A Delhi court on August 1 allowed NIA’s plea to complete its investigation against the alleged Indian Mujahideen (IM) terrorists Tehsin Akhtar and Zia-Ur-Rahman, reports Asian Age. The NIA had on August 1 told the court that the duo were still hatching the conspiracy to carry out terrorist activity across the country and had sought an extension of investigation period from 90 days to 180 days. The court sent Tehsin and Zia-Ur-Rahman to judicial custody till August 14.

Army Chief General Dalbir Singh Suhag on August 1 warned Pakistan against any misadventure along the Line of Control (LoC), declaring that India's riposte would be sharp and deadly, reports The Times of India. "I can tell you that our response to any such act will be more than adequate in future. It will be intense and immediate," General Suhag said. "My other focus areas would be to enhance the Army's operational preparedness and effectiveness as well as infrastructure development on the borders and optimisation of human resources. Four persons were arrested along with Fake Indian Currency Note (FICN) worth INR 55,000 at Leader Road under Shahganj Police Station in Allahabad on August 1, reports The Times of India. The accused, were arrested after electronic surveillance following inputs from the Intelligence Bureau, the Special Task Force and Local Intelligence Unit sleuths, used to bring fake currency from Malda in West Bengal and cash in at Mumbai (Maharashtra), Allahabad and some other Districts. An First Information Report (FIR) under 111/14, 489B/489C of Indian Penal Code (IPC) has been registered against the four accused.

Justice Abhay Thipsay of the Bombay High Court granted bail to Saquib Nachan, a former cadre of Students Islamic Movement of India (SIMI), accused in the August 3, 2012, Bhiwandi (Thane District, Maharashtra) firing case, The Times of India reports on August 2. There were six accused in the case filed by advocate Manoj Raicha, a member of the Vishwa Hindu Parishad. National Investigation Agency (NIA) on August 1 told a special court that suspected Indian Mujahideen (IM) terrorists Tehsin Akhtar and Zia-ur-Rahman are "still conspiring" to carry out terror strikes at various prominent places in India, especially the national capital, with the aid of Pakistan-based handlers, reports New Indian Express. "Both these accused (Tehsin and Rahman) had and are still conspiring to commit terrorist acts by preparing for targeting various prominent places in India especially the national capital, Delhi," the agency told the court in its plea seeking extension of period of investigation against them to 180 days. NIA also informed District Judge I S Mehta that they have sent letters rogatory (LRs) to Nepal for collection of reliable evidence against the IM men and contacted competent authorities in the UAE as the accused used to receive money from there for terror acts.

The Supreme Court on August 1 dismissed a plea by Abu Salem, challenging his conviction in a fake passport case by a special court in 2013 and seven year rigorous imprisonment sentence imposed on him, reports The Times of India. The special Central Bureau of Investigation (CBI) court in Hyderabad (Andhra Pradesh) had convicted Abu Salem in November 2013 for possessing fake passport by furnishing factitious name and address. He had obtained the fake passport from Kurnool District of Andhra Pradesh.

A special court on August 2 dropped the charges under the Maharashtra Control of Organized Crime Act (MCOCA) against eight accused in the JM Road Pune (Maharashtra) blasts (August 1, 2012) case, reports The Times of India. However, special judge A L Pansare stayed the order for four weeks after special public prosecutor Raja Thakre sought the stay to assail the order before the High Court. Thakre told the court that the order would have wider ramifications and affect other cases. The move was opposed by the defence on the grounds that the stay would cause prejudice to the accused, who would seek bail. The court accepted the prosecution's contentions.

Hindustan Times reports on August 2 that central intelligence agencies have been keeping a close eye on Haryana’s Mewat District, which of late has seen a ‘sizeable build-up’ of Rohingya Muslims whose community leaders are suspected to have alleged links with Pakistan’s Inter-Services Intelligence (ISI). An intelligence officer said, “We noticed their entry to the area in batches over the period of a year and began putting a local intelligence infrastructure in place". “The information gathered so far is alarming to say the least. Many of the settlers have participated in military training organised for them by the ISI at the Cox’s Bazar region of Maricher District some time ago,” he added. “Intelligence input suggests that their founder-leaders Anawar and Dr Younus are expected to arrive to take stock of preparations this year,” the official added.

