First meet of the anti-terrorism mechanism (ATM) between India and Pakistan takes place on March 6 (today) in Islamabad in accordance with the September 2006 decision of Prime Minister Manmohan Singh and President Pervez Musharraf. According to The Hindu, a five-member delegation led by K.C. Singh, Additional Secretary in the Ministry of External Affairs (MEA), left for Islamabad on March 5. According to the officials, the meeting will have a broad agenda, where specifics will be discussed. They confirmed that the February 19 explosions in the Samjhauta Express would figure in the talks.

On March 6, 68 persons convicted in the 1993 Mumbai serial blasts case by the Terrorist and Disruptive Activities (Prevention) Act (TADA) court submitted an application to seek a retrial. According to The Hindu, the accused said that they should have been tried under provisions of the Indian Penal Code and Arms Act, but not TADA. A total of 100 accused were convicted in the trial, a majority of them under the provisions of the TADA. The court will consider the application on March 12. Earlier, 69 convicts had filed an application seeking their discharge from the TADA charges.

The sleuths of the State Q Branch Police arrested Rahul alias Antony, a Sri Lankan national, at K. K. Nagar, in Chennai on March 7 and based on the information furnished by him, they seized 4.5 tonne of metal balls from a house at Venkatachalapathi Nagar in Perambalur. Earlier, on March 6, another Sri Lankan national Arulseelan, suspected to have links with the banned Liberation Tigers of Tamil Ealem (LTTE), at Dheeran Nagar in Tiruchy for possessing INR 10 lakh cash in his house, a special team from Q Branch raided a washing powder company at Perambalur in connection with a hawala (illegal money transfer) case. They seized 150 bags of metal balls, each weighing 30-kg, concealed in the house of one Rameshkumar, who is absconding now. According to Q Branch sources, Satheesh, a Sri Lankan, who came to Rameswaram on January 18 introduced Antony of Mannar district in Sri Lanka to Rameshkumar.

Police arrested one more person on March 8 as part of their ongoing investigation into the seizure in Perambalur of iron balls meant for smuggling to Sri Lanka, reported The Hindu. Director-General of Police (DGP) D. Mukherjee said that Raju, of Rameswaram, was arrested in Pudukottai on the basis of information gathered during the interrogation of a Sri Lankan, Rahul, alias Antony, taken into custody a day earlier. Raju is reported to have aided the smuggling operations from Rameswaram. The DGP said 41 people, including 16 Sri Lankan Tamils, were arrested for smuggling and unlawful activities on land and sea since November 29 last year.

The Terrorist and Disruptive Activities (Prevention) Act (TADA) court on March 14 asked all 123 accused in the 1993 Mumbai serial blasts case to remain present in court on April 19, reports Daily News & Analysis. Judge Kode also directed the accused not to file any new applications. He added that the order on the two intervention applications and nine applications filed by the accused demanding a retrial, seeking parity with actor Sanjay Dutt and urging the court to release them will be pronounced on April 16. The court is likely to proceed by announcing the punishment in batches.

A key member of a gang suspected to be involved in smuggling of explosive materials for Liberation Tigers of Tamil Eelam (LTTE) has been arrested at Mandapam, 125-km from Madurai, according to PTI. According to Police, C Muniandi, also a boat owner, was arrested on March 18 following interrogation of another suspect Kannan of Nagatchi village in the Ramanathapuram district. Kannan was arrested a couple of days ago. Muniandi's boat, which was allegedly hired by the militants to smuggle "contraband goods", was also seized. Kannan, in his reported confession, said he had used Muniandi's boat to transport goods received from different parts of Tamil Nadu. Both the accused also had links with Sri Lankan Tamils staying in Tiruchirappalli, Police said. According to Police, the smugglers had recently loaded aluminium bars and explosive materials from Naripaiyur, a remote village in Ramanathapuram district, and had transported them to Sri Lanka. With Muniandi's arrest, Police held 17 persons in connection with smuggling activities. They also suspect involvement of more Sri Lankan Tamils staying in different places in the State in the operations.

In an obvious reference to the Liberation Tigers of Tamil Eelam (LTTE) who have been allegedly using the sea between India and Sri Lanka as a passage for gun and drug running, Defence Minister A.K. Antony after a visit to Southern Naval Command at Kochi in Kerala said, "Joint patrolling by the Navies of India and Sri Lanka has been suggested, to keep trouble-makers at bay," according to Daily News. Indian intelligence services have alarmed that the LTTE could be supplying guns not only for their armouries but also for some Indian insurgent groups for money or in kind. Answering a question on the terrorist threat to the country from the seas, he said the Navy, Coast Guard and personnel of coastal police stations must act in coordination, to thwart attempts to attack India's coastal assets. "We already have unmanned aerial vehicles to do surveillance of the coast. Three offshore-patrol vessels and more helicopters will be commissioned into the Navy," he further said.

