A bomb detonated inside a car parked at Defence Housing Authority’s (DHA) Khayaban-e-Mujahid in Karachi (Karachi District), provincial capital of Sindh, on December 3, reports Daily Times. According to South Deputy Inspector General (DIG) Javed Osho, a homemade vehicle-borne improvised explosive device (VBIED) caused the explosion in a car which was parked. South DIG said that the car had been stolen from Jamshed Quarter in the evening of December 2. “Luckily, the bomb failed to detonate completely. The explosion was aimed at spreading fear in the area,” added Osho. An FIR filed on December 4 stated, “Unknown terrorists had planned a big attack. A homemade vehicle-borne improvised explosive device (VBIED) which was attached to six gas cylinders caused the explosion in the car. Two packets of explosive material, weighing 2 kgs and 6 kgs respectively, were recovered from the site of the blast.”

Prime Minister (PM) Imran Khan on December 3 said war is not a solution to the Kashmir issue, which can be resolved through talks, reports Times of India. In an interview to a group of television journalists in Islamabad, Khan said unless there was a dialogue, various options on resolution of Kashmir cannot be discussed. When asked about the formula to resolve the Kashmir issue, Khan said there were two or three solutions, which have been in discussions. He, however, refused to share more details, saying it was "too early to talk about them". Khan claimed he was informed by late PM Atal Bihari Vajpayee and former foreign minister Natwar Singh during a conference that Kashmir would have been resolved if the BJP had not lost the 2004 Lok Sabha elections. "It shows that there is a solution of Kashmir and both countries were close to resolve it," PM Imran Khan insisted. Ruling out the possibility of any war with India, he said two nuclear armed countries would not fight because "there are always unintended consequences".

Pakistan on December 6 advised India to put its own house in order before pointing the finger at the neighbours, adding that Islamabad doesn’t need any lectures from New Delhi on its internal policy matters, report Daily Times.“They do not need to tell us what kind of a country we should be. Are they [India] secular? Look what is happening to the 200 million Muslims there,” Inter-Services Public Relations (ISPR) Director General Major General Asif Ghafoor told reporters at a press conference in response to a question regarding Indian Army Chief’s recent statement in which he said that dialogue could not be held until Pakistan became a secular state.“We are a Muslim state. They [India] do not need to tell us what kind of country we should be. Are they secular? Look what is happening to the 200 million Muslims there,” he said. “We are building Kartarpur corridor in respect for another religion. We provide security to temples and churches in Pakistan. What happened at the Babri Masjid there? How can they justify Gujarat massacre?” he questioned. “I think India needs to look inwards and tolerate us the way we are.”The ISPR chief asserted that any misadventure by India will be responded to in a befitting manner. He said Pakistan is not oblivious to the military build-up by India. “We want stability in the region … as war always brings destruction and miseries,” he said.

Prime Minister (PM) Imran Khan on December 7 said Islamabad wants a proper relationship with Washington, instead of the one where Pakistan is treated like a ‘hired gun’, reports Daily Times.“I would never want to have a relationship where Pakistan is treated like a hired gun – given money to fight someone else’s war,” the PM Khan told Washington Post in an interview. “We should never put ourselves in this position again. It not only cost us human lives, devastation of our tribal areas, but it also cost us our dignity,” he asserted. “We would like a proper relationship with the US,” he said. “For instance, our relationship with China is not one-dimensional. It’s a trade relationship between two countries. We want a similar relationship with the US,” he elaborated. To a question about US believing that Taliban leaders are living in Pakistan, Imran said, “When I came into power, I got a complete briefing from the security forces. They said that we have time and time again asked the Americans to tell us where the sanctuaries are, and we will go after them. There are no sanctuaries in Pakistan.” Asked further, he added, “Where are these people? Our border between Pakistan and Afghanistan has the greatest amount of surveillance. The US has satellites and drones. These people crossing would be seen.”

