intelligence agencies on December 8 released photographs and other details of members of this SIMI module, also suspected behind the Chennai (Tamil Nadu) railway station blast in May 2014, the explosion near Pune's (Maharashtra) Dadguseth's temple in July 2014 and, more recently, the blast at a Bijnore (Uttar Pradesh) house in September 2014. It warned of possible strikes by the SIMI module - comprising the five escapees Aijajuddeen, Aslam, Amjad Khan, Zakir Hussan and Mehboob Guddu, besides Salik alias Sallu who joined the group recently - after it was learnt that it was in touch with Pakistan-based elements "who had tasked it to undertake terrorist acts in India". Also living with six SIMI cadres is Mehboob Guddu's mother Najma Bee; though not directly involved in a terror act, she could face the charge of aiding and abetting activities of a terror outfit. An unnamed official said, "Alert is specific to the states of Rajasthan, Karnataka and Maharashtra...attack is also possible in certain other cities of India." Karnataka, Maharashtra and Rajasthan have been specifically alerted and told that the terrorists could be hiding in the three states, they said. According to intelligence sources, the five SIMI cadres involved in the Khandwa jailbreak have been moving from one state to escape surveillance. The five SIMI activists - lodged in Khandwa jail for offences ranging from robbery to policemen's murder to terrorism - had, along with two others, staged a daring jailbreak in October 2013 by scaling the 14-ft prison wall. One of the escaped prisoners surrendered the next day, while another named Faisal was nabbed in December 2013 from Barwani in Madhya Pradesh.

The bullet injuries which he has received too were sustained in one of the many battles, including the August offensive on Mosul dam in Iraq, he participated in as an IS man against Iraqi and US forces. According to one of the interrogating officers Majeed fought alongside IS against Kurdish Peshmerga and US forces who eventually took over the dam. "After sustaining bullet injuries, he was given $2,000 by ISIS as reward and medical assistance before he fled to Turkey and decided to come back home," said the officer. These are some of the revelations Majeed made during interrogation. Until now, Majeed had maintained that he had not participated in any IS battle. He had also said that the two bullet injuries he sustained were during practice firing and that IS made him work as a mason.

On December 8, four Jaish-e-Muhammed (JeM) militants were convicted by the Delhi High Court (HC) for conspiring to wage a war against the country, reports Times of India. The HC held that Bashir Ahmed Ponnu, Fayaz Ahmed Lone, Abdul Majeed Baba and Shahid Gafoor "conspired knowingly to facilitate the commission of a terrorist act and have carried out an act preparatory to the commission of a terrorist act". The court said Bashir, Fayaz and Abdul collected and brought the explosive substance and handed over the same to Shahid and held them guilty of various offences punishable under ant-terror law Unlawful Activities (Prevention) Act (UAPA). The judgement came on the state's appeal against the trial court's 2013 decision. As per the prosecution, the special cell of Delhi Police had received a tip-off in January 2007 that JeM intended to carry out fidayeen (suicide) attack at some prominent places in the national capital, New Delhi, and would be sending its operatives through Indo-Bangladesh border. Based on the tip-off, a trap was laid on February 4, 2007, and after a fierce encounter with Police near Connaught Place all the four were arrested and a large quantity of explosives, grenades and cash were recovered from them.

"Pakistan intelligence agencies, particularly the Pakistan ISI, has come to notice for conducting espionage activities in the country... during the period from January 2011 to November 2013, a total of 33 Pakistan-backed espionage modules were neutralized in the country, resulting in the arrest of 50 espionage agents, including some retired Indian government officials," Chaudhary told Lok Sabha.

