Telengana anti-terror agencies’ list of wanted terror absconders, from Hyderabad and Karnataka include 22 persons suspected to be hiding in Pakistan, Saudi Arabia, Dubai and the Philippines, Deccan Chronicle reports on November 2. “Of the 22, eight are believed to be holed up in Pakistan and 11 in Saudi Arabia. One of them is in Dubai and others in the Philippines,” revealed an official. The suspects are linked to Lashkar-e-Toiba (LeT), Indian Mujahideen (IM) and Jaish-e-Mohammed (JeM), against whom red corner notices are issued by the Interpol.Police suspect that Chota Sajid, alias Mohammed Sajid, is hiding in the Philippines. One Najiullah, alias Najji, is believed to have been sent to India by the LeT. National Investigation Agency (NIA) has also issued a second request to Interpol regarding Shahed Bilal’s brother, Mohammed Majeed, seeking his whereabouts. Far-hatullah Ghori, another suspect, is an accused in a conspiracy to eliminate Bharatiya Janata Party (BJP) leaders. Mohammed Asadullah Khan is an accused in the Bengaluru conspiracy case. Sabeel Ahmed and Mohammed Faisal, who are linked to the Bengaluru module, are also in the list.

A seven-member National Investigation Agency (NIA) team, along with experts of the Central Forensic Science Laboratory (CFSL), raided an aluminum factory in Shantipara of Buardhaman District on November 2, reports The Times of India.Abdul Hakim, the Jamatul Mujahideen Bangladesh (JMB) terrorist who was injured in the bomb blast at Khagragarh on October 2, 2014 and presently admitted at SSKM Hospital in Kolkata, used to work in the factory. The factory is very near from the Khagragarh blast site. Hakim's wife Amina Biwi, who is in NIA custody at present, has told the investigators during interrogations that Abdul Hakim has been working at that factory for INR 100 per day remuneration. On October 1, a day before the blast, Hakim had worked there for the last time.NIA has learnt that Hakim used to regularly visit the Simulia madrasa (Islamic seminary). In the morning, Hakim used to work in the factory and at night he used to make IEDs (Improvised Explosive Device) and bullets to fool the neighbours by showing that he was working in a factory in Burdwan, his wife told NIA. With Hakim almost recovering from his splinter injury, NIA is all set to take him in their custody within the next few days.

Border Security Force (BSF), on November 2 evening seized apprehended a woman, Anita Mandal along with Fake Indian Currency Notes (FICN) with face value of INR 10,94,000 from Duisatbighi village in the Kaliachak Police Station of Malda District. She was later handed over to Police. So far in 2014, the South Bengal Frontier of the BSF has seized FICN of face value INR 1,20,12,500 and apprehended several smugglers.

After investigating the October 2, Bardhaman blast case, the National Investigation Agency (NIA) has unearthed several calls to Tamil Nadu, Mumbai (Maharashtra) and Jammu and Kashmir, and the investigators have zeroed in on Wadala West, a slum in Mumbai from where numerous calls were made to and from Bardhaman, Birbhum, Murshidabad and other parts of the country, The Times of India reports on November 4. "The calls have been made from an area that is between Wadala and Kingscircle railway station and this area is mainly dominated by Bengalis from Bangladesh. There is a possibility that the people who have fled from West Bengal might have taken shelter in this particular area," NIA sources said. NIA officers are finding it difficult to penetrate the zone because of its geographical location and population density. It is a densely populated slum of more than 450,000 residents, 80 percent of whom are Bangladeshi migrants. "Some have managed to acquire Indian documents like Voters ID cards, driving licenses and ration cards but many more stay here hiding their identity. Police and district administration find it difficult to penetrate this zone," an NIA officer investigating case said.Apart from Mumbai, several calls were made to Jammu and Kashmir and Tamil Nadu. NIA officers feel that if the operatives have their presence in Mumbai and Jammu and Kashmir, then the magnitude of the crime is more diverse than expected. The entire spree of calls caught the NIA's notice after analysis of one of Shakil Ahmed's (killed in the blast) phones recovered from the blast site. It was found that more than 23 SIM cards and international calling cards were used in that single phone. Investigators unearthed the calls made to different states and abroad on analysing the phone's details through EMI number.

The Pentagon has told the US Congress that the Pakistan is using militant groups as proxies to counter the superior Indian military, reports The Times of India reports on November 4. "Afghan - and India - focused militants continue to operate from Pakistan territory to the detriment of Afghan and regional stability. Pakistan uses these proxy forces to hedge against the loss of influence in Afghanistan and to counter India's superior military," the Pentagon told the Congress in its latest six-monthly report on the current situation in Afghanistan. "These relationships run counter to Pakistan's public commitment to support Afghan-led reconciliation. Such groups continue to act as the primary irritant in Afghan-Pakistan bilateral relations," the Pentagon said in the report running into more than 100 pages.

