A Deputy Superintendent of Police (DSP), Abdul Fateh Sanghri (55), and two constables, serving as his security guard and driver, were shot dead in Gulshan-e-Hadeed area of Karachi, the provincial capital of Sindh, on May 1, reports The News. DSP Abdul Fateh Sanghri who was a Sub-Divisional Police Officer (SDPO) in Bin Qasim and lived in Steel Town, was heading towards the Gulshan-e-Hadeed market in his car when around five or six militants riding motorcycles fired gunshots at his vehicle. DSP died on the spot while his security guard Constable Mohammed Farooq and driver Constable Nazeer who were injured later succumbed to their injuries at hospital. The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the attack.

Prime Minister (PM) Nawaz Sharif on May 1 said that the Karachi operation is part of the Government’s efforts to eliminate terrorism from the country, which is achieving good results, reports Daily Times. The PM said that “The people of Karachi are now more satisfied as the incidents of street crimes, terrorism, extortion and target killings have decreased. The lights of Karachi are being restored,” he remarked. Nawaz Sharif said it was the Government’s top priority to ensure the establishment of peace in the country. He said that the sanctuaries of terrorists had been destroyed and eliminated in North Waziristan and peace restored there. The Government, he added, was striving to establish peace across the country.

A boy, identified as Awal Khan, who had been kidnapped-for-ransom on April 27, 2015, was rescued by the Police and two of the abductors were arrested in Nowshera District on May 2, reported The Express Tribune. Akbarpura Police Official Akhtar Naseer said that the Nowshera District Police Officer (DPO) and Deputy Superintendent of Police (DSP) issued special directives for the recovery of Khan. Evidence led the Police to the boy and the two accused abductors Maula Dad, Chamkani and Jehandir. During initial interrogation, the accused reportedly confessed to having kidnapped Khan for a ransom of PKR 1.2 million. Both the accused were later handed over to the Counter-Terrorism Department for further investigation.

A plan to attack a religious gathering organised by the Shias was foiled by the Police who seized 15 kilogram of explosive material from Dhoke Hayat Ali area of Gujar Khan in Rawalpindi District on May 2, reported Dawn. The Counter-Terrorism Department also managed to trace and identify the suspected terrorists on May 3 but no arrest could be made. According to details, Police officials patrolling the area spotted two suspicious men carrying a mysterious container. When the Police officials approached them, they got into a scuffle with the officials and managed to escape, abandoning their motorbike, parked nearby and the container they were carrying. Upon examination, the Police found 15 kilograms of explosive material in the container along with bolts, nails and a detonating device. The Regional Police Officer (RPO) Mohammad Wasal Fakhar Sultan confirmed that the suspects have been traced and will soon be arrested. “We have identified the suspects and traced them to their hometown” he said.

Akbar Nagori, the brother of Pakistan People’s Party (PPP) Member of Provincial Assembly (MPA) and Provincial minister Javed Nagori, was killed and three others including a Policeman were injured in a grenade attack, targeting the PPP office in Lyari area of Karachi on May 2 (today), reports The News. The provincial minister remained safe in the grenade attack while four other people sustained injuries. Military aircraft on May 2 bombed militant hideouts in North Waziristan and Khyber agencies of Federally Administered Tribal Areas (FATA), killing 44 suspected militants, among them many foreigners, reports Dawn. In a statement, the Inter-Services Public Relations (ISPR) said that precision strikes were carried out in the Dattakhel area of North Waziristan and Tirah valley of the Khyber Agency. Sixteen militants were killed in strikes on hideouts in the Dattakhel area, it said. Many foreigners were among the dead. In air strikes carried out in Tirah valley by fighter jets and helicopter gunships, 28 suspected militants were killed and many others injured, the ISPR said. A number of militant sanctuaries in Rajgul and Kando Gharebi areas of Kukikhel territory, under the control of Taliban since 2009, were destroyed in the strikes.

In an effort to control the flow of arms, the Federal Minister of Interior Chaudhry Nisar Ali Khan on May 4 decided to put a complete ban on the import of prohibited weapons in the country, reports The Express Tribune. “It was proposed that a complete ban on import of prohibited weapons should be put in place,” an official statement read. According to the decision, only the Ministry of Defence Production and security Agencies should be allowed to import such weapons. The Interior Minister also proposed that individuals and entities, who are qualified for such weapons, can procure them only through Pakistan Ordnance Factory in Wah. Further, the interior ministry declared that that all manual licences, which have not been verified, would be invalidated after December 31, 2015. The meeting also decided that “nobody under the age of 25 years should be issued arms license.” The Minister observed that the National Database Registration Authority (NADRA) is regulating all the existing arms licences. “But a comprehensive mechanism should be put in place to regulate and monitor the flow of arms into the country,” he added.