This follows UK's Channel 4 report that claimed that one "Mehdi" was running what was "perhaps ISIS's most influential Twitter account, which was seen two million times each month and was followed by two-thirds of all foreign fighters" on the microblogging site. Intelligence sources identified him as Mehdi Masroor Biswas from Bengal. The channel claimed that in an interview to the channel, Mehdi said, "If I had a chance, I would've left everything and joined them. But my family needs me here. My parents are dependent on me." However, the account is no longer operational. It provided graphic accounts of the IS war, based on information provided to him by his online followers. The account operator is reported to have claimed that he was in regular contact with British jihadis before they left to join the IS and after they arrived. He had been encouraging IS fighters through his tweets, and had posted the video of US aid worker Peter Kassig's beheading five times, Channel 4 said, adding he had tweeted them "within minutes of it being uploaded to the internet". Bengaluru Police Commissioner MN Reddi said that his team was unable to ascertain whether the person operating the Twitter handle was from the city. "As of now, we can't confirm the information but we have to take such alerts seriously." There's possible use of proxy IP addresses, which is common, investigators said.

Lota, who is originally from Porbandar, is the prime accused in the arms landing case that was registered with the Porbandar Police in 1993. The arms and explosives that were delivered on the Gujarat coast were allegedly used in the 1993 Mumbai (Maharashtra) serial blasts. Sources at the senior-level in the Gujarat Police said that, all these years, Lota had remained untraceable until recently when they came to know through intelligence agencies that he is based in Dubai under a fake identity. Police source said a red-corner notice had already been issued against another accused of the arms landing case, Mohammed Dosa. "The third absconding accused in the case is Dadalmiya who is related to Umarmiya Panjumiya Bukhari alias Mammumiya, the prime accused in the Gosabara arms landing case," said a police source. Another source in the police claimed that they had received an intelligence input that Lota, who is believed to be hiding in Dubai, had got his son married to the daughter of a businessman who originally hails from Kutch but is now based in Dubai. As of now, only 65 per cent of the border is fenced. The order comes at a time when the Border Security Force (BSF) has raised an alarm over the increasing number of Islamic militants infiltrating the border. A BSF report has said at least 3,000 to 4,000 infiltrators are arrested by it every year from the border. “The Centre shall take all steps to complete fencing of the Indo-Bangla border. Vigil along the riverine boundary will be effectively maintained by continuous patrolling and installing flood lights. Such part of the international border, which has been perceived to be inhospitable on account of the difficult terrain, will be patrolled and monitored at vulnerable points, which could provide means of illegal entry,” said a bench headed by Justice R.F. Nariman. “The completed part of the border fencing will be maintained and repaired so as to constitute an effective barrier to cross-border trafficking,” it said.

SSB, which guards the porous Nepal and Bhutan borders with India, is the only paramilitary unit to have a full fledged intelligence wing. Sources said the idea is to shore up SSB's capabilities to effectively guard entry of Inter-Services Intelligence (ISI) backed terrorists and monitor the activity of ISI in fast mushrooming madrasas (Islamic Seminary) on the border. It would also help the force counter activities of north-east insurgents on the Bhutan border. SSB Director General B D Sharma said, "Intelligence is our biggest weapon when it comes to securing the open and porous borders with Nepal and Bhutan. These are sensitive borders. We have sent to the government a proposal in this regard as we seek to revamp our snooping infrastructure." Majeed told his interrogators that he also participated in the battles for the Baiji refinery and Tal Afar, a city in northwestern Iraq. He named an ex-Syrian Army officer Abu Anas and Abu Mariam of Tal Afar as his IS controllers and said Egyptian Abu Hatf al-Masari was the administrative controller of IS, said the sources. The sources said that Majeed had confirmed that at least four Indian-origin British nationals were fighting with IS in Iraq and said he has no knowledge of the 39 Indian labourers said to be held hostage by the IS in Mosul since June, 2014.