"We have received inputs from central intelligence agencies that there might be a terror attack in Kolkata, especially in port area. We have increased security in the port area and have put the entire city under security blanket," the officer said. According to the input, terrorists may use small boats to carry out an attack in port area, he added.Tuesday's alert was that the terror strike may have been planned by Pakistan's Inter-Services Intelligence (ISI) with help from the Pakistan Navy. It comes in the backdrop of the unearthing of a Bangladeshi jihadi module in West Bengal and the attempt by al-Qaeda's Indian sub-continent wing to hijack Pakistani frigate PNS Aslat at Karachi (Sindh) in September, 2014 with the ostensible purpose to use it against Indian warships.

On the defaced web sites, the hackers, who identified themselves as `1337 & r00x! - Team MaDLeeTs' greeted the Government of India and then leveled several allegations against the Indian Army in Kashmir pertaining to civil rights violations. A video showing some army personnel assaulting civilians was posted. The hackers claimed that they care for humanity and the website intrusion was not intended for cyber war or steal information. "We are not asking for Kashmir. We ask for peace. Nothing deleted or stolen. In his dying statement, the victim had given his name as Subhan Mondal, a resident of East Midnapaore District. However, police could not find the village Mondal claimed to have hailed from. Mondal, the National Investigation Agency (NIA) sleuths believe, was a resident of Bangladesh. His actual identity has remained a missing link in the investigations into the blast.The NIA has now opted for Mondal’s DNA profiling to establish his identity. According to NIA, Kajal procured explosives from various chemical shops in Kolkata on the pretext of legitimate business and supplied it to bomb-makers such as Shakil Ghazi and Shobhan Mandal, who died in the Bardhaman blast. These bombs were then transported across the border by couriers such as Kausar. He is suspected to be part of a network in Delhi which NIA is now investigating. It is also suspected that he procured explosive chemicals from at least two suppliers in Delhi who also have businesses in Kolkata. After Kajal got a hint that intelligence agencies had tracked him to Delhi, Kajal fled to Basti in Uttar Pradesh where a state Policeman, who was an acquaintance, provided him shelter. However, choosing not to stay anywhere for too long, he again fled to Birbhum from where he was arrested.

In South East Asia, Mintoo travelled to Cambodia, Laos and Burma, besides Thailand where he established a base,” said Gaurav Yadav, Inspector General (IG) counter intelligence who coordinated the operation.Sumedh Singh Saini said Mintoo had been tasked by Pakistan’s Inter-Services Intelligence (ISI) to carry out a strike on Independence Day in Punjab. Officials said they failed to execute it as the plan may have been leaked, reports The Times of India."Pakistan is harbouring these men and ISI is training them and providing financial and military assistance. The Bidhannagar Anti-Terror Squad (ATS) and Kolkata Police Special Task Force (STF) made the arrest and handed him over to the National Investigation Agency (NIA). According to NIA sources, Sajid was "one of the key leaders in the JMB conspiracy" and his arrest will help unravel the outfit's terror designs not only against Bangladesh but also on possible Indian targets. "He was one of the key JMB leaders and is undoubtedly a big catch," a senior NIA official commented.Though security agencies believe the arrest will unravel hawala (illegal money transaction) chain that brings funds from Bangladesh to run terror modules in India. "Initial investigation reveals that Sajid was about to receive INR 1, 00,000 through a courier. This is why he had travelled to North 24-Parganas. We intercepted the courier and persuaded him to convince Sajid to come to Jessore Road. Sources said Sajid was jailed for several years in Bangladesh and was closely working with bomb-maker Boma Mizan, who is now reportedly hiding in West Bengal. ATS officer R N Banerjee said they seized fake driving licenses and PAN cards from Sajid. "We found four fake identities in the name of Buran Sheikh with a Nanoor, Birbhum address. He also used the alias Surat Ali and gave his address as Sahebganj, Jharkhand," said an officer. Both addresses are important — while Birbhum District’s Kirnahar has been found to be a hotbed of JMB activities, the module reportedly had training centres in Jharkhand."In the initial stages of questioning, Sajid said he was looking to create a greater Bangladesh that will strictly follow Shariat law," said a source.

