The deceased was identified as Nazar Hussain. No group has so far claimed responsibility for the attack.

The United States (US) on April 1 has designated Hafiz Saeed led Jamaat-ud-Dawa’s (JuD) ‘political-front’ organisations—Milli Muslim League (MML) and Tehreek-e-Azadi-e-Kashmir (TAJK), as a ‘Foreign Terrorist Organisations’ (FTO), reports DD News on April 3. Also, seven members of MML’s central leadership committee have been enlisted as ‘foreign terrorists’. The decision of designating MML has occurred a day after the Election Commission of Pakistan urged the MML to submit a clearance certificate issued by the Pakistan’s Interior Ministry for its registration as a political party. Both MML and TAJK are front organisations of Lashkar-e-Taiba (LeT). The amendments take aim at LeT’s efforts to circumvent sanctions and deceive the public about its true character, said the US Department of States’ (DoS) Coordinator for Counterterrorism Nathan A. Sales.

Four members of a Christian family were shot dead by unidentified assailants on Shah Zaman road in Quetta, the provincial capital of Balochistan, on April 2, reports The Express Tribune. A minor girl was also injured in the attack. The family was travelling in a rickshaw when armed men on a motorcycle intercepted them and opened fire. “It appears to have been a targeted attack,” Provincial Police Official Moazzam Jah Ansari said. “It was an act of terrorism,” he added. The attack comes a day after Pakistan’s Christian community celebrated Easter on April 1.

In a major move ahead of the general elections in Pakistan, the United States (US) on April 2 designated Milli Muslim League (MML), the political front of Hafiz Saeed-led Jamaat-ud-Dawa (JuD), as a foreign terrorist organization, reports Times of India. In a simultaneous move, seven members of MML central leadership body have been designated as foreign terrorist. The US also added Tehreek-e-Azadi-e-Kashmir (TAJK) to the list of terrorist groups. TAJK is said to be a front of the Lashkar-e-Taiba (LeT), which according to the Trump administration, continues to operate freely inside Pakistan. The move comes a day after the Election Commission of Pakistan asked the MML to produce a clearance certificate by the Interior Ministry for its registration as a political party. The election commission had earlier rejected the MML's application for registration as a political party after the interior ministry objected to its ties to banned militant outfits. The State Department said the move was aimed at denying the LeT the resources it needs to plan and carry out further terrorist attacks. "Both MML and TAJK are LeT fronts created to circumvent the sanctions against it (LeT)...Today's amendments take aim at LeT's efforts to circumvent sanctions and deceive the public about its true character," said Nathan A Sales, coordinator for counterterrorism at the Department of State. "Make no mistake: whatever LeT chooses to call itself, it remains a violent terrorist group. The US supports all efforts to ensure that LeT does not have a political voice until it gives up violence as a tool of influence," Sales said.

The Chief of Army Staff (CoAS) General Qamar Javed Bajwa on April 2 sanctioned death sentences for 10 terrorists convicted by the military courts, read a press release issued by the Inter-Services Public Relations (ISPR), reports Dawn. The military commander also ratified a variety of punishments — including life imprisonment — to five other terrorists. The ISPR said the convicts were involved in several terrorism incidents, including an attack on a five-star hotel in Peshawar and the assassination of renowned Qawwal Amjad Sabri in Karachi. In all, the terrorists took the lives of 62 civilians and law enforcement officers, the ISPR added.

Law enforcement agencies have arrested the leader of a gang of hitmen belonging to the Tehreek-i-Taliban Pakistan (TTP), who were involved in the killing of 16 Police officers over the last three months in the Quetta city, reports Dawn. This was disclosed by Balochistan Chief Minister Mir Abdul Quddus Bizenjo at a press conference here on Tuesday after presiding over a meeting on the law and order situation in the province. “Fazal Haq Ghaibzai, the ring leader of the TTP target killers, was arrested during a joint operation by police, the Counter Terrorism Department and the Frontier Corps on Tuesday night (April 3) on the basis of intelligence information,” Mr Bizenjo said.

