On September 1, the US slapped sanctions on two Pakistani companies by placing them on the export entities list for activities related to nuclear and missile trade, reports Times of India. The two companies - Technology Links Pvt Ltd and Techcare Services FZ have been placed under the Entity List by the Export Administration Regulations (EAR). In a federal notification, the US Department of Commerce said that the entities added to the EAR list have been determined by the US Government to be acting contrary to the national security or foreign policy interests of the US.

A Frontier Corps (FC) personnel was killed and another injured on September 2 when unidentified militants from Afghanistan opened cross-border fire at a border checkpost located in Kurram District of Khyber Pakhtunkhwa, reports Dawn. The incident of cross-border firing originating from Afghanistan's Khost province, which took place early in the morning at around 6:45am, was targeting a picketing party of the Khataka Post some three kilometres south east of Bezo Sar. Lance Naik Rehmanullah of the FC was killing during the attack.

The United States (US) military on September 2 said it has made a final decision to cancel USD 300 million in ‘aid’ to Pakistan that had been suspended over Islamabad’s perceived failure to take decisive action against militants, reports The Express Tribune. The Coalition Support Funds (CSF) were part of a broader suspension in aid to Pakistan announced by President Donald Trump at the start of the year, when he accused Pakistan of rewarding past assistance with “nothing but lies & deceit.” “Due to a lack of Pakistani decisive actions in support of the South Asia Strategy the remaining $300 (million) was reprogrammed,” Pentagon spokesman Lieutenant Colonel Kone Faulkner said. Faulkner said the Pentagon aimed to spend the $300 million on “other urgent priorities” if approved by Congress. He said another $500 million in CSF was stripped by Congress from Pakistan earlier this year, to bring the total withheld to $800 million. The disclosure came ahead of an expected visit by US Secretary of State Mike Pompeo and the top US military officer, General Joseph Dunford, to Islamabad.

Police on September 3 killed three militants, who had ties with proscribed outfit, in an encounter in Ittehad Town area of Karachi, the provincial capital of Sindh, reports The News.Acting on a tip-off by intelligence agencies regarding the presence of some militants in the Ittehad Town area, contingents of Police along with Anti-Violent Crime Cell (AVCC) unit conducted a targeted raid. Having sniffed the raid, the suspects resorted to firing, in retaliation three of them got killed. Police recovered two suicide jackets packed with explosives, and weapons from the possession of the slain militants.

Syed Rehan Zaidi alias Ali Budha was found guilty of possessing explosives and an illicit weapon, terrorism, encounter with law enforcers and attempting to murder in the remit of MochkoPolice Station on October 2, 2017.The ATCjudge, who conducted the trial in the judicial complex inside the Karachi central prison, pronounced his verdict after recording evidence and arguments from both sides.The judge also ordered the convict to pay PKR150,000 fine or serve an additional sentence of six months on default.

