Indian Prime Minister Atal Behari Vajpayee and British Prime Minister Tony Blair signed a joint declaration in New Delhi, on January 6, condemning all those who support and finance terrorism. The declaration specifically equated the December 13-attack on the Indian Parliament and the October 1-attack on the State Legislature in Jammu and Kashmir with the September 11-terrorist attacks in the United States. It said, "Those responsible for these crimes must be delivered to justice…. We condemn all those who support terrorism: those that finance, train or provide support for terrorist share their guilt".

According to newspaper reports India and Bhutan in their effort to strengthen bilateral ties and check activities of militants held the last round of the border district coordination meeting at Jalpaiguri between January 7 to 9. The Joint Secretary of the Bhutanese Home Ministry, Dasho Tshering Wangda led the Bhutanese delegation, while, the Indian delegation was led by the Commissioner of Jalpaiguri division, AK Jain. The meeting decided to take up immediate steps for the identification of the international boundary with realignment of the pillars which were missing and to share information about militants and criminals. The Government of Bhutan decided to construct a stone wall along the border, not to step movement of the local people, but for security reasons as the border town Phuentsholing is being used by the militant groups active in West Bengal and Assam.

The State Secretary, who earlier held talks with Prime Minister Atal Behari Vajpayee and National Security Advisor Brajesh Mishra, said he was "encouraged" by his discussions with the Indian leadership. Jaswant Singh reiterated India's position, during the press conference, that Pakistan should hand over terrorists named in the list of 20 given by New Delhi to Islamabad. He said 14 of the 20 were Indian citizens. Details of their whereabouts have been given to Islamabad, he said and added, "these are wanted terrorists, written about in Pakistani journals. It is not they are hiding in caves in Karachi... There are no caves in Karachi. They are in fact visible to the Pakistan establishment".

Francis Taylor is in India, leading a 13-member inter-agency US delegation for the fourth meeting of the India-US Joint Working Group (JWG) on Counter-Terrorism. The two-day meeting began on January 21. According to media reports, technology for improved border management is prominent on the agenda of the JWG meeting. "We will be discussing how we can improve each other's military capability to fight terror," Taylor said. The agenda for the fourth JWG meeting includes increased homeland security, co-operation in strengthening forensic capabilities in India and aviation security. The two sides are also expected to launch a joint initiative on cyber-terrorism. The US delegation includes Ambassador John Craig of the National Security Council and Ambassador Ted McNamara, co-ordinator for world-wide implementation of the UN Security Council Resolution 1373. Jayant Prasad, Joint Secretary in the Ministry of External Affairs, leads the Indian delegation.

India and Iran have agreed to put in place an institutional mechanism for tackling terrorism by either constituting a new Joint Working Group (JWG) on counter terrorism or by expanding the scope of the present JWG on Drug Trafficking. At the Home Secretary-level talks in New Delhi on January 30, the two sides decided to hold the Secretary-level talks annually alternately at New Delhi and Tehran. Both sides resolved to enter into close co-operation in eradicating the scourge of global terrorism. To establish structural instruments of co-operation, it was agreed to consider conclusion of an agreement on mutual legal assistance in criminal matters and an extradition treaty. The two sides also recognised the need to firmly deal with drug trafficking and agreed to have close co-operation in combating the menace of drug trafficking and narco-terrorism.

India and Nepal on February 6 decided to co-operate in combating terrorism directed against each other and Maoist violence in Nepal. Union Home Secretary Kamal Pande, after a wide ranging talks with his Nepalese counterpart Keshav Rajbhandari in New Delhi, said that Nepal had assured India that it would extend all help in fighting terrorism and crime including along the Indo-Nepal borders. He said India would also extend assistance to Nepal to put an end to Maoist violence which has claimed hundreds of lives in the past few months. The two-day Home Secretary-level talks, which began on February 6, focussed on several key issues including co-operation in combating crime and terrorism along the Indo-Nepal border and a legal framework for the same. The meeting also deliberated on exchange of operational intelligence through nodal groups and reviewed the revised system of identification of documents for air travel between the two countries which came into force after the 1999 hijacking of an Indian Airlines plane to Kandahar.

In a joint declaration signed by visiting Kazakhstan President Nursultan Nazarbayev and Prime Minister Atal Behari Vajpayee, the two countries affirmed that terrorism could not be "justified in any form, for any cause or for any reason used as an excuse". "We also reiterate our strong belief that the fight against terrorism has to be global, comprehensive and sustained for the objective of total elimination of terrorism everywhere," said the two leaders. Discussing the security scenario in the region, the two countries expressed satisfaction over the developments in Afghanistan, with an interim administration being established there after the "elimination of the oppressive Taliban regime".