Pakistan army again initiated unprovoked mortar shelling and firing in Krishna Ghati (KG) sector on the Line of Control (LoC) in Poonch District targeting forward defence posts in which an Army soldier was killed and four others were injured on April 3, reports Daily Excelsior. The Indian side retaliated effectively and inflicted heavy damages on Pakistan side, the details of which were not available immediately. Official reports said Pakistani troops violated ceasefire on the LoC in forward areas of Krishna Ghati sector at 7.15 am targeting forward posts of the Indian Army and civilian areas with heavy 82mm and 81mm mortar shells and using automatic and semi-automatic weapons. The Indian side retaliated immediately and very effectively, leading to heavy exchanges that lasted about one and a half hour. A total of five Army personnel were injured on the Indian side after being hit by splinters of mortar shells and firing. One jawan, identified as Sepoy Mustapure Shubam Suryakant was succumbed to his injuries.Sources said the Indian Army undertook major retaliatory action against the Pakistani troops after latter violated ceasefire in Krishna Ghati sector and inflicted heavy damages on Pakistan side. The enemy troops were reported to have suffered casualties, both fatal and non-fatal, but their exact number couldn’t be known immediately. “There was heavy infrastructural damage on Pakistan side in retaliation,’’ sources said, adding that ambulances could be seen moving on Pakistan side after the Indian Army action. The Pakistan side was in panic mode, they added. With the latest killing, the death toll in the Pakistani shelling along the LoC this year has gone up to 27.

Union Minister of State for Home Hansraj Gangaram Ahir said Pakistan has violated ceasefire along the LoC in Jammu and Kashmir 432 times and along the IB 201 times in January and February, 2018. In 2017, the ceasefire was violated by Pakistan along the LoC 860 times and 111 times along the IB. The highest number of such violations took place in 2002, when 8,376 incidents were reported, while 2,045 incidents of ceasefire violations were reported in 2003. The ceasefire between India and Pakistan along the LoC and the IB in Jammu and Kashmir came into force in November 2003.

Sources said Pakistani troops violated ceasefire last night (April 5) for about two hours and this evening (April 6) for about one and a half hour in Nowshera sector, targeting forward posts of the Army and civilian locations. The Indian side retaliated effectively, leading to heavy exchanges. An Army Major, identified as Abhishek Banerjee sustained minor injuries in April 5’s mortar shelling at a forward post in Nowshera sector. He was evacuated from the site of shelling and firing by his colleagues and admitted to hospital. On April 6 evening at around 5 pm, Pakistan army again pounded forward defence locations in Lam and Janghar areas of Nowshera sector, with heavy mortars and using automatic and semi-automatic weapons. Not only the defence locations, Pakistani troops also targeted civilian areas in Nowshera sector during the ceasefire violations. Though some of the mortar shells fell in the civilian areas, there were no casualties or damage, sources said, adding that some people had narrow escape in Pakistan shelling and firing. The Indian side responded equally. The exchange of shelling and firing continued for about one and a half hours. There were reports that Pakistani troops had suffered heavy damages in the Indian retaliation in Nowshera sector but exact details of the enemy losses couldn’t be ascertained immediately. “There was heavy damage on Pakistan side in retaliatory shelling and firing by the Indian troops both last night as well as today evening,’’ sources pointed out.

The arrested militants were identified as Zakir alias Qari, Affan, Muzamil and Abdul Hafeez alias Haji, according to Additional Inspector General (AIG) of CTD, Dr Sanaullah Abbasi. CTD Senior Superintendent of Police (SSP) Junaid Ahmed Shaikh said that during the initial probe, the arrested militants revealed that they had been generating funds for terrorism in Karachi since 2014. SSP Shaikh added that the arrested suspects were affiliated with the Naeem Bukhari-led LeJ group. The suspects had confessed to the generation of around PKR 150 million, which was subsequently handed over to militants for carrying out acts of terrorism.

