The Indian security establishment is keeping a close watch over Dawood Ibrahim’s plans to target New Delhi, Hindustan Times reports on June 2. The security agencies’ anxiety over D-company is based on an intelligence input that Ibrahim "Tiger" Memon, the main accused in the 1993 Mumbai (Maharashtra) serial blasts case had a meeting with Pakistan’s Inter-Services Intelligence (ISI) in Pakistan's capital city of Islamabad around May 15, 2014, to discuss plans to engineer blasts and attack soft targets in Delhi. Memon is based in Karachi and is part of the D-company network in south Asia and the Middle-East. According to the input, Memon was tasked with diverting money to India through Delhi and not the usual Mumbai route for targeting the Capital. The intelligence lead has been shared at the highest levels with security agencies and efforts are on to monitor cross-border movement of money through the hawala (illegal money transaction) or underworld route. “We are trying to verify this terror input but, as of now, it still stands uncorroborated. This may turn out to be one of the many leads that lead to no result. But we are taking this threat seriously and are using technical aid to cross-check this meeting,” said a senior counter-terror official.

The National Investigation Agency (NIA) on May 31 arrested a native of West Bengal, identified as Muhammed Inshan Ali who is an accused in the Manjeri (Malappuram District of Kerala) Fake Indian Currency Note (FICN) case from Chennai (Tamil Nadu), reports New Indian Express. He was produced before the Special Court on June 1, which remanded him in judicial custody until June 13, 2014. NIA officials said they were suspecting the involvement of two other persons in the case. Muhammed Inshan was at large after the incident. So far, seven natives from West Bengal have been listed as accused in the case. The charges against the accused include using forged or counterfeit currency-notes or bank-notes. The Manjeri Police had registered a case in 2012. All the accused hail from Talagachi village of Malda District in West Bengal.

The Supreme Court on June 2 stayed the execution of Yakub Abdul Razak Memon, the lone convict in the 1993 Mumbai (Maharashtra) serial bomb blasts case whose death penalty was upheld by the apex court in March, 2013, reports The Times of India. Memon had moved court for commutation of his capital punishment to life imprisonment after the President, Pranab Mukherjee rejected his mercy petition two weeks ago. Yakub Memon was arrested in Nepal in 1994 and was handed over to India.

A Lashkar-e-Toiba (LeT) hit squad was assigned to take hostages and lay siege on the Indian Consulate in Herat Province of Afghanistan, to coincide with the oath ceremony of Indian Prime MInister Narendra Modi, security sources in the Indian establishment have now concluded after studying the pattern of attack and taking stock of the recovery from the operatives killed, NDTV reports on June 4. This also confirms outgoing Afghan President Hamid Karzai's assertion that the LeT had was behind the Herat attack. Intelligence officials point out that the three attackers killed did not wear suicide vests, a Taliban trait. This, they say, further confirms them as highly-trained LeT operatives. Intelligence reports have warned the Indian Government of more possible attacks on Indian missions and assets since Pakistan's Inter-Services Intelligence (ISI) is uneasy with the large-scale Indian presence in Afghanistan post the US' withdrawal at the end of the year.

A special court in Pune (Maharashtra) granted 60 days more to the Anti-Terrorism Squad (ATS) for completing its investigation related to connection of Indian Mujahideen (IM) arrested 'India operations chief' Yasin Bhatkal's with the February 13, 2010 German Bakery bomb blast case, The Times of India reports on June 4. Bhatkal is the second accused arrested in the case and has been identified by the ATS as the man who planted the bomb. The other accused Mirza Himayat Inayat Baig has been given death sentence on April 18, 2013 by the special court. Baig's death sentence is since pending confirmation before the Bombay High Court.

