However, no casualty was reported. Malik Khalil told reporters that a letter was pasted on another portion of the boundary wall apparently to demand extortion money. “The people identified themselves as member of the Tehreek-e-Taliban Pakistan had pasted the letter on the wall, demanding PKR 1 million,” he maintained.

A bullet-riddled dead body of a missing worker of Muttahida Qaumi Movement (MQM), identified as Asad Iqbal, was found in Mochko area of Baldia Town in Karachi, the provincial capital of Sindh on October 2, reported Dawn. The MQM Coordination Committee said that Iqbal was taken away by Rangers from his home in Liaquatabad Town on July 21, 2015. He was killed in an ‘encounter’ by Rangers on September 4, 2015, in limits of Mochko Police Station. The party termed it as extra-judicial killing of the worker. He was buried by a welfare organization as an unclaimed body on September 17, 2015. However, the party spokesperson said that he was identified by his brother through picture taken by the welfare institution.

Pakistan Prime Minister (PM) Nawaz Sharif has said the dossier on Indian interference in Pakistan’s internal affairs and on fomenting terrorism on Pakistan’s soil by India would soon be handed over to the Secretary General of the United Nations (UN), reports The Dawn on October 2. He told reporters at a press conference at Waldorf Astoria hotel after his UN General Assembly speech that if he had a meeting with Indian PM Narendra Modi he would have handed the dossier over to him. He said that Pakistan was keen to have peaceful neighbourly relations but India had not reciprocated with the same sentiments. “It is the time that India should act by coming forward and desist from violating the ceasefire on LoC and Working Boundary,” he said.

Terming the Kashmir issue an unfinished agenda of partition of the Subcontinent, Chief of Army Staff (CoAS) General Raheel Sharif while speaking at the Royal United Services Institute in London on October 2 said that the world community must come forward to help resolve the longstanding issue if it wants genuine peace in the region, reports Dawn. He said the dispute between Pakistan and India “resides in the Kashmir issue”. The army chief said that Pakistan would continue to support all efforts for an enduring and permanent peace in Afghanistan and warned against detractors and spoilers of these efforts. “While we continue to support enduring and permanent peace in Afghanistan, let us all beware of detractors and spoilers,” CoAS said.

According to sources, a total of three facilities were raided and besides a doctor, some staff members and some under-treatment suspects, who had been wounded in the ongoing operations in Federally Administered Tribal Areas (FATA), were picked up. “We received information that some wounded militants are being treated at some Karachi hospitals,” said an unnamed senior Police official. He further said, “During initial interrogation, the held suspects informed us about their handler and we also took him into custody in a separate raid,” adding, “The handler told us that around 100 wounded Taliban suspects are currently under treatment in different health facilities of the metropolis.” City Police Chief said that a doctor was arrested in the raid on a Bahadurabad hospital on charges of treating militants wounded in tribal areas. In the first video, a man identifies himself as Bashir Ahmad Khan, originally from the 19th Army air defence unit and later recruited by Pakistan’s military intelligence agency, the Inter-Services Intelligence (ISI). "We were trained to trace the Taliban´s training camps," said the man identified as Khan. He was dressed in plain brown traditional Pakistani clothes and surrounded by armed men wearing masks and camouflage. One unmasked man in white robes kneels beside him. Two men hold a black banner in the background that is embroidered with the kalma, a Muslim declaration of faith. In the second video, Khan is shown wrapped in a Pakistani flag, his eyes bound with black cloth and a noose around his neck. One of the masked men says: "The hanging of Bashir Ahmad is our response to the Pakistani government who are busy hanging our group members. This is just the beginning and all those who are in our custody or those who have any links with the Pakistan government will face the same treatment." According to some unnamed senior officials, the government has sought to beef the strength of Law Enforcement Agencies (LEAs) in Balochistan by as much as 27 per cent in addition to improving their training and equipment, reported The Express Tribune on October 5 (today). Some security outfits in the province could see further recruitment in the coming years. “The massive recruitment process will continue till 2018—it’s part of the action plan against insurgents,” a senior official in Balochistan Home Department said. LEAs, including Police, Levies, Frontier Corps (FC) and Balochistan Constabulary (FCB) have seen their rank and file boosted from an estimated 83,741in 2011 to 106,243 in 2015. To afford these upgrades, the Government is expected to increase the annual budgets for these forces accordingly. According to data from the Federal Ministry of Interior and the Balochistan Home Department, the FC has seen the largest manpower increase from 38,132 to an estimated 52,000. Further, officers in the force have been increased from 248 to 511. The Government has also beefed up Police in the Province, recruiting 3, 123 personnel and raising its strength to 28,094 men with a budget of PKR 9.3 billion for the current fiscal year. The FCB, too, has seen fresh recruitment with 511 personnel inducted. The force, with a strength of 9,149 men has been allocated a budget of PKR 3 billion.