The issue of international terrorism is likely to figure in the agenda of the forthcoming meet of the Commonwealth Heads of Government Meet (CHOGM) at Coolum, Australia from March 2 to 5. 37 Heads of state and government, including Indian Prime Minister Atal Behari Vajpayee, are expected to participate in the meeting. At a press conference in New Delhi on February 26, Foreign Secretary Chokila Iyer said, "We are confident that CHOGM 2002, taking into account the changes in the international scene following the September 11 attacks, will come out against terrorism in the strongest possible language". However, she refused to elaborate on the substantive points on terrorism that the Indian delegation would raise at the meeting. India is a member of the Commonwealth Committee on Terrorism that prepared a ‘draft plan of action on terrorism’ for the consideration of the Heads of state and government. This draft document talks of substantive measures to tackle terrorism through financial and legal means.

The issue concerns the demand for separate autonomous States under Article 244A of the Constitution, which relates to the administration of special areas in the States of Assam, Meghalya, Manipur and Mizoram, in place of the Karbi Anglong and NC Hills Autonomous District Councils. At a meeting, Union Defence Minister Georgfe Fernandes, on June 25, briefed visiting Nepalese King Gyanendra about the exisitng agreement between the two countries on training Nepalese army officers and personnel in counter-insurgency tactics at specialised Army institutions. On Nepal’s plea for supply of specialised equipment like helicopters, utility vehicles and mine-proof combat vehicles, the Minister reportedly assured the King that these would either be given at cost price or at reduced prices. Under the ongoing military cooperation agreement, India has agreed to train more Nepalese army personnel at the Counter Insurgency School in Mizoram. Nepal, on its part, assured India of its cooperation to prevent the misuse of its territory by anti-India elements. King Gyanendra assured Union Home Minister L K Advani that he would not allow his country’s soil to be used for anti-India activities. Advani had reportedly raised concerns over reports of activities of Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), and had sought Nepal’s cooperation to prevent infiltration of terrorists into India. The King is visiting Kolkata on June 26. In the fifth meeting of the US-India Joint Working Group on counter-terrorism, the two sides highlighted their bid to deepen intelligence cooperation, which has accelerated since the September 11, 2001 multiple terrorist attacks on New York and Pentagon. A joint statement issued by the two sides said, "the two sides agreed to further intensify intelligence sharing and coordinate action in pursuit of the remains of Al Qaeda members and associated terrorist groups….the declaration also discussed the nexus between weapons of mass destruction, proliferation and terrorism." In his opening speech, Nepalese Prime Minister Sher Bahadur Deuba said, "Terrorism has been the latest menace to the region and the world at large. Advani also said Bangladesh was providing covert support to Indian terrorist groups. Chowdhury also reportedly asked India to hand over criminals who had escaped a crack down by its law enforcement authorities and had fled to India. Tripathy reportedly assured full cooperation and asked for details of such escaping criminal. Further, reports said India has asked Bangladesh to close down terrorist training camps existing on its territory and hand over the terrorists taking shelter there. According to official sources, India has handed over to Dhaka a list of 99 terrorists training camps (give link news-2002/11/04 # 8), pinpointing their exact locations on Bangladeshi soil. Earlier in the day, Indian Premier Atal Behari Vajpayee and Putin signed the ‘Delhi Declaration’ to enhance strategic cooperation and to set up a joint working group on combating terrorism, besides cooperating in other areas of common interest. The two leaders stressed the importance of Pakistan totally implementing obligations and promises to prevent infiltration of terrorists across the line of control (LoC) into the Indian State of Jammu and Kashmir and from other points across the border, as well as to eliminate the terrorists infrastructure in Pakistan and in Pakistan occupied Kashmir (PoK). They also declared their determination to enhance collective and bilateral efforts to prevent and suppress terrorism. Both the countries emphasised that there should be no double standards in the fight against terrorism, and said terrorism cannot be justified on any grounds, but must be condemned unambiguously wherever it exists. In the declaration, the leaders condemned those who support terrorism or finance, train, harbour or support terrorists, and added that states that aid, abet or shelter terrorists are as guilty as the acts of terrorism and their perpetrators. Further, Vapayee and Putin also stressed, in the declaration, the need for the strict implementation of United Nations Security Council resolutions on the fight against terrorism, in particular Resolution No. 1373, on the suppression of terrorist financing.