Police found that a private bank in Karapakkam in Kancheepuram District was involved in circulation of Fake Indian Currency Notes (FICNs) after they questioned a woman who tried to deposit FICN at a bank branch in K K Nagar in Chennai on June 3, reports The Times of India. Police said when the woman came to deposit INR 50,000 in a private bank in K K Nagar, branch officials found that 500-rupee notes totaling INR 27,500 were fake. Police officers questioned the woman who said her husband, who is a businessman, had asked her to deposit the cash he had withdrawn from a bank branch in Karapakkam. "We are trying to track the origin of the notes. All the seized counterfeit notes were not fresh ones. We suspect they changed many hands before reaching the bank," said an investigating officer.

Agencies have received fresh inputs about Jagtar Singh Tara of Khalistan Tiger Force (KTF) and Lakhvir Singh Rode of International Sikh Youth Federation (ISYF) coming together to smuggle in explosives from across the border and provide logistics to target Bharatiya Janata Party (BJP) leaders according to sources, The Times of India reports on June 5. The case is likely to be transferred to the National Investigation Agency (NIA). "We got information that three people, Alam Shaikh (28), Ataru Rehman Shaikh (38) and Gulam Shaikh (28) will come near Masjid station with fake currency to deliver to their contact in Mumbai. We caught them," said D M Kuprekar, Assistant Inspector of Police. "All notes are in the denomination of INR 1,000. The arrested, who were used as the courier, stay in a Vakola slum. One of the accused was given INR 15,000 for expenses. We could not nab the person who was to take the delivery as he did not turn up," said an officer. The notes are of high quality and have over 98 per cent features that are similar to real currency. All the accused originally belong to Jharkhand.

Police officers said they seized FICN with a face value of INR 8,90,000 from them after they smuggled them in from Kolkata (West Bengal) by train on June 3. Along with the FICN, Police also seized a country made gun and two loaded magazines. “Rafiq had contacts with fake currency racketeers based along the Bangladesh border and used the links to source the notes. It seems he managed to circulate fake notes with a face value of up to INR 12,40,000 since February,” said an officer in the investigation team.

Shaikh would get FICN from Bangladesh and smuggle it into Malda District of West Bengal. He would then dispatch FICN to his distributors in different parts of the country, who would then circulate the notes in their cities. Police sources stated, “We were on the man’s trail for some time. We received a tip-off that he was supplying fake currency to an accused in Mumbai (Maharashtra). We laid traps in Mumbai and in Malda, and managed to arrest both the supplier and the Mumbai distributor.” An officer who was part of the operation said, “Every state is aware of Shaikh. According to investigators, Students Islamic Movement of India (SIMI) ideologue Hyder Ali alias ‘Black Beauty’, who was arrested last month in connection with the blasts, revealed that another arrested SIMI operative Abu Faisal, who was linked to the robbery, had given Hyder INR 5,00,000. Hyder has revealed that Faisal and the other SIMI operatives had collected a large sum of money by looting banks and had deposited the money with him. The investigators also suspect that another arrested SIMI ideologue Umer Siddiqui, who oversaw the Patna operation, was part of this collection chain. It was Umer who had given Hyder the task of carrying out an attack on Modi’s rallies. The group conducted recee at various places and finally decided to carry out the blasts at Patna, said officials.

One person was arrested in connection with Fake Indian Currency Note (FICN) case by the officials of Directorate of Revenue Intelligence (DRI) near Chakia toll gate on NH 28 in East Champaran District on June 7, reported The Times of India. Acting on a tip-off, a 10-member team of DRI sleuths arrested Ram Chandra Hazra, 33, a resident of West Champaran District, when he was travelling on a Bettiah-bound private bus, and recovered FICN worth INR 100,000 from his possession. During interrogation, Hazra stated the counterfeit currency was smuggled into India from Bangladesh via Kaliachak in Malda District of West Bengal with the help of a local peddler and he reached Patna in the morning of June 7, by Farakka Express. "All notes recovered from his trouser pocket were of Rs 1,000 denomination and of very high quality," DRI sources said. The accused also revealed that he had smuggled FICN from Bangladesh on previous occasions too and was an active member of an international syndicate.