Ahead of a key meeting with the Financial Action Task Force(FATF), Government is yet to address a critical deficiency in its legal regimethat could hamper its capacity to seize properties of terrorist groups andcan land it on the anti-money laundering watchdog's blacklist, The Express Tribunereported on December 8. Currently placed on the Paris-based FATF'S 'grey list', Governmenthas beenscrambling in recent months to avoid being added to a list of countriesdeemed non-compliant with anti-money laundering and terrorist financingregulations by the FATF, a measure that officials here fear could furtherhurt its economy.A team of experts from FATF's International Cooperation Review Group (ICRG) is scheduled to visit Pakistan in the first week ofJanuary to assess the progress made by it on an action plan agreed in June to address global concerns. The Express Tribune quoting sources in the Ministry of Finance said that the problem has arisen because of conflicting positionsthat Governmenttook before the FATF in earlier meetings about its legal regimes with regard to the freezing real estate assets ofproscribed organisations. The conflicting position suggests incompetence of the team that negotiated with the FATF, but the government is trying toaddress the issue before the upcoming 'face-to-face' meeting of ICRG, according to The Express Tribune.

The photographs of Lashkar-e-Toiba (LeT) training camps in Sindh and motorboats used by the 10 terrorists who attacked Mumbai are among evidence presented to an anti-terrorism court on December 8 conducting the trial of seven Pakistanis charged with involvement in the 2008 strikes, reports The Hindu. Officials of the Federal Investigation Agency (FIA) presented the evidence to anti-terrorism court Judge Chaudhary Habib-ur-Rehman during a hearing conducted behind closed doors in Adiala Jail in Rawalpindi. The motorboats and other items, currently in the custody of the FIA custody, were recovered in January 2009. The articles presented by the FIA officials were made part of the judicial record after an initial examination by the judge. The FIA officials told the court that the terrorists involved in the attacks trained in the Arabian Sea on boats named Al-Hussaini, Al-Atta and Al-fouz. They also trained in LeT camps in Mirpur Sakro area of Thatta District in Sindh and Yousaf Goth and Landhi areas of Karachi, the officials said. These training camps covered an area ranging between 25 acres and 48 acres, the officials said. One of the seven suspects currently on trial, Hammad Amin Sadiq, had confessed that the 10 attackers had been kept in the training camps before being sent to Mumbai, the officials said. Sadiq acted as a facilitator for the attackers while they were in Sindh, the officials said. Among the seven Pakistani suspects is also Zakiur Rehman Lakhvi, the LeT's ‘operations commander’. Special Prosecutor Chaudhary Zulifqar Ali had told PTI that the FIA officials recorded their statements and provided details of 350 articles found in the LeT training camps, including life jackets and a "pink foam" or pink colored packaging material. The "pink foam" has emerged as a crucial piece of evidence in investigations of the Mumbai attacks on both sides of the border. Indian investigators found samples of the material at three sites where attackers planted bombs in Mumbai in November 2008.

Pakistan continues to harbour terrorists that turn around andkill American soldiers, the United States (US) ambassador to the United Nation (UN) Nikki Haley has said on December 9,asserting that Washington should not give Islamabad even a dollar until itaddresses the issue, reports Times of India.Haley, the first Indian-American ever appointed to a Cabinet position inany US presidential administration, said the US did not need to givemoney to countries that wish harm to America, go behind its back and tryand "stop us from doing things"." ... I think there should be a strategic view on which countries we partnerwith, which ones we count on to work with us on certain things, and moveforward accordingly. I think we just blindly allow money to keep going without thinking that this is real leverage. We have to useit," Haley told US magazine The Atlantic."The one example I'll give you is, look at Pakistan. Giving them over a billion dollars, and they continue to harbour terrorists thatturn around and kill our soldiers — that's never okay. We shouldn't even give them a dollar until they correct it. Use the billiondollars. That's not a small amount of change," she said.

