Widening the dialogue in Jammu and Kashmir beyond the All Parties Hurriyat Conference (APHC) for the first time, the Centre on January 10 invited separatist leader Sajjad Lone of the People’s Conference for talks with Prime Minister Dr. Manmohan Singh on January 14 to find a solution to the Kashmir issue, according to Daily Excelsior. Sajjad Lone, younger son of assassinated Hurriyat leader Abdul Gani Lone, was asked to come for talks as part of the Central Government’s efforts to find a resolution to the Kashmir issue. The Centre has indicated that it would hold talks with a cross-section of the separatist leaders from Jammu and Kashmir. The Prime Minister had held talks with a delegation of the APHC in New Delhi on September 5, 2005. Sajjad, who parted ways with his elder brother Bilal in 2005 and claimed to be the original People’s Conference, said he had been invited by the Prime Minister and a five-member delegation of his party would be coming to hold talks.

On February 17, Prime Minister Manmohan Singh met separatist leader and chief of the Jammu and Kashmir Liberation Front (JKLF), Yasin Malik, in New Delhi and reportedly assured him that the Union Government has an "open mind" and would like to involve a larger cross section of public opinion to end "the period of suffering". In his first meeting with Malik, Dr. Singh said there was an air of optimism in Jammu and Kashmir and an opportunity to bring lasting and permanent peace in the State, according to Press Trust of India. Terming his meeting with the Prime Minister as part of "consultations", Malik claimed that the peace process would become irreversible only after key militant leaders were included in the talks. Malik said he wanted the Union Government to hold talks with separatist leaders in a third country on the line of negotiations being held with Naga insurgent group NSCN-IM. Malik is the second leader after Sajjad Lone of the People’s Conference to be invited by the Prime Minister for talks on the Kashmir issue. The Prime Minister’s meeting with Malik comes a week ahead of his talks with a cross-section of political parties and separatists groups from the State.

Assam Tribune reports that the Assam Government on February 22 urged the Defence Ministry to restrain the Army from operating against the United Liberation Front of Asom (ULFA) and to take along civil administration officials while conducting operations in the State. Chief Minister Tarun Gogoi met Defence Minister, Pranab Mukherjee, in New Delhi and reportedly requested that the practice of local State Government officials accompanying the Army during raids be revived. Gogoi further requested the Defence Minister to ensure that Army expedite the disciplinary proceedings against the guilty personnel responsible for the recent civilian deaths at Kakopathar in the Tinsukia district.

Following discussions between Prime Minister Manmohan Singh and the visiting Bangladesh Prime Minister Khaleda Zia at New Delhi on March 21, both countries agreed that they were victims of terrorism and should join hands to fight the problem. The External Affairs Ministry spokesperson stated that Home Secretaries of the two countries would meet often and exchange information, while the Joint Rivers Commission too would meet frequently to address water disputes. The two countries also agreed operationalise the Sealdah-Devpura railway link. Two pacts, a revised trade accord and another to prevent illicit narcotics trafficking were signed in the presence of the Prime Ministers. In his banquet speech on March 21-night, Dr. Singh said the dialogue had been "most useful" in understanding each other's point of view and in making progress on different issues. "We believe sincerely that India and its neighbours have a common destiny. One cannot prosper without the other, and it is only through cooperation within the region that we can compete outside it. We believe it is our fundamental interest to see a strong, stable and economically strong Bangladesh making its full contribution to regional development," he said. Begum Khaleda, on the other hand, asked her counterpart to take steps to encourage more exports from Bangladesh, including duty-free access to goods. "This would help us base our economic relations on an even more solid foundation. Your positive response would help Bangladesh in narrowing the widening trade gap between our two countries."

With Pakistan refusing to agree on authentication of present troop positions on the Siachen glacier, talks between India and Pakistan on demilitarisation in Siachen failed to yield any breakthrough in New Delhi on May 24, but the two countries decided to continue with the cease-fire there, according to Press Trust of India. Concluding the two-day Defence Secretary-level talks, both countries, however, issued a joint statement in which they agreed to continue the negotiations to resolve the issue in a peaceful manner. The two sides also reaffirmed their commitment to continue the truce in Siachen in place since November 2003. "In this round of discussions, we could not make a breakthrough," Defence Minister Pranab Mukherjee said. He also said the Pakistani side "is not agreeing to the proposal for authentication of positions (held by the Indian and Pakistani forces) for quite some time and this is the area of difference which can continue..."

At four-day Home Secretary-level talks which concluded in Dhaka on August 27, India pointed out that recent terrorist incidents in its territory have clear links with Bangladeshi nationals and outfits, including the Harkat-ul-Jihad-al-Islami (HuJI). The Union Home Secretary, V. K. Duggal, who led a 16-member Indian delegation at the annual talks, said "we have discussed all the issues which includes security, border management, trade, drugs and smuggling besides free movement of people and release of prisoners." Reports added that India raised the issue of militant outfits such as United National Liberation Front (UNLF) and People’s Liberation Army (PLA) operating from across the border.

On September 16, during the home secretary level talks with Myanmar at New Delhi, India provided a list of 15 camps belonging to the United Liberation Front of Asom (ULFA), the People’s Liberation Army (PLA), the United National Liberation Front (UNLF) and the Khaplang and Isak-Muivah factions of the National Socialist Council of Nagaland (NSCN) operating in Myanmarese territory. Both countries agreed to share real time intelligence on issues related to security, drug trafficking, arms smuggling and militant activities. According to The Telegraph, the army, police and intelligence agencies of both countries will now convey information to their counterparts whenever they come to know about any movement related to drug traffickers, arms smugglers or insurgents. A mechanism for sharing such information will be devised.

According to New Indian Express, India has passed on the passport and other identification details of Mohammed Fahad, the Pakistani militant arrested at Mysore in Karnataka during October 2006, and are expecting a response at the Foreign Secretary-level talks with Pakistan starting from November 14. Pakistan reportedly has asked for consular access to verify Indian claims. Fahad along with one Mohammed Ali Hussain was arrested under charges for trying to set up a base for militant outfit Al-Badr and planning an attack on the Vikas Soudha, the State secretariat. They were trying to obtain an Indian identity and had also applied for Indian passports. Fahad was said to be responsible for managing finances and help obtain fresh identities for militants who were to be sent later.

Speaking after the discussions, India’s Foreign Secretary Shivshankar Menon said information on the Mumbai blasts could be handed over only after a charge sheet was filed in court. Menon also said India had asked Pakistan to put an end to the activities of terrorist groups banned in both countries (such as the Lashkar-e-Toiba [LeT] and Jaish-e-Mohammed [JeM]).