Advocate Raja Rizwan Abbasi, counsel for Lakhvi, argued before the court that his client had been facing threats and might be assassinated while coming to or leaving the court. He pointed out that Lakhvi had been kept in tight security inside the jail as the law enforcement agency knew he might be targeted. Advocate Abbasi requested the court to exempt him from personal attendance during the course of hearing.

A Police Department statement said that the Khyber Pakhtunkhwa police recovered 35 arms and ammunition of different kinds and 359 rounds in the operation conducted in different parts of the province. During the operation 476 houses and 227 hotels were checked. Two cases were registered against the violators. During snap checking on 166 check points, 248 suspects were held and 21 arms of different kinds and 969 cartridges of different bores were recovered from them. The sources claims that Rehman remained a close aide and a logistics provider of Ayman al-Zawahiri, the current 'chief' of al Qaeda, whenever he travels. The 'spokesman' of Amjad Farooqi Group, Abid Kalia called from an Afghanistan number and confirmed the allegiance of his leader to TTP 'chief' Fazlullah. Asked about the place of meeting, he refused to answer. Kalia claimed that three militants initially had a meeting and Rehman's two close and trusted aides, Ehsanul Haq and Rana Ashfaq Ahmad, reiterated their confidence in Rehman. The incidents of terror attacks in Khyber Pakhtunkhwa during the first four months of the year are the lowest in the last four years mostly because of the military operations in Federally Administered Tribal Areas (FATA) and the actions by police and Counter Terrorism Department in the province, The News reported on May 6 quoting the statistics of the Central Police Office. During the first four months of the current year, 85 terrorist incidents took place compared to 183 in 2014, 173 in 2013 and 134 in 2012. “The modus operandi analysis shows that 37 incidents of IED took place during the year compared to 97 in 2014, 114 in 2013 and 83 in 2012. Similarly, during the current year two suicide attacks were carried out compared to six in 2014 and 10 in 2013,” said an official while quoting the statistics of the Central Police Office. The officials said the hand-grenade attacks and target killings also recorded sharp decrease as 13 incidents of hurling grenades were registered compared to 26 last year. Also, the number of target killings reduced to 33 compared to 45 last year. “The casualties that took place during the current year are the lowest in the last four years. During the current year six persons have been killed and 104 injured compared to 194 killings while injuries to 511 others in 2014,” the official added. Inspector General of Police Nasir Khan Durrani appreciated the performance of the Counter-Terrorism Department (CTD) particularly its head Salahuddin Khan as the force took proactive action against terrorists and hardened criminals all over KP.

The Agency, which prepares internal reports for the US Congress, reported that the weapons supplied to Pakistan were earlier used by American forces in Afghanistan and Iraq. Technically, these weapons are classified as “Excessive Defence Articles”, that is, equipment used by the US forces, which can be supplied to allied nations at withdrawal instead of shipping them back to the US. The weapons include F-16 armaments including 500 AMRAAM air-to-air missiles; 1,450 2,000-pound bombs; 500 JDAM Tail Kits for gravity bombs; and 1,600 Enhanced Paveway laser-guided kits. All this has cost Pakistan USD 629 million. Under Coalition Support Funds (in the Pentagon budget), Pakistan received 26 Bell 412EP utility helicopters, along with related parts and maintenance, valued at USD 235 million. Pakistan is also receiving military equipment with a mix of its national funds and America’s foreign military funding.