The National Investigation Agency (NIA) recovered a cache of 18 live bombs, explosives and detonators in Ranchi District on June 7, following information from two suspected aides of alleged Indian Mujahideen (IM) militants, arrested in connection with Patna blasts in 2013, reported The Hindu. While one of the suspects has been arrested, the other is being interrogated. “At the instance of one Iftikhar, we have seized 18 Improvised Explosive Devices (IEDs) bundled into six clusters. The bombs had been buried in Sithio village, in the outskirts of Ranchi. Four of the accused in the blasts belong to the same village,” an NIA official said. The breakthrough came following the recent arrests of alleged IM suspects Haidar Ali, Mojibullah Ansari and Numan Ansari. “Another person named Feroze Aslam led us to a shop at Hindpirhi in Ranchi, from where we have seized a consignment of explosives and about a dozen detonators,” the official said, adding that Feroze had been arrested.

A source in Police said Eshtekhar Alam was picked up from Seethio village in Ranchi District and Firoz Aslam from Lower Bazaar area. According to Police the two used to work as facilitator for IM's Ranchi Module. "Initially it has been found that they used to purchase materials used for making bombs. Their involvement in handling money has also come out," said a source. A source said Firoz Aslam and Estekhar Alam were directly in touch with top operatives in IM. During interrogation they disclosed to NIA that one of them had concealed 18 live timer bombs in a barren field in Seethio village. The bombs are similar to those used in Patna and Bodh Gaya blasts were dug out from Seethio village by NIA on June 7 evening. The bombs were safely hidden under the earth in different spots in a suitcase, in a bag and in a bucket. The bombs were later diffused.

Later on June 9 a special judge remanded two of three accused to Police custody till June 12, 2014. Those remanded to Criminal Investigation Department (CID) custody were Vishnu Prajapati and Brijesh Patel. Third accused in the case was sent to judicial remand till June 23, 2014. Police said Interpol's help would be sought to arrest Pakistani nationals involved. CID officials found Prajapati and Patel were given instructions by two Pakistani handlers, Javed and Ishaq, and were in touch with them through e-mail and on phone. The duo would approach the Indian conduits like Prajapati and Patel and convince them to open saving accounts in banks, offering them commission. Later, the Pakistani handlers would call up people across the state introducing them as lottery-draw team members. Investigations revealed the accused had made a transaction of more than INR 1,0,000,000 after duping several people in six months. Police are probing if Pakistani SIMs were being used in India, said an officer. Agency is also looking to take action against telecom companies as the accused were found to be using multiple SIM cards on forged documents. Officers of the national bank are also under scanner. Once money was deposited in the account, accused immediately withdrew it and handed it over to hawala (illegal money transaction) operators who would pass it to Pakistani handlers via Dubai and Saudi Arabia. Indian agents get two to three per cent commission, while the rest went to Pakistan.

Ali has allegedly told his interrogators that the attacks were meant to avenge atrocities against Muslims in Myanmar. Haider told his interrogators he was "dissatisfied" with the execution of the Bodh Gaya blasts as "there was no casualty". According to his interrogation report, Haider told Intelligence Bureau and National Investigation Agency (NIA) officials, "After the anti-Muslim [violence] in Burma (Myanmar) in mid-2012, I told Imtiaz and others that the Buddhists had killed many Rohingya Muslims. I downloaded and showed them videos of Muslims being slaughtered, children being smothered and Muslim women being raped by the local Buddhists. I suggested that as Bodh Gaya was the holiest Buddhist shrine in India, it would be appropriate if such an action (blast) is carried out there as it would send a befitting message to the world." His interrogation report also reveals that he had gone to Nepal and also planned to visit Afghanistan. "His agenda was to locate the Pakistani embassy and go to Afghanistan for a 'hijrat' via Pakistan," said a source. Haider said it was Uzair Ahmad who introduced him to SIMI but it was Manzar Imam who motivated him to become a SIMI member. "After first meeting with Manzar Imam in a SIMI programme at Chittarpur (Jharkhand) in 2007, I was very much influenced by him. Once I visited his house to meet him and collect some religious books," Haider told interrogators. Before his arrest, he was reportedly leading a sizeable number of members of SIMI.