The NIA had earlier filed a charge sheet against the three accused before the NIA special court in Patna on September 11, 2014. Hossain is accused in seven murder cases at Narayanganj in Bangladesh, Hossain fled to India and was arrested by Kolkata Police on June 14 for illegally entering India. A source said India has confirmed to Bangladesh that it would hand over Hossain within this month under the newly signed extradition treaty between the two countries. "This is not an exchange (Chetia for Hossain). Hossain is an under trial prisoner in Kolkata and will be sent to Bangladesh for trial. Chetia has completed his sentence for illegally entering Bangladesh and possessing foreign currencies. He is in protective custody offered by the Bangladesh judiciary after he expressed a threat to his life," the source said.

The disappearance of four Mumbai youths in Iraq-Syria and return of one of them raised concerns over how some of the Indian Muslim youths have become radicalized through social networking sites and other cyber outlets. Intelligence Bureau (IB) Chief Asif Ibrahim recently said there was an imminent danger of Indian youths moving to the conflict zone (Iraq-Syria), emerging as a role model and such developments may directly or indirectly pose a threat to the country. "The threat potential is accentuated with some lower rung elements returning from conflict zone," he had said. The Indian hinterland continues to remain the prime focus of Pakistan-based terrorist outfits, particularly the Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM), as the Union Ministry of Home Affairs (UMHA) found that these groups were setting up their infrastructure in Bangladesh and using the porous Indo-Bangla border to send arms and ammunition into India. Blast in a madrasa (Islamic Seminary) in West Bengal's Bardhaman District has pointed out designs of the terrorists of the neighbouring country to set up bases in India. During 2014, the UMHA also extended the ban imposed on Students Islamic Movement of India (SIMI) saying if not curbed, the outfit will reorganise and "disrupt the secular fabric" of the country. The extension came as the government found that the activities of the outfit continue to be "prejudicial to the integrity and security of the country".

Police have identified at least seven bank accounts where funds as much as INR 10 million were transferred in each of these accounts from Tamil Nadu every month before the money went to Bangladesh. Further investigation suggests that 50,000 suspected Bangladeshis are working as construction workers and labour contractors in the Erode District of Tamil Nadu. Police got to know about this Tamil Nadu link during interrogation of Amir Ali, hailing from Mandir Hat at Hasnabad in North 24 Parganas District, arrested on December 23, 2014. Acting on the tip off , Police rounded up five members of the Tamil Nadu gang, said Superintendant of Police (SP) Tanmoy Roy Chowdhury. Ali happens to be their linkman in Bengal. But the huge illegal fund transfer racket didn't come to light so easily. The lead came after the Police pursued the probe for more than a week following the arrest of a suspected Bangladeshi Masud Billa alias Rahul Das. Sources say top officials of both central agencies met in Delhi on December 18 and decided to continue the probe in a coordinated manner and share information. Central investigators have agreed that while NIA will continue probing into the terror aspect of the JMB blast, CBI, which is conducting the Saradha probe will try to ascertain if the illegal proceeds were used to fund cross-border terror modules. When asked about the reason for this change of strategy, a senior NIA officer said: "During interrogation, some information has come up that shows a huge amount of money was transferred to various banks in Bangladesh. We need to identify the money trail that played an important role in the blast." Another NIA officer confirmed the twin-pronged probe and said: "There are some inter-related information in the Saradha and Bardhaman blast cases and we need to exchange information."

It reads, "Dear minister, we are Indian Mujahedeen. You people be careful. We are going to give you a Big Bang surprise. You can do whatever you want but it's a challenge that we will carry out many bomb strikes in Rajasthan. We will act on January 26. Stop us if you can — Notice by IM." According to Union Ministry of Home Affairs (UMHA) statistics, as many as 71,780 cyber frauds were reported in 2013, while 22,060 such cases were reported in 2012. There have been 62,189 incidents of cyber frauds till June, 2014. In 2013, a total of 28,481 Indian web sites were hacked by various hacker groups spread across the globe. The numbers of hacking incidents were 27,605 in 2012 and 21,699 in 2011. The cyber attacks have been observed to be originating from the cyber space of a number of countries including the US, Europe, Brazil, Turkey, China, Pakistan, Bangladesh, Algeria and the UAE. It has been observed that the attackers compromise systems located in different parts of the world and use masquerading techniques and hidden servers to hide the identity of the actual system from which the attacks take place.

