Sources said that the BDR has reservations about signing an agreement, which incorporates Indian concerns over unchecked infiltration from Bangladesh. Discussion on international terrorism would be one of the main agendas of Tajikistan President Enomali Sharifovich Rakhmonov, who arrived in New Delhi on May 9 on a three-day visit. Tajikistan, a front-line state of the CIS bordering Afghanistan, is faced with threat from the Taliban, international terrorism and fundamentalism and drug trafficking. A senior official of the Ministry of External Affairs said, "Certain concrete actions on terrorism are going to be discussed" during Rakhmonov's discussions in New Delhi. India which has sponsored a draft for a 'Convention on International Terrorism' in the United Nations, would be seeking Tajikistan's support for that. The two sides are also expected to discuss steps for cooperation against terrorism, drug trafficking and the threat of Taliban.

The government has decided to temporarily suspend plans to fence the international boundary with Pakistan in the Jammu region. This was decided following a meeting between officials of the Border Security Force (BSF) and Pakistan Rangers at Jalandhar, on May 12. It was decided that no steps would be taken to alter the status quo. The decision to fence the 210-km border in Jammu was made under the Narasimha Rao government when India realised that terrorists used it as an all-weather crossing point. The long-delayed implementation of that decision was taken up earlier this year. However, on March 29, 2001 the Pakistani foreign office had issued a strongly worded statement against the proposal to construct defences along what Islamabad calls the "working boundary".

Pervez Musharraf called up Indian Prime Minister Atal Behari Vajpayee late on October 8 and condemned the October 1-terrorist attack on the Jammu and Kashmir State Legislative Assembly complex. According to media reports, Musharraf is believed to have assured Vajpayee that he would hold an inquiry into Pakistani involvement, if any, in the October 1 attack. Vajpayee demanded the arrest of those involved in the attack in which more than 30 persons, mostly civilians, were killed. General Musharraf reportedly told the Indian Prime Minister that the stalled dialogue process between the two countries should be restarted. The Prime Minister is understood to have agreed in principle. But he pointed that if the unifocal of Pakistan insistence remained on Kashmir, and only Kashmir, then the dialogue would remain stalled. Instead, Vajpayee suggested that the two countries should be willing to talk of other issues, though not excluding Kashmir.

US Secretary of State Colin Powell is likely to hold discussion with Prime Minister Atal Behari Vajpayee, External Affairs and Defence Minister Jaswant Singh and National Security Advisor Brajesh Mishra during his visit to India on October 16. Reports from Washington said calming down the tension between India and Pakistan over the Kashmir issue is a major objective of Powell’s visit. However, official sources in India said the visit part of bilateral exchanges and must not be seen through the Indo-Pak-US prism. Addressing a joint press conference with Indian Minster of External Affairs Jaswant Singh, in New Delhi, on October 17, visiting US Secretary of State Colin Powell said his country’s war against terror included terrorism targeted against India. He said, "We deplore terrorism wherever it exists, whether on September 11 or on October 1 in Srinagar." He reiterated the US position that both the countries stood shoulder to shoulder fighting terrorism and ‘that includes the terrorism that has been inflicted on India’. The Secretary of State, however, skirted the issue of Pakistan’s role in terrorism in Jammu and Kashmir. Asked whether Pakistan should be included in the global coalition against terrorism, he said Pakistan had recognised the nature the Taliban government and was working with the US to fight the Al Qaeda. He also clarified that he had not said in Islamabad, on October 16, that Kahsmir was ‘the’ central issue between India and Pakistan, but ‘a’ central issue. He said the Kashmir issue must be resolved between India and Pakistan, but the US would be willing to help facilitate the talks. He also announced that Prime Minister Atal Behari Vajpayee had accepted an invitation from President George Bush to visit Washington on November 9. At the press conference, Jaswant Singh said India has assured the US of full cooperation in its action against Afghanistan. He said, India has also demanded that the US’ war against terrorism go beyond Afghanistan and address Pakistan-sponsored terrorism in Kashmir. The Minister admitted that there were differences on the Kashmir issue between India and the US and added, "We can disagree without being disagreeable." Separately, the Secretary of State and India’s Union Home Minister L K Advani signed a treaty on legal assistance in criminal matters. Official sources said the pact would enhance the ability of the two countries to pursue the common objective of law enforcement by putting in place a regularised channel for obtaining law enforcement from each other. At the end of the three-day meeting between senior officials of the Border Security Force (BSF) and the Bangladesh Rifles (BDR) in Dhaka on October 23, both sides have agreed to tighten border patrolling to prevent smuggling of weapons, narcotics and other items. Issues pertaining to cross-border crime such as illegal immigration, smuggling and trafficking in women and children were also discussed in the meeting. Bangladesh is understood to have agreed to take back infiltrators if returned by India within 24 hours of their entering India. However, there was no agreement on the manner of deportation of convicted Bangladeshis on the Indian side. While BSF proposed a quick hand over, BDR wanted deportation through consular access. The meeting followed killing of four Bangladeshi nationals along the border with India in northeastern Sylhet district close to Assam and Meghalaya over the last four days. The Indo-Bangladesh borders have occasionally seen flare-ups with either side opening fire to crack down on terrorists and criminals.

