Karunanidhi, stated that the Government of India is "deeply disturbed by the violence against civilians in Sri Lanka…and distress of Sri Lanka's Tamil citizens," according to Colombo Page. He further said, "Your concerns on this subject have been noted by me. I would like to take this opportunity to reiterate to you that the Government of India is deeply disturbed by the violence against civilians in Sri Lanka including women and children and about the particular situation and distress of Sri Lanka's Tamil citizens. As such we would not be a party to any activity that would have the effect of exacerbating the difficulties faced by the Sri Lankan Tamil community. It continues to be our position that the problems in Sri Lanka can only be solved through peaceful negotiations and we are urging all concerned to eschew violence which inevitably has a grave impact on innocent and defenseless civilians."

According to Outlook, fifty live rocket shells were netted by fishermen from the Palk Straits in waters off the Tamil Nadu coast in the past 15 days. The Israeli and German-made shells, packed in wooden boxes, are believed to have been abandoned by the Liberation Tigers of Tamil Eelam (LTTE) of Sri Lanka, they said. However, a Police official said, "The shells could have been jettisoned by militants while being transported to Sri Lanka after they were spotted by some Coast Guard officials."

According to The Hindu, police in Bangalore (now known as Bengaluru), capital of Karnataka, arrested Imran alias Bilal, a suspected terrorist hailing from Jammu and Kashmir, in the early hours of January 5. A bag containing an AK-47 assault rifle, 300 live rounds of AK-47 ammunition, four AK-47 magazines, five hand grenades, a satellite phone, mobile phones, SIM cards, a Bangalore city map and other documents was seized from him. Director-General of Police, K.R. Srinivasan, informed the media that the police, who were working in co-ordination with Central and State intelligence agencies and anti-terrorist cells, had information that a man carrying arms and ammunition was coming to Bangalore from Hospet in the Bellary district. They intercepted a private bus, in which Imran was traveling, at 5.15 a.m. at Goruguntepalya, an industrial area on the Tumkur Road. Imran had reportedly undergone arms training in Pakistan and was earlier arrested by the Jammu and Kashmir Police. He had studied in a private polytechnic in Bangalore and had been living at Hospet for the last five years. Certain locations such as the airport and the Infosys and Wipro facilities were marked on the map seized from him, sources said.

According to IANS reports, Tamil Nadu is setting up 12 Marine Police stations as part of heightened coastal security to check smuggling of weapons and explosives to Sri Lanka. The Government has sanctioned money for the stations to come up along the winding Tamil Nadu coast and to increase the number of Police check posts close to the sea from the present 60 to 100, official sources told IANS. These are expected to happen within the next six months. The Marine Police will operate both in the coastal districts as well as in the sea that divides Tamil Nadu from Sri Lanka. The discovery of 30 sacks of detonators from a van that was involved in an accident in Sivaganga district two months ago added to the urgency of the beefed up security measures. According to the sources, those arrested after the contraband's discovery told the Police in Tamil Nadu that the detonators were meant for Sri Lanka, for use by the Liberation Tigers of Tamil Eelam (LTTE). "That discovery was taken up very seriously," an official source said, adding, "It was decided that there should be greater monitoring of coastal villages and what are known as 'landing points' for smugglers on the coast."

All airports in the country were put on high alert and stringent security measures were introduced following warnings from intelligence agencies that Kashmiri terrorists may hijack a plane, according to New Indian Express. A Civil Aviation Ministry spokesperson said on January 10, "Security at all airports has been increased after the ministry received a warning from the intelligence agencies." He added, "The alert was sounded four days ago and since then the airports in the country have been on high alert. The airlines have been advised to inform passengers to reach airports well ahead of time so that there are no delays due to security checks."

On January 11, India and Portugal signed an extradition treaty after talks between Prime Minister Dr. Manmohan Singh and the visiting Portuguese President Anibal Cavaco Silva in New Delhi. According to The Hindu, the treaty, signed a year after gangster Abu Salem was extradited from Portugal in connection with the 1993 Mumbai serial blasts, provides for the prosecution of fugitive criminals and terrorists and handing over of such people to the host country. It also provides for action for suppression of crimes, including terrorists. A provision for seizure of property of criminals and terrorists is included in the treaty. India is understood to have given an undertaking that the extradited people will not be awarded death penalty, as it is believed to have been the main condition of Portugal.

