States (US) Joint Staff Director Lieutenant General Kenneth McKenzie on February 1 assured Islamabad that the States is not planning to conduct military operations inside Pakistan, reports Dawn. “We actually don’t contemplate military operations inside Pakistan,” Kenneth McKenzie said at a Pentagon news briefing. “On the other hand, we recognise — because the strategy is inherently regional and Pakistan is geographically located at a critical nexus of a lot of different things — Pakistan is a fundamental part of the strategy,” he added. The assurances followed a White House statement on January 30, saying that the US military had been given authority to eliminate militant safe havens in both Pakistan and Afghanistan.

According to The News, the National Counter-Terrorism Authority (NACTA) claims to have issued threat alert with a "very high degree of accuracy and precision" before the deadliest Army Public School, Peshawar terrorist attack on December 16, 2014. According to NACTA, it has been able to predict 80 terrorist attacks, out of which 24 were predicted with a high degree of accuracy and precision about the target, place, suspected perpetrators, modus operandi etc. It adds that 56 of these attacks were city specific. However, despite precise threat alerts they could not be prevented. Since the setting up of NACTA's Operation Wing in 2014, the authority has disseminated 4,700 threat alerts and information reports for pro-active measures by the provincial governments and the law enforcement agencies.

Blaming Pakistan for insurgency in Afghanistan is unfair as Afghanistan itself has large swathes of ungoverned spaces that are leaving a vacuum for safe havens and terrorist sanctuaries, Foreign Office (FO) Spokesperson Dr Faisal said on February 2, reports The News. During weekly media briefing, the spokesman said endless cycle of violence is consistent enemy of Afghanistan and peace in the region cannot be achieved until ungoverned places in Afghanistan are dealt with properly. "These ungoverned areas are used to flourish and launch attacks on Pakistan", he said. He said peace in Afghanistan can only be achieved through an Afghan-led, Afghan-owned management. “It is totally up to Afghanistan to reckon how to tackle insurgent groups within its area”, he added.Earlier, Afghanistan President Ashraf Ghani on February 2 accused Pakistan of failing to move against the Taliban and pledged a new security plan for Kabul after hundreds of people were killed and wounded in two deadly attacks on the capital, Kabul, in January, reports Daily Times. “We are waiting for Pakistan to act,” Ghani said in a televised address after weekly prayers, in which he accused Pakistan of being the ‘Taliban centre’.

"It was not the Modi government...but our own Pakistani Government that had detained me for 10 months. The Pakistani government wanted to stop me from raising the Kashmir issue," JuD chief Saeed said while speaking at the Nazria Pakistan Trust in Lahore. "I fail to understand as to why Islamabad is ignoring the sacrifices of Kashmiri people. Prime Minister Shahid Khaqan Abbasi should stage a sit-in along with at least five members of his Cabinet outside the office of the UN on February 5 to express solidarity with the Kashmiri people," he said.

The Baloch militant organisations are no longer a threat to the China-Pakistan Economic Corridor (CPEC), said Chinese Ambassador to Pakistan Yao Jing, adding that members of banned outfits were “not true Pakistanis”, Dawn reported on February 3. In an interview to BBC Urdu, he sounded confident that Gwadar port would soon become one of the world’s trading hubs as the security situation in Pakistan had improved to a large extent in the last few years. “If they [Baloch militants] are true Pakistanis, they should work in the interest of Pakistan,” he said brushing aside their capacity of becoming a threat to China, Pakistan and their CPEC project. Yao Jing said he was satisfied with the security provided to about 10,000 Chinese nationals working on different CPEC projects in Pakistan which also has some 60,000 local people on different jobs.

An accidental hand grenade explosion in a home in the Tusp area of Panjgur District in Balochistan February 4 killed a woman and her daughter and injured her son, reports Dawn. Makran Division Commissioner Bashir Bangulzai said that the boy had found a hand grenade and taken it home. The grenade exploded while he was playing with it inside his house. The boy's mother and sister died in the blast, while the injured boy was shifted to a nearby hospital for medical treatment.