Suspected Lashkar-e-Toiba (LeT) operatives Abdul Subhan and his nephew Asahbuddin, arrested for their alleged roles in conspiring to carry out terror strikes in Delhi and adjoining areas, were on August 2 remanded to Police custody till August 12 by a court in New Delhi, reports New Indian Express. Subhan was arrested by the Special Cell on May 20, 2014 while Asahbuddin was arrested on May 27, 2014. Subhan and Asahbuddin were produced before the court on expiry of their remand and Special Cell of Delhi Police sought extension of their custody by 15 days saying they were required to be confronted with co-accused Arshad, a Pakistani national lodged in Kolkata jail in connection with the kidnapping of Partha Roy Burman in 2001.

State Police decided to step up surveillance in Ramanathapuram District, even though initial investigation reports cleared the group of any terror links. Already there is a lookout notice for a Tamil Nadu youth who is fighting along with ISIS in Iraq. Police cyber wing has tracked the post to a destination outside India and the location was the big mosque in Ramanathapuram, a place which is a Muslim-dominated area and easily accessible from Sri Lanka.

Government sources said the issue was discussed in detail during the meeting of John Kerry and Ajit Doval last week. India wants the US to delay its withdrawal of troops from Afghanistan which is scheduled to start from 2015 as it feel that elements like the Tehreek-e-Taliban (TTP) and the al Qaeda still continue to remain strong and could pose a serious security threat not just to stability and peace in Afghanistan but the entire region, including India. India impressed upon the US that if it starts withdrawing its troops from 2015, it would provide an ideal opportunity to terror outfits to not only re-group but even neutralise whatever gains have been made by the US and its allied forces. The NSA, sources added, clearly told the US delegation that a weak Afghanistan could have a direct impact to an increase in terror activities in India. “We have given the Americans enough evidence to show how terror groups based in Pakistan were working in close co-ordination with those in Afghanistan. It was also underscored that the pullout could impact even Pakistan’s security scenario and that a weak Pakistan was not a good sign for the region,” a senior government functionary said.

The origin of the controversial Facebook posts was traced to Hyderabad, Secunderabad, Karmagunda and Madanpet, which are considered hubs of SIMI. Cyber wing experts have also found evidence that funds were supplied by some banned militant outfits in Kashmir to foment trouble in the city. "Police teams conducting investigations in the case have stumbled upon some crucial evidence which points towards the fact that photos shared by Ankit Gupta, presently under detention, were in fact uploaded from places considered SIMI bastions," Police said. Gupta was recently banned for life by Facebook and his account was also deleted for allegedly posting the objectionable material on the social networking site. Superintendant of Police (SP), Crime, Surendra Pratap Singh said, "Investigations are under way to ascertain the original source from which the pictures were circulated on the social networking site. There are chances that they may have been morphed and thereafter shared with other users with an intention to create communal trouble. However, we can only comment on the involvement of the banned outfit after tracking down the person or persons involved in the whole operation and establishing their linkage with the outfit".