Pakistan and China on September 10 reacted angrily to a report in the London-based Financial Times (FT) newspaper that quoted some cabinet ministers as saying that Islamabad is considering renegotiating some agreements signed with Beijing under the multibillion-dollar One Belt, One Road (OBOR) initiative, reports The Express Tribune. “The previous government did a bad job negotiating with China on China-Pakistan Economic Corridor (CPEC) — they did not do their homework correctly and did not negotiate correctly so they gave away a lot,” Abdul Razak Dawood, the adviser to the Prime Minister (PM) on commerce and textile, was quoted as saying by FT in an interview. A nine-member committee formed by the PM will “think through CPEC – its benefits and liabilities”, he added, according to FT. Soon after the report was published, Dawood said parts of his interview had been taken out of context. He said he would present a clarification in the evening. “I run the risk of being misquoted once again if I present one right now,” he said. Hours later, the Commerce Ministry issued a public rebuttal to the report. It said the news item was premised on “out of context” statements. The document “rejected the report especially its title”. The Ministry said both Pakistan and China had reiterated their “all-weather strategic partnership” and reaffirmed commitment to CPEC during foreign minister Wang’s visit. Pakistan should undertake reforms the way China did. “Pakistan reassured the Chinese side that CPEC is a national priority. China also highlighted the significance of CPEC… There is complete unanimity on the future of CPEC.” Statements attributed to Dawood have been taken out of context and distorted. Pakistan-China relations are impregnable. The Government’s commitment to CPEC is unwavering, it added. Meanwhile, China’s embassy in Islamabad also took notice of the FT report. “The Chinese Embassy in Islamabad has taken notice of the report in Financial Times regarding remarks by the honorable Adviser Razzak Dawood on the CPEC as well as the clarification issued by the Ministry of Commerce and Textile of Pakistan,” it said. “It is a firm consensus between China and Pakistan that CPEC is a mutually beneficial project and both the governments will carry it forward according to the needs of Pakistan and for the development of Pakistan,” the Embassy said in a statement. “Such ill-intentioned reports based on distorted and misquoted information only demonstrate that the report contributor has total ignorance and neglect of the CPEC or China-Pakistan traditional partnership,” it added. Earlier on September 9, PM Imran Khan said that 'all-weather' friendship with China was a cornerstone of Pakistan's foreign policy and he pledged to implement the controversy-hit USD 50 billion China-Pakistan Economic Corridor, reports Times of India. Pakistan and China pledged on complete the USD 50 billion CPEC as Chinese Foreign Minister Wang Yi called on Khan and expressed desire to further enhance the bilateral strategic partnership. Peshawar anti-terrorism court (ATC) on September 11 indicted four persons for their involvement in the lynching of Mashal Khan, a student of Abdul Wali Khan University Mardan, on April 13, 2017 over the allegation of blasphemy, reports Dawn. The accused persons named Asad Katlang, Sabir Mayar, Arif Khan and Izharullah alias Johny, who had been absconding after the occurrence and were subsequently arrested, pleaded not guilty to the charge and decided to stand trial. The court fixed September 13 for next hearing and summoned some of the prosecution witnesses for that date. Mashal Khan, a 23-year-old student of department of mass communication at Abdul Wali Khan University was lynched by a mob over the allegation of blasphemy. An anti-terrorism court had on February 7, 2018, convicted 31 of the 57 accused persons in the lynching case, awarding death sentence to the prime accused Imran Khan, life imprisonment to five of them and three years’ imprisonment to 25 others.

The apex court’s two-judge bench, comprising Justice Manzoor Ahmad Malik and Justice Sardar Tariq Masood, took up the Interior Ministry’s plea. In it, the ministry sought the cancellation of the order passed by the LHC, allowing the JuD to proceed with its ‘welfare activities’ until a decision was reached in its petition challenging a Federal Government ban against the organisation. The Interior Ministry had contended that the interim order was creating a hindrance for Pakistan in complying with international and local legal requirements concerning terror financing. The SC bench observed that the LHC was still hearing the case, and dismissed the Government’s plea to set aside the interim order.

The case was registered by the Counter-Terrorism Department (CTD) during their ‘enforced disappearance’. The two persons — Dr Abdul Rehman, who was then serving at the Civil Hospital Karachi, and Malik Rizwan — were detained by the CTD on charges of collecting funds outside a mosque in Gulshan-i-Iqbal on June 24. The ATC judge, who conducted the trial in the judicial complex inside the central prison, approved the final investigation report submitted by the investigating officer of the case for cancellation of the ‘false’ FIR against them.

The Government took over around 184 buildings – schools, hospitals and dispensaries – belonging to the JuD and FIF after the promulgation of the presidential ordinance last year and subsequently administrators were appointed there. The Government had also frozen all bank accounts of both organisations and stopped them from collecting funds. Last week, a two-member bench of the Supreme Court rejected an appeal by the Government against an interim order of the Lahore High Court on April 5 which had allowed the two groups to continue their "welfare work". The high court had restrained the Government from interfering with the social work of the two groups and also allowed their legal activities.

