A suspected leader of Lashkar-e-Jhangvi (LeJ), Abdul Rahim Muhammad Shahi, has been arrested in a joint operation conducted by the Police’s Counter Terrorism Department (CTD) and other security agencies in Sariab area of Quetta, the provincial capital of Balochistan, on May 1, reports Dawn. Deputy Inspector General (DIG) of the CTD Atizaz Ahmed Goraya said “LeJ leader Abdul Rahim Muhammad Shahi was arrested in the Village Aid area. A hand grenade and a pistol were found from his possession. Shahi was involved in suicide bombings, target killings and other subversive activities. He carried a head money of PKR 2 million.” The DIG Atizaz Ahmed Goraya said during interrogation the suspect had confessed that he was involved in the suicide bombing in Hazara Town’s Vegetable Market, the truck blast at the official residence of the inspector general of Balochistan, suicide attacks on Bahadur Khan Women University and Hazar Ganji, a firing incident in the Bolan Medical College hospital and many incidents of target killings in Quetta. The suspect was involved in around 200 incidents of target killings, the DIG said, adding that he had been using different aliases, including Babul, captain and doctor, to hide his identity. His name had been placed in the Red Book. The DIG Atizaz Ahmed Goraya said the suspect had disclosed names of his group’s members, adding that efforts were under way to arrest them.

An anti-terrorism court (ATC) on May 2 announced the indictment of three main suspects arrested in the murder case of Muttahida Qaumi Movement (MQM) leader Imran Farooq, reports Daily Times. During the hearing held by ATC judge Shahrukh Arjumand, Federal Investigation Agency (FIA) Prosecutor Khawaja Imtiaz presented charge sheet against the accused – Syed Mohsin Ali, Moazzam Ali and Khalid Shamim. The charge sheet states that Farooq’s murder was planned in Karachi and London. In a statement recorded earlier, Shamim and Mohsin Ali told the court that Farooq was killed as he was a potential threat to the leadership of MQM. After Farooq’s party membership was suspended, the MQM founder said during a telephonic speech that he could be murdered, Shamim told the magistrate. Farooq, who had been in London since 1999, was killed in an attack in Green Lane area of Edgware in London (United Kingdom) in the evening of September 16, 2010.

Three people were killed and 13 others sustained injuries when a Pakistan Atomic Energy Commission (PAEC) bus was hit by a suicide bomber in the Dhok Gama area of Attock city (Attock District) in Punjab on May 3, reports The Nation. Initial reports suggested a man riding a motorcycle first opened fire on the bus carrying employees, before detonating his explosives. According to District Emergency Officer (DEO) Dr Ashfaq, the attacker opened fire on the bus as it slowed down at a speed breaker on Basal Road. When the driver of the bus, identified as Muhammad Akram Niazi, disembarked and attempted to overpower the attacker with the help of a passer-by, the bomber blew himself up, killing himself, the driver and the passerby identified as Habibur Rehman. The bus was heavily damaged in the powerful blast. No group has claimed the responsibility for the attack as yet.

Mumbai attack mastermind and the chief of Jamaat-ud-Dawa (JuD), the frontal organisation of Lashkar-e-Taiba (LeT), Hafiz Saeed on May 5 kicked off campaigning for the Milli Muslim League (MML), the political front of the JuD, with an eye on the general elections in Pakistan this year, reports Times of India. Saeed held the MML's first rally in Haroonabad town in Bahawalnagar District of the Punjab, asking the participants to vote for the MML and canvass for it. Former Army Dictator General Zia-ul-Haq's son Ijazul Hasan was also present on the occasion. Saeed said the enemies of Pakistan want clash of institutions in the country so that it could achieve its nefarious designs. "We have to be united to fail their (enemies) agenda," he said. Saeed urged the Pakistani Government to change its policy towards India. Talking about the MML priorities, the LeT founder said: "the MML wants the country to be economically strong. We will have to follow the Quaid-e-Azam's vision to achieve a strong and prosperous Pakistan". Saeed had confirmed that his organisation JuD would contest the 2018 general elections under the banner of the MML. The MML has not been yet registered by the Election Commission of Pakistan (ECP). The ECP has asked the MML to produce a clearance certificate by the Interior Ministry for its registration as a political party. The Interior Ministry has not issued a clearance certificate to the MML, citing its ties to banned militant outfits. Earlier on May 4, Hafiz Saeed has filed a petition in the Lahore High Court, challenging a Provincial Government's decision to withdraw his security, reports Times of India. The Provincial Government of Punjab in Pakistan in April had withdrawn Policemen deployed for the security of Hafiz Saeed after the Supreme Court directed Inspector Generals of Islamabad and all four provinces to take back security escorts from people who are not entitled to it. The Chief Justice, however, later directed the top provincial police officials to ensure the provision of security to all those who face genuine security threats. In a petition filed through his counsel Advocate AK Dogar in the Lahore High Court, Saeed said the Punjab Government on the pretext of the apex court order has withdrawn his security. He said the Supreme Court had ordered that the security of those facing life threats should not be withdrawn. "But the government made a wrong interpretation of the Supreme Court order in my case and has withdrawn my security despite threats to my life," Saeed said.

The United States (US) on May 10 blocked a Pakistani request with the United Nations Security Council’s (UNSC) Sanctions Committee for listing of Jamaat-ul-Ahrar (JuA) chief Abdul Wali, commonly known as Umer Khalid Khorasani, reports Dawn. Although Pakistan has still not been notified about the development by the sanctions committee, the Foreign Office has informally learnt that the process has been held up because of an objection by the US, a senior diplomatic source revealed. The US objected to Pakistani request for Khorasani’s listing because of his location that has been mentioned as Afghanistan. Meanwhile, the Foreign Office said on May 10 that blocking the listing of JuA leader Umer Khorasani by the UNSC’s Sanctions Committee was a reminder of the double standards in fighting terrorism, reports Dawn. Speaking at the weekly media briefing, FO spokesman Dr Muhammad Faisal said: “This action demonstrates the double standards prevailing in the international fight against terrorism and also shows complete disregard of the sacrifices rendered by Pakistan in this fight.” Pakistan had in October last year asked the UNSC Sanctions Committee to list Abdul Wali, commonly known as Umer Khalid Khorasani, because he was the mastermind behind a number of major terrorist strikes in the country, including the Army Public School carnage and Easter bombing in Lahore.

Briefing the Senate Functional Committee on Human Rights on May 23, the lawyer and human rights activist Jalila Haider said that more than 3,000 members of the Hazara community have been killed since September 11, 2011 according to official figures while unofficial reports say 4,000 Hazaras have been killed in the same time, most of whom are men, reports Dawn. She said the committee should look into the plight of the Hazara community where 10,000 plus women and children are living in abject conditions with restricted rights of freedom of expression and movement. The committee was meeting for a briefing on causes for recent attacks and the measures taken to ensure safety of the minority community. “More than 90,000 Hazara families have migrated to other countries through fair means or fowl, only to live in worst conditions. They must be brought back and rehabilitated,” Jalila Haider said. She also blamed the Balochistan Government for instilling fear in the Hazara community instead of guaranteeing their safety. “There is no writ of law. We are misrepresented. Hazara women are harassed and there is no security of life for our children,” she said. “The Hazara community is tired of living in concentration-camp like conditions,” she added.
