At least two security personnel were injured in a gun and rocket attack from Afghan Security Forces (SFs) at a security checkpost in the Angoor Adda area of South Waziristan Agency in Federally Administrative Tribal Areas (FATA) on July 1, reports Dawn. According to the Inter-Services Public Relations (ISPR), Afghan SFs fired an RPG-7 rocket and few rounds of small arms at the security and the Pakistani troops retaliated and targeted positions where the fire was coming from.

Separately, unidentified people have torched about 40 houses in the Tirah valley of Khyber Agency on July 1, reports The News. “Who torched the houses after the militants were flushed out of various areas of Tirah including Takhtakai, Tora Lagada, Nari Baba and once the government had restored its writ?” asked an elder Haji Normat Khan while talking to reporters. He said about 40 houses of Kamarkhel tribe were set on fire at night by unknown people in Takhtakai and Tora Lagada during recent weeks. He added that the tribesmen had vacated their houses when the SFs launched Operations Khyber-1 and Khyber-2 against the Lashkar-i-Islam (LI) and Tehreek-i-Taliban Pakistan (TTP) in Tirah valley.

The bombing of houses, rocket attacks, extortion calls and the target killings are taking place all over the Khyber Pakhtunkhwa particularly in the provincial capital of Peshawar in the absence of proactive policing, The News reports on July 2. Peshawar, has been under attack from extortionists, target killers and kidnappers for the last many months. Robbers and street criminals are taking advantage of the situation as the Police force seems to be struggling hard against extortionists and militants, mostly carrying out attacks from the tribal areas or the adjacent settled towns. Houses of people are being bombed almost every day after they either fail or refuse to pay extortion money. Some of the gangs involved in these crimes were neutralised but the major ones are yet to be eliminated. The provincial Police have sent a detailed report to the Interior Minister and have pointed out that a key militant group was behind most of the extortion cases.

The long-awaited repatriation process of internally displaced persons (IDP) started on July 1 when 93 families were sent back to their native areas in North Waziristan Agency (NWA), reports The Express Tribune. “The families repatriated on the first day comprise around 450 individuals, mostly women and children,” Mir Ali Assistant Political Agent Zaheeruddin said. Since most of the displaced people belonging to Eidak are living in Baran camp on the outskirts of Bannu, the area was bustling on July 1 as families prepared to board buses for what a return journey which was a long time coming. Trucks had been arranged to transport the belongings of the IDPs.

Police on July 2 arrested three suspected militants said to be inspired by the self-styled Islamic State from Shamshadu Bazaar area of Peshawar, the provincial capital of KP, reports Dawn. Acting on an intelligence tip-off, Security Forces (SFs) raided a shop in the Shamshadu Bazaar area and arrested the three suspects. According to police sources, laptops containing IS literature along with other documents were recovered from their possession. Also seized were documents against the Pakistan Army. No weapons or ammunition was seized in the raid. Amongst those arrested were two Afghan nationals, Asmatullah and Abdur Rehman. The third suspect, Mohammad Ibrahim, belongs to Mohmand Agency of Federally Administered Tribal Areas (FATA).

The Army formally brought Operation Khyber-II to a close on June 15, significantly enough, on the first anniversary of Operation Zarb-i-Azb (Sharp and cutting) in North Waziristan Agency. Four days later, Army Chief General Raheel Sharif visited the troops in Tirah to take stock of the military offensive and the gains made in the nearly three and a half month long operation. The military had gained control of strategically important areas, depriving Tehreek-e-Taliban Pakistan (TTP) and Lashkar-i-Islam (LI) of space in one of their toughest strongholds in the tribal regions. The military, the sources said, had also taken physical control of the three passes from Afghanistan into Tirah – Mzatal, Kandao Gharibi and Dramudrad situated at 7,300 to 9,300 feet altitude above the sea level.Two of the passes have been physically taken over by the military, while the third is under direct fire power, thus putting an end to any movement through that pass. But the success did not come easily. The military lost more than 50 men, including officers, in the second phase of Operation Khyber, while another 100 or so were wounded. “It was not easy,” a security official said, requesting he not be named. “The area was heavily mined,” he said. “There were mines every 15 metres. The mining was done professionally.”