"Pakistan-based Jaish-e-Mohammed and Lashkar-e-Taiba continued to pose a regional threat in the subcontinent," it said. The report notes that from August to December 2017, the Trump administration placed a pause on spending new Foreign Military Financing for Pakistan, holding these funds until Pakistan addressed key US concerns, including the threat posed by the Haqqani Network and other terrorist groups that enjoyed safe haven with Pakistan. The Counter-Terrorism Department (CTD) of Sindh Police on September 20 claimed to have arrested five suspected militants in separate incidents who belonged to the Islamic State group, Tehreek-e-Taliban Pakistan (TTP) and Balochistan Liberation Army (BLA), reports Dawn.In the first raid, the CTD arrested three suspects — Hafiz Imran Khan, Zahid Khan and Asmatullah — in Orangi Town, who provided financial assistance to militants and collected donations besides treating injured militants, said CTD Senior Superintendent of Police (SSP) Junaid Shaikh.The suspects were also involved in an attack on an Army convoy in Swat in 2016.The suspects belong to Islamic State group, TTP and BLA. The SSP claimed that the Police had reports that the militants could plan terrorist acts during Muharram in the city.

Four terrorists and two soldiers were killed during an intelligence-based operation (IBO) conducted on a terrorist hideout in the Mangochar area of Kalat District in Balochistan on September 26, reports Dawn. According to the Inter-Services Public Relations (ISPR), the exchange of fire, which took place in the Mangochar area also resulted in injuries for two soldiers. The operation, the ISPR said, was conducted following intelligence reports that the terrorists were planning to do major terrorism activities in the province. Two suicide jackets, a large quantity of explosives, other weaponry and ammunition were also recovered during the operation. Of the two killed soldiers, Sepoy Muhammad Waris Shahban hailed from Jhang, whereas Sepoy Mir Alam was from Ghizer in Gilgit-Baltistan.

The Counter-Terrorism Department (CTD) on September 26 claimed to have arrested a suspect for his alleged involvement in targeted killings of six Policemen from Korangi town area of Karachi, the provincial capital of Sindh, reports Dawn. “A police team arrested Shan Sabir alias Don in Korangi Industrial Area,” said CTD Senior Superintendent of Police (SSP) Parvez Ahmed Chandio. “The held suspect belongs to the Muttahida Qaumi Movement-London but in order to save himself he recently joined the Pak Sarzameen Party (PSP).” He said that the suspect was a close associate of another held suspect, Raees alias Mama. “He is a dangerous killer who has been involved in targeted killings of policemen, encounters with police, murders, arson acts, extortion and was wanted by Korangi Industrial Area, Awami Colony and Landhi police stations,” added the officer.

In an article in the journal 'American Interest', Haqqani said that Pakistani leaders' view of their country's interests in Afghanistan, differ vastly from those of the US and that limits the prospects of cooperation in ending the Afghan war. "Pakistan's leadership defines terrorism differently than the US government and thus is unlikely to act against all terrorist groups, as (Secretary of State) Mike Pompeo demanded," Haqqani, who is now the Director for South and Central Asia at Washington-based Hudson Institute, said. Pakistan's Foreign Minister Shah Mahmood Qureshi is scheduled to meet Pompeo on October 2 to further discussions initiated during the Secretary of State's brief stopover in Islamabad on September 5, while on his way to India. He delivered the keynote address on “Security of Pakistan” in the three-day international conference at the Air University, Islamabad, on “Radicalisation: Perceptions, Realities and Challenges of Campus Life”, says an Inter-Services Public Relations (ISPR) press release. The COAS talked in detail about the security situation of the country and his vision of enduring peace in Pakistan and in the region. Chief of Army Staff (COAS) General Qamar Javed Bajwa on September 28 confirmed death sentences awarded to 11 hardcore terrorists, reports Dawn. Inter-Services Public Relations (ISPR) press release said the convicts were involved in heinous offences related to terrorism, including attacking armed forces, law enforcement agencies, destruction of an educational institution and killing of innocent civilians. The convicted terrorists were involved in the killing of 69 people — 49 civilians and 20 uniform persons — and injuring 148 others. Arms and explosives had also been recovered from their possession. A special military court had awarded death sentence to these convicts, added ISPR. The court also awarded imprisonment to four convicts.