According to Karachi CTD in-charge Mazhar Mashwani, suspect Muhammad Owais Raheel was a graduate of the reputable NED University of Engineering and Technology as well as held a Master of Business Administration (MBA) from the prestigious Institute of Business Administration (IBA) in Karachi. Mashwani further told that a large number of pamphlets were recovered from Owais’s possession. It was Owais responsibility to distribute leaflets of HuT in mosques located in Clifton and Defence areas of the city. Owais told the interrogators that he stayed in contact with the help of the communication software ‘Viber’ with his other companions, who are residents of Malir, Landhi and Model Colony in Karachi. Dawn adds that Owais Raheel, targeted educated youngsters in the Defence and Clifton areas in order to use them “for illegal activities” with a view to implementing “Khilafa” in the country. Minister of State for Interior Baleeghur Rahman informed the Senate on October 6 that there were a total of 6,016 death row convicts imprisoned in various jails across the country, reports Dawn. During the question hour, he said that the process for execution of the convicts who had availed of all legal options and whose mercy petitions had also been rejected continued as per law since December 17, 2014. The last such prisoner, Mohammad Aslam, was executed in the Bahawalpur jail in September. The house was also informed that 588 people were killed and another 1,007 were injured in 821 acts of terror in the country from January to August 2015. Rahman also said that despite constraints, the performance of National Counter-Terrorism Authority (NACTA) was satisfactory. It was mandated to implement the National Internal Security Policy and the National Action Plan (NAP). The minister said a robust mechanism was in place for transparency in carrying out executions and implementation of the NAP.

The Peshawar High Court (PHC) on October 6 directed the Khyber Pakhtunkhwa (KP) advocate general (AG), Abdul Lateef Yousafzai, to submit a detailed explanation on behalf of provincial government that under what law the Security Forces (SFs) were called and stationed in different parts of the province by the Government, reports Dawn. A bench comprising PHC Chief Justice Mazhar Alam Miankhel and Justice Irshad Qaiser also directed the advocate general to submit the correspondence between the Provincial and Federal Governments through which the former had requested the latter for calling the SFs in aid of civil power in the province. The bench observed that while for Federally Administered Tribal Areas (FATA) and Provincially Administered Tribal Areas (PATA) the federal government had made two regulations by the name of Action (in aid of civil power) Regulation, 2011, no such law was introduced for other areas of KP. The AG, meanwhile, stated that SFs were called in aid of civil power in PATA and KP on the request of the provincial government, made through a letter sent on April 12, 2008. He said that in the said communication the provincial government had expressed concern over the deteriorating law and order situation in the province and requested the centre for calling the armed forces under Article 245 of the Constitution. The court, however, sought a detailed explanation and adjourned the hearing till October 27. The PHC chief justice had taken suo motu contempt notice of the issue involving a series of incidents, happened in close succession, where the free travelling of the chief justice and judges was halted and they were misbehaved by the Army personnel at checkposts despite sharing with them in advance their travel plan.