According to a news release, a CIA team led by Superintendent of Police (SP) Umar Virk carried out raids on the information provided by intelligence agencies and nabbed the two suspects -- Mukarram and Moazzim - of Dera Ismail Khan while they were heading to the Federally Administered Tribal Areas (FATA). The suspects were brothers and had links with the TTP’s Matiur Rehman group based in Miranshah of North Waziristan Agency of FATA, the CIA police said. The Interior Minister noted during the question hour that currently JuD was placed under observation under S 11 D vide SRO No. 1040 (1) 2003 and it has been mentioned in all provinces for any suspect activity. In response to a question by Senator Farhatullah Babar, the Minister said that any organisation proscribed under S 11 B of the Anti-Terrorism Act, 1997 was prohibited from any and all activities, including charity work under a different name. As per the statistics, 131 terror incidents took place during the current year compared to 290 in 2014, 281 in 2013 and 203 in 2012. The incidents dropped 59 percent compared to last year. Similarly, during the current year, 63 deaths occurred compared to 212 in 2013. Out of those 63 casualties, 23 Police personnel embraced martyrdom. The casualties are 70 percent less than 2014 and 83 percent less than 2013. Similarly, 156 persons were injured during the current year compared to 590 in 2014 and 1,074 in 2013 showing a decrease of 74 percent compared to last year and 85 percent in comparison to 2013. The Counter Terrorism Department is now handling all terrorism related cases right from the registration of cases to investigation. During the current year, the CTD has traced 104 terrorism cases, including high profile and also cases of target killing of police officers. During the current year, the CTD launched 9,865 search operations resulting in the recovery of around 8,063 arms and 332 kilogram explosives. The report said that the strategy of denying bases to the terrorists in settled areas has also helped the police in reducing these incidents.

According to an official of the Pishtakhara Police Station, the blast was caused by an explosive device weighing eight kilogrammes. The bomb had been planted on the road. “We have reason to believe that the attack was aimed at a security forces convoy which had passed on the road 10 minutes before the blast occurred,” he said. The official said the convoy was equipped with signal jammers. As a result, it did not go off until 10 minutes after the convoy had passed. “Three bystanders were injured in the explosion,” he said.

The Sindh Government cancelled nearly 600,000 arms licences and decided to launch another drive for voluntary surrender of illegal weapons across the province, it emerged through official sources on July 9, reported Dawn. Officials said the Government cancelled the licences of all those arms licence holders who had neither submitted their documents for verification nor had they applied for computerised arms licences since October 1, 2013. The Home Department officials said the apex committee, which executes and oversees ongoing targeted operations in the city, was recently informed that 1,057,456 manual licences had been issued in Sindh when the Government decided to computerise them.Since October 1, 2013, the deadline for the surrender of manual arms licences has been extended several times and the last such deadline expired on May 19, 2015, according to the officials. By then the Government had received 462,310 applications seeking computerised arms licences, the officials said, adding the remaining 595,146 licence holders abstained from being featured on the radar. The apex committee finally decided to cancel the 595,146 manual arms licences, the officials said.

There are some 1,600 terror suspects on the list of the Fourth Schedule in Punjab. The Fourth Schedule defines a terror suspect as a “person who is concerned in terrorism or he belongs to a proscribed organisation”. “The Punjab Government has decided in principle to start electronic surveillance of 1,600 Fourth Schedulers by installing tracking devices on their ankles (commonly known as ankle-band) so that their movements can be monitored,” an unnamed spokesman for the Provincial Counter-Terrorism Department (CTD) said.Official sources said that the Government had decided to install the 'ankle chip’ after reports that a number of high-profile members of banned organisations were flouting the official order "to stay in a particular district or area". “We cannot deploy cops outside the residence of each fourth scheduler to watch his activities,” the official said. The official said the fourth schedulers' movement was restricted under the law would be summoned for the purpose. He expressed the hope that the use of the technology would not only help law enforcement agencies in keeping an eye on the suspects’ movements but also help reach ‘hard core terrorists’. The Anti-Terrorism Act Section 11 (EE-f) empowers law-enforcement agencies to carry out electronic surveillance of the fourth schedulers.

The number of suspects killed in Police encounters in Karachi has shown an increase of over 64 per cent in the first six months of 2015 as compared to the same period during 2014, according to Human Rights Commission of Pakistan Report released on July 15, reports Dawn. The report states that while 191 people were killed in Police encounters in 2014, the number of those killed in Police encounters jumped to 255 during the same period in 2015.The report, however, says that the overall number of those killed in the first six months of last year was 1,558 and the number of those killed during the corresponding period this year was 1,040, a drop of over 34 per cent. There has been a drastic drop in the number of targeted killing of non-political people. While 403 such people were killed last year, the number of such people killed during the current year was 128, a drop of around 68 percent.Further the report states that 79 political activists were killed in 2014 while the number of those killed during the current year was 33, 58 percent less than those killed last year. The number of dead bodies found this year also dropped by over 46 percent as compared to that of 2014, when 201 bodies were found, while 109 bodies were found during the current year.