In a joint operation by the Tamil Nadu (TN) and Bangalore Police for alleged involvement in the June 18 murder of Hindu Munnani General Secretary, Suresh Kumar in Ambattur in Tamil Nadu. The accused are originally from Tamil Nadu, but Samiullah and Sadiq had long migrated to Bengaluru, said an official source. “The four accused, who were arrested on Wednesday are jihadis, but may not have any links with Al Umma. Special Commissioner S N Shrivastava confirmed that Police had filed a supplementary report in the case. The charge sheet, sources said, lists Mahroof, Saqib Ansari, Waqar and Imtiyaz Alam as those involved in the conspiracy. It also mentions the names of 14 important IM members including Amir Reza Khan and Riyaz and Iqbal Bhatkal as absconding accused. Mahroof and others were arrested during the operation launched to nab Tehsin in March this year. The chargesheet elaborates on how most of the items needed to make bombs are easily available in several areas of Delhi like Jama Masjid, Tilak Bazar, Hauz Qazi, Ajmeri Gate, Sitaram Bazar, Esplanade Road, Pai Walan, Anand Parbat and Lajpat Rai Market. Police have taken the statements of shop owners who have even identified Bhatkal and Tehsin. In a statement, NPP spokesperson James Sangma said that the allegation made by the Chief Minister, which is of an extremely serious nature, bears significance since he is the executive head of the State and is privy to intelligence reports due to which the veracity of this allegation cannot be contested. It is noteworthy that Chief Minister Mukul Sangma had, recently, slammed the ANVC-B for their continued illegal activities while stating that the outfit’s links with ISI and other agencies cannot be ruled out. In a warning to all Gujarat fishermen, Inspector General of Coast Guard (CG) Kuldip Singh Sheoran on August 8 said that no fishermen will be allowed to venture into the sea off Gujarat coast if they fail to produce their bio-metric ID cards, reports firstpost.com. He said, "I know that fishing season will kick start from August 15. However, there are still many fishermen who haven't acquired their bio-metric ID cards. If we find any boat having fishermen without that card, we will send it back. Coast Guard will not allow any fishing activity without that card August 15 onwards". According to Sheoran, there are around 1.73 lakh registered fishermen in Gujarat, living in more than 900 coastal villages. "You may come back after some time, but, your boats will be given to ISI [Inter-Services Intelligence] for terrorist activities against India by Pakistan. During your stay in jail, ISI will also try to lure you and convince you to turn against your own country. Thus, you are putting national security at risk," said Sheoran.

Suspected Indian Mujahideen (IM) operatives planned to send letters soaked with poison to kill its targets, says an August 8, Delhi Police charge sheet filed in a case relating to an illegal arms factory operated by the terror group, reports The Times of India. Police filed the charge sheet in a court in New Delhi against suspected IM operatives Tehsin Akhtar, Zia-ur-Rahman alias Waqas and three others, Mohammad Maroof, Waqar Azhar and Mohammad Saqib Ansari for allegedly setting up the illegal arms factory. "During their interrogation, accused Waqar and Tehsin had disclosed that they had made efforts to make poison with the help of available chemicals such as magnesium sulphate, acetone and castor seeds," the charge sheet said. "Their purpose behind making poison was to attempt target killing by sending letters soaked with poison. These chemicals have been recovered from Waqar," it said. These accused have been named in the charge sheet for the offences under various sections of the Indian Penal Code (IPC) and the provisions of the Unlawful Activities (Prevention) Act (UAPA).

According to the sources, the move got fresh impetus after some youth from a in Tamil Nadu and Jammu and Kashmir (J&K) displayed the IS flag and sported T-shirts with its logo. They were influenced by IS 'chief' Abu-bakr Al-Baghdadi, who has called for establishing global Caliphate, inviting Muslim youth, essentially Sunnis from across the world, to join Jihad. A majority of the cases that have come under the agencies’ scanner indicate that the process is a self-starter. There is no imam or a battle-hardened terrorist from J&K or Pakistan involved in mobilising vulnerable youth and turning them into followers of the terror outfit. The youth were motivated through available Jihadi materials. “The ISIL material is available in Hindi, Urdu, Tamil and other languages for the self-indoctrination of the gullible youngsters. It is alarming. The prime suspect, identified as Anwar Thakur is absconding. Thakur had been serving a jail sentence but was out on parole. Thakur is a known criminal from Meerut and a one-time associate of Fazlur Rehman, also in prison. Rehman is alleged to be a close associate of Dawood Ibrahim. However the Police have not ruled out a terror angle. The National Directorate of Security (NDS), Afghanistan's domestic intelligence agency, said on August 16 that the three Indian hostages were rescued during a special military operation in Babos area of eastern Logar Province. The three Indians, all engineers by profession, were captured by the Taliban on August 13 while they were travelling from Logar to Kabul. Indian Ministry of External Affairs (MEA) Spokesman Syed Akbaruddin confirmed in a tweet that three Indians abducted recently had been released from captivity on August 15. He further said that another Indian identified as Prem Kumar was "still in captivity". Official sources in the National Investigation Agency (NIA) said the request under the Mutual Legal Assistance Treaty (MLAT), signed by the two countries in 2012, urged Kuala Lumpur to share the evidence against Mohamed Hussain Mohamed Sulaiman, a Sri Lankan national. Under the MLAT, either country can approach the other for collecting evidence against an accused. India has already secured an Interpol Red Corner Notice against Sulaiman and moved Kuala Lumpur with an application for a provisional arrest till all requirements for extradition are completed, the sources said. Sulaiman is wanted in India for alleged hatching of "criminal conspiracy, acts done by several persons in furtherance of common intention, possession of forged or counterfeit currency-notes or bank-notes, terrorist act and raising funds for terrorist act". Sulaiman has reportedly told the investigators in Malaysia that he had been tasked to ferry two terrorists from Maldives to a South Indian coast to carry out terror strike at US Consulate in Chennai and Israeli Consulate in Bangalore.

