On August 1, a Court held S. A. Basha, founder of the outlawed Al-Umma, and 152 persons guilty of hatching a criminal conspiracy to trigger a series of nine explosions at Coimbatore in Tamil Nadu on February 14, 1998, and to create enmity between two communities. The explosions killed 58 people and injured 200 others shortly before the arrival of senior Bharatiya Janata Party leader Lal Krishna Advani. The blasts also damaged property worth over INR 140 million. The Court, however, exonerated chairman of the Kerala-based political party, People's Democratic Party, Abdul Nasser Madhani of all the five charges against him, including participating in the conspiracy to carry out the blasts and to create communal hatred as well as alleged links to efforts to obtain explosives for the attacks. Madhani, who is suffering from various ailments including diabetes, was released later in the day on bail and reportedly traveled to Ernakulam in Kerala. The Court found 69 accused guilty of the offence under Section 120-B (conspiracy) of the Indian Penal Code (IPC). The other charge proved against some of the accused was under Section 153 A (1) of the IPC (promoting communal hatred between different groups on grounds of religion). 84 persons were found guilty of the charges under the Explosive Substances Act, the Arms Act and the Tamil Nadu Properties (Prevention of Damages and Loss) Act. Judge K. Uthirapathy further said the charges against eight persons had not been proved. He deferred the verdict against five accused for modification of the charges against them and said there were minor charges against the remaining accused. The sentences are expected to be pronounced from August 6 after the judge hears arguments by the defence. The trial began in March 2002 and the arguments in June 2006. It was completed on April 10, 2007, after the Court examined about 1,300 witnesses out of a total of 2,345. Of the 181 accused of involvement in the serial blasts, eight died in police firing and in a storming operation on a suspected hideout. The police are still looking for four accused. Another accused, S.K. Mohideen, was reportedly arrested only recently. Of the 168 arrested, Riaz-ur-Rehman turned approver and Mohammed Dasthagir died in custody.

According to UNI, the Karnataka Government will constitute an Anti-Terrorist Force to protect the capital Bangalore, which has witnessed an increased presence of terrorist groups and its supporters. Informing this at a press conference in Bangalore, Home Minister M. P. Prakash said the force would comprise trained commandos. He also said that the Union Government and the Karnataka Government would be jointly setting up an Indian Reserve Battalion, which would consist of over 1000 personnel. 263 acres of land has reportedly been acquired at Munirabad in the Bellary district to set up its headquarters. ''Initially the anti terrorist force would be limited to the Bangalore city,'' he said.

During the two day India-Bangladesh Home Secretary-level talks that began in New Delhi on on August 2, India objected to the use of Bangladeshi territory by insurgent groups from the Northeast, particularly the United Liberation Front of Asom (ULFA), according to Indian Express. The 25-member Indian side led by Union Home Secretary Madhukar Gupta also highlighted the anti-India activities by the Pakistani external intelligence agency, the Inter-Services Intelligence from Bangladesh soil. Three main areas - security, border management and co-operation, particularly in police matters – reportedly featured at the talks. The two sides set up three Working Groups to discuss these issues. Their inputs will be used to finalise the joint statement expected to be issued on August 3 (today).

One of the key men accused in the failed June 30 car bomb attack at the Glasgow international airport - Kafeel Ahmed - has succumbed to his injuries at the special burns unit of the Glasgow Royal Infirmary, British police said, according to Rediff. ''We can confirm that the man seriously injured during the course of the incident at Glasgow airport on Saturday June 30 has died in Glasgow Royal Infirmary,'' a Strathclyde Police spokesperson said on August 2-night. Kafeel Ahmed, the 27-year old engineer from Bangalore, suffered 90 per cent burns in the attack at Scotland's biggest airport. Kafeel was the driver of a sports utility vehicle, packed with gas canisters, which crashed into the front of Glasgow airport, setting the vehicle and part of the building ablaze. He was one of two men arrested at the airport after the Jeep was rammed repeatedly into the main terminal building and burst into flames. He was in a critical condition and was being kept under armed police guard in a hospital specialist unit.