The Islamabad High Court's (IHC) March 9, 2015, verdict which had rejected Qadri's application against his death sentence under the Pakistan Penal Code (PPC) but accepted his application to void the Anti Terrorism Act's (ATA) Section 7,was overturned by the court. Headed by Justice Asif Saeed Khosa, the bench had taken up two appeals; one moved by Advocate Mian Nazir Akhtar on behalf of Mumtaz Qadri, and another moved by the Federal Government against the IHC verdict. A three-member bench of the apex court allowed the government application to re-include the terrorism charges against Qadri The appeal filed by Mumtaz Qadri for a reduction in his sentence was dismissed by the court. Qadri still has the right to submit a mercy appeal to the President. Meanwhile, in a statement released on October 8, Sunni Tehreek (ST) decided to file a review petition in the SC in regards to the apex court's earlier decision to uphold the death penalty for Mumtaz Qadri under ATA laws. The Committee to Protect Journalists (CPJ) in its recently released Impunity Index Report “Getting Away with Murder” for 2015 which looks at unsolved murders of journalists - in countries where attacks on journalists mostly go unpunished - as a percentage of the country’s population, stated that while Pakistan’s position remains unchanged at number 9, its rating has improved by 0.004 points from 0.123 in 2014 to 0.119 in the latest report. The report points out that there are 22 unsolved murders of journalists in Pakistan including three killed since the release of the last report in 2014. Identifying Pakistan as one of the countries “where potent illegal armed groups actively menace journalists,” the report highlights diminishing hope that the situation in Pakistan will get better. It points out Pakistan has failed to “implement a series of commitments to CPJ to address impunity.” According to the report, “Threats to journalists stream from military and intelligence agencies, political parties, criminal groups and militants, and corrupt local leaders. Pakistan is a focus country for the United Nations Plan of Action for the Safety of Journalists and Issue of Impunity, an initiative that has improved dialogue and coordination among civil society, media, and the government but not yet led to any significant reduction in impunity."

The DIG's reached Dubai on October 4, 2015, and recorded the statements of the Bhaila brothers, Arshad and Shahid, the owners of the garment factory Ali Enterprises in Karachi's Baldia Town. They had refused to visit Pakistan for the investigations. According to the initial report prepared by the JIT after recording statements of the factory owners, it was revealed that the attack was the work of an organised gang of extortionists in Karachi that elaborately planned and executed the attack. “We had been providing them extortion money before the fire incident but the relations turned sour before the incident,” an unnamed senior Police official quoted the owners as saying. “They [extortionists] warned us that they will set our factory ablaze as their demands were not being fulfilled.”

It was learnt that the subdivision of the Upper Orakzai had been closed and water and other relief items being provided by the Fata Disaster Management Authority (FDMA) and UNICEF stopped. About 450 families belonging to the Upper Orakzai at the camp had been facing tremendous problems after the closure of the projects by the UNICEF and FDMA as they could not stay in rented houses due to lack of money, besides facing the drinking water problem at the camp.

The report revealed that in 124 incidents of terrorism during month of January, 122 people were killed and 174 were injured. Similarly, in 10 terrorism related incidents during February this year, 9 people were killed and 49 injured, in March 86 terrorism related incidents occurred in which 45 people were killed and 141 injured and in 113 incidents during month of April, 59 lost their lives and 110 got injured. The data further revealed that the month of May witnessed 121 unfortunate incidents of terrorism with killing of 137 people and injuries to 162 people. In June, there were 70 such incidents in which 50 got killed and 55 got injured, the month of July saw 116 such incidents in which 65 were killed and 131 injured while in August 2015, 61 people became victims of 82 terrorism related incidents while 77 got injured.

Official sources said that a bench comprising Chief Justice Mazhar Alam Miankhel and Justice Irshad Qaisar dismissed two petitions filed by mothers of the convicts including Haider Ali and Qari Zahir Gul against their children’s conviction by military courts for involvement in acts of terrorism. Lawyer for the petitioners Malik Ajmal Khan confirmed to the media that the bench had dismissed both the petitions. He said after detailed judgments were issued, it would be clear whether the petitions were dismissed on the ground of being non-maintainable or they’re decided on merit. The court had earlier stayed the execution of both the convicts and with the dismissal of these petitions they said stay order also stood vacated.

A suspected bank robber was killed when his accomplices after collecting PKR 4.5 million at gunpoint from Meezan Bank opened fire to disperse the crowd branch in Babar Market Branch, Landhi Town in Karachi, the provincial capital of Sindh. The local Police described it as a botched robbery attempt but the Special Investigation Unit (SIU), which has been tasked with investigating bank robberies, believed the robbers took away over PKR 4.5 million. An SIU official said seven to eight robbers riding motorcycles arrived at the Meezan Bank branch in Babar Market at around 11:15 am just after cash bags were brought there. The armed robbers relieved three guards posted at the branch of a repeater and two pistols. The guards did not put up any resistance. At gunpoint, he added, the robbers made the staff hostage and collected cash. As they were leaving, the bank customers and people in the market raised a hue and cry, triggering panic among the bank robbers who resorted to firing to disperse the people. As a result, a bullet hit and killed their accomplice. The Police claimed to have seized a pistol, a motorcycle and a cash bag from his custody. A senior officer of the SIU said that the suspects fled along with the looted PKR 4.5 million.

