On February 13, Union Home Minister (HM) Amit Shah has stated that zero tolerance policy has been adopted by India in controlling the narcotics menace in a two-day conference on 'Combating Drug Trafficking' for Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) partner nations, reports The Times of India. HM further stated that India’s narcotics control measures will be refurbished in order to eradicate the menace completely through which terrorism and other transnational crimes are being funded. Amit Shah seeked the cooperation of all the seven countries of BIMSTEC i.e. Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand.to combat the narcotics menace. According to an official statement, Asian countries are increasingly being affected by drug trafficking and BIMSTEC, being the key link between South Asian and South East Asian Nations, is one of the most effective platforms to tackle this global threat.

India on May 7, conveyed its strong concerns about a spike in terrorist violence in Afghanistan to US special envoy Zalmay Khalilzad, and called for rooting out terror sanctuaries in Pakistan to ensure peace in the war-torn country, people familiar with developments said, reports Hindustan Times.The concerns were conveyed to the US special representative for Afghanistan reconciliation during his meetings with External Affairs Minister S Jaishankar and National Security Advisor Ajit Doval. “India is deeply concerned at the upsurge in violence and supports call for immediate ceasefire and [the] need to assist the people of Afghanistan in dealing with [the] coronavirus pandemic,” Jaishankar said in a statement on Khalilzad’s meetings.The Indian side, “emphasised that putting an end to terrorist safe havens and sanctuaries is necessary for enduring and sustainable peace and stability in Afghanistan”. On June 4, Indian Prime Minister (PM) Narendra Modi and his Australian counterpart Scott Morrison during an online summit decided to address potential risks associated with virtual assets and new financial technologies that may be abused for money laundering and terrorist financing, reports Financial Express. In a joint statement, recognising terrorism remaining a threat to peace and stability in the region, both the countries pressed for a comprehensive approach in combating terrorism, including by countering violent extremism, preventing radicalisation, disrupting financial support to terrorists and facilitating prosecution of those involved in acts of terror while calling for early adoption of a Comprehensive Convention on International Terrorism (CCIT). Both the countries vowed to take steps to ensure that virtual assets service providers are subjected to anti-money laundering and counter terror financing regulations in accordance with the G20 Osaka leaders’ agreement on preventing exploitation of the internet for terrorism and violent extremism conducive to terrorism.

The summit was co-chaired by Prime Minister Narendra Modi and by the President of the European Council Charles Michel and the President of the European Commission Ursula von der Leyen. In readout of PM Modi’s conversation, Ministry of External Affairs (MEA) stated that, PM after exchanging greetings for Eid-ul-Adha with Afghan President Ghani, discussed on the evolving security situation in the region and other areas of mutual bilateral interest. He also spoke about the recent terror attack on an Afghan prison in Nangarhar which killed almost 30 people. Islamic State Khorasan Province (ISKP) claimed responsibility for the attack. However, India security services believe the attack more likely had the involvement of Taliban as over 100 Taliban prisoners escaped from the prison during the attack. In recent times, ISKP attacks in Afghanistan most likely have the footprint of the Haqqani Network and, by extension the Lashkar e Toiba (LeT) and the Taliban. Moreover, the attack happening at the end of three-day Eid ceasefire agreed between the Taliban and Afghan government that saw Afghan government releasing about 5000 Taliban prisoners as goodwill gesture have largely benefitted the nexus of Taliban/Haqqani Network/LeT to carry out attacks in the guise of ISKP. This may negatively impact the ceasefire talk between Taliban and Afghan government further threatening the peace and tranquility of the region.

A landmark defence agreement Basic Exchange and Cooperation Agreement (BECA) was signed between India and the United States of America (U.S.) on October 27 during the third edition of the 2+2 dialogue, reports The Hindu. The signing of the agreement is significant as it will allow sharing of high-end military technology, classified satellite data and critical information between the two countries. BECA will provide India access to classified geo-spatial data as well as critical information having significant military applications from the U.S. With the signing of BECA, the finalisation of four key pacts between the two countries which were identified as crucial to significantly expand the strategic ties is also completed. The four pacts include General Security of Military Information Agreement (GSOMIA) signed in 2002, Logistics Exchange Memorandum of Agreement (LEMOA) in 2016, Communications Compatibility and Security Agreement (COMCASA) in 2018 and the present Basic Exchange and Cooperation Agreement (BECA) in 2020.

The peace process in Afghanistan must preserve the achievements of the past two decades, Indian Prime Minister Narendra Modi said while participating in a virtual summit with Uzbekistan President Shavkat Mirziyoyev. “We agree that the restoration of peace in Afghanistan requires a process that is led, owned and controlled by Afghanistan itself,” Modi said. India and Uzbekistan have “similar concerns about extremism, fundamentalism and separatism” and both sides stand together against terrorism, he added in his opening remarks. A joint statement issued after the summit said the two leaders believe peace and stability in Afghanistan is of “great importance to the security and stability of the entire region”.