According to the sources who questioned Sajid, alleged to be a mastermind of the blast, JMB was trying to set up a terror network in West Bengal, particularly in three Districts of Murshidabad, Nadia, Malda, and in Assam through armed struggle besides having an 'Shariyat' rule in Bangladesh, official sources said. In the process, the banned terror group was ready to do terror acts to achieve their goal, Sajid, a Bangladeshi national and stated to be the 'chief commander' of JMB, is claimed to have confessed before the investigators. The Times of India adds on November 12 that JMB was to evolve as a disciplined 'army' and not a terror outfit. Sajid has revealed that his wife Fatima, an Indian, was tasked with setting up woman's modules in states of Jharkhand and Odisha. Sajid went on to claim that women played a very important role in this operation. "Their role was not limited to teaching the Sharia laws or transporting the bombs. We had also advised them to travel to other states and encourage others to join. Some of the women were also told to lay honey traps on government officials to seek information and also favours," said Sajid Ali. "It worked to a large extent in West Bengal and we were confident that it would work in other states as well. The Majlis-e-Shura or the central committee of the Jamaat maintained that what we needed to build was an army and not a terror outfit. We were told to deploy the tactics that an army would do," Sajid told the NIA officials. Sajid reportedly said there are 13 active Jihadi couples, while at least two dozen others are part of the sleeper cells. "Most of these women hail from poor socio-economic background. Once they completed education at Simulia and Lalgola madrasas (Islamic seminary) they underwent a 'personality' test. Those found fit for 'Jihad' were asked to marry cadres from Bangladesh," said a source.

NIA officers were questioning three major Bangladeshi terror suspects Sajid, Hamid and Zia-ul-Haque when the blast was heard around 7.30pm, said sources. The blast site is close to Technopolis and the tech hub of Sector V of Salt Lake. CCTV footage from near Technopolis and a bus stand right outside the CRPF camp show a red car parked in the vicinity for quite some time. A large Police force has cordoned off the area and bomb disposal experts are on the ground. Samples collected from the spot point to a crude bomb but without splinters, say sources. Traffic has been restricted on the road. Police suspect the bomb was thrown from a bus and hit the boundary wall of the CRPF camp. "There has been an explosion but it doesn't seem serious. The explosion took place in a corner of the bus stand right in front of the CPRF camp. The police commissioner and detective chief have examined the spot very carefully but there was neither any smell nor any residue of explosives," said a police officer. "We have strengthened security around the CRPF camp," Bidhannagar Police Commissioner, Rajiv Kumar said. Kolkata was on high alert last week after intelligence inputs of a possible terror strike on Kolkata port between November 4 and 7, 2014.

ED officials have booked him under provisions of Foreign Exchange Management Act, 1999. They also raided many places in connection with the case and seized INR 6.25 million hawala money. The report, submitted to the Union Ministry of Home Affairs (UMHA) in October, 2014, has flagged the mushrooming of unaided and unregulated madrasas along the Indo-Bangladesh or Indo-Nepal border in West Bengal, Assam and Terai region. "Many of these seminaries have foreign teachers, mostly Bangladeshis who have worked closely with elements associated with outfits such as Jama'atul Mujahideen Bangladesh (JMB). They digress from the normal religious teachings and 'correct' interpretation of Islam by madrasas having Indian teachers, and highlight the alleged atrocities on Indian Muslims through videos and other provocative material. The aim is to exploit the feeling of alienation or discontent among young impressionable Muslims, with the larger purpose of radicalizing them to take up jihadi terror," said a senior official who has perused the report on madrasas across the country. Sources indicated that the government is contemplating a separate study to identify the "foreign" teachers who may be dispensing jihadi doctrine at madrasas, particularly those located close to the border with Bangladesh and Nepal. The concern over foreign instructors at Indian madrasas is explained by the fact that most of the Bardhaman blast accused are Bangladeshis who were indoctrinating Muslim men and women in West Bengal and teaching them how to make bombs for terror acts in Bangladesh as well as India.

We need international cooperation for handling such crimes," National Technical Research Organisation NTRO Director of cyber security , Alok Vijayant said. Government's cybersecurity arm Computer Emergency Response Team-India (CERT-In) reported 62,189 cyber security incidents in the first five months of the current calendar year. These attacks have been found to be originating from the cyberspace of a number of countries including the US, Europe, Brazil, Turkey, China, Pakistan, Bangladesh, Algeria and the UAE, according to the official report. "India has a dearth of talent. In most of the cases Indians find cyber security loophole quickly with its solution but people may get tempted with high price paid in underground market. Payment per exploit is as good as 15,000 euros and higher than that," Vijayant said.

The agency has identified a man named Abdul Noor, suspected to be a key operative of the outfit in Bangladesh, as the man who carried cash tranches across the border periodically. NIA has also identified a JMB operative from West Bengal who was working as a mason in Jammu and Kashmir. The man has already been interrogated by the agency. The agency has also found that not only did all members have wives who were equally involved in all terror acts but the top brass among the Indian module had more than one wife who were all engaged in terror activities. In fact, marriages were deliberately solemnised among members of the module much on the lines of Maoists. Women were, however, given training only in firing of weapons and not in making of bombs. "This is a unique development as far as jihadi terrorism in India is concerned. The JMB module in India has 50 per cent women. All have been indoctrinated, well-trained in physical combat and weapon operation and married to their jihadi colleagues," said an NIA officer.

