Home Minister Balochistan Sarfaraz Bugti while addressing a press conference said that the Security Forces (SFs) have killed the al Qaeda 'chief' of Balochistan and South Punjab, Omar Abdul Latif alias Luqman in Chaghi District on August 2, reports Dawn. The SFs arrested the wife of the militant 'commander'. She was identified as Tayyaba alias Freeha Baji. Two children of the alleged militant commander were also taken into custody for interrogation. "Security personnel are interrogating the commander's wife," Bugti said adding that, "The al Qaeda commander had fled from neighboring Afghanistan to Pakistan eight or ten months back." The Home Minister further said, "Omar Abdul Latif was striving to establish al Qaeda Sub-Continent Center here. Major terror bid has been foiled in Balochistan."

Two Security Force (SF) personnel were injured when unidentified militants attacked a check post in Shakai tehsil (revenue unit) of South Waziristan Agency in Federally Administered Tribal Areas (FATA) on August 2, reported The Express Tribune. According to an Inter Services Public Relations (ISPR) statement, a group of ‘well-equipped’ militants attacked the security forces check post at Ziarat in Shakai tehsil. Police on August 3 claimed to have arrested three alleged extortionists, who it said tended to target doctors and pharmaceutical companies and have links with a South Africa-based group, reports Dawn. “Police arrested two suspected extortionists, identified as Wasif Rafiq and Faizan alias Matto, from Khawaja Ajmair Nagri, and seized computers from their custody,” said Karachi-West Deputy Inspector General (DIG), Feroze Shah. “This is an international gang of extortionists who mostly targeted doctors and pharmaceutical companies,” added the Police Officer. The officer further revealed, “They were involved in extortion during the last five years but they tended to use names of Lyari gang-war outfits and Tehreek-e-Taliban Pakistan, while sending extortion chits to doctors, pharmas and traders.”

Ruling out the possibility of any conspiracy against Chief of the Army Staff (CoAS) General Raheel Sharif, Federal Minister for Interior Chaudhry Nisar Ali Khan on August 3 said that the COAS has the confidence of the Government, armed forces and the entire nation, reported The News. He further said that the Pakistan Army was a disciplined and highly professional force and speaking against the army was harmful to the country and the military. “It is not possible for few military officers to de-seat the army chief,” said Nisar. According to a letter, the Rangers said all the Police Officials and personnel who had participated in the 90’s operation against MQM have been killed one by one. The letter said 187 men, allegedly belonging to the militant wing of the MQM-Altaf (the main MQM-A group), had been nominated in the FIRs of these murders. We have worked out and our Security Forces are ready to take action against these illegal and un-registered madaris,” Inspector General (IG) Sindh Police Ghulam Hyder Jamali said. The meeting decided that no new seminary will be established without obtaining a No Objection Certificate (NOC) from the concerned Deputy Commissioner and Home Department as well as Sindh Building Control Authority (SBCA). The IG Sindh said that as many as 9,590 seminaries have been reported in the province, of which 6,503 are registered, 3,087 are un-registered and 167 have been sealed because of illegality.

Multan City Police Officer Azhar Ikram led the search operation in the city and Chungi No 9. The spate of raids on seminaries is to bust militants, if any, from seminaries. The Police Officer said that entire area was sealed before starting the operation while pickets were raised at several intersections and along roads for random searches. On May 13, 2014, The Express Tribune quoting reliable sources from across the border reported that Baba Ladla was intercepted and killed by the Iranian Security Forces. According to details, Ladla had reportedly fled to Iranian Province of Sistan-Balochistan when Sindh Rangers launched its operation in Karachi. However, Iranian forces spotted the presence of Ladla at a house near the Konarak Coastal Township and raided it. Ladla tried to flee towards the Pakistani borders where the Iranian border guards intercepted him. In an ensuing exchange of fire, Baba Ladla was killed and his body was taken to a local hospital where the Iranian security officials prepared a video for record purposes. Federal Minister of Interior Chaudhry Nisar Ali Khan on August 9 said in an official report on the implementation of the National Action Plan (NAP) against terrorism and extremism that Law-Enforcement Agencies have so far placed 30 religious seminaries in the "suspect" category which have been closed, reports Dawn. Two of the suspect seminaries were from Punjab, 15 from Sindh and 13 from Khyber Pakhtunkhwa. No seminary in Balochistan has been placed in this category since the launch of the NAP in December 2014. Although the report does not explain in so many words what is meant by suspected madaris, a senior official involved in the implementation of the NAP said that suspect seminaries are the ones that have some direct or indirect connections with militants or their activities. According to the report, Sindh is the only Province which has taken concrete action and has so far closed 72 unregistered seminaries. No such action has been reported from the other three Provinces.