Military authorities on April 10 transferred their responsibilities to civil administration after 10 years in Lower and Upper Dir Districts of Khyber Pakhtunkhwa at a function held in this regard at the Dir Scouts Fort in Balambat, reports Dawn. Malakand General Officer Commanding (GOC) Major General Ali Aamir Awan was the chief guest on the occasion. Speaking on the occasion, the GOC said that all check-posts in Lower and Upper Dir were being handed over to Police and Security Forces (SFs) would remain present in border areas. He, however, said the SFs would fully cooperate with the civil administration in maintaining peace and order. Appreciating the role of local elders, media men and civil administration, the GOC Major General Ali Aamir Awan said that complete peace in the region had been restored. He said 10 years ago the militants had challenged the writ of the Government in Swat and Dir and troops were sent to the areas to control the deteriorating situation. He said the militants had been bombing schools, hospitals and markets at that time. A total of 470 soldiers, including officers, embraced martyrdom during the military operation against the anti-state elements. He said that 300 schools in Malakand division were rehabilitated, while 32 new schools were built. The Police and Levies forces were imparted capacity building trainings and they were made capable to cope with any untoward situation.

Sheikh Mumtaz alias Firaun and Mohammad Ahmed alias Munna, two Lashkar-e-Jhangvi (LJ) militants, who were arrested by the CTD in 2013 for their alleged involvement in the killing of over 60 people, had escaped from the Central Jail on June 13, 2017. A team of investigators led by Deputy Inspector General (DIG) Prisons (retired Captain) Pervez Ahmed Chandio conducted a detailed investigation into their escape and concluded that over a dozen jail officials "abetted and facilitated" the jailbreak. “The accused Senior Superintendent of Prison Ghulam Murtaza Shaikh and his accused subordinates behaved carelessly, negligently and dishonestly throughout their tenure in maintaining discipline and order at the Central Prison Karachi,” according to the findings of DIG Prisons.

No casualties were, however, reported in the attacks, one of which took place around 10:45pm on Saturday and the other at 9:10am on Sunday. Model Town Police has registered a case against unidentified armed persons under the anti-terrorism act on the charges of firing at the residence of the Supreme Court judge twice in 12 hours. According to Police, spent bullet casing of a 9mm pistol was found near the main gate of the residence of Justice Ijazul Ahsan, while casing of another bullet was found near kitchen window of the house. Forensic experts also visited the residence twice and gathered evidence, including CCTV footage of the security cameras.Following the incident, Punjab government provided additional security to Justice Ijazul Ahsan. Police and other law enforcement agencies also launched a search operation in the area. However, no arrest with regard to the firing incidents was made till filing of this report. It may be recalled that Justice Ijazul Ahsan was part of the five-member bench that delivered the verdict in the high-profile Panama Papers case on July 28, 2017, which led to the disqualification of Nawaz Sharif as prime minister of Pakistan. Justice Ijazul Ahsan is also the monitoring judge to supervise and monitor the implementation of the Panama Papers case verdict. He is currently overseeing the ongoing proceedings by the National Accountability Bureau (NAB) and accountability courts against the Sharif family and Ishaq Dar. The 29th annual report – dedicated to the memory of veteran human rights activist Asma Jahangir – was launched at a ceremony in Islamabad on April 16. According to report, 495 people were killed in what were reported by law enforcement agencies as shootouts during 2017, while gun violence and suicide attacks claimed the lives of 399 and 298 Pakistanis, respectively. These were followed by deaths in bomb explosions. The figure stood at 144. The report covers six broad areas: rule of law, fundamental freedoms, democratic development, rights of disadvantaged, and social and economic rights. The HRCP reported that, of the 868 cases of ‘enforced disappearances’ received in 2017 by the Commission of Inquiry on Enforced Disappearances, 555 were disposed of. The real numbers were likely far higher, it feared. The report noted that crimes again women remained at an all-time high with about 5,660 cases of violence reported in the first 10 months of 2017. Honour-based crimes claimed the lives of 274 women, another 206 were gang-raped, 2,840 raped, and 681 murdered across the country. Province-wise data showed that more than 3,400 crimes against women were reported in Punjab. With 202, the number of such crimes was lowest in KP (between January 1 and June 30, 2017). Sindh witnessed 1,704 crimes in the first 10 months of the year, while Balochistan reported 354 cases during the same period.