The Supreme Court on January 12 upheld the death sentence awarded to Mohammed Afzal, convicted in the 2001 Parliament attack case, according to Hindustan Times. A four-judge bench headed by Chief Justice Y.K. Sabharwal dismissed Afzal’s curative petition where he pleaded that his conviction and sentence be set aside as he did not get a fair trial. Afzal’s mercy petition is pending before the president. The same bench also dismissed the curative petition of Shaukat Hussain Guru, sentenced to 10-years in jail in the same case.

Police have beefed up security in the Cuttack city amidst intelligence reports indicating that the Jaish-e-Mohammed (JeM), Lashkar-e-Toiba (LeT) and Students Islamic Movement of India (SIMI) cadres are planning to orchestrate a terrorist attack during the India-West Indies one-day Cricket Match at the Barabati Stadium on January 24. Official sources on January 20 told Times of India that terrorists are planning to carry out attacks in Cuttack, besides Kochi (Kerala), Bhubaneswar (capital of Orissa), Guwahati (Assam) and Bangalore (capital of Karnataka) prior to the Republic Day on January 26. A senior police official in Orissa said, “We have information that Muslim fundamentalists are trying to take advantage of the feeble police presence in certain pockets of the state. We are very watchful and alert.” According to the security blueprint, three platoons of police force will guard the hotel where the teams of India and West Indies stay in Bhubaneswar while around 40 platoons would do duty in Cuttack. Plainclothes policemen would also man the nearly 40-km distance from the hotel to the stadium.

Security agencies have issued an alert that militants are planning to use explosive-laden "toy planes" to target several VIPs touring for electioneering ahead of State legislative assembly elections in the three States of Punjab, Uttar Pradesh and Uttrakhand, reports Press Trust of India. Officials have been reportedly asked to ensure various layers of security in the ‘funnel’ area of airports, proper securing of helipads, and round-the-clock vigil at the venue of poll campaign meetings and places where VIPs would stay. Intelligence agencies claimed to have intercepted a militant communication that planned to use ‘remote controlled airborne aerodynamic modules’ (RCAAM) to target the VIPs who would be campaigning in these states. Sources said air restrictions, if necessary, would be imposed to ward off any threat from such objects.

Police sources said that Elango illegally withdrew over INR 30 lakh from the ATMs of few nationalized banks and a private bank. The amount was then sent to the United Kingdom (UK) through unauthorized channels. G. Elango hailing from Middlesex, UK, is reportedly a shareholder in 'Thamilini' -- a cash and carry grocery shops chain operated by the LTTE in UK. A suspected Lashkar-e-Toiba (LeT) militant was arrested with 2.5 kilograms of RDX by the Special Cell of the Delhi police from near the Seelampur Metro station on January 25, reports The Hindu. The militant was to hand over the explosives to an LeT module that was to carry out blasts in New Delhi on Republic Day. A hunt has been launched for other militants. Joint Commissioner of Police Karnal Singh said that the arrest followed the information provided by members of a LeT module which was neutralized in March 2005. The arrested militant, Iftikhar Alam, a resident of Gaya in Bihar, revealed that the explosives were given to him in Patna by a LeT conduit who had brought it from Nepal. Iftikhar further revealed that he did two training stints in handling of arms and ammunition in terrorist camps in Pakistan occupied Kashmir (PoK). He also visited Bangladesh.

External Affairs Minister Pranab Mukherjee on January 31 urged Sri Lanka to unveil a credible devolution package to end the ethnic conflict during his meeting with new Sri Lankan Minister of Foreign Affairs Rohitha Bogollagama in New Delhi, according to Colombo Page. He said that now is the time to do it and that Sri Lanka should remember that there could never be a military solution to the conflict that has turned messier since end of 2005 after some years of relative calm. Meanwhile Rohitha Bogollagama said that while Colombo remained committed to the peace process it would crush terrorism by the LTTE, adds Reuters. "If it's a terrorist movement you can't encourage it. If you can't encourage it you must eliminate it. We are fairly strong to look at the terrorist aspect ... if they are strong, then let us see how strong they are," said Bogollagama. He also informed that India has agreed to step up its naval surveillance of common waters with Sri Lanka to check activities of the Liberation Tigers of Tamil Eelam (LTTE), according to IRNA.