On August 3, the two-day Home Secretary-level talks between India and Bangladesh concluded in New Delhi. Both countries reiterated that the use of the territory of either country would not be allowed for terrorist and criminal activities against the interests of the other, reports Indian Express. A joint declaration said, "Both sides agreed to initiate swift action on information received about groups and elements and other fugitives from the law of either country taking shelter in the other country." Both countries also agreed to revive the mechanism of the Joint Working Group (JWG) at the level of Home Secretary and Joint Secretaries who will hold meetings at regular intervals in New Delhi and Dhaka alternately. During the talks, the Indian side led by Home Secretary Madhukar Gupta raised India’s concerns regarding the north-eastern militant groups having found shelter in Bangladesh. In response, Bangladesh sought India’s commitment to do its bit against people wanted in Bangladesh, but who had allegedly found shelter in India. Speaking to the media after the talks, Gupta said that an institutional mechanism — a fourth tier — had been added to the three-level mechanism evolved to increase cooperation between the two countries. The three tiers that have been in existence since 1994 include consultations between the Bangladesh Rifles and Border Security Force officials, meetings of the JWG comprising the joint secretaries of home affairs and home secretary-level talks. Gupta described the fourth layer as a fundamental change in the negotiations between the two countries.

Sarfudeen and Sikkander Basha were found guilty under section 148 of the Indian Penal Code, while Ayyappan was found guilty under the Arms Act and Explosive Substances Act. The charge under the Explosive Substances Act had been proved against Ubaithul Rehman while Mir Shafi Ahmed was found guilty of promoting communal hatred.

In the footage compiled by al Qaeda's production arm As-Sahab, an unnamed narrator said that "the targeting of Tel Aviv, Moscow and Delhi" is also "our legitimate right" and accused India of "killing more than 100,000 Muslims in Kashmir with US blessing. It also mentioned US missions in the Gulf Arab states as potential targets. "We shall continue to target you at home and abroad just as you target us at home and abroad," Adam Gadahn, a wanted American member of al Qaeda, said in the video. The video was posted on LauraMansfield.Com, an American Website which monitors terrorist groups. However, the Union Minister of State for Home, Sriprakash Jaiswal, said "There is no confirmed news of any such threat till now. The Hindu reports that on August 6, a court in New Delhi sentenced two Lashkar-e-Toiba (LeT) militants, Shahid Ahmed Bakshi, a resident of Ahmedabad in Gujarat, and Farhan Ahmed Ali, a resident of Moradabad in Uttar Pradesh, to seven years’ rigorous imprisonment for possessing arms and explosives. The court had held them guilty on July 30 under various provisions of the erstwhile Prevention of Terrorism Act (POTA) pertaining to unauthorised possession of arms, ammunition and explosives. Additional Sessions Judge Ravinder Kaur also fined the militants INR 50,000 each. The militants were arrested at Nizamuddin in New Delhi on August 30, 2002, with four kilograms of RDX, two detonators and a Chinese-made pistol along with magazine and 15 live cartridges.

The accused included key conspirators Faisal Shaikh, the Mumbai city chief of the Lashkar-e-Toiba (LeT), and Asif Khan Bashir Khan alias Junaid. Trial in the case will begin after August 21 as some of the accused have filed a petition seeking a transfer of the case from the special Maharashtra Control of Organised Crime Act (MCOCA) court of Judge Mrudula Bhatkar. Along with the 13 accused, 15 absconding accused — including LeT commander in chief (training) Azam Cheema — and two deceased accused — Salim who died in the blasts, and Abu Osama who died in a police encounter — have also been charged for hatching the conspiracy of the blasts. The charge-sheet names Azam Cheema, Faisal Shaikh and Asif Khan Bashir Khan alias Junaid as key conspirators who hatched the plot in 1999. The conspiracy includes sending Muslim youths to Pakistan for arms training and creating a feeling of animosity against the state by providing hate literature.

On August 7, the Sessions Court trying the 1998 Coimbatore serial bomb blast cases granted bail to seven convicts against whom "minor charges" have been levelled, reports The Hindu. The convicts included Khader, Aiyappan, Umar Abu Sali, Mir Sabir Ahmed, Sikander and Abdul Salim. While Khader was asked to furnish a bond for INR 5,000 and a surety by another person, Mir Sabir Ahmed had to furnish INR 10,000 as bond and surety by another person. Other convicts were granted bail on personal surety. A total of 105 convicts had moved bail petitions and 17 persons, including Abdul Nasser Madhani, Chairman of the Kerala-based political party, People’s Democratic Party, have been released on bail so far.