Sources in the government stated that JMB terrorists had opened two Jihadi Madrasas (Islamic seminary) in Sahibganj District of Jharkhand to recruit and train terror modules. The Bardhaman terror handlers were already operating two separate madrasas in Simulia and Murshidabad, which was primarily focusing on female Jihadis. “The two Madrasas in Sahibganj are linked to Bardhaman terrorists. They were already operating two Madrasas in West Bengal. It appears the JMB terror had become a diffuse movement with recruits in other states that threaten the country,” sources said. Sources also confirmed that at least 110 Jihadis were trained in all four madrasas, including West Bengal and Jharkhand. Gujarat Chief Minister Anandi Patel commissioned the boats, C-409, C-411 and C-412, fitted with high-tech navigation and communication equipment and said the Government is maintaining a strict vigil along the coast. Companies are lacking agility, budget and skills to mitigate known vulnerabilities and successfully prepare for and address cyber-security. About 32.14 per cent of the respondents in India said their organisation's total information security budget will stay approximately the same in the coming 12 months despite increasing threats. More than half (54.55 per cent) of the respondents said they are facing rising threats and 50.91 per cent said they are facing rising vulnerabilities in their information security environment. Intelligence agencies have asked the Himachal Pradesh Police to increase security at the dam site. “We have asked Police to take the security measures at the dam,” said an official. Intelligence agencies have emphasised to upgrade the underwater security at the dam, besides stressing the need for installing more close circuit cameras at vantage points of the dam. The agencies have detected that the underground safety net at the dam was torn at many places. The safety net checks the flow of any unwanted material that could pose threat to the earthen dams. The intelligence agencies have accentuated the need for deploying more boats at the dam for monitoring the movement of “suspicious” elements at the dam. “Some of security concerns expressed by the police have been addressed while others are being looked into,” Director General of Police (DGP) Sanjay Kumar said. “We are installing more security gadgets at the dam,” said he. Indian spy agencies have begun to see Indian Mujahideen (IM) terrorists sheltered by Pakistan’s Inter-Services Intelligence (ISI) in Karachi (Sindh) abandoning the terror outfit to join Islamic State (IS) which has an estimated 15,000 foreign terrorists from at least 80 nations operating in the terror-torn Middle-east region for a new global jihad, reports New Indian Express. Intelligence sources citing the intercepted chatters between IM cadres said that two IM operatives—Sultan and Farhan, suspected to be Indian nationals, may have entered Syria to join IS. Besides, four Pakistani terrorists, part of the IM module, have defected to IS. At least four other IM terrorists, who were used as arsenal by ISI, are also suspected to have disappeared into Afghanistan to fight the religious war with al Qaeda and the Taliban. Earlier, the agencies had indicated that at least 20 self-indoctrinated Indian youths may have joined IS in Syria and Iraq. Research and Analysis Wing (R&AW) sources confirmed that at least 23 IM terrorists have been sheltered by the Pakistan's ISI in its safe house in Karachi. According to intelligence agencies, IM operatives are now more ideologically inclined towards the brutal method of international terror outfits like IS. IM top brass has also internally started resenting the total ISI control over their outfit and wants to renew the efforts to wage jihad in India with the assistance of IS and al Qaeda. The chatters between jihadis indicate that they are ready for Bayat (Pledge of Obedience) and hoping to join bigger jihadi theatre to establish Islamic caliphate. The intelligence officials said money could be another reason as Pakistan's ISI choked the funding of IM after paying approximately 25 million in the last couple of years to carry out blasts in India besides for their operational expenses. An earlier chat interception had revealed that ISI was paying 6 million quarterly for personal expenses of IM terrorists sheltered in Pakistan. The financial crunch may have prompted the IM terrorists to forge an alliance with the international terror outfit having deep pockets. The intercepted communication also revealed that IM has recently split into two factions—the first group, led by most wanted terrorist Bada Sajid, includes Shadab Beg, Khalid, Shahnawaz alias Doctor, Rashid alias Danda, Shabbar and Saleem. The second group led by Riyaz and Iqbal Bhatkal is almost neutralised after Yasin Bhatkal and Assadullah Akhtar were arrested from Nepal last year and subsequent crackdown on the Jharkhand and Bihar modules. “Some IM terrorists have already moved to Khyber agency in Afghanistan-Pakistan border to join al Qaeda and IS. Bada Sajid and Abu Rashid alias Danda are learnt to be operating in Afghanistan with al Qaeda,” sources said. Khaled Mohammed, the Myanmar national arrested from Hyderabad on November 16 in connection with Bardhaman (West Bengal) blast of October 2, 2014, disclosed that Indian Mujahideen (IM), Tehreek-e-Taliban (TTP) and Jama'atul Mujahideen Bangladesh (JMB) had joined hands for terror activities in India, Deccan Chronicle reports on November 23. Khaled disclosed that he had come to India with a specific target of increasing JMB's terror network in the country with help of local outfits like IM. Intelligence sources said that Khaled had been running a number of training camps along Indian border in Bangladesh and Myanmar. During this time he came in contact with members of TTP who further trained him in making explosives. Khaled also said that he was directed by some top JMB and Taliban leaders to shift base to India and spread terror activities there. It is suspected that after crossing over into Indian through Bangladesh border, Khaled had also stayed at the Bardhaman hideout for sometime. “Khaled has made some important disclosures but we will interrogate him in detail once we get a longer custody from the designated court in Kolkata. As it seemed to be heavier than usual, it was opened, and was found to contain the arsenal wrapped in a sheet of carbon paper, bound with cellotape. The carbon paper helps mask metal items from metal detectors. There was one pistol, loaded with a magazine containing eight rounds, as well as a second magazine loaded with eight rounds wrapped in the carbon paper,” said senior Police Inspector Vijay Dhopavkar, Kurla Railway Police. “On searching him further, we found five fixed deposit receipts worth INR 1,00,000 each, INR 24,000 in cash and several ATM cards. His phone contained photographs of Dawood Ibrahim Kaskar, Osama Bin Laden and Ajmal Amir Qasab, as well as some literature in Urdu. Khan, in his interrogation, has claimed that he was on his way to Basti District in Uttar Pradesh to kill someone, and the Police are verifying these claims.