Observing that terrorists primarily use hawala channels to route their funds, Government on March 21 said even the banking channels were a "significant route" for movement of money by these elements, reported Zee News. "As per available reports, terrorists and terrorist organisations active in India are using different channels to fund their operations. They route their funds mainly through hawala and other informal means. Banking channels are also a significant route for movement of funds by such elements," Minister of State for Home Sriprakash Jaiswal said in reply to questions in the Rajya Sabha. He said the Government was pursuing a multi-dimensional approach to deal with terrorist operations and supporting states to neutralise their activities. To a question on the recent observations of National Security Advisor (NSA) M K Narayanan on the matter, Jaiswal said the NSA had recently recounted the methods adopted by terror outfits to generate funds and had pointed towards the reported "misuse" of the formal financial system by them. He said the revenue, security and law enforcement agencies were regularly sensitized to pursue an inter-agency approach to detect these channels the use of funds received by the terror groups. An inquiry by the Commissioner of Railway Safety of Northern Circle, Bhupinder Singh, into the fire on the Samjhauta Express on February 18 has concluded that bomb explosions caused the blaze, according to The Hindu. The explosions and the subsequent fire killed 68 people and injured 12 at the Diwana station near Panipat on the Delhi-Ambala double line. The incident took place around 23.49 hours. After examining all evidence collected at the site and from inspection of the burnt coaches and obtaining forensic proof, it was concluded that it was a well-planned attack. ``Based on the evidence available so far, the Commissioner of Railway Safety has come to the `tentative conclusion' that the fire on the train in 4001 Up Delhi-Attari Special was caused because of the explosion of bombs kept on the upper racks near the doorways in coach numbers GS 03431 and GS 14857 of the train,'' the inquiry report said.

On March 28, a special anti-terror squad of the Tamil Nadu police recovered two sacks containing 1950 electrical detonators from Ramanathapuram, part of the southeastern coast. The ammunition cache was buried in a coconut grove in Irumeni under Uchipuli police limit, 40 kiloemetres west of Pamban Bridge that links Rameswaram Island to Mandapam, near the final land frontier on the Palk Strait that divide India and Sri Lanka. Ramanathapuram superintendent of police (SP) R Thirugnanam said that the cache was meant for the Liberation Tigers of Tamil Eelam (LTTE). "The detonators were wrapped in newspapers that are one-year-old. We believe that they were buried a year ago," Thirugnanam told Times of India. Five people are being interrogated in connection with the recovery.

Geelani’s family said they were called to the US consulate in Mumbai where they were conveyed the decision of the US State Department barring Geelani, who is suffering from cancer in the kidney, to travel to America. Geelani, Chairman of the breakaway Tehreek-e-Hurriyat, had undergone a surgery in Mumbai and had approached the US for visa to undergo treatment using laser therapy. Reports suggested that the outfit is building a mini-submarine as part of its new arsenal. The assistant chief of naval staff at naval headquarters in Chennai Rear Admiral Pradeep Chauhan said the outfit could be "trying its hand" at building "submerged vehicles". He asserted that surveillance and patrolling had been intensified in the Palk Strait and adjoining seas and navy also plans to set up a facility at Ramanathapuram on the Tamil Nadu-Kerala border, a region where it currently has no major base and that additional warships and patrol boats had been deployed in the waters off the southern coast and shore surveillance facilities in the zone were being manned round the clock. He informed that India and Sri Lanka were conducting "coordinated patrols" to cope with emerging threats. Elaborating, he said it was not a joint or combined operation but a coordinated exercise. Some more ships of the Indian Navy are expected to reach Rameswaram soon as part of the security plan worked out in the wake of the recent developments in Sri Lanka, reported The Hindu. They will be in addition to the two ships patrolling the International Maritime Boundary Line. Besides, scores of interceptor craft fitted with weapons including light machine guns and medium machine guns, two hovercraft and high-powered speedboats of Navy and the Coast Guard have been pressed into service. Commodore Phillip Van Haltren, Naval Officer in-charge, Tamil Nadu, said the ships would reach Rameswaram in a day or two. They would patrol Palk Bay, Palk Strait and the Gulf of Mannar. He said number of air sorties over the Gulf of Mannar and Palk Strait had been doubled. Two Naval aircraft were involved in the operation. The strength of marine commandos of the forward observation point at Arichamunai had been increased.

He said, "The incident being handiwork of LTTE cannot be ruled out. We will investigate all possibilities." According to reports, the six Indians were allegedly fishing in Sri Lankan waters on March 29 when Sri Lanka Navy (SLN) allegedly opened fire at them, killing two on the spot, while two more drowned in the sea.