IM operatives even plan to resort to robbery, looting and dacoity to address the cash crunch. Investigations by Indian security agencies have revealed that IM operative Mirza Shadab Baig has planned to set up an extortion cell in Dubai called 'Maal-e-Ghanimat' (system for collection of funds from people) for jihad (religious or holy war). "Earlier, the IM was against the use of such kind of money for terror operations. However, with funds from Pakistan drying up, it has no option but to resort to such things," said a senior intelligence officer. In his statement to the National Investigation Agency (NIA), arrested IM operative Asadullah Akhtar alias Haddi said he was in talks with Baig to identify a hawala (illegal money transaction) operator in Dubai and Middle East so that the money generated from extortion could be routed to India. Baig has been made in charge of the project to set up the extortion cell in Dubai and the point-person to collect the money. Sources said Baig and his associates have procured a few Dubai SIM cards which will be used for making extortion calls. "Of the total extortion money collected by IM, 50 per cent will be used for terror activities and the remaining will be set aside to be given to the al Qaeda," said another senior officer. "IM leaders are in talks with senior Qaeda and Taliban leaders because they want to sever ties with ISI." The NIA which was investigating the October 2013 Patna bomb blasts stumbled upon another source of money generation for the IM's terror activities. "Robberies and bank dacoities were being carried out to generate funds," a Police officer said.

The project was pending for long despite repeated requests from the defence establishment which wanted to install the radar at the strategic location in view of suspected Chinese presence and "listening post" on nearby Coco Island. Though Coco Island in the Bay of Bengal belongs to Myanmar, China is learnt to have set up extensive infrastructure there. Environment Minister Prakash Javadekar noted that the radar project was of strategic important to India. "Only 8-10 people will be employed at the station. It will not in any way affect the natural environment there," the minister said, wondering why such an important project was kept pending for so long under the previous government.

Hussain has revealed that all planning, tasking and financing was being done personally by Pakistani High Commission (in Colombo) Counselor Amir Zubair Siddiq (code named Mama @ Ravi) and his senior 'Shah'. Husain was occasionally also briefed by Pakistani Defence Adviser (in Colombo) Colonel Shahryar during such meetings. The Colombo Pakistan Consulate officials used over a dozen different (Sri Lankan, Malaysian, Maldivian) telephone numbers to remain in touch with Hussain. Husain was tasked to "develop reliable contacts working in Vishakhapatnam and Cochin Naval bases, Chennai Port, Atomic power plant in Tamil Nadu" as per the IR. He was further tasked in June 2013 to clandestinely obtain photographs of US Consulate in Chennai, Shipping yard of Chennai port, Chennai airport, Chennai Railway Station, Israel consulate in Bangalore, Electronic City in Bangalore, the Bangalore Airport. Security agency sources have told that Husain @ John's mission was reminiscent of the David Headley recees in India before the devastating 2008 Mumbai attacks. Siddiq even told Husain to steal the laptops of senior officials of the Indian High Commission in Colombo and obtain web-data / emails through local contacts working there in July 2013. Husain was also tasked to provide details of Israelis residing in Colombo, according to IR. Husain, who was already indulged in human trafficking, also provided details to Siddiq of potential Indian nationals in Chennai and Trivandrum (Kerala) who could be tapped for facilitating "blasts" in India. During August 2013, Hussain received another SL Rs 1,00,000 from Siddiq for visiting Chennai to cultivate suitable assets for espionage and sabotage in naval bases at Cochin, Vizag and Chennai. Emboldened by the results, Siqqiq further tasked Hussain to cultivate an Indian navy officer in southern India and lure him to Colombo on tourism. The larger plan entailed even attacking the US Consulate in Chennai, by sending two Pakistani origin terrorists via boat to Tamil Nadu from Sri Lanka. Code names allocated were 'marriage hall' (for US Consulate), 'Cooks' (terrorists), 'masala Items' (explosives) and 'food preparation' (blast). . Timing of the bomb blasts was to create instability to coincide with the new BJP-led government assuming power at Delhi. Husain disclosed that Siddiq used him to regularly arrange fake SL passports for Pakistanis. In one particular case, the Pakistani operatives were to travel from Colombo to Male on Pakistani passports and subsequently from Male to Bangalore via Trivandrum by flights on fake Sri Lankan passports. This plan was approved on 20th March 2014 in the presence of two other senior Pak officials from Islamabad who met Husain discreetly at a Hotel in Negambo outside Colombo. Apart from this, weapons smuggling was being done regularly by the Pak High Commission in Colombo through its Counsellor Siddiq, with help of Husain. He received SL Rs 1.75 lakhs for clearing one particular consignment of AKs from Colombo port. Ishrat Kahan (Pak national handling Bangkok-Colombo-Male operations of the ISI) and Arshad (working at Pak High Commission in Colombo) were the other two cut-out contacts of Hussain for these tasks.