The promulgation of the ordinance was made public on February 12. The ordinance amends Sections 11-B and 11-EE of Anti-Terrorism Act, 1997 (XXVII of 1997). Section 11-B sets out parameters for proscription of groups, whereas 11-EE describes the grounds for listing of individuals. Both sections would now include Sub-Section ‘aa’, according to which organisations and individuals “listed under the United Nations (Security Council) Act, 1948 (XIV of 1948), or” will be included in the First Schedule (for organisations) and Fourth Schedule (for individuals), respectively, on an ex-parte basis. The move, which ends an old discrepancy between the UN sanctions list and the national listing of terrorist groups and individuals, has come over a week before the crucial Financial Action Task Force (FATF) meeting in Paris, scheduled to be held from Feb 18 to 23. The US and India are spearheading an effort to get Pakistan included in the watchdog’s international money-laundering and terror-financing ‘grey list’.

The United Nations Development Programme (UNDP) has released a new report named Policy Issues in Economic Growth, Equality and Sustainable Development that indicates stark regional disparities within Pakistan with Balochistan being the poorest province of the country, reports Daily Times. With Balochistan lacking basic needs, the province has further fallen down in terms of sustainability and is on top of the poverty index. In Qilla Abdullah, 96% are living below their means making it the poorest part of Pakistan. According to the report, after Balochistan, Khyber-Pakhtunkhwa (KP) ranks second in the provincial level with 49% of people identified as living in poor standards. Kohistan in the report was identified as one of the most deprived part of KP where 95% of people lack basic needs, making it the second poorest rural area after Qilla Abdullah (Balochistan). Each province has been ranked on its citizens living below the poverty line, which is defined as living on less than $2 a day.

Financial Action Task Force (FATF), in its plenary meeting held in Paris on February 20-23, placed Pakistan on a watch list of the countries where terrorist outfits are still allowed to raise funds, reports Dawn on February 26.Further, Pakistan may find itself on the blacklist of a global financial watchdog if it does not prepare a comprehensive action plan to eradicate terrorist financing by June; official sources told the news paper. Pakistan will have to follow the same process that it did in 2015, starting with an action plan that Islamabad is required to submit in May. If the FATF approves the action plan in June, it will make a formal announcement about placing Pakistan on the grey list. Should Islamabad fail to submit an action plan, or if the FATF does not accept it, the group can place Pakistan on its black list, along with North Korea and Iran.

A Supreme Court bench hearing the missing persons’ cases on February 26 admitted that it was still groping in the dark as it had failed to make much headway, reports Dawn. The three-judge bench comprising Justice Ejaz Afzal Khan, Justice Maqbool Baqar and Justice Faisal Arab also asked the registrar of the Commission of Inquiry on Enforced Disappearances, Khalid Naseem, to submit a report about the “perceptible progress” made in locating the missing people. The bench made the observation when Amina Masood Janjua — the chairperson of the Defence of Human Rights (DHR), an NGO struggling to trace the missing persons — said the commission had shut its doors to her NGO because documents relating to cases of missing people dispatched by it were being returned by post. She also requested the court to order constitution of a fresh commission consisting of sitting judges of the superior courts so that the emotive issue of missing persons could be resolved within a stipulated period. “There is no let-up in the cases of missing people; in fact these are increasing by the day,” she remarked. The secretary of the Commission of Inquiry on Enforced Disappearances told the court that it had disposed of 3,000 cases while 1,577 were still pending with it.

While addressing the fourth international conference on the Use of Space Technology for Water Management, the minister spoke on topics ranging from the menace of terrorism to improving the country’s water system. “Terrorism is a fatal poison for Pakistan,” Ahsan Iqbal said. “The National Action Plan is a programme of the Pakistani nation and is being fully implemented. Pakistan would be on Financial Action Task Force’s (FATF) ‘Grey List’ in June, the Ministry of Foreign Affairs (MFA) Pakistan confirmed on February 28, reports Dawn. FATF had at its last plenary session held on 21-23 February 2018 in Paris decided to place Pakistan in the category of jurisdictions monitored by the FATF’s International Cooperation Review Group, commonly known as the ‘Grey List’. The MFA Spokesman said Pakistan and the FATF would now mutually negotiate the ‘action plan’. He rejected a perception that Pakistan would be transferred from the ‘Grey’ to ‘Black’ list in June this year. “The FATF website clearly demarcates the countries in ‘black’ list as those who are non-cooperative,” he said.
