Pakistan’s Chief Executive, Gen. Pervaiz Musharraf, told visiting United States President Bill Clinton, on March 25, that he would go to Afghanistan and discuss with the Taliban regime the sanctuary that it had given to Osama Bin Laden and has hinted that he could rein in Kashmiri militants. Gen. Musharraf said, "…I can try and talk to the Taliban but it is a very complicated issue and I will make sincere efforts." Bin Laden is accused of having masterminded several terrorist attacks carried out by Islamic militants in different countries. Besides, Gen. Musharraf hinted that he could ‘moderate’ the activities of Kashmiri militants, but did not make any commitment with regard to the Harkat-ul-Mujahiddeen, whose involvement is suspected in the hijack of an Indian Airlines plane in December last.

Unnamed Indian government sources indicated in New Delhi on March 30 that the government is not willing to accept the formal offer of the Pakistani Foreign Secretary, Mr. Inam-ul-Haq for resumption of the suspended bilateral dialogue. The reason forwarded was that there was no ‘evidence on the ground’ to suggest that Pakistan has put an end to cross-border terrorism. Till that happened there was no room for talks, the sources maintained. The formal offer, the first since the Kargil crisis, was made in a meeting of the Foreign secretary with India's High Commissioner to Pakistan, Mr. G. Parthasarathy, on March 29. Several offers have been made by the Pakistan government at different levels through the media including the statement issued by Pakistan’s Chief Executive, Gen. Pervaiz Musharraf in Singapore on March 29.

Even while reiterating Turkey's concern over cross-border terrorism in Jammu and Kashmir, Turkey's Prime Minister, Bulent Ecevit, now on a visit to India, on April 1, called on India to resume peace talks with Islamabad. He also supported, as an 'important step' to fight the menace of terrorism, India's proposal for a global convention on terrorism. He added that Turkey is backing New Delhi's draft on the United Nations Convention on International Terrorism, talks on which will be held in September 2000. Prime Minister Ecevit met Indian Prime Minister A B Vajpayee and discussed terrorism in the region, including developments in Afghanistan, among other issues. Later, speaking at a banquet hosted by India's President, K.R. Narayanan, the Turkish Prime Minister pointed to the similarity that India shared with Turkey, which too was a victim of internationally sponsored terrorism but chose to deal with it in a democratic way.

In a Joint Statement issued on October 5, at the end of Russian President Vladimir Putin’s four-day visit to India, Russia said that cessation of support to cross-border terrorism would enable the start of a composite dialogue between India and Pakistan. India and Russia have also decided to establish a Joint Working Group (JWG) on Afghanistan to take further measures for fighting international terrorism.. The Joint Statement called for establishing a solid international legal basis for cooperation in combating international terrorism including adopting the comprehensive convention on international terrorism and convention for suppression of acts of nuclear terrorism. The statement added that the growing menace of international terrorism, extremism, ethnic separatism, trans-border organized crime and drug trafficking was a significant threat to international peace and stability. He is reported to have also claimed that "…India would not succeed in its nefarious designs to drive a wedge between Pakistan and the Kashmiri leadership". A team of Delhi-based US diplomats, on a visit to the State of Jammu and Kashmir, held wide ranging discussions with the State Chief Secretary Ashok Jaitly on October 18. The discussions covered the overall situation in the militancy-torn State and also the development efforts launched by the Government. The Chief Secretary is reported to have told the diplomats that the overall security scenario in the State has "improved considerably" and the State Government has embarked upon a massive development programme. He added that a strategy has also been devised to tackle unemployment problem, which includes implementation of several self-employment programmes as the number of educated unemployed youth in the State has reached 0.15 million.
