Pakistan on May 21 agreed with India to push for an improvement in bilateral economic relations simultaneously with efforts to resolve all outstanding issues, including Kashmir, The Hindu reported. At the end of talks with External Affairs Minister Pranab Mukherjee, Pakistan’s Foreign Minister Shah Mahmood Qureshi declared that his Government was ready for a “grand reconciliation” with India through dialogue to resolve all outstanding issues “with self-respect and dignity.” Both sides strongly reaffirmed that they would not permit terrorism to impede the peace process and, in a joint statement, “re-emphasised the need for effective steps for the complete elimination of this menace.” The statement said the two Ministers reaffirmed the importance of the cease-fire in place since November 2003 and the commitment of both sides to safeguard it. The countries also signed an agreement on consular access to prisoners, an important step in ensuring the early release of nationals of the two countries from each other’s jails after they have completed their sentence. Pakistan agreed that terrorism was a "common menace" and promised to work with India in combating the problem as Mukherjee and Qureshi held wide-ranging talks covering various issues, including Siachen, Sir Creek and cross-LoC Confidence Building Measures, Daily Excelsior reported. At a joint press conference in Islamabad, the Ministers said that in their review of the fourth round of the composite dialogue process, they concurred that significant progress had been made on several fronts. They singled out Sir Creek as one major issue on which much progress had been made. However, Qureshi said it was as important for the dialogue to make progress on issues that had been lagging behind, such as the “core issue” of Kashmir. Both sides agreed that the Kashmir-specific confidence-building measures had contributed to improving the situation of the people there, but also discussed ways to improve these measures. They agreed to increase the frequency of the Muzaffarabad-Srinagar and Rawalakot-Poonch bus services, and also to finalise the modalities for intra-Kashmir trade and truck services “as early as possible.” Both Ministers underlined that “the two [trade and conflict resolution] are complementary” and said they had discussed several proposals to improve trade relations. “The moot point is that if we create a stake in each other’s economic development, it will facilitate in resolving problems in other areas,” Mukherjee said, giving the India-China example of how unresolved issues between the two countries had not stood in the way of surging bilateral trade.

During the two-day meeting of the revived Joint Working Group (JWG) between India and Bangladesh held in New Delhi last week, India has reportedly asked Bangladesh to check cross-border infiltration and launch a crackdown on anti-India elements operating from its soil, reports The Hindu. The Indian side was led by Joint Secretary (North East) in the Union Home Ministry Naveen Verma and the Bangladeshi delegation was headed by Joint Secretary (Political) M. Hakim Chowdhury. The JWG met after five years. India also expressed concern over the continuous flow of illegal immigrants from Bangladesh and support which the insurgent groups active in the Northeast get from across the border.

Dilip Nunisa, the chairman of the DHD faction, said that they would discuss the five-year ceasefire between the security forces and his group and the formation of a separate Dimaraji state by amalgamating some portions of Assam and Nagaland. Talks between Indian Foreign Secretary Shiv Shankar Menon and his Bangladeshi counterpart Mohammad Touhid Hossain centred around strengthening the ties between the two countries, particularly on security issues. "We are convinced that our security is interlinked and that terrorism will have to be tackled resolutely," said Menon after the talks. Responding to a question on whether activities of the Harkat-ul-Jihad-al-Islami Bangladesh (HuJI-B) were discussed, Menon said, "We discussed the issue of terrorism and how we both need to face it together. The details, of course, are dealt with in other fora. We have other places where we discuss these things, the Home Secretaries’ talks and so on. And we look forward to working together against terrorism."