On November 17, the National Investigation Agency (NIA) arrested a suspected Myanmar national, Khaleed alias Khalid Mohammed who was allegedly trained by Tehreek-i-Taliban (TTP) from Hyderabad in connection with the Bardhaman (West Bengal) blast case, report The Times of India. Khaleed who had been residing in Hyderabad on the basis of alleged fake documents, was arrested by the State Police on November 16 following an intelligence tip-off by central security agencies, official sources said today. He was handed over to the NIA a day later. Khaleed is believed be an expert in Improvised Explosive Device (IED), the NIA said and claimed that he belonged to Rohingiya solidarity organisation and had links with Bangladesh-based terrorist groups. The NIA also claimed that he was involved in running terror camps in bordering areas of Bangladesh and Myanmar. A search at his residence led sleuths to his laptop which contained incriminating videos of training material, literature relating to various kinds of poison, IED-making, bomb-making, explosives and 'Jihadi' Literature including that relating to IS (Islamic State). Here was a man (Khalid) helping militant groups, which are opposed to the nation states of Pakistan (TTP) and Bangladesh (JMB) and were using Bengal as their base. "There is thus no doubt now that they were planning subversive attacks on India also," said an NIA officer. After the arrest, the jail authorities stepped up security in West Bengal jails housing Rohingyas. The security agencies have now started collaborating details on the routes taken by the Rohingyas to enter West Bengal. Intelligence Bureau (IB) sources said the Rohingya Muslims are infiltrating mainly through the Indo-Bangladesh border at Swarupnagar, Basirhat and Gaighata Police Station areas.

This place is barely one kilometre from the Khagragarh blast site. When the NIA officials grilled Pulak, he told them that after knowing that Amjad was a suspected JMB terrorist, he threw all the containers to a pond near Rabindra Bhwan in Borhat area of Bardhaman. Pulak himself accompanied the NIA officials and fishermen to the pond, where five containers of picric acid were recovered. Five more containers are missing. According to the latest reports, Fake Indian Currency Notes (FICN) with a total face value of INR 128.5 million was recovered until September, this year (2014) alone from countries such as Nepal, Bangladesh, Sri Lanka, Thailand and United Arab Emirates (UAE), with Pakistanis acting as carriers in most cases, reports The Times of India on November 20. Most of these recoveries were made from outbound flights from Gulf nations, after they landed in destinations like Dhaka or Colombo. The highest recovery was at Dhaka (Bangladesh) airport on April 27 when Armed Police Battalion of Bangladesh intercepted a FICN consignment of INR 64 million from the cargo section of the airport. The consignment, brought from Pakistan in a Qatar Airways cargo flight, comprised six bundles of FICN with same serial number. At least 18 foreign nationals and an Indian were arrested in 13 cases spread between January and September 2014. Of this, nine were Pakistani nationals while one was a Canadian with Pakistan origin, five Nepali and three Bangladeshi nationals besides an Indian.