National Assembly’s Standing Committee on Human Rights on April 16 reveals that Former military ruler General (retd) Pervez Musharraf secretly handed over as many as 4,000 Pakistanis to foreign countries, mainly to the United States, reports The Express Tribune. In a briefing to the National Assembly’s Standing Committee on Human Rights, Justice (retd) Javed Iqbal said that former Interior Minister Aftab Ahmad Sherpao was also part of the “secret handover”. Iqbal, who is also chairman of the National Accountability Bureau (NAB), further said the Musharraf regime extradited those Pakistanis in exchange of US dollars. He asserted that there was no provision in the country’s law for such extraditions. No one including the Parliament ever questioned the role of Musharraf and Sherpao in this dark episode, Justice Iqbal regretted. He said Musharraf’s illegal and unlawful action must have been investigated. “As per the law and the Constitution, how could someone secretly hand over the Pakistani nationals to any other country?” he questioned. Speaking on the missing persons’ case, he said some foreign agencies were also involved in enforced disappearances to give a bad name to the country’s secret agencies, including the Inter-Services Intelligence (ISI) and the Military Intelligence (MI). Justice Iqbal also claimed that the figures of missing persons in Balochistan were often exaggerated. There were several groups operating in the province and many missing persons joined those outfits, he insisted. The NAB chief said he had asked the Balochistan authorities to provide official figures about the missing persons but they did not respond to his request.

Justice Asif Saeed Khosa while hearing the arguments remarked that there is irrefutable evidence connecting the convicts to TTP and that he does not see any technicalities in this case. The judge further added that the terrorists were caught with 840 kilograms of bomb-making material and shot at Police personnel during the raid which led to their arrest. However, the petitioner’s counsel argued that one convict is under age to which Justice Khosa said, “The first mistake in this world is considered the last” before adding that this culture of letting go of the first mistake just prevails in Pakistan and is like giving a license for the next mistake. “Gunpowder is not a bomb-making material,” further said the defence lawyer to which Justice Khosa remarked, “Did you want talcum powder to be found in the convict’s possession?” The 14-year sentence for the convicts was also upheld earlier by the High Court.

According to media reports, Altaf Hussain, the Muttahida Qaumi Movement (MQM) chief, has demanded a new constitution for Pakistan. Addressing a Sindh Solidarity Convention at Nishtar Park in Karachi on April 19 he said that the same should be done in accordance with the spirit of a 1940 Lahore resolution that recommended provincial autonomy to all the federating units. The convention later also adopted some resolutions, ‘including equal representation to all the provinces in all federal institutions’, ‘equal rights for religious minorities and women’, and an immediate halt to the plundering of resources including minerals, ‘wealth and income of the minority provinces, including Sindh’ among others. These resolutions were moved by he deputy chief of MQM Coordination Committee, Aftab Ahmad.

In the first incident, a suicide bomber drove his motorcycle into a Police truck, on Airport Road, due to which seven Balochistan Constabulary personnel were killed, Home Secretary Balochistan, Ghulam Ali Baloch, said. It was not clear whether the third bomber was wearing an explosive vest or if the bike was filled with explosives. According to sources in the law enforcement agencies, an estimated 20 kg of explosives were used in the attack. These cops, deployed as the security detail for the visiting president of the Azad Kashmir, were returning from duty when the attack took place. Half an hour earlier, three Frontier Corps (FC) personnel were killed and six others injured in Mian Gundi area, when two suicide bombers tried to attack the check post in an attempt to enter the FC camp but the personnel engaged them. Hizbul Ahrar, a splinter group of Jamaat-ul-Ahrar (JuA), claims responsibility of the attack.

Meanwhile, authorities on April 25 hanged four militants involved in attacks on civilians, police and troops after they were convicted by the country’s military courts, an army statement said, reports Daily Times. It said the four, who were hanged at a prison in Khyber Pakhtunkhwa, belonged to the Tehrik-i-Taliban Pakistan (TTP). Those executed were identified as Rehmanuddin, Mushtaq Khan, Zafar Iqbal and Obaidur Rehman. According to the Inter-Services Public Relations (ISPR) all the TTP militants had confessed to their involvement in murdering innocent persons and carrying out attacks on armed forces and law enforcement agencies. The Army Chief Qamar Javed Bajwa had confirmed death sentences passed by military courts on 30 militants, some of whom were involved in the country’s worst-ever extremist attack. The military courts – in which the army can try civilians on terror charges in secret, despite strong criticism from rights groups – were established in the wake of the 2014 attack, which traumatised the country. They were seen as an “exceptional” short-term measure to give the government time to reform the criminal justice system, as the military targeted militants in the tribal areas of the northwest. The law expired in January 2017, but was shortly extended for another two years.