One metal object, recovered from the pond, was similar to the one used to make one of the 18 timer bombs recovered from a field in Seethio village on June 7. The raids were conducted on the basis of the information provided by Akhtar Ansari, elder brother of Imtiaz Ansari, who was arrested after the blast at Patna railway station on October 27, 2013. He (Akhtar) was detained immediately after NIA recovered materials used to make explosives. Ranchi Senior Superintendent of Police (SSP) Prabhat Kumar said NIA had sought Police assistance to carry out the search operation in the area, which the Police provided. "I have been informed that they have recovered some metal objects, but I do not have the complete details," said Kumar.

The ATS arrested them after their production was recorded by the court. They are likely to be produced before the court on June 12 (today) and probe agency might seek their remand. The metropolitan court No 11 issued warrants against Mustafa Sayyed, Bilal Ahmed and Afroz Khan last week in connection with a terror conspiracy of 2006. The case in which the three accused were wanted was lodged on September 19, 2006. However, before this offence was lodged, Ahmed was arrested on May 17, 2006 and Khan was nabbed on June 13, 2006 by Maharashtra Police. Interestingly, they were shown absconders for eight years. In the meanwhile, they were lodged in Maharashtra jail under the Maharashtra Control of Organized Crime Act, said their lawyer Dilshad Pathan. When they came to know that a case was lodged against them in Ahmedabad, they approached the court and sought anticipatory bail application. It was rejected on the ground that they were booked under the Unlawful Activity (Prevention) Act.

On June 13, Andheri Metropolitan Magistrate in Mumbai (Maharashtra) granted the Mumbai Police permission to collect the DNA samples of Dawood Ibrahim's aide Muzzakir Muddassar alias Munna Jhingada's family members, reports The Times of India. However, the court also said that the Police cannot use blood samples of Jhingada's family members as evidence in the case of deporting him from Thailand. Police said that the order will help them prove that Jhingada is Indian national and very much a criminal from Mumbai who fled away in 2000. Earlier, in 2012, the Thai authorities assured India to hand Jhingada but Pakistan authorities too had claimed his custody saying Jhingada was a Pakistani National. He was arrested by the Thai Police on charges of attempt to kill fugitive gangster Chhota Rajan in 2000. Jhingada, with associates Rashid Malbari and Gurpeet Singh Bullar, was arrested and he was sent to jail for eight years. Jhingada has completed his sentence in Thai jail but due to legal fight over his nationality he is still waiting in Thai jail.

Haider, on Police remand, was taken to Ranchi by the National Investigation Agency (NIA) and Intelligence Bureau (IB) officials to ascertain the spot where he trained the youths for fidayeen attack. He said the 15 would attack any particular place or person on the order of Lashkar-e-Toiba (LeT) unit operating from Karachi in Pakistan. Informed sources, however, said he did not divulge the whereabouts of the 15 suicide bombers. Sources said Haider had, in fact, trained around 3,000 persons in Seethio forest over a period of time. While others were trained in firing shots from pistols of different bore and Self Loading Rifles (SLRs), 15 were trained as suicide bombers. Haider also demonstrated to the officials how to use suicide jacket and how he trained the youths. Sources further said when the NIA team reached the spot in the forest, they found some life jackets in which suicide bombers hide bombs and explosives. A few jackets were also test-fired by the NIA officials with the purpose of diffusing it after hanging those from a tree.

