A drug trafficking racket, associated with terrorist outfit Hizb-ul-Mujahideen (HM), was neutralized in Nizamuddin area of South Delhi District in New Delhi as three traffickers were arrested with 10 kg heroin valued at INR 350 million, on February 3, reports New Indian Express. One of the three arrested men was identified as Police Constable Khurshid Alam from Jammu and Kashmir Police, and the other two are B. Ganesh and M. Senthil of Tamil Nadu. Police said the drug syndicate's kingpin is based in Kuwait and is known as Ali. Special Commissioner of Police S.N. Srivastava said HM militants used to channelise the drug supply to India."More than 70 kg of heroin have been brought to Delhi in the past one year. It was later delivered to people in other parts of India," he said. Another Police officer said Alam revealed that Fayyaz, a HM ‘area commander’ currently based in Pakistan's Abbottabad city in Khyber Pakhtunkhwa (KP), was sending drug consignments through conduits active in Uri sector of Jammu and Kashmir. Fayyaz was active in Jammu and Kashmir's Ganderbal (Ganderbal District) till 2006 and then reportedly went back to Pakistan and has since been facilitating infiltration of terrorists into India. "It was also revealed that a significant portion of the proceeds of this trade gets remitted to Fayyaz for furthering the activities of his terrorist organisation…The money being transferred through the hawala network and various terrorist groups, including Hizbul, was being used in terror activities in India," a Police Officer said. The drug consignments were brought to India by train, he added.

An Indian Mujahideen (IM) operative, Abdul Wahid Siddibappa alias Khan, said to be close to IM ‘India operations chief’, Yasin Bhatkal, was arrested by authorities in Abu Dhabi, according to Union Ministry of Home Affairs, India TV reported on February 4. National Investigation Agency (NIA) officials will go to Abu Dhabi to present evidence against him for his eventual deportation. NIA officials feel questioning Wahid would help them understand the sources of the IM’s funds. Wahid is alleged to have routed money sent by Riyaz and Iqbal Bhatkal using banking channels and Western Union Money Transfer ahead of blasts in India. An Interpol Red Corner Notice was issued against Wahid which said he was wanted in the July 2006 Mumbai (Maharashtra) serial blasts, the 2008 Delhi blasts and the 2010 Chinnaswamy Stadium blasts in Bangalore (Karnataka). Wahid is believed to be the son of Yasin’s father’s cousin and for the last 10 years has been based in Dubai, where he is said to have multiple business interests and visited Abu Dhabi frequently. Indian Express added that Wahid is also believed to have helped IM in the transit of jihadis using the middle-eastern route to go to Pakistan for training. Investigators said questioning Wahid will also help agencies identify other members of modules operating from Saudi Arabia, UAE and other middle-eastern countries.

The Directorate of Revenue Intelligence (DRI) officials on February 3 arrested a smuggler, Dilip Kumar and recovered Fake Indian Currency Notes (FICN) with face value of INR 3, 38, 000 from a bus near Matiyarwa Chown in Areraj Police Station area in Bihar's East Champaran District, reports Business Standard. He confessed of bringing the FICN consignment from Bangladesh in association with members of a syndicate running smuggling of FICN. Kumar added that he had smuggled four consignments of FICN with a face value of more than INR 10 million and circulated the same in states of Bihar, Jharkhand, Gujarat, Rajasthan, Delhi, Haryana and Uttar Pradesh.