The interrogation of terror suspect, Sujena Begum, wife of Sahanur Alom, has revealed that Simulia Madrasa used by Jama'atul Mujahideen Bangladesh (JMB) as terror training centre had admitted a few girls from Assam in the 11-18 age group. Sujena told interrogators that she was brought to Simulia Madrasa in 2012 by her husband. She and other inmates had imparted training in physical activities and arms handling, she said. Sujena said the girls were from West Bengal, Assam and Jharkhand. The agencies said Sujena, after completing her training, became a Jihadi trainer in Barpeta District of Assam and had organised training of women in her locality. Agencies alleged that some religious leaders from West Bengal were involved in indoctrination in Madrasas and the event is locally called as ‘Dharma Mahasabhas’. Agencies said jihadi preachers are targeting students and Hafiz alias Hedayutallah, a suspected Bangladeshi national, was involved in propagating hardline Wahabi brand of Islam followed in Saudi Arabia.

A city sessions court in Kolkata on November 20 sent Myanmarese national Khaleed alias Mohammed Khalid, who was brought to Kolkata on transit remand after his arrest over his alleged links with the Bardhaman blast (October 2, 2014), to eight days' National Investigation Agency (NIA) custody, reports The Times of India. All the eight accused arrested in connection with the Bardhaman blast were produced before the court. Sajid alias Rahmatullah, the head of Jama'atul Mujahideen Bangladesh’s (JMB) Bardhaman module and Amjad Seikh, the man responsible for supplying chemicals were also sent to NIA custody. Five others, Abdul Hakim, Zia-ul-Haque, Hasem Mollah alias Burhan Mollah, Amina Biwi and Rajia Biwi, were sent into judicial custody till December 5. NIA sources said that Khalid, a Tehrik-e-Taliban Pakistan (TTP)-trained terrorist, has strong connections with a Bangladeshi terrorist outfit, JMB. The Bangladesh home department has handed over vital documents regarding the Bardhaman blast to the NIA team. Two of the acquitted persons, Ehtesham Siddiqui and Dr Tanveer Ansari are accused in the 2006 serial train blasts case (7/11 train blast case). The prosecution failed to prove the charges levelled against the accused in 2001. All the accused were arrested after the Central Government declared SIMI as a banned organisation. The charges of SIMI links had been made after the Police said they found "jihadi" literature from the residence of blasts accused Ehthessam Siddique. According to the Police chargesheet, SIMI was responsible for the 2006 Mumbai local train blast that killed 188 people and injured over 800.

Bangladeshi authorities have indicated that Mahfuz is the most important name on the list of 41 militants suspected to be hiding in India. Dhaka had handed over this list to India two days ago. Sources say Myanmar militant Khalid Mohammad and JMB 'Bengal head' Sajid both of whom are in custody have confirmed that Mahfuz was posing as Nasirullah in India. Shakil Ahmed alias Swapan Mondal one of the bombers killed at Bardhama blast had received Saradha funds which were in turn channelised to West Bengal, an officer with the National Investigation Agency (NIA) informed. The agencies are looking at close to INR 75 crore transaction between the Jama'atul Mujahideen Bangladesh (JMB) and the Saradha masterminds. Although Shakil Ahmed is dead, documents which belonged to him which have been seized go on to suggest that he had moved money for the Saradha accused 18 times in the past three years and parked the money in installments in Bangladesh. The Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) which are investigating the Saradha case say that the link to the JMB is also under probe. Some money has moved to Kuwait and Saudi Arabia while the rest of it remained in Bangladesh. The money was parked in the Islami Bank in Bangladesh. India has already sought details from Bangladesh about the money movement into this bank. This bank has been in the news in the past as well for moving funds to terrorists and is also under the scanner of the US senate committee.

Prepared by Institute for Economics and Peace (IEP), the number of attacks also increased with 55 more incidents in 2013 than in 2012. "Terrorism increased by 70 per cent in India from 2012 to 2013, with the number of deaths increasing from 238 to 404," it said. However, the majority of terrorist attacks in India have low casualties. In 2013, around 70 per cent of attacks were non-lethal. There were attacks by 43 terrorist groups who can be categorised into three categories - Islamists, separatists and Communists. "Communist terrorist groups (Naxals) are by far the most frequent perpetrators and the main cause of deaths in India. The Index said generally, the dispute with Pakistan over Jammu and Kashmir is the source of Islamic terrorism. In 2013 three Islamist groups were responsible for around 15 per cent of deaths. This includes Pakistan-based Hizb-ul-Mujahideen (HM). "Targeting private citizens, Police and businesses, attacks are generally restricted to the geographic region as most of these groups are relatively small and have local claims," the Index said.

