Russia, on January 17, asked Pakistan to fulfill its commitment to terminate cross-border infiltration in the Indian State of Jammu and Kashmir in order to create a conducive atmosphere for the resumption of a dialogue with India to resolve the Kashmir issue. During a meeting with visiting Indian Defence Minister George Fernandes, in Moscow, Russian Security Council Secretary Vladimir Rushailo said Pakistan should fulfill its obligations and commitments by ending infiltration of terrorists across the Line of Control (LoC) in Kashmir, and also disband the terrorist infrastructure in Pakistan occupied Kashmir (PoK). He said this was necessary to create a conducive atmosphere for resolving the Kashmir issue through direct talks between India and Pakistan.

Media reports of January 20 claimed the delegation would seek a to elicit the Union government’s ‘clear-cut stand’ on the protection of the State’s territorial expanse, in view of the ongoing Naga peace talks. The visit follows widespread protests against any attempt to disintegrate Manipur territory. The National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM)’s demand for the inclusion of Naga-inhabited areas of Manipur, Assam and Arunachal Pradesh in its proposed Greater Nagaland has sparked violent protests in the region, especially in Manipur.

Media reports said the Union government’s cease-fire with the Bodo Liberation Tigers (BLT) has been extended till February 21, at the end of the January 20-tripartite meeting between the Assam government, the BLT and Union Home Ministry officials. However, no agreement could be reached over the formation of the Bodoland Territorial Council (BTC). The BLT team reportedly wanted a modification in Assam’s proposals regarding elections to the proposed 40-member BTC. According to the original proposal, 30 of these were reserved for tribals and 10 more for the non-tribal population living in the BTC area. The BLT now has reportedly changed its mind and wants 25 of them exclusively for tribals. Besides, it wants 10 seats to be kept in the general category and five to be reserved for non-tribals. Assam reportedly rejected the modified plan suggested by the Bodo team. Nonetheless, the State government agreed to include 12 of the 93 villages the BLT wants to be added to the BTC area. The State government has agreed to include a total number of 3,072 villages in the BTC, thus far. Assam further suggested a survey in the rest of the villages the BLT wants in the BTC. It said these villages could be included if tribal population was in a majority. The Union Home Ministry advised in this regard that the State government and the BLT should resolve such differences within a month and reach a peace accord.

Quoting unnamed Indian officials media reports said Deputy Prime Minister L K Advani, presently on an official visit to Qatar, had a meeting with Foreign Minister Sheikh Hamad bin Jasim bin Jabir Al Thani, in Doha, on January 21. At the meeting, both the leaders agreed that pending issues like extradition treaty, mutual legal assistance treaty and joint working group on counter-terrorism would be addressed soon and officials of the two countries would hold discussions if necessary. The two sides also discussed the global threat of terrorism and the need for international cooperation. Advani briefed the Qatari Minister regarding Pakistan's continuing support to cross-border terrorism in the Indian State of Jammu and Kashmir (J&K), reports added.

At the recently concluded meeting of the Indo-Bangladesh joint working group (JWG) in Dhaka, India asked Bangladesh to hand over 88 Indian terrorists currently living in that country, media sources reported on January 29. The list includes Sanjiv Debbarma of the All Tripura Tiger Force (ATTF), and Anup Chetia and Paresh Barua of the United Liberation Front of Asom (ULFA). Turning them in would send a clear message to all terrorists that Bangladesh does not welcome anti-India activities on its soil, India said. It also asked Bangladesh to shut down terrorist training camps. Also, the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, using Bangladesh for anti-India operations was discussed. Bangladesh assured of action.

India and Bangladesh have agreed to revive the Joint Boundary Working Groups for speedy resolution of border demarcation and related issues even as Bangladesh has assured that it would not allow its territory to be used for any anti-India activities. A joint statement issued on May 1, after India’s Foreign Secretary Kanwal Sibal held three days of talks in Dhaka with his Bangladesh counterpart Shamsher M Chowdhury, said, "It was also agreed to strengthen and fully implement the agreed procedures to stop cross-border illegal movement of people". Regarding the existence of terrorist camps in Bangladesh, the statement said, "in response to Indian concerns regarding the activities of Indian insurgent groups in Bangladesh, the Bangladesh side reaffirmed the commitment not to allow its territory to be used for any activities inimical to the interests of India". Both the countries also decided to jointly patrol the 4,000-km border where incidents of push-in or firing take place frequently.

He said that Russia hoped Pakistan would continue to crack down on Islamist terrorists who cross into the Indian State of Jammu and Kashmir. "The leadership of Pakistan has recently undertaken a number of steps to curb terrorist activities in its territory. We hope this work will be continued," Ivanov said after a meeting with his Indian counterpart, Yashwant Sinha. Sinha added that India and Russia have decided to set up a "joint working group on combating international terrorism and the first meeting will be held within this year." Ivanov was in Islamabad on June 15 and reportedly discussed with President Pervez Musharraf the recent India-Pakistan peace initiatives and cross-border terrorism.

The Bhutanese National Assembly in October 2003 had also taken a decision in this regard. The three terrorist outfits are active in the Northeastern part of India and also in the State of West Bengal and are believed to have together more than 30 camps in the jungles of southern Bhutan. A press release from the Bhutan Embassy in Delhi on September 15 said, "He (the King) said that so long as the Government of Bhutan and the Government of India work closely together, and so long as Bhutan has the goodwill, friendship and support of India, he was confident that the problem can be resolved in the near future."