The Maharashtra Anti-Terrorism Squad (ATS) while taking custody of Indian Mujahideen (IM) ‘India operations chief’ Yasin Bhatkal and his aide Asadullah Akhtar alias Shakir alias Daniel alias Haddi alias Tabrez on February 5, for his alleged role in July 13, 2011 (13/7) Mumbai (Maharashtra) serial blats, focused on two points in court: they intend to find out the source of hawala (illegal money transaction) money sent for the blasts and to establish that Yasin was a key IM man whose custodial interrogation was required, The Times of India reports on February 7. Moreover, a special Maharashtra Control of Organised Crime Act (MCOCA) court remanded Bhatkal in Police custody till February 18, 2014. Further, the National Investigation Agency (NIA) interrogation report to the Centre said that Yasin Bhatkal organized the attack on Delhi's Jama Masjid on September 19, 2010 as he was upset with tourists entering the mosque in skimpy clothes. On January 26, Indian Police in civilian attire arrested three senior militant leaders of the Kamtapur Liberation Organization (KLO) near Kakarbhitta in Jhapa District. Again on February 6, Nepal Police stationed in Jhapa District arrested KLO vice-chairman Tom Adhikary from Bhadrapur, the District headquarter of Jhapa. The Centre has renewed the ban on Students Islamic Movement of India (SIMI) under the Unlawful Activities (Prevention) Act (UAPA) for another five years, saying that if its activities were not curbed, it would reorganize its activists and threaten the integrity and security of the country, The Times of India reported on February 7. The last extension, notified in February 2012, was for two years. The latest notification issued by the Union Ministry for Home Affairs, lists 21 terror cases involving activists, including the rioting at Azad Maidan in Mumbai (Maharashtra) in 2012. "During the Azad Maidan agitation, of the 10 accused arrested, one Iqbal alias Pappa Gulam Rasul Shaikh, is a member," the notification pointed out. The notification highlighted the four cases registered in Hyderabad (Andhra Pradesh) and two cases filed in Gujarat against alleged SIMI cadres since the last renewal of the ban. It pointed to the two cases in Madhya Pradesh, including the escape of six cadres from Khandwa jail in October, 2013. Another case cited relates to exchange of fire between alleged members and the Maharashtra Anti-Terrorism Squad (ATS) in 2012. The Central Government has also provided details of recent judgments pronounced by various courts against arrested SIMI cadres in Madhya Pradesh and Tamil Nadu. However, in most of the cases, the accused were let off with a fine due to insufficient evidence.

The case relates to the arrest of some Sri Lankan Tamils in Chennai and seizure of communication devices, including satellite phones, from them in April 2009, during the last phase of the Civil War in Sri Lanka that led to the decimation of the LTTE. Delivering the verdict, the judge said he had doubts about the confession statements allegedly made by the accused. Further, the investigating officers gave contradictory statements on the movement of the special team, seizure of devices and the time of examination of witnesses. The judge also pointed out that forensic experts, who examined the seized items, had said the telescope could also be used sighting animals. The prosecution also failed to reveal the messages exchanged through satellite phones, the judge said.

Along with Asadullah Akhtar, Tabrez, Tehseen Akhtar Shaikh, Waqas and Nadeem Akhtar Shaikh, Yasin did an extensive recce of the city, beginning February 2011, said Rakesh Maria, Additional Director General, ATS. “In addition to places where they planted the explosives, they also recceed Colaba Market, because of the number of foreign tourists it attracts, Mumbadevi Temple, Gol Deo Temple, and the offices of the director general of police, commissioner of police and ATS”, Maria added. Tabrez, Waqas and Tehseen are still at large. Police said Bhatkal also confessed to have initially planned to plant an explosive under a stationary Police van at Dadar flower market. On July 13, 2011, however, the van moved away just as Bhatkal and his co-conspirator Asadullah Akhtar walked towards it, said ATS officers. The duo then planted the explosive in a garbage bin in the flower market. Maria further said the plotters procured the explosives from Mangalore (Karnataka) a week before the blasts. The ATS had identified the shops from where they purchased nine mm volt batteries, Casio clocks, soldering machines, transistors, and a bow and arrow to complete the circuit. “Around six days before the blasts, they purchased four pressure cookers from two shops in Pydhonie and Ghatkopar. We have identified both of them,” said Maria. After the blasts, Bhatkal, Waqas and Tabrez returned to Habib Mansion in Nagpada, while Tehseen lived elsewhere, he said. Bhatkal is wanted in over 40 terror cases and will be interrogated by the ATS on the IM’s role in terror blasts in Maharashtra. Asian Age added that one of the members of this terror module, Waqas, alias Ahmed who is still at large, has been identified as a Pakistani national. IM’s co-founder Yasin Bhatkal and his aide Asadullah told the investigators about Waqas’ nationality on the first day of their interrogation. A senior ATS official, under anonymity, confirmed the revelation to our correspondent. “Waqas, a Pakistani national was even admitted to Sir J.J. Hospital after he went down with Malaria prior to the blast. Waqas used false identity at the hospital to hide the fact that he was from Pakistan. He even joined a local gym,” informed the officer.