Taking a cue from the United Nations Security Council (UNSC) imposing a global travel ban and asset freeze against six leaders in the IS and its allied organisations for recruiting or financing foreign fighters, the RBI has promptly followed suit. An RBI notification dated August 14, 2014 says: "…it should be ensured that the name/s of the proposed customer does not appear in the list. Further, banks should scan all existing accounts to ensure that no account is held by or linked to any of the entities or individuals included in the list.... As far as freezing of funds, financial assets or economic resources or related services held in the form of bank accounts of the designated individuals/entities are concerned, action should be taken as detailed…" The six additions to the list of terrorists who either recruited foreigners or helped raise finance to perpetrate acts supporting IS's terror activities include Al-Adnani, the group's spokesperson. The group's chief Abu Bakr al-Baghdadi already has a USD 10 million US bounty on his head. Another interesting name that figured in the list is that of Bahaziq who was born in undivided Indian and led the Lashkar-e-Toiba (LeT) ranks in Saudi Arabia. The five latest additions to the list are Al Jahani, Said Arif, Hajjaj Bin Fahd Al Ajmi, Al Charekh and Hamid Hamad Hamid al-Ali. The first four recruited foreigners for IS or helped raise finances for Jabhat al-Nusra. While al Adnani, IS spokesperson, has been blacklisted for financing and perpetrating acts supporting IS, Hamid Hamad Hamid al-Ali has been blacklisted for helping finance both al-Nusra and IS. ISIS' ranks is said to have an estimated 14,000 foreign fighters hailing from south-east Asia to Europe to Canada. Indian intelligence reports speak of at least 22 Indians in IS ranks. "The main problem is the havoc these fighters are capable of creating after their return to their own countries," said Ajai Sahni, a counter terrorism expert.

A Coordinated operation of Military Intelligence (MI), Intelligence Bureau and Uttar Pradesh (UP) Special Task Force (STF) nuetralised an Inter-Services Intelligence (ISI) espionage module in Meerut, which had successfully cultivated moles inside the Indian Army establishment, New Indian Express reports on August 18. Asif Ali, 52, a resident of Delhi Gate, Meerut was arrested by the UP STF on August 16 and secret army documents along with a Pakistani debit card and a mobile SIM card was recovered. With Asif’s arrest MI has also unearthed a Hyderabad espionage link. Sources said Naib Subedar Patan Kumar Poddar, who was earlier arrested on August 6, 2014 from Hyderabad was recruited by Asif. Poddar, posted at 151 MC/MF detachments at the Secunderabad was passing crucial information to his ISI handler since July 2013 before MI caught him. Sources said besides, Army documents and maps, STF recovered bank deposit receipts in the name of Patan Kumar Poddar from Asif’s residence which establishes the link. They have also seized two photocopies of a passport in the name of Nazakat Hussain provided by a Karachi resident, Abid, three cellphones, two data cards, six SIM cards and two memory cards . Sources said MI had been tracking Asif’s trail for the last six months following a tip off that several Muslim youth in the region were in touch with ISI to ship secret military documents through a handler. Sources also added during interrogation, Asif revealed that he was married to a Karachi based girl and sometime in 2006-2007, during one of visits, he was introduced to ISI officer Jahid. Asif told interrogators that Jahid recruited and trained him. He was also given a Pakistani debit card to finance India activities. Asif claimed that he had transferred INR 10,000 in Poddar’s State Bank of India (SBI) account in Amroha, Uttar Pradesh. He also revealed that he was getting classified Army documents from Madan Mohan Pal, a retired Subedar, who was arrested in December last year. Pal is learnt to have provided information related to vital Army installations and other operational details. Asif has admitted that he made at least 15-20 trips to Karachi. He also told interrogators about three transactions in Pal’s bank account. Asif said that his Pakistani handler used to deposit money in his debit card account to pay the recruits. The terror mastermind also admitted to providing a laptop to an Army man’s son in Babina, Jhansi, after he returned from a trip to Pakistan sometime in May 2014. It is suspected that Asif was planning to recruit him for the purpose of digging for more documents for ISI, as immediately after buying the laptop Asif informed his handler about using a Pakistani SIM card.

