An agent of the Pakistan’s Inter-Services Intelligence (ISI), who was allegedly attempting to recruit youths from the Hyderabad city, was arrested by the police on April 1, reports Hindu. The arrested person, identified as Maqsood Ahmed, a resident of Malakpet, was working as a manager in Proline garments showroom at Somajiguda. Deputy Commissioner of Police (Task Force), V. B. Kamalasan Reddy, said that four compact discs (CDs) and a floppy disk containing provocative speeches were recovered from him. He further said that Maqsood came in contact with an ISI agent Mohammed Abdul Shahed alias Bilal with the help of his friend Mohammed Ibrahim and the duo planned to recruit youths for Jehadi activities in Hyderabad, Gujarat and Somalia.

Indian Express reports that on April 1, the Border Security Force (BSF) personnel arrested four foreign nationals at the Indo-Bangladesh border from Petrapol in the North 24 Parganas district. On April 2, BSF authorities confirmed that three of the four persons arrested were cadres of the Lashkar-e-Toiba (LeT). BSF sources said that the four were arrested while trying to enter Indian Territory. They were identified as Sheikh Shamim, Sheikh Abdullah, Muzzafar Ahmed Khan and Mohammad Younis.

Sri Lanka President Mahinda Rajapakse assured Prime Minister Manmohan Singh that his Government was fully committed to unveiling a comprehensive package of devolution of powers to Tamils and other minorities soon and further said that it could be as early as the next few weeks. Meanwhile, External Affairs Minister Pranab Mukherjee assured the Sri Lankan Government of "full assistance" after the recent air attack by the LTTE while stressing that India prefers a negotiated settlement to the conflict.

The Chief of the Southern Air Command of the Indian Air Force (IAF), Air Marshall Y. R. Rane, said the recently acquired air combat capability of the Liberation Tigers of Tamil Eelam (LTTE) posed "little or no threat" to the country, according to The Hindu. At a press conference in Thiruvananthapuram on April 4, the Air Marshall said non-State actors with air capability were surely a threat to international civil aviation. Hence, the integration of civilian assets, such as air traffic monitoring radars, with air defence systems was being given priority by the Central Government. He said LTTE's acquisition of air capability was "something that could not be sustained". The IAF has re-positioned some of its radars following the recent developments in Sri Lanka. These radars are being networked with those used for civilian purposes. More "combat assets" of the IAF will be moved to South India, he said.

Reports quoting diplomatic sources said that "Indian Police are investigating whether the students are linked with terrorist activities or whether the courses they are following are useful to terrorists such as aviation, chemical engineering and pilot training and the sources of funding for these students." It also said that police had requested university and college authorities to submit details about Sri Lankan students, studying in their institutions.

The Sri Lanka Government has warned that the Liberation Tigers of Tamil Eelam (LTTE) has acquired the air capability to attack India’s nuclear reactors in South India, according to Colombo Page. Sri Lanka Foreign Secretary Palitha Kohona told Times Now in India that according to Sri Lankan Government’s assessment, the LTTE acquired the air power to target Indian nuclear reactors. "Their planes can easily fly up north (towards India) and there are very sensitive installations in India which could be threatened by small LTTE airplanes," Kohona said. Following the March 26 air attack on the Katunayake Sri Lanka Air Force base by the LTTE, Sri Lanka has officially informed India that the nascent LTTE air force is not as toothless as it was thought previously. Earlier, on April 4, Chief of the Southern Air Command of the Indian Air Force, Air Marshal Y.R. Rane, said the LTTE air capability posed `little or no threat' to the country.

He stated that the Police have stepped up the vigil, particularly along the coastal districts coming under the central zone and have put in place a three-tier vigil mechanism across the zone, namely deployment of 14 numbers at check posts in the coastal districts, patrolling in co-ordination with Village Volunteers Committee (VVC) and regular enumeration of Sri Lankan nationals living in the districts. Patrolling was being done by two companies of the Coastal Security personnel, in coordination with 250 police personnel belonging to the Tamil Nadu Police, all along the coastal regions of Thanjavur, Nagapattinam and Tiruvarur in the Zone, he added. He said the VVC was also consistently monitoring any possible entry of Sri Lankan nationals into the region and the State Police was making regular enumeration of the Lanka nationals, both in the refugee camps and outside the camps. To a question, he said 9,016 Sri Lankan refugees, including adults and children belonging to 2,516 families were lodged in eight refugee camps in the zone. Besides 3,170 Sri Lankan Tamils belonging to 999 families were residing at various places in the zone. Special police teams were regularly visiting the camps to detect any new 'intruders', he added.

