Two unidentified motorcycle bourne assailants opened fire at the vehicle of Haripur Additional Session Judge Hina Khan near Rana Deray area, killing the driver on the spot Sarwar Shah. However, Additional Session Judge Haripur Hina Khan was not present in the car. The mother of Hina Khan remained unhurt in the attack.

According to official document released by Provincial Home Department, acts of terrorism as well as sectarian and targeted killings have gone down by 50 per cent in Balochistan over the last two years under Chief Minister Dr Abdul Malik Baloch, reported The Express Tribune. Statistics released show that 27 people have been killed and 13 others wounded in incidents of sectarian killing till September 2015. This number is significantly lower than the figures for 2014, when 91 people were killed and 129 others wounded. It is a marked improvement also from the 2013 figures when 258 people were killed and 478 people were injured in similar incidents. In 2015, there has been a significant decline not only in sectarian violence but also in attacks on settlers – mostly Punjabi- and Urdu-speaking residents of Balochistan. In 2010, around 113 settlers were killed. However, this figure dropped in 2014 to 91 while in 2015 around 36 settlers were targeted.

Security sources said that PAF jets targeted militant hideouts in Tirah Valley, killing five suspected militants and injuring three others. The three militants were identified as Zubair, Asif and Umair. An official of the Counter-Terrorism Department, Ali Raza said that four TT pistols, three kilograms of explosives and four “ball bombs” were seized from their possession. “The held militants disclosed that Mufti Saddam of the banned Tehreek-e-Taliban Pakistan (TTP) had sent them to Karachi to establish a group here for taking revenge of the killing of Malik Ishaq,” Raza disclosed. Karachi witnessed 48 percent decline in the incidents of target killing while the rate of other types of killings has also come down by 37 percent in the Rangers led operation, representatives of the Federal Ministry of Interior told the National Assembly on November 10, reports The News. They told lawmakers that it has sealed 102 Islamic seminaries for fanning extremism. Moreover, it has also frozen PKR1 billion in funds of proscribed militant groups. The Law Enforcement Agencies (LEAs) have sealed the seminaries for sponsoring terrorism or extremism, Federal Minister for Interior Chaudhry Nisar Ali Khan said. In 2015, the Government closed down 87 madrassas in Sindh and 13 in Khyber-Pakhtunkhwa, he said. Two seminaries have been sealed in Punjab where a number of students were found in contact with banned groups. The LEAs have also identified 190 seminaries that receive funds from abroad.

Additionally, the Office of Foreign Assets Control (OFAC) is designating Dubai-based money services business Al Zarooni Exchange under Executive Order (E.O.) 13581 for being owned or controlled by, or acting for or on behalf of, directly or indirectly, the Khanani MLO, and for materially assisting, sponsoring, or providing financial, material, or technological support for, or goods or services to or in support of, the Khanani MLO. The Khanani MLO engages in third-party money laundering by transferring funds to financial institutions on behalf of drug traffickers and TCOs. Force Commander Major General Asim Munir was also present on the occasion. Briefing reporters about the visit of Chief of Army Staff General Raheel Sharif to Washington, he said the Army Chief held discussions with top civilian and military leadership of the United States (US) on issues ranging from defense and military cooperation to regional security and stability including the longstanding Kashmir dispute with India. On the question of Daesh, Bajwa said that the group was a global threat and needed a global response to be defeated as also mentioned by the Army Chief. “There is a zero tolerance for Daesh in Pakistan. “Not even a shadow of Daesh will be allowed in Pakistan,” the DG ISPR said, adding that the Pakistani society has totally rejected it and there was no acceptance of the terror group in Pakistan.