In the petition, the victim Fazal Khan's father had asked the court in 2017 to ensure that Ehsan is not pardoned as he had claimed responsibility for the 2014 attack on Peshawar's APS in which at least 144 people, mostly children, were killed. Ehsan, a TTP spokesperson until 2014, joined the splinter group JuA following a split in the TTP. The Army in April 2017 announced his surrender to Security Forces and released a 'confession video' of Ehsan in which he claimed that terrorist organisations were being "used" by India and Afghanistan.

According to Economic Survey 2017-18, Pakistan’s economic losses due to United Sates (US) war in Afghanistan and the resultant terrorism, though substantial, have seen a steady decline over the past four years with a healthy 62 per cent drop during Financial Year (FY) 2018. “After facing protracted violence for more than a decade, Pakistan has achieved progressive and significant improvements in the country’s overall security landscape in recent years,” said Economic Survey 2017-18, attributing it to comprehensive counter-terrorism operations and measures under the framework of National Action Plan as well as the sacrifices of the Security Forces (SFs). The latest survey, which has recorded the losses to the national economy under the chapter ‘Impact of War in Afghanistan and Ensuing Terrorism on Pakistan’s Economy’, showed them to be declining since 2011-12 except for a surge in 2014-15. The survey said the Afghan war-related costs to Pakistani economy peaked at USD 23.77 billion in 2010-11 and plunged by almost half to USD 12 billion in 2011-12.In the first eight months (July-February) of 2017-18, these losses amounted to USD 2.07 billion, nearly 62 per cent down from the full year expenses of USD 5.47 billion in 2016-17. Economic losses due to deterioration in security conditions dipped by 30 per cent to stand at USD 6.49 billion in 2015-16 from USD 9.24 billion in 2014-15. The cumulative losses to the economy on account of terrorism in the country since it joined the global ‘war on terror’ in the aftermath of 9/11 have been estimated by the Government at USD 126.79 billion. The survey noted that 2017-18 was the third consecutive year where Pakistan witnessed fewer terrorist attacks and deaths. Moreover, the country was ranked at 5th out of 163 countries in global terrorism index, from its 4th position in 2007.

A high-level Sindh Police meeting on April 27 reviewed the list of members of banned organisations across the province and recommended to the Home Department to put several persons on the Fourth Schedule of the Anti-Terrorism Act of 1997 so that their activities could be monitored ahead of the holy month of Ramadan, reports Dawn. The meeting was held at an office of the Counter-Terrorism Department (CTD) with Additional Inspector General of Police (IGP) Dr Sanaullah Abbasi in the chair. It was attended by Deputy Inspector General (DIG) of three zones of Karachi and other senior officers. The Fourth Schedule is a list of “proscribed” individuals who are suspected of terrorism or those who are affiliated with organisations suspected to be involved in terrorism or sectarianism. CTD recommends monitoring members of organisations banned by UN. “We have recommended 15 persons from South, 10 from East and 12 from West Districts of Karachi to be kept under surveillance under Section 11EE of the ATA,” said Dr Sanaullah Abbasi.

A suspected Lashkar-i-Jhangvi (LeJ) leader was killed during a search operation jointly launched by the Police and Frontier Corps in the mountainous areas of Splingy and Qabu of Mastung District in Balochistan on April 30, reports Dawn. Addressing a press conference along with FC Sector Commander Brigadier Tasawar, Deputy Inspector General of Police (DIG), Quetta, Abdul Razzaq Cheema said the FC and Police had conducted the search operation on information about the hideouts of the banned group three days ago. He said when the Security Forces (SFs) cordoned off the area and started searching, armed men hiding in the mountains opened fire on the FC vehicle. As a result, an FC man was injured. A heavy exchange of fire between the SFs and suspected militants continued for several hours. “One hardcore militant leader of the banned Lashkar-i-Jhangvi was killed in the gun battle,” DIG Cheema claimed and identified the militant as Maqsood Ahmed, a resident of the Manghopir area of Karachi, the provincial capital of Sindh. A large quantity of arms and ammunition was seized from the militants’ hideout.