The investigating team held discussions with the faculty of the Karachi University Mass Communication Department, the slain professor’s students, his close friends and relatives. They all were of the opinion that Rehman alias Yasir Rizvi was a “thorough gentleman” and he had no enmity with anyone, the Police officer said. An advertisement, stating that close relatives of missing terrorists would be liable to prosecution, including death sentence and confiscation of properties if they failed to report their disappearance, which appeared in some national Urdu dailies on May 8 in the form of a public notice, raised many eyebrows as legal experts believe that no such provision is available in any law available in the country, reports Dawn. The advertisement states, “In accordance with the Code of Criminal Procedure 1898 and other laws related to terrorism, public at large are informed that if any member or members of their family including those non-relatives looked after by them are individually or being a member of an organisation involved, or there are apprehensions of their involvement, in any act of terrorism and are missing from their residences for that purpose, they should report it to the nearby Police Station or office of Assistant Political Agent along with picture of the missing person or persons.” It further states, “In case of failure if any terrorist was arrested in connection with an act of terrorism, including suicide bombing, or is killed then legal action will be taken against his parents, brothers or the relative who had looked after him under provisions of the above mentioned laws in which that terrorist was found involved or killed including death penalty, life imprisonment and confiscation of movable and immovable properties.” In response to this advertisement, Noor Alam Khan, advocate of the Supreme Court, said that no such provision was available in the Code of Criminal Procedure (CrPC), Anti Terrorism Act (ATA) and even in the Protection of Pakistan Act, which made a person liable to prosecution in case he failed to report disappearance of his missing relative suspected of planning to carry out any act of terrorism. He questioned how a father or a brother could be awarded the same sentence, including death penalty or life imprisonment, for an offence committed by his son or brother, respectively, merely on the ground that he had not informed the authorities about his disappearance.

The Federal Ministry of Interior, through Advocate on Record (AoR) Siddique Khan Baloch, filed an eight-page appeal under Article 185(3) of the Constitution, contending that Qadri’s acquittal under Section 7 of the Anti-Terrorism Act (ATA) 1997 was not in accordance with the law. “The high court was not right to acquit the convict under Section 7(a) by not appropriately considering the peculiar features of the case, in which the governor of a province, holding constitutional office was murdered mercilessly in a busy commercial area in broad daylight by a person (deputed officially as a security guard) to save and secure the life of the governor,” reads the Interior Ministry’s appeal. It argues that Taseer had “particular views on national issues due to which different religious and political groups were propagating against him and threats to murder him were also issued.”

The Ghotki Senior Superintendent of Police (SSP) Saqib Sultan Mehmood had promised the protesting journalists that the abductee will be recovered shortly but there has been no success despite the lapse of 20 days.The victim’s brother, Shafi Muhammad Abro, decried the derogatory attitude of the Police officials. Police said that the Hazara community members were busy in the maintenance of a rickshaw in a shop at Kasi Road when unidentified armed men, wearing masks on their faces, opened fire on them. As a result, a man was killed and five others sustained injures. The deceased was identified as Ali Raza and the injured as Constable Abbas Awan, Sadiq Ali, Essa Mohammad, Ashraf and Safar. Convicted murderer Saulat Mirza was hanged till death on May 12 (today) at Machh Jail of Bolan District, reports Dawn. Mirza had been on death row for nearly 17 years. Sentenced to death in 1999, Mirza was initially scheduled to be executed on March 19, 2015. But in a turn of events, video footage of Mirza hurling grave allegations at Muttahida Qaumi Movement (MQM) chief Altaf Hussain and other leaders of complicity in crime was aired on television channels just few hours before his execution on March 19. The President immediately stayed his hanging for three days after the convict sought more time to give information regarding target killers and their alleged patrons. A few days later, Mirza's hanging was put off again as authorities wished to interrogate him for crucial details in relation to his confession. A 10-member Joint-Investigation Team later questioned Mirza over his confession and eventually concluded that his disclosures did not constitute any ‘actionable intelligence or cogent evidence’ that could help the judicial process. On May 2, 2015, the trial court issued Mirza's black warrant for a third time, scheduling his hanging for May 12.

Police officials said it that six to eight militants on motorbikes first opened fire on the bus. A blood-stained pamphlet of IS was recovered from the scene, according to a Police official. "Thanks be to Allah, 43 apostates were killed and around 30 were wounded in an attack carried out by Islamic State soldiers on a bus transporting Shia Ismaili infidels in the city of Karachi," claimed the Islamic State said in an Arabic statement. Another militant group, Jundullah also claimed responsibility for the attack. A rescue official quoted a victim as saying that the attackers were dressed in police uniforms. A senior Police Official said the bus belonged to the Al-Azhar Garden welfare, a non-profit organisation for the Ismaili community which provided them low cost housing just near the site of the attack and free transport service. "Most of these people were going towards the city centre for jobs or were vendors or small traders," the official said.