He has been identified as Mukhtar. He had killed a man in 2004 in the limits of Kot Lakhpat Jail. The president had rejected his appeal for clemency. A meeting was arranged with his family members before the hanging. Two condemned prisoners were hanged in the Central Jail. They are Muhammad Younis and Muhammad Asghar. Muhammad Younis of Chak 272/GB, Jaranwala, had shot dead his rivals Amanat Ali, Farzana Bibi and Saira Bibi in 2000. The then Jaranwala additional District and sessions judge had awarded him death sentence on three counts on December 28, 2004. Asghar of Layyah had murdered his nephew over an engagement issue. Two condemned prisoners were hanged in the New Central Jail. They are Ghulam Rasool of Chak 327/HR and Muhammad Asghar of Chak 47/3-R, of Haroonabad. Ghulam Rasool had murdered three people over a family dispute on January 12, 1999. The then Bahawalnagar District and sessions judge had awarded him death sentence. A few days ago, Bahawalnagar District and Sessions Judge Nisar Ahmad issued his black warrant after rejection of his all appeals. Muhammad Asghar had killed Abdul Razzaq during a foiled dacoity. A rape and murder convict was hanged in the Gujranwala Central Jail. Ashraf of Khalilpura, Pindi Bhattian, was hanged in the presence of a magistrate, a doctor and the jail officials. The convict had killed a girl, 12, after raping her on October 3, 1999. Another death row prisoner was hanged in the Sialkot District Jail. According to the jail officials, Basharat Ali had killed Muhammad Iqbal over a minor dispute in Jhelum in 1997. Meanwhile, an execution also took place in Dera Ghazi Khan, bringing the total number put to death since executions resumed last December to 160, officials said. All those executed had been convicted of murder. According to the Amnesty International, Pakistan has more than 8,000 prisoners on death row and most of them have exhausted their appeals.

According to the prosecution, Ammaduddin was caught ‘red-handed’ in January 2014 after he collected protection money from the complainant, Khameeso, who is a middleman at the city’s fruit and vegetable wholesale market. He was accompanied by two of his accomplices, who managed to flee, when Police surrounded them off at the crime scene.According to details, Khameeso had lodged complaint with the police that he was being threatened by some unidentified men over the phone for extortion. The Obama Administration has notified the United States (US) Congress of its intention to release the CSF tranche and, after a mandatory 15-day notice period ends this weekend, the money will be released to Pakistan, said a Finance Ministry official familiar with the matter. CSF disbursements still amounted to roughly USD 1.7 billion in fiscal 2015, said the Finance Ministry official, far higher than the USD 675 million released by Washington in fiscal 2014. The resolution urged Myanmar to protect places of worship, ensure return of refugees, grant full citizenship rights to Rohingya Muslims in Rakhine state, and allow full access of humanitarian assistance to affected persons and communities. Pakistan has, for some time now, been gathering support, both domestically and internationally, for Rohingya Muslims in Myanmar. "ISI-backed terror outfits have been hobnobbing with Rohingya community leaders and organizing jehadi training along Bangladesh-Myanmar border," a senior Indian intelligence official said adding that Islamabad's open support to Rohingya Muslims in Myanmar comes hand-in-hand with its attempts to improve relations at the government level. "This is another instance of classic double speak that Pakistan is well known for," commented the officer. In a bid to curb terror financing, the Punjab Government booked a number of banned organisations for illegally collecting funds from the public in different Districts of the Province, reported Dawn on July 30 (today). The cases have been registered against Al-Rasheed Trust (Maymar Trust) and Al-Rehmat Trust in Multan, Ansarul Ummah, Sipa-i-Sahaba and Tehreek-e-Ghulbai-e-Islam in Bahawalpur and Jaish-e-Muhammad in Gujranwala. The accused involved in illegal collection of funds have been arrested and investigations are in progress. The two-judge Supreme Court bench headed by Justice Jawwad S. Khawaja had taken up a case relating to activities of Non-Governmental Organisations (NGOs). The matter cropped up during the June 23, 2015, hearing of a bail application of Haroonur Rashid who had been booked for alleged fraud in a business transaction. During the case, it emerged that the parties involved had invested in a Khyber Pakhtunkhwa-based NGO ‘Baraan’ which was registered in Peshawar but had spread its activities to Tank, Bannu and D.I. Khan. Consequently, the apex court asked for information about the steps the Government had taken after December 24, 2014, the day the National Action Plan (NAP) was prepared. A voluminous report submitted by Additional Advocate General of Punjab Razzaq A. Mirza on July 29 said the provincial Counter-Terrorism Department (CTD) was strictly monitoring activities of outlawed organisations and hardcore militants, including those mentioned in the Fourth Schedule of the Anti-Terrorism Act (ATA) 1997, as well as their facilitators involved in raising and possessing funds for terrorism. According to the report, the CTD has arrested a gang of 12 people found collecting funds for Jaish-e-Muhammad (JeM) and Al-Rehmat Trust and confiscated ‘Jihadi’ literature and books. It said the Federal Investigation Agency (FIA) Punjab had also launched a crackdown on Hundi and Hawala operators across the Province.