Investigators have found that a blank shot fired in Vasant Vihar outside a colony housing Israeli and other foreign nationals, including some diplomats, may have come from the Dwarka haul. Therefore, they suspect the involvement of one gang or outfit in both cases. A terror probe is on the cards. Official sources confirmed that "considering the threat to foreign nationals, including Israelis, the matter is being taken seriously and all possible involvements are being probed". Special cell's Anti-Terror Unit and central intelligence agencies have been roped in as well. The Dwarka haul came from a parked car. Police didn't reveal much about it or the two men who were detained, save the fact that 200 'dummy' pistols and hundreds of blank cartridges were found in a gunny bag. To deal with terror alerts, the Railway Protection Force (RPF) of Central Railway has formed a specialized unit of 30 Commandos, the focus of which will be largely on Chhatrapati Shivaji Terminus of Mumbai, The Times of India reports on August 19. The RPF's 67-member canine squad will supplement the unit when required. The commando personnel are armed with AK-47 rifles and the department has already made a demand for more sophisticated arms. "The members of the commando unit are in their late 20s or early 30s. Physical fitness is being given a priority," said the RPF officer. "The idea came up nearly three years ago. We started recruiting for the commando unit way back in 2011 but things did not fall %in place till recently. Now we have 16 personnel inducted at that time and 14 fresh recruits. We also intend to acquire an additional RPF company of 120 personnel," said a top RPF officer. The commando unit has been stationed at Mulund from where the personnel will be dispatched wherever terror inputs are received. "We received an input from the Intelligence Bureau (IB) on Saturday [August 16] about a possible terror strike on Dadar station. Immediately, the commandos were sent to the station and they were deployed for most part of the day. But as Dadar records a large footfall in peak hours, other RPF and GRP personnel were asked to assist the commandos in carrying out checks," said the officer. On days when there are no terror inputs, the commandos will be deployed in two-hour shifts at nodal stations during peak hours.

A special court judge has ruled that the Maharashtra Control of Organised Crime Act (MCOCA) cannot be applied to acts of terror as terrorist activities are not aimed at generating any monetary gains as defined under MCOCA, Mumbai Mirror reports on August 21. Special MCOCA court judge A L Pansare, while dropping the 'organized crime syndicate' charge against eight accused in the August 2012 Jungali Maharaj blasts case of August 1, 2012, said a person cannot be identified as offender under the Unlawful Activities Prevention Act (UAPA) and the MCOCA simultaneously. Differentiating between UAPA and MCOCA, Judge Pansare noted that under former the emphasis is on the crime and benefits, mainly monetary, while the latter essentially deals with terrorist organisations and its activities. While the accused will continue to be tried under UAPA, the prosecution cases will be weakened considerably as confessions under MCOCA will be rendered useless. "The main reason for applying MCOCA in terror cases was the provision of recording confessional statements that is absent in UAPA. A lot of convictions in terror cases have been based on these confessions," advocate Sharif Sheikh, who represents several accused in Mumbai in terror cases, said. "MCOCA and UAPA operate under different fields and the ambit and scope of each is distinct from the other. The present case (Jungli Maharaj Road blasts) being the case of a serial bomb blasts, the same will attract the provisions of only UAPA," the judge said.