The BND spy service provided a tip-off that bin Laden was hiding in Pakistan, with the knowledge of Pakistani security services. The information came from a BND informant within Pakistan’s Inter-Services Intelligence (ISI) Agency and confirmed CIA suspicions, said the newspaper report, which cited unnamed US intelligence sources. The American source was quoted as saying the German tip-off was of “fundamental importance” in the hunt for the architect of the September 11, 2001 (also known as 9/11) attacks. The German newspaper said that ultimately US services tracked down bin Laden’s exact location by following one of his couriers, as Washington has said. The report also said the BND used its Bad Aibling listening post in Germany’s southern Bavaria state to monitor telephone and email traffic in northern Pakistan to ensure the secrecy of the planned US Navy SEALS operation.

According to statistics compiled from January 1 to May 5, 2015, as many as 175 Afghan prayer leaders were removed, 42 people were arrested for spreading hate material and 238 were rounded up for misusing loudspeakers in Peshawar. A number of search operations were carried out in Saddar and surrounding areas, Hayatabad and the surburban Peshawar during the last couple of days after reports emerged about serious threats of terror attacks. Security in the provincial capital has been put on high alert and over 80 suspects, including Afghan nationals were rounded up in actions during the last three days. “As many as 138 search and strike operations were carried out in Peshawar, including 51 in the rural division, 45 in cantonment division and 42 in city division. During these operations, 197 small machineguns, 910 shotguns, 106 rifles and 1,251 pistols were recovered,” said SSP Saeed Ahmad.

Saudi Arabia has been in discussion with Pakistan over the acquisition of a nuclear weapon, according to an unnamed United States (US) defence official, reports Daily Times quoting the official from The Sunday Times. “For the Saudis, the moment has come,” he said, adding, “There has been a longstanding agreement in place with the Pakistanis, and the House of Saud has now made the strategic decision to move forward.” He denied “any actual weaponry has been transferred yet”, but warned that “the Saudis mean what they say and they will do what they say”. “Whatever the Iranians have, we will have, too,” former Saudi Intelligence head Prince Turki bin Faisal had said at a conference held by the South Korean-based Asan Institute for Policy Studies, adding that any deal between Iran and the West over their nuclear program “opens the door to nuclear proliferation, not closes it, as was the initial intention”.

The book titled The Secrets of Pakistan’s war on Al-Qaeda by Geo News senior correspondent Azaz Syed mentions a secret meeting between Bin Laden and Ilyas Kashmiri, an al Qaeda militant who had contacts in Lashkar-e-Toiba (LeT). The author claims that the meeting held in Haripur District of Khyber Pakhtunkhwa in 2006-2007, discussed the possibility of a war between two South Asian nuclear-armed neighbours as a result of an imminent attack on Indian soil. “Osama was thrilled to know about LeT’s plan to attack the Indian city of Mumbai. For long he had desired to set up his own state. A Supreme Court Justice Qazi Faez Isa on May 20 pointed out the dangers of upholding sectarianism if the court were to interpret legal issues in light of the Constitution as it exists today, as opposed to its original form, which did not contain the word ‘sect’, reports Dawn. “Sectarianism is a curse,” said Justice Qazi Faez Isa, a member of the 17-judge full court of the Supreme Court headed by Chief Justice Nasir-ul-Mulk that is hearing challenges to the 18th and 21st amendment. “If we [institutionalise] sectarianism, we will die at the hands of our own. This is what we have been witnessing in the Muslim world today as well,” Justice Isa deplored. The judge’s observations came against the backdrop of an explanation of Article 227 of the Constitution, added through the third amendment under Presidential Order 14 of 1980. The explanation suggested the application of the personal law of any Muslim sect to adherents of that faith, saying that the expression “Quran and Sunnah” will mean the Holy Quran and Sunnah as interpreted by that particular sect. “If the government wants to abolish sectarianism, it would have to revert to the original Constitution,” Justice Isa emphasised. Concurring with the observation, Justice Jawwad S. Khawaja recalled that the explanation of the word ‘sect’ was not part of the original 1973 constitution, but was added later by a military dictator, a reference to General Ziaul Haq.