Three accused in one out of four cases sent to the military courts created under the NAP have been awarded death sentence and their mercy petitions are lying with the President for a decision. An official said the CTD also arrested 5,812 terrorists and their operators from different cities of Punjab in intelligence-based operations, averting major acts of terrorism on Eidul Fitr, Eidul Azha and during the first 10 days of Muharram. Of them, 1,265 were arrested in Bahawalpur, 1,040 in Gujranwala, 1,008 in Rawalpindi, 810 in Sargodha and 233 in Lahore. The law-enforcement agencies disengaged 115 Fourth Schedulers (declared dangerous under the Anti-Terrorism Act) from religious seminaries. A spokesman from the Counter Terrorism Department (CTD) said that the Police had brought back Bhatti, along with his four associates, to Pakistan from Dubai with the help of Interpol on October 22, 2015. Police claimed to have recovered a huge cache of arms and explosives, including Kalashnikovs, rifles and hand grenades from the suspected terrorists' possession. The three suspects were identified as Omair Nadeem, Omair Hassan and Noman Yasin. According to the details of the encounter, Bhatti along with his three accomplices was accompanying the Police and CTD personnel to assist them in identifying a house in use of suspected terrorists near Malik park in the Badami Bagh area when the encounter took place. The CTD spokesman said the police party raided a house on the tip off to arrest criminals involved in sectarian killings. He added that the terrorists staying in the house offered resistance to the raiding party and opened fire. Police said the raiding party resorted to retaliatory firing as a result of which the attackers were killed. The Punjab Government had announced a bounty of PKR 2.5 million on the head of Haroon Bhatti.

The report, a copy of which is available with Dawn, reveals that the CTD either arrested or killed at least 93 proclaimed offenders (POs) carrying head-money and wanted in high-profile cases. CTD report said that 10 of the 93 POs were killed by the CTD personnel. The CTD personnel traced 252 militancy-related cases during the time period, said the report. According to the report, the CTD personnel recovered four suicide jackets, 231 hand grenades, 1203 kilogrammes of explosives, 5675 detonators, seven RPG-7 launchers, 71 SMG rifles, 103 pistols and 48 rifles with different bores.

The Sindh Rangers registered a case against Dr Asim at a North Nazimabad Police Station on November 25, 2015, soon after the expiry of the 90-day remand that the paramilitary force had obtained from an ATC for interrogation after his arrest on August 26, 2015 under Section 11-EEEE of the Anti-Terrorism Act 1997. According to the First Information Report (FIR) registered against him, Dr Asim facilitated criminals and terrorists by getting them treated at the two branches of his hospital in Karachi. The complainant in the FIR said that Dr Asim admitted before the Joint Investigation Team that he facilitated criminals and terrorists belonging to banned organisations and the Lyari gang war as well as workers of political parties at the two branches of his hospital situated in North Nazimabad and Clifton.

Malik Mumtaz Qadri, the convicted killer of Salman Taseer, former Governor of Punjab, on November 26 threatened to commit suicide if he is not allowed to meet his family as per previous routine and that the jail authorities would be responsible for his death, reports Dawn. Qadri’s death sentence was upheld by the Supreme Court (SC) and he was kept in Adiala jail of Rawalpindi District. After the SC's decision, the venue of his meeting with family was changed. He was allowed to see members of his family only though an iron fence, apparently because of security reasons and for being a dangerous prisoner. According to a security official, after the threat the jail authorities had arranged Qadri’s meeting with his family as per the demand. Qadri’s meeting with his father, brother and other family members started at 4:00 pm and continued for an hour.

However, the seminary patron-in-chief Qari Maqbool Farooqi managed to escape from the scene. The suspects were identified as Mubashir Ahmed, Muhammad Sarfraz, Tahir Hasam, Muhammad Firdous, Muhammad Talha, Usman Ghani, Tamseel Ahmed Siddiqui, Aamir Mahmood and Abdul Waheed. An unnamed senior CTD official said that the seminary was the last stronghold of the LeJ in Lahore and was also involved in various terrorism incidents. Ziauddin Hospital’s Deputy Managing Director (MD) Dr Yousuf Sattar on November 30 confessed that that ‘political militants’ were given refuge at the hospital on former Federal Minister of Petroleum Dr Asim Hussain’s orders, reports The Express Tribune. “Some political militants were also given a hideout in the hospital,” he said before a Central District Judicial Magistrate in Karachi. He alleged that on instructions of Dr Asim several ‘political’ militants were treated at discounted rates. Dr Sattar was detained over corruption charges on August 26, 2015. Later, the Karachi ATC extended the judicial remand of Dr Asim by seven more days after a request for extension of his remand had been filed by the law enforcing agencies.