On June 14, the Ahmedabad (Gujarat) Detection of Crime Branch (DCB) filed the charge sheet against Maulana Abdul Qavi in connection with the 2003 Inter-Services Intelligence (ISI) Conspiracy case, implicating him under various sections of the Prevention of Terrorism Act (POTA) and Arms Act, among others, before a special POTA court, according to Indian Express. Qavi has also been booked for conspiring “war against the government”. Earlier on June 12, the home department gave its sanction to file the charge sheet against Kavi under POTA. The case dates back to 2003, but the judgment was pronounced in 2010. The POTA court has proclaimed Qavi as an offender, along with other proclaimed offenders, such as Dawood Ibrahim, Chhota Shakeel, Mufti Sufiyan Ahmedmiya Patangiya and 20 others, who are still absconding. The chargesheet claims that Kavi was in touch with Sufiyan and another gangster, Rasool Party, who are also accused of masterminding the killing of Bharatiya Janata Party (BJP) leader Haren Pandya in 2003. According to DCB officials, Rasool had met Qavi in Hyderabad. There were a total of 44 accused who were tried by the POTA court. Out of them, 22 were convicted. The DCB claimed that a conspiracy was hatched by the accused to carry out terror activities in the state under the “leadership, guidance, inducement, inspiration and financial aid of a rich person, whose name has not been known, and by using the network of Dawood Ibrahim’s gang in Pakistan and the ISI, with a view to take revenge of the loss caused to Muslims during the 2002 communal riots in Gujarat. For this purpose, youth from Gujarat and Hyderabad were sent to Pakistan via Bangladesh and Nepal, it said. They were reportedly trained in handling weapons, making bombs, among others, in 2002. In 2003, the conspiracy was busted by the DCB.

The ATS said that INR 10,00,000 was sent from Dubai to Delhi to one of the accused, Kanwanain Pathrija, through hawala (illegal money transaction) channels. The money was later given to Bhatkal and used for the blasts, as per the charge sheet. Mumbai Mirror adds that according to ATS, Bhatkal played a key role in procuring explosives and making Improvised Explosive Devices (IEDs) used in the attack. Earlier, five accused -- Naquee Ahmed, Nadeem Shaikh, Kanwar Pathrija, Haroon Naik and Mohammed Qafeel Ansari were held in the case and are facing trial under the MCOCA, the Indian Penal Code (IPC) and other relevant laws. Mammunhi alias Muhammad Kunji, the seventh accused in the case, had surrendered before the court last week after arriving from Dubai. Investigations and the questioning of Waqas now revealed that he was trained by TTP before being sent to India, where he was expected to pass off as Indian on account of his family’s pre-Partition roots in Phagwara of Kapurthala District in Punjab. According to Police records, Waqas joined forces with the IM in India around September 2010. Earlier Delhi Police had stated Waqas was trained in terrorist activities “at a training camp situated in the Waziristan Federally Administered Tribal Area”, and had learnt to prepare Improvised Explosive Devices (IED) “based upon Hydrogen Peroxide (liquid form), Potassium Chloride and Ammonium Nitrate”. Waqas told investigators he stockpiled 50 digital timers for bombs in an apartment in Mangalore (Karnataka), which was used as an IM base to prepare for the Hyderabad attack in 2013. Special Public rosecutor, Deepak Salvi stated, "There was a passport case pending against Khan in Thane. We succeeded in gathering evidence from that case. We have confirmed his identity with evidence from the ration and passport offices." According to CBI, the accused is a close associate of Dawood Ibrahim, and helped land RDX (Research Department Explosive) and firearms in Mumbai prior to the 1993 serial blasts. Between 2004 and 2010 (before his arrest in February 2010), Khan divided his time between West Asia and Koparkhairane, a village in Navi Mumbai, and lived under an assumed name. He allegedly made a living forging passports and running a mobile phone business.