The United States is expanding sanctions against leaders of the Haqqani network that operates in Afghanistan and Pakistan, blacklisting Badruddin Haqqani, a son of the group’s founder, who is believed responsible for abduction and organising high-profile attacks, reports Dawn. US Secretary of State Hillary Clinton designated the commander as a terrorist and banned Americans from doing business with him. The State Department’s designation statement points out that Commander “Badruddin sits on the Miramshah Shura, which has command and control over all Haqqani Network activities, and helps lead insurgents and foreign fighters in attacks against targets in south-eastern Afghanistan.” He is a son of the group’s founder, Jalaluddin Haqqani, who had previously been designated as a terrorist by the US. The United Nations has also added Badruddin Haqqani to its list of al Qaeda and Taliban terrorists, a step that requires all UN member states to implement an assets freeze, a travel ban, and an arms embargo against him. The US measure also blocks all of his property interests subject to US jurisdiction. Badruddin Haqqani took responsibility in November 2008 for the abducting of New York Times reporter David Rohde. The reporter escaped in June 2009.

Speaking in the National Assembly on December 10, Foreign Minister Shah Mehmood Qureshi said Pakistan alone could not bring peace in Afghanistan as it was a “shared responsibility” of regional countries. “Prime Minister Imran Khan had said that peace could not be established in Afghanistan through military power. Today the US, Pakistan, Afghanistan and Taliban also wanted a solution through dialogue. Some meetings have taken place [among key stakeholders] for establishment of peace in Afghanistan. India also has stakes in Afghanistan and its cooperation will also be needed,” Qureshi said.

The 2008 Mumbai attacks mastermind Jamaat-ud Dawah (JuD) chief Hafiz Saeed has written a column for a leading Urdu newspaper, Daily Dunya, stirring a debate among journalists as to how the media house allowed the head of a banned terror group to write on the Kashmir issue and the creation of Bangladesh in 1971, Times of India reported on December 19. Saeed was declared a global terrorist by the US and the UN after the 2008 Mumbai attack and was put under house arrest in November 2008 but freed by a court some months later. He carries an USD 10 million United States (US) bounty on his head for his role in terror activities. 'Illegal aggression of India on East Pakistan... Why Pakistan is avoiding advocating for Kashmiri people' written by "Professor Hafiz Mohammad Saeed" appeared in Daily Dunya on December 16. The article carries a picture of former Prime Minister Indira Gandhi and some young men holding guns in Dhaka. Allowing the head of a banned terror group to contribute for a known media house has stirred a debate with journalists questioning whether the company in question allowed Saeed to write due to some "direct links" with the owner or under" someone's pressure". A court has ordered the Pakistan Electronic Media Regulatory Authority to ensure that the Pakistani media does not display Saeed's pictures. In his article, "Saeed said Indira hatched a conspiracy to dismember Pakistan", lamenting the then Pakistani rulers for their failure. Saeed has extensively explained the role of India in the creation of Bangladesh and expressed his opinion as to why Kashmir is important for Pakistan. He said Pakistan should support the Kashmiri people.

The PM during the conversation "underscored [the] UN's role to end these violations", a statement issued by PM office said. Citing the recent escalation in violence in the restive valley, especially the killing of more than a dozen civilians and injuries to over 300 protestors, Khan termed the situation as “unacceptable”. "Jammu and Kashmir dispute is not a bilateral issue between Pakistan and India but an internationally recognised dispute and an outstanding agenda item in the UN Security Council," the statement quoted the PM as telling the UN chief. Khan urged Guterres to intervene and "stop India from perpetrating state repression, violence and brute force against Kashmiri youth, women and children". He demanded that a Commission of Inquiry be urgently dispatched to investigate the situation in occupied Kashmir, as was recommended in a June 2018 report by the UN High Commissioner for Human Rights. He also reiterated the proposal to appoint a special UN representative for resolution of the Jammu and Kashmir dispute.
