On February 1, the Special Task Force of Uttar Pradesh Police claimed to have arrested an agent of the Pakistan’s Inter-Services Intelligence (ISI) from Varanasi when he was passing certain sensitive information to a person on telephone, reports ANI. Several sensitive documents including a map of the Harish Chandra Atomic Research Centre in Allahabad, information about Indian army bases and infrastructure in Uttar Pradesh, documents connected to India's planned purchase of T-90 tanks from Russia and Indian troop movements and counter-militancy operations in Punjab were recovered from him. Police claimed that the agent was involved in such activities since 2001. The accused Javed Akhtar is reported be a resident of Allahabad and two of his brothers are living in Lahore. M. S. Shukla, Inspector of Police, Cantonment Police Station, Varanasi said, "We have all his records. He was talking to someone in Pakistan again and again and giving information. He is an agent of ISI and there are no doubts regarding that."

Four suspected Jaish-e-Mohammad (JeM) militants, including a Pakistani national, were arrested on February 4 following an encounter with the Delhi Police under the Ranjit Singh flyover near Connaught Place. The Hindu reports that police recovered three kilograms of RDX, four detonators, a timer, six hand grenades, .30 bore firearm, US $ 10,000 and INR 50,000 from them. The encounter followed a tip off available with the Special Cell of the Delhi Police that some JeM members were in the Capital to carry out a major operation and they would meet near the flyover. Joint Commissioner of Police (Special Cell) Karnal Singh said the militants, identified themselves as Shahid Gafur from Sialkot in Pakistan and Bashir Ahmed, Fayaz Lone and Abdul Mazid from Jammu and Kashmir. The three Kashmiris disclosed that they arrived by the Malwa Express earlier in the day.

The India-Pakistan Joint Anti-Terrorism Mechanism will hold its first meeting in Islamabad on March 6, the External Affairs Ministry announced in New Delhi on February 5, reports Daily Excelsior. The three-member Indian delegation at the meeting will be led by K C Singh, Additional Secretary (International Organisations), in the External Affairs Ministry. The Joint Anti-Terror mechanism was conceived at a meeting between Prime Minister Manmohan Singh and Pakistan President Pervez Musharraf on September 16, 2006, in Havana on the sidelines of the Non-Aligned Movement (NAM) Summit to identify and implement counter-terrorism initiatives and investigations.

On February 8, India and Bhutan signed a revised version of the 57-year-old friendship treaty giving the latter more freedom in the crucial areas of foreign policy and non-lethal military purchases, reports Hindustan Times. The updated treaty was signed between the two sides at Hyderabad House in New Delhi after Prime Minister Manmohan Singh and Bhutan's king Jigme Khesar Namgyel Wangchuk held talks on a wide array of bilateral and global issues. The revised treaty has rewritten Articles 2 and 6 of the 1949 document and gives Thimphu more freedom to pursue its foreign policy and in the purchase of non-lethal military equipment as long as such decisions do not damage India's vital strategic interests. The old treaty was signed in Darjeeling August 8, 1949.

On 12th Feb, the Indian Navy arrested two persons and seized components of around 2.9 tonnes used for making improvised explosive devices (IEDs) in a boat off the Rameswaram coast in Tamil Nadu. Preliminary enquiry revealed that the IED components were being smuggled to LTTE cadres in Sri Lanka. The seized consignment was reportedly meant for the LTTE in Sri Lanka, Commodore Phillip Van Haltren, Naval Officer in Charge (Tamil Nadu), told The Hindu.

On February 13, Abdul Qayyum Shaikh, an accused in the 1993 Mumbai serial blasts case and a key member of the fugitive underworld Dawood Ibrahim gang, was arrested in Mumbai by the city police. Qayyum was believed to have fled to Dubai around 15 years ago and is wanted for seven cases registered in Mumbai, a majority of them related to extortion. DCP (detection) Dhananjay Kamlakar told PTI, "Acting on a tip-off, we laid a trap for him at Panjrapole junction where he was said to be coming to meet some of his associates."

The Indian Coast Guard, on February 13-afternoon, intercepted a Liberation Tigers of Tamil Eelam’s (LTTE) ship carrying a suicide bomb jacket packed with explosive substances weighing seven kilograms, five detonators, and arrested five persons, according to Indian Express. The ship was seized by the Coast Guard in the Palk Bay, 20 nautical miles from Point Calimere in south Tamil Nadu. Besides the suicide bomb vest and detonators, five hand grenades, an AK-56 rifle with 124 rounds of ammunition and eight drums of 55 litres of liquid chemical were also found in the ship. Director General of Police, D. Mukherjee, said, of the five men arrested, one was serving as a driver for the LTTE. Four among the five were Sri Lankan Tamils, he informed.

National Security Adviser (NSA) M.K. Narayanan has said that manipulation of stock exchanges is the new modus operandi used by terrorist groups to raise funds for their operations and fictitious companies have operated in the Mumbai and Chennai stock exchanges, reports The Hindu. While addressing the 43rd Conference on Security Policy in Munich last week, the NSA said that some of these companies were later traced to terrorist groups. "Isolated instances of terrorist outfits manipulating the stock markets to raise funds for their operations have been reported. Stock exchanges in Mumbai and Chennai have, on occasions, reported that fictitious or notional companies were engaging in stock market operations", he said. He added that security agencies had detected many instances of funds received via banking channels from so-called safe locations such as Dubai and UAE that were intended for terrorist groups.