The interrogation of Indian Mujahideen (IM) ‘India operations chief’ Yasin Bhatkal and his associate Asadullah Akhtar alias Tabrez revealed that after the July 13, 2011 (13/7) incident, the accused went on to procure 4 kilograms of explosives containing RDX (Research Department Explosive) for more terror strikes, The Times of India reported on February 10. After the blasts, a chemical analysis showed the bombs were a cocktail of TNT (Trinitrotoluene), ammonium nitrate and petroleum hydrocarbons. The report said TNT was the main explosive and RDX was not used in the bombs. Earlier on May 2, 2012, it was reported that RDX was present in the Habib Manzil flat in Byculla (Mumbai) where the bombers had stayed before and after the 13/7 blasts. Additional Director General of Police (ATS) Rakesh Maria on February 9, commented, "We had found traces of some suspicious powder-like substance in Habib Manzil during a search and forensic analyzers stated it was RDX”. ISI has kept these consignments at Rajasthan, Punjab and border along Bangladesh and Nepal and is trying to push them into Indian border. The agents at the Indian border have become active and looking to this, Sashastra Seema Bal (SSB) and Border Security Force (BSF) deployed at Pakistan, Bangladesh and Nepal border have also been put on high alert. "The problem of illegal migration in Bangladesh has led to demographic changes in the northeast. It has led to serious internal security challenges in Assam," Singh told. He said the forces had received a lot of help from the current political dispensation in Bangladesh but responsibility needed to be fixed on illegal migration. Singh also came down heavily on Pakistan for keeping the western border on fire by indulging in record ceasefire violations last year and blamed it on Islamabad's agenda to foment terrorism in the Kashmir valley in order to maintain its military presence in border areas. The chargesheet, filed on February 11, 2014 says, "Abdul Karim Tunda along with Pakistan's spy agency ISI and LeT prepared a team of Pakistani, Bangladeshi and Indian Jehadi Muslims and prepared a blueprint of carrying out attacks in India”. It further says that "on the anniversary of demolition of Babri Masjid in 1993, Tunda, on the directions of ISI and LeT chief Hafiz Sayeed, made a plan to carry out serial blasts on trains in Mumbai". Tunda has been named in the chargesheet under provisions of Terrorist and Disruptive Activities (Prevention) Act (TADA) and the Explosive Substances Act. Tunda was arrested by the Special Cell on August 16, 2013 from the Indo-Nepal border. It also gives a detailed list of LeT's hierarchy apart from details of ISI officers and Dawood Ibrahim with whom Tunda had close relations. The chargesheet also gives details of other terror outfits like Jaish-e-Mohammed (JeM), Indian Mujahideen (IM) and Babbar Khalsa International (BKI). It says that in 2010, Colonel Imtiaz of ISI and Iqbal Kana had assigned Tunda the task of sending RDX to India via Bangladesh, to be used by BKI terrorists to target the Commonwealth Games in Delhi. The chargesheet gives details some senior ISI functionaries, whose phone numbers were found in Tunda's phone, as evidence of Pakistan's active involvement in terror activities in India. Tunda was in regular touch with several ISI officials and LeT operatives including Zaki-Ur-Rehman Lakhvi (LeT operational chief), Azam Cheema (operational head of infiltration), Haaji Ashraf (LeT finance head), Saifullah Mansoor (head of LeT's Punjab division in Pakistan), Hafiz Abdul Salam Bhutavi (director of LeT terror training), Abu Dujana (chief of security guards of LeT), Abdul Rehman Aabid (Mufti) and Amir Hamza Rana Iftekar (key Lakhvi aide). In addition, Tunda was also in regular touch with Brigadier Hameed Gul, Colonel Usman and Colonel Abdulla of ISI and BKI's Wadhwa Singh, Ratandeep Singh and Lakhbir Singh. The chargesheet says Tunda was in regular touch with Dawood Ibrahim. It says he was taken to Dawood's house at Clifton in Karachi (provincial capital of Sindh) by BKI's Lakhbir Singh in 2002. "Dawood offered Tunda all kinds of help for future terror operations. After 6-7 months, Tunda met Dawood again," says the chargesheet. Tunda had also met IM founder Amir Reza Khan in Pakistan in 2005 through an ISI agent. FICN with face value of INR 236.6 million were seized in 2010; INR 314.6 million in 2011; INR 345.7 million in 2012; and INR 176.4 million until June 2013, Finance Minister P Chidambaram said in a written reply to the Rajya Sabha (Upper House of Indian Parliament). "In terms of available estimates, the volume of fake currency recovered and seized in India is not more than 0.003%...To address the multi-dimensional aspects of fake Indian currency notes (FICN) menace, several agencies such as Ministry of Finance, Ministry of Home Affairs, RBI, Security and intelligence agencies of the centre and states, CBI are working in tandem," he said. A special FICN coordination (FCORD) group has been formed in the Union Ministry of Home Affairs to share the intelligence and information amongst different security agencies of the central and state governments to counter the menace of circulation of fake currency, he added. "The process of reporting and detection of counterfeit notes, by banks, has also been rationalised in order to safeguard the interests of common man, coming across such counterfeit notes unknowingly and bringing in improvement of reporting," Chidambaram said.