According to report, the Indian Government has yet to communicate its decision via diplomatic channels. But it is hoping Islamabad would cooperate. Union Home Minister Rajnath Singh said "It's not just India, but the whole world knows who's been sponsoring terrorism. Therefore, we have urged Pakistan to help us in combating this terror since Pakistan is also reeling under terrorist attacks." The trio has been listed as terrorists by the Indian Government, and they are also on the United Nations Security Council's (UNSC) Al Qaeda Sanctions List. That makes it mandatory for the Pakistan Government to impose a ban on their financial assets, travel and arms transfer. Suspecting Pakistan's role in the recent supply of high quality Fake Indian Currency Notes (FICN) printed on the same paper as the Pakistani Rupee, the National Investigation Agency (NIA) last week initiated a full blown investigation into a cross-border network of smugglers who work for Inter-Services Intelligence (ISI), reports The Times of India on May 25. Earlier this year, Delhi Police's Special Cell busted a FICN syndicate with the arrest of kingpin Shahjahan Sheikh alias Tunnu from Malda District of West Bengal along with his two associates and recovered FICN worth of INR 2 million. It is suspected that the gang worked for men sitting in Pakistan and ISI directly facilitates their operation of smuggling FICN to Bangladesh and then to Indian states via Indo-Bangla border. According to officials, Shahjahan was allegedly receiving FICNs from major Bangladesh-based suppliers of FICN, Maidul and Janarul and also had direct access to the entrenched contraband markets of Kaisar Haat in Chapai Nawabganj District in Bangladesh, where ISI agents have set up a clandestine bazaar from where FICN can be obtained in huge quantity by paying for it in original Bangladeshi currency. After obtaining FICNs from Kaiser Haat, Shahjahan used an extensive network of cross-border smugglers to get the same transported to his native village from where, it again used to pass through chains of conduits before reaching the intended buyers spread over National Capital Region (NCR), Haryana, Rajasthan, Maharashtra, Gujarat and other Indian territories. Sources also said that the fake currency has been printed on same paper as Pakistani Rupee. NIA has already in the past established through its probes Pakistan's complicity in printing Indian currency notes with precision, which is destabilizing the economy. NIA had found with the help of a committee of experts from the Security Printing and Minting Corporation of India that the FICNs showed most of the pivotal parameters of the paper, such as GSM (paper density measured in grammes per square metre), wax pick quotient, poly vinyl alcohol, and PH value, matching with Pakistani Rupee. It had also said that the process of printing and paper making was also the same.

Provincial home secretary Mukhtiar Soomro said that the verification process had been initiated for the 1,057,456 arms licences that had been issued in the Province since they started maintaining records. According to him, the government had so far received 462,310 licence verification applications, of which 56,891 licences had been verified while 184,750 were pending with the National Database and Registration Authority (NADRA) and 272,510 others were awaiting approval with the relevant deputy commissioners. “These figures show that 595,146 licence-holders have not applied for verification,” said the CM, pointing out that the May 19, 2015, deadline for verification had passed.

It said its national survey showed that 58 per cent of Americans approve of drone strikes against extremists in those countries with only 35 per cent expressing their disapproval. Support for drone strikes exists across party lines. Republicans, at 74 per cent, are more likely than Democrats, at 52 per cent, to favor the use of drones to target extremists, the poll found. Just under half of the respondents, 48 per cent, said they were very concerned that drone strikes endanger the lives of innocent civilians, while 32 per cent said they were somewhat concerned.

Earlier in the evening, suspected militants had abducted two passenger buses en route Karachi (Sindh) from Pishin District (Balochistan). Levies official Sanaullah, said the passengers were taken out from the coaches after which armed men opened fire at them. So far, no group has claimed responsibility for the attack. Soon after reports of abduction emerged, Police and Frontier Corps officials rushed to the area and there were reports of heavy exchange of fire between Security Forces (SFs) and the kidnappers. The exchange of fire between SFs and militants is ongoing and the death toll from the tragedy is expected to rise, said officials. Meanwhile, District Coordination Officer (DCO) Mastung claimed that 15 to 20 militants had abducted around 35 passengers. Five passengers were released by militants, the Levies official said.

During the search, the Police found one rocket propel grenade, an anti-aircraft gun, eight light machineguns with magazines and a fitting belt, eight sub-machineguns (SMGs), 12,000 LMG and SMG bullets, two bullet-proof jackets, eight boxes of bullets and other material. Senior Superintendent of Police (SSP) District West Azfar Mehshar said that the weapons were Indian-made (inscribed with SA-Local Rest Indian). The involved groups had been identified and two suspects, including the owner of the house, had been taken into custody, who belonged to a political party, he said. Chief Minister Qaim Ali Shah announced a reward of PKR 3 million for the SSP-West and his team for conducting the raid in Orangi Town and seizing the arms and ammunition. He announced PKR 3 million for an Inter-Services Intelligence (ISI) team that had provided information on which action was taken. Shah also announced PKR 3 million for a Rangers team that had raided a terrorist hideout in Orangi Town on May 24, 2015.