The prosecution on February 15 completed arguments on the quantum of sentence in the 1993 Mumbai serial bomb blasts case and pleaded for death sentence for the 44 convicted persons, reports The Hindu. The Central Bureau of Investigation (CBI) prosecutor, N. Natarajan, however, submitted that Rubina Memon, Somnath Thapa and Imitiaz Gawte, be spared of death sentence as Thapa and Gawte were ill and Rubina was a woman. Maximum punishment for the rest of the accused was sought after dividing them into three groups, as per the sections under which they were found guilty. The 44 were found guilty under 120-b (criminal conspiracy) of the Indian Penal Code or Section 3 (2) (i) (terrorist act resulting in death) of the Terrorist and Disruptive Activities (Prevention) Act. The second group includes accused convicted under Section 3(3) (terrorist activities not resulting in death) of the TADA Act and face a maximum of life imprisonment. The third group comprises accused facing conviction under the Arms Act and Customs Act. With infiltration becoming difficult due to fencing and installation of hi-tech gadgets on the Line of Control (LoC) and International Border (IB), Pakistani militants, especially Fidayeen (suicide squad) have frequently started using the Bangladesh-West Bengal-New Delhi route to reach Kashmir and other parts of jammu and Kashmir, Daily Excelsior reported. A top Pakistani militant, Shahid Gafoor of Sialkot, who had to carry out a suicide attack in Srinagar along with a local militant but was arrested along with his three associates in the national capital New Delhi recently, had also used the same route for infiltration. Gafoor and his arrested associates were part of the Jaish-e-Mohammed (JeM) group. Preliminary interrogation of Gafoor, being done by the Delhi Police and shared with the Jammu and Kashmir Police (JKP), has revealed that three Kashmiri over-ground workers (OGWs) working for the JeM outfit camped at the West Bengal-Bangladesh border for three days from January 30 to February 1 waiting for sneaking of Gafoor from Bangladesh. Three OGWs, Bashir Ahmed, Fayyaz Lone and Abdul Majeed, all Kashmiris, who were also arrested by Delhi Police on February 4 from Connaught Place, had been deputed to Bengal from different areas, they were putting in, to receive Pakistani Fidayeen and shift him to Srinagar where he had to carry out a suicide attack along with a local militant of the JeM, sources said. Gafoor disclosed during his questioning that he was asked to take the Bangladesh-West Bengal route by Jaish commanders as infiltration from LoC and IB had either become "impossible" or "very risky" due to fencing, increased surveillance and installation of sophisticated equipments. He revealed that many other Pakistani militants have also reached Kashmir and other parts of the State using same route. Gafoor claimed that he was spotted by the Bangladesh Rifles (BDR), which manned the border with West Bengal, but not prevented from infiltration which, according to sources, was a clear indication that the BDR was helping Pakistani militants in intrusions to the Indian side.

Northern Railway General Manager, V. N. Mathur, told that he suspected sabotage as two improvised explosive device (IED)-laden suitcases, one from the rail track and another from the train, were also recovered subsequent to the explosions. One of the suitcases had incendiary material, either petrol or kerosene, which could have set the train afire, he said. The bi-weekly train, connecting India-Pakistan Samjhauta Express, had left Delhi at 10:40 pm for Attari near Amritsar and two of its bogies caught fire immediately after the explosions. The train runs non-stop from Delhi to Attari, where passengers are shifted to the Samjhauta Express, which goes to Lahore after customs and immigration clearances.

The decision to destroy the boat was taken after finding that the gap between the fibre sheets of the boat was packed with gunpowder and it could explode any time. Addressing a joint press conference with Pakistan Foreign Minister Khursheed Mehmood Kasuri, External Affairs Minister Pranab Mukherjee said, "as per the law of the land, the probe will be conducted by India and the results shared with Pakistan." Elaborate arrangements are reportedly being made to prevent smuggling of explosive materials by the Liberation Tigers of Tamil Eelam (LTTE) to Sri Lanka from Tamil Nadu in the wake of the recent seizure of an LTTE boat with arms and ammunition by Coast Guard in Nagapattinam and 70 bags of aluminium ingots in Madurai, Additional Director General of Police (Law and Order), K. V. S. Murthy, stated on February 23. Talking to reporters, he said the Police have been geared up and the security over the entire coast has been strengthened. In all the 12 coastal districts, special Police teams have been formed exclusively to look into the smuggling of arms and ammunitions, he added. In view of the recent seizure of explosives, the Centre has given its nod for establishing 12 marine Police stations - the first of its kind in the country - to safeguard the vast coastal belt of Tamil Nadu. These police stations would be equipped with two boats each for conducting patrolling and it would be ready within a year, he further added. Murthy also said the Centre had also sanctioned 40 check-posts in addition to the existing 60 on the coastal areas from Chennai to Kanyakumari. He said the State police were now engaged in finding out the possible landing points of the suspected LTTE sympathizers for smuggling activities.

Two Lashkar-e-Toiba (LeT) militants escaped from the Lucknow district and sessions court campus on February 27, reports The Hindu. Maqsood Ahmed and Mohd Saeed, both Pakistani nationals, were detained under the Prevention of Terrorist Act (POTA), for their involvement in the 2001 attack on a Central Reserve Police Force (CRPF) camp in Delhi. According to the report, both the militants had sought permission to go to the toilet before being produced in the court. As they emerged from the toilet one of the LeT cadres, armed with a pistol, fired in the air and subsequently both escaped. A sub-inspector and two constables who accompanied the LeT militants from the prison to the court, have been placed under suspension and a criminal case has been registered against them.