The Delhi Police has been on high alert after receiving the NIA letter. Meanwhile, NIA has found scientific evidence indicating former Hizb-ul-Mujahideen (HM) militant Liaqat Shah was allegedly framed in a terror case by Delhi Police’s Anti-Terror Squad, Hindustan Times reports on June 21. The Special Cell had claimed that an associate of Shah had stored the arms and ammunition in the guesthouse at his request. The NIA is now finalising its charge sheet in the case, which may clear Liaqat Shah. He was arrested on March 20, 2013 at Indo-Nepal border. He arrived there from Pakistan occupied Kashmir (PoK). “Investigators found that a person named Sabir Khan Pathan alias Munna allegedly planted arms and ammunition in the Jama Masjid area guesthouse. Pathan has been living in the Special Cell barracks for eight years and was allegedly working as an informer for the Cell. The NIA sleuths lifted DNA samples from the guesthouse room and, according to a lab report, they matched DNA samples from family members of Pathan, who is now untraceable,” said a home ministry official.

She commented, "Based on credible information... The US Government has assessed that LeT was responsible for the attack in Herat on May 23rd, 2014. This is the attack on the Indian Consulate (in Herat)". However, given the sensitive nature of the information, she refused to divulge details about the credible information, based on which LeT was held responsible for the attack. "We make our assessments based on a wide range of all-source information. In this case we believe, based on this information, it's credible. "Treating the Government of Afghanistan on par with elements of the erstwhile Taliban regime is something we will never endorse," Ambassador Bhagwant Singh Bishnoi, the acting Permanent Representative of India to the United Nations, said at a Security Council debate on the UN Assistance Mission in Afghanistan (UNAMA) in New York. Bishnoi added that India believes the reconciliation process must remain "Afghan-led, Afghan-owned and Afghan-controlled" while respecting the "agreed red lines". He also noted that the entire Non-Aligned Movement (NAM) member states had recently endorsed the "Afghan-controlled" process of reconciliation. He said the May 23, 2014 terror attack on the Indian Consulate in Herat is a "grim reminder that terrorism, not ethnicity or tribal differences, is the greatest threat to peace and stability in Afghanistan and the chances of the Afghan people attaining a path of self-sustained economic growth and prosperity". Police arrested Abdul Karim alias Palani Babu, an Al Umma cadre and accused in the 1998 Coimbatore bomb blasts case, along with his associate in connection with the June 18 murder of Hindu Munnai leader, Suresh Kumar, The Times of India reports on June 28. Karim was among the 80 accused in the serial blasts case released by a court in 2007. An Al-Umma activist, he stayed with prime accused S A Baasha in Chennai. He planted bombs at Marutham complex in Udumalaipet at the residence of U K P Kandasamy, a Hindu Munnai leader on December 3, 1997. He was also involved in planting a car bomb at a BJP meeting on Lokanmanya Street in Coimbatore. As the car key got jammed and broken, the car bomb didn't explode. Later, police recovered the car bomb. Karim, arrested in Coimbatore on February 16, 1998, was released from prison in 2007 along with 79 others, including Abdul Nasar Madani.