On a tip off from a Multan-based intelligence Agency, a joint team of intelligence agency and Police raided a house located in the Jorian village at 2:00 am and cordoned off the area. As the joint raiding team reached the house, resistance was offered from the housemates. The terrorists opened fire on the raiding party and also hurled hand grenades. Resultantly, Sub-Inspector of Elite Force Irshad was killed and three other personnel, including Assistant Sub Inspector (ASI) Ibrar, sustained bullet injuries. One of the injured terrorists was a 'commander' of the Tehreek-e-Taliban Pakistan (TTP) and was planning a terrorist attack during Muharram in Rawalpindi. One of the detained terrorists was identified as Abid, son of Younas, resident of Mirza village in Attock District. It has also been learnt that Abid is a close associate of Qari Sohail, mastermind of colonel (retired) Shuja Khanzada suicide blast case. Initial reports by police revealed that one woman from inside the raided house blew herself along with one another woman and two children by blowing grenades. One of the killed women was recognized as Malika Bibi and other as Sumaira Bibi. The children are recognised as Azan and Muhammad Umar. Police later searched the house and recovered two 9MM pistols, two hand grenades, 20-25 mobile SIM cards of different networks, four mobile phones and one old model Mitsubishi Lancer Car bearing Karachi registration number S-0303. There were reports that explosives were loaded in the car.

The Intercept unveiled documents leaked by a whistleblower about America´s use of Unmanned Aerial Vehicles (UAV) to kill terrorist targets in the Middle East and Central Asia. According to the report, Obama, after taking office in 2009, has vastly expanded the drone program, authorising many more strikes than his Republican predecessor, George W. Bush. In classified slides, the US military describes fatalities from targeted strikes as "enemy killed in action," even if their identity is unknown or they were not the intended targets, according to The Intercept. And the attacks often kill many more people than intended, which runs counter to White House and Pentagon assertions that the strikes are precise and result in minimal casualties. Documents detailing a mission called Operation Haymaker showed that US special operations airstrikes killed more than 200 people in northeastern Afghanistan from January 2012 to February 2013. But only 35 of those casualties were intended targets, The Intercept said. And in one five-month period of the operation, nearly 90 percent of those killed in airstrikes were not the intended targets, added The Intercept. The US has better intelligence in Afghanistan, scene of America´s longest war, than in places like Yemen and Somalia, where the ratios may be equivalent or even worse, it said. "Anyone caught in the vicinity is guilty by association," the unnamed source within the intelligence community who leaked the documents said. During the exchange of fire, eight suspects were gunned down, he said. The SSP identified four of the deceased suspects as Irfan Munir, Saddam Hussain, Sharifullah and Ismail Mehsud. There are no more there," he added. The Home Minister said that law and order situation in Sindh will be maintained at all costs and no one will be allowed to take law in hand or deteriorate peace and harmony in Province. Anwar Siyal presided over meetings of police officers of various districts, particularly Sukkur and Larkana division, after Karachi to review all security arrangements at sensitive places and law and order in province during Muharram. The meeting also urged upon the religious scholars of all sects and representatives of civil society and citizens to play their respective role for peace and brotherhood. According to the statistics compiled by the HRCP, a significant decrease in the number of targeted killings, on apolitical, political and sectarian grounds has been recorded. Moreover, the casualties of Policemen also decreased by about 39 per cent. In the last nine months, 208 people with no political affiliation were killed as compared to 568 last year, showing a decrease of 63 percent. Similarly, the number of people killed with political affiliation this year was 40, as compared to 107 in the corresponding period last year, showing a decline of 63 percent in the number of incidents. Sectarian killings also showed a declining trend with 69 people shot dead in the nine months of this year as compared to 97 in the corresponding period of 2014.

The Anti-terrorism Department announced PKR 0.8 million rewards on capture or providing on information about each of these terrorists. Syed Arifeen said the CTD published the seventh edition of the Red Book after a period of two years. The book has two parts containing 92 names. The first part has the names of 67 while the second has the names of 25 terrorists. The first name in the Red Book is Moti-ur-Rahman alias Abd-ul-Samad of the Lashkar-e-Jhangvi (LeJ), Harkat-ul-Jihad-al-Islami (HuJI) and al-Qaeda in the Indian Subcontinent (AQIS). The head money for Moti-ur-Rahman is RPK 11 million. This man remained involved in attack on the president (Pervez Musharraf) and a number of other terror acts. He is, at present, hiding in the tribal areas of Pakistan or Afghanistan. The LeJis now divided; one of the two groups is headed by Ata-ur-Rahman alias Naeem Bukhari, while the other is headed by Rizwan alias Arif Chotoo. The head money for both of them is PKR 5 million and PKR 2.5 million respectively.