Advocate AK Dogar, the counsel for Saeed, requested the court to issue a stay order against the screening but the judge said it was necessary to first hear the respondent. He said that there were reports that Dr Allah Nazar had either been killed or injured but there was no confirmation yet. Allah Nazar communicated with his associates on July 18, 2015, at 8:14am. At the same time, his location was attacked. Within 10 to 12 minutes of the attack, Security Forces reached the area and searched the vicinity in a radius of 10 kilometers but couldn’t trace Allah Nazar injured or dead. After that day, his communication with his colleagues inside Pakistan has ended. Their wireless conversations with each other show their worry over their failure to contact Allah Nazar. According to details, Khurram alias Muchar, Unit in-charge MQM Unit-28, was arrested over charges of involvement in extortion, dumping of weapons and target killings. Mahmood, an active worker of MQM Unit-20, who has already confessed to murdering 47 people when he was arrested earlier in November 2014, was arrested on charges of kidnapping and torture. Rangers also arrested Shahid alias Kala, an active worker of MQM Unit-31, who had earlier confessed six murders during initial interrogation when he was arrested in September 2014. Mubin, the committee member of MQM Unit-20, also faced arrest as he had confessed to numerous target killings, extortion, arson, rioting and other heinous crimes when he was earlier arrested in May 2013. Some supporters of the resolution wanted the Quaid’s famous speech to Pakistan’s first Constituent Assembly on Aug 11, 1947, containing that vision, be made part of school and college curriculum to make the country’s youth aware of what its founder had visualised the new state to be like. “The text of the historic August 11, 1947 speech is a beacon of light for us...and be regarded as a roadmap for the future,” said an opposition amendment to the Urdu text of the official resolution that recalled what it called the Quaid-i-Azam’s promise of “rights of equality” for all minorities living in Pakistan. Some key portions of the speech, which were allegedly blacked out by some previous regimes, were recalled in the house, such as: “You may belong to any religion or caste or creed – that has nothing to do with the business of the state.” The speech also read, “You will find in course of time that Hindus would cease to be Hindus and Muslims would cease to be Muslims, not in the religious sense, because that is the personal faith of each individual, but in the political sense as citizens of the state.”