A revolver, ten detonators, 20 gelatin sticks and other weapons were recovered from Asgar alias Asgar Pasha bin Abdul Rasheed of Mangammanapalya in Bengaluru, Umar bin Mohammad Sharif of Lakshmi Layout in Bengaluru, Jilani bin Wallisab of Desnur village in the Bellary district and Mohammad Zaheer bin Shafiulla Khan of Kowl Bazaar Street in Bellary. Presenting its action taken report on the recommendation made by the Parliamentary Standing Committee on Defence, the government stated on August 17 that a decision has been taken to raise a very large number of additional battalions of the central para-military forces to be deployed for internal security duties and anti-terrorist operations. The Parliamentary Standing Committee on Defence headed by Lok Sabha (lower house of Parliament) member Balasaheb Vikhe Patil had said that deployment of Army personnel for internal security duty is affecting their preparedness and is also making the police and central para-military forces lethargic. The 48-member panel that includes senior Congress and Bharatiya Janata Party members of the parliament recommended that the "Army should he immediately withdrawn from internal security duties and this should be handled by Central Para Military Forces, Central Reserve Police Force and the State Police forces."

A joint patrolling party based at Rameswaram seized a mechanised boat and arrested five fishermen with Sri Lankan currency. "During interrogation, they confessed that they handed over 50 litres of diesel to the operatives of LTTE at Kottai Mannar in Mannar district. In exchange, the crew received Rs.1,500 in Sri Lankan currency. They also revealed that nearly 60 fishing boats exchanged diesel to the LTTE men on Monday by violating the International Maritime Boundary Line," Commander S. All coastal police stations, including Rameswaram, Dhanushkodi, Keelakarai and Thondi, were asked on August 23 to monitor the movement of suspected persons. "Based on the information we received, police teams have conducted a search operation at various places along the coast. The police parties will continue their operation," R. No terrorist group has so far claimed responsibility for the blasts. 32 persons were killed and 21 others injured when an explosion occurred at 7.50 pm at the popular Gokul Chat shop in Kothi locality, police said on August 26 (today). Five minutes earlier, 10 people, most of them from outside the State, were killed and 29 others injured in another blast in an open air auditorium in Lumbini Park near the State secretariat in the heart of the city when a laser show was underway, police sources added. The blast at the auditorium, where 500 people were present, was so powerful that some bodies were flung in the air. Among the dead at the Lumbini Park were two students from Ahmedabad and four railway employees. Hours after the twin blasts, the city police recovered a live bomb from Dilsukhnagar area and later defused it. The bomb was planted underneath a foot-over-bridge with a timer set for 9.30 pm, police sources said further. The near-simultaneous blasts at Lumbini Park and Gokul Chat Shop were triggered by cell-phone timers, informed city Police Commissioner Balwinder Singh. Meanwhile, hours before the twin blasts city police had arrested four persons, including a Dubai national, and seized counterfeit currency of INR 2.36 crore from the old city, adds The Hindu.

Mohammed Abdullah, a native of Assam, was arrested after residents of Bowenpalli in Secunderabad caught him under suspicious circumstances. The youth also reportedly had injuries on his head and hands. Meanwhile, police sources claimed that the bombs were planted minutes before they exploded and have not ruled out the possibility of the bomb planters receiving injuries. Police have also begun questioning citizens of Bangladesh and Pakistan overstaying in the city. There are reportedly 20 such foreign nationals who were staying on even after their visas had expired. Police are also investigating the connection of two Hyderabad-based operatives of the Lashkar-e-Toiba (LeT) with the Harkat-ul-Jihad-al-Islami. Intelligence officials told The Hindu, “We have two definite clues. And we cannot go wrong.” The intelligence agencies are also probing into the source of supply of Neogel-90, an ammonium nitrate-based emulsifier, which has reportedly gone into manufacture of the two clock-based bombs.

Times of India reports that the investigators examining the August 25 twin explosions in Hyderabad have indicated the involvement of Pakistan’s external intelligence agency, the Inter-Services Intelligence (ISI), in the incident. Officials also claimed to have arrested Shadab Khan, suspected to have close links with the ISI. Shadab was reportedly in touch with the suspected mastermind of the twin blasts, Shahid Bilal, ‘commander’ of Harkat-ul-Jihad-al-Islami, over phone on several occasions and had made calls as recent as the last month. Investigators claimed that the recovery of a box in which explosives was packed with a unique design is associated only with military use. A senior police officer said, "The wooden box covered with a tin-sheet appears to be locally-made and was stuffed with explosive, Neogel-90 (Ammonium Nitrate), and iron balls. But what is unique is the boat-shaped design of the box. Such a design is to ensure that the explosive material does not get scattered in all directions but causes a huge explosion at the very site, causing maximum impact." Investigators on August 31 visited the Charlapally central jail on the outskirts of Hyderabad and questioned terrorists with ISI links who are lodged there. The investigators are also questioning carpenters in the city as the box appears to have been made locally.