George said that nearly 22,000 sanctioned posts in the Police Department were vacant. The reason for such a huge vacancy was because the previous Governments had not filled these posts. The Government could not fill all these 22,000 posts at once. It would be filled in phases, starting with the recruitment of 8,500 Police constables. Of this 8,500 constables, 20 per cent would be women constables. The Government would make arrangements for temporary training facilities as the State had no permanent training facility for such a huge number. The Government would also be recruiting 500 to 600 Sub-Inspectors. It would also be recruiting nearly 7,000 Home Guards. The services of the Home Guards could be used for assisting the Police, he said. On talks with the Communist Party of India-Maoist (CPI-Maoist), George said the Government was ready to talk to the Maoists if they wished to join the mainstream. He also said that the Maoists have shown interest in the rehabilitation package of the State Government and are keen on surrendering and joining the mainstream. Some non-governmental organisations (NGOs) have taken up their cause and are consulting with the Government. He said he cannot reveal details as discussions are in the preliminary stage.

The UCTTC will come up in over 98 acres at the Aarey Milk Colony in Goregaon suburb of northwest Mumbai, according to a government notification. "The move to set up the UCTTC is part of the government's exercise to strengthen the police force and make it more advanced," the notification said. The UCTTC will train commandos in the existing Force One and Quick Response Teams in Mumbai. The move comes in the wake of increasing terror activities in Mumbai, Thane, Navi Mumbai, Pune, Nashik, Nagpur and other major urban centres of the state.

According to NIA officials, Shihab who was in Dubai went absconding after FICN were intercepted by the Police in September 2011.The NIA Special Court had issued a non-bailable arrest warrant (NBW) against him on November 2012. The NIA charged 489 (B), 489 (C) r/w 34 of the Indian Penal Code (IPC) against the accused. Sanal Kumar, Abdulla Haji and Mohammad Rafi are the other accused. A joint statement issued on February 20 at the end of King Hamad bin Isa al Khalifa's visit to India said both the sides agreed to further "broaden" their bilateral engagement in diverse fields, particularly in areas of defence and security cooperation, trade and business. Besides agreeing to launch the security dialogue at the level of Deputy National Security Advisors, the two countries also denounced terrorism in all its "forms and manifestations" and reaffirmed their desire to strengthen their cooperation in combating terrorism at bilateral level and within the UN, the statement said. On economic cooperation, the two sides noted with satisfaction the growth and progression of the bilateral trade ties with two-way non-oil trade reaching USD 1.268 billion in 2012-13. A total of six Memorandum of Understanding (MoU)s were signed to expand cooperation in number of areas, particularly in economic front.