After the fifth round of the India-Pakistan composite dialogue on peace and security, Jammu and Kashmir and other Confidence Building Measures (CBMs), Foreign Secretary Shiv Shankar Menon told reporters in New Delhi on July 21 that "the composite dialogue process was under stress," according to Daily Excelsior. Menon said the ongoing investigations into the recent Kabul embassy blast had revealed the hand of “elements in Pakistan,” The Hindu reported. Speaking to the media after meeting his Pakistani counterpart Salman Bashir, Menon said the dialogue process had come “under strain” because in the “recent past several events have vitiated ties” and some of the leaders in Pakistan had reverted to the “old polemics.” “This sequence of events culminated in July 7 [Kabul embassy blast]. All our information in the ongoing investigation, which still has to continue, points to elements in Pakistan behind the blast.” He described the cease-fire as “under stress” but both sides agreed that it must be “maintained and continued.” He further said there were three pillars to the improved relations with Pakistan — absence of violence, addressing all outstanding issues and creating a cooperative atmosphere. On all three counts, the relationship now comes up short and he listed these as the ceasefire violations, increased infiltration and “incitement of violence within the Indian state of J&K”. Interacting with the media later in the evening, Bashir said his Indian counterpart had not given any evidence and described the charge of Pakistani hand in the Kabul embassy blast as “baseless” and “made first elsewhere” (he later said it was made by National Security Adviser M. K. Narayanan). Bashir reportedly cautioned against treating Islamabad as “on probation” since “we don’t have to prove our credentials to anybody. Pakistan is not the epicentre of terrorism. Please understand that.” He added that “It is imperative to refrain from the blame game. Pakistan was among the first to condemn the Kabul attack. I asked India to provide intelligence or evidence.”

Officials of the interior ministry said the decisions were taken during the composite dialogue, which reviewed proposals by President Asif Ali Zardari for a treaty to make South Asia a non-nuclear region and an economic hub. It was the fifth round of home secretary-level talks. During the two-day dialogue, the Indian side was represented by Union Home Secretary Madhukar Gupta and Interior Secretary Syed Kamal Shah represented Pakistan. Under the joint anti-terrorism mechanism, a two-member committee has been formed, comprising additional foreign secretaries of the two sides. The committee will exchange information about terrorists. It was also resolved to enhance co-operation between their civilian investigation and security agencies - Federal Investigation Agency (FIA) and India’s Central Bureau of Investigation (CBI) - during the talks. A meeting of the two investigation agencies would be held soon, sources said. The FIA and the CBI would formulate a joint strategy to control influx of fake currency and curb human smuggling, Interior Secretary Syed Kamal Shah said. Both sides agreed to install biometric system at all entry and exit points to stop illegal immigration. The sources said the two sides agreed to implement recommendations of the Pakistan India Judicial Commission for release and exchange of prisoners. The Indian side claimed that Dawood Ibrahim, one of the most-wanted persons in India, was in Pakistan. However, the claim was denied by Pakistani side, which said India should give specific evidence about his presence. The Indian team also reportedly sought the release of alleged Indian spy Sarbajeet Singh, who is on death row. The sources said the two sides also exchanged lists of wanted criminals.

A spokesman for Prime Minister’s House said on November 28 that a representative of the Inter-Services Intelligence (ISI) will visit India instead of the Director General to facilitate investigations into the Mumbai terrorist attacks, Daily Times reported. Reports earlier said that Prime Minister Dr. Manmohan Singh had requested that the ISI chief be sent to India. The request apparently came after ‘confirmation’ of Pakistani nationals’ involvement in the multiple terrorist attacks in Mumbai incidents and President Asif Ali Zardari’s pledge to co-operate with India in exposing and apprehending the masterminds behind the attacks. Zardari condemned the attacks while talking to Singh over the telephone, and said Pakistan and India should not fall into the ‘trap of militants’. "Manmohan Singh had requested that Pakistan send the ISI director general to India for the exchange of information on the attacks," said an earlier Government statement, adding that Prime Minister Gilani had also condemned the attacks while talking to Dr. Singh over the telephone. In his conversation with Gilani, Dr. Singh said that preliminary reports on the attacks ‘point to Karachi’, and called for increased intelligence sharing and co-operation for a joint strategy to counter terrorism, according to the Government statement.