Delhi Police received multiple alerts from the Intelligence Bureau (IB) about possible threats to dignitaries, including VVIPs and ministers, from the Indian Mujahideen (IM) and fundamentalist groups operating in Jammu and Kashmir in the wake of the recent attacks on the airport Karachi (June 8-9), the provincial capital of Sindh, Daily Mail reports on June 29. In a recent meeting held after the attacks on Karachi Airport, Delhi Police was asked to verify and check more than 100 hotels as they are in very close proximity to Delhi's international airport. "After the Karachi attacks, security agencies received reports that militant groups, including Indian Mujahideen, are planning fidayeen attacks. IB has got a specific report that militants are preparing attacks with car bombs. Due to this, security of dignitaries have been enhanced," a source said. These include rocket launchers, under barrel grenade launchers (UBGL), automatic grenade launchers (AGL), sniper rifles, mortars, projector grenades, corner shot weapons and cord-detonating explosives. That apart, cops have also got a large number of general weapons such as SLRs, AK-47s, Insas rifles, machine guns and stun guns. This data has been procured by activist Chetan Kothari in response to a query under the Right to Information (RTI) Act. The RTI query revealed Mumbai Police have 14 rocket launchers, 391 grenade launchers, 44 mortar, eight sniper rifles, 29,373 SLRs, 3,975 AK-47s and 3,916 Insas rifles and over 4,000 machine and stun guns. The department also purchased 4,500 bullet-proof jackets in a span of 11 months, between March 2011 and January 2012. Mumbai Police Spokesperson DCP Mahesh Patil said the department has been using sophisticated weapons post 26/11. "These weapons provide the force with an added edge to combat any terror-like situation. Experts from companies that deliver these weapons train the force in using them," said Patil.

However, the FICN supplier managed to flee before the raid. Station House Officer (SHO) of Sunngarhi Police Station Atul Pradhan said the arrested are all residents of Pilibhit city and have confessed that they used to get the fake currencies for circulation from a person, Mohammad Hasan, who managed to escape the raid. Investigations are on to find out the source of the counterfeit notes and as to how long the racket has been operational. The arrested persons have booked under sections 484B, 489C, 120B and 34 of the Indian Penal Code (IPC).

Filing a written submission before Additional Sessions Judge Bharat Parashar, Police asked the court to frame charges under sections 3(3) and 5 of TADA Act along with section 5 of the Explosive Substances Act read with 120-B (criminal conspiracy) of the Indian Penal Code (IPC) against Tunda.Police said in their submission, "... in light of the view expressed by the Supreme Court, the views expressed by the designated court cannot be held to be the exact interpretation of section 3 of TADA. Lashkar-e-Toiba (LeT) 'founder' and Jamaat-ud-Dawa (JuD) 'chief' Hafiz Muhammad Saeed has set up terrorist camps in Islamkot and Mithi areas in Pakistan opposite Tanot and Kishangarh areas of Jaisalmer District in Rajasthan, according to Border Security Force (BSF), The Times of India reports on July 1. On June 29, he was seen in Islamkot, Meerpur Khas, Mithi and Kherpur in Sindh Province of Pakistan opposite south west Tanot area of Jaisalmer border. The BSF was given directions to be on alert and it believes that Saeed would try to push in terrorists via the Rajasthan border.These places are barely 15-17 kilometers from the international border, in Pakistan. Saeed has been giving provocative speeches against India and even threatened Hindus staying in Pakistan, asking them to work against India. Following Saeed's activities, the BSF has been directed to be cautious and alert along the entire border in Rajasthan. Sources said that Saeed's movements near the Rajasthan and Gujarat border were tracked for a month. Earlier on June 27, Saeed's movements were traced in Mithi, Bitala and Islamkot areas where he was seen motivating Hindus to send their children to these camps. On the following day too, there was information of Saeed's movements in some border villages.

The District and Sessions Judge S G Shete in Aurangabad (Maharashtra) on June 30 sentenced a convict Shaikh Nazeer to 10-year Rigorous Imprisonment (RI) and imposed a fine of INR 25,000 on him for possessing, using and buying goods with Fake Indian Currency Notes (FICN), reports The Times of India. Shete sentenced Shaikh to 10 years rigorous imprisonment under section 489 B of the Indian Penal Code (IPC) and seven years RI under the same section for possessing and buying goods by using FICN. Nazeer was arrested on October 23, 2011 from Kumbharwada when he attempted to pass FICN of INR 1000 denomination as genuine ones. The court has also directed the Police to file a separate charge-sheet against four others, who are absconding.