The CTD personnel raided various areas in Swat and arrested 93 suspects, according to CTD spokesperson. The spokesperson said that a militant, identified as Akhtar Ali, who hailed from the Bharshardo Ghalaye area, was also arrested during a raid on a hideout. According to a supplementary charge-sheet filed in an Anti-Terrorism Court (ATC) on October 26, a suspect identified as Mohammad Imran Swati, confessed to his involvement in planning the murder of the Director of the Orangi Pilot Project Perween Rehman on March 13, 2013, on Manghopir Road in Karachi, along with his brother-in-law and a Tehreek-e-Taliban Pakistan militant, reports Dawn. Imran, belonging to the Awami National Party (ANP), confessed that he was part of a meeting in which the murder was planned. He had joined the ANP in 2010 and was an office-bearer of its Bokhari Colony ward. Another suspect, Ahmed Khan alias Ahmed Ali alias Pappu Kashmiri, has been charge-sheeted in the case. The supplementary charge-sheet also named Rahim Surti, Ayaz Surti, Amjad Afridi and Shaldar Khan as absconding accused. The ATC-II judge issued non-bailable warrants against the four absconders directing the Police to arrest and produce them in court till October 30, 2015. A case was registered under Sections 302 (premeditated murder) and 34 (common intention) of the Pakistan Penal Code at the Pirabad police station.

"We have enhanced the security of Hafiz Saeed in accordance with the directive of the home department," an official of the Punjab Government said on October 27. He said more Policemen have been deployed at his residence in Jauhar Town and JuD headquarters Chauburji, Lahore, in the wake of the threat. The report further says Mistri after shooting the driver, took control of the steering. On October 6, 2015, a three-judge bench of the Supreme Court, headed by Justice Asif Saeed Khosa, had scrapped a plea seeking revocation of Qadri’s death sentence for assassinating former Punjab Governor Salmaan Taseer on January 4, 2011. The sentence was first awarded by an Anti-Terrorism Court and then upheld by the Islamabad High Court (IHC) before it was challenged in the apex court. Authoring the 39-page verdict, Justice Khosa said Qadri had murdered Taseer on the basis of nothing but hearsay. “It is an unfortunate fact which cannot be disputed that in many cases registered in respect of the offence of blasphemy, false allegations are leveled for extraneous purposes.” He said that in the absence of adequate safeguards against abuse of the blasphemy law, people falsely accused of the offence suffer irrevocably. The order said any call for reform in religion-related laws should be seen as a call for introducing safeguards against abuse of such laws, adding that it should not be interpreted as a call against the religious aspects of the offences covered by the laws.

Usman Ghani - who hails from Khyber Pakhtunkhwa’s Mardan District - was escorted to Islamabad’s Benazir Bhutto International Airport (BBIA) on October 29 by Italian Police after being arrested in Italy with Interpol’s assistance. Ghani is reportedly wanted for his involvement in terrorist activities in Pakistan including the Tehreek-e-Taliban Pakistan (TTP)-claimed APS attack in which at least 150 people were killed, over 140 of them being children, they said. A high-profile militant, identified as Farmanullah, was arrested in Diamer Valley on October 30, reported The Express Tribune. According to a senior unnamed Police Official, the man arrested is believed to be the mastermind behind sectarian attacks in Diamer and Kohistan Districts. Farmanullah was arrested based on an intelligence tip. The police also confiscated a mask, an artificial beard, a wig, and a number of sophisticated guns loaded with ammunition from his possession. “He was an active member of a banned terrorist outfit operating in the region. This man was also a prime suspect in high-profile terrorism cases in Kohistan, Diamer and Ghizer,” said the official. “Carrying a wig and beard cannot be downplayed these days since militancy has become a major issue. This is an important matter and we hope the information from him will lead us to the entire network,” he added. Farmanullah was booked in 2005 under various sections. He was also declared a proclaimed offender by court of law. The Home Department had also set a bounty worth PKR 0.5 million for his arrest.