According to a source, militants can either choose to target the passengers or the bus itself. "Officers should be properly briefed while making security arrangements on the bus route or the stand where it originates. All concerned may take preventive measures to avoid any untoward incident," the alert says. Police have been asked to keep a strict vigil at traffic signals where the Sada-e-Sarhad has to stop. "There will be men in plainclothes either on bikes or in car protecting the bus till it crosses Delhi. There will be a hawk-eyed vigil and security cover at the traffic signals or any jam which comes in way. There is anyway a special security and route devised for the bus. But we are going be extra-cautious in the next few days ahead of the alert," a senior officer from north Delhi said. Investigations since September 12, 2014, when a few members of the gang are said to have fled leaving behind a mobile phone and other material at a hideout in the western Uttar Pradesh's District of Bijnor following an accidental bomb blast, have allegedly given vital leads on the gang’s involvement in crimes across the country. These include a February 1, 2014, bank robbery in Karimnagar in Telangana; the May 1, 2014, blast on a Bangalore-Guwahati train at the Chennai Central Station and the July 10, 2014, blast in the parking lot of Faraskhana and Vishrambag Police Stations near the Dagdusheth temple in Pune, Maharashtra. Between 2009 and 2013, around 173 cases of FICN circulation have been reported in Pune and Police have arrested 70 suspects. The annual crime report "Crime in Maharashstra-2013" published by the Maharashtra Criminal Investigation Department (CID) stated that Maharashtra state has registered maximum number cases in the country in connection with FICN and also arrested maximum suspects involved in circulating and manufacturing these fake notes. In 2013, the State Police seized FICN of INR 1.55 crore from the different parts of Maharashtra. The CID have also alerted the government Railway Police and Highway Police to remain alert as suspects use railways and highways to bring FICN to Pune and other parts of the state. The CID report said that in 2013, FICN were transported into the state mainly from West Bengal, Jharkhand, Bihar. They were also brought to other parts of the state from Nagpur, the report says. A Pune Crime Branch officer said that whenever police get information about fake currency notes, they arrest the suspects involved in circulating the notes. "But, we cannot reach the people involved in manufacturing the currency," the officer said.

As for the other Kalyan youths, Aman Tandel, Fahad Shaikh and Sahim Tanki sources told that even they are believed to have conveyed to their respective families their "desperation" to be rescued from the violent war being fought by the IS. Their location is said to be somewhere in Iraq. Though a senior intelligence official said the government is willing to take a sympathetic view on the matter, he conceded that it was virtually impossible to negotiate the return of a person associated with IS. "Besides, who do we talk to about the return of the Kalyan youth still in the IS zone...Who will go there to seek them out?" added the official. Another complication is that even if the Kalyan youths are located, they would have to be arrested and tried for having been associated with a terrorist organisation proscribed by the United Nations (UN). According to sources, 10-12 Indian youths are said to have been recruited by IS from India and abroad.

Hussain, along with his two co-accused Siva Balan and Mohammed Saleem, was produced before the special court when he made the confession and pleaded guilty. In the past hours, security personnel of Bangladesh have questioned some key suspects in the October 2 Bardhaman blast, particularly the 'head of 65th unit' (Bengal unit) of JMB Sk Rehmatullah alias Sajid. They are also likely to question Abdul Hamid, who survived the blast. The team is in West Bengal to share field-level intelligence with Indian counterparts to track down JMB militants hiding in the state. "SEBI [Securities and Exchange Board of India] maintains constant vigil in the market, and in case of any abnormality, takes appropriate action against the concerned entities," In response to a query on whether SEBI has warned bourses regarding probable inflow of terror funds into the market, Sinha replied in the affirmative. In addition, SEBI registered intermediaries are required to follow stringent Know Your Client (KYC) norms on an ongoing basis and are also required to file suspicious transaction reports to Financial Intelligence Unit (FIU) in case of suspicious activities of their clients, he added. "SEBI has mandated that intermediaries comply before opening any new client account, the stock broker shall ensure that the name/s of the proposed customer does not appear in the updated list," Sinha said and added that intermediaries should "continually scan all existing accounts to ensure that no account is held by or linked to any of the entities."

According to him, the civil Police Force in West Bengal and some other states require additional manpower and proper training. States also need to implement the Supreme Court's directions on reduction of pressure on policemen. "The Police in Bardhaman admitted after the blast that they were not in any position to pay too much attention to the blast in Khagragarh. One has to appreciate that the police were busy with the Pujas and Eid at that time. The police didn't have the manpower or training to deal with the situation. There may have been some other pressure that made things much more difficult," Choudhury commented. According to Choudhury, the United Nations (UN) recommends that there should be 220 Policemen per 100,000 population. In comparison, there are only 107 Policemen for every 100,000 population in India. In some states, including West Bengal, the number is as low as 60.