According to Union Ministry of Home Affairs (UMHA) statistics, as many as 71,780 cyberfrauds were reported in 2013, while 22,060 such cases were reported in 2012. The announcement came after Siddaramaiah held a meeting of top Police, home department and administration officials. A new law along the lines of the Andhra Pradesh Public Safety is also being contemplated. It would make mandatory the setting up of CCTVs and access checks in all places where more than a hundred gather. In this specific case, Bengaluru Police Commissioner M N Reddi said a reward of INR 10,00,000 would be given for any information leading to the arrest of the perpetrators. Siddaramaiah said the Police were looking into the possible involvement of terror groups like Al Ummah, Students Islamic Movement of India (SIMI) and Indian Mujahideen (IM). While investigators unofficially said the blast had the fingerprints of Al Ummah from Tamil Nadu, Reddi revealed that the Chennai police showed interest in blast due to its similarity to the Coimbatore blast of 1998 and a couple of blasts reportedly triggered by them in Andhra Pradesh. "We are exchanging information with Chennai Police", he added.

"The troops received specific inputs and launched a special operation around 12.40 pm near the link road connecting NH34 near a brick kiln at Daulatpur. During the raid, Ruhul Sk (24) and Jamirul Sk (20), residents of Daulatpur in Baishnabnagar, Malda, were apprehended. During a search, the currency notes were found and seized. "We have blocked some websites, as there were serious national security concerns," an unnamed government official said. The websites that have faced the crackdown include popular video sharing platforms like DailyMotion and Vimeo, while some of them have been allowed to function after removing the objectionable content. The websites were purportedly containing material about Areeb Majid, an alleged Islamic State member who was arrested by National Investigation Agency (NIA), and three others hailing from Bhatkal area in Karnataka.Sources said the websites were being used to induce Indian youth to join IS and for spreading news about purported death of certain persons while fighting Allied Forces in countries like Afghanistan and Iraq.

With terror elements drafting the youth for Islamic State (IS) through encrypted forms or closed room chat boxes on social media sites, Telangana Police are in the process of strengthening their cyber hacking system by procuring advanced tools to penetrate the ‘terror web’, reports Times of India on January 1.The report said that Ansar-ul-Tawhid al-Hind (AuT), a suspected offshoot of the Indian Mujahideen (IM), has been making efforts to recruit local youth online for the IS. Abdul Khadar Sultan Armar, a key member of AuT, has been scouring the internet for fresh recruits. Adept at eluding security agencies, his role as recruiter came to the fore during his vain bid to recruit four engineering students from Hyderabad recently. Armar, who is suspected to be hiding in Afghanistan or Pakistan, became cautious about his covert online activities. According to intelligence sources, Armar had in the past interacted with prospective recruits through Skype, but after learning that his activities were being monitored, reportedly started taking precautions and avoiding online interactions. Intelligence sleuths are now acquiring advanced hacking tools to penetrate the closed chat rooms and crack encrypted conversations of AuT to unravel their impending conspiracies. "About four to five people, including Armar and a few former Student Islamic Movement of India (SIMI) activists, sitting in Af-Pak or Gulf countries have been actively trying to lure local youth in Hyderabad and other parts of the country. A Bhatkal-based fugitive gang is behind this recruitment drive,'' intelligence sources said.Till date, state police could stop indoctrinated youths in at least six cases while trying to leave India to join global terror outfits. Besides these, some local SIMI activists had also uploaded blasphemous pictures on a social media website and fanned trouble in distant Bareilly in UP. An analysis by cyber wing officials traced its IP address to Madannapet and Kurmaguda, but elements behind the mischief are untraceable.