The Delhi Police charge sheet stated that the three engineering students, Mohammad Maroof alias Ibrahim, Waqar and Mehrajudeen who were arrested from Jaipur for allegedly being Indian Mujahideen (IM) members in March, 2014 have been accused of helping IM operatives Tehsin Akhtar and Zia-ur-Rahman in setting up an illegal arms factory in Meet Vihar area of Delhi from where a huge quantity of arms and ammunition were seized, reports The Times of India on August 22. Delhi Police also claim that temples of Bharatpur in Rajasthan including Ganga Mandir and Laxman Mandir were on the target of these three students and others. The chargesheet reveals how three engineering students were putting together bombs using Magnesium Sulfate, acetone and other things which were recovered from their rented accommodation in the city. The charge sheet further added that there is a growing rift between IM and Students’ Islamic Movement of India (SIMI), reports Hindustan Times. The rift has been caused by differences in ideology and custody of certain members. According to the Police, differences between the two banned organizations arose in the beginning of 2013 when Tehsin Akhtar was told by SIMI operative Haider that his seniors have asked him to stay away from all IM operatives. The charge sheet also reveals that IM founder Riyaz Bhatkal was keen to forge an alliance with SIMI. However, SIMI leaders had ideological differences with IM which included its association with Pakistani intelligence agency ISI. The cleft between the two terror modules grew further when Tehsin stayed with SIMI’s Imtiyaz Alam, a prime suspect in the Bodh Gaya blasts (July 7, 2013), for a while.

The National Investigation Agency (NIA) filed a charge sheet against 10 people, including alleged activist of banned Students Islamic Movement of India (SIMI) group of Hyder Ali, in a court in Patna (Bihar) in the case relating to the serial blasts at Narendra Modi's rally in Patna in 2013, reports The Times of India. The charge sheet alleged that Ali, who was SIMI in-charge of Jharkhand, had allegedly conspired with others to target Modi. "After realising that it was not possible to reach Modi during such rallies due to stringent security arrangements, the accused Ali and other co-conspirators decided to trigger bomb blasts at one such public rally which would result in a stampede and in the ensuing melee and chaos, they could reach to Modi," the charg esheet said. Giving details of the alleged conspiracy, NIA said the accused had collected explosives from Mirzapur and other material from Patna to fabricate Improvised Explosive Devices (IEDs). The charge sheet in the serial blasts case, in which six people were killed and 89 injured, also names Numan Ansari, Mujibullah Ansari, Umer Siddique, Azharuddin Quresh, Ahmad Hussain, Fakkruddin, Firoz Aslam, Iftheqar Alam and a juvenile.

The administration has also decided to track down Pakistani nationals who came to Bareilly and then went underground. The involvement of SIMI was suspected in the recent communal trouble at Meera Ki Paith area of the city. Police said circulation of Fake Indian Currency Notes (FICN) in large numbers through Districts along the Indo-Nepal border, particularly in Pilibhit which is considered the hot spot of such activity, has been detected. Besides, foreign nationals, including those who came from Pakistan and thereafter went underground, would also be traced from their hideouts and brought before the authorities while activities of accused in the 2007 bomb blast, who have come out on bail, would be closely monitored. In this connection, Police and the local administration have identified around 15 villages and 20 locations which are considered sensitive. Police claimed that IM operative Riyaz Bhatkal also used to communicate through social networking sites to execute his plans. “The accused persons disclosed a number of Nimbuzz IDs, Yahoo IDs, Paltalk IDs, Gmail IDs and Facebook IDs used by them over the previous months/years for communication/chat and to receive and sent encrypted files and fake documents at different times at different locations,” the Police mentioned in its supplementary charge sheet. The Times of India adds that as per the charge sheet, motivational speeches and disturbing riot videos were the secondary tools of indoctrination for outfit's bosses. They were rather using songs (audio and video) for the job. And there was a song for every occasion - for training, motivation, execution and philosophy. The Sentinel reports that India has handed over to Bangladesh a list of 71 camps of the Indian insurgent groups that still exists in the neighboring country. “We have handed over a list of 71 Indian insurgent camps which are still operating from the Bangladesh soil,” said Border Security Force (BSF) director general DK Pathak after a four–day Border Coordination Conference with the Border Guards Bangladesh (BGB) which concludes on August 24. Appreciating the cooperation extended by the BGB against the insurgent groups based in Bangladesh, Pathak sought further cooperation from BGB for taking action against Indian insurgents and safe release of Indian nationals abducted by them. “We can ensure that Bangladesh will never allow any anti–national activity from its soil,” said BGB chief Major General Aziz Ahamed. The BSF–BGB conference dwelt on several other critical issues including illegal migration and smuggling of Fake Indian Currency Notes (FICN), gold, arms and cattle. Ironically, the BGB chief said that there was no illegal migration from Bangladesh to India. “There may be a few illegal crossings here and there,” he remarked.