Visiting German Interior Minister Otto Schily, who had a 90-meeting with Union Home Minister L.K. Advani, said, "We joined the position to extend cooperation in the battle against terrorism and to fight the menace in all its dimensions." These would be followed by delegation-level talks. Both the leaders are set to sign the Moscow Declaration on International Terrorism, on November 6, tomorrow. Media reports quoting official sources said the Moscow Declaration is expected to come out strongly on the need to tackle terrorism as a global phenomenon, including within its ambit countries that harbour terrorists and foment cross-border terrorism. The document is also likely to touch upon the current US military campaign in Afghanistan and underscore the need for establishing a broad-based multi-ethnic government chosen by the people of the war-ravaged nation. India and Russia, on November 6, signed a new Moscow Declaration on international terrorism. The declaration signed by Prime Minister Atal Behari Vajpayee and President Vladimir Putin in the Kremlin following their one-to-one meeting focused on ways and means to combat international terrorism and the need for resolving the current crisis in Afghanistan. The centrepiece of the declaration was their joint call for the ‘completion of negotiations under the UN auspices on the draft Comprehensive Convention on International Terrorism and the Convention for the Suppression of Acts of Nuclear Terrorism’. The Declaration said that the adoption of these conventions would "assist in strengthening the international legal basis for effectively combating the global menace of terrorism". Addressing a press conference following the signing of the declaration, the Russian President said that no distinction should be made between ‘good terrorists’ and ‘bad terrorists’, between ‘our terrorists’ and ‘their terrorists’. The point was also highlighted in the declaration which said "Whatever be the motive of their perpetration — political, ideological, philosophical, racial, ethnic, religious or any other — terrorist acts are unjustifiable." The declaration went on to add: "In multi-ethnic and democratic countries such as India and the Russian Federation, violent actions being perpetrated under the slogan of self determination in reality represent acts of terrorism which in most cases have strong international links." On Afghanistan, both sides agreed that there could be no place for the Taliban in any future Afghan government.

The two leaders said they had a very meaningful discussion on the current Afghanistan problem, the issue of terrorism, and post-Taliban arrangement in Afghanistan, apart from discussing important bilateral and multilateral issues. The Indian Prime Minister, when asked whether he conveyed India’s concerns on cross-border terrorism and that countries which were part of the problem could not be part of the solution, said the issue of cross-border terrorism had been engaging the attention of both countries. Earlier, in an interview to the Washington Post, the Prime Minister hoped Washington would succeed in persuading Pakistan to stop sponsoring terrorism against India. He said the war against terrorism would have to be fought on a global scale against terrorist groups everywhere. He added, " Safe heavens offered by some countries with shelter, resources, training camps and arms have helped terrorist groups to build up a worldwide web of terror network, with its hub in our western neighbourhood… there is a strong, almost seamless, link between the terrorist groups operating against India and the United States. Therefore, if the aims of the war are to be achieved in full, the entire network will have to be destroyed"