Minister of State for Communications and IT Milind Deora said in a written reply to the Rajya Sabha (Upper House of Indian Parliament), "Government is promoting Indian players in IT field to develop and offer internet services by having their servers located in India in order to protect the interests and secrecy of communication of Indian citizens," The minister added the government is also working towards promoting the evolution of better global Internet governance norms through on-going discussions at international fora. "Already, Rediff and Indiatimes have set up servers and accessories in the country to provide email and other services to Indian citizens," Deora said. On a separate query on efforts towards strengthening cybersecurity, he said the government has allocated Rs 500 crore for cybersecurity programme including cybersafety, security and surveillance, cybercrime investigation and forensics in the 12th Five Year Plan (2012-17). In collaboration with Data Security Council of India, IT-BPM industry body Nasscom, the government has set up cyber forensics labs at Mumbai, Pune (Maharashtra); Bangalore (Karnataka)and Kolkata (West Bengal) for awareness, creation and training programmes on cybercrime investigation, Deora added. So far, Bhatkal and Tabrez were in the custody of Maharashtra Anti-Terrorism Squad (ATS) for their suspected roles in the July 13 2011 (13/7) blasts. As part of its plan to avenge atrocities on Rohingya Muslims in Myanmar, IM not only planned strikes on Buddhist shrines in India, but even the birthplace on Lord Budha- Lumbini in Nepal. The other Buddhist sites on its radar included Bodh Gaya in Bihar and Shravasti and Kushinagar in Uttar Pradesh. On February 23, a team of Kerala and Tamil Nadu Police arrested a key suspect, K Sahul Hameed alias Paravi Badusha wanted in connection with a bomb blast on April 17, 2013, outside a Bhartiya Janata Party (BJP) in Bangalore (Karnataka), from his hideout in Anchal in Punalur of Kollam District, reports The Times of India. Police also seized a pistol and 17 kg of explosive substances from him. Badusha is regarded to be part of a terror cell that included his relative Panna Ismail and associates Police Fakrudeen and Kitchan Buhari, who are already in custody. Police also hope to unravel the network of explosive suppliers since Badusha was entrusted with the task of transporting and hiding explosives. He has been booked under Explosive Substances Act, Arms Act, Unlawful Activities Act and several counts of the Indian Penal Code (IPC). Police said they would be seeking custody of Badusha for interrogation. "Only after interrogating him will we be able to find out about the people who harboured him all these days, his accomplices, his plans and his role in extremist activities in the past," a police officer said. According to Bangalore Police, Paravai Badusha had procured ammonium nitrate-based explosive gel and electrical detonators on the instructions of prime accused Kitchan Buhari. He then gave it to one Mohamed Salim, who in turn handed it over to Buhari. So far 14 accused, including Buhari, have been arrested in connection with the Bangalore blasts case.

"Investigation has also established the emergence of a new module of IM operatives in Rajasthan, the members of which were in regular contact with Riyaz Bhatkal and were highly motivated to carry out terrorist attacks," the NIA said. In addition, Delhi's Akshardham temple and Pune's cantonment area were on top of IM’s list of places to be targeted, the NIA has said in its charge-sheet against IM's India operations ‘chief’ Yasin Bhatkal and his three aides, reports The Times of India on February 25. According to data retrieved from the laptops recovered from Bhatkal and his aide Asadullah Akhtar, IM members were carrying out reconnaissance of these places, the charge-sheet said. "The files named as... are the photographs of Khirkee area in Pune (Army cantonment) which was sent by Riyaz Bhatkal to accused Asadullah Akhtar through internet in order to carry out a reconnaissance during the month of January/February 2012 while Waqas and he were staying in the hideout located at Loni, near Loni Medical college in Ahmednagar district in Maharashtra," the NIA said. It further said, "Files named as... are the photographs of Akshardham temple in Delhi. Investigation revealed that accused Md Ahmed Siddibapa (Yasin Bhatkal) went there for the purpose of recce. This established the design of the accused persons for conducting future attacks." Further, NIA has found forensic evidence that IM operatives received instructions on terror attacks from the mentors from across the border. With help from the Netherlands' instant messaging service provider Nimbuzz, the NIA has traced the chat ID of IM founder Riyaz Bhatkal, through which he passed on instructions to Yasin Bhatkal, to Pakistan Telecommunication Company Ltd (PTCL). The chargesheet notes: "The login details from Nimbuzz, in respect of