The United States (US) on August 11 indicated to Pakistan that further extension in the Coalition Support Fund (CSF) beyond 2015 may not be possible, reports Dawn. The issue about the future of CSF, according to a defence source, was discussed at the 23rd Defence Consultative Group Meeting (DCG)-Interim Progress Review (IPR) held at the defence ministry on August 11. Principal Deputy Secretary of Defence Ms Kelly Magsamen led the US delegation comprising officials of the defence and state departments. Under the CSF arrangement, the US reimbursed Pakistan for operations and maintenance costs incurred in direct support of its operations in Afghanistan. Since 2001, the US has reimbursed USD 13 billion to Pakistan, which is the largest recipient of the fund. The arrangement was supposed to end with the completion of the drawdown in December 2014, but the US government through legislation extended the programme for another year. The extended programme, which came with extra conditions, allowed reimbursement of up to USD one billion. At the DCG meeting Pakistan sought its further extension due to continuing challenges. Besides helping in meeting security expenses, the government has been using CSF inflows to narrow down current account deficit. Senator Usman Kakar of Pakhtunkhwa Milli Awami Party (PkMAP) reminded the Government that the Constitution and the law did not allow anyone to keep private militias, whereas hundreds of these were active across Pakistan. Responding to discussion on a motion, moved by PPP Senator Farhatullah Babar, State Minister for Interior Muhammad Balighur Rehman said that if any of the groups placed in the suspects list would go out of its domain as a charity and welfare outfit, the government would take action against it. Senator Babar agitated on not being shared a copy of the Lahore High Court judgement, which allowed JuD to work as a charity organisation despite a commitment by a Minister over a month ago and his letter to the Senate Secretariat on this count. He reminded the Minister that the Government had confirmed while replying to his question on July 7 that no banned outfit could resurrect by renaming itself. But the Government could not do anything after the court had permitted JuD to work. The six TWJ militants identified as Hazrat Ali, Mujeebur Rehman, Sabeel alias Yahya, Molvi Abdus Salam, Ateequr Rehman, Kifayatullah alias Kaif Qari. TTP militant was identified as Taj Muhammad alias Rizwan. According to the performance report on the ongoing Karachi operation prepared by the Sindh Home Department, Police have already recorded 935 shootings against criminal gangs and individuals by the end of July, which are 66 more than the 869 encounters last year. Deputy Superintendent of Police (DSP) Hazara Circle Shaukat Shah was also killed in the incident. 23 others persons were also injured. Khanzada (71) had been holding a meeting with local people who had come to express their condolences on the death of his cousin. “There were two suicide bombers. One stood outside the boundary wall and the second one went inside and stood in front of the minister,” Mushtaq Sukhera, Provincial Police Chief said. “The blast by the bomber standing outside destroyed the wall which caused the roof to fall on the minister and the people gathered there,” he added. Khanzada used to visit his home every week to listen to the problems of the people of his constituency. Khanzada had been a member of the Punjab Assembly since 2002 and an active member of the Pakistan Muslim League-Nawaz (PML-N). They were identified as Abdul Sattar Masoori Bugti, Iftikhar Bugti, Najeebullah Bugti and Idrees Rind. The Minister described the surrender as a big achievement of the Government because the men were said to be the “right hand of Barhamdagh Bugti”. The FATA Tribunal was established in 2011, but a functioning courtroom was not present for the tribunal. A Case Management Information System (CMIS) was developed using the Multi Donor Fund Trust (MDFT) and will function in the courtroom. A case registered in the court, took an average of 142 days to resolve, but now after the introduction of CMIS, it would be resolved in 92 days.

The Police raided two offices of the TTP in Mir Muhammad Goth and Sultanabad areas of Manghopir and later demolished them. The anti-terrorism court hearing the case, after an extensive scrutiny, accepted the interim charge sheet of the Safoora bus attack case. The charge sheet, which is also held as the investigation report, was submitted nearly three months after the case was registered. It states that there were at least 15 assailants involved in the attack: 10 were riding the four motorcycles and five others were in a white-coloured car that followed them. The motorcyclists stopped the bus, barged into it and carried out the execution, while the car occupants served as a back-up team.

The Inter-Services Intelligence (ISI), uncovered the alleged corrupt practices at the NADRA during ongoing anti-terrorism operations, according to official documents. “It has been found that many NADRA officials are involved in facilitating miscreants and terrorists in obtaining fake identity,” read ISI correspondence. Adnan El Shukrijumah, a senior al Qaeda leader wanted by the United States (US) over a 2009 plot to attack the New York subway system, was among those who obtained a Pakistani ID card by bribing officials, the documents said. Shukrijumah was killed in December 2014 during an army operation in South Waziristan Agency of Federally Administered Tribal Areas (FATA). He was described by the FBI as “one of the leaders of al Qaeda´s external operations program” and had a USD 5 million bounty for information leading to his arrest.

Initial reports suggest that the car was transferring ammunition to an unknown location, but was parked due to some mechanical problems in the car. He gave credit to the civil-military cooperation for the achievements against terrorism. He further said that terrorism had been on an upsurge since 2006, but peaked after the 2009 operations in Swat Valley of Khyber Pakhtunkhwa and South Waziristan Agency of Federally Administered Tribal Areas (FATA), with 2010 being the worst year in terms of terrorism, when 2,061 terrorist attacks were recorded. But in 2014, this number had gone down to 1640, while so far this year only 695 incidents have been recorded, of which there were no casualties in 305 attacks, the Minister added. He said security forces have killed 1,114 terrorists so far. Over 500 terrorists have laid down their arms in Balochistan, where he claimed all terrorist camps were dismantled.