According to details, Senior Superintendent of Police (SSP) Azfar Mehesar of District West said that a Mominabad Police team was patrolling when they saw some suspects in a Hi-roof van. When the Police signalled the van driver to pull over, the suspects opened fire. As the Police retaliated, more companions of the terrorists who were coming behind the van on a motorcycle attacked the Police, wounding Police Constable (PC) Naseem. After the encounter ended, five suspects were arrested in an injured condition but their accomplices escaped under the cover of darkness. The Afghan Taliban and sources close to the militant group’s representatives, who are engaged in peace talks with the Afghan Government, rejected reports that Taliban leader Mullah Muhammad Omar is dead, reports Daily Times. A Taliban 'spokesman' insisted that the group's leader “is very much alive” and the rumours of his death were aimed at drawing out the leader. However, Afghanistan's security services spokesman Abdul Hassib Seddiqi on July 29 said that Mullah Omar died two years ago in Pakistan, reported Daily Times. Seddiqi told British Broadcasting Cooperation's Afghan Service that Mullah Omar had died of health problems at a hospital in Pakistan. The Afghan Government says information on his death is credible. The BBC reported that the latest reports of Mullah Omar's death were being taken more seriously than previous such reports. A statement from the office of Afghanistan's President Ashraf Ghani said that it believed based on credible information that Mullah Omar died in April 2013 in Pakistan.

The Inspector General of Police (IGP), Mohammad Amlish Khan, said that law and order situation in the Province is not purely a home-grown problem because criminal elements from Iran, Afghanistan and Sindh often penetrate into Balochistan, reports Dawn. He said that Police with the help of other law-enforcement agencies (LEAs) had recently made a breakthrough by eliminating the provincial leadership of Lashkar-e-Jhangvi (LeJ). The development has had a positive effect on the law and order situation in the Province. Talking to journalists, he said: “Balochistan Police have been confronting the challenge of terrorism for years. The Province has borders with Iran, Afghanistan and Sindh from where terrorists, militants and criminals enter Balochistan. Because of limited financial sources, Police cannot monitor the entry of all such people into Balochistan.” He said top leaders of LeJ in the Province, including Osman Saifullah, had been killed and their accomplices arrested in the recent intelligence-driven joint operations of Police and other LEAs. Further, he said that militant organisations such as Jaish-e-Islam had stepped up their activities in the Province after the signing of an agreement to build China-Pakistan Economic Corridor which would pass through the province. “Several militant organisations have formed a joint network to carry out terrorist activities in the province,” he added.

Mullah Omar’s family and the Taliban leadership council in a statement confirmed that Mullah Omar passed away in a peaceful manner. Khyber Pakhtunkhwa (KP) Police have sacrificed the most number of cops during the last almost 10 years and they include officers up to the rank of Additional Inspector General (Add IG) down to constables, says Assistant Inspector General (AIG) Establishment Fida Hassan Shah on July 31, reports The News. “As many as 1,133 Policemen have been killed in the attacks all over the province since January 2006,” Fida Hassan Shah said. A total of 1,508 Policemen were killed in various kinds of attacks in the province since 1971.The increase in violence in KP in recent years could be gauged from the fact that the Police casualties remained 375 in 35 years from 1971 to 2005, but the figure shot up to 1,133 in less than a decade. All those Police killed during the period were hit by suicide attackers, their cars and police stations were bombed and fell victim to target killing and rocket attacks as the violence increased in the province in 2006. The worst year was 2009 when 207 cops were killed, followed by 176 in 2008, 148 in 2011, 127 in 2013, 109 in 2010, 108 in 2007 and 101 in 2014. As many as 31 Policemen have been killed in attacks in 2015 so far.