Three Sri Lankan refugees, who were enrolled at the Mandapam Transit Camp in Ramanathapuram and quarantined on suspicion, after a seven-day interrogation have been identified as Sea-Tigers [Liberation Tigers of Tamil Eelam (LTTE) sea wing cadres] and were arrested on April 9, according to New Indian Express. The trio - Devajodeeswaran (24), Sugandan (22) and Justinraj (23) of Mannar and Jaffna - had enrolled at the camp along with refugees over a week ago. They were, however, quarantined on suspicion and later confessed that they were Sea-Tigers serving in the intelligence wing of the outfit. It is said that they were deployed in a remote area of Colombo among Lankan Tamils, where they were in charge of collecting information on Lankan troop’s movement. However, when the Lankan Army intensified its operations against LTTE informers and surrounded the village, where they were working, all the three escaped to India, sources said.

Times of India reports that Ghani, an imitation jewellery trader, had been arrested on the charges of spying on September 3, 2002. The Hindu reports that 350 of the new recruits will be from Kerala and about 600 from Tamil Nadu. The recruits will be assigned to a particular battalion first and then trained together as a unit for better cohesion within the ranks. This was revealed from the narco-analysis tests conducted on the accused in Bangalore on April 15, sources in the West Bengal Police said. While Shamir was sent on transit remand, his Kashmiri associate Mujaffar Ahmed Khan was remanded to judicial custody till May 2. Both were sent to Bangalore last week for the tests. The test revealed that Shamir is a B.Sc. Graduate, having good knowledge in chemistry and chemical explosives, sources added.

Three Lashkar-e-Toiba (LeT) militants, including a Pakistani national, were arrested by the Special Cell of the Delhi Police outside the Dilli Haat (a crowded shopping complex) in the national capital on April 26, according to Hindu. The police recovered two kilograms of RDX, three detonators, two hand-grenades, a timer and INR 25,000 in cash from them. The three were identified as Abu Kasim, a Pakistani national, and Shafaqat and Shabbir, residents of Jammu and Kashmir. Shafaqat and Shabbir reportedly said that they were recently directed by their handler to hand over the consignment of explosives to a Pakistani militant. The police suspect that the Kasim was part of a "core strike team" dispatched to carry out explosions in the Capital. "The terrorists are being interrogated to find out the task assigned to them. As of now, we do not know from where they arrived in the Capital and when," said Deputy Commissioner of Police Alok Kumar.

Interrogation of the three suspected Lashkar-e-Toiba (LeT) militants arrested by the Special Cell of the Delhi Police near Dilli Haat (a crowded shopping complex) in the national capital on April 26-evening has revealed that they were planning to target functions being organised to celebrate the 150th anniversary of the First War of Independence. Joint Commissioner of Police (Special Cell) Karnal Singh told The Hindu on April 27 that the three had been sent to Delhi at the instance of Abu Al Kama, the mastermind of the October 2005 pre-Diwali serial blasts in the Capital. Abu Al Kama had fled to Pakistan after the October 2005 blasts and had directed Abu Ammar, a Pakistan national and LeT’s ‘operational chief commander’ in Jammu region based in Doda to carry out explosions in Delhi. Ammar had asked one Shafaqat Iqbal Mir to deliver a consignment of explosives to a Pakistani militant, Mohammad Hasan alias Abu Qasim, in Delhi. The suspect and another terrorist, Shabbir Ahmed, were allegedly handing over the consignment to Abu Qasim when they were arrested near Dilli Haat.

The killing of five Indian fishermen on March 29 off the Kanyakumari coast was carried out by Sea-Tigers, the naval wing of the Liberation Tigers of Tamil Eelam (LTTE), police confirmed in Chennai, capital of Tamil Nadu, on April 27, according to New Indian Express. Investigations have also revealed that it was the Sea-Tigers who had abducted 12 Indian fishermen from Kollam district in the State of Kerala and subsequently declared missing along with their boat since March 4. The confirmation came after the interrogation of six Sri Lankan Tamils arrested by the Indian Coast Guard off Thoothukudi on April 12. The Coast Guard had also secured a boat with the inscription Maria on it. "Maria seized by the Indian Coast Guard is the one involved in the firing incident on March 29. But the accused involved in that firing was another group belonging to the Sea Tigers wing of the LTTE which was ferrying cargo from an LTTE ship to their camp in Sri Lanka," disclosed Director-General of Police D. Mukherjee, adding, the Sea-Tigers had opened fire as they suspected that the Indian fishermen were spying on them.