A CTD spokesman said a list of more than 500 members of banned outfits, including Lashkar-e-Jhangvi (LeJ) and Sipah-e-Mohammad (SeM), was prepared jointly by Intelligence Agencies and CTD spy wing. He said it was decided in the Regional Police Officers (RPOs) conference that the members of banned outfits operating in different areas of the province would be arrested. Following the meeting, a campaign was launched against such elements, the CTD spokesman added. He said during the drive, 182 banned outfits members had been taken into custody from different regions and efforts were being made to track down others. “As many as 39 members of LeJ and SM residing in different areas of the provincial capital have been arrested and shifted to undisclosed locations for interrogation”, he said. He said there were reports that these suspects had been in contact with hardcore terrorists.

The message, described by a senior US official as frank, was conveyed during US National Security Adviser Susan Rice’s visit to Islamabad for delivering an invitation to Prime Minister Nawaz Sharif for a meeting with President Barrack Obama at the White House on October 22. “In Islamabad today, discussed how to deepen cooperation to tackle shared priorities. Encouraged Pakistan to advance regional peace and stability,” Ms Rice tweeted as she left after completing her trip and said that she “conveyed President Obama’s invitation to PM Sharif to visit the White House in October to continue discussions”. In a statement the Prime Minister’s Office quoted Mr Sharif as having told her that he “was looking forward to his visit to the US in October this year as an opportunity to further strengthen the ties between the two countries”. The sense emerging from Ms Rice’s meetings with PM Sharif, Foreign Affairs and National Security Adviser Sartaj Aziz and Army Chief General Raheel Sharif was that counter-terrorism cooperation and more particularly Washington’s perception that Pakistan was not adequately targeting the Haqqani network in the Zarb-i-Azb military operation against militant and terrorist groups in North Waziristan would dominate the agenda awaiting the prime minister in Washington.

Balochistan has witnessed a 'substantial drop' in violence this year, according to the Official documents put together for the Balochistan Apex Committee monitoring the progress of the National Action Plan (NAP), reports The Express Tribune on August 31 (today). The documents claim a ‘dramatic decrease’ in violent incidents in the volatile areas of the province. The Provincial Home Department said the emerging situation was the result of the joint efforts of the military and the civilian government for establishing peace in the province. According to the official data, targeted killings have witnessed a significant drop. The Law Enforcement Agencies (LEAs) reported that so far this year 143 people have been killed and 216 injured in attacks on minority groups, settlers and law enforcers. By comparison, more than 275 people were killed and 731 injured last year. The year before that was worse. 530 people were killed and 1,162 injured by insurgents. The LEAs reported 58 attacks on the Quetta Electric Supply Company, the Sui Northern Gas Pipelines Limited and the Pakistan Railways this year, 115 last year and 70 the year before.

Around 324 internally displaced families were sent home in South Waziristan Agency on the first day of the 12 phase of returning process launched on August 31, reports The News. The IDPs families were transported to native areas in the Sararogha tehsil in South Waziristan under the escort of the Security Forces (SFs). A transit camp was established in Khargi area in Tank. Talking to reporters, Political Agent Zafarul Islam said the returning families were provided transportation and PKR 25,000 and one month ration. He said the 12th phase of the return process would continue for two months. The tribal people from South Waziristan were displaced in 2009 when the security forces launched operation Rah-e-Nijat against the militants. More than 16,000 families have been sent back during the earlier phases.

Responding to United States (US) concerns that Pakistan remains a haven for the Haqqani Network, Prime Minister’s Adviser on National Security and Foreign Affairs Sartaj Aziz on August 31 said that the infrastructure of Haqqani Network in North Waziristan Agency of Federally Administered Tribal Areas (FATA) has been disrupted, reports Daily Times. Aziz said the militants have been weakened by an army offensive and now operate mostly out of Afghanistan. Aziz denied any implication that Pakistan is not targeting the Haqqani Network in its military offensive in the border region of North Waziristan. “The infrastructure of the Haqqani Network in North Waziristan, which included the IED (Improvised Explosive Device) factories and a number of other capacities including communication, has been disrupted,” Aziz said. He also disputed the assertion by US officials that the Haqqanis plan most of their Afghanistan attacks from Pakistani soil. “Our assessment is that their capacity in Afghanistan is much, much bigger - probably 80/90 percent compared to what it is here. And what is here is also being cleaned out as a part of our operations,” Aziz said.