New Delhi has also alerted Riyadh about this new challenge, with Saudi Arabia assuring India of all support. South Block officials say that while India has diplomatically mentioned LeT’s global terror presence to the Obama administration, New Delhi has alerted Washington about the Pakistan-based terror groups changing the theatre from Afghanistan and Kashmir to Iraq in support of Caliphate under IS 'chief' Abu Bakr Al Baghdadi. According to the information available, LeT terrorists, who share the puritan Salafi ideology with the IS used the Saudi Arabia route to enter Syria and Iraq until January, 2014. The Indian threat perception is that, besides helping the IS target expatriate Indians, these Pakistan-based groups could militarily train LeT and JeM cadres to take on the Indian Army in the election-bound Jammu and Kashmir. While Saudi Arabia has assured India that it will not allow its territory to be used by Pakistani groups to reach Iraq or Syria, the US and UK intelligence have heard out the Indian request without any response.

The US State Department has also declared Asma Money Exchangers (AME), controlled by Iqbal, as a Specially Designated Global Terror outfit. "Muhammad Iqbal exploited the trust placed in him as a financial intermediary to help LeT receive money through his business, Asma Money Exchangers," Under Secretary for Terrorism and Financial Intelligence, David S Cohen, said in a statement. The Department of Treasury has said that Iqbal and AME are being designated for "providing financial, material or technological support to, or financial or other services to or in support of LeT, a terrorist organisation in Pakistan". According to charges levelled by the US on Iqbal, he is a founding member of the LeT-affiliated NGO FIF governing board. "The State Department identified FIF as an alias of LeT in November, 2010. Iqbal uses his business, AME, to conduct financial transactions on behalf of LeT and its affiliates," the statement said.

The FIR is based on the United Nations' (UN) ban on the terror outfit. It is likely to be used to push for a ban on IS under Indian law, sources said. The NIA is currently preparing a dossier on IS activities in India. There have been sporadic reports of IS trying to recruit people of a specific community from different states of India such as Maharashtra, Karnataka, Jammu and Kashmir and Kerala. Searches of computers seized by investigators from the homes of the youths have indicated that they often visited forums linked to the IM and the Ansar ul-Tawhid, the sources said. However, it remained unclear whether the men had made contact with the Ansar ul-Tawhid before or after leaving for Iraq.

Kerala Police on August 29 arrested Jamil Akhtar, a suspected aide of Indian Mujahideen (IM) operatives Waqas Ahmed and Tehseen Aktarat from Munnar in Idukki District on charges of arranging accommodation for them in 2013, reports The Times of India. According to Police, Aktar hails from Bihar. Jamil, who was running a tea shop at Munnar then had reportedly gone missing after the arrest of Waqas and Tehseen. His photographs were displayed in public places by the police as "wanted man". "According to Jamil, he had arranged cottages for Waqas and Tehseen without knowing their terror links. Since NIA officials are investigating the blast cases only their officials will be able to verify the authenticity of his claim," said a senior Kerala Police Official.

Police have released Jamil Aktar who was taken into custody from Munnar in Idukki District of Kerala on August 29 for suspected links with Indian Mujahideen (IM) operatives Waqas Ahmed and Tehseen Aktar, reports The Times of India. Police said they had decided to release Aktar after a detailed interrogation failed to yield any substantive evidence to establish his suspected IM links. Officers of the national investigation agency, who had questioned him, also failed to extract any corroborative evidence from him.

A noted Muslim cleric in Kerala on August 30 issued a fatwa (religious opinion issued by an Islamic Scholar/mufti on the basis of a religious query/Istifta) asking his community members to boycott the Islamic State (IS) and other terrorist organisations, reports The Times of India. In his religious decree, general secretary of All India Sunni Jam-e-yyathul Ulema, Shaikh Abu Bakr Ahmad said favouring the extremist organizations is antithetical to the Islamic sharia. "The Muslim world is in dire need to take cognizance of the threats posed by the anti-Islamic outfits. The militant groups among Muslims are causing harm to Islam in the false garb of Islamists. Any support or endorsement to the extremist and terrorist organizations goes completely against the Islamic sharia," the Sunni-Sufi Islamic scholar said.