The National Investigation Agency (NIA) filed a case against Aarif under Section 125 of the Indian Penal Code-IPC (waging war against the state) and certain sections of the Unlawful Activities Prevention Act (UAPA). Majeed, was deported from Turkey on an emergency certificate as he had lost his passport. "Allah ke kaam par gaya tha (I had gone for the work of Allah)," Majeed is said to have told his interrogators when asked why he had run away from home. Majeed, who called his father recently and sought to be "rescued", seemed to have given the impression that he returned not because he was disillusioned with IS, but because he sustained injuries. The arrest and the seizure was made from near Churiantpur border outpost. The accused along with the notes have been handed over to Police. In addition, BSF South Bengal Frontier in November, 2014 seized Fake Indian Currency Notes (FICN) with face value of INR 23, 94,000 along with 48.78 kilogram of ganja (hashish) and over 5.5 kilogram of gold. In their communiqué, intelligence agencies say that IS and AuT are increasingly trying to mobilise support on online social forums and are motivating youths to join them for various objectives such as avenging the 2010 Batla House encounter. The agencies have mentioned that AuT's media wing had pledged revenge for those killed in the Batla encounter through the Twitter handle @isabahmedia2. AuT's chief ideologue, Sultan Abdul Qadir Armar alias Abdul Rehman Nadvi al-Hindi from Bhatkal in Karnataka has also pledged support to IS in a video. He said the Muslims of the country, who sacrificed as much as the Hindus in the freedom struggle, will not accept this. "There is no doubt that society will stand united and al-Qaida will not succeed in its designs," he added. Rajnath's inaugural speech pointed out the new threats are from Islamic radicalism through Al Qaeda's new wing, Qaedat al-Jihad, and the Islamic State (IS). "Although the IS was born out of Syria and Iraq, the Indian sub-continent cannot remain untouched by this menace and we need to understand this. It is also a matter of concern that some Indian youths have been attracted to the ISIS. But the government is committed to checking it," he added. "The al-Qaida has formed a new wing called Qaida-al-Jihad for the Indian sub-continent with the intention to bring Bangladesh, parts of Assam, Gujarat and Jammu and Kashmir under one Islamic sub-continent. A Bangladesh delegation comprising high officials of law enforcement and intelligence agencies after a three-day visit to India on November 30 confirmed the involvement of Jama’atul Mujahideen Bangladesh (JMB) in the October 2 Bardhaman blast in West Bengal (India), reports Dhaka Tribune. The three-day visit of the Bangladesh delegation was aimed at investigating the involvement of JMB men in the blast and also to help the Indian intelligence agencies locate the militants believed to be hiding in India. Meanwhile, Assistant Inspector General of Police Mahfuzur Rahman, a member of Bangladesh delegation that returned on November 30 after visiting Kolkata (India) said that Law enforcers of Bangladesh and India have launched simultaneous drives in their territories to capture over a hundred operatives of JMB, reports The Daily Star. Areeb Majeed, Islamic State (IS) operative revealed the names of the local contacts, who allegedly provided him the logistics to join the group to take part in the battle in Iraq, National Investigation Agency (NIA) officials said on November 30, reports The Times of India. "Majeed was today grilled for several hours when he revealed the names of the local contacts, who radicalised him and his three other friends here, and helped them fly to Iraq. We are verifying his claims and are trying to locate these local contacts," a NIA official said. Asked for how many months he participated in the battle on the ground, Majeed said he was completely ignored and asked to clean the toilets and arrange water for those battling with the security forces. He told the investigators that despite his immediate supervisor's request, the IS cadres did not allow him to participate in the battle. His resolve to take part in the war weakened after he was left unattended for his bullet injury for three days before being taken to a hospital, he told them. "Only after I begged them, I was taken to a hospital. I was treating myself, but the injury was worsening as there was no proper medication or food available in the camps," Majeed told investigators. "There was neither a holy war nor any of the preachings in the holy book were followed. IS fighters raped many a woman there," Majeed said while responding to one of the questions, an NIA official said. Admitting that he and his three friends from Kalyan underwent training on handling of AK-47 and rocket launchers, Majeed claimed the Indians were considered to be physically weak. Majeed also told interrogators that his indoctrination began after he visited an internet chat room. He was inspired to join the terrorist group and given the phone number of a person, whose men picked him up from Mosul in Iraq. The three other youths, all in their twenties, who left their Kalyan homes with Majeed to join IS were also reportedly indoctrinated through chat rooms. In the chat room, he got the number of one Abu Ali and was told to contact him only when he reached Mosul, Majeed has told his interrogators. After he joined the ISI in Iraq, he was asked to supervise construction work in their territories since he was studying civil engineering. But he expressed a desire to fight and was trained in operating AK-47s and rocket launchers. He got injured during practice and was sent to a treatment facility where he was reportedly ignored, prompting him to flee. NDTV adds that Majeed, told investigators the IS was looking east towards to India, for which it has "special plans". Also he said the "new world order" under the IS was something "everyone should fight for". "Areeb's level of radicalisation is scary," a senior intelligence officer stated. "The only ones who come close are the foreign terrorists, mainly from Afghanistan of the now defunct group Harkat-ul-Jihadi Islami, who were arrested from Jammu and Kashmir in the mid 90's," the officer added. But investigators suspected that the IS had a motive in releasing him, that the youth had been tasked with spreading jihadi doctrine in India.