menothing1 and davidthapa77, were received from the providers. From the received details, the creation of IP of the account menothing1 was found to be 221.120.246.6, which belongs to Pakistan Telecommunication Company Limited." The chargesheet directly accuses the Pakistan government of providing shelter to the absconding accused. It says, "The organisation is receiving financial and material assistance from the ISI backed by the Government of Pakistan which has sheltered several absconding operatives." The chat exchanges between IM operatives in India and Pakistan also reveal a sinister plan of IM to expand its footprints across the middle-east and Afghanistan and the outfit's growing ties with Taliban and al-Qaeda. In addition, Yasin Bhatkal was inspired by al Qaeda ‘chief’ Osama Bin Laden and used to motivate youngsters for sacrificing their lives in the name of 'jihad' through the videos of the slain terrorist, NIA has also said in its charge sheet. "He (Bhatkal) used to quote selected phrases from Islamic religious books in support of 'jihad'. He had downloaded from internet a number of documents which portrayed Jihad as an obligatory act of every Muslim. He had also downloaded lectures of Muslim leaders and fighters like Osama Bin laden, Al Yazeed, Al Zarkawi, C Khateeb, Awlaqi from internet. He made young Muslim boys watch these videos and read out these documents to them, so as to motivate them to sacrifice their lives in the name of jihad," NIA said, NIA also stated on February 24, that, Yasin Bhatkal was earlier arrested for theft in Kolkata (West Bengal) in 2009 but Kolkata Police did not know he was the terror mastermind. "Accused Md Ahmed Siddibapa (Bhatkal) visited Kolkata in 2009 along with one Qateel Siddiqui and stayed at the residence of one Humayun for the furtherance of the activities of the IM. He tried to build his network with the help of some Bangladeshi terror links and was arrested on suspicion in a case of theft by Kolkata Police," the NIA has said. Meaning a group of congregation of men more than 11 but less than 40, Usaba sent out an e-mail claiming responsibility for the 2007 court blasts in Uttar Pradesh while still looking for a suitable name for the group. “The nomenclature of ‘Indian Mujahideen’ was liked by the operatives and was thus used in the subsequent e-mails along with a designed logo,” the NIA chargesheet stated. Pakistan’s Inter-Services Intelligence (ISI) was code named ‘Taagut’ or ‘Voda’, NIA was Neye, al Qaeda was termed ‘Waagu’ or ‘Micro’ while Taliban became ‘Tech’. Even places got new names. According to the chargesheet, the IM is now an al-Qaeda affiliate whose members are trained by the global terror network, and who have been instructed to focus on Myanmar and to “kidnap Jews in India”.The chargesheet says that at a meeting in Dubai five years ago, the IM leadership decided to cut ties with Pakistan’s Inter-Services Intelligence (ISI), and join the al-Qaeda. “Investigations revealed that during the stay of the accused (Akhtar) in Dubai (in 2008-09), Iqbal Bhatkal was elected as the leader of Indian Mujahideen and it was decided to sever the association with ISI as soon as possible, and shift towards the Al Qaida, since everyone unanimously felt that the ISI was against the true Jihadi ideology,” says the chargesheet. The Times of India, added that IM terrorists had on their target some tourist spots, a royal train and some other places in the state, especially in western Rajasthan including Jodhpur, Barmer and Jaisalmer, sources said. The chargesheet reveals that the IM shifted the base from Bihar and other nearby states to Rajasthan after an intense crackdown on its Bihar unit by the cops probing the low intensity blasts that occurred during Narendra Modi's rally in Patna in October, 2013 and Bodh Gaya in July, 2013. The group allegedly plans to target foreign tourists and has conducted a recce in several places in Rajasthan apart from other places including Delhi, Mumbai and Maharashtra. After the IM's activities were found in the state, the Rajasthan ATS had intensified search for three IM terrorists, identified as Mohammed Taseen Akhtar, Haider Ali and Waqas alias Javed Mohammad on suspicion that they might target Israeli tourists who frequent some cities including Pushkar, Jodhpur and Jaisalmer. The arrested suspects have been identified as Saddam Faizuddin Shaikh, Nabakumar Ravindranath Biswas, Asadul Faijal Haq Jaman and a 17-year-old boy. The four hailed from the state of West Bengal. An offence has been registered under Indian Penal Code (IPC) sections 489B and 489C for possession and circulation of fake currency. The National Investigation Agency (NIA) revealed that Kolkata (West Bengal) has been an important hub for the activities of Indian Mujahideen (IM), The Times of India reports on February 28. In his confession to NIA, IM operative Asadullah Akhtar alias Haddi said that the American Center attack and the kidnapping of Khadim's boss