The Pakistan President, Gen. Pervez Musharraf, met leaders of the separatist All Parties Hurriyat Conference (APHC) at the Pakistan House in New Delhi on April 17-night. Both factions of the APHC, led by Mirwaiz Umer Farooq and Syed Ali Shah Geelani, met Gen. Musharraf separately and reportedly apprised him of their views on the situation in Jammu and Kashmir. Mirwaiz Umer Farooq later told the media that the people of Kashmir and the political leadership of the State should be taken into confidence on the peace process. He also said the involvement of the people of Kashmir was necessary to arrive at any settlement of the Kashmir problem. During his meeting with Gen. Musharraf, Geelani claimed that the ongoing confidence building measures were meaningless unless human rights violations and killings were stopped in Jammu and Kashmir.

Pakistan on April 20 hailed the India-Pakistan Joint Statement of April 18 as a forward-looking one, "which talks of the centrality of Kashmir, acknowledges progress on the dispute and searches for a solution to the Siachen glacier and Sir Creek issues." Terming the statement as "landmark", Foreign Office spokesperson, Jalil Abbas Jilani, told a weekly press briefing in Islamabad that the recently concluded visit by President Pervez Musharraf to New Delhi was a significant one. "We feel that withdrawal of troops from the Indian-occupied Kashmir would have a very, very positive impact. It would raise the comfort level of Kashmiris. It would alleviate many of their problems and they would also feel part of this peace process," Jilani said.

The Press Trust of India (PTI), quoting a Foreign Ministry spokesperson, said that with the lifting of the state of emergency in Nepal on April 29, 2005, and the release of several political party leaders and activists, the Government of India has decided to release some of the arms supplies currently in the pipeline. Further it said: "It is our expectation that in the coming days, King of Nepal will take further and early steps towards the restoration of multiparty democracy and constitutional monarchy, which remain, in our view, the two pillars of political stability in Nepal and for meeting the challenges of the Maoists." While returning to New Delhi from Moscow on May 10, the Indian Prime Minister, Dr. Manmohan Singh, said, "Whatever is in the pipeline, we cannot hold it back for a long time," and added that his Government was continuously reviewing the situation in Nepal. Further Singh said, "We have very close, intense relations with Nepal which is our closest neighbour and whatever happens there, it has implications on us."

An External Affairs Ministry spokesperson told journalists in New Delhi on May 26 that there had been no change in India's policy towards the Communist Party of Nepal (Maoist). "We unequivocally condemn their terrorist and violent activities that have caused enormous suffering to the people of Nepal... It is our conviction that there is no purely military solution to the Maoist insurgency. Durable peace and stability in Nepal can be achieved only through a political settlement which, among other things, requires the Maoists to forswear armed struggle and lay down their arms. India is committed to supporting all efforts at restoring peace, political stability and economic prosperity in Nepal," he said. Asked whether senior Nepalese Maoist leader, Baburam Bhattarai, was in the capital, the spokesperson said that he had no information on the subject.

Leaders of the All Parties Hurriyat Conference (APHC) from Jammu and Kashmir arrived in Muzaffarabad, capital of the Pakistan occupied Kashmir (PoK), on June 2. "We have proposed triangular talks between India, Pakistan and the Kashmiris," said APHC leader Mirwaiz Umar Farooq at a press conference. "We have come on Pakistan government’s invitation for talks with the Kashmiri leadership here. We hope our discussion would help seek a solution of the Kashmir issue, acceptable to all parties," he added. After a two-day stay in PoK, the APHC leaders are expected to travel to Islamabad to meet President Pervez Musharraf and Prime Minister Shaukat Aziz.

On June 7, President General Pervez Musharraf met the All Parties Hurriyat Conference (APHC) leaders at the Aiwan-e-Sadr in Islamabad and reportedly stated that a permanent settlement of the decades-old Jammu and Kashmir dispute is only possible if it takes into account wishes and aspirations of the Kashmiri people. The APHC leaders who met him were Mirwaiz Umar Farooq, Professor Abdul Ghani Bhat, Maulana Abbas Ansari, Muhammad Abdullah Tari, Bilal Ghani Lone Fazal-e-Haq Qureshi and Yasin Malik. The President also said that the status quo was unacceptable to Pakistan and there has to be forward movement so that the legitimate aspirations of the Kashmiri people are realised.

On June 22, a two-day Foreign Secretary level meeting between India and Bangladesh concluded in the national capital New Delhi. In a joint press statement, both countries reaffirmed their commitment not to allow their territory to be used for any activities inimical to each other's interests. The statement further said that the Indian side, represented by Shyam Saran, appreciated the steps taken by Bangladesh in the border areas and stressed on the importance of continued action. The Bangladesh side, led by Foreign Secretary Hemayetuddin, also stressed the need for action against Bangladeshi miscreants. Bangladesh also agreed to examine the Indian proposal for coordinated patrolling on the riverine boundary wherever feasible. India also proposed to have a high level meeting on the issue of illegal cross border movement and activities.

India’s Defence Minister, Pranab Mukherjee, expressed concern that the situation in Nepal could go 'out of hand' because the Royal Nepalese Army's (RNA) efforts to counter the Maoists were proving ineffective. "The Royal Nepalese Army is trying to contain the Maoists, but its efforts are not effective. We hope it successfully tackles them, otherwise, the situation will go out of hand," Mukherjee said on August 7. "We are trying to impress upon (the Nepalese) government to tackle the Maoists. But, unfortunately, certain recent developments in that country like the suppression of its constitution and the multi-party system had set back anti-Maoist initiatives," he added. Referring to the links between Maoists in both the countries, the minister said "many of them have the fancy idea of setting up a liberated corridor starting right from the Terai region and going through parts of West Bengal, Jharkhand, Chhattisgarh, Karnataka and Maharashtra."

The additional protocol will help the member countries to meet the challenge, with the objective of having zero tolerance to terrorism in all forms and manifestations, SAARC foreign ministers said at their meeting in Dhaka on November 11. During his meeting with his Pakistani counterpart Shaukat Aziz on the sidelines of the South Asian Association for Regional Cooperation (SAARC) Summit in Dhaka, on November 13, Prime Minister Dr. Manmohan Singh said that there was no question of demilitarisation unless Pakistan stopped cross-border terrorism and attempts at infiltration. Prime Minister also said that in moving the peace process forward and correcting the "trust deficit" it was important that "we are not deflected by the incidents of terrorism and infiltration attempts that continue", reports the Hindu. Foreign Secretary, Shyam Saran, briefing newspersons after the meeting said, India could be ready to "take away" its forces not only on the Line of Control (LoC), but the entire border with Pakistan if cross-border terrorism and infiltration ended and the two countries reached that level of "trust."

"I am prepared to take steps with the active involvement of all political parties as early as possible for restoration of multi-party democracy", the King assured Dr. Singh at a meeting in Dhaka on November 13-morning on the margins of the 13th South Asian Association for Regional Cooperation (SAARC) summit. Briefing reporters, External Affairs Ministry spokesperson Navtej Sarna said the one-on-one meeting, held in a cordial atmosphere, lasted nearly 40 minutes.