in Kolkata (both in 2002) were part of a bigger plan. Haddi admitted before a magistrate in Miyapur, Andhra Pradesh, that in 1999-2000, Aftab Ansari started the IM (called Asif's Commando Force then) with Asif Rezza Khan, a resident of Kolkata, who died in an encounter in 2002. Haddi also said that his people attacked the American Center in Kolkata. Haddi added that he got arms training and learnt how to make explosives at a training camp conducted by Pakistan's Inter Services Intelligence (ISI). "Haddi and Bhatkal had revealed that the 'Bihar module' was the first thing to come up under the leadership of Yasin Bhatkal and Mohammad Tariq Anjum Hasan. Kolkata acted as a base for this module. However, since this module was more ideologically inclined, other modules in Pune, Beed in Maharashtra and Azamgarh in UP, were in charge of executing terror attacks across the country till 2008. It was only when these modules were either eliminated or busted, that the IM fell back on its recruits from Samitipur-Darbhanga and Nalanda,'' according to sources. Further, the custody of IM India operations 'chief' Yasin Bhatkal and his aide Asadullah Akhtar, ends on February 28 (today), reports Zee News. According to the Mumbai Anti Terrorism Squad (ATS), Bhatkal played a very important role in procuring explosives and making Improvised Explosive Device (IED) used in 2011 Mumbai terror attack. IM was keen on 26/11 suicide attack, targeting Police and politicians, instead of planting bombs and running away, The Times of India reports on February 28. IM operative Mirza Shadab Baig and Asadullah Akhtar had discussed that bomb explosions killing common people had little impact as the government moved on after paying compensation to victims. According to the chargesheet filed by NIA, Riyaz Bhatkal and Yasin Bhatkal were particularly impressed with what Maoists had achieved in Darbha, Chhattisgarh where a Congress cavalcade was ambushed killing 27 people, including the party's top leaders. They had discussed that IM, too, should do something similar that would shake the government. With such a plan in mind, Yasin's associate Asadullah Akhtar was trying to procure explosives and guns. He believed that it was time for the outfit to move towards suicide attack. Further, the chargesheet stated that every article needed to make a bomb is easily available in Delhi. "Irshad Khan (Yasin's father-in-law) pointed out the chemical shops, scientific store, buffing shop, tool shop, metal shop, welding workshop and dye shop from where he and Yasin Bhatkal procured chemicals/tools/metal/instruments/dyes etc," it states. All the shops are located in central Delhi's wholesale hubs, such as Esplanade Road, Pai Walan, Jama Masjid, Tilak Bazar, Hauz Qazi, Ajmeri Gate, Sitaram Bazar, Anand Parbat and Lajpat Rai Market. Although there are strict guidelines for the sale of chemical material in Delhi, the IM terrorists found ways to get around them. The chargesheet also states the names of the 16 important IM operatives who are wanted by Delhi Police in various cases. They are: Iqbal Bhatkal, Riyaz Bhatkal, Amir Raza Khan, Mohseen Chaudhary, Waqas, Tehsin alias Monu, Danish, Mohammad Ismail, Mohammad Zasim, Abdul Kadir, Afif, Khalil, Anwar, Sabir, Salim and Abdul Moik.

According to NIA, IM's Darbhanga module came into existence after some key IM members, including Yasin and Fasih Mahmood, developed close links in 2001 at the perfume and naturopathy medicines shop in Bhatkal in Udupi District of Karnataka. NIA charge sheet stated that around December 2001, Yasin had opened the shop 'Almohtasham' near Noor Masjid. "The perfume shop was very popular amongst the students of Anjuman Engineering College. The shop used to be frequented by students like Fasih Mahmood, Tarique Anjum... From ramming bulldozers to bring down jail walls to creating hideouts in Tibet, Nepal and Azerbaijan, IM had a range of activities on its drawing board. The 277-page National Investigation Agency (NIA) chargesheet filed against Yasin last week says: "Yasin informed Riyaz that he had learnt to operate bulldozer. It drinks 200 litres per day, but can be used to break wall of the jail." Around the same time, the group seemed to be also planning new hideouts in Nepal, Tibet and Azerbaijan. It says while Yasin had already travelled to Rohtat and Barhare areas of Nepal where he was also planning to buy property, in a November 16, 2012 chat with Yasin, "Riyaz asked to find whether Tibet tour for Lhasa which starts from Kathmandu was continuing". "On December 30, 2012, Riyaz asked (Yasin) whether visa for Azerbaijan was obtained from Nepal, since there was a route via Azerbaijan to Pakistan." In order to expand its base in Nepal, the group had even bought a lathe factory, run on captive hydro-electric power, to manufacture weapons there. "Yasin asked Riyaz whether he should work in the hospital ... He also joked to find a poison which will kill after one week," the chargesheet notes.
